Editor’s Note: This article is part of series highlighting Joint Base Langley-Eustis members’ contribution to humanitarian relief efforts from JBLE. Approximately 87 members assigned to the 633rd Medical Group departed Joint Base Langley-Eustis to set up and operate a 25-bed Expeditionary Medical Support field hospital in support of hurricane relief efforts in Puerto Rico, Oct. 15-17, 2017.

“This is a Defense Support to Civil Authorities mission,” said U.S. Air Force Col. Patricia Tate, 633rd MDG senior nurse. “We will be in support of the broad Federal Emergency Management Agency effort to support the Puerto Rican people during this crisis.”

The mission includes assisting the Puerto Rico Department of Health by temporarily establishing hospitals and clinics to alleviate overburdened hospital emergency departments in response to the aftermath of Hurricane Maria.

EMEDS medical support packages provide a tailored medical response; forward stabilization, resuscitative care, surgical and inpatient services, primary and dental care, and force health protection.

“We were notified Saturday and started loading our Airmen onto C-130s on Sunday,” said Tate. “This is exactly the type of operation that the EMEDS concept was designed for.”

The 633rd MDG team stands as the lead medical element and will command additional forces en route to Puerto Rico from Eglin Air Force Base, Florida and Nellis AFB, Nevada, as well as oversee equipment from Charleston AFB, South Carolina.

Langley Raptors return home 633 AIR BASE WING PUBLIC AFFAIRS

Over 100 members assigned to the 1st Fighter Wing returned to Langley Air Force Base today after a 6 month deployment to the Middle East. During their deployment, F-22 Raptors participated in Operation INHERENT RESOLVE against the Islamic State in Iraq and Syria.

“I can’t be more proud of our Airmen,” said U.S. Air Force Col. Jason T. Hinds, 1st FW Commander. “They did fantastic work operating and maintaining the F-22 for a prolonged period of combat operations. Well done.”

While the 1st FW’s 27th Fighter Squadron was the lead element deployed, they were joined by personnel from the 27th Aircraft Maintenance Unit as well as Virginia Air National Guard Airmen assigned to the 192nd

Fighter Wing.

“When we go to combat, it is truly a total force effort with our 192nd FW partners,” said Hinds.

The 1st FW homecoming was not quite complete, as some F-22s remained in Europe as part of the European Deterrence Initiative.

“The F-22 is America’s premier air dominance fighter, and our mission to Europe provides us an opportunity to train with our allies and strengthen our partnerships.” said Hinds.

While in the Europe, the F-22s will also forward deploy from the United Kingdom to other NATO bases to maximize training opportunities, demonstrate our steadfast commitment to NATO allies and deter any actions that destabilize regional security.

“Today’s homecoming is great.” said Hinds. “But we won’t really be home until everyone returns from Europe.”

Fort Eustis Soldiers to manage port ops in Puerto Rico

Editor’s Note: This article is part of series highlighting Joint Base Langley-Eustis members’ contribution to humanitarian relief efforts from JBLE. The first two of four U.S. Air Force C-17 cargo aircraft loaded with Army troops and equipment from Fort Eustis’ 832nd Transportation Battalion broke ground before daylight, Oct. 18, at Joint Base Langley-Eustis en route to the hurricane-battered Caribbean island of Puerto Rico.

Heavy duty forklifts, tents, satellite communications equipment, generators and light sets, and a host of other vehicles and electronic gear used for tracking and managing cargo was quickly loaded and secured on the aircraft within an hour of the planes landing and opening their rear cargo doors.

The 832nd Trans. Btn. was created with a special purpose in mind and with a distinct skill set that sets it apart from every other transportation battalions in the U.S. Army. Its mission is to work jointly with U.S. Navy and Air Force units to operate autonomously

in austere environments on a moment’s notice to set up and manage air and sea ports anywhere in the world.

While that’s no small task, it is one they train for continuously and have proven their capabilities over and over again.

Soon after Hurricane Maria had moved off shore, U.S. Army Lt. Col. Stacy Tomic, 832nd Trans. Btn. commander, arrived in San Juan, Puerto Rico, with a handful of her transportation and logistics experts. This was part of a Joint Assessment Team to determine what manpower and equipment capabilities she would need when the order came to commence operations—and that order has come.

The 832nd Trans. Btn. has three Rapid Port Opening Elements consisting of roughly 60 U.S. Army Soldiers in each.

“These specialty units are the only ones of their kind in the entire Army, and each takes its turn on alert status on a rotational basis,” Maj. Jason Crist, 832nd Trans. Btn. executive officer. “The RPOE on alert is packed and ready to go with just a few hours’ notice, and each is equally adept at performing both air or sea port operations.”

Being an island, Puerto Rico is unique in that it has both air and sea ports that are vital to the hurricane recovery effort. Although having more than one RPOE deployed at a time is not typical, it is certainly not beyond their capabilities as the RPOEs plan for all possibilities, said Crist.

FIRE PREVENTION WEEK

By Tech. Sgt. Natasha Stannard and Airman 1st Class Anthony Nin Leclerec 633rd Air Base Wing Public Affairs The 633rd Civil Engineer Squadron and Fort Eustis Fire Emergency Services hosted National Fire Prevention Week a Joint Base Langley Eustis, October 8-14, 2017.

Fire Prevention Week commemorates the great Chicago fire of 1871, which killed more than 250 people, left 100,000 homeless and destroyed more than 17,400 buildings.

Fire Prevention Week is observed to promote maximum participation in fire and life safety education.

During the week, the Fire Emergency

Service flights’ attention focused on promoting fire safety and prevention throughout the JBLE community.

This year ’s theme was “Every Second Counts, Plan 2 Ways Out!” and aimed to educate members on the importance of having an emergency escape plan.

The 633rd CES and Fort Eustis FES held a variety of events, including an open house, fire truck display, Live Kitchen Fire demonstration, static display booth, Child Development Center visit and Firefighter Combat Challenge.

JBLE Command and Control establishes AMC C2

Editor’s Note: This article is part of series highlighting Joint Base LangleyEustis members’ contribution to humanitarian relief efforts from JBLE. Normally, while serving as Joint Base Langley-Eustis command and control specialists, U.S. Air Force Airmen in the JBLE Command Post focus on the varied missions of JBLE and its tenant wings.

However, on Sept. 28, 2017, one critical mission called on these Airmen to support a global response mission.

Overnight the JBLE Command Post became a command and control focal point for Puerto Rico hurricane relief efforts, coordinating with Air Mobility Command, U.S Transportation Command and the Tanker Airlift Control Center, becoming a fully operational air mobility asset.

“I am proud of our young Airmen for stepping up to the plate (and) having the drive, knowing they are directly impacting a global humanitarian relief effort and saving human beings’ lives,” said Kevin Castro, 633rd Air Base Wing Command Post chief.

The command and control team is supporting and coordinating efforts for the Global Response Medical Force from Langley Air Force Base, and Fort Eustis’ 597th Rapid Port Opening Element and 119th Inland Cargo Transfer Company.

So far, they’ve supported a total of 23 missions, which included more than 500

tons of cargo and over 123 personnel.

“With the significance of this mission and knowing we could support it, our Airmen very quickly trained and became the command and control focal point in support of the hurricane relief operations, changing gears and becoming AMC controllers seamlessly,” said Master Sgt. Jennifer Riter, 633rd ABW Command Post command and control non-commissioned officer in charge . “In that first shift, after notification, myself and another Airman had to create continuity consisting of checklists for each shift, contact lists for all the airfield agencies, daily flying schedules, and quick reference guides (while) creating everything in the mindset of an Air Mobility Command controller.”

According to Master Sgt. Stephanie Schwartz, 633rd ABW Command Post superintendent, the checklists were valuable to making the mission a success.

“The next morning after Master Sgt. Riter and Airman Stephen Grana created all the continuity, we were able to step in with no problems at 50 percent manning,” said Schwartz. “Imagine what our team could accomplish if we were fully manned, being the command and control node for JBLE, making sure that we are here for every unit in the local area and help out at any time through the process of rapid deployments.”

The 633rd ABW Command Post is always up to the challenge, ensuring JBLE’s joint mission partners are always prepared to support any contingencies that may come their way.

FORT INDIANTOWN GAP, Pa. -U.S. Army Soldiers from the 7th Transportation Brigade (Expeditionary) supported the 143rd Expeditionary Sustainment Command, a U.S. Army Reserve unit from Florida, during a warfighter exercise at Fort Indiantown Gap, Sept.

11-Oct. 12, 2017.

The Warfighter Exercise simulated realistic combat scenarios where units combined their abilities to respond to a computer-simulated event.

In this scenario, 7th Trans. Bde. (Ex.) Soldiers were in charge of receiving, staging, onward movement and integrating supplies, fuel and ammunition necessary for the 143rd ESC to continue its mission.

“This exercise gives us an opportunity as a headquarters element to assist outside U.S. Army active components and gain the ability to evaluate our shortfalls,” said U.S. Army Staff Sgt. Melissa Caleb, Headquarters and Headquarters Company, 7th Trans.

Bde. (Ex.) transportation management coordinator. “In this exercise, Soldiers learned how to react to real-world scenarios and how to pass the information to the proper channels.”

In this war simulator, Soldiers were challenged to multitask and to transport various companies from one location to another, using different access points to figure out how they can move them without being attacked.

“It’s a realistic game; you know the enemy is there so you need to find different ways to ensure your personnel are safe,” said Sgt. Jerrod Pass, 119th Inland Cargo Transfer Company, 11th Transportation Battalion, 7th Trans.

Bde. (Ex.) cargo specialist. “This is a good experience. (It is) a great way of learning how to manage a bigger situation, how to transfer companies into different locations and making sure they reach their destination.”

Soldiers from HHC, 7th Trans. Bde. (Ex.) were able to achieve their mission while simultaneously learning new skills, rendering the warfighter exercise a success for both U.S. Army components.

“A lot of people are ashamed of it; I was ashamed of it,” he said. “It was the only way that I knew how to numb my mind.”

After U.S. Army Private 1st Class Alex Hogan’s mother passed away, he found solace in the same addiction as his mother—alcohol. Not wanting to follow her same path, he found support through the U.S. Navy’s Substance Abuse Rehabilitation Program.

While in Basic Combat Training at Fort Jackson, South Carolina, Hogan’s mother was diagnosed with liver failure—a result of her alcoholism. His family felt it was best not to worry him with this news during training, either at BCT or Advanced Individual Training at Fort Eustis, where he was learning to be a watercraft engineer operator.

“My mom was all about strength. She even quit drinking for a decade,” he said. “They weren’t aware of how bad it was until it was too late. She died while I was home on Christmas vacation.”

Hogan knew he had to stay focused on learning his craft after returning to AIT; however, he didn’t fully process his loss during those two weeks at home.

Dwelling on what happened, he became extremely depressed. After training days ended and evenings came, he tried drowning out his thoughts with alcohol.

“No one knew my mom passed away,” said Hogan. “I didn’t tell anybody because I didn’t want to talk about it. I was broken. I held it in.”

ALL BOTTLED UP The 7th Transportation Brigade (Expeditionary) watercraft engineer operator’s depression worsened and began impacting his daily decision-making; so much so that he didn’t report back to work one day—he picked up a bottle instead.

The reality of losing his mother impaired his mindset, impacting his everyday life. This abnormal behavior caught his leadership’s attention, which led to Hogan’s enrollment in a substance abuse program.

damaged. I didn’t feel safe talking about it. I didn’t think anyone would care,” said Hogan. “My therapist said that I needed to go to the Substance Abuse Rehabilitation Program, not for alcohol, but for learning how to cope. Sending me to SARP was the greatest thing to happen for me.”

Service members like Hogan enter this 35-day inpatient program at Naval Medical Center Portsmouth to deal with addictions or prevent an addiction from progressing.

“The whole time I was at SARP, we didn’t talk about drinking,” said Hogan. “You talk about what caused the drinking. Drinking is initially the outcome of something.”

For Hogan, the program provided a safe place to cope and talk with fellow service members about similar problems.

“The program was huge in spotting a drinking problem before it could happen. I know that if I didn’t have help, I could have spiraled out of control,” said Hogan. “I was in a bad place. This program taught me not only how to cope with issues on my own, but talk

about them as well.”

DEFEATING THE DISORDER After completing SARP, Hogan was then released to the Army’s Substance Use Disorder Clinical Care program. This program uses a multidisciplinary treatment approach that provides Soldiers, family members and civilians with resources needed to help overcome challenges that come with using illicit drugs, prescription medication and alcohol.

The SUDCC program also provides care for patients through interventions, outpatient counseling and care coordination in residential treatment facilities for a year after successful completion of their treatment.

Elizabeth Calvano-Carpenter, SUDCC clinical director, advises people to be familiar with signs of substance abuse, which may include memory loss, irritability, depression, using alcohol to relax or deal with problems, and drinking alone or in secret.

“Substance use disorders do not discriminate,” said Calvano-Carpenter. “Everyone is susceptible, and the

STAYING SOBER Now 385 days sober and counting, Hogan has successfully completed the program, using tools he learned to take steps toward a healthier life.

“I always occupy my mind,” said Hogan.

“I’ve been going to the gym, playing card games with friends and enjoying my fair share of video games. The worst thing is idle minds or idle hands.”

Hogan said keeping the temptation at bay hasn’t been easy. Throughout his time in the program, Hogan felt pressured to drink with others. In wanting to maintain his sobriety, he has changed his social circle, ensuring those around him are supportive.

“It’s difficult not to succumb to the pressure,” said Hogan. “I have made it this far because I choose who I hang out with. I choose a lot of things to keep myself on track.

The second I let someone else decide what’s

best for me is when I’m going to slip and fail.”

Staying on track is important for Hogan because of his life-long experiences with alcohol. He now has more of a reason to succeed in sobriety.

“Alcoholism may be in my blood,” he said.

“I saw a lot of drinking growing up. My mom continuously fought a battle with this disease—doctors had told her if she didn’t stop, she would die.”

A SHARED STRENGTH Now helping others through the program, Hogan plans to continue seeking therapy to expand his coping skills. But most importantly, he wants to stay away from alcohol.

“November 1 is a scary day because I will be allowed to drink again, but I don’t even want to drink anymore,” said Hogan. “I don’t want to support something that has been so destructive in my life. Even if I can drink, why would I want to drink a poison that killed my mom? I know my mom would be so happy if she saw me now. I did not let her down.”

POL troops fuel the fight against ISIS

SOUTHWEST ASIA — Much like day-to-day life in modern society, the military relies on fuels to power its ground and air operations. The fuels management section of the 386th Expeditionary Logistics Readiness Squadron is tasked with the control, distribution and testing of the mission essential fuels that keep the 386th Air Expeditionary Wing and its Coalition partners in the fight against ISIS. Petroleum, oil and lubricant troops, or POL Airmen, work around-the-clock supplying approximately 150,000 gallons a day of jet fuel to outbound aircraft supporting the Combined Joint Task Force – Operation Inherent Resolve mission.

“POL plays a significant role in the fight against ISIS,” said Senior Master Sgt. Timothy Hayes, the 386th ELRS fuels management flight superintendent, deployed from the Minnesota Air National Guard, St. Paul, Minn. “We provide the lifeblood of the base and the war effort. Fuel is an integral part of logistics in general, and is needed to keep the tanks and planes running.”

The 386th’s fuels management flight is broken down into smaller sections that include the fuel information service center, operations and fuels management.

The operations side includes the distribution and storage of gasoline, diesel fuel, jet fuel and aviation gas.

POL operations is also in charge of cryogenics and liquid oxygen, which is used in emergencies to create breathable air for aircrew members at high altitudes. The fuels management piece provides quality assurance, training, and supervision of the successful accomplishment of the mission.

“The fuels service center is the information focal point for the flight,” said Staff Sgt. Joseph Mrak, the NCOIC of the fuels service

center, deployed from Seymour Johnson Air Force Base, N.C. “The fuels service center has two major responsibilities.”

The first major responsibility is the control of flightline operations.

The fuels service center acts as the liaison between maintenance crews and the fuels flight. It receives aircraft service requests and coordinates the refueling of approximately 30 aircraft a day.

The second major responsibility is maintaining accountability of the installation’s fuel inventory and daily data reporting to the Defense Logistics Agency.

“If everything stopped here and the fuel stopped, it would impact aircraft, cargo movement and transportation on base,” said Mrak.

“Fuel is involved in everything from aircraft and vehicles to generators.”

To ensure that all the installation’s fuel is kept up to industry standards, fuel quality is tested daily in the fuels laboratory. Staff Sgt. Brandon Boyle, the NCOIC of the fuels laboratory, deployed from Langley Air Force Base, is in charge of conducting quality assurance tests for water, solids and additives in the fuel.

“When I test the fuels and I say this fuel is good to go I am now allowing maintenance to put fuel on these aircraft and complete a mission, which is ultimately saving American lives and hopefully destroying the enemy,” said Boyle.

“If the fuel isn’t tested properly and bad fuel goes onto an aircraft, that aircraft could go down. I make sure that the fuel going on that aircraft is ok to be on that aircraft.”

Whether they are refueling transit aircraft, shipping fuel to forward deployed locations or keeping generators running on installation, the fuels management flight plays a significant role in the CJTF-OIR mission. The approximately 30 POL Airmen work together to support U.S. and joint Coalition partners ensuring they provide quality fuel to keep them in the fight.

Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.

Manpower shortage impacts 633rd Medical Group services

The 633rd Medical Group strives to provide Trusted Care to all they serve, while supporting many deployed and home-station missions. Due to contract vacancies and multiple provider deployments/ permanent changes of station during the coming months, it will take longer to receive appointments and have messages returned. In light of these staffing concerns, TRICARE will temporarily enroll only Active Duty service members and their family members. This action is being taken to ensure patients receive the care they deserve within the established standards.

There will be no enrollment changes or action taken to any patients who are already enrolled at the 633rd Medical Group, regardless of category.
