Denali Flavors helps raise money for Salvation Army with '10,000 Scoops Challenge' On Tuesday, July 12, 2016 Denali Flavors, Kemps, and The Salvation Army of Milwaukee invited members of the Milwaukee community to join in a rather delicious philanthropy entitled "The 10,000 Scoops Challenge." Denali Flavors provided cases of their signature "Moose Tracks" ice cream flavor. For every scoop of "Moose Tracks" that was served, Denali donated $1 to the Salvation Army of Milwaukee, up to $10,000. On hand to help dish out the creamy charity were volunteers for the Kemps Dairy, Denali Flavors, the Salvation Army of Milwaukee, Mikey the Moose, and special local celebrity scoopers.

The Garfield Avenue Blues, Jazz, Gospel and Arts Festival returned for its 18th year on Saturday, July 16, 2016 with music, food and more. The festival was held on W. Garfield Ave., from N. King Drive to N. 7th St., and featured four music stages through-

out the day. More than 100 vendors were present selling food, goods, art and more. The family-friendly festival helps showcase the wide variety of artists, musicians, churches, performers and food vendors in the area.

Milwaukee Office of African American Affairs takes steps to open By Martinez Milton Special to the Milwaukee Times The Milwaukee Office of African American Affairs has not hired any staff yet, but they now have a $300,000 budget and held the third of a planned five community listening sessions to help determine what Milwaukee residents want from this new department. On July 13, about 70 elected officials, government staff, members of the public and representatives from the Frank Zeidler Center for Public Discussion met at the Washington Park Senior Center for a facilitated discussion on improving police/community relations. The previous two meetings had focused on the

County’s workforce development strategy. However in light of the recent tragic events in Baton Rouge, Falcon Heights and Dallas, the office decided to change the topic to police/community relations according to Nate Holton, Deputy Chief of Staff for the Office of the Milwaukee County Executive. Participants engaged in a facilitated small group discussion. All comments were confidential and written down to be compiled into a comprehensive report for use in making the most efficient use of the resources allocated to the Milwaukee Office of African American Affairs. Holton said Milwaukee County Executive Chris Abele had begun recruiting and evaluating candidates for three positions, a director, a grant writer

and a community engagement specialist. Zeidler Center Executive Director Dr. Katherine Wilson has been retained as the facilitator for the five listening

sessions which are scheduled to be held approximately every other month. She said the small group discussion format generally helped people to listen

to each other and that the job of the Zeidler Center was to find out the priorities on which the public wants the new department to focus its resources.

Don’t make our most vulnerable children wait longer! In an important show of bipartisanship, Congress is on the cusp of an historic step to help many of the most vulnerable children in our nation who are abused and neglected and at risk of entering foster care and lingering in group care. The U.S. House of Representatives passed the Family First Prevention Services Act (H.R. 5456) on June 21, 2016 to help keep these children safely with their families and out of foster care. I hope the Senate will do the same this week before it leaves for summer recess and not keep vulnerable children waiting and waiting longer. Alumni of foster care frequently say the most important step the state could have taken was to help their family early on to keep them out of foster care. They talk about what a difference it would have made if drug treatment or other supports were available to keep their families together and offer them needed stability in their lives. We often overlook the trauma children experience when they are uprooted from their home, family, and school and are expected to adjust to new environments. My mother was a wonderful foster parent to nearly a dozen children, yet many of her foster children yearned for their birth families. This separation trauma can be intensified for children in group homes and lead to worse life outcomes than experienced by children in family foster homes. Many children who move frequently from family to family or one group setting to another and from school to school wish they could have a stable family all children need growing up. “You don’t age out of families,” they say, underscoring a fundamental problem with

having only the state as a parent. Passage of the Family First Prevention Services Act, identical to the Senate bill introduced by Senate Finance Committee Chairman Orrin Hatch (R-UT) and Ranking Member Ron Wyden (D-OR), will make historic and crucial investments in prevention for children and families. Currently major federal child welfare funding is available to states only after a child has been removed from their home and placed in foster care. This has created a disincentive to help families at the front-end. For many years state child welfare agencies and a range of other providers and advocates have challenged this misalignment in federal funding which undermines the best interests and outcomes for vulnerable children and urged federal investments in prevention. The Family First Prevention Services Act finally does that recognizing that mental health and substance abuse problems bring the majority of children into the child welfare system. It allows federal dollars to be used to prevent and treat such problems and to fund home-based programs to strengthen parenting skills for children in their own families. We know

quality prevention programs work and are less costly than group and congregate care. So we urge the Senate to act now. The Family First Prevention Services Act also redirects federal fiscal incentives to states to help children who must enter foster care be placed with families rather than in more expensive and less effective group care. Over the years foster care alumni have shared their experiences in group home settings with members of Congress and explained how they needed the love and support of their parents or extended families, not rotating shifts of staff in a place that felt more like a business than a home. So this long overdue bill acts to reduce the unnecessary funneling of children into group care settings. Federal dollars are available for family foster care or quality residential treatment programs for children with special emotional or behavioral needs -- often the most expensive care. The bill includes enhanced protections to ensure children remain in residential programs no longer than treatment requires. States will continue to receive federal support for programs serving pregnant and parenting teens and youth 18 and older transitioning from foster care to adulthood. After more than 35 years of feder-

al support, states and localities will now have to pick up the full tab for the care of children in other group settings to better align federal dollars with prevention and the most family-like foster care settings that offer better outcomes for children. Recognizing that this is a big change, these new funds for prevention and restrictions on group care funding will not take effect until three years after the bill is enacted. This three-year delay gives state and local agencies, private providers and child and family advocates ample time to prepare and work with the Department of Health and Human Services to build on the new law’s flexibility in defining who is eligible for prevention services, how the services are defined, and the definition, structure and eligibility for residential treatment programs. There is also initial funding to build on for recruiting and retaining quality foster homes. Could some states get less federal money for group care than they have been receiving? Possibly, but only if they maintain the status quo rather than supporting more family-like settings and treatment for children with special needs. And now all states will be able to use federal dollars for services and treatment to help keep children safely in their families and

out of more expensive foster care. The bottom line must be what’s best for children. A number of states already have time-limited federal waivers allowing more flexible use of federal foster care dollars to show the benefits of investments in prevention. The new federal prevention funds in the Family First Prevention Services Act will become available in 2019 as those waivers end. The new federal reforms build on what Congress has learned from states’ efforts to increase prevention investments and move children in foster care to more family-like settings, steps that improve child outcomes. The Senate should approve H.R. 5456 before summer recess in four days. Attempts to change the bill, even technical amendments, will kill it and send a hurtful message to vulnerable children across the country that continued reliance on foster care over prevention is acceptable. I urge passage of this crucial bill to ensure long awaited services and protections for abused and neglected children. Every child deserves to grow up in a safe and loving family. The Family First Prevention Services Act is a critically important step toward this goal for hundreds of thousands of our most vulnerable children. Community violence and its impact on our children (Part 3) In 2012, then-U.S. Attorney General Eric Holder commissioned a task force and charged it with recommending ways our nation can prevent, reduce, and treat children’s exposure to violence. The task force reported in 2012 that: “We are facing one of the most significant challenges to the future of America’s children that we have ever known. Our children are experiencing and witnessing violence on an alarming scale. This exposure to violence is not limited to one community or one group of children. It occurs in all ethnic and racial groups, in urban, suburban, and rural areas, in gated communities and in tribal lands. Some of our children grow up in safety and stability; but when millions do not, our entire society suffers.” The task force, through a cooperative agreement with the federal Office of Juvenile Justice and Delinquency Prevention, laid out 56 comprehensive policy recommendations. Let’s look at 3 of the recommendations:

1. Identify children exposed to violence. Millions of children in the U.S. are exposed to violence, and yet very few of these children ever receive help in recovering from the psychological damage caused by this experience. The first crucial step in protecting our children is to identify and provide timely and effective help to those who already are being victimized by violence. Some suggestions include: a. Galvanizing the public to identify and respond to children exposed to violence. b. Include curricula in all university undergraduate and graduate programs to ensure that every child and

family serving professional receives training in multiple evidence based methods for identifying and screening for expose to violence. 2. Treatment and healing of exposure to violence. The majority of children in the U.S. who are identified as having been exposed to violence never receive services or treatment that effectively help them to stabilize themselves, regain the normal developmental trajectory, restore their safety, and heal their social and emotional wound. Help isn’t optional when a child’s life is at stake – it is a necessity. Even after the violence has ended children suffer from severe problems with anxiety, de-

pression, anger, grief, and post-traumatic stress that which all can mar their relationships and family life, and limit their success in school or work; the psychological impacts transcend, not only in childhood but throughout their lives and influence one's well being in adulthood. Without services or treatment, even children who appear resilient and seem to recover from exposure to violence still bear emotional scars that may lead them to experience these same health and psychological problems years or decades later. 3. Create safe and nurturing homes. Violence in the home can take many forms, including but not limited to, physical and sexual abuse of children; intimate partner violence; and violence among family members, including siblings, grandparents, or extended family. In some cases, family members may even lose their lives because of criminal violence. The best place for children and adolescents to not only survive but also to thrive is in families that keep them safe and

nurture their development. School renamed after former acting mayor and community leader Marvin Pratt On Friday, July 15, 2016 Milwaukee Public Schools, along with a slate of city and state officials and community leaders, honored former Mayor Marvin Pratt by renaming Silver Spring Elementary School, 5131 N. Green Bay Ave., after him. Pratt was acting mayor of Milwaukee in 2004, and served as alderman from 1987 to 2004, including a run as Common Council president from 2000 to 2004. Pratt was also interim Milwaukee County Executive in 2011. Former school board president Michael Bonds, Ph.D., School Board Director for District 3, introduced a resolution to rename the school in Pratt's honor and the board passed it in October 2015. Outpouring Ministry Network holds 'Cease Fire Tent Revival' On Monday, July 11 through Friday, July 15, 2016, Solomon's Temple Ministries, 2207 W. Center Street, hosted a very special type of summer tent revival. Working with other local ministries, they formed a faith-based anti-violence group called The Outpouring Ministry Network (OMN), and hosted the "Cease Fire Tent Revival." Each night of the revival was themed to inform and help prevent various types of violence that plagues the community. The event featured sermons, lectures, prayer, and songs. Many local leaders made appearances at the revival to help encourage the end of violence in our homes and neighborhoods. Pictured at the event are Milwaukee Common Council President Ashanti Hamilton, Milwaukee Mayor Tom Barrett and the organizers of OMN.

ACTSO is an acronym for Academic, Cultural, Technological, and Scientific Olympics, and it is the principal youth initiative of the NAACP (National Association for the Advancement of Colored People). It is a yearlong enrichment program designed to recruit, stimulate, improve and encourage high academic and cultural achievement among African American high school students. There are 29 categories of competition in the sciences, humanities, performing and visual arts. Milwaukee Public Schools is committed to redefining the MPS experience by expanding its fine arts programming, in an effort to improve outcomes for all students. The district continues to grow arts opportunities for students, including the addition of more than 100 art, music and physical education specialist teaching positions in recent years. Kaprice Maxwell, an incoming senior at Milwaukee High School of the Arts, won the Gold Medal in Contemporary Voice at the 38th Annual NAACP ACT-SO National Competition “The Olympics of the Mind” in Cincinnati, Ohio, July 16-20, 2016 Maxwell is one of five MHSA students who qualified for the national competition by winning gold medals at the local competition in April. The other students are Adjua Nsoroma, incoming senior (Painting); Biluge Ntabala, incoming senior (Oratory); Norskuski Rivers, class of 2016 (Poetry); and LaTora Smith, class of 2016 (Classical Voice). Maxwell won with her performance of a transcription of Ella Fitzgerald’s version of “Blue Skies” by Irving Berlin. Study: Pot while pregnant may raise premature birth risk

Experts' advice to expectant mothers on marijuana use is same as for alcohol and tobacco: Don't do it Smoking pot while pregnant may increase the risk of premature delivery, a new study suggests. Women who continue using marijuana up to 20 weeks' gestation have a five times greater increase in the risk of preterm birth, independent of other risk factors, the researchers report. "Not only did continued use of marijuana increase risk for preterm birth, but it also made these births 5 weeks earlier, on average, with a greater number of women delivering very preterm," said senior researcher Claire Roberts, a professor at the University of Adelaide School of Pediatrics and Reproductive Health in Australia. "That is much more dangerous for the baby, who inevitably would require admission to a neonatal intensive care unit," Roberts continued. "Earlier delivery would be expected to increase the baby's risk for dying and having long-term disabilities." The more often an expecting mother used marijuana, the earlier her baby was born, the researchers also found. The findings don't establish a direct cause-and-effect relationship. But the results suggest that more than 6 percent of preterm births could have been prevented if women did not use marijuana during pregnancy, Roberts said.

Roberts and her colleagues warn that increasing use of marijuana among young women of reproductive age is a major public health concern, especially in light of increased marijuana legalization, for both medicinal and recreational purposes, in the United States. For the study, Roberts and her colleagues evaluated data from more than 5,500 pregnant women in Australia, New Zealand, Ireland and the United Kingdom. About 5.6 percent of those women reported smoking marijuana before or during pregnancy. The survey only asked women about smoking marijuana, Roberts said. "It is possible they used it in different ways, although since they were recruited between 2005 and 2011 it is unlikely that they were using vaporized marijuana," she said. The researchers found that mothers who still smoked marijuana 20 weeks into pregnancy were more than five times likelier to suffer a

spontaneous preterm birth, after adjusting for age, cigarette smoking, alcohol and their social and economic status. The harmful effects of smoking pot are one suspected explanation for these results, Roberts said. "We know that smoking can cause hypoxia -- oxygen starvation --and this would not be a good thing in pregnancy since the baby gets all its oxygen from the mother," she said. These chemicals could interact with systems involved in the developing fetus, such as those that provide metabolic support or help the fetal nervous system develop, DeNicola said. The American College of Obstetrics and Gynecology's advice on marijuana use is similar to that for alcohol and tobacco, DeNicola said -- namely, that expecting mothers should discontinue use during pregnancy.

Elderly benefit from intensive blood pressure treatment Intensive treatment of high blood pressure reduces older adults' risk of heart disease without increasing their risk of falls or other complications, a new study shows. "These findings have substantial implications for the future of high blood pressure therapy in older adults because of its high prevalence in this age group, and because of the devastating consequences high blood pressure complications can have on the independent function of older people," said study author Dr. Jeff Williamson. He is a professor of gerontology and geriatric medicine at Wake Forest Baptist Medical Center, in Winston-Salem, N.C. These new results come from the U.S. National Institutes of Health's Systolic Blood Pressure Intervention Trial (SPRINT). The study included more than 2,600 patients, aged 75 and older. They were randomly assigned to one of two groups: either an intensive systolic blood pressure target of 120 mm Hg or the standard target of 140 mm Hg.

Cardiac Arrest is a major public health problem. There are about 300,000 cardiac arrest cases in the U.S. every year and only about 10% of people survive. This study will compare two commonly used Advanced Airway methods for adults having a cardiac arrest. The study will begin August 2016 in southeast Wisconsin and include Milwaukee County Emergency Medical Services and Flight for Life.
