Outreach Community Health Centers host Virtual Annual Meeting On January 26, 2022, Outreach Community Health Centers (OCHC) hosted their Virtual Annual Meeting. The theme for this year's meeting was "Building on our past to strengthen and guide our future." Guest speakers included U.S. Senator Tammy Baldwin, County Executive David Crowley, Acting Mayor Cavalier Johnson; and Chief Community Impact and Advocacy Officer for Ascension Wisconsin Reginald Newson. The meeting was well attended by more than 140 staff members, key community leaders and community health partners. Attendees had the opportunity to learn more about the importance of Federally Qualified Health Centers (FQHC) such as OCHC, and about their plans to build a new 58,000 square-foot addition west of its existing 210 W. Capitol Drive location. The addition will expand OCHC's capacity to serve more patients and provide critical behavioral health and primary care services to Milwaukee's uninsured, underinsured and homeless populations. Star student athlete signs contract to attend Concordia St. Paul University

On Wednesday, February 2, 2022, Milwaukee Academy of Science High School student Emmanuel Stoffel (center), signed a letter of commitment to attend Concordia St. Paul University in St. Paul, MN. Emmanuel, or "El," is a young man who has never given up. He grew up in a single parent home, though his father, Larry Allen, did not live with him, his dad was nevertheless a major influence on him growing up. His father instilled in him the importance of hard work and being a leader. His father always supported him in his school work and was key to introducing him to his passion for sports. Unfortunately, in 2019 El lost his father in a fatal car accident. While such a tragic loss may have phased another, El rallied and focused even more on his goals, as it was always his father's wish that his children would have the best. El earned a 3.5 GPA and in 2021 Milwaukee Academy of Science created a football team and El was finally able to play for his own school. He was scouted by Concordia St. Paul and was offered a full ride athletic and academic scholarship. Dr. Frankie Felder hosts signing and discussion of new book On Friday February 4, 2022, at Coffee Make You Black, 2803 N. Teutonia Ave., Dr. Frankie O. Felder, Ed.D., gave a reading from her book, "OURstory Unchained and Liberated from History." The book is a major contribution to correcting the great wrong in history which has pretty much ignored the heroic efforts of black soldiers who put on Union uniforms to prove their willingness to fight for freedom, citizenship and voting rights. There was a book signing and discussion by the group about the presentation given.

Elnora Triggs celebrates 100th Birthday On Sunday, January 30, 2022, the family of Elnora Triggs gathered to wish her a very happy milestone 100th Birthday at All Saints Catholic Church, 4051 N. 25th St. Despite the pandemic, the family decided to celebrate this momentous occasion (after all, you only turn 100 once) in their mother's and grandmother's life. Four generations gathered together to celebrate this joyous occasion. Elnora has eight children, 21 grandchildren, 33 great grandchildren and 15 great-great grandchildren. Born on February 1, 1922 the second oldest of ten children, in her 100 years on this earth Elnora has seen many ups and downs, including the death of her beloved husband John Anderson Triggs at the age of 46, raising her five children while working as a cook at a local hospital, and helping raise two of her grandchildren. Through it all God saw Elnora through both sorrow and joy. "Happy 100th Birthday Elnora! "

MARY ANN SHADD CARY (1823-1893) Mary Ann Shadd Cary was born Mary Ann Shadd in Wilmington, DE, on October 9, 1823, to free black parents. Although the population of free blacks was high in Delaware then, education opportunities for free black children were almost nil. Her parents left Delaware in 1833 to move to West Chester, PA where Mary Ann Shadd attended a Quaker boarding school until she was 16. She then began teaching school, first in New Jersey and later in Pennsylvania, Delaware, and New York City. After the Fugitive Slave Act was passed in 1850, she moved to Windsor, Canada where a community of expatriate African Americans was form-

Cary used her law degree to help family, friends, and neighbors with legal issues, and worked for equal rights for black women and men, and women in general, until she died in Washington, DC in June 1893. Frederick Douglass once wrote of her, “We do not know of her equal among the colored ladies of the United States.” Shadd’s accomplishments in law, education, and civil rights, were impressive.2

In 1925, Carter G. Woodson and the Association for the Study of Negro Life and History conceived and announced Negro History Week to be celebrated during a week in February; the celebration was expanded to a month in 1976. In a speech on the Observance of Black History Month on February 10, 1976, President Gerald R. Ford urged Americans to “seize the opportunity to honor the too-often neglected accomplishments of Black Americans in every area of endeavor throughout our history.”1 That year, 50 years after the first celebration, the first African American History Month was held.

Calling all Divine Nine fraternities and sororities! The case for joining the All of Us Research Program!

It is no secret that the All of Us Research Program is seeking to enroll a million or more people into the most diverse research database of its kind. The UW All of Us Research team at the Center for Community Engagement and Health Partnerships has created a new approach designed to educate the community about the benefits of All of Us but also empower individuals to advocate for their own health. It’s called a Cohort Research Model, which brings together affinity groups to participate in and support the All of Us Research Program. The team has already started a Men’s Cohort. Now they are calling on all Divine Nine (D-9), historically Black fraternities and sororities. Members of the Community Advisory Board of the UW All of Us Milwaukee team who are also members of D-9 organizations share their thoughts on a D-9 Cohort. The Milwaukee Times: Thank you for allowing us to interview you. First, why is participating in All of Us important to you? Diane Milner, Alpha Kappa Alpha Sorority, Inc.: It seemed incredibly important to me because I’m adopted. I come into this whole situation as a blank slate. When you go to the doctor, the first thing they ask you is what your mother may have had or what your father may have had. I don’t know any of that. Having precision medicine in the future is so important because it doesn’t rely on having information about your specific parents. Being able to look at our DNA (All of Us participants can consent to receive their genetic return of results) to find out what’s going on with our health are the things that have the potential to impact our lifestyles or the medicines we’re prescribed. Having precise information when it comes to your health is crucial. diversity is among health research and this needs to change so that medical breakthroughs fit us, as well. and the researchers see us in what they are doing. We cannot be an after-thought, and that is what happens if we are not part of what is going on. I am doing this not only for myself but for my family and the future of our people. We need to know why we are number one in so many health areas and why some things work for others but may not for us. We must be seen and counted, and the only way is to participate. Lenora Brown, Delta Sigma Theta Sorority, Inc.: For years, I have watched loved ones and the underrepresented and the underserved suffer premature deaths due to poor health care. They received one-size fits all treatments. A lot of the research was not done on people that looked like them. If All of Us can get to a point of providing precision medicine, clinicians will have the tools for delivering the right medication for patients, while reducing giving them medicine and treatments that do not work. The Milwaukee Times: How do you think having members of the D-9 soror-

ities and fraternities come together to spread the word about health, wellness and All of Us will help individuals and the community? Anita Sparks, Ed.D., Delta Sigma Theta Sorority, Inc.: D-9 involvement is key because we serve the very communities All of Us is trying to reach. We can then become ambassadors for the program and advocates for the people we serve. Delta Sigma Theta Sorority, Inc. Incorporates five components that guide our work as a national and international sorority. Two of those are Social Action and Physical and Mental Health. Social Action supports advocacy for the communities we serve. The Physical and Mental Health component would most definitely support the work of All of Us and the importance of participation to ensure precise medicine for people of color. Diane Milner, Alpha Kappa Alpha Sorority, Inc.: Each one of the D-9 organizations has a health component where they are concerned about the health of our entire culture, so being able to link up with the D-9 and then usher in the information to the network that they have access to and

having the D-9 get behind the All of Us Campaign is important. It may not affect all of us currently, but it will impact those children who come behind us. Why not do it? We are the decision makes. We are the carriers. We may not be the benefactors, but we can leave that in our blood line so that we impact their lives later. You look at the Divine Nine and you see that public service is in their missions. What is a better way to serve the community than to help them do something about their health? So, by spreading the concept of All of Us and all the benefits, then we are helping our community, if they were to take advantage of it. Alpha Kappa Alpha established the Mississippi Health Project in the 1930s to address disparities in health and inequities in access to health care that are still pervasive for rural

Mississippi and underserved communities across the country and further exacerbated by the impact of the global pandemic. We must continue to be a voice for our people and role models. AKA continues to be involved with health issues and other disparities faced by our people as part of being service to all mankind, and the other D-9 do the same. All of Us fits right into the mission of the D-9 and is another great opportunity to serve. AKA is a national partner of the All of Us program and so should also be a partner at the local level. Where ballots are distributed to voters, the initials of two inspectors must appear on the ballot. Upon being permitted to vote, the voter shall enter a voting booth or go to a machine and cast their ballot. The vote should not be cast in any manner other than specified here. Where Optical Scan Voting is Used The voter shall fill in the oval or connect the arrow next to the name of the candidate of their choice for each office for which they intend to vote. To vote for a person whose name does not appear on the ballot, the voter shall write in the name of the person of their choice in the space provided for a write-in vote and fill in the oval or connect the arrow next to the write-in line. When using an electronic ballot marking device (“Automark” or “ExpressVote”) to mark an optical scan ballot, the voter shall touch the screen or use the tactile pad to select the name of the candidate of his or her choice for each office for which he or she intends to vote. To vote for a person whose name does not appear on the ballot, the voter shall type in the name of the person of his or her choice in the space provided for a write-in vote. After Voting the Ballot After an official optical scan ballot is marked, it shall be inserted in the security sleeve, so the marks do not show. The voter may insert the ballot in the voting device and discard the sleeve or deliver the ballot to an inspector for deposit. If a central count system is used, the voter shall insert the ballot in the ballot box and discard the sleeve or deliver the ballot to an inspector for deposit.
