Making History: Top executive positions in Milwaukee are now all held by African American men
Milwaukee Mayor Cavalier Johnson
County Executive David Crowley
County Sheriff Earnell R. Lucas
Chief of Police Jeffrey B. Norman
MPS Superintendent Dr. Keith P. Posley.
By the time voters in the City of Milwaukee elected Cavalier Johnson as mayor during a special election on April 5, 2022, about half of the 100 largest U.S. cities by population had already elected an African American mayor, according to the U.S. Census Bureau; but the inauguration of Mayor Johnson on April 13, 2022 still represented what Mayor Johnson described as a “generational transition” for the city. Five of the top executive positions in the City of Milwaukee and Milwaukee County are now all held by African Americans. In addition to Mayor Johnson, the five are: County Executive David Crowley, Milwaukee County Sheriff Earnell R. Lucas, Milwaukee Chief of Police Jeffrey B. Norman and Milwaukee Public Schools Su-
perintendent Dr. Keith P. Posley. “This is a generational transition and a departure from Milwaukee’s long custom of deriving executive leadership only from men of European background,” said Johnson in his April 13 inauguration speech. “We are a diverse city. I embrace that diversity and the change that has arrived in Milwaukee.” According to the 2020 US Census, Milwaukee ranks 30th in population with 586,503 residents. Approximately 39 percent of those residents are African American. Johnson was elected with strong bipartisan support, receiving 72 percent of all votes cast to complete the remaining two years of Mayor Tom Barrett’s term after he resigned in December to become US Ambassador to
Luxembourg. “The election and elevation of black leaders is more than symbolic,” Mayor Johnson told The Milwaukee Times. “These new voices bring life experience along with new ideas to meet the challenges ahead of us.” Dr. Posley was the first of the current five to achieve executive office when he was named Superintendent of Milwaukee Public Schools in October 2018. When contacted by The Milwaukee Times during the week that Mayor Johnson was inaugurated, Dr. Posley noted the important role education played in bringing about this new era. “As I look at my colleagues leading the city and the county, we all have a footprint in Milwaukee Public Schools,” he said. “Education is where it started for all of us and has
led to endless opportunities. This huge accomplishment comes with a huge responsibility. This should be encouraging to our young people as well as the citizens of Milwaukee as they deserve our best.” Dr. Posley was followed into office by Sheriff Lucas, who was elected Sheriff on November 16, 2018. “I am humbled to live in a time where we see African Americans in decision-making roles that will shape the course of our city, state, and the region for generations to come,” he said. When reached by The Milwaukee Times, Milwaukee County Executive David Crowley also described the current moment as a historic one for Milwaukee. “We have an opportunity to move our County forward by working
together to meet the needs of people who’ve historically been left behind,” he said. “In addition, I hope the young people across Milwaukee County are inspired by seeing leaders who look like them, or are the same age as them, talking about the issues that directly affect their lives. This is a real opportunity to cultivate the next generation of leaders and ensure the future remains bright for all of Milwaukee County.” Milwaukee Police Chief Norman also noted the historic moment for Milwaukee. “I am proud to serve our community alongside the new era of leadership throughout the Milwaukee area. I look forward to working together to build a safer and better Milwaukee for all,” he said.
Bishop Charles Henry McClelland celebrates elevation to General Board for The Church Of God in Christ

The celebration was held at The Pfister Hotel Grand Crystal Ballroom, 424 East Wisconsin Ave. The keynote speaker was the Presiding Bishop and Chief Apostle for COGIC John Drew Sheard. This is the first time Wisconsin has three members from the state to sit on the General Board, (Bishop Sedgwick Daniels, Bishop Darrell Hines, and now Bishop CH McClelland). There were more than 400 people in attendance for this event. McClelland also received special recognition from Congresswoman Gwen Moore, Governor Tony Evers, and proclamations from the City of Milwaukee Mayor Cavalier Johnson and Milwaukee County Executive David Crowley. Michelle Obama's brother sues elite Milwaukee school claiming racism Former President Barack Obama's brother-in-law and sister-in-law have filed a lawsuit against an elite private school in River Hills. Craig Robinson, and his wife Kelly, filed their lawsuit against the University School of Milwaukee (USM). It alleges that the school expelled the couple's two young sons after the Robinsons raised concerns about racial and socio-economic bias at the school. "They retaliated, kicking two young children out of school," Craig Robinson told WISN 12 News. University School of Milwaukee is considered one of the top private schools in America. In a YouTube video the school posted at the start of the school year, they share their key ideals. "On a culture built upon the common trust, we are a diverse community of learners, leaders and citizens, and we have much to offer one another," the video says. The Robinsons' lawsuit alleges racism and breach of contract from two of its most famous parents. The lawsuit said administrators kicked their children out of the pre-K through 12th-grade school after the parents complained about racial discrimination. The Robinsons said the school retaliated against their family after they "submitted two separate reports in January and March 2021" to the school, concerned about what they felt was racial and ethnic stereotypes in virtual classroom assignments. After conversations and emails, the parents said they were stunned on April 14, 2021, when the school told
them it was dismissing their fifth-grade student and then their third-grade student on June 21, 2021. The complaint cited a letter the school wrote that claimed the parents "repeatedly engaged in disrespectful and demanding communications with and about our teachers and administrators. "It has only become more evident that there has been a complete breakdown in your family's trust of and respect for USM," the letter said. The Robinson students were 9 and 11 years old at the time. The school even said they were model students, calling them "portraits of a graduate." But now, the school said they'll need to graduate somewhere else. The head of school, Steve Hancock, sent a letter to the parents about the lawsuit. He said he could not comment on the specifics of the case. "However, we can tell you that USM's enrollment decisions had nothing to do with complaints of inequity or discrimination and we intend to vigorously defend the school against any claim to the contrary," Hancock's letter read. "We cannot and will not tolerate persistently disrespectful, bullying, or harassing behavior directed at our devoted and hardworking teachers and administrators.
Wednesday, April 27, 2022
Such conduct that makes faculty feel unsafe not only violates our Common Trust pledge and Parent-School Partnership, but also interferes with USM’s operations and precludes a positive and constructive working relationship between the school and the families we proudly serve. When such parental conduct threatens the educational environment we have created, we have no choice but to take action." He said the school was committed to justice, equity, diversity and inclusion and does not tolerate discrimination. "We encourage any member of our community who believes they have experienced or witnessed discrimination to promptly report it," Hancock wrote. "Consistent with our established and enforced policies, all such reports will be taken seriously. We actively encourage and highly value feedback from all our constituents regarding our educational programming. It is through continuously examining our practices and curriculum that we remain a strong institution." The Robinsons spoke about the lawsuit with Robin Roberts on 'Good Morning America.' "The use of the word 'plantation' and things of that nature," Craig Robinson said of the assignments his students received during COVID-19. "In addition to the racial and ethnic stereotypes, there was an insensitivity to socioeconomic status and as well as a disregard for the children who weren't physically in the classroom." Craig Robinson said he shared his concerns with the school and offered sugges-

MPS reinstates face mask mandate Face masks were optional at Milwaukee Public Schools for one full school day. The school district announced Tuesday April 19, 2022, that masks will once again be mandatory for students and staff in all district buildings. The policy took effect Wednesday, April 20, 2022 . In a news release, the district said the decision was made after determining a significant spread of the virus within the city of Milwaukee.
Dr. Ben Weston, Milwaukee County's chief health policy advisor, said the COVID-19 positivity rate in the county doubled in the past three weeks. Students and teachers returned from spring break Tuesday, April 19, 2022 .
tions about the assignments. "This story resonated with many families in the community, and former University (School) of Milwaukee families reached out to us and wasn't aware of how far-reaching it was and heard stories of other families being retaliated against," Kelly Robinson told Roberts. "We also heard about other bias that has been shared over the years and while we heard biases and what we would like to point out is the egregious nature in which they handled this with us and with our young boys, but one of the stories that we weren't made aware of was that just as recent as 10 years ago." She said students reenacted the underground railroad and dressed up as slaves and ran through the school in the dark and teachers were the slave masters who captured the students. Kelly Robinson went on to tell Roberts white students used the "n-word" and were not punished. "This is hard. This is hard on all of us, but in particular on these children," Kelly Robinson said. The Robinsons said near-
ly 40 other families have reached out to them. "Once former and current parents came out and let us know that they had been through something similar, we felt obligated to not let this happen to folks moving forward," Craig Robinson said. The school shared a letter with WISN 12 News that it sent to the school community. It says, in part, "When such parental conduct threatens the educational environment we have created, we have no choice but to take action." "They use the words bullying and harassment to teachers and staff. How do you respond to that?" WISN 12 News reporter Hillary Mintz asked the Robinsons. "Now the tall black guy can't advocate for his kids without being called a bully," Craig Robinson said. The school wouldn't comment on specifics about the Robinsons' allegations. It has 45 days to formally respond to the lawsuit. The school did say terminating an enrollment contract isn't unprecedented, but it is a last resort option.

Meditations for the Easter Season (Week 3) “He is not here; he has risen! Remember how he told you, while he was still with you in Galilee: ‘The Son of Man must be delivered into the hands of sinful men, be crucified and on the third day be raised again.’” - Luke 24:6-7
iar. The angelic beings confirmed the story that Jesus had risen: “He is not here; he has risen! Remember how he told you, while he was still with you in Galilee…” (Luke 24:6.)
This Week’s Meditation: Jesus Is Risen! Luke 24:1-12 Jesus died in Jerusalem when the procurator of Judea was Pontius Pilate; at the same time Caiaphas was the high priest (see John 11:49; 18:13) and Herod Antipas was the tetrarch of Galilee and Perea (Luke 23:7ff). A “tetrarch” in Greco-Roman antiquity, was the ruler of a principality; originally the ruler of one-quarter of a region or province. After the death of Herod the Great, his realm was shared among his three sons: the chief part, including Judaea, Samaria, fell to Archelaus; Philip received the northeast of the realm and was called tetrarch; and Galilee was given to
Herod Antipas, who also was called tetrarch. (Source: Encyclopedia Britannica). All four gospels attest to the importance of the death, burial and resurrection of Jesus and all four gospels record the resurrection and the women at the tomb. (See Matthew 28:1-8; Mark 16:18; Luke 24:1-12 and John 20:1-13.) On the third day after Jesus’ death, the women came to Jesus’ tomb with spices to anoint Jesus’ body. The women were stunned to see the
stone in front of Jesus’ tomb had been rolled away. Upon entering, they realized that Jesus’ body was not there. While pondering the meaning of these things, there was an angelic visitation in the form of two men who appeared. Angelic visitations in Scripture alert the reader to a profound event taking place in Scripture. Frightened, the women bowed down to the ground but the angelic men asked them why they were looking for the living among the dead. In Scripture, people often reacted with fear to the unknown or unfamil-

A Supreme Court for all of us By Jacquelyn D. Heath Special to The Milwaukee Times The Supreme Court of the United States of America was established by Article III of the Constitution in 1789 and assembled to hear its first case in 1790. There was nothing in the Constitution then specifying the prescribed race or gender of those individuals qualified to serve as Supreme Court justices. However given the conventions of those times, the initial justices – much like the so-called “founding fathers” – were all of the male Caucasian persuasion.
nation’s highest judicial body, and only five females have sat on the Supreme Court. The first was Justice Sandra Day O’Connor, who was tapped by President Ronald Reagan in 1981 and served until she stepped down in 2006.
the most representative Supreme Court ever.
As of July 2021, U.S. Census records showed there were 331,893,715 people in the United States. Of that number, 41.1 million, or 12.4 percent of the population, identified When Associate as black or African Justice Stephen Breyer American females. It’s announced on January more than long overdue 27, 2022 his intention to that we have someone retire from the Supreme on the Supreme Court Ketanji Brown Jackson Court at the end of the who not only looks like that current judicial season, segment of the populace, President Joseph Biden Columbia Appellate Court but also is intimately stated that his choice to fill Judge Ketanji Brown Jackson knowledgeable of their the upcoming vacancy would won Senate confirmation in a unique American experience. Slow-forward some 233 be a black woman. On April 53-47 vote to fill the vacancy. So this significance definitely years later through 119 7, 2022, that promise was For the first time in our is not lost on America’s black individuals appointed to the fulfilled when District of nation’s history, we will have female population.
My Granny used to say, “For some people, it takes twice as long to get half as far; and it has nothing to do with their qualifications.” According to Granny, what this disparity speaks to are the very factors that kept a black female from advancing to the Supreme Court for 233 years. Like many black females who have worked hard and made it to the top of their profession, the road to reward and recognition has been loaded with potholes. Two in particular, namely structural racism and implicit bias, have undermined and discouraged many a brilliant black woman. Associate Justice-designee Jackson, probably and literally, has forgotten more about the law than many of her colleagues will ever know. Her legal pedigree includes undergraduate and law degrees from Harvard; serving as editor of the Harvard Law Review and a Supreme Court clerkship with Associate Justice Stephen Breyer, whom she in later years would be named to replace. Add to that foundation, experience in private legal practice; serving as a public defender; working as a U.S. Sentencing Commissioner; as well as serving as a judge on both the District of Columbia Circuit Court and the U.S. Court of Appeals. In the face of all of this achievement, there have been the naysayers. They have included the 47 U.S. Senators, all Republicans, who refused to support her nomination; as well as the high school guidance counselor who deemed young Ketanji’s aspiration to attend Harvard and study law as “setting her sights too high.” Fortunately for her and now the nation, Judge Jackson countered these attitudes and actions by continuing to work toward her goals and dreams with excellence, resilience, self-confidence and perseverance. It is these qualities that will continue to stand her in good stead as she moves into the next chapter of her life and career, and take her place in history. The fact is, Associate Justice-designee Ketanji Brown Jackson may be the first black woman to ascend to our nation’s highest court. But with any luck, thanks to her example and inspiration, little black girls with all of the requisite qualifications in the America of the future will make sure that she won’t be the last.

Major airlines drop mask mandate after federal judge rules against it Just hours after a Florida judge struck down a federal mask mandate on planes and other forms of public transportation, major airlines announced Monday, Aprl 18, 2022, that they will no longer require face coverings on domestic flights. The U.S. Transportation Security Administration (TSA) will also stop enforcing the mandate for now: A Biden administration official told reporters Monday evening that the court decision means the federal order is “not in effect at this time. Therefore, the TSA will not enforce its security directives” requiring masks, the according to the Washington Post. The pressure to end the mask mandate “This is obviously a disappointing decision,” White House press secretary Jen Psaki said Monday, adding that the federal government will continue to recommend wearing masks in public transportation settings while deciding whether to appeal the ruling. In the ruling, issued by U.S. District Judge Kathryn Kimball Mizelle of the Middle District of Florida, Mizelle said the mandate exceeded the U.S. Centers for Disease Control and Prevention’s authority. Mizelle ruled that the CDC, which had extended the mandate for air travel and public transit through May 3, fell short in its argument to keep the mask requirement in place for “sanitation.” The CDC relied on the 1944 Pub-
lic Health Service Act when it first imposed the mandate, according to the Post. The judge, who was appointed by former president Donald Trump and clerked for Supreme Court Justice Clarence Thomas, ruled that the CDC had exceeded its legal authority, that it had improperly avoided notice and comment procedures, and that its mandate was “arbitrary and capricious.” “Wearing a mask cleans nothing. At most, it traps virus droplets. But it neither ‘sanitizes’ the person wearing the mask nor ‘sanitizes’ the conveyance,” Mizelle wrote in the ruling. Pressure to end the transportation mask mandate had been growing in recent weeks. In late March, 21 states, most of them led by Republicans, sued to immediately end the requirement. Days earlier, executives from 10 major airlines, including American, Southwest, United and Delta, had asked the Biden administration to end the mask mandate as well. Are Americans divided? But in a March poll from the Kaiser Family Foundation, Americans were divided on their feelings about mask mandates on public trans-
portation, with 48 percent saying it should be extended and 51 percent wanting it to expire. For some travelers, the announcement from the TSA that it would stop enforcing a mask mandate came as they were already on their way — in airport terminals, on the tarmac or even in the air. Many passengers greeted the news with applause and cheers, as seen in videos on social media. One took a celebratory selfie, with most fellow passengers in wide, maskless grins, The New York Times reports. Three key steps for first-time home buyers For those considering home ownership for the first time, it may seem as if there’s a long list of details to tackle once the search begins. We will help to end racism and racial disparities in health care by: • Examining our own biases • Measuring, tracking and reviewing our policies and practices to meet the needs of everyone we serve • Treating people with dignity and respect • Leading change in our communities and addressing health care disparities
