San Diego VA evolving treatments as traumatic stress numbers rise By Rick Rogers VA Volunteer The fighting might be over, but the wounded keep coming. Every month dozens of veterans are added to the treatment roles of the VA San Diego Healthcare System for help dealing with the psychological effects of their wartime service. All told nearly 30,000 of them. It’s been this way for at least five years making the San Diego VA one of the top three locations nationally in the number of Iraq and Afghanistan, Vietnam and even Korea and World War II vets being seen for Post-Traumatic Stress Disorder and other related ills. While no one is sure when the procession will stop, what has changed is how the pioneering San Diego VA is healing these warriors and restoring their faith in the promise of their lives. “Years ago it was expected that
someone diagnosed with PTSD would have it for the rest of their lives,” said Dr. Sonya Norman, a research psychologist at the VA San Diego Healthcare System and director of the VA’s national PTSD consultation program. “Now we are much more hopeful now that symptoms can be relieved and that veterans can recover and have the life and the relationships they want,” Norman said. “We have come a long way in the last decade, especially in the last few years.” That optimism is grounded in a number of innovative programs that give VA mental health providers options for PTSD treatments never dreamed up just a few years ago and veterans numerous ways to leverage technology to help them through the rough patches. Among the most popular is a telemedicine program piloted at the

San Diego VA that allows vets one-on-one appointments via computer screen at VA facilities or even their personal laptops. Recent studies show this method of doctoring as effective as in-person sessions with the added benefit of ease of use. In addition, the National Center for PTSD has rolled out other a number of other initiatives as well. Among them, “About Face,” (http:// www.ptsd.va.gov/apps/AboutFace/) a website dedicated to improving the lives of veterans with posttraumatic stress by educating them on its symptoms, their treatment options while allowing them to hear the stories of veterans who once stood in their shoes and how they found peace. The website contains sections for veterans, clinicians and family members.
“The idea here is that vets can feel pretty alone when they are going through this and this helps them find someone like themselves who have experienced what they are,” Norman said. “Many vets don’t know what they are going to be in store for when they come in and this helps calm their concerns and answers their questions.” Another innovation takes a graphic approach to illustrate the most common mental anguish arising from combat – as well as its treatments – is a series of “whiteboard” videos (www. ptsd.va.gov/public/materials/videos/ whiteboards.asp). TAXES a peek at where your money’s going in 2015
By Ed O’Keefe Washington Post The $1.01 trillion spending bill unveiled in December will keep most of the federal government funded through next September — and it’s packed with hundreds of policy instructions, known on Capitol Hill as “riders,” that will upset or excite Democrats, Republicans and various special interest groups. So, what’s in the bill? We’ve sifted
through the legislation, consulted supporting documents from Democratic and Republican aides, and called out some of the more notable and controversial elements below.
Abortion:
The bill once again bans using federal funding to perform most abortions; blocks the use of local and federal funding for abortions in the
HEALTH
District of Columbia; and blocks the use of federal dollars for abortions for federal prisoners. Republicans say that there’s also new language directing the secretary of health and human services to ensure that consumers shopping for health-care coverage on the federal exchange can tell whether a plan covers abortion services.
Affordable Care Act:
The law is still funded, but there’s no new money for it. There’s also no new ACA-related funding for the Internal Revenue Service and the Centers for Medicare and Medicaid Services, the two agencies most responsible for implementing the law. The bill also would cut the budget of the Independent Payment Advisory Board — what Republicans have called “the death panel” — by $10 million.
Afghanistan:
Congress withholds funding for the Afghan government “until certain conditions are met,” including implementing the bilateral security agreement reached with the United States.
Amtrak:
The nation’s rail passenger service earns $1.39 billion, the same amount it currently receives. The rail service carries passengers through 46 states and hit an all-time high of 31.6 million passengers during the last fiscal year, according to Democratic aides.
Campaign Finance:
The bill would dramatically expand the amount of money that wealthy political donors could injectinto the national parties, drastically undercutting the 2002 landmark McCain-Feingold campaign finance overhaul. Bottom line: A donor who gave the maximum $32,400 this year to the Democratic National Committee or Republican National Committee would be able to donate another $291,600 on top of that to the party’s additional arms — a total of $324,000, ten times the current limit.
Centers for Disease Control:
The agency would get more than $6.9 billion, an increase of about $42.7 million. The nation’s leading diseasefighters also get $30 million to help fight Ebola (see below).
Clean Water Act:
In a win for Republicans, the spending bill blocks the Environmental Protection Agency from applying the law to certain farm ponds and irrigation ditches — a move that GOP aides said would benefit farmers.
Ebola:
Roughly $5.4 billion is provided across several agencies to combat the spread of the disease in the United States and around the world. The amount is less than the $6 billion Obama requested.

ring terrorism detainees to the United States from the U.S. military facility in Cuba. There’s also a ban on building or buying any facility in the U.S. to house detainees. But the bill allows for the ongoing transfer of detainees to other countries.

The beleaguered country gets $1.3 billion in military aid and $150 million in economic aid — but the money is subject to “democracy and human rights conditions,” while the secretary of state can make exceptions for counterterrorism and border security operations.
Embassies:
There’s $5.4 billion for security at U.S. embassies worldwide, $46 million more than Obama requested. The total includes new money to implement recommendations from the Benghazi Accountability Review Board. The bill also once again bans any embassy construction money to be spent on the lavish new U.S. embassy in London.
Environmental Protection Agency:
The agency gets $8.1 billion, down $60 million from the last fiscal year. The agency’s budget has been slashed by $2.2 billion, or 21 percent, since fiscal 2010, according to GOP aides. The cuts mean that EPA will have to reduce its staffing to the lowest levels since 1989.
Food Safety (and the FDA):
There’s $2.589 billion for the Food and Drug Administration, a $37 million increase from last year. There’s $27 million in new funding for the Food Safety Modernization Act. The Food Safety and Inspection Service would receive $1.016 billion, a $5 million increase.
Guantanamo Bay:
Once again the Obama administration is banned from transfer-
The bill only funds the Department of Homeland Security, which oversees most immigration policy, until February. But negotiators gave new money for immigration programs at other federal agencies. There’s $948 million for the Department of Health and Human Service’s unaccompanied children program — an $80 million increase. The program provides health and education services to the young migrants. The department also gets $14 million to help school districts absorbing new immigrant students. And the State Department would get $260 million to assist Central American countries from where of the immigrant children are coming.
Internal Revenue Service:
One of the GOP’s favorite targets will see its budget slashed by $345.6 million. The nation’s tax agency also would be banned from targeting organizations seeking tax-exempt status based on their ideological beliefs.
Israel:
There’s $3.1 billion in total aid for the country plus $619.8 million in defense aid.

Libya:

highly-anticipated movies being released in 2015 like American Hustle and 12 Years a Slave mean there’ll also be plenty on offer for movie fans wanting something more serious. 2015 looks to be one of the most exciting years of the past decade for movie releases. The following are ten of the most highly anticipated.
1. Star Wars: Episode VII
One of the biggest pieces of film news in 2012 came when it was announced that Disney had acquired Lucasfilm. There was a strong backlash from some Star Wars fans, and fears grew that Disney would spoil the memory of the earlier movies. Disney have given reassurances that future titles in the series will be true to the original, and it’s hard not to be excited about the next instalments. The first new Star Wars film in over a decade will be directed by J.J. Abrams, and this revelation has given fans confidence that Episode VII will live up to expectations. With Mark Hamill, Harrison Ford, and Carrie Fisher all reprising their classic roles the buzz is huge. The movie is rumoured to pick up the story after the events of “Star Wars: Episode VI – Return of the Jedi.” It STORAGE

2. The Hunger Games: Mockingjay Part 2

Some critics felt the ending of the Mockingjay book was rushed, and it will be interesting to see how some plot elements will be dealt with.
3. The Avengers: Age of Ultron
The top-grossing action film of all time is getting its first sequel in 2015, and it is set to reunite the director of the original, Joss Whedon, with his allstar cast. Superhero movies have been huge over the last few years, and Marvel have led the way in bringing their characters to the big screen. Iron Man, Captain America and Thor have all appeared in their own blockbuster movies, and some fans
feared that bringing them together was a risk for the studios. There was no need for concern, and The Avengers movie was a huge hit. DC Comics are fighting back with their own movies, and the success of Man of Steel means other DC characters will be appearing soon. Batman and Wonder Woman are confirmed to feature in the sequel to Man of Steel. The plot is likely to involve Iron Man as a key character, and The Avengers sequel is likely to be one of the greatest movies of 2015.
4. Inside Out
Sequels are always a hit with fans, but it’s good to see some original movies on the way for 2015. For the first time ever, Disney-Pixar is releasing two animated movies in one year In addition to The Good Dinosaur, which has encountered a few hiccups in production, Inside Out is going to be a new adventure set in the mind of a 12-year-old girl. Pixar’s ability to create fantastic new worlds could be stretched to the limit with talk of undersea adventures and trips into space in Inside Out. The production team have commented this has been one of their most challenging projects to date, but there’s every confidence they will deliver a fantastic piece of entertainment. Characters in the movie represent the little girl Riley’s emotions. Concept art of Joy, Anger, Disgust, Fear and Sadness indicates that Pixar are creating something very special this time round. There’s some risk involved in moving away from characters we all know and love, but this could be the start of a new form of animation.
5. Superman vs. Batman
Warner Bros. has struggled to capture the attention of audiences with its superhero movies in a way that can rival Marvel, so this film will be a major make-or-break release for the studio. The success of Superman’s appearance in Man of Steel

meant a sequel was announced within weeks of launch. Not much has been revealed about the movie yet, but it certainly has potential, as it features two of the most famous superheroes in history. There was outcry from many fans when Ben Affleck was announced for the part of Batman, but excitement over DC’s two main characters appearing together has since overtaken that. Of all the great movies planned for 2015, this one has created the greatest buzz on the Internet. Every day there are rumours of new cast and characters, and the studio will be under massive pressure to get this one right. Wonder Woman is now confirmed as a character in the movie, and it’s anticipated that each DC superhero appearing will go on to feature in their own blockbuster. No villains are confirmed as yet, and comic book fans can’t wait to see who will feature against some of their greatest heroes.
6. Peanuts
Charles Schulz’s classic characters haven’t been seen on the big screen since 1980, but now Charlie Brown and Snoopy are going digital in a new 3D-animated picture. Peanuts has appeared in newspapers in seventy five countries, and studios are hoping this latest movie will appeal to fans around the world. Younger audiences may not be familiar with the characters, and this could be an opportunity for Peanuts to reach a new generation. Peanuts traditionalists may cringe at the idea of a 3D movie, but you can take solace in the fact that Schulz’s children are onboard as screenwriters. The sarcastic humor and emotional honesty should appeal to older audiences, so parents may be keen to take their kids along to see this one more than others. We could have another franchise in our future.
7. Fifty Shades of Grey

8. Fantastic Four
After two largely failed attempts to bring the beloved comic book to the screen, Fox is taking a third stab at creating a memorable Fantastic Four movie. The recent success of other Marvel character movies means audiences will be happy to risk the price of a ticket to see if this one captures the magic of the comic book. Director Josh Trank hopes to capture the rich world of the original stories with this latest effort. The Internet is buzzing with rumors about how the Fantastic Four may be introduced into the new Marvel universe. One of the most popular theories is that the characters may appear in the next X-Men movie. Comic book fans are also keen to see Spider-Man appear alongside the Fantastic Four on the big screen.
9. Jurassic World
Another of several franchises being revived after many years, Jurassic World promises new developments on the Jurassic Park premise. The original Jurassic Park movie was many people’s first experience of a multiplex, and the franchise has massive appeal. The sequels were generally disappointing and failed to capture the magic of the original. Modern audiences demand an entertaining plot and strong cast, and CGI and special effects aren’t all that’s required to create a blockbuster. Most of the plot details are being kept a secret for now, but Universal has announced that casting is currently underway. Steven Spielberg, who directed the original film, is producing the movie. Possible plots include a mass invasion of the planet by dinosaurs and genetic experiments to breed humans with dinosaur DNA. Fans of the original movie are hoping for a return to the original idea of a dinosaur theme park.
10. James Bond 24
The massive success of Skyfall (which raked in over $1 billion at the box office) proved that James Bond films are just as popular as ever. The series had been in a slow decline since Daniel Craig took the lead role, and his portrayal of the British secret agent hasn’t pleased everyone. Craig’s agent 007 is much more realistic than previous versions, and the movies have become more violent. In part, this was a response to the success of the Bourne Identity movies. Director Sam Mendes is set to return for this 24th installment, working with Daniel Craig in his fourth movie as 007. Little is known about the new movie so far, but it’s believed Penelope Cruz will appear as Bond’s latest female partner. Post-9/11 veteram unemployment picture improves in November By George Altman The up-and-down unemployment rate for the latest generation of veterans dipped in November, falling to 5.7 percent, government data show. Only two times in the monthly measure’s more-than-six-year history has this unemployment rate been lower. The nation as a whole added 321,000 jobs in November as the unemployment rate held steady at 5.8 percent, according to the Bureau of Labor Statistics. The November post-9/11 veteran unemployment rate is down a point and a half from the October measure of 7.2 percent. Such a swing likely has more to do with the volatility of the metric than a sudden, dramatic improvement in employment for the nation’s youngest veterans. With just one exception, every monthly jobs report this year has included a post-9/11 veteran unemployment rate at least a full point higher or lower than the previous month’s rate. The rate’s small sample size makes it particularly susceptible to such big swings. Rather than focusing on any one month’s rate, economists recommend looking for trends over longer periods.
Those trends have clearly been positive in 2014. The two highest unemployment rates this year, in February and July, were both 9.2 percent, just a shade above the 9 percent rate covering last year as a whole. The two lowest unemployment rates, 5.3 percent in May and this latest 5.7 percent mark, are at or near historic lows. For veterans of all generations, unemployment stood at 4.5 percent in November, unchanged from the October rate.

Chances for 2015 Manny Pacquiao vs. Floyd Mayweather? By Anthony Riccobono As the calendar turns to 2015, talk of a potential mega-fight between Floyd Mayweather and Manny Pacquiao continues to increase. The sports world has been clamoring to see the two boxers meet for over five years, but what are the chances that the bout will happen next year? The two sides almost came to an agreement in 2009, but since an issue over drug testing prevented the bout from happening, a deal hasn’t come close to being made. Pacquiao has made overtures to step into the ring with Mayweather, and while the undefeated boxer has shown little interest in fighting Pacquiao, he recently changed his tune by suggesting May 2 as a proposed fight date. “We want the fight. We’re ready,” Mayweather recently said on Showtime. “Let’s make it happen, May 2. Mayweather vs. Manny Pacquiao. Let’s do it.” Despite the apparent eagerness of both boxers to make the fight happen, the odds are against it from occurring on the date that Mayweather has suggested. The betting odds have listed the possibility of Mayweather vs. Pacquiao happening on May 2, 2015 at +125. The site has placed -175 odds on the fight not being set for the proposed date. Mayweather’s next fight, whomever it may be, will more than likely be set for May 2. Since signing his contract with Showtime, Mayweather has fought two fights each year: one on the Saturday before Cinco De Mayo and another on the second Saturday in September. The 37-year-old has two fights left on his contract and he’s stated multiple times that he plans to retire when his deal is up.
Top Rank promoter Bob Arum had told GMA News TV that he doesn’t believe Mayweather is sincere in his proposal. If the fight does happen, Arum says the date the two sides have been discussing is not the one that Mayweather has publicly stated.

“What they have been saying is odd on what we have been discussing,” Arum said. “It’s almost like, a guy sleeping all the time while his people is discussing the fight on our side.” After beating Marcos Maidana for a second time on
Sept. 13, Mayweather is still without an opponent for his first fight in 2015. Pacquiao is looking for an opponent, as well, having handily defeated Chris Algieri on Nov. 22. Pacquiao continues to publicly prod Mayweather, hoping to get his shot at the champ. Whether he’s tweeting stories about the possible mega-fight or demanding that Mayweather agree to the bout, PacMan appears determined to challenge Mayweather’s 47-0 record. The Floyd Mayweather Jr. vs. Manny Pacquiao fight could shatter records for the largest grossing fight in boxing history — if the fighters can ever come together on an agreement. The long-awaited fight appears to finally be in the works, with both camps discussing the possibility of a fight. In the past, Mayweather and Pacquiao failed to agree to terms for a fight, and instead they have focused on other, lesser opponents. But now the fight may be inevitable, with May 2 being the date they will finally meet. All signs point to a record-shattering bout. Boxing insiders believe the Floyd Mayweather Jr. vs. Manny Pacquiao fight will be the highest-grossing bout in boxing history, netting $300 million or more and a giant payout to Mayweather himself. An investment group based out of Dubai is reportedly offering him a nine-figure payout for the single fight. “The media has been speculating the offer has gone up $10 million to a guaranteed $120 million, and they’re right,” a source told BoxingScene. “That said, I defy any other offer to come anywhere close to what Mr. Mayweather and the ‘Money Pacquiao Vs. of San Diego. Navy test pilot Commander Tony Wilson landed the CF/05 or #75 F-35C test aircraft at 12:18 p.m. aboard the USS Nimitz. Testing would last for 14 days onboard the Nimitz. “Today is a landmark event in the development of the F-35C,” said Wilson, a Navy test pilot with Air Test and Evaluation Squadron (VX- 23). “It is the culmination of many years of hard work by a talented team of thousands. I’m very excited to see America’s newest aircraft on the flight deck of her oldest aircraft carrier, the USS Nimitz.” On November 13th, The Military Press was invited to fly out to the USS Nimitz to observe the continue testing of the two F-35C’s that were onboard. While there seemed to be plenty of wind this day, it apparently was not going to be fast enough for the testing that was to be done. Captain John Ring Commanding Officer of the Nimitz, made the comment, “Well, if Mother Nature doesn’t cooperate, we’ll make our own wind,” as the Nimitz would be pushed to her maximum speed to help with the wind and the launches. The bill once again prohibits new standards that would ban the use of cheaper, less energy efficient incandescent bulbs. The proposal was first introduced and set in motion by the Bush administration, but the Obama White House allowed the change to continue, despite sustained consumer demand for older bulbs.
Marijuana:
The District of Columbia will be prohibited from legalizing marijuana for the much of the coming year. The development — upending a voter-approved initiative — shocked elected D.C. leaders, advocates for marijuana legalization and civil liberties groups. The bill also would block the Justice Department from interfering with state-level medical marijuana measures and prohibits the Drug Enforcement Agency from interfering with industrial hemp production.

School Lunch Program:
For the first time, the benefits of current retirees could be severely cut, part of an effort to save some of the nation’s most distressed pension plans. The change would alter 40 years of federal law and could affect millions of workers, many of them part of a shrinking corps of middle-income employees in businesses such as trucking, construction and supermarkets.
The school lunch nutritional changes sought by First Lady Michelle Obama take a hit. The bill allows more flexibility to school districts to implement new whole grain nutrition standards “if the school can demonstrate a hardship” when buying whole grain products, according to Republicans. The bill also relaxes new sodium standards until they are “supported by additional scientific studies.”
Military service members will receive a 1 percent pay increase next year. But there’s a pay freeze for generals and flag officers. The bill also ends a five percent discount on tobacco and tobacco-related products sold at military exchanges.

The bill includes language ensuring that government contractors are not barred from reporting allegations of waste, fraud or abuse if they sign a confidentiality agreement. And OSHA would receive a $500,000 increase for its enforcement of existing whistleblower laws.
