FIRE AND EMERGENCY SERVICES

National Fire Prevention Week is traditionally observed by fire departments throughout the U.S. to promote maximum participation in fire and life safety education. This year ’s events are scheduled from October 8-14, 2017.

The 2017 Fire Prevention Week theme is “Every Second Counts, Plan 2 Ways Out!” It aims to educate members on the importance of having an emergency escape plan. The Joint Base Langley-Eustis fire department are committed to preparing members for such scenarios. During the week, Fort Eustis and Langley Air force Base department will also educate members on how to ensure smoked detectors are functional and placed properly.

In support of this year ’s theme, emphasis will be on E.D.I.T.H. (Exit Drills in the Home) as well. In addition to having an exit plan during an emergency, members are advised to ensure all household members discuss the importance of what to do in the event of different emergencies, including going to an established meeting place and staying out the vicinity of the emergency.

Below are some steps members can take to be prepared during an emergency: Draw a floor plan of your home and mark two ways out of the home, if possible.

Agree on a designated meeting place after escaping the danger area.

Practice your escape plan.

Make sure your drills are realistic.

Be prepared! Ensure everyone can lock and unlock doors and windows.

The department will host a variety of Fire Prevention Week educational activities throughout the week.

Governor teams with military children to improve community

Virginia Governor Terry McAuliffe paid a visit to General Stanford Elementary School students at Joint Base Langley-Eustis, Va., Sept. 29, 2017.

McAuliffe stuffed food “backpacks” to help Newport News Public Schools’ students understand proper nutrition. The students learned about the significance of supporting the needs of those less fortunate and the power of community service. Students, faculty and guests packed approximately 200 food bags for Newport News Public Schools children.

U.S. Army Maj. Gen. Malcolm B. Frost, Center for Initial Military Training commanding general, spoke to students about the importance of nutrition fueling a child’s educational experience.

The event also included a new playground unveiling.

The playground is made of loose building blocks, which encourage creative thinking and allow students to design their own spaces.

Paving way to mission readiness

An engine revs as tires roll over the silky black top steadily reaching 40, 50, 60 miles per hour, then, all of a sudden, the front tire sinks into a pothole. The chassis slams against the asphalt, the steering wheel jerks to the side as the sound of screeching tires echo—the car has lost control.

If a pilot in control of a U.S. Air Force F-22 Raptor were to find such a pothole as it screamed down the runway, the outcome could be catastrophic.

To prevent such an incident, the 633rd Civil Engineer Squadron is tasked with the up keep of the oldest active U.S. Air Force airfield, which supports 5th generation weapons systems.

“Our main focus is maintaining the runway,” said U.S. Air Force Staff Sgt. Jeremy Landis, 633rd CES pavements and construction journeyman. “We do this through the removal of foreign-object debris, snow removal and the correction of pavement defects.”

When it comes to FOD removal, attention to detail is key. One missed fragment could mean millions of dollars in repairs, and hundreds of man hours taken away from direct mission success.

During the winter months, snow on the runway means jets can’t fly and that translates to pilots losing valuable flight hours for training and mission readiness.

Cracks in the sidewalks that connect to the runway also pose hazards to flightline and emergency service Airmen.

extension of their body. They learn the materials, tools and procedures and are ready to build in any situation.

“Sometimes we’re maintaining a base that is already established, but sometimes we have to build a runway because there is nothing there,” said Landis. “So we go there and construct everything, from the runway to the actual facilities, tent cities and anything required for a base to operate.”

At Joint Base Langley-Eustis, the 633rd CES designs, constructs, maintains, repairs and protects 648 facilities and 3,644 acres. Abroad, they are the forerunners who announce the coming of airspace control as they lead the way in support of the mission.

For more than thirty years, U.S. Army Soldiers have trained yearround to compete in the Army TenMiler in Washington, D.C, working to promote Army and fitness goals, while enhancing community relations and teambuilding skills.

A team of Soldiers and U.S. Air Force Airmen from Joint Base Langley-Eustis were sponsored by the 633rd Force Support Squadron to run in the race’s mixed-team division, Oct. 8, 2017 While putting together this year ’s team, U.S. Army Lt. Col. Stephen Lockridge, Training and Doctrine Command budget director and JBLE ATM team captain, was excited to see the joint dynamic of the team unfold.

“I have participated in this run eight times throughout my career, so coaching is my opportunity to give back to the diverse team that we have,” said Lockridge. “Teamwork is paramount in events like this and it helps (show) with a joint service team that discipline and teamwork translate across all branches of service.”

Each year, more than 650 teams and 25,000 individuals compete in the ATM. This year ’s JBLE team of both Airmen and Soldiers are competing in their own individual gender categories. Their times also combine

to contribute the overall team times for the male and female commander ’s cup awards.

Though both installations are roughly 20 miles apart, the JBLE team manages to meet weekly to run together, share training tips and motivate each other.

“I think this really captures the joint base, one team, one fight concept,” said U.S. Air Force Master Sgt. Eric Haselby, Air Combat Command Safety command weapons safety manager and ATM team member. “It gives us a chance to really showcase that while we are geographically separated, we are still one joint base and I’m really honored to be participating with my Army brothers and sisters.”

Team members believe being a part of the ten-miler is not just about competition, but a lifestyle aimed toward fitness and goal determination.

Getting involved is simple, and requires just a kick-start into the first step, according to Haselby.

Army initiates new network modernization plan to enhance cyber capabilities

WASHINGTON — As the Army introduces concepts such as the multi-domain battle (MDB) into joint operations, it also examines how its current network requires modification in order to support warfighters from multiple services in varying areas of operations and with numerous network and cyber challenges.

America’s adversaries are using technological advances to even the playing field with the Army and its joint and coalition partners. To face this current threat, the Army is capitalizing on innovative technologies that integrate communications at every echelon in order to fight wars in multiple domains.

As part of moving MDB from concept to doctrine, the Army is preparing to facilitate how Soldiers “shoot, move and communicate” across the land, air, sea, space and cyberspace operational domains.

As technology changes daily, Soldiers across the globe are required to meet their commander ’s communications needs while keeping up with current technology. To meet this need, the Army is implementing the “Network Path Forward,” a data strategy that provides solutions that are simple, intuitive, protected and sustainable. Additionally, these solutions have the added benefit of being installed, operated and maintained

by Soldiers.

The Army Chief of Staff’s Network Path Forward will be described during this year ’s Association of the United States Army symposium on Oct. 10 at 2:30 p.m. This way forward looks at short-term applications using industry solutions to rapidly upgrade network mission requirements. These solutions will apply to emerging network requirements from strategic command levels down to the tactical edge, enabling leaders to lead and fight their formations from anywhere in the world. It will also result in better protected and resilient network capabilities for the Army as it integrates joint and coalition partner

Airmen in the field rely on secured communications to accomplish their missions without enemy knowledge of their plans. Historically, the means by which the military encrypts its communications has been cumbersome and subject to interception, like when allies successfully stole a Nazi encryption device, called an enigma machine, during World War II. “We think (Mini Crypto chip) will really help forward-deployed warfighters secure sensors, or communications devices, in areas where risk of interception is high, and still protect sensitive data, without burdening folks on the front lines with extra equipment or steps to safeguard the encryption device,” said Heidi Beason, the Mini Crypto program manager at the Air Force Life Cycle Management Center, Cryptologic and Cyber System Division, Joint Base-San Antonio, Texas.

Modular Handgun to begin fielding before Christmas

Hanscom AFB’s proximity to the Massachusetts Institute of Technology Lincoln Laboratory, a federally funded research and development center, enabled testing early in the development process.

“Communications devices all have a processor, where a message is formatted for transmission,” said Christopher Edsall, the Mini Crypto deputy program manager. “In the case of a computer, it’s the (central processing unit). Mini Crypto is located after the processing center, but before the transmission center, which is usually a radio. Another Mini Crypto chip is installed at the receiver end, after the receiving antennae, but before the CPU. The second Mini Crypto chip decrypts the received message as it comes through the radio where the unencrypted message is processed, and

then it is displayed or heard.”

Mini Crypto works by establishing a key between sender and receiver. The exact key is required to read a message after encryption. Mini Crypto’s unique key management system protects up to secret data and meets the National Security Agency standards, the highest standards for encryption. According to Edsall, Mini Crypto’s encryption makes the effort of decrypting a message by an adversary difficult and resource-intensive. By the time a message is readable by an adversary after it is encrypted, it is no longer useful information.

It can be used in joint and coalition environments, providing tailored access to data. Data can be segregated based on a need-to-know using Mini Crypto.

“Mini Crypto’s portability and losability make it ideal for things like precision air drops of supplies,” said Beason. “We think this will allow commanders to send combat material to really austere locations for pickup, and protect their exact location, without putting the troops who need the material at risk.”

The general said that both the M17, which is a full-sized version of the pistol, and the M18, which is a compact version, include different safety features than the P320 pistol, as well as different requirements for accuracy and reliability.

Cummings also said that the new pistol may see more action than its predecessor, the M9, which was primarily issued as a personal protection weapon.

“We’re looking at more than the traditional basis of issue, where we are doing a one-for-one replacement,” he said. The M17 and M18, he said, have also proven good for close-quarters combat, and so might be issued to some

units and Soldiers to fill that role as well.

STILL ON TARGET FOR NEW RIFLE Despite some reports to the contrary, the Army is still looking for a new rifle that uses a 7.62mm cartridge.

“The chief [U.S. Army Chief of Staff Gen. Mark A. Milley] wanted an interim combat rifle, or he was only going to fulfill a requirement to have a squaddesignated marksman in each squad, called a squad-designated marksman rifle,” Cummings said. “So, there are two efforts going on to get a 7.62 inside the squad.”

Retired AF pilots welcomed back on active duty

JOINT BASE SAN ANTONIORANDOLPH, Texas (AFNS) — Retired Air Force pilots holding Air Force Specialty Code 11X are encouraged to apply for the Voluntary Retired Return to Active Duty Program in order to fill rated staff positions to help alleviate the existing manning shortages within the Air Force rated pilot community.

The Secretary of the Air Force approved VRRAD for implementation on July 11, 2017, as one of a wide range of initiatives the Air Force is pursuing to improve pilots’ quality of life and quality of service in order to increase retention.

shortage include reviewing requirements to ensure pilots are utilized effectively.

As a number of non-flying staff positions require a pilot’s expertise, the Air Force reviewed these positions to determine which ones require pilot expertise and which staff positions do not. VRRAD Rated Liaison Maj. Elizabeth Jarding, from the Air Force Personnel Center, said volunteers for VRRAD would help fill positions where pilot expertise is required.

“We will match VRRAD participants primarily to stateside rated staffs that don’t require requalification in a weapon system, with emphasis on larger organizations like major command staffs,” she said. “They’ll fill critical billets that would otherwise remain vacant due to the shortage of active-duty officers available to move out

The SDMR is already a program of record for the Army, Cummings said, and there is a weapon already identified to fill that role: the M110A1 Compact Semi-Automatic Sniper System, or CSASS. That weapon is undergoing testing now, Cumming said.

But the ICSR and the SDMR do not represent the future for what weapons will be issued to most Soldiers.

“Right now, many are focused on the ICSR or SDMR,” Cummings said. “But that’s not the long-term way ahead. The long-term way ahead is a brand new rifle for all of the Department of Defense called the Next Generation Squad Weapon.”

The Next Generation Squad Weapon, or NGSW, is actually two weapons, he said. It’ll include one rifle to replace the M249 Squad Automatic Weapon, and then a carbine that replaces the M4. Both the M249 and the M4 use the 5.56mm cartridge. The NGSW will likely use a different caliber cartridge than 5.56mm.

“For the next-generation, we wanted to

make one end-all solution,” Cummings said. “With the M4, when you look at it, it’s got all these things hanging on top of it. We keep evolving by putting on things. The next-generation is going to be kind of like what we did with the pistol, with the modular handgun system. It’ll be one complete system, with weapon, magazine, ammo and fire control on it and we will cut down on the load and integration issues associated with it.”

The general said the U.S. Marine Corps is “on board” with development of the NGSW, and the British are interested as well.

Cummings said the Army can expect to start seeing the Next Generation Squad Weapon by 2022, in about five years.

That’ll include the weapon, magazine and bullet. Later, by 2025, he said, Soldiers can expect to see a fully-developed firecontrol system.

Until then, Cummings said, the Army is working on an interim solution to get a larger-caliber rifle into the hands of at least some Soldiers. It’ll either be the SDMR in the hands of one Soldier, or the ICSR in the hands of some Soldiers. But, he said, “the final decision has not been made.”

In addition, the program requires applicants be medically qualified for active duty with a flying class II physical and they must have served in a rated staff position within 10 years, or have been qualified in an Air Force aircraft within five years of application.

AFPC will accept applications until Dec. 31, 2018, or until all openings are filled, whichever happens first, on a firstcome, first-served basis.

Retired pilots returned to active duty will not be eligible for the aviation bonus and will only deploy if they volunteer. Officers who retired pursuant to, or in lieu of, a Selective Early Retirement Board and officers who retired for physical disability are not eligible to apply.

The Army’s newest badge awarded to Old Guard Soldiers

JOINT BASE MYER-HENDERSON HALL, Va. --The Military Horseman Identification Badge, the Army’s newest badge since 2014’s Instructor Badge, was awarded for the first time to ten members of the 3rd U.S. Infantry Regiment, Caisson Platoon, on Joint Base Meyer-Henderson Hall, Va., Sept 29, 2017, at Conmy Hall.

Approved by the Acting Secretary of the Army in July 2017, the Military Horseman Identification Badge recognizes Soldiers who complete the nine-week Basic Horsemanship course and who demonstrate the skills necessary to become a lead rider in the Caisson platoon.

“It’s an honor and privilege to receive this badge,” said Staff Sgt. Darren Snyder, a squad leader with the Caisson platoon. “To be a part of the first group of soldiers awarded this badge, is a really big deal,” he said.

The Horseman Badge is the Army’s newest badge since the authorization of the Army’s Instructor Badge in 2014 and the Combat Action Badge in 2005.

Before a Soldier can wear the badge, they first must go through rigorous training.

Upon successful completion of the nine-week Basic Horsemanship Course, Caisson Soldiers must then complete 100 Armed Forces Full Honors Funerals at Arlington National Cemetery, serve honorably for a minimum of 9

months in the Caisson platoon and be recommended by the Commander of 1st Battalion, 3rd U.S. Infantry Regiment.

On top of these requirements, Caisson Soldiers must also maintain the standard ceremonial uniform of an Old Guard Soldier. Additionally, they learn how to use, clean and maintain ceremonial tack and a harness, which is unique to their overall mission.

Once assigned to the platoon, a Caisson Soldier’s day starts at 4 a.m. and each day presents different challenges.

“There are long hours and sometimes you are put into positions were you may not know exactly what to do or how to accomplish the mission,” said Snyder.

“But that’s the joy of working with such a great group of Soldiers, we all work together regardless of how tough times get around here.”

“Some days our horses aren’t in the mood to complete mission or willing to work with us, but get through it anyway,” said Spc. Russell Schoenck, a lead rider with Caisson platoon.

Though this group of Caisson Soldiers are the first to wear the new badge, that doesn’t keep them from remembering those who came before them.

“I’m proud of my time that I’ve served here as a Caisson Soldier, but I’m also proud of those who came before me and those Soldiers are part of the reason we’re receiving these badges today,” said Schoenck.

Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.

Fire Fighter Challenge Competition

The 633rd Civil Engineer Squadron Fire Department will host a Fire Fighter Challenge competition during a Fire Prevention Week Open House at 1 p.m., Oct. 13, 2017. The event is open to all squadrons on base.

Each team must be a 4-person coed team. This will be a relay event, so the entire team will not have to complete all events. These are timed events. The team with the best time wins.

Manpower shortage impacts 633rd Medical Group services

The 633rd Medical Group strives to provide Trusted Care to all they serve, while supporting many deployed and home-station missions. Due to contract vacancies and multiple provider deployments/permanent changes of station during the coming months, it will take longer to receive appointments and have messages returned.

In light of these staffing concerns, TRICARE will temporarily enroll only Active Duty service members and their family members. This action is being taken to ensure patients receive the care they deserve within the established standards. There will be no enrollment changes or action taken to any patients who are already enrolled at the 633rd Medical Group, regardless of category. For questions regarding TRICARE benefits, or for enrollment assistance to locate the best medical facility to meet healthcare needs, contact the TRICARE Information line at 1-800-TRICARE or 1-800-874-2273.

JBLE Family Child Care Program

The Joint Base Langley-Eustis Family Child Care Program is looking for child care providers. They are searching for those interested in a professional, portable career that will allow those to stay at home and run a home-based business. The program is available for children ages two weeks to 12 years old.

Child care providers must be at least 18 years old, be able to read and speak English, be in good health, and willing to undergo a background check. The FCC will provide training and materials to get your business started. Training may include First Aid, CPR, health, safety, developmentally appropriate practices and child guidance. Trespass Notice

The Langley small arms firing range, adjacent area and the bullet impact area to the rear of the range are off-limits to all personnel. Life lessons over lunch workplace study

Join the new Life Lessons over Lunch the first and third Thursdays of the month from 11:30 a.m. to 12:30 p.m., in the 633rd Mission Support Group Conference Room. The Langley Chapel offers this marketplace initiative where participants meet on a regular basis to view a DVD message over lunch. Life Lessons provides a unique opportunity for participants to enter an environment in the workplace where they can consider relevant insights around personal and professional challenges. The principles are presented from a biblical perspective but are non-denominational and open to all active-duty U.S. service members.
