NOTHING Bonus scandal caused by incompetent lawmakers

W

hile the brass at the Pentagon scramble to halt the collection of overpayments from National Guard soldiers who served in Afghanistan and Iraq, a couple of old military acronyms come to mind.

Some might call the situation a SNAFU, but in reality it’s completely FUBAR. The Los Angeles Times reported in October that the Pentagon was demanding repayments of enlistment bonuses from more than 9,700 California Army National Guard soldiers because the bonuses were either too large or paid in error. For many, the bonuses reached $15,000 or more. This, of course, prompted outrage from our lawmakers. “I find it difficult to believe that either you or your leadership team was aware that such a boneheaded decision was made to demand repayment,� U.S. Rep. Duncan Hunter, R-Alpine, wrote to Secretary of Defense Ashton Carter. “These brave Californians were willing to give everything to serve our country, and they deserve every penny and benefit

oming to theaters is a courageous story of another kind with director Mel Gibson and Lionsgate bringing determination in “Hacksaw Ridge.� Desmond Doss (Andrew Garfield) is a young man living the small town life in Lynchburg, Va. Growing up with brother Harold (Nathaniel Buzolic) proved to be a challenge at times, but more of a challenge is living with father Tom (Hugo Weaving). A man clearly defined by a war he fought in, both brothers and mother Bertha (Rachel Griffiths) deal with his outbursts. When a friend is seriously hurt, Doss takes control of the situation and gets him to the hospital. There he is intrigued by the doctors, tools of healing and a nurse named Dorothy (Teresa Palmer). Deciding she was a woman to marry, he also has the task of informing everyone that join-

Johnson wins Martinsville to gain spot in NASCAR’s finale MARTINSVILLE, Va. — There was a time this summer when a seventh championship seemed out of reach for Jimmie Johnson. Hendrick Motorsports was struggling and Johnson wasn’t at the top of many lists to contend for the title. Then the Hendrick organization flipped a switch, built better, faster cars, and Johnson turned it up a notch. Now, that slot in NASCAR’s record books is absolutely within reach. Johnson earned one of four spots in this month’s title-deciding season finale on Oct. 30 with his ninth career victory at Martinsville Speedway. The six-time NASCAR champion will race for his seventh championship, which would tie him for the record with hall-of-famers Richard Petty and the late Dale Earnhardt. ‘’I’ve been trying to ignore this conversation about seven, and now I can’t,’’ said Johnson, who doesn’t particularly want to start thinking about the stakes just yet. ‘’I’ll probably lie to all of you guys and say I’m not going to think about it at all. But it’s inevitable,� he said. “Fortunately, I don’t have to think about it for three weeks. But we’re going to enjoy this and savor it. We’re going to get our ducks in a row for Homestead.’’ The victory blocked Joe Gibbs Racing from placing all four of Toyota drivers in the final round of the Chase for the Sprint Cup title. irritated by a lengthy caution earlier in the race when NASCAR struggled to figure out the running order. Had those laps not been wasted under yellow, Keselowski absolutely believed he could have beat Johnson. ‘’We don’t need to run 100 laps under yellow with the field, not trying to figure out where they’re at, and it probably cost us the race,’’ Keselowski said. The caution took 29 laps, and left some grumbling the order still wasn’t correct when the race restarted.

‘’I think the stakes are so high, I really wish we would have red flagged the race, gone, reviewed it and gotten it right,’’ said third-place finisher Denny Hamlin. ‘’There’s a 100 percent chance it was not right at the end. It changed the running order. ‘’Hopefully, that doesn’t change what happens going into Homestead. I know that NASCAR is doing everything they can with the scoring they have and things like that. But you have to get it right.’’ JGR finished third, fourth and fifth as Hamlin, Matt Kenseth and Kyle Busch are inside the top-four as the series heads to Texas Motor Speedway. But all was not well in the Gibbs camp after the race. Busch felt Hamlin — finished the highest by holding up Kenseth and Busch in the waning laps. Although the teammates worked well together on restarts, Busch felt that Hamlin not getting out of the way allowed Johnson to win. ‘’We work so good together that we just gave the win to (Johnson). So, JGR all the way,’’ Busch said. ‘’At the end, you had the slowest Gibbs car holding up the rest of the line, and all we did was let somebody else from another organization pass us and go up there and chase down (Johnson).’’ Hamlin disputed Busch’s view. ‘’I may have held those guys up for a little bit of that final run, but definitely don’t think I was holding anyone up at the end, for sure,’’ Hamlin said.

Former Army officer works to empower Afghan women

FORT GEORGE G. MEADE, Md. — After watching her female Afghan colleague confidently address a male-dominated government meeting in Afghanistan, Marci Strathearn beamed with pride. While not a rare sight in America, the woman’s briefing to the male officials, including the Afghan finance and budget director, was still a big win for the former U.S. Army captain and her efforts to promote women’s equality in the war-torn country. “I think I was more nervous for her than she was. I definitely was perspiring, and my face was red,� recalled Strathearn, who volunteered to work overseas with the U.S. Defense Department’s Ministry of Defense Advisors program. “It’s very rewarding,� she continued, “the feeling you get when you see the person that you’ve mentored for eight months finally making it to the table.� Afghan women are often not allowed to sit at a table with men, let alone during a high-level meeting. They also face many other one-sided social norms in regards to attaining education, driving a vehicle, strict dress codes, and more. “It’s the right thing to do,� Strathearn, 41, of Dale, New York, said about gender equality in Afghanistan. “This mission is

essential to keep going. We have a lot of work left to do here.� Her ongoing commitment was recently recognized with a meritorious service award by National Image Inc., a nonprofit

Though deeply honored by the award, she still couldn’t travel to New Mexico to accept it in person at the ceremony. “It would have been a long time away from the mission,� she said. In the past 18 months, Strathearn has been teaching female government workers the basic budget and finance operations skills and professionalism they need to break through the glass ceiling. She is also doing coordination for a new oversight board that will look into a more inclusive way to promote Afghan general officers. “We’re trying to stabilize and build a promotion (system) based on merit,� she said. With her help, the woman who briefed the senior leaders has since earned a service award of her own, along with a promotion.

Service members’ waistlines are wider than ever, and the three-star director of the Defense Health Agency says she is concerned — but only from a health perspective. Speaking to reporters in Washington, D.C., Navy Vice Adm. Raquel Bono said she had no reason to believe rising percentages of obese troops are creating a readiness crisis in the military. “We don’t have any indication that this is impacting readiness, and I would go out on a limb and say that that is one of the Vice Adm. Raquel Bono hallmarks of being in the military — is that we’re always ready,� she said. Almost eight percent of active-duty service members are now clinically overweight, up from just 1.6 percent in 2001. Some 2.3 percent of troops meet the definition for obesity. Bono said it isn’t clear what is making service members fatter than ever, but noted that the military is a microcosm of American society, where the growing obesity epidemic is well-documented. “Our level of activity has changed. I think our eating habits have changed,� she said. “I think there are any number of reasons. The neat thing about this is, in the military we have an opportunity to impact most of the things we think are contributing to this.� Bono mentioned initiatives in military chow halls and dining facilities aimed at bringing in healthier food choices. In an average 560-pound, 53-gallon barrel, there are approximately 250 bottles-worth of Jack Daniel’s Single Barrel whiskey. A prospective whiskey barrel buyer is invited to tour the distillery in and meet with an expert Jack Daniel’s Master Taster and sometimes Master Distiller Arnett. The buyer samples whiskey from three handpicked barrels along with the expert. After the tasting, a buyer selects a barrel and then later receives the empty barrel along with approximately 250 bottles. The bottles are individually numbered and personalized with a custom metal hang tag. The top of the barrel is also engraved before it is shipped to the buyer. And in the distillery’s single barrel room, the buyer gets their name engraved on a plaque. Those who buy more than one barrel are given a medallion on their tablet. “It’s a humbling experience watching these women persevere,� Strathearn said. “When I finally do return to the States, I’ll be more appreciative for my freedoms.� Other projects that Strathearn has worked on have sought to empower young girls. It’s all part of fighting for the “small wins,� she said, that can usher in new changes. In one project, Strathearn and others taught Afghan girl scouts how to ride bikes — an activity normally reserved for boys. At first, she said, it was challenging for the girls, who wore scarves and skirts with pants underneath, but they still had fun. “They were elated,� she said. “They were free, smiling and laughing.�

Strathearn, who holds a master’s degree in business administration, has herself not been immune to the struggles women face in Afghanistan. Many times, she said, it can take several months to develop a productive relationship with a male counterpart. “It’s not a naturally trusting environment,� she said. “My experience and advice may not be warranted all the time, but once the relationship is built, it’s definitely needed and solicited.� Adapting to tough situations is a skill that she has refined during her 14 years with the Army. “When I was an Army officer, it taught me about conflict issues and how to deal with them,� she said. “It taught me how to be resilient, to be flexible, to lead when I need to be a leader, and to stand up for what’s right.�

HH: You know, coming in I just wanted to get on the field as a rookie and play and contribute to help this team win — that was my first goal. And my second goal was to be one of the best, definitely the best rookie tight end. I wanted to prove myself, because I got drafted as the No. 1 guy and it was high (the pick) and all that, so I wanted to prove myself basically. So those were two little goals — I had other goals I had set — but those were two of the main goals I had coming in. AG: Being ranked the top tight end in the draft, did you feel any pressure to live up to the hype when you joined the team? HH: I think I’ve had that “big-time guyâ€? since I was in high school. And at the same time, I think I like to pay more attention to those people that doubt me, that don’t believe I’m supposed to be that or that I can’t be that — so I think I focus more on those people to motivate me and really drive me to be the best that I can be. That started in high school and continued on throughout my career. AG: What is you relationship with Antonio Gates — did he call or text you when you were drafted? Do you remember the first thing he said to you? HH: I didn’t meet him until he showed up at one of the OTAs (organized team activities) one day. Our relationship continues to build day after day. It’s a lot of fun, and I consider him a great friend and he’s almost like a big brother to me. It’s been a lot of fun to be in that locker room every day and off the field ‌ it’s been a lot of fun in all areas. AG: Were you intimidated at all once you met him in person? HH: Oh, probably the first time I saw him, I was kind of like, “Oh my gosh, this is surreal, this is Antonio Gates. He is one of the best to ever play the position.â€? So definitely at first it was like, “Wow this is crazy,â€? but he’s just such a laid-back, easygoing guy and awesome to be around. He’s not too big for his britches or anything like that. He’s such a humble dude, a great friend and teammate, and I enjoy

every second of it. He’s taught me a lot and he’s been there for me every step of the way. AG: Did you worry at all that Gates might be the type of veteran player who would view you as a threat to his job and not be willing to welcome you into the fold? HH: You never know coming in, but I was going to be me. I’m kind of the same way — I’m a laid-back, easy-going guy who wants be a great teammate. I knew this was Gates’ team and he has a couple of more years left, and I’m just excited that I can be a part of that. I knew the tight end room was his, and I was just eager to get in there and learn from him and be around him. I wasn’t coming in saying I’m going to take his spot or anything like that. I was just excited to be in his presence and learn from him. AG: How much, if anything, did you know about the Chargers before they drafted you? HH: I watched them when I was growing up. I mean (they had) Philip and Gates obviously, and when Merriman was here with LT and they went on all those runs during those years when I was younger I paid more attention to the NFL. So that’s about all I knew about the Chargers. I didn’t know much, but I knew San Diego was a great place and was very excited to get here. The Endzone: Henry said his father and his high school football coach had the biggest influence on him as a football player. “My dad played football, and he kind of instilled in me toughness and what it takes to play this sport,� he said. “He was an offensive lineman, so I was kind of raised in a tough atmosphere — we were playing through injuries when we were younger and learning how to be tough at a young age and I think that really helped me a lot.� As for his high school coach, Henry said the coach was on his case every day, pushing him and wanting perfection out of him. “He had a lot of faith in me,� Henry said. “There hasn’t been a coach that has pushed me harder than him. At the time, I hated it because he was on my case every day, but looking back on it he made me the player I am today.�

VA Loan – a better way to qualify for more home Home loans other than a VA loan commonly use Debt To Income as the main income qualification calculation. But VA loans use a normally more accommodating Residual Income calculation, and as VA Guidelines clearly state, DTI is only “secondary.� Using Residual Income usually allows a VA borrower to qualify for more than does a loan which relies on DTI, especially in most areas of California. In short the VA Residual Income calculation begins with gross income from which “expenses� (taxes, debts and obligations, utilities, etc.) are subtracted and the result compared to that required in a VA Table of Residual Income. Income: The income part of the calculation, as with other home loans, uses gross income and, similar to other home loans, considers the taxability of income. For income derived not from military service, the different types of income are treated similarly to that of other home loans. But VA loans often allow for a more flexible, less stringent and more accommodating calculation of the income, and this often allows the VA borrower to qualify for more than they otherwise would using another type of home loan. Military income is separated into that which is taxable and that which is not. A prime example of earnings which are taxable is base pay. Both BAH and BAS are nontaxable which allows these earnings to be grossed up, typically 25 percent ($1 in actual earnings is treated as if it were $1.25 of gross income,) but in some situations using a percentage greater than 25 percent is warranted. Expenses: Gross income for VA loans is in most cases calculated similarly to that for other home loans, with the added advantage that many types of income for VA loans are calculated in a more borrower friendly manner. But a vast difference exists between how expenses (or debts) are calculated for a VA loan and that for the

other home loans. The usual items considered by the other home loans, such as installment debt which includes, for example, auto and student loans, and revolving debt which includes debts such as credit card and line of credit debt are also included in VA loan calculations. But the VA Residual Income calculation also includes expense types such as taxes, home utility and maintenance costs and job related expenses such as child care. Taxes include those such as federal, state and social security taxes, and home utility and maintenance costs are calculated by multiplying the living area square footage of the prospective house by $.14 per square foot. VA Residual Income Calculation: The VA’s Loan Analysis form, which is used to document whether the borrower has adequate residual income, contains detailed sections to sum both expense and income types. But more simply, all income types are summed together and then all expenses are subtracted from the income total to calculate actual VA Residual Income (or Balance Available for Family Support.) The result is compared to the residual income required guideline from a VA Table of Residual Income. These tables are divided into four regions of the country (West, South, Midwest and Northeast) and list specific residual income guideline requirements by size of household (the more members of the household the greater the residual income required.) It’s more complicated than the following (for example requires also running the loan through an Automated Underwriting System (AUS), but if the calculated actual residual income exceeds the residual income guideline derived from the VA’s Table of Residual Income by 20 percent or more, then the loan income qualifies (assuming the loan when run through an AUS receives a positive finding result, and this is strongly

affected by the strength of the borrower’s credit.) I’ve experienced cases in which my client’s DTI or that of a colleague has been in the 60s and even the 70s percentage, and the borrower was approved. If the calculated residual income equals or only exceeds the table’s requirement up to 20 percent, then in general the total DTI (often referred to as the “Back-end Ratio�) should be no greater than 41 percent, but even that can be relaxed with sufficient compensating factors. Example of VA Residual Income and Its Advantage over Qualifying for other Home Loans Since the calculation of VA Residual Income is more complicated than the simple DTI ratio commonly used with other home loans, the following is an example to better illustrate. A YEAR OF HORRIBLE CHOICES W ith the election close at hand I wonder, “Will America ever be great again?â€? During the last eight years — since 2008 when Barack Obama took office — this country has grown deeper in debt. We owed $9 trillion then, now we owe more than $19 trillion and steadily growing deeper in debt. I think we all realize — both Democrats and Republicans — that any Republican candidate other than Donald Trump would have easily won the presidency! The choices we have are the most outrageous choices America has ever had for the presidency. For clarification, I want to talk about the two candidates, which one has the most grievous offenses! Let’s take a look at Donald Trump ‌ Mr. Trump has the innate ability to stuff his foot in his mouth. When he first announced his run, he made some glaring mistakes! The first was saying that Mexican immigrants were thieves, rapists, drug traffickers and murderers. He should have clarified that the immigrants he was referring to were illegal immigrants. When he made the statement about not allowing any Muslims into our country, again to clarify, he should have said Muslims from terrorist countries. His latest mistake was committed 10 years ago when he made remarks about touching women. All he had to do was say that it was a terrible mistake and he was sorry, that he is repentant and a different person. I think we all — both men and women — have made statements that we wish we had never spoken. Luckily, we don’s face the same scrutiny as Trump. The allegations by 10 women and (ambulance chaser) Gloria Allred seem to be “trumped up,â€? pun intended. Mr. Trump needs to ignore any further accusations and stick to the important issues that he alone has brought forth in the primaries and this election.

Of course, one of the biggest is for deleting 33,000 emails after receiving a subpoena to turn over all remaining emails to the FBI. Another lie that she trapped herself into was that no emails were marked classified, which we now know is untrue. She then twisted the words from the FBI to say they found no evidence of misconduct. The Benghazi story is another tragic situation that she created. She, as secretary of state, had the ability to send troops to protect our embassy. Because of her inaction, four honorable Americans died — then she had the audacity to lie to the parents of the dead men. Mrs. Clinton, over the years, has collected well over $200 million dollars from Arab countries that practice Sharia law. She and her husband Bill have been paid $200,000 to $500,000 for speeches given in these Arab countries. She claimed her and her husband were broke when they left the White House, another lie! She claims that Russia has stolen emails from servers in the U.S. and that Putin is interfering in our elections and supports Donald Trump. She neglects to tell us how she received more than $2 million when she gave Putin and the Russians more than 20 percent of our uranium! Why would anybody give our enemies uranium that is used in the production of atomic weapons? I’d like Hillary to answer that question! Even though Obamacare is a complete failure and all insurance premiums have increased anywhere from 25 to 100 percent, she wants to keep it and make us

pay even more money in taxes. Hillary has pandered to black and Latino communities for their votes, yet during the last 8 years these communities have suffered more than any others. So let me summarize. A vote for Hillary is a vote for a person that will lie about anything — life ,death, taxes and well-being of every American no matter what color. Her husband lied to us too. Remember, and I quote, “I did not have sexual relations with that woman.� He got impeached for his lies and she persecuted the women who proved her husband had molested them! Almost three-quarters of the American people believe that she’s a liar and do not trust her. If she were to become president, would we be able to trust anything she said? Just think of whatever she has to say — how much of it could we believe in? Remember, that what she tells us — the poor and the middle class — she tells the complete opposite to Wall Street bankers, the banking industry all of the well-todo’s! We must remember that Hillary is no longer broke, and she not only considers herself above law, she considers herself aloof and above the people. A vote for Donald Trump is a vote that will support a narcissist, a shoot-from-thehip kind of guy. The guy that has shown disrespect for women but swears he holds them in the highest regard. A guy that does not have the support of the establishment. But do we really want a politician again, that will lie, cheat and steal for the wealthy and ignore the middle class and poor of this country? Do we want a president that has made big promises like well-paying jobs, border protection, law and order, a better education system, better health protection and lower insurance costs? Donald Trump is a braggadocios man, and he will not let his ego be compromised.

During the height of the wars in Afghanistan and Iraq, he is asked to re-enlist and deploy — often multiple times — to the battlefield. In exchange, the Guard promises a bonus. That soldier is supposed to know that the Army overpromised on incentives? For its part, the Guard suggested a fix in its notice to Congress two years ago. “Thousands of soldiers have inadvertently incurred debt, through no fault of their own, because of faulty Army recruiting or accounting practices and malicious individuals,� the Guard said. In fact, the California Guard’s former incentive manager is serving 30 months in federal prison for filing false claims of $15.2 million — which came to light back in 2010 after a federal investigation. The quick fixes our lawmakers are proposing — one is in the Defense appropriation bill that passed the House — are unclear on whether they will absolve the debts owed by soldiers outside of California, those that re-enlisted more than 10 years ago and those that were wounded in combat. And what of those who have already starting repaying their supposed debt? Again, no answer. “Thousands of our service members are paying the price for mistakes made by California National Guard managers, some of whom are now serving jail time or paying restitution for their crimes,� California Sens. Dianne Feinstein and Barbara Boxer said in their own letter to Cater. “It is outrageous to hold these service members and their families responsible for the illegal behavior of others.� It is outrageous. But more outrageous is the fact that Feinstein, Boxer, Pelosi, Hunter and the rest knew this was coming and failed to fix it. FUBAR.

So I went up to him and said, “Come on, how about giving a man a break?� He ignored me and continued writing the ticket. So I called him a pencil-necked Nazi. He glared at me and started writing another ticket for also having parked partially on the pavement!! So I called him a son of a mutant pig. On that ridge, a continual brutal battle will change the hearts and minds of those who never truly understood the beliefs of one simple man. The story of Desmond Doss has been the subject of a book called “The Unlikeliest Heroâ€? and a documentary titled “The Conscientious Objectorâ€? (although in the film he refers to himself as a “conscientious defenderâ€?). Doss was also the subject in a comic published by Dark Horse in the “Medal of Honor Specialâ€? that also featured recipient Lt. Charles Williams. In 1945, Desmond Doss received the Medal of Honor from President Harry Truman for “conspicuous gallantry and intrepidity in action above and beyond the call of duty from April 29–May 21, 1945 while serving with the Medical Detachment, 307th Infantry Regiment, 77th Infantry Division, in action at Urasoe Mura, Okinawa, Ryukyu Island‌ Pfc. Doss carried 75 casualties one-by-one to the edge of the escarpment and there lowering them on a rope-supported litter down the face of a cliff to friendly hands.â€? That is only a fraction of what this man did under conditions that are not to be believed. He also received the Bronze Star with one oak leaf cluster and a Purple Heart with two oak leaf clusters along with nine other medals and decorations. “Hacksaw Ridgeâ€? is a story of heroism to be sure but also belief, conviction, loyalty, courage and every other descriptor one could think of regarding such a man. Mel Gibson took on the directorial duties to tell this fascinating story. It has been 10 years since his directorial release of “Apocalyptoâ€? and the controversial “The Passion of the Christâ€? in 2004. That doesn’t mean he wasn’t busy acting in

films such as “Edge of Darkness� (2010), the quirky “The Beaver� (2011), playing Voz in “Machete Kill� (2013) and recently “Blood Father.� It has been a difficult road for Gibson the last few years because a star can rise in Hollywood but can fall at the speed of light. Working his way back with “Hacksaw Ridge,� Gibson takes on the heroism and courage not just of Doss, but all of the men that serve in war. “I thought it was a very inspiring true story and I jumped on board,� Gibson says. “Doss was an ordinary man doing extraordinary things in incredibly difficult circumstances. All of this has the makings of legendary story telling. That is what inspired me to tell the story of all of these heroes. As far as the religious undertones of the film at the epicenter of any religion is love — that’s it, love.� Playing the very sweet character of Doss, Andrew Garfield explains why he took the role. “I got the script, and it killed me to read about what this man did and who he was,� Garfield said. “The struggles with the Army touched me and were extremely compelling. “Doss takes no credit for what he did, which speaks to the man that he is. He never wanted a movie made about himself. How do you make a movie about someone who doesn’t want a movie made about him? You try to infuse it with his essence and humility and make it about the divine help he got and the love in his heart.� Watching Doss stand up for his convictions puts the tension on the characters of Capt. Glover and Sgt. Howell. Trying to force Doss out, they turn to the other men serving with him as Smitty pushes every button possible on the conscientious objector. “Hacksaw Ridge� is not for the faint of heart. The first half of the film tells the story of Doss and his beginning troubles with the military. It is the second half of the film that is intense. Having screened the film, I spent many of the battle scenes with my jaw dropped. I was definitely taken out of any comfort zone I had and thrown into what could only be described as an inkling of what the real Doss experienced. Yet, through it all I was constantly amazed at the performance of Garfield as Doss, because it wasn’t as if this man was trying to be a super hero. That is not my take on it at all — instead this was a man who wanted to be of service to his country in his own way and also to help the brave men who were fighting. As Doss says, “With the world so set on tearing itself apart, it doesn’t seem like such a bad thing to me to put a little bit of it back together.� No Pfc. Doss, it doesn’t seem like such a bad thing at all. Opening Nov. 4, experience the courage of one man’s convictions when it comes to “Hacksaw Ridge.�
