Photos by Yvonne Kemp

On Sunday, September 11, 2016, The Milwaukee Exposure and Explorer Project (MEEP) hosted its 7th Annual Luncheon. MEEP was founded in the summer of 2009 by former Milwaukee Public School teachers Lilly Simmons, Erma Smith, and Betty Rodgers. The founders recognized the need for urban children to be exposed to the possibilities and opportunities of a variety of careers. They also saw the need for additional support and solicited involvement from individuals who had an interest in their vision. Therefore, the event celebrates the founding of MEEP; and also serves to thank those that have supported the organization. Common Council joins County Board in Mayor Barrett urges residents to install approving creation of office of faucet filters capable African American Affairs of removing lead The Community & Ecogrowing racial disparity in arnomic Development Committee of the Milwaukee Common Council joined with the Milwaukee County Board of Supervisors in approving the creation of a new Office of African American Affairs meant to improve the quality of life for African Americans in the city and county. The legislation was originally sponsored last year by former District 7 Alderman Willie Wade who resigned in February 2016 to accept a job as vice president of the Milwaukee Area Workforce Investment Board. Wade made an appearance before the committee on September 7 to endorse the proposal which the current District 7 Alderman Khalif J. Rainey assumed

eas such as income, incarceration, education and health, housing and public safety. He said creation of the Office of African American Affairs would be a prime opportunity to demonstrate to the rest of America how to improve the plight of inner city residents. During brief discussion of the proposal all five Aldermen present asked to become co-sponsors and the measure was approved unanAlderman Khalif J. imously. The newly created Rainey office will “be responsible for the administration, coorresponsibility for drafting dination and implementation and sponsoring after Wade’s of the city’s policies relating resignation. Wisconsin job creation continues to lag under Walker, Republicans By Urban Media Staff Two recent reports underscore the continued failure of Scott Walker and the Republican controlled legislature to waken Wisconsin’s stagnant economy from its slumber. Economists agree that start-up businesses are the key drivers of new job creation. Last month the Ewing Marion Kauffman Foundation released their annual state rankings of start-up activity and found that for the second year in a row, Wisconsin ranked dead last, 50th out of 50 states. On the heels of that report came new job numbers that showed Wisconsin once again trailing the national rate of job creation. Since July, 2011 – six months into Governor Scott Walker’s term – Wisconsin has trailed the national job creation rate. The latest numbers show Wisconsin ranks 33rd in the nation in job creation. The ranking of 33rd in the country is according to the most reliable measure of job creation, which Governor Walker has referred to in the past as the “gold standard” of jobs numbers. In the wake of the latest dismal numbers on the economic front, Walker has failed once again to take accountability for the state’s struggling economy. This summer, Democrats

Any Milwaukee resident living in a residence built before 1951 should install faucet filters capable of removing lead from drinking water, according to Mayor Tom Barrett who spoke at a September 7 forum on drinking water held at Marquette University Law School. Approximately 70,000 residences representing 45 percent of the total housing stock receive water through a lead pipe, according to the Milwaukee Journal Sentinel. Milwaukee treats water from Lake Michigan to prevent lead contamination, but this step is not a 100 percent guarantee of safe water, according to a water-quality expert who also spoke at the forum. NSF International, the public health and safety organization that tests and certifies residential drinking water filtration systems, has confirmed that three water filters sold in hardware, home improvement and mass merchandise stores for about $30 have been certified to remove 98 percent of lead in drinking water. The three are: Brita Faucet Filtra-

Mayor Tom Barrett tion System, model number SAFF-100 (in white, black or chrome); the PUR Faucet Mount, model number FM3700B; and the ZeroWater® 23-Cup Dispenser, model number ZD-018. Mayor Barrett has said he will include funding to begin the process of replacing the lead pipes in the 2017 budget, but the cost may exceed $500 million. The city’s first priority for replacing lead pipes will be the 385 licensed day-care centers, according to public works officials.

in the state legislature called for a Jobs Summit and emergency session of the legislature to address job creation. Governor Walker and the Republican controlled legislature declined to convene the state’s elected officials to deal with the jobs crisis. Democrats have proposed a package of bills intended to boost job creation and improve wages. Among the proposals were action on student loan debt relief and measures to make childcare more affordable for working families. Either measure would inject valuable dollars into the household budgets of working families that would be spent and spur economic activity. Other measures supported by Democrats included an increase in the minimum wage, which would drive up wages even among those

making more than the minimum wage, and to connect workers with available jobs. Rather than consider these common sense proposals that have broad support among the public, Republicans in Madison pushed through so-called “right to work” legislation that makes it easier for big business and those at the top to profit at the expense of workers, and changes to the prevailing wage that will further harm working families in Wisconsin. For families struggling to make ends meet years after the Great Recession, the inaction by state Republicans is not only frustrating, it is another barrier to the opportunity for prosperity that is at the very heart of the American dream.

Growing Spiritually In Jesus

3

Christian Times

Dr. Hugh Davis Jr., Th.D Pastor of Mount Carmel Baptist Church 1717 Meinecke Ave. Milwaukee WI. 53206

The overruling providence of God

Spiritual growth concerns the believer being transformed for the purpose for which our creator has ordained us. It is about having a closer walk with the Lord Jesus that we might attain to the purpose for which He has called us. Philippians 1:6 (KJV) Being confident of this very thing, that he which hath begun a good work in you will perform it until the day of Jesus Christ: In other words if we have been born again, washed in the blood of Jesus, having our sins forgiven, then we are of the family of God, and therefore the Lord has, and is doing a great work in us. This work will take us to a place with God where our desire will be His desire, and our will, will be His will. In and of ourselves this will not be an easy task, but all things are possible with God. In the book entitled, Spiritual Maturity the author J. Osward Sanders introduces several principles for spiritual growth that we may glean; let's take a look at some. The overruling providence of God Romans 8:26-30 (KJV) Likewise the Spirit also helpeth our infirmities: for we know not what we should pray for as we ought: but the Spirit itself maketh intercession for us with groanings which cannot be uttered. (27) And he that searcheth the hearts knoweth what is the mind of the Spirit, be-

cause he maketh intercession for the saints according to the will of God. (28) And we know that all things work together for good to them that love God, to them who are the called according to his purpose. (29) For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren. (30) Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified. Paul in his writings brings to us much concerning his personal walk with the Lord; he, who at one time was consenting to the injurious conduct and even murder toward Christians, was now one who profoundly practiced and preached a contrary behavior and lifestyle to that of his earlier religious life. The aforementioned verses were a matter of profound conviction for the Apostle Paul. He understood that every aspect of his life was either planned or permitted by God. It was a practical embracing of the truth which enabled him and his companion Silas to sing praises to God at midnight instead of pining over their misfortune. He, and Silas, and all who would embrace and follow that truth could and would understand that all things worked together for

the good to them who love the Lord. To him it mattered little whether physical conditions were favorable, so long as he knew that he was loved by God, and was called according to His purpose. The apostle Paul believed with all of his heart that everything would turn out for the best for him, and the same goes for you and me. The key to the interpretation of the central statement; “all things work together for good” is: This statement must be neither isolated from its context nor divorced from its two conditional clauses, “to them that love God” and “to them that are called according to his purpose.” These two clauses determine and limit its application. The simple fact is that all things do not without qualification work together for God for everyone; nor does this verse claim they do. Two things are presupposed: First, there must be a correct relationship with God. The beneficiary under the promise is a member of God’s family, enjoying and manifesting family affection. Such a person is persuaded

that He who did not spare His own Son would never permit or ordain anything which was not for his ultimate good. Love trusts even when it cannot discern: Secondly, there is partnership, he is one of “the called” according to God’s eternal purpose. What a privilege, honor and blessing it is to be chosen to be one of the “called ones”; to Paul it was inconceivable that God’s perfect design could be thwarted by anything really adverse to him. God is intermingling all things for his good. With God, accidents are not accidental and adversity is not adverse. The conclusion is that God’s purpose unfolds to those whom He has called and loves Him in return. The promise has nothing for man in rebellion against God and out of sympathy with His purpose. To the cold heart, this verse becomes a stumbling block, but it glows with comfort when the heart is on fire with the love to God. In the text, Paul epitomizes the Christian attitude, not defiance or indifference or even resigned acceptance. The Christian joyously embraces adversity or sorrow, knowing that all things whether good or bad are working together for his/her highest good. There are four truths full of comfort and encouragement that emerges from this verse.

1. All things work together for good. The good promised by God is His long sighted good, and may not always seem good and acceptable by us at the time. 2. God’s plan is active. The heart that loves God discerns Him busily at work, even in the most heart wrenching and unwelcome circumstances in our lives. 3. God’s plan is inclusive. Illness, heartbreak, health issues, loss, misfortunes, nervous disorders, bereavement, children concerns, financial matters or lack of, lack of fruit bearing, fruit bearing, joy, peace whatever it is, whatever comes our way, it’s all inclusive and it is all necessary for God’s purpose for our life. 4. God plan is harmonious. They work into a preconceived pattern. God has purpose for our life and all things work together in harmony to bring about His purpose. Jeremiah 29:1112 (KJV) (29:11) For I know the thoughts that I think toward you, saith the LORD, thoughts of peace, and not of evil, to give you an expected end. (12) Then shall ye call upon me, and ye shall go and pray unto me, and I will hearken unto you.

The Counseling Corner

By Rev. Judith T. Lester, B.Min. M.Th

Marital forgiveness (Week 3) When Ashley Madison, the website that helps people cheat on their spouses was hacked, Wisconsin Public Radio Network's (“NPR”) Rachel Martin spoke with Mona Chalabi to help sort through the numbers on infidelity. Chalabi said: “…In May [2015], the polling company YouGov, surveyed about a thousand Americans. And they found that 21 percent of men and 19 percent of women admitted that they had cheated on their partners. But it’s also worth mentioning that about another 7 percent said they would prefer not to answer the question. So you can read into that what you will.” (“Sorting Through the Numbers on Infidelity,” July 26, 2015, Weekend Edition Sunday) The sole committed setting of marriage is the place God designed for the expression of sexual union. God wants a husband and a wife to be loyal, respectful and devoted to one another throughout their married life. Thus, it grieves God when sin enters the marriage relationship through infidelity. However, while infidelity falls short of

God’s standard, it is no greater sin than any other is. It, like all sin, is forgiven at the Cross through Jesus’ atoning sacrifice. As Christians, marriages are going to come under assault by demonic forces, which seek to exploit one’s human weakness. When demonic forces invade the marriage relationship through an affair, the discovery brings extraordinary pain and a sense of deep betrayal, significant anger, bitterness and hostility. Given that intimacy is built on love and trust, the sexual dishonesty tears at the fabric of the relationship bond, and disturbs the core identity of both partners. The once exclusive and sacred bonding of body, mind and spirit has been damaged. The only godly recovery from the devastation of infidelity is forgiveness. Couples who want to save

their marriage after betrayal need specific direction and structure to first stabilize the marriage and secondly to restore it to health. When the disclosure has been made, couples must move quickly to protect their marriage from future affairs. To restore the marriage, couples must go through the process of forgiveness. This process enables the spouse to forgive and let go and get beyond the adultery. This process includes, but is not limited to: Repentance. The Greek word for “repent” is metanoeō (me-tä-no-e'-ō) which means to change one’s mind for better. The offender must repent. Until one genuinely repents, they will never change. Accepting. The offender must be willing to accept responsibility for their actions. Words such as “I did this and it was wrong” can help heal a broken and wounded heart. Apologize. It is important that the offending spouse indicate to their spouse that they will not hurt again and then sincerely work on the behavior that caused the offense to avoid stumbling again and again with the

same offense. Forgiveness. This must involve confession and asking for forgiveness on the part of the erring spouse, and genuine forgiveness on the part of the hurt spouse. (See Ephesians 4:32). Beloved, forgiving a spouse for past hurts sets you free from negative feelings that hold you back from the blessings God has for you. When you forgive, the capacity to love is increased and strengthened. New horizons for a more meaningful and enriched marital relationship is resurrected and made alive by God’s divine love. For if you remain silent, I will be like those who go down to the pit. 2. Hear my cry for mercy as I call to you for help, as I lift up my hands toward your Most Holy Place. 3. Do not drag me away with the wicked, with those who do evil, who speak cordially with their neighbors but harbor malice in their hearts. 4. Repay them for their deeds and for their evil work; repay them for what their hands have done and bring back on them what they deserve. 5. Because they have no regard for the deeds of the Lord and what his hands have done, he will tear them down and never build them up again. 6. Praise be to the Lord, for he has heard my cry for mercy. 7. The Lord is my strength and my shield; my heart trusts in him, and he helps me. My heart leaps for joy, and with my song I praise him. 8. The Lord is the strength of his people, a fortress of salvation for his anointed one. 9. Why are more Black women dying from COPD?

Fewer Americans are dying from chronic obstructive pulmonary disease (COPD), but not black women and the middle-aged, a new government report shows. Between 2000 and 2014, there was a 12 percent overall drop in deaths from the progressive lung disease, according to the U.S. Centers for Disease Control and Prevention. Report co-author Hanyu Ni said the figures aren’t unexpected, noting that “the declines in the COPD-related mortality are consistent with declines in the prevalence of current smoking for

men and women in the United States.” But, Ni added, the study only quantified death rate trends, and didn’t look at the reasons behind those trends. Ni is an associate director for science with the CDC’s division of vital statistics at the U.S. National Center for Health Statistics. Dr. David Mannino, who’s with the University of Kentucky’s College of Public Health, agreed that the study “results are not surprising.”

Health & Fitness

factor driving COPD deaths in the U.S.,” said Mannino, a professor of medicine in the division of pulmonary, critical care and sleep medicine. Chronic obstructive pulmonary disease is a progressive disease of the airways that makes it difficult to breathe. COPD includes emphysema and chronic bronchitis. It’s the third biggest killer in the United States, and most people with COPD are current or past smokers, according to the U.S. National Heart, Lung, and Blood Institute. He, too, cited the nationwide ber one cause of COPD. For the study, Ni’s team redecline in smoking, the num“Smoking is the biggest viewed data collected by the National Vital Statistics System between 2000 and 2014. The report painted a mixed picture of risk. For example, while men saw their COPD fatality rate drop by nearly 23 percent, women saw their rate fall by just 4 percent. Age also played a role. Men between the ages of 65 and 84 saw their death rate drop by nearly 30 percent, while those 85 and older saw their rate dip by 23 percent. But for men between 45 and 64, the death rate rose by nearly 13 percent. Similarly, women between 65 and 84 saw their death rate drop by 16 percent. But those between 45 and 64 saw a rise of 24 percent, while the death rate among those 85 and older increased more than 6 percent. When the numbers were broken down by race, white women saw little change during the study period, while black women saw their death rate rise by 4 percent. Conversely, white men experienced a drop of 21 percent, while black men saw a decline of more than 24 percent. Ni would not speculate on what might explain the gender gap or racial differences. Mannino, formerly chief science officer of the CDC’s Air Pollution and Respiratory Health Branch, suggested that additional factors unrelated to smoking history might affect COPD death trends. Those factors include poverty and/or lack of access to health care, “and may explain some of the racial differences,” he said. Michelle Mielke is an associate professor and epidemiologist with the Mayo Clinic in Rochester, MN. “This report further highlights the need to consider sex as part of individualized medicine,” she said. “Indeed, future research should continue to stratify by sex when considering [the] risk of COPD-related mortality.” The findings were published in the September issue of the NCHS Data Brief.

Looking for an eco-friendly subcompact or the thrills that come with a sports car? Perhaps the practicality of a sedan or a spacious SUV better fits your needs? No matter what type of vehicle is calling your name, planning your purchase can help you save as much money as possible. Consider these six savings tips while shopping for your next car. Whether you're concerned about upfront, monthly or long-term costs, there's something here that can help you. 1. Look for a fuel-efficient car. Buying a hybrid or all-electric vehicle rather than a gas guzzler could help you save money on long-run fuel costs. Plus, state and federal tax credits might give you some additional upfront savings. If you're sticking to a fully gas-powered car, you can still save money by choosing a fuel-efficient model. Once you pick a class of car and determine your budget, use the Environmental Protection Agency's miles-per-gallon rating for each vehicle to estimate and compare the monthly fuel costs. 2. Compare the longterm costs of different cars. In addition to fuel, consider the long-term costs of maintenance, repairs, insurance, taxes, depreciation, fees and financing. To help you with the calculations, Kelly Blue Book has a 5-Year Cost to Own tool that lets you compare longterm costs for 2015 and 2016 models. Edmunds's True Cost to Own® tool does a similar thing for 2010 and newer models. 3. Buy a "new-to-you" car. Buying a used car rather than the equivalent brandnew model can usually save you money. However, you'll want to look at each used car on an individual basis. Consider how it feels during a test drive and its history if you can access it. You may be able to buy a warranty for your used car, or you could purchase a certified pre-owned (CPO) car from a dealership. Dealers inspect CPOs before selling them with a manufacturer's warranty. If you're not buying a CPO, you could hire a mechanic to perform a pre-purchase inspection. It's not a guarantee, but the inspection can help ensure you won't get caught off guard by any unexpected issues. With the right deal on a used car, you might be able to buy the car outright instead of financing the purchase. By paying cash, you

Six ways to save on your next car avoid accruing interest, making monthly payments and worrying about loan-origination fees. 4. Negotiate the purchase. Most people don't enjoy haggling with a car salesperson, but even non-confrontational negotiating tactics can help you save money. For example, once you pick a make and model, you could shop online for available vehicles at nearby dealerships. Reach out to each dealer's internet sales team and ask for

their best total cost, inclusive of taxes and fees. Take the lowest offer and ask the other dealers if they can beat it. If one of them can, take your new lowest quote and again ask the rest

of the dealers to go lower. Keep going until you get a price that works best for you. You could use the same tactic with dealerships outside your area. However, you may have to travel and pick up the car or pay to transport it. Another helpful resource is negotiation services like Authority Auto, which negotiates competitive prices on new and pre-owned cars. For a fee, the online service negotiates each part of the process to get you a better

deal and take some of the stress out of the car-buying experience and only charge a percentage of what they save you. 5. Consider leasing instead of purchasing. Taking out a lease is similar to purchasing a long-term rental. You'll have to return or buy the car at the end of the lease, and you may have to pay fees if you drive too many miles or damage the vehicle. The lease down payment and monthly payments (Continued on pg. 15)

Review: ‘Lady Day at Emerson’s Bar & Grill’ By Jacquelyn D. Heath Special to the Milwaukee Times To kick off its 2016-17 season, the Milwaukee Repertory Theater invites us to take a trip back in time with a genuine jazz icon. Lady Day at Emerson’s Bar & Grill transports the audience to a late 1950’s-era Philadelphia neighborhood night spot for an intimate evening with Billie Holiday. In her heyday of the 1930’s through 1950’s, Billie ‘Lady Day’ Holiday was a singular, trailblazing artist on the burgeoning jazz circuit. She was among the first African American females to be a featured vocalist with an all-white big band during a time when racial segregation haunted all aspects of American culture, including the entertainment world. The play takes us on a journey through Billie’s greatest hits, courtesy of Jefferson Award-winning actress Alexis J. Roston. Roston does not portray Billie. She becomes Lady Day as she recreates the distinctive delivery and impeccable vocal styling for which the singer is known. She serves up a set that includes an array of songs that Lady Day made famous and have since become jazz standards. Between songs, her on-stage, expletive-peppered banter with the audience offers glimpses into the singer’s colorful, but troubled, personal life. The play opens on a sparsely appointed stage with a

Billie delivers her opening number, “When a Woman Loves a Man,” which is met by hearty applause. She immediately reaches for her ever-present liquor glass as she thanks the audience and welcomes them to the show, and to her world. The audience learns that Billie is making this appearance in her hometown of Philadelphia, a city for which there is little love lost between the two. As Billie put it, “Philly’s been a rat’s ass for me. When I die, I don’t care

if I go to Heaven or Hell, ‘long as it ain’t in Philly!” Lady Day’s songs told stories of love and loss, heart hope and heart break. After a few more signature selections (“What a Little Moonlight Can Do,” “Crazy He Calls Me,” “Pig Foot,” “Baby Doll,” Easy Livin’,” “God Bless the Child,” “Strange Fruit”), we learn the following: • Born Eleanora Fagan, Billie was the child of unwed teen-aged parents who finally married when she was about 3 years old. • Billie spent much of her childhood in Baltimore with an aunt while her mother traveled and worked on the railroad. • Billie was the victim of an attempted rape as a youth and also spent time as a prostitute in Harlem. • Billie had a tenuous-at-best relationship with her mother Sadie, whom she called ‘The Duchess’. • Billie was addicted to heroin and had a knack for attracting the wrong kind of men. • Billie had numerous runins with the police and the

FBI throughout her lifetime, served time in prison, and, at the time of this performance, was on parole from a drug bust. They say you can’t make things up in life, you have to live them. Lady Day not only “lived it,” she sang about it in a fashion that painted a palpable portrait of life’s ups and downs. By the end of act one and transition to act two, we are confronted with the painful reality of what Billie’s life had become – erratic behavior, physical impairment, and a demeanor that provided a thin veil of elegance and dignity for a deeply troubled star to whom life and fame were less than kind, and it showed. Leda Hoffmann’s uncluttered direction of playwright Lanie Robertson's work allows us to focus on Lady Day, both the person and the performer. The perfect complement is offered by the virtuoso piano stylings of accompanist Abdul Hamid Royal, who also serves as musical director for the play. He shows off his musical chops through his rendition of the jazz standard,

“Don’t Get Around Much Anymore,” offered as a segue between act one and act two, while Billie is indisposed. Lady Day would pass away in 1959 at age 44 from cirrhosis of the liver and heart disease. She sang her heart out without ever realizing her true desires and longings – for a simpler life with lots of kids, one true and abiding love, real friends, a nice home, maybe owning her own nightclub. As a fictional portrayal of what would be one of Billie Holiday’s last public performances, Lady Day at Emerson’s Bar & Grill shows us just what a huge talent was lost too soon. But her incomparable catalog of music lives on and Billie Holiday remain the standard of musical excellence and style by which jazz vocalists are still measured. Lady Day at Emerson’s Bar & Grill runs through October 30 at the Milwaukee Rep’s Stackner Cabaret, 108 E. Wells St. For tickets and information about evening and matinee performances, call 414/224-9490; or visit www.milwaukeerep.com.

Saving on a new car (Continued from pg. 12) will be lower than buying the same car outright. However, you can still save money by shopping around and negotiating because the down payment and monthly payments depend on the vehicle's sale price. If you like to drive a new car and always want to be under warranty, starting a new lease every few years could make sense. On the other hand, there's more long-term value in buying if you tend to have a lot of wear and tear on your cars. 6. Use alternative means of transportation. Forgoing the purchase of a car altogether might not work for everyone, but it's worth considering if you live in a city or don't regularly drive long distances. Instead of owning a car, you could get around with a mix of carpooling, public transportation, walking and biking. You could also still have access to a car if you join a car-sharing program or use a ride-sharing app or taxi service.
