Why Dr. King's 'Dream' is important now more than ever On January 20, 2020 our nation will remember civil rights leader Dr. Martin Luther King, Jr., with a day in his honor. It couldn't come at a better time, as this nation deals with extreme polarization and a resurgence of negativity of all kinds, from racism to political apathy.

Dr. Martin Luther King, Jr., never held political office, nor was he a mighty businessman.

But he accomplished more for our nation with eloquent words than decades of political infighting or millions of dollars have since. He created unity and hope during a time when our nation desperately need-

ed them.

While his focus was primarily on eliminating racism, King also pushed for equality among economic sectors of the nation. Many say this is the key issue that dominated recent elections, and nationwide, it continues to be obvious in our schools, our court rooms, and even our public health centers.

Those who come from communities and families with more resources have disproportionate opportunities and quality of life, and there continues to be little action to change that.

When you think about it, true equality requires a portion of people

to give something up.

While it may be true that equality benefits us all, there is deep inertia from many toward the act of true equalization and instead, our nation seems to be moving slowly toward deeper and deeper inequality, especially in our economy. Take education, for example. While it is true that a minimum wage worker's children can, theoretically, attend college, most can barely afford the cost of co-curricular activities, let alone four years of tuition. To get in, most would have to fight tirelessly for scholarships and loans, and even (Continued on pg. 2)

Center for Veterans Issues announces naming of new building after Milwaukee Brigadier General Robert A. Cocroft

On Thursday, November 19, 2019 during their 30th anniversary celebration at the Pfister Hotel, the Center for Veterans issues (CVI), LTD announced the name of their soon-toopen Veterans Resource Center would be named after their co-founder Retired Brigadier General Robert A. Cocroft (inset). Accepting the honor on the late Brigadier General Cocroft's behalf was his wife Jacqueline Cocroft and his family.

The full name of the new build will be the Center for Veterans Issues, LTD., Retired Brig. Gen. Robert A. Cocroft, Veterans Resource Center and is slated to open sometime in 2020. MKE Fellows host 2019 Annual Holiday Luncheon On Thursday, December 19, 2019, The MKE Fellows hosted their 2019 Annual Holiday Luncheon at Quarles and Brady, LLP's downtown offices. The MKE Fellows program participants interacted with friends and supporters and greeted new members. As part of the luncheon the Fellows honored three outstanding individual for their community service efforts. Community service is one of the five core pillars upon which the MKE Fellows initiative is based. Those three honorees were The EveryDayGood Foundation President Nan Gardetto; Maures Development President and CEO Melissa Goins; and University Wisconsin Athletic Hall of Famer Trent Jackson.

Or as King put it so much more eloquently, "we must accept finite disappointment, but never lose infinite hope."

Margaret Martin celebrates 80th Birthday On Saturday, December 21, 2019, Margaret Martin received the best birthday present she could have imagined, in the form of a surprise 80th birthday party hosted by her family at the Joel Kinlow Center on Appleton and Congress. The party included more than 70 family, friends and church family who honored Margaret on her special day. Margaret was presented a special proclamation from the city. Real talk about the REAL ID (Week 3) GET YOUR REAL ID DEADLINE: OCTOBER 1, 2020 Even though the mandatory REAL ID is not required until October 1, 2020, you can begin upgrading to the REAL ID or requesting the REAL ID when renewing your driver’s license now.

According to the Department of Homeland Security, REAL ID compliant cards are generally marked with a star located in the upper portion of the card. It can be a gold star, black star, star cutout in gold circle, star cut out in black circle or star cutout in gold grizzly bear.

In Wisconsin, the state Division of Motor Vehicles issues REAL ID compliant products marked with a  in the upper portion of the card. to signify compliance.

Are you at risk for a leading cause of blindness in Black Americans?

By Cheryl L. Dejewski Glaucoma is known as the “Sneak Thief of Sight” because the most common type is painless and progresses so slowly that most people don’t notice symptoms for years— until severe permanent damage has already occurred.

Glaucoma is a leading cause of blindness, especially for blacks. In fact, black Americans have a 6-8 times higher risk rate, and at least one in five age 75 and older has the disease. How can you protect yourself ? The partners at Eye Care Specialists, an ophthalmology practice that has focused on caring for Milwaukee’s black community since 1985, advise that you schedule regular eye exams to check for glaucoma, strictly follow eye drop and laser treatment recommendations, and learn the following facts.

How glaucoma affects vision “The front of your eye is filled with a fluid that supplies nutrients and maintains the eye’s shape. If the proper amount does not continually pump in and drain out, pressure builds up. Glaucoma is a condition in which pressure inside the eye damages the optic nerve (the part of the eye that carries visual information to the brain). If this pressure persists without being diagnosed and treated, it can cause permanent loss of side vision and eventually possibly all sight,” explains Mark Freedman, MD, senior partner at Eye Care Specialists, a leading local ophthalmology practice that cares for tens of thousands of glaucoma patients.

‘I Have A Dream’ - address at The March on Washington, D.C. on August 28, 1963 I am happy to join with you today in what will go down in history as the greatest demonstration for freedom in the history of our nation.

Five score years ago, a great American, in whose symbolic shadow we stand signed the Emancipation Proclamation. This momentous decree came as a great beacon light of hope to millions of Negro slaves who had been seared in the flames of withering injustice.

It came as a joyous daybreak to end the long night of captivity.

But one hundred years later, we must face the tragic fact that the Negro is still not free. One hundred years later, the life of the Negro is still sadly crippled by the manacles of segregation and the chains of discrimination.

One hundred years later, the Negro lives on a lonely island of poverty in the midst of a vast ocean of material prosperity. One hundred years later, the Negro is still languishing in the corners of American society and finds himself an exile in his own land. So we have come here today to dramatize an appalling condition.

In a sense we have come to our nation’s capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir.

This note was a promise that all men would be guaranteed the inalienable rights of life, liberty, and the pursuit of happiness.

It is obvious today that America has defaulted on this promissory note insofar as her citizens of color are concerned. Instead of honoring this sacred obligation, America has given the Negro people a bad check which has come back marked “insufficient funds.” But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation. So we have come to cash this check -- a check that will give us upon demand the riches of freedom and the security of justice. We have also come to this hallowed spot to remind America of the fierce urgency of now. This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of gradualism. Now is the time to rise from the dark and desolate valley of segregation to the sunlit path of racial justice.

Now is the time to open the doors of opportunity to all of God’s children. Now is the time to lift our nation from the quicksands of racial

injustice to the solid rock of brotherhood.

It would be fatal for the nation to overlook the urgency of the moment and to underestimate the determination of the Negro. This sweltering summer of the Negro’s legitimate discontent will not pass until there is an invigorating autumn of freedom and equality. Nineteen sixty-three is not an end, but a beginning. Those who hope that the Negro needed to blow off steam and will now be content will have a rude awakening if the nation returns to business as usual.

There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges.

But there is something that I must say to my people who stand on the warm threshold which leads into the palace of justice. In the process of gaining our rightful place we must not be guilty of wrongful deeds. Let us not seek to satisfy our thirst for freedom by drinking from the cup of bitterness and hatred.

We must forever conduct our struggle on the high plane of dignity and discipline.

We must not allow our creative protest to degenerate into physical violence.

Again and again we must rise to the majestic heights of meeting physical force with soul force. The marvelous new militancy which has engulfed the Negro community must not lead us to distrust of all white people, for many of our white brothers, as evidenced by their presence here today, have come to realize that their destiny is tied up with our destiny and their freedom is inextricably bound to our freedom. We cannot walk alone.

And as we walk, we must make the pledge that we shall march ahead. We cannot turn back. There are those who are asking the devotees of civil rights, “When will you be satisfied?” We can never be satisfied as long as our bodies, heavy with the fatigue of travel, cannot gain lodging in the motels of the highways and the hotels of the cities. We cannot be

satisfied as long as the Negro’s basic mobility is from a smaller ghetto to a larger one. We can never be satisfied as long as a Negro in Mississippi cannot vote and a Negro in New York believes he has nothing for which to vote. No, no, we are not satisfied, and we will not be satisfied until justice rolls down like waters and righteousness like a mighty stream.

I am not unmindful that some of you have come here out of great trials and tribulations. Some of you have

come fresh from narrow cells. Some of you have come from areas where your quest for freedom left you battered by the storms of persecution and staggered by the winds of police brutality. You have been the veterans of creative suffering. Continue to work with the faith that unearned suffering is redemptive.

Go back to Mississippi, go back to Alabama, go back to Georgia, go back to Louisiana, go back to the slums and ghettos of our northern cities, knowing that somehow this situation can and will be changed. Let us not wallow in the valley of despair.

I say to you today, my friends, that in spite of the difficulties and frustrations of the moment, I still have a dream. It is a dream deeply rooted in the American dream.

I have a dream that one day this nation will rise up and live out the true meaning of its creed: “We hold these truths to be self-evident: that all men are created equal.”

I have a dream that one day on the red hills of Georgia the sons of former slaves and the sons of former slave owners will be able to sit down together at a table of brotherhood.

I have a dream that one day even the state of Mississippi, a desert state, sweltering with the heat of injustice and oppression, will be transformed into an oasis of freedom and justice.

I have a dream that my four children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.

I have a dream today.

I have a dream that one day the state of Alabama, whose governor’s lips are presently dripping with the words of interposition and nullification, will be transformed into a situation where little black boys and black girls will be able to join hands with little white boys and white girls (Continued on pg. 13)

Vacant, boarded-up houses: What must the City Attorney do about it?

By Vince Bobot Over ten years ago as an assistant city attorney, I proposed and developed a strategy to deal with vacant, boarded-up houses in our City. Unfortunately, the need to deal with those vacant homes fell on deaf ears. Now we have a situation where a vacant, boarded-up house may not only destroy an entire block, but a neighborhood as well. For example, in the 2900 block of North 27th Street a heavily traveled street in Milwaukee where tens of thousands of cars travel daily, there are five vacant, boarded-up homes. Not only is that block in danger, but the entire neighborhood is threatened by their existence.

The failure to recognize and deal with this problem is long overdue.

At the time I proposed an initiative to deal with vacant, boarded-up houses in Milwaukee. The demand for housing was brisk, home values were increasing, and many felt private sector efforts to deal with the problem were adequate.

However, I was convinced that those factors were not going to alleviate the problem. More importantly, every vacant house we were able to eliminate was

a positive. Not only to save existing houses on the same block and possibly the neighborhood, but providing a clean, safe, affordable house to a Milwaukee resident.

The City Attorney must be at the forefront in removing and restoring a vacant, boarded-up house to a clean, safe and affordable home.

First, the owner of the house must be identified. This may sound easy, but oftentimes it presents a real challenge.

Many of the vacant, boardedup houses in Milwaukee have been in that condition for a number of years. The transfer of ownership for many of those properties has not been properly recorded in the Register of Deeds Office. Therefore, finding the true owner of the property can be difficult. Yet, it can be done with persistence and ordinance enforcement.

The next thing that must be done is to assess the value of the vacant house. Many of those homes have fallen prey to scrappers who strip the plumbing and electrical systems out of the house.

Therefore, it may be wiser to raze the vacant house than consider remodeling it.

The result is another vacant lot on the block and in the neighborhood. The next City Attorney is in position to go after any scrap yard owner purchasing stolen metals and fixtures from vacant houses. Every scrap dealer is licensed and needs to be put on notice that Milwaukee is no longer going to ignore or tolerate the purchasing of stolen goods.

Prompt attention to the vacant house by the City of Milwaukee can also go a long way in preventing looting of the house. An

The final step is to rehabilitate the vacant house or to raze it. The remodeling must be viewed as a neighborhood event.

Input from neighbors on the block and in the surrounding area is crucial. Once a cost has been ascertained, the City of Milwaukee must find a way to get it done. Doing nothing is not an option. If the vacant house does not warrant fixing it up, then it should be razed with a plan to replace it with a clean, safe, affordable house in short order. Anything less undermines neighborhood restoration and endangers the overall health of our City.

We now have a strong, vibrant downtown in the City of Milwaukee. With that being said, it is now time to take the fight to our neighborhoods. The City Attorney can no longer remain on the sidelines. As your next City Attorney I will be in each and every neighborhood talking with residents and listening to them. The City Attorney is in the unique position to do something about the problems facing Milwaukee.

As your next City Attorney, I will do just that!

I have a dream that one day every valley shall be exalted, every hill and mountain shall be made low, the rough places will be made plain, and the crooked places will be made straight, and the glory of the Lord shall be revealed, and all flesh shall see it together.

This is our hope. This is the faith with which I return to the South. With this faith we will be able to hew out of the mountain of despair a stone of hope. With this faith we will be able to transform the jangling discords of our nation into a beautiful symphony of brotherhood. With this faith we will be able to work together, to pray together, to struggle together, to go to jail together, to stand up for freedom together, knowing that we will be free one day.

This will be the day when all of God’s children will be able to sing with a new meaning, “My country, ‘tis of thee, sweet land of liberty, of thee I sing. Land where my fathers died, land of the

pilgrim’s pride, from every mountainside, let freedom ring.”

And if America is to be a great nation this must become true. So let freedom ring from the prodigious hilltops of New Hampshire.

Let freedom ring from the mighty mountains of New York. Let freedom ring from the heightening Alleghenies of Pennsylvania!

Let freedom ring from the snowcapped Rockies of Colorado!

Let freedom ring from the curvaceous peaks of California!

But not only that; let freedom ring from Stone Mountain of Georgia!

Let freedom ring from Lookout Mountain of Tennessee!

Let freedom ring from every hill and every molehill of Mississippi. From every mountainside, let freedom ring.

When we let freedom ring, when we let it ring from every village and every hamlet, from every state and every city, we will be able to speed up that day when all of God’s children, black men and white men, Jews and Gentiles, Protestants and Catholics, will be able to join hands and sing in the words of the old Negro spiritual, “Free at last! Free at last! Thank God Almighty, we are free at last!”

Historical perspectives: Why we honor Dr. Martin Luther King, Jr. ed. In 1954, the Supreme Court ruled that blacks and whites could go to the same schools, saying that "separate but equal" schools were inherently unequal. However, many people still did not want to change. It took a strong leader, a person who believed in peace and justice, to win more freedom for black Americans. Martin Luther King, Jr. was that man.

Each year a fundamental question arises. Young people especially want to know, "Why do we honor Dr. Martin Luther King, Jr.?" The following is a brief analysis which can be duplicated and shared with schools, churches, organizations and the media.

Early in our country's history, almost all black people came here as slaves. Because people in the South felt they needed cheap labor in building the land and because black people in Africa knew how to farm land like that in the South, they were taken from their homes and forced to come to America. Upon arriving in this country, they were sold to whites as slaves without rights or freedoms.

In 1776, the American Colonies declared their freedom from Great Britain. In the Declaration of Independence, Thomas Jefferson wrote that "all men are created equal; that they are endowed by their Creator with certain unalienable rights; that among these are life, liberty, and the pursuit of happiness." That is, Jefferson declared that all citizens have the rights to be free from oppression and have equal opportunities in pursuing their goals. These ideals have been called the American Dream.

To best achieve these ideals, the people of the United States developed their government along democratic principles in which the people choose who will lead them and decide which laws should guide them. The Constitution is a document that tells how leaders are to be chosen and how laws are to be made. The laws can be changed, usually when a majority votes to do so.

However, in the new government, slaves were not given the same rights as white people. They were not given the opportunity to choose their leaders, start businesses, own homes or go to school.

Slaves were not allowed to lead their lives in the ways they wanted. Yet, there were many people, mostly people in the North, who wanted the slaves to be free, but there was not a majority of the people in the country who felt that way. Some states in the North had outlawed

Freeing the slaves was a large issue in the Civil War. After that war, the slaves were finally given their freedom through amendments to the Constitution. The Thirteenth Amendment outlawed slavery in the United States, the Fourteenth Amendment gave blacks citizenship and the Fifteenth Amendment gave them the right to vote.

Blacks became free citizens of the United States, but many whites were not happy with this change. They felt that blacks should not be treated as citizens equal to whites. They passed laws to keep whites and blacks apart.

In 1896, the Supreme Court decided that the "separate but equal" facilities legalized in the South did not violate the 14th Amendment.

Thus, blacks could not work with whites, live in the same neighborhoods or send their children to the same schools as whites. Even so, black people throughout the nation contributed to the betterment of the country.

Efforts to give black people their rights never stopped, but the changes were not enough. After World War II, many more people felt that new laws were need-

and courage to keep working peacefully even when others did not. This led to new laws that ended the practice of keeping people of different backgrounds apart, making life fairer for everyone.

America will always remember the work of Martin Luther King, Jr. Each year, on the third Monday in January, we celebrate his birthday.

This is the first national holiday to honor an individual black American. The legacy millions of Americans, but of Dr. King lives in each of his strong leadership and us and we are responsible to unprecedented power of promote, teach and live the speech gave people the faith American Dream.
