OH-58D ‘Kiowa Warrior’ takes final flight

The U.S. Army Aviation Development Directorate flew the Army’s final OH58D “Kiowa Warrior” flight from Felker Army Airfield at Joint Base LangleyEustis, Sept. 19, 2017.

A Vietnam War-era helicopter, the Kiowa spent 48 years in service as a reconnaissance helicopter during operations including Just Cause, Desert Shield, Desert Storm, Iraqi Freedom and Enduring Freedom. In early 2014, the Army decided to retire the Kiowa fleet as part of the Army’s Aviation Restructure Initiative, ending the legacy of the aircraft.

“It’s a bittersweet day anytime you lose an aircraft,” said Joseph Shaw, ADD aircraft mechanic. “I’ve been working on this aircraft for nine years and it is truly

one of a kind.”

The first 26 Kiowa Warriors in the Army fleet to be decommissioned came from the 6th Squadron, 17th Cavalry Regiment at Fort Wainwright, Alaska in May 2014.

As part of the ARI, the unit was later deactivated in 2015 after a nine-month deployment to South Korea. Soon came goodbyes from Army National Guard units in Florida, Tennessee and Mississippi.

Static models of the aircraft are displayed in Tennessee and Mississippi.

The ADD unit at JBLE maintained the Army’s last flyable model of the aircraft.

Through overcast skies, Zimmerman and Shaw took the Kiowa Warrior over Felker and Fort Eustis for one final bittersweet pass, ending in a

ceremonial pass as fire trucks sprayed water and ADD employees took photos in front of the aircraft.

“Like old soldiers who never die; they just fade away,” said Zimmerman.

“In my opinion, the OH-58D will fade away into history books as one of the best manned, armed reconnaissance aircraft to date and the greatest observation helicopter since the OH-6 in Vietnam.”

Watercraft maintainers host ďŹ rst ‘Maintenance Rodeo’

The 558th Transportation Company, 10th Transportation Battalion, 7th Transportation Brigade (Expeditionary) hosted its ďŹ rst “Maintenance Rodeoâ€? competition at Joint Base LangleyEustis, Sept. 19-20.

The timed competition comprised of six stations covering the company’s various tasks, including engine maintenance, radio antenna set-up, welding and fabrication, weapons maintenance, vehicle recovery, and vehicle preventative checks and maintenance.

As watercraft maintainers, the company’s Soldiers possess a variety of Military Occupational Specialties. Teams of Soldiers from different specialties worked together at each station in

order to broaden their maintenance knowledge. “We wanted to have a culminating event to cross-train our Soldiers,� said U.S. Army Capt. Lavina Jackson, 558th Trans. Co. commander. “We wanted to mix ‘back-to-basics’ skills with what each Soldier might do on daily basis.

Depending on their MOS, they’ve never done some of these tasks before. We hope this exposure gives them a better idea of Army maintenance as a whole.�

The company organized familiarization and training sessions prior to the competition to better prepare the Soldiers for tasks outside of their specialties. During the rodeo, instructors were available to assist the teams as needed. Âť See MAINTENANCE RODEO | 6

CONTINUED FROM 5 As a 558th Trans. Co. watercraft engineer, Spc. Zane Reynolds doesn’t handle a welding torch on a daily basis, so learning how to fabricate a steel bench was his favorite part of the competition.

“We have really good instructors, so it made it easier,” said Reynolds.

“Oftentimes, other jobs correspond to what you do, so it gives a different perspective to do my job even better. I think dedicating training time this way gives Soldiers specific hands-on training with things they might not otherwise learn.”

Although this was the company’s first competitive event, the sentiment of both Soldiers and unit leadership suggests the “Maintenance Rodeo” may be back for another round in the future to showcase what an Army maintenance company can bring to the fight.

Soldiers aid Hurricane Harvey relief efforts

U.S. Army Reserve Soldiers assigned to Joint Base Langley-Eustis returned home Sept. 5, 2017, after supporting supply-delivery efforts for Texas residents stranded by flood waters following Hurricane Harvey.

Throughout a three-day span, Soldiers assigned to Bravo Company, 5th Battalion (General Support Aviation Battalion), 159th Aviation Regiment at JBLE conducted relief operations for citizens in Orange, Texas, and neighboring areas east of Houston.

Mobilized to assist the 7th Btn. (GSAB), 159th Avn. Reg., from Conroe, Texas, JBLE’s Soldiers delivered roughly 500,000 pounds of cargo to remote locations, using their partnering unit’s CH-47 Chinook helicopters.

As the Bravo crew provided supplies to those in need, community members offered food and water to the Soldiers for their efforts, said U.S. Army Reserve Sgt. 1st Class Nathan Smith, B-Co., 5th Btn. (GSAB), 159th Avn. Reg. flight engineer.

“Everyone was so incredibly thankful

we were there to help,” said Smith.

“There were so many people there helping to move water or donating water. The catch-phrase, ‘Americans helping Americans,’ was happening all around us.”

With widespread destruction, the team flew more than 80 miles from their station to provide aid to those stuck in high flood waters.

“The first day we flew over areas where the flood waters were up to the roofs of the houses and interstates were cut off by the water,” said Chief Warrant Officer 3 Brian Pavlik, B-Co., 5th Btn. (GSAB), 159th Avn. Reg. standardization pilot.

“Just knowing people lost everything they had in those houses fueled our desire to fly every mission out there.”

For reservists like Smith and Pavlik, being a part of a humanitarian effort hits close to home.

“Being able to do something for the community, whether it is local or just within the U.S., is a good feeling and we love to give back,” said Smith.

“Especially being a part of the reserve force, most reservists really take to heart the ‘Citizen Soldier ’ motto.”

Army helping restore wetlands habitat on Chesapeake’s Poplar Island

Ouellette and Devon Suits POPLAR ISLAND, Md. — The U.S. Army Corps of Engineers Baltimore District is leading an interagency project to help restore the ecosystem at Poplar Island in the Chesapeake Bay. The Paul S. Sarbanes Ecosystem Restoration Project at Poplar Island is a $1.4-billion sustainability project to provide habitat for diamondback terrapins, over 160 bird species, crabs, rockfish and killifish, all native to the area.

Poplar Island, located about 34 miles southeast of Baltimore in Chesapeake Bay, had eroded from more than 1,100 acres in the mid 1800s to a mere four, until the Corps of Engineers, in partnership with the Maryland Port Administration, began restoring the island two decades ago to its original footprint, using silt dredged from the Baltimore shipping channels.

In order to continue to provide more critical habitat in the mid-Chesapeake and further dredge placement capacity for the bustling Port of Baltimore, the Corps was authorized in 2014 to expand Poplar Island by an additional 575 acres.

Poplar Island is not the typical Corps project and has generated attention for its positive reuse of materials dredged from channels approaching the Port of Baltimore.

“Maintaining the shipping lanes in Baltimore Harbor and its bay channels is of critical importance to both the regional and national economy,” said Baltimore District Commander Col. Ed Chamberlayne.

The port handles more than 30 million tons of commerce per year, contributing $1.9 billion to the local economy.

“Whether it’s vehicles, raw materials or Diamondback terrapins — the Maryland state reptile — are native to Poplar Island. The Army Corps of Engineers is restoring the eroding island using materials dredged from channels approaching the Port of Baltimore. The terrapins are provided to Baltimore schools and other Maryland students to raise and study before they are released back onto the island.

other commodities, residents throughout the region and beyond benefit from the operations at the Port of Baltimore on a regular basis, and that’s why we’re committed to maintaining these channels,” Chamberlayne explained.

A fundamental role of the Corps of Engineers it to provide safe, reliable and environmentally sustainable channels, harbors, and waterways nationwide. The Baltimore District maintains 290 miles of channels, dredging more than 2 million cubic yards of materials each year.

The material is mechanically dredged at the channel with clam shell buckets, then placed onto a barge, which is transported via tugboat to Poplar Island, said Justin Callahan, the Corps’ project manager. The material is then hydraulically pumped into the island cells.

The work on the project and expansion is done in phases with the dredge placement broken down into island cells.

An island cell takes six to seven years to complete. Cell development phases include: — dredge material inflow, where the dredged silt is pumped into a working cell — crust management, where the silt dries and cracks, over a long period of time, as it is monitored by the Corps — channel excavation, where the dried crust can be cut to allow for water runoff, depending on the cell’s design — marsh plain grading — tidal inlet construction, depending on whether plans for the specific cell call for an inlet, — and finally planting.

The expansion will eventually take the island to 1,715 acres.

“The project is very different than what the Corps has done in the past with dredge material disposal,” Callahan said. “We are creating an island that hasn’t been this size since the 1840s and restoring a remote island habitat that is critical to migratory birds, fish and other wildlife.”

The project also benefits the Port of Baltimore because dredging can’t be done without a disposal site, Callahan said.

“Although you have short-term benefits of having a place to put dredge material, it’s really the ecosystem services that you’re restoring in the bay,” he said. “Those are the benefits that could go on forever.”

The project is considered a winwin for all partner agencies involved, local communities, and those hoping to maintain native Chesapeake Bay species.

“The Corps created a type of habitat that was vanishing rapidly in the area,” Callahan said.

“It’s a fantastic project and we have a significant volume of lessons learned with others coming here from around the world to learn how to replicate it.”

The dredge material is the foundation and wetland cells developed into marsh and tidal inlets are the surface level that visitors see. The restored habitat at Poplar Island creates the opportunity for the public to learn about the beneficial

uses of dredged material, erosion control, water quality, wetlands habitat and species diversity.

Five different habitat types are being created at Poplar Island. Not only will these habitats support a diverse assemblage of plants and animals, but some of the habitat types to be created include ones that experts believe are most sorely needed in the bay.

“There is a plethora of species of birds that utilize all these islands as a stopping place on their way down south,” said Seth Keller, Corps biologist. “Over 200 species of bird with an average of 15,000 birds a day pass through the Atlantic flyway.”

Poplar Island also has a huge bee population with 14 different species of bees, Keller said, adding that the upland area will help increase that population.

The Corps cost shares the project with the Maryland Port Authority. Other federal and state agencies including the Maryland Department of Natural Resources, Maryland Environmental Service, and U.S. Fish and Wildlife Service contribute services to the project.

The majority of construction done on the project has been through Corps construction contracts while the design has been done by the Baltimore District, said Callahan. Currently the expansion portion of the project is ongoing through Corps contracted work. Poplar Island is scheduled for completion in 2044.

Goldfein delivers Air Force update

NATIONAL HARBOR, Md. — Air Force Chief of Staff Gen. David L. Goldfein provided an update to his three focus areas during his remarks at the Air Force Association Air, Space and Cyber Conference in National Harbor, Sept. 19, 2017.

Goldfein announced three focus areas – revitalizing squadrons, strengthening joint leaders and teams, and advancing multi-domain command and control – during last year’s conference.

“A year ago I came out on this stage and laid out for you three focus areas,” Goldfein said. “Big rocks, we call them, because they’re big and they’re heavy, and it’s going to take all of us lifting together to get them moved. By design, it should not be surprising to you that

they fit perfectly and are nested under our five [Air Force] priorities.”

Three teams, led by a brigadier general and command chief master sergeant, reviewed each of these efforts over the course of nine months and reported back on what they learned, and the actions they’ve taken to date, setting the table for the important work ahead.

Air Force senior leaders agree the first priority is to restore readiness and drive innovation, which Goldfein said begins at the squadron, the heartbeat of the Air Force.

One overwhelming truth came out of the review done in the last nine months... barriers to success need to be removed, Goldfein said.

“How do we ensure we’re not doing additional duties that are taking up essential time and actually not adding to the readiness of the squadron,” Goldfein

Air Force senior leaders are minimizing computer-based training and adding commander support staffs and civilians back into the squadrons to take on some of those roles. They are also reviewing all Air Force instructions and empowering commanders to maneuver and make decisions. In turn, Goldfein encouraged wing commanders to let squadron commanders make these decisions.

Ultimately each of these changes is part of the work the Air Force is doing to push decision authority back to the lowest practical level.

With the Air Force being part of every mission, the joint team executes, strengthening joint leaders and teams is vital to mission success, Goldfein said.

As military leaders look at operational war plans, the common theme across all the possible military campaigns is air and space.

“As we strengthen how we build joint leaders and develop exceptional leaders for the future, it’s important that we acknowledge the inherently joint nature of air and space power,” Goldfein said.

“We must train Airmen to bring air,

space and cyber capabilities together with all the other elements of a strategic military campaign.”

This will enable Goldfein’s responsibility of organizing trained and equipped ready forces for a combatant commander as the Air Force plans to deploy Airmen in teams of three beginning Oct. 1, 2017.

Goldfein also highlighted the importance of seeking ways to connect capabilities rather than focusing on individual platforms in future warfare.

This requires agile and resilient networks.

“We are transitioning from wars of attrition to wars of cognition,” Goldfein said. “It forces us to ask different questions of industry. Now we are starting the dialogue with…does it connect…and…can it share. We’re putting together a wargame that’s focused on these concepts.”

The three focus areas converge in a singular vision to create healthy squadrons, who excel in multi-domain warfare and ready to lead the joint force.

“It’s the secretary and my job to release the brilliance found throughout the Airmen in our Air Force,” said Goldfein.

Service members and local community members observed National POW/MIA Recognition Day during an annual ceremony, at Joint Base Langley-Eustis, Sept. 15, 2017.

Prior to the ceremony, JBLE started a 24hour vigil on Sept. 14, 2017. During this volunteers ran around the base’s perimeter with the POW/MIA flag, which was flown constantly, pausing only for a brief moment during retreat.

Along with the 24-hour run, the base theatre hosted two guest speakers who are directly affected by the national day. During the event U.S. Air Force Retired Lt. Gen. Glen “Wally”

Moorhead III shared his perspective on being the son of a prisoner of war. Retired Brig. Gen. Richard Abel also shared what he experienced while he was in charge of welcoming home POWs from the Vietnam War. Base leadership, the two guest speakers and local Veterans of Foreign Wars also participated in an open discussion during a breakfast on September 15, 2017.

National POW/MIA Recognition Day is observed every year on the third Friday of September. Those who participate, pay their respects to POWs and remember those still missing-in-action.

Army, sister services ready to respond as Hurricane Maria makes landfall in Puerto Rico

SAN JUAN, Puerto Rico — U.S. service members with Joint Task Force Leeward Islands moved their aircraft from San Juan to Aguadilla, Puerto Rico, on Monday so they can continue their humanitarian assistance and disaster relief mission once Hurricane Maria passes.

At the request of partner nations, JTFLI deployed aircraft and service members to areas in the eastern Caribbean Sea affected by Hurricane Irma. The task force is composed of Marines, Soldiers, Sailors and Airmen, and represents U.S. Southern Command’s primary response to Hurricane Irma.

The task force is operating two water purification sites in St. Martin to provide potable water to communities on the island impacted by Hurricane Irma.

Supporting the mission are JTF-LI’s aviation assets located in Puerto Rico.

“With Hurricane Irma, we watched it move through the Caribbean Sea and the Leeward Islands, and were tasked with providing support to the countries affected by the hurricane,” said Marine Corps Maj. Matthew J. Weaver, commander of the task force’s Marine aviation element.

The aircraft include Marine Corps CH53E Super Stallion helicopters and Army UH-60 Black Hawk and CH-47 Chinook helicopters. They were positioned in Puerto Rico to provide the task force

“We can provide a well-rounded lift package that covers everything from medical evacuations, heavy lift and general lift support,” said Army Lt. Col. Dave Morgan, commander of the task force’s Army aviation element.

The helicopters and crew were provided by the Corps’ Special Purpose Marine Air-Ground Task Force Southern Command and the Army’s 1st Battalion, 228th Aviation Regiment, Joint Task Force Bravo, both located at Soto Cano Air Base, Honduras. The two units began training before the hurricane in order to provide a joint ability for this type of operation.

for the task force’s Army aviation element. “We expect to do a lot of multiship flying for all of our humanitarian assistance and disaster relief efforts.”

During the next few days, JTF-LI’s priority will be to ensure that the entire force, including aviation assets, is safe from the storm.

“Now we have Hurricane Maria bearing down on Puerto Rico,” Weaver said. “Our next step is to get our aircraft to a safer place, so we can return quickly and provide the same support to the countries in need.”

Although the helicopters will leave San Juan, the task force will remain in Puerto Rico to continue to monitor communications, accurately track people and gear, and maintain command and control during the storm.

Following Maria’s passing, the task force is poised to resume relief operations as soon as possible.

Crushing ISIS: Air power operations in a complex battle space

NATIONAL HARBOR, Md. (AFNS) — Lt. Gen. Jeffrey L. Harrigian, commander of U.S. Air Forces Central Command, discussed the fight against the Islamic State of Iraq and Syria during the 2017 Air Force Association Air, Space and Cyber Conference, Sept. 18, 2017.

Since assuming command in July 2016, Harrigian has directed operations to defeat ISIS, to include the liberation of Mosul and the ongoing fight to liberate Raqqa and the remaining ISIS held territory within Iraq and Syria.

“Crushing ISIS,” he said. “Let there be no doubt in anybody’s mind that’s what we are doing and that’s what this is about.”

According to Harrigian, part of the AFCENT mission is distributing, with

precision, 150 to 175 weapons a day with support from a targeting teams across the U.S. “We got to have action that moves us forward, solves our problems and ultimately, at the end of the day, it’s about winning,” said Harrigian. “That’s what our Airmen provide for us.”

He detailed the operational complexities of the environment that coalition forces deal with on the ground every day.

Harrigian emphasized a leader’s role in every mission is to provide guidance and intent, then Airmen execute the mission on the tactical side.

“It gets back to empowering our team.

When I talk about empowering, there’s a trust factor,” he said. “You’re going to make a decision and I’ll back you up.”

Breaking the gender barrier

NATIONAL HARBOR, Md. (AFNS) — A panel of female leaders discussed breaking gender barriers throughout their careers during the Air Force Association Air, Space and Cyber Conference Sept. 19, 2017.

The women did not step easily into their leadership positions. They faced indifference, bias, stereotypes, cultural micro-inequities and discrimination.

Each one shared a significant barrier breaking story which influenced their career and molded them to become great leaders, mentors and role models.

WOLFENBARGER — A LEADER OF FIRSTS As the first woman in the Air Force to achieve the rank of general, retired Gen. Janet Wolfenbarger, chair on the Defense Advisory Committee on Women in Services, graduated from the Air Force Academy in 1980 as part of the first class to include female cadets.

Wolfenbarger spoke of the gender barriers she experienced during the mid 1970s when service academies were first opening up to women. She was one of 157 women in a class of 1,500.

Though Congress ruled that women could attend the institution, there were still individuals within the force who disagreed with the decision and wanted to prove their opinion right.

“My opinion is that my class of women, and those who followed, us spent four years in fact proving that women cannot only survive, but thrive in a very challenging environment of the service without having to in fact adjust standards,” Wolfenbarger said.

She later said that through the stressful, but rewarding experience, she gained a confidence that she never knew existed.

LEAVITT — POLICY AND CULTURAL BARRIERS The first female Air Force fighter pilot, Brig. Gen. Jeannie Leavitt, 57th Wing commander at Nellis Air Force Base, Nevada, became the first woman to lead an active duty, combat fighter wing in 2012 when she took command of the 4th Fighter Wing at Seymour Johnson AFB, North Carolina.

Leavitt faced two barriers as she navigated her Air Force career: policy and culture. With regard to policy, the

law changed allowing women to serve in combat in 1993. Graduating at the top of her pilot training class, Leavitt was able to have her pick of aircraft. She chose to fly the F-15E Strike Eagle, but was denied due to the aircraft’s combat role. Department of Defense policy changes shortly thereafter and she was able to fly the F-15E aircraft she loved.

Leavitt overcame policy changes due to changes in the law, but overcoming cultural barriers wasn’t as easy.

Being a woman working in a male dominated career had its challenges.

Some of Leavitt’s male counterparts resisted her, but that did not stop her from wanting to become the best fighter pilot. Even though there were instructors who did not want to train with her, her ability, skill, competence and drive out shined any negativity or low expectations directed at her. Her goal wasn’t to be the best woman fighter pilot, her goal was to be the best fighter pilot possible.

FREY — AUTHENTICITY AND ETHICS The first female command chief of U.S. Air Forces Central, Chief Master Sgt. Shelina Frey, currently the command chief of Air Mobility Command, faced racism and adversity growing up in the south while attending predominately white schools. She shared a memory about racial slurs being thrown at her as she rode her bike down the street during college. She laughed in the face of her adversary and refused to let her attacker see the true effect and hurt those words had on her.

“To be taught something and to be prepared for something is one thing, but when it truly, truly happens to you, it impacts you in a different way,” said Frey.

Later, as a newly promoted staff sergeant, she found herself in a similar situation with her supervisor. But she positively stood out to become an asset not only to her organization, but to her boss. Because her supervisor was not technically inclined, he had to depend on her and her knowledge of computers.

“I made sure that every other day he needed me, and the more he needed me and the more I helped him, the more he began to appreciate me and looked past what he called my triple negative,” said Frey.

the very things that she represented, and she couldn’t be more proud.

PENNEY — FIND YOUR PURPOSE Heather “Lucky” Penney, director of T-50A and U.S. Air Force Training systems, Lockheed Martin, was one of the fighter pilots who, during the 9/11 attack, received orders to ram her F-16 into United Flight 93 as it flew over Pennsylvania in order to stop it from reaching Washington, D.C. Penney spoke about dealing with the big stuff, like her conflicts she had as a female fighter pilot while serving in Iraq. Her sister squadron was opposed to women pilots, and the service members not afraid to show it. They refused to acknowledge her existence so much that at times, she would sit down at a table in the chow hall and the males would move. She combatted those negatives with force of will, competence and dedication to the mission. But the little things were harder to get over because they were part of culture and everyday life.

“What we do is really what we are.

You don’t fly fighters, you are a fighter pilot, and you have to adhere to all

of those cultural norms in order to belong,” she said.

She also stated the true culture is about being mission focused and serving a purpose.

MILLER — COMPETENCY AND CONFIDENCE Reminiscing about the start of her career in Montgomery, Alabama, Essye B. Miller, deputy chief Information Officer, Cybersecurity, DoD, not only had to endure difficulties as an African American living in the south.

She learned how to deal with the bias and stereotypes in a professional environment. She said that with exposure and maturity, she was able to understand it was her competency and confidence that would get her through.

She focused on the value she brought to the table, the opportunities the Air Force allotted her and took those lessons and shared them.

These women can be described as the epitome of strength and dedication.

Others can call them heroes, but today and every day they are called Airmen, who decided to take a stand and break the gender barrier.

Nuclear deterrence critical to national defense By 2nd Lt. Nikita Thorpe

NATIONAL HARBOR, Md. (AFNS) — The Deputy Chief of Staff for Strategic Deterrence, Lt. Gen. Jack Weinstein, spoke on a panel about the importance of U.S. nuclear deterrence, and its foundational importance to national defense, at the Air Force Association Air, Space and Cyber Conference, Sept. 19, 2017.

Weinstein expressed the need to remember the Air Force’s unique capability to strike whatever target needed on the planet to defend the country.

He shared the history of development in the intercontinental ballistic missile program and its blanket of protection through the Atlas, the versions of the Titan and Minuteman, and the Peacekeeper.

Weinstein mentioned bombers, emphasizing how standoff capability is critical to Air Force defense and providing the president with multiple missile options.

“When we talk about the value of the triad we are missing a word that we need to add in the 21st century…the word we need to use is ‘more,’” said Weinstein.

“Bombers are more flexible, ICBMs are more responsive and subs are more survivable.”

Weinstein argued each leg of the nuclear triad — air-breathing bombers, ground-launched ICBMs and submarinelaunched ballistic missiles — should be viewed as complementary to one another, with synergistic effects.

“As Airmen wearing this uniform,

nuclear is in our DNA,” said Weinstein.

“We should be proud that two legs of the nuclear triad is provided by the United States Air Force.”

According to Weinstein, that “nuclear DNA” includes 75 percent of the nuclear command, control and communications provided by the Air Force, air refueling tankers critical to long-range mobility, space assets providing oversight of ground activities and military communication satellites enabling presidential communication to military forces at all times.

“The value of the deterrent force that we provide, has only increased in value over time, along with what we do to protect this nation and our allies,” said Weinstein.

“I sleep well at night knowing the capability we currently have on the Minuteman III design, which was built in the 1970s, the B-2, B-52 and a cruise missile,” said Weinstein. “But don’t 35(6(176 forget that the Russians and the Chinese have modernized their force well before we modernized ours.”

Weinstein also addressed questions about modernization.

Army to prioritize top equipment programs in service-wide review

WASHINGTON — Over the next several months, some 820 equipment programs — including combat vehicles, aircraft, and even gear worn or carried

by Soldiers — are expected to be rank ordered by their importance to the Army’s warfighting mission, as a way to determine if the Army is spending its limited resources in the best ways possible.

The Strategic Portfolio Analysis and Review for this year, or SPAR 20, is the second of its kind in recent years. The first was completed earlier this year, in April, to feed the 2019-2023 Program Objective Memorandum. This newest SPAR will in turn feed the 2020-2024 POM. The last SPAR looked at 780 programs and as an end result produced a “top ten” list of near-term capabilities the Army deemed most important. Topping that list was “maneuverable, protected, shortrange air defense” capability, said Lt. Gen. John M. Murray, Army G-8, during a conference earlier this year.

Other programs that made it onto the list of most-important Army programs were long-range precision fires; munition shortfalls; lethality, mobility and protection of BCT’s; active-protection systems for air and ground systems; assured position navigation and timing; electronic warfare; both offensive and defensive cyber capabilities; assured communications; and vertical lift.

During an early morning forum Tuesday, Murray announced the kick-off of the latest SPAR. “Once again we will work through each portfolio to prioritize within that portfolio,” Murray said. The Army’s G-8 expects to again use the SPAR process to identify long-term resourcing strategies for each of the 820 programs in the Army.

Murray said the Army will “look for opportunities where we can take risk to free up resources, by either cancelling programs, (or) scaling down procurement objectives.”

As part of the SPAR process, the Army will put its multitude of competing programs into one of four “buckets,” as it did the first time around, to create a list of recommendations for Army leaders on how limited modernization resources might be applied moving forward. As part of the 2020 SPAR, the Army’s 820 programs will be divided up into four categories: I: Accelerate or find a way to bring into the portfolio II: Sustain at current level of resources III: Reallocate resources to invest elsewhere IV: Divest most or all resources This year, the Army will do something differently than what it did last time for the SPAR — which, in 2016, was the first time the Army conducted such a topdown review of its equipment portfolio.

“We will put together an ends, ways and means strategy for certain critical combat systems in order to make sure we understand exactly when we run out of physics, if you will, on incremental upgrades and when the Army must begin to invest in next-generation systems,” Murray said.

Essentially, Murray said, the Army hopes to be able to determine when it’s time to stop investing in incremental upgrades to existing systems — when the payoff for doing that might no longer be worth it — and instead look at entirely new replacement systems.

“When we make that decision, the Army creates risk for itself,” Murray said. “Because to do that, we will have to free up resources and to free up those resources, it has to come from the incremental upgrade, unless the Army’s budget goes up — which I am not expecting.”

Murray was reticent to go into great detail about the future direction of Army modernization. Less than three weeks away, many Army leaders will attend the 2017 Association of the U.S. Army Annual Meeting and Exposition in Washington, D.C. There, it’s expected, the Army’s chief of staff and the acting

secretary of the Army — or secretary, if one is confirmed by that time — will be more forthcoming on details for Army modernization. Murray opted to not get out ahead of them.

Instead, he laid out some of what he called personal and professional opinions about the way ahead for modernization.

“I’m almost certain the Army will have to continue to incrementally upgrade combat systems to ensure the U.S. Army can fight tonight against a near-peer,” he said. “We will a have to continue to invest in incremental upgrades in order to ensure our Soldiers have the best possible equipment when called.”

The Army must also prioritize within its science and technology budget, he added.

“I am convinced that our Army should only be investing in the things that are most important to us, and most likely in only the things that industry is not already heavily invested in,” he said.

The general also said he expects the Army will see increased investment in prototyping of some next-generation combat systems.

“I am also thinking you will see the Army try to put prototypes into the hands of Soldiers as quickly as we possibly can, to gather their input and their feedback, do experimentation, all before we write the requirements documents,” he said.

Murray also said he thinks there will be a desire for more non-developmental solutions that can be rapidly delivered to the field. One recent example is with short-range air defense systems,

something the Army has identified as a capability gap for itself. The Army recently held a demonstration of four such existing systems at White Sands Missile Range in New Mexico.

Those four systems already exist, though the Army doesn’t use them.

They could quickly be brought into the Army, and delivered to the field, with limited or no modification. That differs from a developmental solution, where the Army may spend years working with a defense contractor to develop a brand-new solution from the ground up.

Finally, the general said, he envisions the Army focusing on sustaining its support fleets, and combat service support fleets as a way to free up resourcing for more critical investments and also, he said, a continued effort “to divest old, obsolete and excess equipment as quickly as we possibly can in order to once again free up resources for higher priorities.”

For Fiscal Year 2017, Murray said, the Army got approximately $26.2 billion for its procurement/research, development, testing and evaluation budget. This year, in the FY18 budget, the Army requested about $26.8 billion, an increase of about $600 million over what it got in FY17. All of that increase, he said, will go to procure munitions to replace consumption rates and a dwindling stockpiles throughout the world.

It is the procurement and RDT&E budget that he says will benefit most from the prioritization provided by the SPAR process.

Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.

Manpower shortage impacts 633rd Medical Group services

The 633rd Medical Group strives to provide Trusted Care to all they serve, while supporting many deployed

and home-station missions. Due to contract vacancies and multiple provider deployments/permanent changes of station during the coming months, it will take longer to receive appointments and have messages returned.

In light of these staffing concerns, TRICARE will temporarily enroll only Active Duty service members and their family members. This action is being taken to ensure patients receive the care they deserve within the established standards. There will be no enrollment changes or action taken to any patients who are already enrolled at the 633rd Medical Group, regardless of category. For questions regarding TRICARE benefits, or for enrollment assistance to locate the best medical facility to meet healthcare needs, contact the TRICARE Information line at 1-800-TRICARE or 1-800-874-2273.

The program is available for children ages two weeks to 12 years old.
