The Joint Base Langley-Eustis, Virginia community gathered during the Army Family Action Plan conference Oct. 30, 31 and Nov. 1, 2018 to discuss issues that affect families across Fort Eustis.

The AFAP is a U.S. Army program that allows installation community members, including service members, spouses and civilian employees, the opportunity to discuss and prioritize issues on the base and report them to senior leadership.

“The program gives Army leadership the opportunity to hear directly from people living and working on the installation what is really going on,” said Donna Cloy, Army Community Service community readiness consul-

tant. “It allowed Headquarters Department of the Army to prioritize these issues for the Army community.”

During the conference, delegates discussed over 60 notable issues, but highlighted issues with the most impact to present to the 733rd Mission Support Group command team, U.S. Army Col. Jennifer Walkawicz, commander, and Command Sgt. Maj. Eric Vidal.

Delegates, split into three groups, compiled a list of concerns from the community before partnering with subject matter experts from agencies across the installation to help formulate recommendations of solutions.

Issues are presented by the working groups to the commander, who will evaluate them and determine if they are just local issues that can be resolved by agencies on the installations, or if they need to be further routed to Installation Management Command –

Atlantic Region. Once IMCOM is able to look at the issues, they will decide whether or not to send them to the next level of command.

For example, some issues that have been elevated to Headquarters DOA and to the Department of Defense include paternity leave for male Soldiers who have a newborn child as well as identification system issues that are DoD-wide.

“You really get to find out what’s going on in your community, more than what you personally see,” said Tera Burney, ACS volunteer and AFAP support staff. “One of the issues that was worked last year and actually came out as a pilot program, was the Single Parent Support Group. It was inspired by my brother who is a single parent and a Soldier.”

NCO: Never caught off-duty

As they approached the car, they could hear the engine accelerate and the screeching tires on the guardrail. With caution, they urgently made their way through the smoke that had begun to envelope the area.

Battling the asphyxiating smell of burning rubber, they cried out to the driver, but he didn’t respond.

“My first thought was ‘did this guy faint?’” Castro said. “We needed to wake him up, but then I heard McIntyre Ray scream from the other side of the car that all the doors were locked.”

On Oct. 12, 2018, U.S. Air Force Tech.

Sgt. Zacharie Castro, 633rd Air Base Wing Command Post emergency action controller, was in the process of a permanent change of station and had just arrived with his family, three dogs and lots of luggage at Washington Dulles International Airport, Virginia. Tech. Sgt. Brian McIntyre Ray, 633rd ABW Command Post NCO in charge of command and control operations, left work at Joint Base Langley-Eustis to pick them up.

“It’s about 10 p.m., I’m right behind a [Camaro] and Castro is in the car behind me, when suddenly a Mini Cooper side swipes the Camaro,” McIntyre Ray said.

“The Mini Cooper swerved out and back in front of the Camaro, slamming and getting caught on the guardrail set up for the lanes under construction.”

On their way back to JBLE, after many delays, these two NCOs were confronted by this major vehicle accident and a decision—what to do?

McIntyre Ray exited his vehicle and made sure the people in the first car were okay. Then, Castro accompanied McIntyre Ray to the second vehicle, which hit the guard rail.

The vehicle’s engine was still running and accelerating.

From the partially lowered driver’s window, they tried to communicate with the driver, but realized he was unresponsive, with his foot on the accelerator.

All the doors were locked!

cured a flashlight from among the slowly growing group of spectators to gain entry to the vehicle.

“I tried getting a flashlight and was able to get one from a vehicle that had stopped,” McIntyre Ray said. “They had what seemed to be a strong-sturdy flashlight, one of the metal ones, but it was not that sturdy. I was wailing on the back window like a madman for like a minute.”

According to Castro, they tried breaking the rear passenger side window, so the driver would be safe from glass particles, but all efforts with the flashlight were to no avail.

“The issue with the flashlight was that the surface of the flashlight was too wide to actually pierce the window and it eventually broke,” McIntyre Ray said.

“But luckily while I was doing that, Castro found a crowbar from another vehicle.”

After one clean swing from Castro, the window broke and McIntyre Ray was finally able to open the car door, turn off the engine and check on the driver.

“We opened the doors up to get the smoke out of there and were able to see that the driver had a seizure” McIntyre Ray said. “That’s the reason why he was unresponsive; he had a seizure so much that his shoes had come off.”

At this point, McIntyre Ray noticed an off-duty police officer directing traffic while they were getting the vehicle opened; with the flowing traffic and the now dying fumes, a woman showed up in her scrubs and identified herself as a doctor that had just finished her shift.

The doctor proceeded to inspect the driver using the flashlight on McIntyre Ray’s cell phone.

Meanwhile …

“The driver’s father (arrived) at the scene,” Castro said. “As soon as I smashed the window (he) started screaming ‘what are you doing?’”

According to Castro, the driver’s father was very distraught and trying to get to his son, but in order for the doctor to do her job, Castro had to step in, pull him aside and calm him down.

“By trade we’re emergency manage-

ment, that’s what we do at every base regardless if you are here or down range in a deployed location.” Castro said.

“From our end we gather information, are people okay, is medical there, is the Fire Department there, and are there any hazards there and things like that. So it was almost surreal being in front of it on the other end.”

Five minutes later, first responders arrived and after providing statements they were released.

“At the time, we did exactly what we needed to do, and I think that’s because of self-aid buddy care and things we’ve experienced,” McIntyre Ray said.

“I spent four years in the contingency response unit so, doing this is not like an everyday thing, but I do know when you do these things you just kind of figure out what’s the next step. Luckily Sgt. Castro was with me, being proactive, finding and handling things—we were just in step.”

According to McIntyre Ray, the first responders on scene expressed that the driver was very lucky that McIntyre Ray and Castro were there to keep the scene safe. That allowed the doctor to examine the driver and the traffic to be directed, easing the flow for first responders to arrive quickly.

Looking back, Castro is thankful for all the delays at the airport, stopping for pizza and dog food, and the traffic that slowed them down. If not for all of that, they would not have been at the right place and at the right time for their experience to be of help.

“I would be remiss to say that our time in the military has not benefited that specific situation,” McIntyre Ray said.

“Even if we didn’t get the exact training to provide medical care, we were able to close out the noise and do what needed to be done in a timely manner, knowing how important notifications are and getting the response going just based on what we do every day.”

When it was all said and done, McIntyre Ray and Castro hadn’t given much thought about what they did that night, but after everything sunk in they both agree that they are proud of what they were able to accomplish.

“We saw a guy that needed help and we helped,” Castro said. “I hope we made the right decisions and that he got what he needed fast enough.”

John Shipley, Army Aviation and Mission Command Special Programs (Aviation) director, addresses family, friends and distinguished visitors during the dedication of Shipley Hall, named in his honor during a private ceremony at Felker Army Airfield at Joint Base Langley-Eustis, Virginia, Nov. 1. Shipley, known as the “Godfather” of Special Operations Aviation Acquisitions, has been instrumental in the development, testing and procurement of Army Aviation assets for nearly 40 of his 60 years of government service.

The U.S. Army Special Operations Aviation Command (Airborne) recognized 60 years of honorable federal service during a building dedication at Felker Army Airfield, here, Nov. 1.

John L. Shipley, U.S. Army Aviation and Missile Command (AMCOM) Special Programs (Aviation) director, has been connected to the 160th Special Operations Aviation Regiment (Airborne) since its inception.

“I could talk about some of these guys for years. The thing I never understand is they work in SIMO (Systems Integration Management Office), develop a product and deploy to combat,” began Shipley. “Every 90 days, they go, then come back home and then they reenlist. Think about it, knowing you’re going to sign up for another 90 days of getting shot at every night,

sometimes three and four times. So, you never wonder why you’re willing to spend your life trying to do something for them.”

Shipley enlisted in the Army immediately after high school in 1954, serving in the 11th and 82nd Airborne Divisions until 1956.

After his enlistment, Shipley earned a Bachelor of Science in Mechanical Engineering with Aero option from North Carolina State University in 1960 and ultimately earned a Master’s of Science in Mechanical Engineering in 1966.

He was appointed as a member of the Senior Executive Service in 1984, and in 1991, Shipley assumed duties as the director of the Army Special Operations Directorate, concentrating his support to streamlining Army Special Operations Aviation (ARSOA) acquisition.

Fort Eustis Commissary offers online shopping service

The Defense Commissary Agency’s online shopping and curbside pickup service known as CLICK2GO is now available to Fort Eustis, Virginia, Commissary shoppers.

“I’m excited for our customers to be able to do Internet shopping,” said Ramon Miller, Fort Eustis Commissary store director. “Many have been asking about it for some time.”

To use CLICK2GO, authorized commissary shoppers can access the system via the agency’s new customer portal.

An initial sign-up is required the first time accessing the site. On DeCA’s website, www.commissaries.com, users can also access the portal and learn more about the service at the site’s CLICK2GO section.

Once in CLICK2GO, customers select from commissary products offered on-

line based on the store’s stock assortment.

After products are selected, the shopper selects a pickup time and completes the checkout process. The only thing left to do is arrive at curbside at the appointed time, and pay. Once at curbside, commissary workers will load the groceries in the shopper’s car for no charge.

“In today’s busy world, convenience is key,” said Willie Watkins, DeCA’s eBusiness chief. “We’re pleased to bring this new CLICK2GO service under our new customer portal to Fort Eustis shoppers and are sure they will be pleased with the convenience it brings.”

Three other commissaries offer a CLICK2GO service, however those stores run on a different business system.

Commissaries at Fort Lee, Virginia, Offutt Air Force Base, Nebraska and Travis Air Force Base, California, have offered the service since 2013. Rollout to other commissaries using the new model coming on line at Fort Eustis is pending the

rollout of the agency’s new business and checkout systems.

Mastering the fundamentals

7TH TRANSPORTATION BRIGADE (EXPEDITIONARY) FORT PICKETT, VA.

U.S. Army Soldiers assigned to the 11th Transportation Battalion, 7th Trans.

Brigade (Expeditionary) participated in a eld training exercise, held at Fort Picket, Virginia, Oct. 22 through Nov. 3, 2018.

Units from Fort Story, Fort Eustis and Fort Lee, Virginia came together at Fort Pickett, for the eld exercise that would lay the foundation for “soldiering” that would carry into future eld training exercises.

“We have to master the fundamentals of being a Soldier,” said U.S. Army Lt. Col. Damien Boffardi, 11th Trans. Bn., commander, “Once we do that, we can move on to more complex training.”

Last year, the eld training exercise was held at Fort Story where the Soldiers learned and practiced Sea/Land Operations and Life Support Area Defense Training. This year, the exercise was focused on Forward Operating Base establishment and individual Soldier skills.

Soldiers participated in day and night land navigation, a Leaders Reaction Course and base defense.

“I think a lot of it had to do with the time of year we did this exercise, last year was later in the year and the weather was a huge distraction from what we were really there to do,” said Sergeant Joseph Mcdermott, 331st Transportation Company, 2nd platoon squad leader. “You can’t control the weather, but you can plan the best time of year that maximizes training.”

To make the training more realistic, the exercise had opposing forces. These were composed of members from the different units who conducted random attacks to test the units Area Defense capabilities. This led to a natural rivalry between units.

“The base defense was really well organized and well equipped, and everybody was on board together,” said Spc. Adam Torres, 331st Trans. Co. watercraft operator. “The adrenaline of the opposing forces, forced us to be excited.”

Base Defense is a mission essential task listing that the battalion must be ef cient in.

“It’s more than just base defense, ev-

erything we are doing in this [exercise] is to build con dence at the basic level, so that we can build on that con dence for bigger things in the next [exercise],” said Boffardi. “This time we staged xed wing air loads, we conducted runs of sling loads and rail operations in preparation for the eld training. Next Time I want to actually move the equipment, but before we can do that, we have to build the con dence.”

Boffardi also mentioned that he wanted the next eld training exercise to be in West Point because it is one of the only places the units can conduct air loads and sail too. West Point is also a new location for the soldiers, to keep them from training in the same place over and over.

“The hardest part of the [exercise] was digging the fox holes when we arrived,” said Torres. “The dirt was that hardred clay and it took way longer to set up the perimeter than in Fort Story. I did like that all of our “Sergeants Time Training” that we have done on Thursdays, paralleled everything we had to do on this eld train-

ing exercise.”

The short term tactics of focusing on the fundamentals is part of the long term strategy of building a foundation of knowledge and con dence that can be built on for the next exercise.

According to Boffardi, the exercise was a huge success and that the soldiers of 11th Trans. Bn., are prepared for the next training in spring.

As the commander of the Training and Doctrine Command (TRADOC), Gen. Stephen J. Townsend is leading the charge in building today’s Soldiers while changing the Army for the future. Throughout a career spanning more than 36 years, Townsend deployed to combat at every rank from second lieutenant to general officer, and he commanded some of the Army’s most historic units.

While responsible for the training of more than 500,000 service members each year in his current assignment, he still makes a point to stay in touch with Soldiers at all levels and build the Army team from the ground up. Here are his insights on teamwork and the role sustainers play in the success of the total Army.

Q: How important has teamwork been throughout your career, and what role have sustainers played in the teams you’ve led?

A: Teamwork is the cornerstone of any organization, especially the Army. Whether you’re talking about a fellow Soldier or an allied nation, teamwork is always essential to mission success and goes hand in hand with leadership.

From my own experiences, I have a long list of war stories of logisticians contributing to the team’s success.

Broadly speaking, across my four tours in Afghanistan, I saw countless examples of sustainers on the ground and

in the air coming through for our Soldiers in the fight. I couldn’t tell you how many times I saw pinnacle landings on mountaintop peaks, shoving out resupply, or convoys driving down IED [improvised explosive device]-ridden roads, getting supplies through to the troops.

One specific instance that comes to mind occurred in Baghdad in January of 2007. I was in a Stryker brigade at the time, and my mobile command group was struck by an IED. I noticed the IED as my truck was driving by it, but it didn’t go off on us. I shouted a warning over the radio to the Stryker behind us, but it was too late; it hit them. Some of our Soldiers were wounded, and the Stryker was taken out of action, so we called for help.

We called for medevac and set up a landing zone and a little while later called for recovery. We were prepared to self-recover the vehicle back, but my brigade support battalion had a recovery quick reaction force they had put together.

Pretty soon a medevac aircraft showed up and took our wounded away, and literally about the time the aircraft was departing, up rolled a small convoy of Humvees and some wreckers at high speed. They collected our damaged Stryker and departed, and we were able to continue on our mission. Our maintainers were then able to repair that Stryker and return it to service a few days later.

That’s just one example of the kind of experience I’ve

had with Army sustainers over the course of my career, and there are countless others. They always get the job done on time.

Q: What is the Army doing to develop the leaders we need to be successful on tomorrow’s battlefield?

A: At the institutional level, which TRADOC is responsible for, leader development is integrated everywhere.

Every course a Soldier takes, from their initial entry training and basic combat training until the end of their career, whether that be three years or 30 years, it’s all about leader development.

The Army has also created a talent management task force to review policies for leader development and assignments Army-wide. It’s allowing us to see if we need to change some of our processes and really update the way we’re doing things.

At the operational level, our field units and the experience you get in the field Army are absolutely critical to leader development. There’s a lot that goes on out there, and we have a system of after action reviews to capture lessons learned from all across our Army. That information can be spread Army-wide so that leaders, Soldiers, and units can learn from the experiences of others, not just their own.

The other pillar to that is self-development. It’s a way to increase your own repetitions because it’s not possible for you to fight enough battles in peacetime. So you have to read those after action reviews from other people’s battles, » See LEADER | 12

I think that’s really an important part of leader development.

Q: As commander of the XVIII Airborne Corps, “America’s Contingency Corps,” how did you ensure sustainment units were incorporated into the team to maintain readiness for rapid deployment?

A: This really wasn’t as difficult as you might think. I’m reminded of an old saying sometimes attributed to Gen. Omar Bradley: Amateurs talk about tactics, but professionals study logistics. Every leader I worked with in the XVIII Airborne Corps was intimately familiar with both the requirements of operations and the logistical demands to support them.

This pattern held true in other units, too. In addition to the XVIII Airborne Corps, in each of my three final operational units (the 101st Airborne Division [Air Assault], the 10th Mountain Division, and Combined Joint Task ForceOperation Inherent Resolve), sustainment was absolutely critical to the success of all the operations we conducted. Sustainment leaders were completely integrated into everything we did.

About 14 years ago, we started modularizing our brigades into brigade combat teams. In my opinion, that initiative has better integrated sustainment into our operations at the brigade level and below. And I think brigade combat teams are more effective at sustainment than I was as a battalion commander in an infantrypure brigade as a result.

Q: How critical is effective training for building capable sustainment units?

A: Absolutely critical. German Field Marshal Erwin Rommel once said, “The best form of welfare for the troops is first-class training.”

So what does first-class training do? First-class training makes sure you apply combat service support and sustainment to training just as

you would combat arms.

First-class training is relevant, it’s realistic, and it’s tough. It improves and hones not only individual Soldier skills but also collective skills from smaller units all the way up to the BCT [brigade combat team]and beyond. And it strengthens resilience in both individual Soldiers and units, making those Soldiers and units tougher in facing the demands of the battlefield. When it comes to training, sustainers have to be just as involved as combat arms leaders for units to be successful.

I think the proof of training and the integration of sustainment is in the pudding. The last time I failed due to a lack of logistics or sustainment was in 1987; to this day, I can recall it instantly. My unit was on a training exercise, and we had expended our ammunition in an engagement with the opposing force. We were displaced on the battlefield and called for resupply, but it was hours and hours late in coming and arrived only after we had another engagement with the enemy while I was out of ammo.

Beyond that training experience, which is seared into my memory, I haven’t had another failure due to a lack of sustainment throughout the course of the rest of my career. So I think we’ve done a pretty good job of integrating sustainment into our training and our operations.

Q: Can you discuss the importance of team building with our joint and coalition partners, especially as we prepare for complex, multi-domain operations?

A: I don’t think building a team with our joint and multinational partners is really any more difficult than doing so with Army partners. From the very beginning, you first have to explain to them what we have to do; that’s the mission. Then you have to tell them what you want to accomplish; that’s commander’s intent.

or branch is above your pocket, what color your uniform is, or what the flag is on your shoulder.

In the end, you just have to lead them from the front. And I’ve found Soldiers and leaders universally respond to this kind of leadership.

Q: Looking toward the future, how are we redeveloping the way the Army builds the greatest team in the world?

A: The Army is evolving at a number of different levels. At the organizational level, we just stood up the Army Futures Command, the first new major command since 1973, when TRADOC was created. Futures Command will be responsible for all things future, with a particular emphasis on materiel and how we’re going about equipping. We’ve activated six cross-functional teams that are looking at a range of the Army’s highest priority materiel acquisition programs.

In the area of training, we’re improving initial entry training for Soldiers. We’re making basic combat training tougher, and we’re making one station unit training longer, starting with the infantry course and moving on to other courses after that. In our units, we’re increasing the demands of home-station training because home station is where we actually train and certify units for war.

And at combat training centers, we’ve introduced a full-spectrum,

hybrid, near-peer threat that is really stressing our units in their full-up collective training.

Lastly, we’re also introducing the new Army combat fitness test.

The new test will improve individual fitness and readiness for deployment, and it’s also going to change the culture of the Army.

Q: Do you foresee innovation and emerging technologies impacting mission command?

A: I think innovation will play out in a lot of areas, but particularly when it comes to mission command. Innovation will improve not only our situational awareness at both the individual and team levels but also our common understanding between commanders and the whole team. It will also increase the speed and quality of our decision-making.

Now, all of that sounds really good; it sounds like we should have perfect information and make great decisions all the time.

But the problem goes back to this near-peer, hybrid threat we train for and might have to operate against. That threat has the ability to deny our communications and degrade our understanding and situational awareness.

If our mission command system fails or is denied to us, we have to operate off of our philosophy of mission command: commanders issuing mission orders with clear commander’s intent, and subordinate leaders using their disci-

plined initiative to accomplish that intent. All of it is enabled by trust.

Q: You have commanded at every echelon. What advice would you give a Soldier entering the Army today to be a successful teammate?

A: First, keep your honor clean.

Every decision you make and every action you take needs to be based on a foundation of our Army values, your service values, or your national values.

Second, live on amber; be ready.

Ready for what? Ready for anything. You should be physically ready and mentally ready. Be ready as an individual Soldier and ready as a member of your Army unit. Be comfortable with uncertainty, and expect the unexpected.

Third, act with disciplined initiative. Our Army has a philosophy of mission command. Leaders give mission orders with a clear commander’s intent, which empowers subordinates to act with their disciplined initiative. Subordinates and subordinate leaders have to be smart enough to recognize when their plan is failing; they need to be smart enough to come up with a plan that will work, and then they need to have the guts to do it. And they need to have the trust and backing up and down the chain of command to empower that disciplined initiative.

Last, lead by example. That applies to leaders, but also to Soldiers as well. Sometimes I’ll say that, and privates will ask, “Sir, what do you mean by that? I’m not a leader.” I believe every Soldier in the United States Army is a role model for somebody. Clearly, officers and noncommissioned officers are role models for their units, but even privates are a role model for somebody. It may be a teammate in their squad or section, or it may be a family member back home, but they are a role model nonetheless. So to every Soldier: lead by example and model what you think a Soldier ought to be. In the end, be the leader you want to be led by.

In a letter dated May 2, 2018, Secretary of the Army, Dr. Mark T. Esper, approved the naming of building 7228, located at the home of 160th SOAR (A) on the Gen. Bryan “Doug” Brown Compound at Ft. Campbell, Kentucky to “Shipley Hall”.

Gen. (Ret.) Bryan “Doug” Brown, seventh commanding general, U.S. Special Operations Command, third commander of the 160th SOAR (A) and the compound’s namesake, presided over the ceremony.

Traffic calming serpentine

In accordance with Department of Defense guidance regarding defending installations, Fort Eustis will implement a traffic calming serpentine as a measure to increase the installation’s security posture May 1, 2018, on Washington Blvd outbound lanes. The serpentine will reduce the number of outbound lanes from three to two. This will impact outbound traffic, especially during rush hour. Patients who cannot get an appointment with their provider right away and do not want to wait at the ER can check in at the Family Health front desk to be seen by a clinical pharmacist on a walk-in basis, Monday through Friday from 8 to 10 a.m. and 1 to 3 p.m. Service is available to all active duty and Department of Defense beneficiaries 18 to 70 years of age who are enrolled to Langley Hospital. Patients who are on flying status or Personal Reliability Program, are immunocompromised or have symptoms over 10 days cannot be seen at the Cough and Cold clinic. For more information, contact Tech. Pharmacy hours expanded

Effective immediately, the hours of operation for the Langley Hospital and Satellite Pharmacies will expand to better serve patients. The Hospital Outpatient Pharmacy will now open from 7:30 a.m. to 5:30 p.m., Monday through Friday. The Satellite Pharmacy located at the Air Force Base Exchange will now be open from 8 a.m. to 6 p.m., Monday through Friday. The Satellite Pharmacy Kiosk located inside the commissary will continue to be open from 9 a.m. to 5:30 p.m., Monday through Friday.

Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.

Manpower shortage impacts 633rd Medical Group services

The 633rd Medical Group strives to provide Trusted Care to all they serve, while supporting many deployed and home-station missions. Due to contract vacancies and multiple provider deployments/permanent changes of station during the coming months, it will take longer to receive appointments and have messages returned. In light of these staffing concerns, TRICARE will temporarily enroll only Active Duty service members and their family members.
