CAN WE WIN IN AFGHANISTAN? BY DAN MCLAUGHLIN NATIONAL REVIEW

S

eventeen years ago on Oct. 7, the United States invaded Afghanistan in response to the terrorist attacks of Sept. 11, 2001. America is still at war with the Taliban in Afghanistan, with no victory in sight. The war has now dragged on so long that Americans born on or after Sept. 11 will shortly be old enough to fight in it; on the Taliban side, that milestone was passed a few years ago, and we are almost at the point where half the population of Afghanistan will have been born after September 11 (the median age in Afghanistan is 18.8 years, with 41 percent of the population age 14 and under, and 63 percent age 24 and under). In a majority-illiterate society, that means many young Afghans know only America at war in their country, and have no memory and possibly no knowledge of the terrorist attack on America that started it. The Taliban were not the only party responsible for aiding alQaeda as it planned the September 11 attacks, but they were the most

open about giving al-Qaeda sanctuary and alliance, to the point that the two organizations were effectively intertwined, and they were also the most unrepentant — as they remain to this day — about continuing to do so. No nation on earth could have tolerated such an attack without retaliating in force, and the armed forces of the U.S. and its NATO allies quite properly deposed the Taliban from power by the end of November 2001.

TALKING TO OURSELVES But the Bush administration was never able to finish the job, and as Thomas Joscelyn details exhaustively in The Weekly Standard, things got worse from there. The Obama administration, in pursuit of a “peace process� with the Taliban (especially after having prematurely declared that our war there was over), effectively negotiated against itself for years: “The Obama administration’s dance with the Taliban is a nearperfect picture of diplomatic failure: The Taliban dangled the prospect of talks to extract concessions

while offering nothing of value in return. At first, the United States and its allies fell for Taliban impostors. Secretary Clinton abandoned America’s preconditions for the talks, recasting them instead as the goals of an imagined ‘peace process.’ “Just for the opportunity to talk, Clinton’s State Department agreed to have some Taliban figures removed from the U.N.’s list of sanctioned terrorists and to split the Taliban and al Qaeda designation lists under the phony assertion that the groups are wholly separate. A Taliban emissary who raised funds for al Qaeda paved the way for the opening of a political office in Qatar, which the Taliban used to embarrass the United States. The Taliban also secured the release of five of its hardened commanders, three of whom served the organization at its highest levels prior to being detained at GuantĂĄnamo. Throughout all of this, the Taliban never issued a single statement renouncing al Qaeda or terrorism — one of the few ‘confidence-building measures’ sought by the American side.â€? The episode involving the opening of what amounted to a Taliban

fundraising office in Doha in in 2013 was a particularly humiliating fiasco. In part, this reflects one of the two major strategic dilemmas of the war: Because the Taliban continues to ally itself with alQaeda and identify their causes as a single movement towards a single goal, the United States cannot tolerate a return to Taliban control and dominance of the country, the same status quo ante that led to the 9/11 attacks. But at the same time, the Taliban have long positioned themselves as both a force for order (of a brutal kind) in a chaotic country and the representative of the Pashtun, the nation’s largest ethnic group (an identification that still commands loyalty even as the movement has drawn on disaffected members of other ethnic groups). In short, the Taliban’s leadership, command structure, and ideology argue for an American war of annihilation — but the support it draws from a large segment of the population, which isn’t necessarily predicated on buying the whole ideology, argues for some negotiated accommodation. ‘HEART OF WAR’ TAKES READERS INSIDE PENTAGON BY ELISE COOPER MILITARY PRESS

“The Heart of War� by Kathleen McInnis combines political drama with political satire. Using her extensive inside knowledge, she is able to create a realistic look at how the military machinery works while at the same time having well-developed characters. There are many tidbits about the Pentagon. In the beginning of the book, it was if the reader was taking a journey through the halls of the building, including the “Flag of Faces,� an off-kilter American flag that is actually a quilt where each square has a picture of those who died there on Sept. 11, 2001. “I wanted to allow the readers to understand what it is like — the little details that provide a sense of awe,� McInnis said. “The Pentagon is full of people who are doing their damnedest to ensure that the president is given the best options. It is actually a very human place, filled with people that work every day with imperfect information, each with their own personal and professional struggles.� McInnis has worked in the Pentagon and think tanks on both sides of the Atlantic. Cruise seen on set of ‘Top Gun’ sequel ‘TOP GUN: MAVERICK’ SET FOR RELEASE NEXT YEAR Hollywood brought one of its most iconic characters back home to Coronado as film crews took over the main gate to Naval Air Station North Island. Actor Tom Cruise is revising his role as Navy pilot Pete “Maverick� Mitchell from the mega-hit movie “Top Gun� in a film expected out next year. On Oct. 8, security was extremely tight as film crews set up outside the main gate to the naval military installation at 4th and Alameda. After hours on standby, an NBC 7 San Diego camera crew caught Cruise, flanked by security and production staff, as he jumped on a motorbike and let open the throttle. Cruise and his smile Tom Cruise as Maverick signature could only be seen in “Top Gun.� for a few seconds before production staff put up a privacy tent that blocked the view of the set. The sequel first began filming in San Diego earlier this summer for just a few days. Filming took place at NAS North Island for a week, The Department of Defense and U.S. Navy confirmed for a previous article. The movie is scheduled for release in July 2019. Most locals can identify the San Diego streets and locations in the original 1986 film. The “You’ve Lost That Lovin’ Feeling� scene was filmed at Kansas City Barbeque on Harbor Drive. Parts of Liberty Station, which was formerly the site of Naval Training Center San Diego from 1923 to 1997, served as a backdrop for the original movie. Navy property on Point Loma and a stretch of Oceanside can also be seen in the original film.

NETFLIX DEBUTS ‘MEDAL OF HONOR’ SERIES RECREATES INCREDIBLE ACTS OF VALOR Netflix’s upcoming “Medal of Honor,� set to debut Nov. 9, chronicles the extraordinary lives and deeds of eight service members awarded the nation’s highest commendation for valor. At first glance, it looks like a gutpunch of a documentary series, replete with visceral combat scenes and war stories recalled in painful detail. But the show seems to be just as much about the men who earned the medal as it is the medal itself. Through a mix of archival footage, cinematic recreations and commentary from historians, military leaders and veterans, the series follows the recipients into heavy combat and then back home, where emotional interviews with friends and family members — and, in some cases, the recipients themselves — complete the stories of how each Medal of Honor was earned and the breadth of sacrifices entailed. “When you read citations of (Medal of Honor) recipients, often times it would not be far fetched to think to yourself there is no way this person could have done this,� Mike Dowling, a Marine Corps veteran of Iraq and the

technical adviser for the series, said. “Only they did do that, and their stories deserve to be told.� Dowling was one of a handful of military veterans who were involved in the production of the show, which premieres ahead of Veterans Day, either behind the scenes or as actors. “It was important to this team that the veteran community be involved in helping tell these stories,� Dowling said. Three of the recipients featured in the series — Sylvester Antolak, Edward Carter and Vito Bertoldo — were

awarded the medal for actions in World War II; two — Hiroshi “Hershey� Miyamura and Joseph Vittori — in Korea; Richard L. Etchberger in Laos in 1968; and two — Ty Carter and Clint Romesha — during the infamous 2009 Battle of Kamdesh in eastern Afghanistan. “Everything we did that day, we didn’t do it because we hated the enemy,� Romesha says in a trailer for the series. “Combat is not a great thing to be in, and it’s not a motivation to hate, by no means. It’s a motivation to love your brothers.�

T

he question of Kevin Durant’s future with the Golden State Warriors will loom over their season like an unpleasant stormcloud. Marcus Thompson of The Athletic sparked off a new wave of “what will Kevin Durant do in the summer� speculation with an article that said his gut feeling was that Durant would leave the Warriors next summer. Thompson is a hugely respected voice by the Warriors fanbase due to his history covering the team for many years. But as he was at pains to point out, this was his sense rather than any source-based reporting. The question of what Durant will do when he becomes a free agent will be a topic all year. No one knows what Durant will do, including Durant himself. The reality is that the Warriors can offer more money, a better chance at winning and the opportunity to play in one of the most exciting new arenas in the NBA once Chase Center opens. Add in Durant’s well-publicized love of Silicon Valley and the off-court investment opportunities presented by living in the Bay Area, one of the best organizational cultures in the league, and a group of

Durant may well have a bit of wanderlust, and is likely worn down by the constant social media vilification that has accompanied his move to Golden State from Oklahoma City two summers ago. Marcus Thompson is right to say that the Warriors offer is pretty much a known entity already, whereas other teams can offer a different experience.

The trouble is it’s one thing for eyes to stray, it’s quite another to actually take the plunge and leave. On closer inspection, the opportunities may not be as enticing when they are actually there in front of him. The Knicks are heavily rumored due to the fact that Rich Kleiman, Durant’s business partner, is a long-term fan. Or perhaps it’s better to say a longsuffering fan. Any avid observer of New York basketball knows that it’s an annual tradition for Knicks fans to be strung along with the hope of a marquee free agent, only to be dumped at the altar. At this point, it’s kind of like Lucy pulling the football away from Charlie Brown. Then there’s the matter of anyone who has tried to “save the Knicks.� Leg-

endary coaches Lenny Wilkens, Larry Brown and Phil Jackson have all had their resumes tarnished with their spells at Madison Square Garden. Amare Stoudemire famously proclaimed “the Knicks are back� before injuries and the Carmelo Anthony trade pulled the rug from under him. Anthony himself lasted longer, but only because he was as adept at the Madison Square Garden power struggles as anyone, as Jeremy Lin may be able to attest to. Durant may be able to ignore all that and bank on the fact that he is on another talent level from anyone the Knicks have seen since Patrick Ewing, and maybe beyond that. But he’s also never really played for a dysfunctional organization. The Thunder, for all the jokes Warriors fans like to tell about Russell Westbrook’s stat-padding, created a stable environment that was conducive to winning. The Warriors have long moved on from their dismal days thanks to the change in ownership and presence of Steph Curry. ARINE CORPS BASE QUANTICO, Va. — After finishing his second Boston Marathon five years ago, Maj. Ken Parisi, a logistics specialist at Marine Corps Systems Command, wanted to tackle a new challenge — triathlons. He has completed four full-distance 140.6-mile races and 10 half-distance 70.3-mile races. He said this passion for triathlons gave him confidence and made him a better Marine. “I realized I got myself into something pretty big, so I did what all Marines would do — I made a plan, hired a coach, bought a bike, and then just actively and aggressively pursued my training plan until I crossed each finish line,� Parisi said. This fall, he participated in the Iron-

man 70.3 World Championship at Nelson Mandela Bay in Port Elizabeth, South Africa, placing in the top 25 percent of 4,500 competitors. The race included a 1.2-mile swim, 56-mile bike ride and a 13.1-mile run. It was Parisi’s first world championship race, and he had to overcome a few obstacles: It rained the entire race and his bike never arrived in time after he shipped it from the U.S. Luckily, he was able to rent a bike and was only six minutes short of his fastest time. He also beat his personal record in running by six minutes and matched his fastest swim time. “It was an incredible experience competing with the best athletes and Olympians across the globe,� Parisi said. “I enjoy triathlons because they push me past my uncomfortable limitations into becoming a better athlete and a better Maj. PAYING IT FORWARD SAILOR TEACHES, GIVES COMPUTERS TO THOSE IN NEED BY MASS COMMUNICATION SPECIALIST 2ND CLASS JOSHUA E. WALTERS

In the 1990s computers became popular because they were cheaper and smaller than ever before. There was a computer in most households across America. Adults and their kids would use them on a daily basis. However, not everyone could afford a computer or had a chance to use one until later in life. Sonar Technician Surface 1st Class Reynaldo Reyes, stationed aboard USS Freedom (LCS-1), and his family were among them. His parents, who emigrated from Mexico, worked tirelessly to provide for their family. Reyes’ dad worked two jobs, while his mom worked at her job and looked after him and his siblings. With money so tight, they couldn’t afford luxury items such as a computer. It wasn’t until he was about 13 his family scraped together enough money to buy a com-

puter. Growing up, Reyes experienced their struggles to better their family first hand, and he watched them struggle to learn how to use that computer. “My parents struggled a lot just because they lacked the capability to understand how computers work,� said Reyes, a native of Santa Anna. “It was all struggles that they definitely didn’t need to go through or could have easily been surpassed because of understanding how the Internet works or how a computer works or how to type up a resume.� The Navy set Reyes on a new path, one he would have never imagined. As a result of his new opportunities, he’s been able to start on his bachelor’s degree, change his life and figure out what he wants to do with the rest of his life. Still, he never forgot where he came from and the challenges his family faced. He had a desire to help people who were less fortunate so he started volunteering in 2014. After thinking about the hardships he and his family went through, he wanted to do something with computers. After all, as a sonar tech, Reyes said he already works on what is basically an oversized computer. “I wanted to see what I could do with computers and see what programs were

open, and that is when I found Computers to San Diego Kids,� Reyes said. “They do everything from refurbishing computers to helping needy families and giving them out at a discounted rate. They also hold trainings for computer illiteracy at the county libraries, which I take part in.� While the organization is called Computers to San Diego Kids, it is for everyone who wants to learn how to use a computer. The class he teaches helps people of all ages who might not know anything about computers to people who already know how to use the Internet. “The age groups really vary at every class, but some people show up not knowing how to setup an email,� Reyes said. “Some people show up knowing how to work Microsoft Office and Internet Explorer, but every time I have taught a class, it has been beneficial to the learners. I know I have taught people how to write a resume or just figure out how to find that template. So everyone’s skills basis varies, but they definitely leave there knowing a lot more than they came in.� One of Reyes’ most memorable times teaching for Computers to San Diego Kids was when he had the opportunity to teach an older gentleman from Mexico who struggled getting a job in America because he didn’t know how to use a computer. When he walked in to the class Reyes was teaching, it was the man’s first

time interfacing with a computer. He had worked at a power plant in Mexico while supporting his wife and kids who have been living in San Diego. He told Reyes how he moved to San Diego to spend more time with his family. Once he moved, he tried to find a job doing the same thing he was doing in Mexico. He had all of his certifications, but it didn’t mean anything to anyone unless he applied for the job online. With money running low, he lost his house and family. “I had to start from the actual start button. When he left, he came pretty close to losing it. He didn’t know he lost everything in his life because of one hurdle,� Reyes said. “He gave me and the other instructor a hug and told us how happy he was that he showed up to the class.� With all of Reyes experiences through his childhood and seven years in the Navy, he feels one of his greatest sense of accomplishments is helping people learn how to use computers. “It makes me feel good, it makes me feel like, ‘Alright, I did something great for the community so that way it is beneficial to everyone.’ It’s easier to track kids when you know what they are doing or how they’re doing. It’s easier to get a better job when you know how to apply for one. So whatever skills that I may teach, I am hoping that it carries them to the next level where they need to be with their lives.�

There is nothing wrong in principle with negotiating with bad actors like the Taliban, or even with doing so with few preconditions, but unilateral concessions just to “build confidence� are foolhardy and, in fact, have the imperatives of a successful negotiation precisely backwards. Anyone paying even modest attention to the American government knows that the Bush, Obama, and Trump administrations have all been more than willing since 2002 to find some minimally tolerable way to cut a deal — and honor it — to leave Afghanistan to the Afghans. It is already a huge and arguably dangerous concession for the United States to hold direct talks without the legitimately elected government of Afghanistan, which the Taliban refuses to recognize, but recognition of a post-war government that is acceptable to all parties can reasonably be the end goal, not the starting point, of negotiations. (And we still don’t really have a practical sense of what, if anything, a post-war gov-

ernment that gives some concessions to the Taliban without restoring their ability to re-empower al-Qaeda would or could look like.) If Taliban leaders need more inducement to come to the table, send them a fruit basket. But the one non-negotiable precondition of any talks is that American confidence needs to be established that it is negotiating with someone who actually has authority to bind the opposing forces —

He earned a perfect score of 300 on his physical and combat fitness tests, and is more driven and disciplined to conquer every goal he sets. “As Marines, we are put in hard situations and expected to come out on top,� Parisi said. “It’s really up to us to focus, drill down and get the job done, and I believe this sport challenges me enough to know that I can do anything.� Parisi will continue working toward his goal to compete in the Ironman World Championship, a 140.6-mile journey, which is double the distance from the Ironman in South Africa. “It is very challenging, but I’m focused on the common quote ‘failing doesn’t make you a failure,’� he said. “I know that every workout I do will make me a little bit stronger for the next workout, and getting across the finish line at the world championship one day is my ultimate goal.�

Despite the best efforts of Trump’s national-security team and the president’s grudging willingness to plod on, the administration has failed thus far to find a way to either leave an Afghan government willing and able to continue the war to the bitter end on its own, or to communicate to the Taliban that America truly has the will to bring them to heel no matter how long it takes. This is in part due to the other strategic dilemma in the war, one that has recurred through nearly every American war since 1945: the American desire to deal with Afghanistan piecemeal, without addressing the various roles of neighboring Pakistan and Iran — as well as Saudi Arabia, Qatar, and other Gulf states — in the conflict. As

This safe haven has been crucial, allowing much of the Taliban’s leadership to operate with impunity.� So long as your enemy has a safe border to retreat behind, without being chased there, it is nearly impossible to win a war. Even Vietnam is now well exceeded by the length of the U.S. war in Afghanistan, and no end appears in sight. But the anniversary of the September 11 attacks is a grim reminder of the costs of simply admitting defeat.

She is inspired by a composite of several different female leaders in the national security community that either I or friends have been exposed to. Although I found some amazing sisters who believed in mentoring other women, there are some women I interacted with who were vicious to each other. In the book, Col. Voight refers to Fletcher as ‘pink on pink violence.’ She adopted a more aggressive, cut-throat behavior.� This is a smart, funny, and an informative story. Anyone who wants to understand the workings of the Pentagon should read this novel.
