THE BATTLE FOR OUR COASTLINE

The smugglers come in small boats and promise to land the migrants on the U.S. coast—if all goes well,“But if things go badly they might just abandon them at sea.”

Meet the Fleet

The workhorse vessel for Mexican smugglers is called a panga. These are open-hulled, wooden or fiberglass boats, generally equipped with one or two outboard motors. Often used by traditional fishermen, the pangas have shallow drafts that allow them to be pulled right up on shore for loading and unloading cargo—a feature that makes them ideal for use on rural beaches without docks. The most common departure spot for the run up the U.S. West Coast is in Baja California. “They leave from a port; it can even be a small village, or remote coastal areas where the Mexican government has very minimal control and there are many criminal groups,” says Felbab-Brown. The U.S. Coast Guard reports seizing 22,931 pounds of marijuana, valued at more than $20.7 million, solely from panga boat raids in fiscal year 2016 and the first half of 2017. In addition to the hardy pangas, cartels also use motor yachts, sailboats, sport-fishing craft, and go-fast boats. “Smugglers’ tactics vary in almost every possible way including load amount, content, methods, and time,” says Lt. Cmdr. Matt Kroll of the U.S. Coast Guard. “Some vessels are underway for a few hours and others for a few days, depending on the landing destination.” Once the cartel crews reach the landing site: “Commonly, these vessels are beached on U.S soil near an awaiting pick-up vehicle and crew,” Kroll says. Marijuana remains the most popular for bulk smuggling shipments by sea. But other narcotics travel that way too. Coast Guard interdiction efforts off the California coast have netted at least half a billion dollars’ worth of cocaine so far this year, and some 30 drug traffickers have been arrested.

Cartel Cruisers

The smugglers’ armada isn’t limited to just small craft. A recent study by the addiction treatment center Detox.net examined more than 150 U.S. court cases to assess how contraband enters the country. That report found cargo ships and cruise liners account for about 12 percent of all vehicles used by drug smugglers. Robert J. Bunker, a professor with the Strategic Studies Institute of the U.S. Army War College who specializes in the cartels, says traffickers often employ human drug mules (swallowers) “to carry the drugs internally from Mexican resorts by cruise ships as you would with passenger flights into the U.S.”

Another tactic is to make use of “cruise line employees that can smuggle drugs for you,” Bunker tells The Daily Beast. For instance, an employee-run smuggling ring was discovered by U.S. authorities

craft, riding low in the water to avoid detection. Others are strapped to the hull below the waterline. But there are more sophisticated versions complete with oxygen systems for crews.

operating aboard Norwegian Cruise Lines in 2015. Commercial storage containers aboard large cargo ships are also highly effective for hiding banned substances. Smugglers “mislabel the manifest and hide the drugs in the shipload of goods,” Bunker says. Defeating such methods “would require the [cargo] to be disassembled to find the drugs which is very time consuming process that our port cargo inspectors don’t have time to do.” Criminals lacking access to U.S. border plazas, cartel controlled staging areas that often are the scene of bloody turf battles, are likely to pursue marine shipping routes. “The advantage of using the sea over land routes is that the urbanized border points of entryand desolate regions of the border fence are avoided,” says Bunker, author of the book Narcoterrorism and Impunity in the Americas. This allows “the plaza border cities in Mexico to be bypassed if hostilities are in effect or a deal for a plaza use tax can’t be reached.” The flagship of cartel marine operations is what Bunker calls a “narcosubmarine,” which can travel virtually undetected beneath the ocean’s surface. Such craft are most often used to ferry cocaine north from South America. “These are typically being built in mangrove swamps by the rivers in remote construction sites on the Pacific Coast in Colombia,” Bunker explains. Some of these are “semi-submersibles” that are meant to be pulled behind another

“Narcosubs don’t usually make landfall,” says Bunker. Instead, “small boats meet them offshore either in Central America or Mexico.” So far all of the captured narcosubs have been found to originate in Colombia—currently the world’s leading cocaine producer—but Brookings’ FelbabBrown says that might soon change.

Beach Breach

While smugglers take enormous care to protect valuable drug loads, far less concern is given to the safety of human cargo. “Transnational Criminal Organizations

have no regard for the lives of the people they smuggle, and this [seaborne] tactic is extremely dangerous,” says USCB agent DeSio. “Smugglers often overcrowd small, open vessels, and in the cases where personal flotation devices are provided, they are often unsafe and insufficient.” Conditions like weather and visibility are seemingly not important considerations to human smugglers. “They put an emphasis on profits over their victims’ safety by placing them in unpredictable and unsafe conditions,” DeSio says. Felbab-Brown agrees. She estimates the price of a crossing is about the same as going overland (as much as $10,000) and also says conditions for Californiabound migrants will likely get worse as time goes by. “If more people start going by boat, at some point you’ll have a lot more coast guard action, so you might see something similar to North-African migrants in the Mediterranean,” she says. Under such circumstances, the cartel smugglers “might just push people in the sea and let them drown, or make them swim a considerable distance. “It’s in the early stages, but if it escalated, then you could get a situation where smugglers become enormously callous.” And in those circumstances, as we have seen in Europe, a huge moral dilemma is created. Who rescues the drowning migrants? And what happens to those who are saved? California is resisting the Trump administration’s crackdown on immigrants, and has a number of so-called “sanctuary cities” where local police refuse to do the work of Federal immigration agents. According to U.S. Immigration and Customs Enforcement spokesperson Virginia Kice, the smugglers’ range along the U.S. Pacific coast is already expanding, despite the authorities’ best efforts. “As law enforcement in San Diego County became more adept at detecting these vessels, the smugglers started landing on beaches in Ventura and Santa Barbara counties north of Los Angeles,” says Kice. “When law enforcement then banded together to increase the risk of interdiction, the smugglers began taking their vessels farther out to sea and farther up the coast, in some cases all the way up to beaches in the Bay Area.” Felbab-Brown thinks the cartels’ current strategy hints at their long-term goals. “Over time,” she says, “they’ll be able to expand the range of the delivery system to include the whole U.S. coastline. LEBRON JAMES PASSES MICHAEL JORDAN FOR 4TH ON NBA’S ALL-TIME FG LIST Los Angeles Lakers forward LeBron James is now fourth on the NBA’s all-time career field-goal list after a third-quarter layup with 6:31 left against the Dallas Mavericks gave him 12,193, one more than NBA legend Michael Jordan.

WESTERN CONFERENCE STANDINGS

The four-time NBA MVP has led the league in field goals in five of his 17 seasons. The 15-time All-Star isn’t far from the top three of the all-time list, with big man Wilt Chamberlain sitting third thanks to 12,681 made field goals. Center Kareem Abdul-Jabbar is the alltime leader with 15,837. Power forward Karl Malone is second (13,528). James should be moving up another prestigious list shortly, as he entered Friday just 196 points behind Kobe Bryant for third in the NBA’s all-time scoring rankings. He’ll likely surpass the Lakers legend before the mid-February All-Star break.

I didn’t get it. It makes me reassess every relationship I have ever thought was playful and mutual,” the 70-year-old actor said.

Cary Grant One of Alfred Hitchcock’s favorite actors and the definitive leading man; Cary Grant’s comedic timing and debonair demeanor masked a traumatic childhood. In an attempt to find some peace of mind, the Hollywood superstar underwent more than a 100 LSD therapy sessions and, at the time, had nothing but positive things to say about the experience! According to the actor, LSD helped ease the pain left over from childhood and allowed him to truly experience happiness. Later on, the “North by Northwest” star described the act as a foolish coping mechanism to cover up his insecurities.

Jean Harlow Today’s party animals have nothing on Hollywood’s golden age “It” girl. Jean Harlow’s star burned intensely and quickly, as MGM’s leading lady earned recognition as a brazen sex symbol of the 1930s. While not the greatest actress around, Harlow’s controversial public

Joan Crawford Despite forging an impressive and long career, one that garnered multiple Oscar and Golden Globe nominations; Joan Crawford’s legacy is a complicated one. A year after the actress’ death, Christina Crawford published Mommie Dearest, an autobiography detailing the strained relationship between Joan and her adopted daughter. Embellished further in Faye Dunaway’s film adaptation, Mommie Dearest paints the legendary actress as a physically and mentally abusive adoptive mother who slept with anything that had a pulse. Mommie Dearest’s authenticity has regularly been questioned, but there must be some truth hiding in its madness

Frank Sinatra

Away from the soaring ballads and Golden Globe nominations, Ol’ Blue Eyes had a few demons in the closet. Frank Sinatra was notorious for having a terrible temper; when the mood took him, no one was safe from his wrath—not even Marlon Brando or President JFK. Sinatra’s fourth wife and valet both released tell-all memoirs that painted the “New York, New York” singer as a man who was prone to violent outbursts. The F.B.I’s infamous file on Sinatra points towards the celebrity’s ties to the mob, although very little of the material was actually concrete.

The car (named after its model year) was an automobile conceived by Preston Tucker and briefly produced in Chicago in 1948. Only 51 cars were made before the company ceased operations on March 3, 1949, due to negative publicity initiated by the news media, a Securities and Exchange Commission investigation and a heavily publicized stock fraud trial (in which the allegations were proven baseless and led to a full acquittal). Speculation exists that the Big Three automakers and Michigan Senator Homer S. Ferguson also had a role in the Tucker Corporation’s demise. The 48’s original proposed price was said to be $1,000, but the actual selling price was closer to $4,000. New Fords, Chevrolets and Dodges were selling from $1500 to $4000F A 1948 Tucker sedan was featured in the July 26, 2011, installment of NBC’s It’s Worth What? television show. The car’s estimated value at that time was US$1,200,000. The car is commonly referred to as the “Tucker Torpedo”. This name was never used in con-

car were innovative and ahead of their time. The most recognizable feature of the Tucker ‘48, a directional third headlight (known as the “Cyclops Eye”), would activate at steering angles of greater than 10 degrees to light the car’s path around corners. At the time, 17 states had laws against cars having more than two headlights. Tucker fabricated a cover for the cyclops center light for use in these states. The car had a rear engine and rearwheel drive. A perimeter frame surrounded the vehicle for crash protection,

as well as a roll bar integrated into the roof. The steering box was behind the front axle to protect the driver in a frontend accident. The instrument panel and

all controls were within easy reach of the steering wheel, and the dashboard was padded for safety. The windshield was made of shatterproof glass and designed to pop out in a collision to protect occupants. The car’s parking brake had a separate key so it could be locked in place to prevent theft. The doors extended into the roof, to ease entry and exit. Each Tucker built differed somewhat from the previous car, as each car built was basically a

“prototype” where design features and engineering concepts were tried, improved, or discarded throughout the production cycle. The door releases on the interior of the Tucker came from the Lincoln Zephyr. The steering columns used in

the Tucker were donated by Ford and are from the 1941 Lincoln. Preston Tucker held a patent for a collapsible steering column design. A glove box was added to the front door panels instead of the more conventional location in the dashboard to provide space for the “crash chamber” that the Tucker is now famous for. This

is a padded area ahead of the passenger seat, free from obstructions, providing the front seat passengers an area to protect themselves in the event of an accident. The engine and transmission were mounted on a separate subframe which was secured with only six bolts. The entire drive train could thus be lowered and removed from the car in minutes. Tucker envisioned loaner engines being quickly swapped in for service in just 30 minutes. Tucker was much further advanced in his cars than anyone else for at least 5 to 10 years.

FAIR PLAY A man walks into a bar one night. He goes up to the bar and asks for a beer. The barman replies, “Certainly, sir, that’ll be one cent.” “ONE PENNY!” exclaimed the guy. The barman replied, “Yes.”

Just for Laughs

So the guy glances over at the menu, and he asks, “Could I have a nice juicy T-bone steak, with chips, peas, and a fried egg?” “Certainly sir,” replies the bartender, “but all that comes to real money.” “How much money?” inquires the guy. “Four cents,” he replies.

DUCK DUCK BOOM A duck walks into a bar and asks the bartender, “Do you have duck food here?” The bartender says no and the duck leaves. The next day, the same thing happens. The duck wanders in and asks, “Do you have any duck food?” Once again, the nonplussed bartender says no and the duck leaves. On the third day, the duck enters the bar and the bartender asks, “What do you want this time?” The duck asks once more, “Do you have any duck food?” “No!” yells the bartender. “We don’t have any duck food. If you come back and ask me again, I’ll nail your feet to the floor!” The duck leaves and comes back the next day and asks, “Do you have any nails?” The bartender says, “No.” The duck then asks, “Do you have any duck food?”

“FOUR cents!” exclaims the guy. “Where’s the guy who owns this place?” The barman replies, “Upstairs with my wife.” The guy says, “What’s he doing with your wife?” The bartender replies, “The same thing I’m doing to his business.”

WHAT THEY SAY

FAIR PLAY The lovers passionately embraced while lying on her bed. Their bodies fused together as they gyrated and panted. Then, suddenly the woman cocked her ear. “Quick, my husband is coming through the front door. Hide in the bathroom!” she cried.

INTERVIEW GONE WRONG REPORTER: “Excuse me, may I interview you?” MAN: “Yes!” REPORTER: “Name?” MAN: “Abdul Al-Rhazim.” REPORTER: “Sex?” MAN: “Three to five times a week.” REPORTER: “No no! I mean male or female?” MAN: “Yes, male, female... sometimes camel.” REPORTER: “Holy cow!” MAN: “Yes, cow, sheep... animals in general.” REPORTER: “But isn’t that hostile?” MAN: “Yes, horse style, dog style, any style.” REPORTER: “Oh dear!” MAN: “No, no deer. Deer run too fast. Hard to catch.” 10 January 15, 2020

The lover ran into the bathroom as she hid his clothes under the bed. Just as she turned back, her husband came through the bedroom door. “What are you doing lying naked on the bed?” he asked. “Darling, I heard you coming up the drive way and got ready to receive you.” she replied with a wink and a smile. “Great,” he said, “I’ll just run into the bathroom and I’ll be with you in two shakes.” She panicked. Before she could stop him, he was in the bathroom. He found a man clapping his hands together in mid air. Dumfounded, he asked, “Who the devil are you?” “I’m from the exterminator company. Your wife called me in to get rid of these pesky moths,” the lover replied. The husband yelled, “But you’ve got no clothes on!” The lover looked down at his body, jumped backwards in surprise and said, “The little bastards!”

The cartels over the last 2 years have used our seas to double their illegal activities and the numbers will quadruple as the wall is completed. Needless to say our men and women of the Coast Guard will need the newest ships and technology to curtail or at least slow down the cartels activities. The transport these cartel’s use include simple row boats, submarines and VSV (Very Slender Vessels). VSVs are a long narrow type boat that is difficult to detect and faster than other homemade drug smuggling vehicles. They deliver drugs and illegals to our beaches from San Ysidro to as far north as Santa Barbara. You must remember that the coyotes of the cartels are usually heavily armed and our men and women of the guard are in danger every time they intercept these vehicles. I don’t have a clue as to the amount of military spending that goes into the Coast Guard. But to increase their capacity for intervention of these problems it must be of a significant expenditure. We must not forget the sacrifices that our US Coast Guard men and women do to protect us every night and every day. God bless the U.S. Coast Guard and God bless America. Richard Matz Publisher
