Gun violence in Milwaukee is down, bucks trend from the rest of country Milwaukee firearm homicides and non-fatal shootings decreased by 28 percent during the first six months of 2016 compared with 2015, according to a recent report by the Milwaukee Homicide Review Commission. The modest decrease is in contrast with a sharp spike in homicides in more than 20 other major U.S. cities, according to data compiled by the FBI. Other serious crimes in Milwaukee, such as rape, robbery, and aggravated assault followed the national trend and increased. The rise in crime follows a decades-long decline in violent crime which seems to have reached a near historic low nationally in 2014. Experts are unsure whether the recent increase in homicides is part of a new crime wave or an exception to the long-

The following six cities, Chicago, Dallas, Jacksonville, Las Vegas, Los Angeles and Memphis all experienced close to double the number of homicides during the first three months of 2016, erasing declines or modest homicide increases in other cities such as Milwaukee. During the first six months of 2016 in Milwaukee, 86 percent (231 persons) of all

shooting victims were black and 89 percent (48 persons) of all shooting suspects were black. The Milwaukee Homicide Review Commission includes recommendations including intervention so that arguments are less likely to end in fatal violence. The mid-year report found that fights were a significant cause of shootings.

Change the image

People see things the way they want to see them. This statement is true when applied to the way African Americans see their children. The problem is other races don’t share the African American viewpoint of African American youth. Other races in the USA have begun to view African American youth negatively. Meanwhile African Americans look upon their youth with rose-colored glasses. Children are supposed to be innocent and gifts from the gods. In the African American community children are changing from innocent gifts to something else. In the USA children of all races have image issues. The group that gains the most attention is African American youth. It’s time for African Americans to address the image problem before some other faction does.

In the USA a teenage African American male has a menacing image. One reason is all ages of African The rose colored glass- American males identify es through which African with the thug persona. that many African American males flock to says one thing to other races: “I’m a menace.” African American parents support this image by buying their male children this type of clothing.

This leads us to today’s society and its view of African American youth. African American males often roam the streets in packs reeking of menace. Would you want to run into a group of young African American males on a lonely street at night? How many times have you seen a young African American female and felt she looked too grown? African Americans have to ask these types of questions and be honest in their answers.

The African American female child is in a similar situation. For years society has labeled African American females as lust-driven fiends. It seems that in 2016 African American parents want to make sure this image sticks. Barrettes and ponytails have been replaced by colored weaves. African American middle school girls normal-

their lack of perceptiveness. This unrealistic image African Americans have of their youth is ruining today and killing the future. African American parents need to unplug the television, log off Facebook and look at their children. You have to put something into a thing to get something out. It’s time for African American parents to put more into their children besides sports and birth control. If African Americans don’t change their perception of African American youth the rose-colored glasses with become black shades of mourning. The Counseling Corner

By Rev. Judith T. Lester, B.Min. M.Th

Community violence and its impact on our children (conclusion) In January 2016, the White House announced new executive actions to reduce gun violence and make our communities safer. The press release from the Office of the Press Secretary noted in part: "Gun violence has taken a heartbreaking toll on too many communities across our country. Over the past decade in America, more than 100,000 people have been killed as a result of gun violence—and millions more have been the victim of assaults, robberies, and other crimes involving a gun." Many of these crimes were committed by people who never should have been able to purchase a gun in the first place. Over the same period, hundreds of thousands of other people in our communities committed suicide with a gun and nearly half a million people suffered other gun injuries. Hundreds of law enforcement officers have been shot to death protecting their communities. And too many children are killed or injured by firearms every year, often by accident. The vast majority of Americans—including the vast ma-

jority of gun owners— believe we must take sensible steps to address these horrible tragedies. Some of the gaps in our country’s gun laws can only be fixed through legislation. Building on the significant steps that have already been taken over the past several years, the Obama Administration has announced a series of executive actions designed to: 1. Keep guns out of the wrong hands through background checks. The Bureau of Alcohol, Tobacco, Firearms and Explosives (“ATF”) is making clear that it doesn’t matter where you conduct your business— from a store, at gun shows, or over the Internet: If you’re in the business of selling firearms, you must get a license and conduct background checks. • ATF is finalizing a rule to require background checks for people trying to buy some of the most dangerous weapons and other items through a trust, corporation, or other legal entity. • Attorney General Loretta E. Lynch has sent a letter

ment of our gun laws. • ATF has established an Internet Investigation Center to track illegal online firearms trafficking and is dedicating $4 million and additional personnel to enhance the National Integrated to states highlighting the im- Ballistics Information Netportance of receiving com- work. plete criminal history records • ATF is finalizing a rule to and criminal dispositions, ensure that dealers who ship information on persons dis- firearms notify law enforcequalified because of a mental ment if their guns are lost or illness, and qualifying crimes stolen in transit. of domestic violence. • The Attorney General • The FBI is overhauling issued a memo encouraging the background check sys- every U.S. Attorney’s Office tem to make it more effective to renew domestic violence and efficient. We Energies spotlights employment opportunities at local community garden clean-up

Every Saturday morning the community garden located on the corner of 9th and Ring comes alive with workers. Neighborhood residents weed and tend to a crop of healthy, locally grown fruits and vegetables. Shortly after sunrise on Saturday, July 16, 2016, approximately 100 high school age young men were joined by representatives from We Energies and local politicians. After the work was completed, refreshments were provided. Before the trash pickup began, We Energies Area Manager Art Flowers gave a

COMMUNITY COLUMN Family ties and FAFSA help father-daughter duo plan for college While Nia Wilson earned an international baccalaureate certificate and college credits at Rufus King International High School, her father completed his college journey. “Seeing him finish his senior year as a nontraditional student prepared me to navigate the college application process, especially as a person of color,” Nia explained. The father/daughter duo graduated within one week of each other in May 2015. Nia Wilson earned her high school diploma. Jon Wilson earned a degree in film from the University of Wisconsin-Milwaukee. “I didn’t think about setting the example for Nia. I set the bar,” Jon Wilson said of his daughter. “The bachelor’s degree was the bar for me. Now Nia’s got to clear it by getting her master’s.” Now a UWM sophomore pursuing degrees in art and journalism, Nia Wilson has some advice for Milwaukee-area high-schoolers applying for college. Her dad might jump in, too. Between junior and senior years of high school, Nia looked for schools with arts and media programs, visit-

Father Jon Wilson graduated from UWM in May of 2015, just a few months before his daughter, Nia Wilson, became a freshman at Wisconsin's only public urban research institution. ing five campuses. She noted their average class size. She met every single college recruiter who came to Rufus King. By the beginning of senior year, UWM had moved to the top of Nia’s short list of colleges and universities. Location, affordability, diversity and degree opportunities made UWM a practical choice, though it wasn’t her first choice. With the college selec-

tion process behind her, there was more work to be done. Applying to college is a marathon, not a sprint. From taking the ACT exam to ordering transcripts, from applying for financial aid to writing essays, students do best when family and school support systems help them stay organized and motivated. “Keep in contact with your guidance counselor,” Nia advised. “My counselor at King

navigated me on very realistic terms. We reviewed my grades, ACT scores and admissions standards to determine what colleges were best for me. Don’t wait until your senior year to get to know your counselor, or you could be really lost.” Parent-to-parent, Jon Wilson offers this essential advice: complete the Free Application for Federal Student Aid (FAFSA) online and on time. All students applying for college must complete the FAFSA online to be eligible for federal loans or grants. High-school seniors can file their completed FAFSA as early as Oct. 1, 2016. University financial aid experts encourage all high-school seniors who want to attend UWM as freshman in fall 2017 to submit the FAFSA by Dec. 1, 2016. “Make arrangements to sit down with your child,” Jon said. “Have all the necessary financial paperwork ready. Do the FAFSA as soon as possible to get the full benefits.” “We did my FAFSA kind of late,” Nia added. “So make it a priority, and if you’re committed to it, it shouldn’t take more than a day once you have all the documents together. If you don’t have a computer, take one of your

parents to the library and just get it done.” Nia spent her freshman year at UWM in the newest university residence, Cambridge Commons. A favorite professor mentored her and connected her to a campus job. She joined the Black Student Union and African American Student Association and interned for Artists Working in Education. Fall of 2016, she’ll expand her circle as a peer mentor to 25 UWM art students. “Getting to know other people of color helps me feel connected and learn more about myself,” Nia explained. “It wasn’t until I committed to staying in this city and getting involved that I really began to understand how many opportunities there are for me at UWM.” Jon stays focused on the home front for now. He’s a stay-at-home dad to his three sons. His second-oldest child, Nia’s sister, will soon apply to UWM. His final advice for parents getting their kids ready for college is simple but specific. “Your kid might miss a few appointments along the way,” Jon said. “Identify the critical places they need to be – financial aid, bursar’s office, academic adviser. Help them get there if they need it.”

These five behavior changes could be early signs of Alzheimer’s Certain behavior changes may be a harbinger of Alzheimer’s disease, and researchers say they’ve developed a symptom “checklist” that might aid earlier diagnosis. Experts have long focused on so-called mild cognitive impairment as an early warning sign of Alzheimer’s disease. That refers to problems with memory and thinking that may or may not progress to full-blown dementia. But now some researchers are zeroing in on a new concept they call “mild behavioral impairment.” The term is meant to describe persistent changes in an older person’s normal behavior. The changes include problems like social withdrawal, angry outbursts, anxiety and obsessiveness. “We’re not talking about a blip in someone’s behavior,” said Dr. Zahinoor Ismail, of the University of Calgary’s Hotchkiss Brain Institute, in Canada. “It’s a sustained change from their former ways of functioning.” And, he said, “that out-of-character behavior can be the first sign of something going wrong in the brain.” So Ismail and his colleagues have developed a symptom checklist that doctors could potentially use to assess older patients for mild behavioral problems. The tool still needs to be studied further, but the hope is that it will help spot people in the early stages of Alzheimer’s. Ismail was to present the work Sunday at the Alzhei-

mer’s Association International Conference, in Toronto. Research presented at meetings is considered preliminary until published in a peer-reviewed journal. “People often think [Alzheimer’s] is all about memory loss,” Ismail said. “But it’s not.” Many patients with dementia, he explained, also have neuropsychiatric symptoms — an umbrella term for problems with behavior, mood and perception. But the concept of “mild behavioral impairment” as a precursor to dementia is new, according to Ismail. “Until now, there hasn’t been a good way to measure it,” said Keith Fargo, director of scientific programs and outreach for the Alzheimer’s Association. Fargo, who was not involved in developing the new checklist, said it still has to be tested in studies. Researchers will need to see whether patients’ results really predict how they will ultimately fare. For now, Fargo said, it’s important for doctors and families to be aware that sustained behavior changes can be a red flag. The checklist breaks symptoms of mild behavioral impairment into five groups. One is “decreased motivation.” It refers to apathy, or lack of interest, in the things a person once enjoyed. An example would be when a grandparent seems to lose interest in her grandchildren’s lives, Ismail said. Another describes emotional symptoms, like depres-

sion, anxiety and irritability. A third focuses on social issues. “Have they lost their social graces, for example?” Ismail said. “Or is there a lack of empathy for others?” Problems with impulse control is yet another warning sign, according to the checklist. That could manifest as agitation, obsessiveness or even habits like gambling. Finally, there are issues with perception or thought “content” — where a person might suffer from delusions or even hallucinations. According to Ismail, older adults may have mild behavioral impairment if they have any of those symptoms, at least periodically, for six months or more. How common is mild behavioral impairment? That’s not completely clear, Ismail said. But some findings he presented at the meeting offer a clue: Among 282 patients at one memory clinic, 82 percent had at least one sign of behavioral impairment. Emotional symptoms and

may be something in their environment that’s agitating them, like too much sunlight,” Fargo said. “Sometimes it’s as simple as removing a trigger.” Some people, he added, might benefit from medications, like antidepressants or anti-anxiety drugs. But that has to be decided on a case-by-case basis, under a doctor’s supervision, Fargo stressed. He also encouraged families to contact the Alzheiproblems with impulse con- mer’s Association Helpline trol were most common, (1-800-272-3900) if they are but over half of the patients looking for resources on were showing apathy and dealing with behavioral ismore than one-quarter had sues. problems socializing, he said.
