Protecting Wisconsin's most vulnerable: Governor Walker's budget proposal eliminates children's long-term supports waiting list

$39.2 million investment would eliminate waiting list for children with developmental disabilities, physical disabilities, or severe emotional disturbances

Governor Scott Walker visited Family Services of Northeast Wisconsin, Inc., recently in Menasha to highlight his commitment to protecting Wisconsin’s most vulnerable and improving the lives of all Wisconsin citizens by ensuring no child with a disability has to wait for needed services. Governor Walker’s budget proposal invests $39.2 million over two years to serve children currently waiting for longterm support services. “An accountable Wisconsin government protects its most vulnerable citizens,” Governor Walker said. “This includes our children with mental or physical disabili-

ties as well as those who have suffered severe emotional trauma. Our budget proposal provides $39.2 million over two years to eliminate the waiting list for around 2,200 children with disabilities so they can receive the support and services they need to live within their community immediately. By eliminating the waiting list, we’re ensuring those who need government services the most receive them, but more importantly, guarantees they’ll receive them in a timely manner.” Governor Walker’s biennial budget proposal allocates $39.2 million over two years to eliminate the waiting list for long-term supports for

nating the waiting list. Governor Walker’s proposal also implements reforms to increase the efficiency of service delivery and develops an equitable funding methodology to ensure county funding remains within the program and care is provided to children regardless of where they live in Wisconsin.

Governor Scott Walker all Wisconsin children with developmental disabilities, physical disabilities, or severe emotional disturbances. Estimates show around 2,200 additional children will be served as a result of elimi-

Eliminating the waiting list will make Wisconsin a national leader when it comes to community-based, longterm care. Only nine other states in the nation report no waiting lists for services for people with intellectual or developmental disabilities,

but not all of these states cover elderly, children, and disabled, as Wisconsin does. Established in 1899, Family Services of Northeast Wisconsin, Inc., is a non-profit human services agency offering more than 35 programs that support people in the community. More than 300 professional staff provide numerous services through 35 programs that support the people of Northeast Wisconsin during challenges and transitions in their lives, including children’s services, youth services, crisis and counseling services, and family services.

Supervisors allocate $210,000 for Washington Park soccer fields The Milwaukee County Board of Supervisors on Thursday, April 20, 2017 authorized $210,000 to finance upgrades to the Washington Park soccer fields. The funds for the improvements to the soccer fields had previously been allocated to pay for upgrades to the one of park's two baseball fields. "At a time when there is

very little money available to repair or upgrade our parks infrastructure, I'm pleased that we found a way to make these resources available to respond to the needs of our Washington Park neighbors," said Supervisor Marcelia Nicholson, who authored the resolution.

fields has decreased in recent years, but use of soccer fields has continued to increase, so it just made sense to reallocate these funds to add another soccer field," added Nicholson. Supervisor Nicholson authored the resolution after listening to constituents, an overwhelming majority of whom expressed support

Perspectives

Wednesday, May 03, 2017

By Dr. Andrew Calhoun, Ed.D. Special to the Milwaukee Times

The twilight zone! They say that there is nothing new under the sun and if you live long enough you will see things from the past reemerging. Well…the past just showed up. For those of us who have seen it before this new “old stuff ” just has a new set of clothes on, a haircut or designer nails. But at the end of the day…it’s the same old stuff that projects prejudice, injustice and discrimination. To a younger generation this “old stuff ” is new and has them on edge

and asking…“what gives?” It reminds me of a television show series from the late 1950’s to 1964 called the ‘Twilight Zone,’ created by Rod Serling. This series achieved popularity and critical success while introducing us all to science fiction and to new ways of envisioning things. Each episode focused on a particular genre, including horror, fantasy, science fiction, suspense or a psychological thriller; and often concluded with an unexpected twist and moral lesson. What made this weekly series so interesting to me were the unique introductions, including…“You are about to enter another dimension, a dimension not only of sight and sound but of mind. A journey into a wondrous land of imagination. Next stop, the Twilight Zone!” Whether the “zone” is real or not, people are feeling out of sort these days. And with so much going on and taking all the headlines it is no wonder people are on edge, looking for some relief and better times. People are upset at all the empty rheto-

ric, broken promises, repeal and replace of Obamacare, filling the swamp, political posturing, fake news stories, false allegations and ongoing investigations. And just wait, there is more coming that will impact our climate, financial systems, retirement and education. What seems to be missing in all of this, overlooked or not talked about during these days is the growing rate of poverty, increased drug use and overdoses, expanding prison incarceration, lack of reentry programs, escalating gun violence, rising mental

health challenges and finding affordable housing. We can all agree that these are interesting times in our American discourse, and for a number of us, we are just waiting for the next headache, subplot to appear, or shoe to drop. How do we move forward? And what we expect to happen next is anyone’s guess. The ending of this saga is going to be one for the ages. Perhaps we have already arrived in the zone! Dr. Andrew Calhoun, Ed.D., can be heard each Sunday at Grace Fellowship Church of Milwaukee. You can contact him at andrewiiicalhoun@gmail.com, twitter #AC53, Facebook 414571-5015. The Counseling Corner

By Rev. Judith T. Lester, B.Min. M.Th

Climate change: How woke are you? (Part 4) GOD took the Man and set him down in the Garden of Eden to work the ground and keep it in order. - Genesis 2:15, MSG Bible The National Wildlife Federation (NWF) is clear: our everyday actions can make a difference when it comes to reducing our impact on the environment and helping stop global warming. This week’s article will offer suggestions for energy conservation in your home followed by a reminder to live green. Saving energy in your home • Turn off the lights that you are not using. • Buy compact fluorescent bulbs, which reduce energy use by up to 75 percent. Set a goal of at least replacing the bulbs that are most commonly on in your home. • If your older children live with you, put them in charge of the electricity bill. They'll make sure all the lights are turned off if they are responsible for paying for the electricity.

• Use dimmers, timers and motion detectors on indoor and outdoor lighting. Heating and cooling your home • Change or clean your furnace and air conditioner filters regularly to keep heating and cooling systems running efficiently. • Get your furnace and air conditioner inspected every few years. • Install window film for windows that you don't open often, or that seem drafty. Washing • Run your dishwasher without the "drying cycle" and just let dishes drip dry. • Do full loads when you use clothes washers and dishwashers. • Choose cold or warm cycles over hot cycles because heating the water for laundry consumes 90 percent of the energy of the laundry process. • Let hot food cool down a bit before you put it in the fridge. • Try not to use a second

refrigerator. Live green Recklessness has accounted for the depletion of natural resources. The 3R’s: Reduce, Reuse and Recycle, help to cut down on the amount of waste we throw away. They conserve natural resources, landfill space and energy. So instead of pitching things in the trash, look to do the following: • Reduce - Reduce the amount of garbage you create. • Reuse - Choose to use things that have a long shelf life, or can serve another purpose after their first use.

• Recycle - If 1 and 2 aren't an option--recycle. Beloved, in the introductory article of this series, this writer noted that nearly 50 years ago, on March 31, 1968, Dr. Martin Luther King, Jr. delivered a sermon at the National Cathedral in Washington, DC entitled: “Remaining Awake Through A Great Revolution.” Dr. King spoke about the importance of people remaining awake, actively involved, seeking improvement, and recognizing that our actions have important impacts on the lives of others. While Dr. King was speaking on freedom and equality, eerily his timeless words have many similarities to our lives today, one of which concerns the issue of climate change. I wonder just how “woke” are we or are we sleeping on this issue of climate change while each year brings superstorms, higher emissions, damaging droughts, flooding, and wildfires juiced by global warming?

Norris Thomas thor who travels the country sharing his message of overcoming homelessness while in a shelter in Milwaukee, Wisconsin as young teenager. The decision that he affirmed while in the shelter was to make it to the National Football League; however what really fueled his quest was not knowing his biological father. Norris authored his first book in April 2016 titled, In His Image…Fatherless to Fatherhood, that chronicles his journey from a small town in Alabama to the bright lights of the NFL. But it is his challenge to the audience to make a decision to master the human experience that moves them to action.

COMMUNITY COLUMN Riverside alum wants his passion for teaching to inspire new educators By Kathy Quirk Sometimes when he walks into a classroom for the first time, Nate Deans sees the surprise in his students’ eyes. “I may be the first African American male teacher they have ever seen.” Deans, a 2010 alumnus of the School of Education at the University of Wisconsin-Milwaukee, teaches English at Riverside University High School. However, he believes his work goes beyond teaching. “I try to be a motivator, an inspirer and set an example for my students.” A Riverside graduate himself, Deans says that he feels a special responsibility to students of color who now make up the majority of students in Milwaukee Public Schools. “Primarily all my students that I teach are people of color.” Deans was inspired to become a teacher by his grandmother, a teacher and the author of one novel. “My grandmother was always a motivator. She was the first person who started me thinking about college.” While many teachers play a role in their students’ lives, it’s especially important for African American students, and particularly the male students, to see African American male professionals in

“I felt UWM did and does a really good job with urban education. It gives students a practical sense of what stepping into an urban high school is like.” Through UWM, he met one of his own mentors, Reuben Harpole, Jr., a longtime educator and activist in Milwaukee. Deans was proud to receive the Reuben K. Harpole, Jr., scholarship while at UWM. “He is phenomenal,” says Deans of Harpole. “No one becomes successful on their own. There’s always been someone before you on the path. His scholarships are crucial in motivating students.” Dean’s wife Nyida is also a teacher, and provides ongoAn alumnus of Riverside University High School and UWM, Nate Deans ing support and encouragement. “Teaching is rewarding now teaches English at his high-school alma mater. – some days it’s challenging – but overall it’s rewarding.” The Deans have three their classrooms, says Dean. on “Farewell to Manzanar,” tributed to the breakdown of young daughters, Nyla, Na“I’m someone they can about a Japanese family’s the family. The event was organized as a means to engage students with community members in a casual environment. Mentors chatted with children about their careers, life paths, and volunteer service, and offered advice about college and careers. Games for the event were selected to reinforce classroom skills such as math, literacy, memory, problem solving, spatial relationships and trivia. When students engage in board games, they practice important life skills such as patience, logic, taking turns and good sportsmanship. www.milwaukeetimesnews.com

Volunteers for the event included Milwaukee Board of School Directors President Mark Sain, Judges Derek Mosley and Valarie Hill, Channel 58 sports anchor Earl Arms, and OnMilwaukee’s Bobby Tanzilo. Siefert’s community partner, the Cream City Links service organization, sponsored the event. First-grade student Micaiah was excited about the game-a-thon. “It was a special day because I got to play with my friends and a new person who went to college and knew a lot about new games.” Innovative events that engage students and the Photos Courtesy of MPS community are part of the district’s Eight Big Ideas: Re-envision Partnerships Judge Mosley plays a game of Simon™ with three young Siefert Elementastrategy to promote stury students during the "Game-a-thon." dent achievement. Dark skin tones and skin cancer: What you need to know

People who have dark skin tones often believe they’re not at risk for skin cancer, but that is a dangerous misconception, says dermatologist Maritza I. Perez, MD, a senior vice president of The Skin Cancer Foundation. “Anyone can get skin cancer, regardless of race,” she says. While incidence of melanoma is higher in the Caucasian population, a July 2016 study in the Journal of the American Academy of Dermatology showed it is more deadly in people of color. African American patients were most likely to be diag-

nosed with melanoma in its later stages than any other group in the study, and they also had the worst prognosis and the lowest overall survival rate. Most skin cancers are associated with ultraviolet (UV) radiation from the sun or from tanning beds, says Dr. Perez. Yes, darker skin produces more of the pigment called melanin that does help protect skin — but only to a certain extent. People of color can still get sunburned, and they can also develop skin cancer from UV damage.

It’s of concern that 63 percent of African American participants in a survey said they never used sunscreen. This needs to change, says Dr. Perez. “Remember, ethnicity does not define skin type. It can represent a wide range of skin tones with a wide range of risks.” To avoid premature aging and damage that can lead to skin cancer, everyone should use sunscreen every day and practice sun-safe habits, such as seeking shade and wearing protective clothing, hats and UV-blocking sunglasses. Additionally, certain skin cancers are caused by factors other than UV — such as genetics or environmental influences — and may occur on parts of the body rarely exposed to the sun. For example, people who have dark skin are more susceptible to acral lentiginous melanoma (ALM), an especially dangerous form of melanoma that typically appears on the palms of the hands and soles of the feet. (The Jamaican singer and musician Bob Marley died of ALM when

People who have dark skin are more susceptible to acral lentiginous melanoma (ALM), like these examples above. he was only 36.) It’s crucial to detect skin cancer early, when it is easiest to treat and most likely to be cured. Dr. Perez says she advises people of all ethnicities to do a monthly skin self-exam and see a dermatologist annually — and sooner if any of the warning signs appear: • A bump, patch, sore or growth that bleeds, oozes, crusts, doesn’t heal or lasts longer than a month. This may indicate basal cell carcinoma. • An ulcer, scaly red patch, wart-like growth or sore that

sometimes crusts or bleeds could be a sign of squamous cell carcinoma. This type of skin cancer can also develop in old scars or areas of previous physical trauma or inflammation. • New or existing moles that are asymmetrical, have an irregular border, more than one color, are larger than a pencil eraser or change in any way may indicate melanoma. Pay special attention to suspicious spots on the hands, soles of the feet or under the nails, which could signify ALM.

found that glucose attaches to the red blood cell at a higher rate in African Americans than in Whites. For the same blood glucose level, the A1C was about 0.3 percent higher in African Americans than in Whites. In other words, for the same glucose level, an African American woman would have an A1C of 8 percent, but the White woman would have an A1C of only 7.7 percent. Moreover, the A1C test can be unreliable for diagnosing or monitoring African Americans with sickle cell trait, sickle cell anemia or thalassemia—conditions that affect the red blood cell. Individuals in these groups have a less common type of hemoglobin known as a hemoglobin variant that can interfere with the A1C test. This interference can result in lower A1C values which can lead to a delay in diagnosis and treatment of diabetes. In fact, a recent study published in the Journal of the American Medical Association showed the diagnosis of prediabetes and diabetes based

You and your healthcare provider can also use your daily blood glucose readings to show how well controlled your diabetes is. A1C targets The A1C range for a prediabetes diagnosis is 5.7 percent to 6.4 percent. You will be diagnosed with diabetes if your A1C is above 6.5 percent. The A1C goal for many people with diabetes is below 7 percent. However, depending on your diabetes history and general health your goal may be different. You should discuss your A1C target with your health care provider

The

The A1C test is the primary test used for diabetes diagnosis and management. However, it may not be the best test to use in African Americans—par ticularly those with sickle cell trait. What is the AIC? The A1C test—also called the hemoglobin A1c, HbA1c, or glycohemoglobin test— shows how much glucose is attached to hemoglobin, the protein in red blood cells that carries oxygen. Typically, red blood cells live for about three months. So, the A1C test is reflective of your average blood glucose (blood sugar) level over the past three months. The A1C test is different from the blood glucose checks that you do every day—also known as self-monitoring of blood glucose (SMBG). It is important to keep in mind that each blood glucose result from SMBG provides information for only one point in time. You and your doctor need to use both the AIC and SMBG results to get a complete picture of your blood glucose control. The higher your A1C number, the higher your blood glucose levels have been during the past three months. Elevated levels of blood glucose can harm your heart, blood vessels, kidneys, feet and eyes. A1C test and African Americans There are racial differences that your doctor should consider when using the A1C test results. or gratin dish. Dollop spoonfuls of scone dough evenly over the top of the fruit; leave a border around the edge of the dish for spreading. Drizzle the surface with melted butter and dust with sugar. Set on a cookie sheet and bake for 25 to 35 minutes until the top is golden brown and the fruit juices bubbling. 2. Cool for 15 minutes before serving. Serve with heavy cream, whipped cream or vanilla ice cream. Blueberry Scones: 1. In a large bowl, sift together flour, baking powder, salt and sugar; mix thoroughly. Cut in butter using 2 forks or a pastry blender. The butter pieces should be coated with flour and resemble crumbs. 2. In another bowl, mix buttermilk and egg together, and then add to the flour mixture. Mix just to incorporate, do no overwork the dough. 3.Roll blueberries in flour to coat, this will help prevent the fruit from sinking to the bottom of the scone when baked. Fold the blueberries into batter, being careful not to bruise.

Moscato Strawberry Lemonade Ingredients 1 bottle pink moscato 6 cups lemonade 1/4 cup of strawberry vodka You can use frozen strawberry slices instead of ice cubes Directions In a large pitcher, add bottle of pink moscato, lemonade, and the strawberry vodka. Mix well. Enjoy!
