CAPITA Productions presents 'We Are The Drum' 2020

On Saturday, February 29, 2020, CAPITA (City at Peace in The Arts) Productions presented "We Are The Drum 2020: Believe, Achieve, Receive," at Marshall High School, 4141 N. 64th Street. The musical event was a dynamic celebration of our country's rich African American heritage and history, spotlighting some of the greatest African American musical entertainers of all time. The majority of the performers were local Milwaukee youth who took the audience on a musical journey through time that was as educational as it was entertaining. CAPITA is a unique non-profit multi-cultural company in Milwaukee that partners with local schools to produce professional quality musical theater serving students and community members with limited access to quality stage and production training.

Gee's Clippers and Anthem Blue Cross/Blue Shield launch free clinic to support men's health in Milwaukee On Tuesday, February 25, 2020, Gee's Clippers and Anthem Blue Cross BlueShield joined with Milwaukee Mayor Tom Barrett and Gee's Clippers owner Gaulien "Gee" Smith (at podium) for the grand-opening of Gee's Milwaukee Wellness Clinic, located in Gee's Clippers, 2220 N. Dr. Martin Luther King, Jr. Drive. The clinic will be available to customers every Thursday, Friday and Saturday from 9 a.m. to 4 p.m. The clinic will provide on site health services such as blood glucose testing, blood pressure screenings, flu shots, BMI check for weight, HIV/STI testing, cholesterol screening, memory screening, hearing screening, vision screening, as well as information on housing, job opportunities and training, healthy diets, GED or other educational resources, support for mental and emotional health, and health insurance or healthcare. The Gee's Milwaukee Wellness Clinic aims to help close the city's health care disparities gap by addressing social drivers of health and connecting people to needed services and resources–starting right from their barber's chair.

On Sunday February 23, 2020, Mt. Ephraim Baptist Church hosted their annual Black History Month celebration at 4057 N. Mayfair Road. As part of their celebration Mt. Ephraim honors local community leaders who have strive to make Milwaukee a better place. This year's honorees includes City of Milwaukee's Office of Violence Prevention Director Reggie Moore; Milwaukee County Sheriff Department Director of Public Affairs and Community Engagement Faithe Colas (right); Coffee Makes You Black cafe owners Laurie and Bradley Thurman; MKE Black co-founders Paul Wellington and Rick Banks; the first Black female to run for mayor in Milwaukee, Lucille Berrien (grandmother of Faithe Colas); Deloris Carter (left), who has voted in every election since she was 21 years old (left); and Milwaukee County Sheriff Earnell Lucas. Celebrating Don Utech Day in Milwaukee During a surprise appreciation luncheon on Wednesday, March 4, 2020, Don Utech, president of Ezekiel Community Development Corporation (CDC), received a proclamation from Mayor Tom Barrett, citing the day as Don Utech Day in the city of Milwaukee. Family, friends, community partners, and Ezekiel Board of Directors and staff gathered at St. Francis of Assisi Parish’s dining room to laud Don’s efforts on behalf of Ezekiel. Since 2012, Don has served as president of the organization which evolved out of a program run by Milwaukee Inner City Congregations Allied for Hope (MICAH). He has been the driving force behind Ezekiel’s success, lending his time, talent, vision and business acumen to lead the organization. Ezekiel Community Development Corporation is a 501(c)(3) organization that was founded with a three-prong approach to address unemployment and bolster homeownership and neighborhood stabilization by: 1) training unemployed or underemployed workers in the trades so they can earn family-sustaining wages, while simultaneously training and honing minority contractors’ skills so they can more successfully compete for contracts by enhancing their on-the-job skills; 2) eliminating neighborhood blight by renovating boarded-up housing and putting them back

on the market; and 3) selling the homes to first-time homeowners at an affordable price, thus stabilizing the neighborhood. This approach has proven to be a win-win for minority contractors, unemployed Black males, neighborhoods, and first-time homebuyers.

Northcott Neighborhood House celebrates Black History Month with 'Reverberation' On Saturday, February 28, 2020, the Northcott Neighborhood House celebrated Black History Month with a musical event, "Reverberation," at 2460 North 6th Street. The theatrical event highlighted Milwaukee's youth through their talent, musicianship and drama performances to spread positivity happening in Milwaukee's urban community. The students featured music by icons like Marvin Gaye, John Legend, Audra Day, Curtis Mayfield, Bob Marley, and dramatic pieces devised by youth, capturing the current spirit of community, citizenship, civility and unity. Communities making a difference - a town hall meeting The Milwaukee Alumnae Chapter of Delta Sigma Theta Sorority, Inc., is hosting the "Communities Making a Difference" Town Hall Meeting on Saturday, March 14, 2020 at North Division High School, 1011 W. Center St., from 10:30 a.m. 1:00 p.m. This free and open event will feature a panel discussion with local and state elected officials as well as local service agencies. There will be a moderator for the panel and include questions from the audience. The meeting's goal is to inform and increase the awareness and importance of participation in the 2020 Census, voter registration and the Milwaukee elections, as well as focusing on housing help and sustainability for the "53206" community

in Milwaukee. According to the City of Milwaukee Mayor's office, Wisconsin receives approximately $12.6 billion annually in federal funding based on census data alone. Therefore, it's important to have dialogue in our communities to make sure that everyone is counted in Milwaukee in the 2020 Census, including the under-counted populations of people of color, low-income individuals, homeless individuals, single parent

households, and LGBTQ individuals, just to name a few. The census data is also used to determine the number of seats each state will have in the U.S. House of Representatives and helps define voting districts at the national and state levels. Beginning in March 2020, the U.S. Census Bureau will mail invitations to homes across the country to complete the 2020 Census one of three ways: online, by phone, or by mail. It's critical

for Milwaukee residents to respond to ensure there is an accurate count of everyone in your household to help shape the future. Responses will inform how billions of dollars will be allocated to our state, county and city for community services, housing assistance, public safety, health clinics, education, public transportation, and much more. Also, the City of Milwaukee has had ambitious plans to fix its housing woes over the years. Where are we now? Milwaukee is a thriving city with historic architecture and unique neighborhoods. However, the city is still dealing with foreclosure and eviction problems that were revealed in the 2016 book Evicted, by Pulitzer Prize-winning author Mat-

thew Desmond, especially in the city's 53206 area. Recently, Milwaukee has had a surge in development and luxury housing that has mostly impacted the city's downtown area. What has this done to alleviate the lack of housing for the lower-income residents of our communities? What has this done to restore the city's housing programs and stem the eviction crisis that still exist today? The Milwaukee Alumnae Chapter of Delta Sigma Theta, Inc., will be asking all participants and guests to make a commitment to action regarding these challenges in hopes of greater participation in our communities and improved quality of life.

Wisconsin Students and Homeowners Abandoned by GOP Republicans fail to restore education funding and ensure property tax relief

Republican lawmakers on the legislature’s Joint Finance Committee failed Wisconsin students and homeowners by refusing to take action on Governor Evers’ special session that invests millions in rural schools, mental health services and special education. Gov. Evers’ proposal restores funds Republicans cut from the 2019-21 biennial budget while also providing $130 million in property tax relief. “Republicans put special interests ahead of rural schools by cutting millions of dollars from rural districts compared to the Governor’s original budget proposal,” said Senator Jon Erpenbach

(D-West Point). “Democrats have a plan to invest in our kids while providing property tax relief to Wisconsinites, while Republicans continue to ignore their own promises to the people of Wisconsin. Our schools are the heart of our communities, and should be our priority.” “Last year, Republicans gutted Governor Evers’ school mental health budget proposal at a time when nearly 40 percent of the state's public high school students report high levels of anxiety and more than 25 percent have experienced depression,” said Senator LaTonya Johnson (D-Milwaukee). “Our kids are crying out for

help, and Republicans would rather give businesses another tax break than fund the support and services that our children need.” “After Republicans kept special education funding flat for a decade and then cut the Governor’s special education proposal by millions in the budget, it’s appalling that they are not seizing the opportunity to help these students now,” said Rep. Chris Taylor

(D-Madison). “ Schools had to transfer more resources that otherwise would have served all students because of the Republicans’ failure to fund special education, and this will only get worse if they refuse to act again.” “Legislative Republicans today continued with their game of sleight of hand when it comes to investment in education and our children,” said Rep. Evan Goyke (D-Milwaukee). “Under Governor Evers’ education plan, each Wisconsin public school would receive an increase in per-pupil aid while also providing property tax relief for Wisconsin homeowners. When we have a sur-

plus we should be making investments that are impactful and last for generations. The surplus of our future is our children and their success is dependent on long term investments we can make today.” The Governor’s K-12 proposal would do the following: • Invest $10.1 million for rural sparsity aid • Invest $19 million for mental health services • Invest $79.1 million for special education • Provide $130 million in property tax relief • Restores the state commitment to 2/3 funding

Spring into a healthy spiritual lifestyle (Week 1) “…grow in the grace and knowledge of our Lord and Savior Jesus Christ.” - 2 Peter 3:18 This month’s series is offered to encourage you as we near the season of Spring to spring into a healthy spiritual lifestyle. This week’s topic is the benefits of Bible study. If you yearn for a closer relationship with God by tapping into and experiencing the transforming power of God’s Word, there must be regular Bible study engagement. It is difficult for a believer to live a Christ-centered life or to grow spiritually unless they are equipped with instruction from God’s Word. The Bible is God’s Word to us and when we read it, God will speak through His Word to us. Many Christians, though, have abandoned daily Bible study. Canadian Christian theologian J.I. Packer once remarked: “If I were the devil, one of my first aims

would be to stop folk from digging into the Bible.” Satan is threatened by believers who are well versed in the Scriptures, who trust God and who firmly stand on the promises of God. When you engage in regular Bible study, it is not only your best weapon against Satan, but it helps to reverse the disturbing and dangerous trend of biblical illiteracy, theological syncretism and you are able to detect false teaching. Benefits of studying God’s word. Bible study is a deterrent to sin. Ray Wiley in Josh McDowell’s Youth Ministry Handbook: Making the Connection indicates one of the primary reasons for personal Bible study is to dissuade believers from sinning. Just as the devil tempted Jesus in the wilderness (Mark 1; Matthew 4; Luke 4), the enemy will seek to tempt you to sin. In the wilderness temptation, although the devil misquoted Psalm 91, Satan could not trick Je-

sus because Jesus knew what the Old Testament said; after all, Jesus was the Word made flesh. (John 1:14.) Satan will try to mislead believers today who do not know what God’s Word says. “Biblical truth,” according to Wiley, “is a tremendous deterrent to sin regardless of what form temptation takes.” Once you know the truth, and obey it, Satan cannot trick you with his lies. Bible study provides spiritual knowledge. Hosea says God’s people are destroyed from the lack of knowledge. (Hosea 4:6.) Hosea was not suggesting there was a lack or shortage of information available to the Israelites; but that the information was being rejected by God’s people. Even today, believers are not deprived from a lack of information; it is readily available in God’s Word. Many believers, still, have chosen to reject the information by failing to study God’s Word. Spiritual knowl-

edge is found in the Bible, but to know God’s Word, you must study it.

Beloved, our cities, communities and churches need spiritually maturing men and women who are biblically dedicated and who have one overriding goal -- to do all to the glory of God! Do not neglect to “Do your best to present yourself to God as one approved, a worker who does not need to be ashamed and who correctly handles the word of truth.” (2 Timothy 2:15.) To be found approved you must study God’s Word daily. It will help you develop a stronger relationship with God and experience the transforming life that only comes when you sit at the feet of Jesus, studying, obeying God’s Word, and allowing the Holy Spirit to lead you into all truth.

Help develop a road map for better bus service at MPS listening sessions Each day, about 71 percent of MPS’s 76,000 students— about 54,000 riders—take a yellow bus to arrive at school safely and on time. With an ongoing goal to improve the quality of transportation while reducing costs, MPS will host six listening sessions to gather solutions from families and the community. Transportation accounts for $65 million of the district’s $1.2 billion budget, so controlling or reducing costs is an ever-present concern. The district is looking for ways to streamline busing and improve quality while satisfying a number of factors that impact transportation.

• Mandated transportation for certain categories of students • Leveraging transportation to optimize on-time student attendance

• A shortage of bus drivers nationwide and a limited number of local buses available • Research indicating that teenagers learn better when school starts later

A goal of the listening session discussions is to identify ways to restructure busing in MPS rather than reduce services. Share your solutions and attend a listening session! Six sessions will be held throughout March; all sessions will be held from 6:00 to 7:00 p.m.

throughout the district, providing services that support mental health grants, initial special education evaluations, district attendance initiatives, community service/ service-learning mentorship, the Homeless Education Program, and more. School social workers support children and their families with a wide range of needs in a variety of situa-

tions. At any given time, MPS is educating 5,000 homeless students and 500 refugee students. One in five MPS students has special needs and 81 percent are economically disadvantaged. MPS is proud of the role our social workers play in the success of our students, and the entire district is grateful for their service!

Your complete guide to traveling during the coronavirus outbreak

Traveling anytime soon? It can be a little scary now with the coronavirus going around and see ordinary people wearing masks in the airport. So what do you do to protect yourself while traveling? The World Health Organization issued some recommendations to travelers during this coronavirus outbreak. They say travelers who are sick to delay or avoid travel to affected areas, in particular for elderly travelers and people with chronic diseases or underlying health conditions. General recommendations for personal hygiene, cough etiquette and keeping a distance of at least three feet from persons showing symptoms remain particularly important for all travelers. These include: – Perform hand hygiene frequently, particularly after contact with respiratory secretions. Hand hygiene includes either cleaning hands with soap and water or with an alcohol-based hand rub. Alcohol-based hand rubs are preferred if hands are not visibly soiled; wash hands with soap and water when they are visibly soiled; – Cover your nose and mouth with a flexed elbow or paper tissue when coughing or sneezing and disposing immediately of the tissue and performing hand hygiene; – Refrain from touching mouth and nose; – A medical mask is not required if exhibiting no symptoms, as there is no evidence that wearing a mask (of any type) protects non-sick per-

sons. However, in some cultures, masks may be commonly worn. If masks are to be worn, it is critical to follow best practices on how to wear, remove and dispose of them and on hand hygiene after removal As for any travel, travelers are also advised to follow proper food hygiene practices, including the five keys for food safety, as well as recommendations to reduce the risk of transmission of emerging pathogens from animals to human in live markets. Travelers returning from affected areas should self-monitor for symptoms for 14 days and follow national protocols of receiving countries. Some countries may require returning travelers to enter quarantine. If symptoms occur, such as fever, or cough or difficulty breathing, travelers are advised to contact local health care providers, preferably by phone, and inform them of their symptoms and their travel history. For travelers identified at points of entry, it is recommended to follow WHO advice for the management of travelers at points of entry. Guidance

on treatment of sick passengers on board of airplanes is available on ICAO and IATA websites. Key considerations for planning of large mass gathering events are also available on WHO’s website. Operational considerations for managing COVID-19 cases on board of ships has also been published. For countries which decide to repatriate nationals from affected areas, they should consider the following to avoid further spread of COVID-19: exit screening shortly before flight; risk communication to travelers and crew; infection control supplies for voyage; crew preparedness for possibility of sick passenger in flight; entry screening on arrival and close follow-up for 14 days after arrival. (WHO recommendations to reduce risk of transmission of emerging pathogens from animals to humans in live animal markets) Cruise Lines International Association (CLIA), the leading voice of the global cruise industry, has issued these guidelines which are being followed by their member lines – which make-

up more than 90 percent of ocean-going cruise capacity worldwide: CLIA members are to deny boarding to all person who have traveled from, visited or transited via airports in China, including Hong Kong and Macau, within 14 days* before embarkation. CLIA members are to deny boarding to all persons who within 14 days before embarkation, have had close contact with, or helped care for, anyone suspected of having COVID-19. CLIA members are to conduct preboarding screening necessary to effectuate these prevention measures. Enhanced screening and initial medical support are to be provided, as needed, to any person exhibiting symptoms of suspected COVID-19. What are the authorities saying about travel in general? Neither the World Health Organization or the Centers for Disease Control are advocating severe travel restrictions except to/from those countries that are most affected. This is a rapidly changing environment; for the latest travel advisories please visit COVID-2019 Information for Travel. Cruise ships are operating on normal schedules, except in Asia, where ships have been diverted to other regions. Ports are being monitored continually, and we have seen some changes in itineraries such as to Italy and to some Caribbean nations. Cruise ship industry esponse We have been in the in-

dustry for almost 40 years and have experienced similar outbreaks in the past (SARS, Norovirus, Legionnaires disease). The cruise industry has always responded quickly to world events and because of the nature of the onboard environment, has been able to isolate quickly and communicate effectively. For many years now, disinfecting has been a normal procedure for all guest (and crew) and the lines are hyper-sensitive, with enhanced crew training to identify issues immediately. The cruise industry is unique in their requirement to report illness Cruise lines are required by maritime law through the Vessel Sanitation Program (VSP) to report when 2 percent of passengers are ill. No other sector of the travel industry is required to report – and that includes hotels, planes, convention centers, etc. For this reason, we feel that cruising is the safest form of travel during times like this. According to CLIA, the cruise industry is one of the most well-equipped and experienced when it comes to managing and monitoring health conditions of those onboard, with outbreak prevention and response measures in place year-round. Furthermore, ships must be fitted with onboard medical care in the event of illness. Their security and screening systems can prevent the spread by denying boarding to anyone who they suspect is carrying a virus.

Twenty inspiring black women who are making history in 2020 (part 2) Each March, Women's History Month recognizes the ground-breaking achievements of women and women of color. Kaia Shivers, a liberal studies professor at New York University, helped Insider.com select a list of 20 female innovators and leaders who are making history and setting records. From entertainers to philanthropists, here are black women who will change the world in 2020.

Lena Waithe was the first black woman to win a Primetime Emmy for Outstanding Writing in a Comedy Series, and her latest movie is out in theaters. Waithe is a screenwriter, producer, and activist. She starred in and wrote for Aziz Ansari's Netflix series, "Master of None," winning a Primetime Emmy. The episode for which she won was loosely based on her experience coming out as a lesbian to her mother. This past year, she wrote and produced the crime film "Queen & Slim," which is out in theatres now. She will be honored for her achievements at the American Black Film Festival later this month. The Martin Luther King Economic Development Corporation (MLKEDC) is seeking proposals for the preparation of its yearly audited financial statements and related filings for a three-year period beginning with the 2019 fiscal year ending on December 31, 2019. Our organization does not require a federal single audit. The audit of MLKEDC’s financial statements must be performed in accordance with generally accepted auditing standards. MLKEDC is a 501(c)(3) organization established in 1993 to revitalize the Harambee neighborhood in the City of Milwaukee. MLKEDC’s mission is to engage in entrepreneurial initiatives to create wealth and jobs, provide technical assistance to area businesses and develop quality, affordable rental and owner-occupied housing. Since 1998, the main focus of the organization has been on the development of affordable housing and commercial and office facilities that serve the Harambee neighborhood. Since its founding, MLKEDC has been directly responsible for over $50 million of real estate development which in turn has leveraged millions of dollars of additional investment in the surrounding neighborhood.

MLKEDC owns and manages 190 affordable housing units, of which 142 are held in four different limited liability companies, some involving partnerships with other entities. These LLC’s are audited separately and are not the subject of this RFP, although the results of those audits may impact the audit of MLKEDC. MLKEDC is also involved in the ownership and management of approximately 75,000 sq. ft. of office and retail space, approximately half is managed directly by MLKEDC and half is managed through another entity. In addition to its management portfolio, MLKEDC is also engaged in new real estate development activity involving the acquisition and rehab of existing, single-family homes for resale to owner-occupants as well as the development of new, multi-family, mixed-use projects. MLKEDC has received government funding from Community Block Grant Administration of the City of Milwaukee, from the Wisconsin Economic Development Corporation and Office of Community Service in the federal Department of Health and Human Services. MLKEDC also multiple financial relationships with WHEDA. MLKEDC’s staff consists of two part-time staff. MLKEDC has total assets of approximately $15 million and our annual revenue has ranged between $970,000 and $1.2 million and over the past 3 years. MLKEDC requires the following services: 1. Annual financial statement audit. 2. Preparation of IRS form 990 3. Preparation of Charitable Organization Annual Report for the Wisconsin Department of Financial Institutions. 4. Management letter All of the above must be completed within 180 days of the end of each fiscal year, in order for our Board to review each document prior to its submission to the appropriate recipients. In addition, MLKEDC requires that a meeting of the auditors and select MLKEDC board and staff members be held to discuss a draft version of the financial statements and that the auditors meet at least yearly with the Board of Directors. All proposals must include: a) Evidence of the firm’s qualifications to provide the above services; b) Background and experience in auditing nonprofit clients involved in real estate development activity; c) The size and organizational structure of the auditor’s firm; d) Statement of the firm’s understanding of work to be performed, including tax and nonaudit services; f) A proposed timeline for fieldwork and final reporting; g) Proposed fee structure for each of the three years of the proposal period, including whatever guarantees can be given regarding increases in future years, and the maximum fee that would be charged; h) Describe your billing rates and procedures for technical questions that may come up during the year, or whether these occasional services are covered in the proposed fee structure; i) Names of the partner, audit manager, and field staff who will be assigned to our audit and provide biographies. j) A copy of your firm’s most recent peer review report, the related letter of comments, and the firm’s response to the letter of comments; and k) References and contact information from at least 3 comparable nonprofit audit clients.
