Army Transportation Museum comes to life

Joint Base Langley-Eustis community members celebrated the ninth annual Night at the Transportation Museum, Oct. 29, 2018, with decorations for Halloween and providing a safe place for the military community to take their children trickor-treating.

Museum staff decorate with cobwebs, skeletons and lights throughout exhibits.

Along with decorations, volunteers dress in period Army uniforms and acted out scenes from exhibits’

time period.

“We have lots of volunteers that are dressed up and in the exhibits themselves,” said Hamel. “When the kids come through, the (volunteers) come to life. They talk a little about that time and then give them candy. It is a safe place to do trick-ortreating and learn about history.”

Starting from the Revolutionary War, to the Korean War and ending in the most current American conflict, the Iraqi and Afghanistan campaigns, children 12 years and under, and their parents learned how U.S. Army transportation and the personnel impacted each conflict.

“The museum showcases the role of transportation in the Army, so, as they say, ‘nothing happens until something moves,’” said Alisha Hamel, U.S. Army Transportation Museum director. “The role of the transporter in the Army is imperative because nothing can happen until troops and cargo get there. So they can feel pride in knowing they are the reason that the Army got there and accomplished the mission, and this museum does that through time.”

Children and parents were not the only ones who enjoyed the trip through history with a twist of Halloween, so did the volunteers, said U.S. Army Private First Class

Julie Hale, McDonald Army Health Center medical logistics specialist.

“I volunteered to have a great time here tonight and to help educate the children a little bit about the history of the transportation in the U.S.,” said Hale, “Just too really put smiles on the kids’ faces.”

According to Hamel, around 2,000 children and parents visited the museum for the Night at the Museum event which started at 5 p.m.

The Night at the Museum event happens every year towards the end of October.

U.S. Air Force Airmen assigned to the 733rd Logistics Readiness Squadron hosted Hampton School District teachers as part of an externship tour of LRS facilities at Joint Base Langley-Eustis, Virginia, Oct. 25-26, 2018.

The tour gave Academies of Hampton teachers an opportunity to observe how logistic procedures are applied in daily operations and insight on the skills students will need for their professional development.

The Academies of Hampton program provides students a learning community and a focused career path enhanced by expertise knowledge to propel students toward success after graduation.

“Our partnership (with JBLE) is a collaboration to create the best students we can,” said Sherry Hildebrandt, Academies of Hampton academy coach. “Math (and science) are a lot easier when we

see its application and that is what our partners do for education. Through the Langley Airmen, learning will be validated and relevant through industry best practices.”

The first day of the tour began at the LRS small air terminal where Airmen demonstrated the math skills necessary for accurately preparing vehicles and cargo for deployments. The next stop was at the fuels management flight for a chance to observe complex applications of science in maintaining and accounting for fuel supply.

“Seeing what we do is going to help them create labs for students to apply in the classroom,” said U.S. Air Force 1st Lt. Caroline Kornitzer, 733rd LRS section commander. “When students ask when they will use these skills again, we can show them when they will actually use these math or science skills and how to put it into practice.”

The Army’s noncommissioned officer corps is due for a culture change, according to this senior leader

Army Training and Doctrine Command is taking on a top-to-bottom review of everything it does.

So far, that has yielded a new fitness test and an extension to infantry basic training.

In the next year, leaders are tasked with overhauling the way the Army recruits and builds new soldiers.

In the midst of that, a new command team came in over the summer to fill that tall order.

“When we’re all in lower positions, you know, we all look up and see the guys up in those seats and we’re like … if I were there, what would I do?” Command Sgt. Maj. Timothy Guden, who took over as senior enlisted adviser in July, told Army Times in an Oct. 23 interview.

While Guden’s No. 1 job is to support Gen. Stephen Townsend, the new commander, in his efforts to review and reform TRADOC, the 31-year veteran has had his mind on fostering a more subtle shift for the enlisted soldiers Army-wide.

“When we have us, anybody that’s wearing the E-9 rank, that are asking the questions on, ‘Hey, what’s my position? What’s my role? What’s my responsibility? What are my duties?’ we probably have some things that we can improve on if we’re asking those questions,” he said.

Senior enlisted leaders are expected to identify issues within a unit and figure out how to solve them, he said.

The new Army Combat Fitness Test is an example. Feedback from some units is that they have challenges getting together the right equipment to start training their soldiers for the new test.

“You know, this isn’t a hard problem.

We’ve been installing pull-up bars forever,” Guden said. “Use your unit credit card, go down to Lowe’s, buy a couple bags of Quikrete and a post hole digger, if you don’t have one — a couple of six-by-sixes, give it to an NCO and say, ‘Here’s your task.’ “ That is his message to every senior enlisted leader in his organization and beyond.

“Those are the types of things that I want to be able to message to NCOs, hopefully prior to them going to the sergeants ma-

jor academy,” Guden said. “Those are the things that they need to be looking at, at their level. How is it that they can make the unit flow better?”

‘The big, green Army machine’

Last year, when the Army rolled out its Distributed Leader Course, the replacement for the much maligned Structured Self-Development, TRADOC also created a list of six leader core competencies as a reference touchstone through an NCO’s development.

They include readiness, leadership, training management, Army and joint operations, program management, and

communications, and those concepts are threaded through the DLC. The idea is that NCOs will keep them in mind, or refer back to them, as their careers develop, and they will be evaluated on them as they move through the promotion system.

But building outstanding enlisted leaders will take more than a few tweaks to education. A recent Rand Corp. study found a relationship between time in service and effectiveness as an E-9 that is to say, that sergeants major with less than 22 years in service had soldiers with slightly higher attrition rates than those with more experience.

Guden read the study, he said, and immediately identified the kind of fast-burner who might run into trouble because of quick promotions during the Global War on Terror, when the Army needed to crank out squad and team leaders for troops in battle.

“We’ve developed a really bad habit of doing this — for the right reasons, mind you,” he said. “The big, green Army machine needed more, and we just kept feeding it and feeding it. And I guess now we’re having to deal with some of those things.”

One possible issue, the study identified, is that Army doctrine does not emphasize cultivating specific leadership traits until a soldier is eyeing a platoon sergeant job.

Before that, mastery of soldier tasks and physical fitness count for the preponderance of promotion consideration.

“The students look at algebra equations or computer programming and they may not be excited by it because they can’t visualize how they will really use it,”

Kornitzer said. “I think we all experienced that when we were in school and I think we can bridge that link through these visits.”

The tour concluded with stops to the 1st Maintenance Group, the 438th Supply Chain Operation Squadron and the 94th Air Mobility Unit where essential skills were further demonstrated to show how JBLE members use core math and science knowledge to perform daily

operations.

“All of the (hosts) really honed in on industry-specific knowledge and skills that can be brought into our classrooms,” said Hildebrandt. “Our partners are the difference between yesterday’s program and today’s transformation. Through this program we can help create life, college and career-ready students.”

The 633rd Civil Engineer Squadron emergency management and 633rd Aerospace Medicine Squadron bioenvironmental ights teamed up for a joint radiological response training at Joint Base Langley–Eustis, Virginia, Oct. 3, 2018.

“With the rise of terrorism, it is not necessarily easy to accomplish but it’s possible,” said U.S. Air Force Senior Airman Brian Tripp, 633rd CES emergency manage-

ment journeyman. “Radiological exposure devices can be placed in a high volume, high traf c area and expose a whole bunch of people to harmful radiation.”

A realistic scenario was developed, where a contractor came across a suspicious item, and days later was hospitalized with simulated radiation burns and radiation poisoning. Both ights were integrated into response teams to perform an eight-leg Radial Survey.

“This kind of training really hones in the capabilities and skills that can be performed as a joint team,” said Staff Sgt. Matthew Footit, 633rd AMDS bioenvironmen-

tal health element NCO in charge. “What they bring and what we bring has to be the same, and understanding how to work with each other speci cally in these kind of scenarios--that is super important.”

According to Footit, the bioenvironmental engineering ight’s expertise is quantifying and providing a health risk assessment for exposure while the emergency management ight provides the technicians for radiological and hazardous material.

“We’ve been focusing on that as emergency management and bio-environmental engineer; to do a joint

training and focus on radiological aspects of our career elds and get good hands on training with the equipment to remind us of what we learned back in tech school,” said Airman 1st Class Dane Stevenson, 633rd CES emergency management apprentice. “This is kind of the core principal of emergency management to make sure we’re able to prevent, prepare, recover and respond to any sort of attack or in this case radiological outbreak.”

During the exercise, the teams surveyed the location for radiation, pinpointing the areas with the highest rates of radiation, and nally identifying the radiologi-

cal isotope.

The teams led their survey with beta-gamma detectors because gamma rays are the most harmful to the body, and the ones with the least amount of protection available against them. Close behind were different x-ray and alpha particle detectors followed by a land navigator and a team lead with a survey sheet to relay the information via walkie talkie for the written health risk assessment.

“I personally think that radiation training is important because we as a ight train every other week mostly on chemical and biological but not so much on radiation,”

said Senior Airman Yoonhong Min, 633rd AMDS bioenvironmental technician. “Now that we started training with emergency management every quarter, we really get to see what we’re supposed to do out there in the eld and what our objectives are. It also allows us to troubleshoot if we have equipment malfunction, so it’s very good training.”

Regardless the size, shape or form of any radiological exposure device that may fall into the hands of JBLE— the 633rd CES and 633rd AMDS are ready to answer the call.

Active-Duty Troops En Route to Texas, Northcom Chief Says

As of this afternoon, a little over 1,000 troops are in place in south Texas, and that number is changing by the hour as additional forces move in place, Air Force Gen. Terrence J. O’Shaughnessy, commander of U.S. Northern Command and North American Aerospace Defense Command, said at a Pentagon news conference today.

That number will reach 1,800 from seven installations over the next two days, O’Shaughnessy said.

There are also 870 troops who will be part of a headquarters, led by Army Lt. Gen. Jeffrey S. Buchanan, commander of U.S. Army North, O’Shaughnessy said.

Its command post will have the ability to move forward, as needed, and there could be more than one.

The Defense Department is working with the Department of Homeland Security and U.S. Customs and

Border Protection on several fronts, O’Shaughnessy said.

First, the DOD, along with DHS and CPB “is working to better understand the nature and makeup of the caravan” that is streaming northward through southern Mexico, he said. Indications are that these groups are different from past migrations in the elevated level of violence exhibited.

Manpower, Capabilities

Second, DOD is constantly being updated on manpower and capabilities that DHS and CPB will be needing. The planned 5,239 active-duty service members participating in Operation Faithful Patriot, who will be in place by next week, will likely increase, he said.

However, a recent media report of 14,000 active-duty members is not in line with planning numbers and is erroneous, he said.

Troops will be billeted in specific locations and will

fan out along the border as needed in Texas, Arizona, California as well as New Mexico, O’Shaughnessy said.

U.S. troops are being extensively briefed on rules of engagement, he said, noting that the rules of engagement are “similar to if we were going to any place in the United States.”

He added: “We have the most disciplined force in the world. … Every soldier, sailor, airman and Marine going in there fully understands the rules of the use of force.”

Air Force Reserve Command activates first ISR Wing

The first of these, the 50th Intelligence Squadron, at Beale Air Force Base, California, was activated in 2008, followed by the 718 Intelligence Squadron at Joint Base Langley-Eustis, Virginia. As the number of squadrons grew, there was a need to transition to the administrative and operational control of the squadrons to an ISR group carrying out the duties of a wing until a higher structure (wing) was created and activated in September of 2013. The group originally stood up as a detachment with 38 personnel working inside facilities provided by the 445th Airlift Wing.

Assigned to the Tenth Air Force headquartered at Naval Air Station Joint Reserve Base Fort Worth, Texas, the group activated simultaneously with five subordinate squadrons. These squadrons included the 64th and 71st Intelligence Squadrons here, the 63rd and 42nd IS

at Joint Base Langley-Eustis, Virginia, and the 38th IS at Beale AFB. Additionally, the 50th IS and the 718th IS were assigned to the 655th.

The group was intended to achieve wing status in 2014. However, due to the 2013 government shutdown, that status was delayed. The group persisted, operating as a “wing equivalent” for the next five years, with every one of the squadrons achieving initial operating capability within one year and full operating capability within two years of stand up, while championing the necessity of organizing under the wing structure.

Drakeley believes the new wing structure will drastically improve the 655th’s ability to provide the ISR surge capacity the active duty requires when operations tempos extend beyond their current capabilities.

“When we started, we were struggling because it was a new capability that the (Air Force) Reserve hadn’t experienced yet,” Drakeley said. “But we continued to advocate for it (wing status) because it’s important; it’s the way the active duty is structured. It would have been » See ISR WING | 12

The 655th is the Air Force Reserve Command’s first ISR wing.

Growing national security needs for intelligence, surveillance and reconnaissance capabilities in the years following the attacks of September 11, 2001, prompted the Air Force Reserve Command to increase its ISR capacity. The Air Force Reserve didn’t have any intelligence squadrons, and so began the process of fielding capabilities to fill in the

gaps and serve the ever-growing need for ISR products and expertise. Over the next several years, the AFRC created several units to provide full-spectrum ISR capabilities to the Air Force and Department of Defense.

“Knowledge is power, and American warfighters deserve to know what is transpiring on the battlefield. We need to build that knowledge and situational awareness for our Combatant Commanders in the joint force,” said Col. Douglas A. Drakeley, Headquarters Air Force Reserve Command director of ISR, and the first commander of the 655 ISRG. “We fight as a joint team, so our capabilities become part of that joint team. We provide them the information to be effective.”

Wings have a distinct mission with a specific scope, and are made up of one or more groups, and usually commanded by a colonel. Groups are made up of several squadrons, which are considered to be the basic unit in the United States Air Force.

The 655th ISRW encompasses two groups, the 655th ISRG here and the 755th ISRG at JBLE, and 14 squadrons over seven operating locations engaged in 10 distinct mission sets. The original 38 members now includes more than 1,200 full-time and traditional reserve military and civilian personnel.

The 655th ISRW celebrated this achievement October 20 in a ceremony in an aircraft hangar belonging the 445th AW where the organization has its origins.

“We started out as a detachment here in 2012,” said Col. John D. McKaye, 655th ISRW’s acting commander. “I can’t think of a more appropriate venue to celebrate this occasion.”

Col. Joshua C. Redden is the commander of the 755th ISRG. He knows there will be growing pains and challenges that come with a new organizational structure, but remains positive they will be met and resolved accordingly.

“Building processes and procedures are hallmarks of fully functioning wings and groups,” he said. “All of these challenges are overcome with strong leadership, a great attitude, and good relationships with outside organizations and agencies. All of which are characteristic of who we are. I’m looking forward to the future. It is very bright, indeed!”

The 655th ISRW is dedicated to serving as the premier and most diverse ISR Group in the United States Air Force, delivering timely, reliable, accurate and actionable intelligence products enabling a decision advantage over adversaries of the United States. The 655th consists of a headquarters and three tenant squadrons in Ohio, and 11 geographically separated units in California, Texas, Nebraska, Virginia, Florida and Maryland.

Turkey’s president said Tuesday his country has finalized plans for a “comprehensive and effective” operation that would target a U.S.-backed Kurdish militia in Syria east of the Euphrates River, a move that could further increase tension in the area where U.S.-led coalition forces are based.

Recep Tayyip Erdogan’s remarks came days after the Turkish military shelled Syrian Kurdish People’s Protection Units, or YPG, militia positions and following repeated warnings to expand Ankara’s operations to northeastern Syria.

Turkish forces have already forced the Syrian Kurdish forces from west of the Euphrates in two cross-border operations, in 2016 and 2018. Ankara considers the militia a terror threat and an extension of Kurdish rebels waging an insurgency within Turkey.

“Soon, we will descend on them with more comprehensive and effective” force, said Erdogan, who has long vowed to clear all of northern Syria of the militia. He spoke to ruling party legislators.

The official Anadolu news agency said Turkish artillery strikes Sunday hit Kurdish trenches and positions on a hill in the village of Zor Moghar, in northern Aleppo province.

American support for Kurdish-led

forces to combat Islamic State militants has incensed Turkey. Washington and Ankara agreed over the summer to a deal that would effectively push the Kurdish militia out of a key northern Syrian town, relieving some tension between the two NATO members.

Under the deal, American and Turkish troops would jointly patrol Manbij, which lies west of the Euphrates.

Turkey’s defense minister, Hulusi Akar, said in comments carried by Anadolu that training has been completed and that patrols would begin imminently. After Manbij, Turkey’s “point of work, field” would be the region east of the Euphrates, he said.

It’s unclear how a potential Turkish offensive east of the Euphrates would affect U.S. troops operating with Kurdish fighters there.

Army researchers developing heat illness mitigation app

There is a delicate balance between training Soldiers rigorously and training them safely.

Warfighters can lose valuable training days due to unit leaders taking overzealous safety precautions, and as a result, they cannot learn and practice the necessary skills to become a ready and lethal force. However, warfighters training rigorously while forgoing safety can lead to disastrous consequences such as heat illness. These consequences can cost the U.S. military valuable training time, money and operational readiness.

Heat illness is a particular concern during warmer months, but that does not mean warfighters have beat the heat as soon as summer has ended. Surprisingly, heat illness can happen year round due to a combination of factors, not just heat and humidity.

“Body heat production from physical activity is the number one factor that causes body core temperature to rise,” said Laurie Blanchard, a biomedical engineer from the U.S. Army Research Institute of Environmental Medicine, or USARIEM. “Hot environments add to body heat gain, and hot and humid environments and heavy clothing make it more difficult to get rid of body heat.

Put them all together, and you have a recipe for heat illness.”

To help solve this problem, Blanchard and other USARIEM researchers have been developing a mobile application that can help unit leaders understand how these factors affect military readiness so they can mitigate risk and optimize training.

The Heat Strain Decision Aid,

or HSDA, is a tablet- and computer-based app that can help unit leaders and mission planners quickly determine a Soldier’s risk of heat illness during training or operational scenarios. HSDA’s simulations of heat stress, according to Blanchard, support the safe work time tables found in current Army heat injury prevention doctrine, Technical Bulletin Medical 507, or TB Med 507.

“HSDA contains equations that predict how body core temperature changes during and after training and how changes in clothing, activity and environment affect the specific rise and fall of body core temperature,” Blanchard said. “This mission planning tool gives unit leaders objective, science-based guidance that can be found in TB Med 507, the Army’s current heat illness and hydration guidance, in a way that is easy and useful for developing prevention and mitigation strategies against heat illness.”

When unit leaders open HSDA on a tablet or computer, they can adjust warfighters’ activities, clothing, the environmental conditions and the intensity and duration of the exercise simply by pressing a few buttons and toggling a few switches. HSDA does the rest of the work by displaying a chart to the user that estimates how likely troops will experience heat illness during a training or operational scenario.

HSDA even shows leaders when warfighters would be most likely to experience a heat illness during the span of an exercise.

For example, a unit leader using HSDA could see that Soldiers would be most likely to experience a heat illness during the first hour of a three-hour loaded ruck march.

have a tool that helps them visualize how different mitigation strategies can affect their risks of heat illness,” Blanchard said.

“Users can manipulate HSDA’s settings to see how changing uniforms, the length and pace of an exercise and the load carried can increase or decrease heat illness risk.

“Even in those cases where the distance, pace and load cannot be altered, such as for a required training event at a specialty school, HSDA can help users plan effective treatment strategies for expected heat casualties, like providing extra ice sheets, closely watching trainees and planning medical evacuations in advance.”

USARIEM researchers developed the user-friendly software interface for the app warfighters know today. Yet the math behind HSDA has existed long before apps were even invented. According to Blanchard, USARIEM developed HSDA from over 30 years of research on heat illness, hydration and body core temperature. Researchers were able to build and validate the equations within HSDA by conducting hundreds of field studies on thousands of subjects in a variety

of environments.

Researchers conducted even more laboratory studies at Natick Soldier Systems Center in the Doriot Climatic Chambers, a unique facility that can simulate an extreme range of global weather conditions, from hot deserts to the chilly Arctic. Blanchard and other researchers measured Soldiers’ body core temperatures as they marched on treadmills while carrying external loads and wearing a wide range of clothing, from Army physical training uniforms (shorts and a t-shirt), to Army Combat Uniforms, to insulating chemical, biological and ballistic protective gear.

This year, USARIEM briefed the HSDA app to the Training and Doctrine Command’s Heat Illness and Prevention Subcommittee. USARIEM received several requests for a copy and is now working with the U.S. Army Medical Materiel Development Activity to make HSDA available to download.

Since spring 2018, USARIEM has transitioned a current version of HSDA to the 1st Special Warfare Training Group (Airborne) at the U.S. Army John F. Kennedy Special Warfare Center and School and to the U.S. Air Force

352nd Battlefield Airmen Training Squadron, who both specifically requested to use the app to mitigate heat illness during training. Under an international agreement, USARIEM has also developed a version of HSDA for the U.K. Institute of Naval Medicine, who incorporated the app into their training centers as a tool to reduce the incidence of heat injuries.

“Unit readiness is dependent on rigorous military training,” Blanchard said. “However, training without taking safety precautions, especially during warmer months, can lead to heat illness, heat stroke and even death.

These injuries can have significant medical costs, can have long-term medical implications and can force lost training days, impacting unit readiness and individual Soldier careers.

“We have been able to design current versions of HSDA for specific military groups at their sites. Transitioning the app to U.S. and international warfare training groups has allowed us to collect valuable feedback that we can incorporate into HSDA to make it a more robust app that all warfighters can use.”

Traffic calming serpentine

Pharmacy hours expanded

Effective immediately, the hours of operation for the Langley Hospital and Satellite Pharmacies will expand to better serve patients. The Hospital Outpatient Pharmacy will now open from 7:30 a.m. to 5:30 p.m., Monday through Friday. The Satellite Pharmacy located at the Air Force Base Exchange will now be open from 8 a.m. to 6 p.m., Monday through Friday. Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property.

Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.

Manpower shortage impacts 633rd Medical Group services

Fort Eustis’ Groninger Library has implemented an ongoing Reading Program entitled “1000 Books Before Kindergarten” and “1000 Books from 1st -5th grades.” For every 100 books read, children can take their reading log to the library to receive a prize. Army Emergency Relief available online

Soldiers, military retirees and family members can now request financial assistance through Army Emergency Relief’s redesigned website at https://www.aerhq.org. Applications can be submitted 24 hours a day via desktop, laptop, tablet or smartphone. The redesigned site allows for easier navigation and authorized patrons can access their accounts, apply for scholarships, donate and utilize the new loan calculator. Transportation Museum change to hours of operation

The United States Army Transportation Museum on Fort Eustis hours of operation has changed. The previous hours of Tuesday through Sunday from 9 a.m. to 4:30 p.m., has changed to Tuesday through Saturday from 9 a.m. to 4:30 p.m.

Trespass Notice

The Langley small arms firing range, adjacent area and the bullet impact area to the rear of the range are off-limits to all personnel. The firing range maintains 24-hour operations, seven days a week and is not open for the use of privately owned weapons. Due to gunfire, trespassing in this area is illegal and dangerous.
