A. Philip Randolph Institute commemorates the March on Washington 58 years later On August 28, 2021, A. Philip Randolph Institute (APRI)-Milwaukee Chapter hosted a commemoration of the March on Washington in the city of Milwaukee. The march started with a rally at the Dr. Martin Luther King, Jr., statue on King Drive and ended at Zeidler Union Square downtown. The rally included guest speakers APRI President Larry Hall; State Representative David Bowen; Mexican American Legislative Caucus President Pam Fendt; State Senator Lena Taylor; Milwaukee County Executive David Crowley; Wisconsin State AFL-CIO President Stephanie Bloomingdale; and Lieutenant Governor Mandela Barnes. The march included members of the community, local organizations and union workers who gathered to let people know that the fight for fair voting rights is still alive and needed today.

AABN culminates Black Breastfeeding Week with '7th Annual Lift Up Every Baby!'

The African American Breastfeeding Network (AABN) and its sponsors Molina Cares and Educators Credit Union hosted the "7th Annual Lift Up Every Baby!" (LUEB) event to celebrate birth, health, wellness, breastfeeding and the resiliencies of Black families and communities. This event took place during National Black Breastfeeding Awareness Week (August 23-28) which parallels with World Breastfeeding Awareness Month. Families and community partners were invited to this celebration on Saturday, August 28th at Alice's Garden, 2136 N. 21st St. "Even in

the midst of COVID-19, African American women desire to breastfeed their babies. Even in the midst of historical trauma and disparities, we find that many women seek out help and support while pregnant. This is a very promising social behavior that can be a catalyst for policy change," said Dalvery Blackwell, Executive Director of AABN. Milwaukee's infant mortality rates have been stagnant at 15.4 percent for the last 3 years. The maternal mortality rate in Wisconsin is five times higher for Black women than White women, most com-

monly due to cardiovascular-related and chronic medical problems. The toll of these disparities has been exacerbated by COVID-19, but the root causes are historical birth trauma, distrust in the medical system, and obstetric and institutionalized racism. "Our annual LUEB event acknowledges our strengths and resiliency despite racism and negative health outcomes so that African Americans are reminded of their community resources and assets, can reclaim cultural norms and traditions to improve health," Blackwell said.

Gov. Evers, DHS announce $5.7-million in funding for mental health emergency center in Milwaukee

Tony Evers at a ceremony celebrating the completion of the new Mental Health Emergency Center announced $5.7-million in funding for the new center in Milwaukee. To support the Mental Health Emergency Center, Gov. Evers, together with the Wisconsin Department of Health Services (DHS), has committed to providing $5.7-million in overall funding, $4.5-million of which will come from Wisconsin’s Coronavirus State and Local Fiscal Recovery Funds allocated under the federal American Rescue Plan Act (ARPA). The remainder of the funding will come from carryover funding from the federal mental health block grant through the Substance Abuse and Mental Health Services Administration. “We are committed to ensuring that Wisconsin workers, families, and communities are not only bouncing back from this pandemic financially, but that we are

addressing the increased need for mental and behavioral healthcare and building healthy communities well into the future,” said Gov. Evers. “This facility will play a critical role in strengthening our mental healthcare infrastructure by expanding access to treatment and providing a wide range of options for people experiencing mental health crises to get the care they need.” The center is a joint venture between Milwaukee County and the county’s four health systems: Advocate Aurora Health, Ascension Wisconsin, Children’s Wisconsin, and Froedtert Health. With

its opening planned for 2022, the Mental Health Emergency Center will serve adults, adolescents, and children by providing around-theclock crisis services, as well as opportunities to further inpatient, residential, outpatient, and peer support services, while also serving as an economic driver in the community. The center will serve as a training center for psychiatric medical residents and provide job opportunities both during construction and after opening. This announcement is part of the Evers Administration’s larger framework for improving Wisconsin’s

mental health and substance use services. Under the governor’s leadership, DHS will invest more than $16-million in ARPA funds over the next four years to improve statewide services for emergency mental healthcare, including funding allocated to counties and tribal nations to address the unique needs of their communities. “The steps being taken by Milwaukee County and other partners to develop and launch this new mental health care facility represent one piece of a much larger puzzle,” said Secretary-designee

Hurricane Ida traps Louisianans, shatters the power grid

Rescuers set out in hundreds of boats and helicopters to reach people trapped by floodwaters Monday, August 30, 2021, and utility repair crews rushed in, after a furious Hurricane Ida swamped the Louisiana coast and ravaged the electrical grid in the sticky, late-summer heat. People living amid the maze of rivers and bayous along the state’s Gulf Coast retreated desperately to their attics or roofs and posted their addresses on social media with instructions for search-and-rescue teams on where to find them. More than 1 million customers in Louisiana and Mississippi — including all of New Orleans — were left without power as Ida, one of the most powerful hurricanes ever to hit the U.S. mainland, pushed through on Sunday and early Monday before weakening into a tropical storm. As it continued to make its way inland with torrential rain and shrieking winds, it was blamed for at least two deaths — a motorist who drowned in New Orleans, and a person hit by a falling tree outside Baton Rouge. But with many roads impassable and cellphone service knocked out in places, the full extent of its fury was still coming into focus. Christina Stephens, a spokesperson for Gov. John Bel Edwards, said that given the level of destruction, “We’re going to have many more confirmed fatalities.” The governor’s office said damage to the power grid appeared “catastrophic.” And local officials warned it could be weeks before power is fully restored, leaving multitudes without refrigeration or air conditioning during the dog days of summer, with highs forecast in the mid-80s

to close to 90 by midweek. The hurricane blew ashore on the 16th anniversary of Katrina, the 2005 storm that breached New Orleans’ levees, devastated the city and was blamed for 1,800 deaths. “For the most part, all of our levees performed extremely well -- especially the federal levees -- but at the end of the day, the storm surge, the rain, the wind all had devastating impacts,” Edwards said. “We have tremendous damage to homes and to businesses.” This time, when daylight came, the streets of New Orleans were littered with branches and some roads were blocked, but there were no immediate reports of the catastrophic flooding city officials had feared. “I had a long miserable night,” said Chris Atkins, who was in his New Orleans home when he heard a “kaboom” and all the sheetrock in the living room collapsed. A short time later, the whole side of the living room fell onto his neighbor’s driveway. “Lucky the whole thing didn’t fall inward. It would have killed us,” he said. The misery isn’t over for many. Stephanie Blaise returned to her home with her father in New Orleans’ Lower Ninth Ward after evacuating. It only lost some shingles. But with no idea when

electricity would be restored, she didn’t plan to stay long. New Orleans police reported receiving numerous reports of stealing and said they made several arrests. The city urged people who evacuated to stay away for at least a couple of days because of the lack of power and fuel. “There’s not a lot of reasons to come back,” said Collin Arnold, chief of emergency preparedness. Four Louisiana hospitals were damaged and 39 medical facilities were operating on generator power, the Federal Emergency Management Agency said. Officials said they were evacuating scores of patients to other cities. The governor’s office said more then 2,200 evacuees were staying in 41 shelters as of Monday morning, a number expected to rise as people were rescued or escaped from flooded homes. Stephens said the state will work to move people to hotels as soon as possible so that they can keep their distance from one another. “This is a COVID nightmare,” she said, adding: “We do anticipate that we could see some COVID spikes related to this.” Interstate 10 between New Orleans and Baton Rouge — the main east-west route along the Gulf Coast — was closed because of flooding,

with the water reported to be 4 feet deep at one spot, officials said. Preliminary measurements showed Slidell, Louisiana, got at least 15.7 inches of rain, while New Orleans received nearly 14 inches, forecasters said. Other parts of Louisiana and Mississippi, Alabama and Florida got 5 to 11 inches. The Louisiana National Guard said it activated 4,900 Guard personnel and lined up 195 high-water vehicles, 73 rescue boats and 34 helicopters. Local and state agencies were adding hundreds of more. Jefferson Parish in suburban New Orleans knew of 500 people who said they were going to stay in areas that were flooded, and it began sending out dozens of boats, Parish Council member Deano Bonano told WWL-TV. Farther south, emergency officials had not heard from Grand Isle since Sunday afternoon. About 40 people stayed on the barrier island, which took the brunt of the hurricane and was swamped by seawater, Jefferson Parish President Cynthia Lee Sheng told NBC. The hurricane twisted and collapsed a giant tower that carries key transmission lines over the Mississippi River to the New Orleans area, causing widespread outages, Entergy and local authorities said. The power company said more than 2,000 miles of transmission lines were out of service, along with 216 substations. The storm also flattened utility poles, brought trees down onto power lines and caused transformers to explode with flashes that lit up the night sky. “We don’t know if the damage is something we can get up quickly,” Entergy

New Orleans CEO Deanna Rodriguez told WWL-TV. The governor said on Sunday that 30,000 utility workers were in the state to help restore electricity. AT&T’s phone system was down all across southeastern Louisiana. Many people resorted to using walkie-talkies. The governor’s office staff had no working phones. People who evacuated struggled to check on those who stayed behind. Charchar Chaffold left her home near hard-hit LaPlace, Louisiana, for Alabama after a tree fell on it on Sunday. She frantically tried to get in touch with five family members who did not leave. She last heard from them Sunday night. They were in the attic after water rushed into their home. Chaffold tried texting, but she didn’t know if their phones were dead and or service was out. “They told me they they thought they was going to die, I told them they are not and called for help,” she said. Ida’s 150 mph (230 kph) winds tied it for the fifth-strongest hurricane ever to hit the mainland. Its winds were down to 40 mph (64 kph) around midday Monday. In Mississippi’s southwestern corner, entire neighborhoods were surrounded by floodwaters, and many roads were impassable. Ida was expected to pick up speed Monday night before dumping rain on the Tennessee and Ohio River valleys Tuesday, the Appalachian mountain region Wednesday and the nation’s capital on Thursday. Forecasters said flash flooding and mudslides are possible along Ida’s path before it blows out to sea over New England on Friday.

August is Black Business Month - conclusion In the conclusion of our salute to Black Business Month, we turn our attention Black-Owned Barber Shops and Salons. I am drawn to an article published by NBC News entitled: “Black Barber Shops and Salons: Safe Havens for Cultural Chats.”1 In the article, it noted that barber shops and beauty salons aren’t just small businesses in the Black community; they are metaphorical street corners or town plazas. Customers visit both to get their hair styled or cut but also for the therapeutic experience: They chat with the stylist behind the chair about what’s going on in their lives, they hear about other regular customers, and they may even catch up on a little gossip. Then the Shepherd Express wrote an article about “How Milwaukee Barber Shops Open Conversations for African American Men”, indicated: “These barber shops, like others in the city, hold onto a culture that has been rooted in the African American community for decades. Barber shops have been a gathering place for Black men, providing a safe place to talk and build self-esteem.”2 As our barber shops and beauty salons reopen, I want to highlight two shops and encourage you to support our Black-owned barber shops and beauty salons.

On Saturday, August 28, 2021, the Milwaukee Urban League (MUL) and its generous partners Great Lakes Coca-Cola, Target, Spectrum, Nosotros Hair Studio, Pretty Girls Are Educated, Sharp Literacy, Walgreen's and America's Black Holocaust Museum joined together to prepare students and their families for a fun and successful start to the 2021-22 school year. MUL's "Family Backto-School Bash" took place behind the MUL office building, 435 West North Ave. "Education is the core of the mission of Milwaukee Urban League," said MUL President and CEO Dr. Eve M. Hall. "We are excited to host this backto-school event for students and families and we look forward to aiding them as they prepare to start a new school year." The event offered school supplies, various activities for students, education and job placement services for adults and COVID-19 vaccinations for adults and children 12 and older.

THE MARY L. NOHL FELLOWSHIPS FOR INDIVIDUAL ARTISTS The Greater Milwaukee Foundation, in collaboration with Black Box Fund and the Lynden, announces the nineteenth cycle of its fellowship program for individual artists. Awards will provide unrestricted funds for individual artists to create new work or complete work in progress. A fellowship exhibition will take place in the summer of 2023 and a catalogue will be published. Fellowships will be awarded in two categories:

$35,000 FELLOWSHIPS FOR TWO ESTABLISHED ARTISTS $15,000 FELLOWSHIPS FOR THREE EMERGING ARTISTS In addition, each artist will receive a $5,000 professional development/production budget. The program also includes a Suitcase Fund for exporting work beyond the four-county area. The program is open to practicing visual artists residing in Milwaukee, Waukesha, Washington, or Ozaukee County.

A journey with Alzheimer’s Recognizing the signs Wendy Smith was a caregiver for her father, Owen Grisham, during his six-year battle with Alzheimer’s disease. She lived close to her parents and handled their finances and doctor’s visit. Leading up to his diagnosiss, there were many signs about his condition. Her father got lost driving, was forgetting things and his sleep became erratic. A turning point came when her father took a fall and Wendy had to call 911 to get him to the ER. In the past, she always went back with him for the assessment, but she knew it was best if the doctors could do a complete review without her answering on her father’s behalf. After that visit, it was deemed it wasn’t safe for him to return to independent living.
