Pastors United honors Abundant Faith Church Pastor Robert Pyles Pastor Robert Pyles of Abundant Faith Church of Integrity and owner of 12 McDonald’s restaurants in Milwaukee and Menomonee Falls was honored by Pastors United during the organizations second annual Dinner Gala and Awards Banquet held at the Italian Community Center on Saturday, April 4, 2015. The Dinner Gala and Awards banquet theme was: Moving Forward – Empowering Families. Pastors Pyles’ career began when he enlisted to serve in the U.S. Air Force after high school. Honorably discharged, Pastor Pyles left military service and began working at a McDonalds when the owner, Jack Priess, suggested he consider becoming a McDonald’s owner. Pastor Pyles accepted the offer and traveled to Denver, Colorado with Priess. Soon after meeting other owner/operators, Pastor Pyles decided he wanted to become an owner/operator. In February of 1998, Pastor Pyles and his wife, Betty, bought their first McDonald’s restaurant on 76th ad Mill Road. They view their restaurants as ministry opportunities for their employees. Pastor Pyles is the first African President of the Milwaukee co-op. Pastor Pyles and Lady Betty Pyles have initiated innovative ways to improve the community by offering individual hope through helping them to move from poverty to prosperity, which Pastor Pyles refers to as his “Up and Out” philosophy. Social Development Commission works to raise awareness on colorectal cancer The Social Development Commission partnered with the Milwaukee Health Department and American Cancer Society to host a senior leadership roundtable discussion at the Milwaukee Athletic Club. The goal of the meeting was to increase collective understanding of the opportunities and challenges faced by Community Health Centers to improve colorectal cancer screening rates and identify opportunities and next steps to increase colorectal cancer screening rates for patients. Black Excellence Awards honors local educator Dr. Janice Pugh, of the Starms Discovery Elementary School, was honored at the 30th Annual Black Excellence Awards Program on Friday, February 27, 2015. Dr. Pugh is regarded as a highly qualified, committed, and creative educator. She was nominated by several community leaders. Dr. Pugh, a native of Milwaukee, is determined to instill the love of learning and courage to dream in her students. Dr. Pugh began her teaching career in 2000. She is involved in a number of community educational projects.

More teeth needed in minority participation ordinance

The Milwaukee Department of Administration Office of Small Business Development Committee, chaired by Second District Ald. Joe Davis, Sr. held a hearing Monday at City Hall to address the city’s current unenforceable ordinance (Chapter 370) requiring minority participation in city projects utilizing public funds. Jose Prez. ordinance was quietly abandoned a few months after it was passed when it was determined to be too difficult to enforce. “Today I would be interested in learning what the council has been doing to develop a more effective version of Chapter 370,” Mr. Conyers said… “I believe that the program has failed and will continue to fail until you as aldermen put some teeth in [the ordinance] and let people know you mean business.” The renewed pledge to tour the construction sites and make another attempt at passing an enforceable version of Chapter 370 came from Alderman Davis, who told Mr. Conyers that he

Vendors doing business with the city of Milwaukee will be reminded that they are required to utilize certified minority-owned small businesses as subcontractors if they use public funds. The decision will also include informal, unannounced inspections of construction sites and another attempt by the Common Council to implement a currently unenforced ordinance requiring minority participation in city projects utilizing public funds. In addition, all city department heads will be expected to utilize minority businesses. The decision was announced at the conclusion of
a regular meeting on April 13 chaired by the Hon. Joe Davis, Sr., of the Department of Administration Office of Small Business Development, one of the permanent boards of the Milwaukee Common Council. Mr. Davis is also Alderman of District 2. His announcement was made following testimony by Nathan Conyers, one of the founders of The Milwaukee Times Weekly Newspaper. During his testimony Mr. Conyers referred to Chapter 370, an ordinance which was approved in 2012 and which among its requirements includes one requiring the city to allocate approximately 6 percent of annual construction funds to certified minority-owned firms. Percy Sledge, the R&B belter whose biggest hit, "When a Man Loves a Woman," became a cornerstone of soul music, died Tuesday. He was 73. Sledge died on April 14, 2015, in Baton Rouge, Louisiana, said Stephanie Price of the East Baton Rouge Parish Coroner's Office. Sledge died of natural causes, said East Baton Rouge Parish Coroner Dr. William Clark. He had been in hospice care for cancer, Clark added. In a career that started in the 1960s, Sledge had a number of hits, including "Take Time to Know Her," "Warm and Tender Love" and "It Tears Me Up" among them. But his first and biggest hit, "When a Man Loves a Woman," towered over them all. Over a mournful, slowly rising instrumental track provided by organist Spooner Oldham, drummer Roger Hawkins and guitarist Marlin Greene -- key musicians of what became the Muscle Shoals sound, heard on countless soul records -Sledge crooned, pleaded and roared his way through the tune. Nothing hindered Margaret Brown from working and getting an education By Jenelle Elder-Green Special to the Milwaukee Times Margaret R. Brown was born May 20, 1927 in Hampton, Arkansas. She was the third oldest of fourteen children, having seven brothers and six sisters. Margaret was raised on a family farm where she picked and chopped cotton and did various other farm chores. She always saved money to support herself and help others, especially her younger siblings. Margaret was married in Hampton at a young age and had one daughter. In 1953 she moved to Milwaukee when she was 26 years of age where she did domestic work
for eight years. Margaret attended MATC where she received a certificate as a power sewing machine operator, working part-time sewing habits for nuns. Beginning in 1966 she worked in the Food Service Department at the VA Hospital for twenty-two years. Upon retiring from the VA Hospital, she worked for Milwaukee Public Schools in food service part-time for another ten years. When Margaret’s daughter was just 39 years of age, she died leaving behind five children. In 1974, Margaret gave up her one-bedroom apartment to purchase a house in which to raise her five grandchildren. In addition to her five grandchildren, Margaret

Margaret’s desire to obtain her high school diploma was realized in 1976, many years after completing her elementary education, when she attended MATC two nights a week for one and one-half years. She has been a member of Greater Galilee Missionary Baptist Church for over 60 years, where she has served on the Senior Usher Board, General Mission Board, and as a Sunday School teacher. Margaret has served as Church Women United Key Woman for twelve years.
Bucks’ ownership unveils futuristic basketball arena to replace BMO Harris Bradley Center By Steve Waring Special to the Milwaukee Times The Milwaukee Bucks' new ownership group publicly unveiled its vision to replace the BMO Harris Bradley Center with a futuristic new basketball arena to be built on more than 30 acres of vacant land just north of the current arena. An audacious two-phase project, which would begin with construction of the basketball arena, a parking
structure and a practice facility for the Bucks ideally completed in time for the start of the 2017-18 season was unveiled at a press conference on April 8. It was described as a $1 billion long-term investment in downtown Milwaukee. The lobby of the Bradley Center went suddenly quiet at around 10:30 a.m., as three large color posters were placed on easels stationed on a temporary platform. The posters showed renderings
of the proposed arena as well as other ‘ancillary’ development which would be attracted to the area in part due to its proximity to the new arena. The three height perspectives were: street level, about three stories high and the last at about 1,000 feet. If completed as envisioned, the project would dramatically change the architectural character of the downtown Milwaukee skyline. Vowing to build a championship-contending National

Basketball Association franchise, both on and off the court, Peter Feigin, president of the Milwaukee Bucks, spoke after reporters and guests had the opportunity to view and photograph the renderings. He said the ownership group was intent on creating a “ripple effect” of other development which would link with successful existing downtown development projects such as Schlitz Park and the former Pabst Brewery redevelopment project. Much of the land for the proposed arena is owned by the city and became vacant when the Park East Freeway was torn down in 2001. The Bradley Center opened in 1988. Only one other NBA franchise plays in an older un-renovated arena and the new ownership group has made a new arena a high priority. The proposed arena would include a swooping roofline and transparent glass exterior walls. The main entrance would face east toward Lake Michigan, not unlike a bookend to the awardwinning Milwaukee Art Museum. The arena would consist of about 700,000 square feet with seating for 17,000. It would also be a stop on the proposed trolley line, ac-
cording to Michael Fascitelli, a successful Manhattan real estate developer who participated in the press conference and has become part of the Bucks ownership group. The arena design was produced by a team led by Kansas City-based Populous; the firm has designed 15 NBA or NHL arenas as well as three Olympic venues. The architectural team also includes the Milwaukee-based architecture firm Eppstein Uhen. Mr. Feigin said a team appointed by the ownership group traveled extensively during the past nine months, with particular interest in incorporating ideas from arena projects that spurred additional development. The representatives declined to be drawn into a discussion about who would pay for what proportion of the estimated $500 million cost of the arena project or how the other $500 million for phase two would be obtained. The proposed plan calls for closing off a portion of Fourth Street to create a pedestrian mall and to tear down the Bradley Center. (Continued on pg. 15)

Electronic aggression (cyber-bullying) (Week 2) This month this column is focused on the topic of electronic aggression a/k/a cyberbullying. Cyber-bullying is bullying that occurs through e-mail, a chat room, instant messaging, a website, text messaging, or videos or pictures posted on websites or sent through cell phones. Examples of cyber-bullying include mean text messages or emails, rumors sent by email or posted on social networking sites, and embarrassing pictures, videos, websites, or fake profiles. Cyber-bullying is different than bullying because children who are being cyberbullied are often bullied in person as well. Children who are cyber-bullied also have a harder time getting away from the behavior. The Centers for Disease Control (“CDC”) in its fact sheet believes cyber-bullying is a public health concern. Why? Because bullying has become widespread throughout the United States. Let’s look at some of the CDC’s
disturbing facts: • In a 2011 nationwide survey, 20 percenrt of high school students reported being bullied on school property in the 12 months preceding the survey. • An estimated 16 percent of high school students reported in 2011 that they were bullied electronically in the 12 months before the survey. • During the 2009-2010 school year, 23 percent of public schools reported that bullying occurred among
students on a daily or weekly basis. A higher percentage of middle school students reported being bullying than high school students. • Cyber-bullying can happen 24 hours a day, 7 days a week, and reach a kid even when he or she is alone. It can happen any time of the day or night. • Cyber-bullying messages and images can be posted anonymously and distributed quickly to a very wide audience. It can be difficult
and sometimes impossible to trace the source. • Deleting inappropriate or harassing messages, texts, and pictures is extremely difficult after they have been posted or sent. Beloved, bullying isn’t something new. The issue of bullying is as old as sin and has recently captured the attention of educators, parents and government officials because of its seriousness and the wide ranging impact it has on the person being bullied. The only way to prevent bullying is to address the issue with our young people. Remember our young people do not deserve to be mistreated by their peers or anyone for that matter. Former NFL star Ahman Green shares his personal connection to Alzheimer’s and his commitment to fight the disease On Wednesday, April 8, 2015, UW-Madison Wisconsin Alzheimer's Institute partnered with the Milwaukee County Department on Aging, the Helen Daniels Bader Fund, Wisconsin Geriatric Education Center, Jammin' 98.3, the Alzheimer's Association of Southeast WI, Black Women 50+ magazine, Avanir Pharmaceuticals, and Brain, Brawn, and Body.com, to present "Breaking the Silence: Addressing Dementia is a Family Affair." The event was a free community breakfast and program presented by The Wisconsin Alzheimer’s Institute – Milwaukee Office that addressed the critical need to break the silence about dementia in communities of color. The breakfast and program were held at the Italian Conference Center, located at 631 E. Chicago Street, in Milwaukee's Third Ward. During the event, Ahman Green, former Green Bay Packers running back and all time leading rusher, shared his personal connection with Alzheimer’s disease. African Americans are twice as likely to develop Alzheimer’s disease or a related dePhoto by Yvonne Kemp mentia compared to Caucasians. Risk for Alzheimer’s is increased by co-occurring health conditions such as high blood pressure and diabetes. Lower levels of education and other socioeconomic characteristics may also increase risk. Lack or absence of health care, insurance, resources, and cultural barriers often impede efforts to reach these individuals. Born in Little Rock, Arkansas more than a century ago, Mrs. Thrya Edwards (seated) is surrounded by her adopted daughters Mary Leonard and Alcenia Scott, along with a host of relatives. She observed her 105th birthday at her home on Saturday, April 11, 2015. Mrs. Edwards' husband Willie, served in the U.S. Army numerous years, and for that reason they travelled often to many areas of the country, including Arizona, Illinois and Washington State. On Wednesday, Mary Leonard, who is not Mrs. Edwards’ biological daughter, stated her adopted mother worked in a box factory and her husband, Willie, worked at the A.O. Smith Corporation in Milwaukee. She went on to say that Mrs. Edwards was an outdoors person, enjoying fishing in Pewaukee and travelling north to rent a cabin and staying overnight to enjoy the outdoors. When asked what was the largest size fish Mrs. Edwards brought home? Mary responded, saying: “She caught a fish as long as my arm.” Mr. Edwards was also a charter member of Bethel CME Church in Milwaukee. Mary and other relatives alternate time caring for Mrs. Edwards, who particularly enjoys everyone coming to her house for Sunday dinner.

Setting goals is important if high school students want to earn college degrees
This advice always is shared with Milwaukee Public Schools high school students who participate in Team Gear Up’s program that arranges visits to colleges around Wisconsin and to some universities out of state at no charge. “When we talk to kids who are considering participating in Team Gear Up on college tours, we let them know that they have a spot in college and if they have a desire to go, they have to set themselves up so they have that opportunity after they graduate from high school,” said Chvala Brown, Team Gear Up coordinator. The path to college may present hurdles for many students, including how to pay for it. Brown said the program is more than just giving students tours of college campuses. “We discuss the importance of getting good grades to help students qualify for scholarships,” Brown said. “There are many students
who believe they can go to college on a Pell Grant but they learn that option may not be realistic for everyone, so we want students to understand there are different options available to fund their education.” MPS students have successfully worked to secure more college scholarships. The MPS Class of 2014 earned $31 million in scholarships, up $7 million from the previous year’s class. Brown said the list of this year’s participants still is being finalized for college tours scheduled to start in May. Last year 2,499 students participated in college tours. Ninth and 10th grade students from eight high schools are eligible to participate: Audubon, Bay View, Bradley Tech, Hamilton, James Madison, Milwaukee High School of the Arts, Morse Marshall and Vincent. This year students will have opportunities to visit several Wisconsin schools: Alverno College, Marquette Universi-

Green space in cities may soothe the heart
Study found lowered heart rates in residents when they walked by vacant lots that had been beautified Turning vacant lots into attractive green plots may make life less stressful for city residents, a new study suggests. The research included people in two Philadelphia neighborhoods who wore heart rate monitors when they went for walks in their area. Some vacant lots in one neighborhood underwent “greening” -- which included cleaning, debris removal, planting grass and trees and installation of a low wooden post-and-rail fence. The participants walked past the vacant lots three months before and three months after some of the lots received the greening
treatment. Being near green vacant lots was associated with an average heart rate reduction of more than five beats per minute, compared with nongreened lots. Further analysis concluded that the total net reduction in heart rate when near and in view of green vacant lots was more than 15 heart beats a minute. “We used heart rate as a physiologic marker of acute stress, and the reduction we found suggests a biological link between urban blight reduction strategies like vacant lot greening and reductions in stress,” lead author Dr. Eugenia South, a physician in the department of

The number of people with newly diagnosed diabetes increased by 23 percent in states that expanded the number of low-income people who are eligible for Medicaid under the Affordable Care Act, a new study reports. “The study demonstrated the benefit of new Medicaid coverage in identifying people with diabetes and initiating therapy in those historically not having health insurance,” Dr. Robert Ratner, chief scientific and medical officer for the American Diabetes Association, said in an association news release.
States that have chosen to expand eligibility for Medicaid -- the government-run insurance program for lower-income people -- now provide access to most non-seniors who make at or below 138 percent of the federal poverty level. That’s about $16,105 for an individual, according to the study researchers. The study compared 26 states
that had initially expanded Medicaid to 24 states that had not. The number of new diabetes diagnoses grew by 23 percent in the states that had expanded Medicaid, compared to less than 1 percent in the states that didn’t expand Medicaid coverage. “Clearly, expanding Medicaid has allowed those 26 states that did so to identify a
large number of people who previously did not know they were living with diabetes,” Dr. Vivian Fonseca, professor of medicine and pharmacology at Tulane University School of Medicine, said in a statement provided by the American Diabetes Association. “Early identification can be potentially life-saving for people with diabetes, and can at the very least greatly increase the chances of preventing or delaying complications,” Fonseca added

Resetting your retirement after divorce Retirement planning can face derailment after a divorce. Married, two-income couples have the advantage of splitting living expenses and pooling all their investment assets, including retirement accounts. Once the marriage is over, costs for separate households may limit the ability of ex-spouses to keep their retirement on track. After a divorce, individuals generally walk away with a share of joint retirement assets based on how they negotiate that split. However, returning to singlehood means the end of shared expenses with housing, food, transportation and related expenses now being paid out of one wallet, not two. This can mean considerably less money to direct toward retirement and other savings and investments. To assure a comfortable retirement, many experts advise individuals to save and invest over time so they can live annually on at least 70 percent of their pre-retirement income. Divorcing couples should retain separate qualified financial experts to assure an equitable split of
assets and a continuing plan to build a solid retirement in single life. Here are a few steps to reset one's retirement goals after divorce. Gather a personal finance team. It's a good idea to hire a financial professional to offer advice on all relevant financial, investment,

benefits. Check the Social Security Administration's Delayed Retirement Benefits page (http://www.ssa.gov/ retire2/delayret.htm) for a discussion of how and when to start taking payments. Also keep in mind that retirees married 10 years or longer who have stayed single may be entitled to Social Security benefits on their ex-spouse's record if they meet certain requirements. Be honest about new financial limitations. If a serious retirement shortfall emerges after divorce, it's important to reset financial priorities. That may mean speaking with family members about necessary cutbacks in certain expenses. It is important to have retirement in the best shape possible to avoid stress on family finances later. Bottom line: The personal and financial disruption caused by divorce can make it easy for newly single individuals to neglect their retirement planning. It is important to seek advice and take all necessary steps to keep one's retirement on track.
