David A. Clarke, Jr. resigns as Milwaukee County Sheriff

David A. Clarke, Jr. Milwaukee County Sheriff David A. Clarke Jr. — the controversial, Stetson-wearing official who rose to national prominence with his no-holds-barred conservative rhetoric — resigned his office Thursday, August 31, 2017. Clarke, who is in his fourth term, submitted a resignation letter to Milwaukee County Clerk George Christenson.

"After almost forty years serving the great people of Milwaukee County, I have chosen to retire to pursue other opportunities," Clarke said in a statement. Craig Peterson, an adviser to Clarke, said the sheriff would make an announcement about his future soon. "The sheriff wants people to know that he appreciates his 15 years of service and the support he's gotten from the

residents of Milwaukee," Peterson said. Politico reported Thursday that Clarke is expected to take a job in President Donald Trump's administration. But sources close to the sheriff disputed that, saying Clarke is looking at opportunities outside of government that support the Trump agenda and keep Clarke in the public eye.

Resident input sought on development of city and county budgets for 2018

Both Milwaukee Mayor Tom Barrett and County Executive Chris Abele are seeking residents' input on identifying additional revenue sources. In a letter sent August 21, 2017 to Governor Scott Walker and the Wisconsin State Legislature, Mayor Barrett asked for authorization to increase the city sales tax by 0.5 percent in order to fund public safety. Mayor Barrett said the cost of existing police, staffing, equipment and benefits is greater than the city’s entire property tax levy and is growing each year. Reductions in state revenue sharing have also made it increasingly difficult to maintain the current number of police. In his letter, Mayor Barrett proposed putting the proposed sales tax increase to a vote. The current sales tax rate in Milwaukee is 5.6 percent. If the increase is approved the rate would rise to 6.1 percent. The approval to hold a referendum must come from the Governor. Any effect of a sales tax increase would begin with the 2019 city budget. “At the heart of this proposal is fairness,” Mayor Barrett said. “Milwaukee is the state’s economic engine, generating employment and revenue for the entire state. The city is a national and regional destination. Under our current revenue structure, the burden of paying

for the services and infrastructure to keep our city safe falls entirely on local property owners. A sales tax makes the financing of those services fairer, and makes our economic growth more beneficial for our residents and the region.” Meanwhile County Executive Abele held three listening sessions seeking suggestions on how to close a 2018 Milwaukee County budget deficit of $42.1 million without cutting services, such as transportation. Increasing the annual Milwaukee County Vehicle Registration Fee $30 to $60 would generate the greatest amount of revenue, according to an interactive budget simulation which the county made available for residents to contribute suggestions during the month of August. The interactive budget platform was created by County Executive Abele as a tool to help the public more easily visualize and understand the difficulties in balancing the needs of competing priorities with limited resources, according to Abele. The 2018 budget for the city of Milwaukee is scheduled to be adopted during the council meeting scheduled on November 10, 2018. The county budget is also finalized for the coming year in November at the annual meeting which is traditionally held on the Monday after the first Thursday in November.

Rocking the boat There are a number of reasons as to why boating accidents continue to rise each year across America. According to the US Coast Guard, the number one cause of boating accidents is operator inattention, followed by improper lookout, operator inexperience, excessive speed, or boating while under the influence. But with everything in life and with boating being no exception, there is more to boating than just what it looks like on the surface. Boating of course is far different than driving or owning a car, SUV, truck, recreational vehicle or motorcycle. Some boats are powered by speed motors, wind sails, rowing, paddling or a combination. They also come in various

sizes, lengths and heights in mass. In boating, there are no driving lanes, mile markers, open water speed signs, speed bumps or traffic lights. Of course there are rules on water safety, equipment, repairs and life jackets. And there are classes offered to teach people how to have a positive boating experience. Other than that, if you own a boat “you are the captain of your ship” and you can go boating when the harbor is open and the season is right. For those boating enthusiasts, they can’t wait to get the boat out and onto the lake each year. There is nothing like the open waters, relaxing, feeling the breeze and enjoying nature. For some, their

boat is a part of who they are and it’s a part of the family tradition. These boaters go fishing, skiing, swimming, travel, tour the harbor or just take family and friends out for the day to enjoy time together. At last count, boating involves work, knowledge and

acquiring some seaman skills of navigating and tying knots. It also entails responsibility, patience and taking water safety seriously. The proper operation of a boat involves making sure that it's “sea worthy” before casting off and getting underway. Weather it’s the maiden voyage or just a routine adventure, it takes work to get any boat ready to sail before leaving the dock. Besides get underway, there must also be a plan on what to do when taking on water, man overboard, collision with another boat or running aground. And when you think about the ongoing issues and crises in urban America, its comparison to boating has so many paral-

lels, for it takes a lot to ensure that each adventure has “fair winds and following seas.” Dr. Andrew Calhoun, Ed.D., can be heard each Sunday at Grace Fellowship Church of Milwaukee. Time to get up There is a television commercial where an older lady has fallen alone in her house. The lady shouts, “I’ve fallen and can’t get up!” The commercial is selling a medical alert system. The understanding of black history in the USA would instill a sense of awareness in Black youth. This awareness would help Black youth understand where they are at and the society they live in. With this type of awareness, would people

be marching about police brutality? Awareness is not hate; on the contrary. Once you understand you are in a jungle you adapt and make it your place. You dictate your surroundings, not be dictated to and dominated by the area you reside. My Russian friend was quite right about the negative connotations associated with African Americans. Today’s African American is a hot mess, to put it kindly. The hair weaves and big or tight pants with rhinestone pockets for men are symbols of clowns. Yet even these people have a use in the return to Blackness. The images of the African American weave wearers and glittery pants can be used as learning tools for the Black race to look back on. These images can be constant reminders of where the Black race had fallen before the race got back up. The Counseling Corner

By Rev. Judith T. Lester, B.Min. M.Th

Honoring grandparents – it’s great to be grand! (Week 2) Grandchildren are the dots that connect the lines from generation to generation. ~ Lois Wyse National Grandparents Day is celebrated September 10, 2017; however, this entire month has been dedicated to honoring grandparents. This week, let’s begin with two interesting facts about grandparents provided by Pew Research Center in an article titled: “5 Facts About American Grandparents.” One fact is that older Americans say having more time to spend with family is by far the best part about growing old. Among those age 65 and older, the two most common answers to an open-end question on the benefits of aging were spending more time with family (28 percent) and spending time with grandchildren (25 percent). Another interesting fact is for most American grandparents, child care is only an occasional responsibility. The survey on family support in graying societies found that among U.S. grandparents who have helped with child care in the past 12 months,

nearly 3 in 4 (72 percent) said they did so only occasionally. About 1 in 5 (22 percent) said they provided child care regularly. Grandparents as Caregivers (and Heroes) There is a growing segment of American grandparents who are becoming caregivers of their grandchildren. As noted by the U.S. Census Bureau’s latest recorded statistics: • How many grandparents have grandchildren under age 18 living with them? Answer: 7.3 million. • How many grandparents are responsible for most of the basic needs (food, clothing, shelter) of one or more of the grandchildren who live with them? Answer: 2.6

million of these caregiver grandparents, 1.6 million are grandmothers and 1.0 million are grandfathers. • How many grandparents are in the labor force and provide for most of the basic needs of their grandchildren under age 18? Answer: 1.5 million. Among them 368,348 were 60 years or older. • How many grandparents whose income is below the poverty level are caring for their grandchildren? Answer: 509,922. • How many grandparents with a disability are caring for their grandchildren? Answer: 642,852. Grandparents who raise their grandkids or serving as their grandchild(ren)’s fulltime caregiver have a

few challenges. Grandparents often have legal issues related to obtaining guardianship, enrolling their grandchildren in school, and accessing medical care for their grandchildren. They may also have concerns related to custody battles with other grandparents or their grandchildren’s parents. How can the Body of Christ (the church) minister to grandparents who are raising their grandchildren? One way is to set up a monthly support group with other grandparent – headed families so they can provide spiritual support and establish a sense of community. Another avenue of ministry is to make available resources to educate these grandparents regarding custody issues, financial assistance to help with food, housing and clothing, how to obtain medical care for their grandchildren, as well as information, if needed, regarding guardianship. Amid the challenges, grandparents all agree: IT’S GREAT TO BE GRAND! Happy Grandparents Day to Grandparents Everywhere!

Parents: Watch out for these five contagious infections

It’s officially back to school season! That time of year we all look forward to, where so many get caught up in purchasing school supplies, fresh new outfits, and getting little minds ready for a productive year. In all of the excitement, we often forget this is also the time of year when children come home with all types of germs! Are you prepared? Here are 5 contagious infections every parent should be aware of. 1. Ring worm – Sometimes, especially in children, the fungus can infect the scalp. On the scalp, the infection looks like a round flaky patch of skin. These lesions can appear on other parts of the body that can be treated with a topical antifungal, but the ones in the scalp are best treated with an oral medication. This is a highly contagious infection and can be transmitted by skin to skin contact as well as from shared combs, hats, brushes, etc. 2. Ear Infection – Ear infections often occur in children after a cold. Colds are usually due to viruses and antibiotics are not needed as they do not treat viruses. Fluid can build up in the middle part of the ear behind the eardrum. This fluid can become infected and press on the eardrum, causing it to bulge. Kids can pull at the ear, have a fever, become more fussy than usual, have a decreased appetite or have some vomiting or diarrhea. Your doctor may tell you to wait 1-2 days and if there's no improvement in symptoms, will give you medication to help decrease inflammation, or an antibiotic if the doctor suspects a bacterial infection. 3. Pink Eye – Conjunctivitis is the medical term used to describe an infection or irritation of the eye that can be caused by an infection, allergies, or an unknown irritation. Symptoms may include redness of the eye, eye tearing, itchiness or irritation, or weep gooey liquid and may get stuck when your child first wakes up in the morning. Most cases of pink eye can resolve on its own. When pink eye is caused by infection, it is usually caused by a virus, so antibiotics will not help. Still, pink eye caused by a virus can last several days. Pink eye caused by an infection with bacteria can be treated with antibiotic eye drops or gels. Pink eye caused by other problems can be treated with eye drops normally used to treat allergies. These drops will not cure the pink eye, but they can help with itchiness and irritation. 4. Chicken Pox – This is a highly infectious disease that causes itchy, red bumps to form on the skin. It is caused by the varicella-zoster virus. This virus can linger in your body for years and later cause a painful rash

cause a dangerous condition called Reye syndrome. 5. Impetigo – Impetigo is a contagious infection of the skin that causes red bumps, usually on the face, arms, or legs. They can form blisters that then burst and scab over, which usually leads to yellow, gold, or brown crusting or as in some cases, the blisters leave painful sores with red rims. Depending on the severity of the infection, impetigo can be treated with either a topical or an oral antibiotic.

3 CHANCE THAT A LIGHTNING BALL STRIKES A PLAY.

THERE’S A COOL, NEW SPIN ON BADGER 5. Throughout September, there’s a one in three chance that a Lightning Ball strikes a play. When it does, players get an extra number for better odds of winning a prize. An electrifying twist on a Wisconsin favorite. Visit wilottery.com for details. Odds of winning for plays WITHOUT Lightning Ball: JACKPOT*, 1:169,911; $50, 1:1,308; $2, 1:53; $1, 1:7. Odds of winning for plays WITH Lightning Ball: JACKPOT*, 1:169,911; $500, 1:33,983; $50, 1:454; $2, 1:29; $1, 1:5. Lightning Ball does NOT apply to the JACKPOT.
