Milwaukee Pastors urge Mayor to budget $50,000 for gun buyback program

A local coffee shop was the setting in which a group of about 15 Milwaukee pastors called for city officials to sponsor a $50,000 gun buyback program in the 2014 city budget. The pastors are advocating this method in an effort to curb the city’s number of senseless killings. “Whether hearing it on the news, which affects all of our sense of security and the way we move through our communities, or in other instances knowing a victim or perpetrator, we are all impacted by gun violence,” said Rev. Mose Fuller, pastor of St. Timothy Community Baptist Church. The proposal states, “The citywide gun buyback initiative will provide a monetary incentive - $100 cash gift card for a handgun, shotgun or rifle and up to a $200 cash gift card for an assault weapon to individuals who

The Waukesha Branch NAACP members hosted their 29th Annual Freedom Fund Dinner at the Brookfield Suites on Saturday, October 12, 2013. The 29th annual dinner theme was “We Shall Not Be Moved.” The keynote speaker was NAACP Washington Bureau Senior Vice President for Policy & Advocacy/Director Hilary O. Shelton, who spoke eloquently and succinctly on how the civil right organization has been “protecting the civil rights” for many generations since 1909 when the organization was founded in in New York. The Department of Administration State Controller’s Office released its Annual Fiscal Report on Monday, October 14, 2013, showing a surplus of $759.2-million as of the end of the fiscal year. This is $274.5-million higher than the balance of $484.7-million projected in the January 24, 2013 re-estimates from the Legislative Fiscal Bureau. This results in a deposit of $153.2-million into the state’s rainy day fund, for a total of $278.5-million. In reaction, Governor Scott Walker released the following state-

ment: “When we took office two years ago, we said we would be good stewards of the taxpayers’ money, and this report shows we’re on the right track. Our tough, but prudent, decisions are paying off for Wisconsin families. In just over two years, we’ve turned a $3.6-billion budget deficit into a nearly $760-million surplus. "Our latest deposit of $153-million into the state’s rainy day fund is the largest in state history, and the $278-million balance of the fund is also the larg-

Larson: State surplus stolen from classrooms across Wisconsin The Wisconsin state Senate Democratic Leader Chris Larson released a statement on Monday, October 14, 2013, on the pilfering of education dollars from classrooms across Wisconsin for the governor’s political talking points. “Wisconsin’s increase in reserves can only be attributed to the fact that the state has made historic cuts to educa-

tion spending for Wisconsin children,” said Senator Chris Larson. “Celebrating a surplus of funds at the state level ignores the historic $800-million that was cut from classrooms across Wisconsin in the 2011 budget. Our children deserve better than cuts to their education for the sake of a political talking point.”

Brick-by-brick: revitalizing Martin Luther King Drive

Since 2001, the Martin Luther King Economic Development Corporation (MLK-EDC) has received allocations of more than $25.3-million in Affordable Housing tax credits from the Wisconsin Housing and Economic Development Authority (WHEDA) to either develop or co-develop the King Drive Commons Development located in the 2700 block of Dr. Martin Luther King Drive. Other partners in this historic neighborhood rehabilitation effort include Impact Seven, City of Milwaukee, Wisconsin Development, National Equity Fund, Miller Architectural Group and Universal Construction Solutions. “We certainly appreciate all the support we’ve been given, not only with King Drive Commons, but other developments as well,” said Welford Sanders, Executive Director of MLK-EDC. Phase I, begun in 2002 and completed in 2005, was $3.6 million; Phase II completed in 2008 was a $5.8 million project; Phase III, completed in 2010 was $5.5 million. The first three phases of King Drive Commons Development had Wisconsin Redevelopment as a consultant. The entire King Drive Commons Development space has dedicated commercial and residential opportunities; the new developments in the area include 107 affordable housing units, space for urban farming, an artist gallery; and a Business Center to provide below market rents affordable for small business start-ups, such

This would be a one-time proposition and individuals would be able to participate anonymously and without the threat of retaliation or action by law enforcement.” Pastors are reaching out to communities both faithbased and secular to help stop the violence. Pastor Fred Crouther, New Covenant Baptist Church, concluded, “The pastors of the various churches, and the Milwaukee Police Department, remain committed to providing a safe place for citizens to turn in guns they no longer want. It is a much better choice to remove an unwanted gun from your home than to leave it where it can be stolen and used in a crime.” The group hopes to have the gun buyback program by the end of the year, but they all agree that if the city doesn’t accept their proposal, they will look to other funding sources.

Children's Hospital and Marquette College of Nursing celebrate opening of new community health clinic

A ribbon cutting ceremony was held by Children’s Hospital of Wisconsin and Marquette University College of Nursing to open a Community Health Clinic on Friday, September 27, 2013. The clinic will serve a neighborhood that has few primary care options. The facility will serve pediatric patients from birth to 19 years of age and their adult caregivers. The nurse-managed clinic will be staffed by adult and family nurse practitioners from Marquette University College of Nursing. Health care disparities and limited health care options have historically been a major problem on Milwaukee’s north side.

Discovering my true self in Africa

A vision for rural African prosperity When Jonas Yogo, the Burkinabe farmer, first took me to his farm nearby Po, at first glance it seemed like almost nothing at all - just a piece of mostly barren land with poor soil and a couple of small buildings in the middle. I couldn’t imagine anything growing in that sandy, red soil – except for the scattered trees that were already there and well established. Like almost everywhere else in the rural areas, a donkey or goat here or there was grazing on nitrogen fixing weeds such as clover. Jonas began to explain to me that this was his prize property that he had been farming for 18 years. He said the time I had arrived was too early for the planting, and that’s why there were no crops growing yet. So Jonas pointed out to me areas where he grows maize and cowpeas, his two primary crops. Continuing, he explained that he grows them for seed which he sells to other farmers for them to grow their crops. “Seed producers do very good business here,” he told me. I learned that he cross-breeds maize and cowpeas to produce hybrid varieties better suited for their environment. As we walked the perimeter of the farm, he showed me the massive dug-out rainwater catchment he called “the dam,” which has enough clay on the bottom and a large enough size that it does not dry out even in the 8 to 9 month dry season. He also showed me a nearby area that had the beginnings of a small building. “I will have 20,000 chickens here,” he said. Further walking around the perimeter of the 100 acre flatland, we came upon a large 1 kilowatt solar array and a huge water tank that was 50 feet up in the air, set above a well dug into the ground. “This area is going to be vegetable production with drip irrigation,” he said, “but for now the well has pipes that run 2 kilometers to the nearby area and supplies 10,000 people with clean drinking water.” Instead of hoarding his own water resource, he was readily sharing it. Instantly, he was my hero. Then he took me back into an area with more trees, with a really nice small, va-

cant building. “This is all my land too,” he said, “and I am going to hire a cattle farmer who will live here and raise 200 cattle.” Back in the city of Po, Jonas took me to the new home he was building, which was two stories tall and made out of concrete. He had been working on it for five years and spent about $ 50,000 so far, and had about $ 10,000 left in order to finish it. “I am going to live on the bottom, and I am building the top for you and your family,” he told me. Jonas’ bold and sincere invitation left me speechless. Little did I know then, I was going to soon again not only be left speechless, but also with uncontrollable tears rolling down my cheeks. Over his lengthy career as an information technology entrepreneur, he has worked on tens of thousands of computers and helped dozens of business to have smooth running, efficient computer infrastructure and great looking web sites that generate more business through search engine optimization. In February 2012, Tony began intensive organic farming on a small scale in his living room, including vermicomposting and aquaponics systems, and he completed Growing Power’s Commercial Urban Agriculture program in May 2012. Tony is currently enrolled in the Milwaukee-based Victory Garden Initiative’s Food Leader Certificate Program and Permaculture Design Certificate Program and is building a local for-profit microgreen production business called Farmer Tony’s Mission Greens. Tony recently returned from a three week agricultural mission trip to Burkina Faso, marking his first foray into international work. This series tells the story of that journey. Rebuilding our Community

When it matters most “I have never felt that anything really mattered but the satisfaction of knowing that you stood for the things in which you believed and had done the very best you could.” These were the word spoken by Mrs. Eleanor Roosevelt, wife of President Franklin D. Roosevelt, during the height of World War II (8 Nov. 1944). Mrs. Roosevelt became a catalyst for change and played a pivotal role in civil and human rights. As the longest serving First Lady (3 terms), she made it a habit to improve the social conditions of all Americans, regardless of race, religion and socioeconomic status. This was not done along political lines, but rather as matters of the heart and to what we call being decent and in order. She stood to make America better, to live up to its creed and to ensure that all Ameri-

cans get a fair chance. Over the past decade or two, it appears that much of what she stood for has been lost. It has also been lost due to the fact that so many people today are only concerned about what is in it for them and not for “good” of the greater society. At the heart of what is really being lost is that so much of what happens in Washington, DC affects all Americans. In so many ways, nearly every aspect of our society depends on our national government to work and to work well. This is especially true for the most vulnerable of our society, who depends and need access to medical care, education, food and shelter. The ongoing diversions and miscues of our elected officials in the federal government over the past five years has been something truly for

the record books and you just wonder how in the world some of them were elected in the first place. It is just astonishing to see and hear about all the political games, maneuvers and the disregard for fair treatment of those locked in poverty; the disabled, returning veterans; seniors; children, and the working poor. The essence of America and our way of life continues to not be forged through one’s political affiliation, wealth and influence, but rather through the blood and sweat of the average American who is invested in the pursuit of living a better life for themselves and their family. Hey, Washington! Don’t bargain away our hard-earned Social Security benefits Dear Editor, For all the talk about Social Security, one thing you never hear is the vital role it plays as an engine of the U.S. economy. Yet Social Security benefits do more than keep millions of families afloat and help middle-class workers stay independent after decades of labor. Those payments also fuel a vast amount of economic activity in Wisconsin and throughout the nation, providing an economic benefit that helps us all. In fact, Social Security’s $762-billion in benefits sparked almost $1.4-trillion in total spending last year, according to a new analysis by AARP’s Public Policy Institute. That includes $28-billion of spending in Wisconsin alone. Overall, each dollar in Social Security benefits generates about two dollars in spending, the study found. Impressive as the state data are, the national figures are remarkable. The $1.4-trillion in U.S. economic activity driven by Social Security meant about 9.2 million jobs in 2012, including 195,000 jobs in Wisconsin. That’s an economic benefit worth applauding. Social Security is becoming even more essential as a growing number of older Americans struggle to stay financially secure in a weak job market, with meager savings

and no employer pension to help with the monthly bills. We already knew that Social Security accounts for about half the income of typical seniors, and substantially more than that for millions. But AARP’s analysis (Continued pg. 14)

National Domestic Violence Abuse Month (Week 3) Adult domestic violence is one of the most serious public health and criminal justice issues facing women today. Most victims of domestic violence are women. Between 91-95 percent of all documented domestic violence cases are women being abused by male partners. About 1-2 percent is physical abuse of men by their female partners, and 3-8 percent of the total number of reported domestic violence cases involves same-sex relationship abuse. Domestic violence has no regard for socio-economic status, race, ethnicity, religion, employment status, physical ableness, age, education, marital status, or sexual orientation. This week, we will address the subject of breaking the cycle of abuse, compliments of the Mayo Clinic. If you’re in an abusive situ-

ation, you might recognize this pattern: • Your abuser threatens violence. • Your abuser strikes you. • Your abuser apologizes, promises to change and offers gifts. • The cycle repeats itself. Typically the violence becomes more frequent and severe over time. Domestic violence can leave you depressed and anxious. You might be more likely to abuse alcohol or drugs or engage in unprotected sex. Domestic violence can even trigger suicide attempts. Because men are traditionally thought to be physically stronger than women, you might be less likely to talk about or report incidents of domestic violence in your heterosexual relationship due to embarrassment or fear of ridicule. You might also worry that the significance of the abuse will be minimized because you’re a man. Similarly, a man

being abused by another man might be reluctant to talk about the problem because of how it reflects on his masculinity or because it exposes his sexual orientation. Additionally, if you seek help, you might confront a shortage of resources for male victims of domestic violence. Health care providers and other contacts might not think to ask if your injuries were caused by domestic violence, making it harder to open up about abuse. You might also

fear that if you talk to someone about the abuse, you’ll be accused of wrongdoing yourself. Remember, though, if you’re being abused, you aren’t to blame — and help is available. Start by telling someone about the abuse, whether it’s a friend, relative, health care provider or other close contact. At first, you might find it hard to talk about the abuse. However, you’ll also likely feel relief and receive much-needed support.

By Marquis Garner What is the defintion of a dream? You want me to tell what the defintion of a dream mean? Martin Luther King had a dream, We as black men, need to step up, and take the lead! Treat our black women like queens! Be the real men God said that we are suppose to be as men! Don’t disgrace our community, Show that we know true unity! Don’t use derogatory language Calling our women profane names, Listen to our elders because they most likely boycotted and made it possible for us to sit anywhere on the bus, So remember you can kill the revolutionary, but you can’t kill the revolution! Dr. King had one simple method, he wanted us to live in peace, love, and harmony!

“What’s So Amazing About Grace” (John 8:1-11) was the program theme of Zion Hill Missionary Baptist Church, 1825 W. Hampton Ave., Women’s Day celebration on Sunday, August 18, 2013. The featured speaker was Zion Hill’s First Lady Jenell Williamson whose topic dealt with the amazing aspects of grace. She said: “Under God’s protection plan of grace, we are acceptable to God. God loves you, which is unconditional and is not based on any performance standards. Bulletin Board MPS enrollment grows for the first time in a decade Families recognizing district’s significant improvements and successes

Enrollment in Milwaukee Public Schools grew between 2012-13 and 2013-14, reversing a decline that lasted nearly a decade. Students at MPS' Ronald Reagan College Preparatory High School, added students in 2013-14 thanks to the district's strategic use of facilities. MPS’ fall enrollment count submitted to the state this year was 78,502, up from 78,461 submitted at the same time last year. The modest increase came after the district lost 1,000 or more students each year for the last nine years. “Milwaukee is arguably the most competitive K-12 education marketplace in the country. We are grateful that families recognize the significant improvements we’ve made and the successes we’ve seen by choosing Milwaukee Public Schools,” MPS Superintendent Gregory Thornton said. Part of the district’s success in attracting students

has come from expanding and replicating successful traditional schools and charter schools thanks to strategic use of underutilized or unused facilities. This year, those actions have resulted in Ronald Reagan College Preparatory High School growing by 45 students; I.D.E.A.L. Charter School growing by 30; and Golda Meir School growing by 28. The growth of Golda Meir, rated “Exceeds Expectations” by the state, is expected to continue in 2014-15, as the school uses expanded space received in 2012-13 to serve high school students beginning at 9th grade. It is utilizing a oncevacant middle school building. Proposals in the state Assembly (AB 417) and Senate (SB 318) would take away Milwaukee Public Schools’ ability to use its facilities strategically to expand successful programs by forcing the district and the city to sell buildings.

Board votes to authorize sale of former Malcolm X site The Milwaukee Board of School Directors voted Monday, October 14, 2013 to take the first step in the sale of the Malcolm X complex. It authorized the administration to request the City of Milwaukee sell the building to 2760 Holdings, LLC. MPS buildings are owned by the City of Milwaukee, so the sale must be approved by the Milwaukee Common Council. The building is being sold to 2760 Holdings, LLC for the purchase price of $2.1 million. 2760 Holdings would develop the space. There is an option for Milwaukee Public Schools to lease back any space used for MPS educational purposes.

In addition to growing and replicating successful individual schools, other district successes have also helped attract families. Those include: - More MPS schools are meeting or exceeding expectations and fewer MPS schools are rated as failing to meeting expectations on state report cards. - MPS’ graduation rate has grown 14 percentage points between 2000 and 2012. - More MPS students are taking Advanced Placement courses. - More MPS students are going to college. - MPS Class of 2013 scholarship total was about $24 million, up from about $18 million the year before. - MPS is home to the two best high schools in southeast Wisconsin – Rufus King International School High MPS Photo School Campus and Ronald Reagan College Preparatory Students at MPS’ Ronald Reagan College PreparaHigh School – according to tory High School added students in 2013-14, thanks The Washington Post. to the district’s strategic use of facilities.

The University of Wisconsin-Milwaukee School of Architecture and Urban Planning sponsored a design event this summer for the Dr. Martin Luther King, Jr. Drive Economic Development Corp., where use of the former Malcolm X building as a community center was affirmed.

Healthy blood pressure (part 3) Heart disease, cardiovascular disease (CVD), is the leading cause of death for all Americans age 35 and older. This means men and women among all racial and ethnic groups. According the Centers for Disease Control, over 600,000 people died of heart disease in 2008, 25 percent of all deaths. In other words, one in four Americans died of heart disease in 2008. High blood pressure (HBP) is a major health problem in the U.S. The CDC estimates that 1 in 3 U.S. adults – about 68 million – has high blood pressure. In 2008, HBP was listed as a primary or contributing cause of death for more than 347,000 Americans. African Americans are especially susceptible, and are one of the most likely ethnic groups in the world to receive the diagnosis. HBP has also been diagnosed in twothirds of Americans over 65 and in a growing number of young adults and children. Magic Minerals While there is nearly uni-

versal agreement about the importance of limiting sodium intake for people with HBP, it is equally important to increase your intake of both potassium and magnesium. Potassium works with sodium to help regulate fluids in the cells, and to equalize the acid-alkaline balance in the blood. To function correctly, these minerals need to be in a ratio of 5:1, potassium to sodium. Presently, the typical American diet includes twice as much sodium as potassium. This results in water retention and the loss of potassium through the urine. Researchers from the University of Mississippi report that too little potassium and too much sodium may be a major contributing factor in the development of HBP. To study the effects of potassium, researchers at Duke University ran double-blind studies using potassium supplements. Participants receiving the supplements had a

significant reduction in blood pressure. African Americans showed the biggest drop. Blood pressure went down almost 20 points, causing the speculation that this subgroup might be particularly sensitive to the blood pressure lowering effects of potassium. Also, animal studies have shown potassium to be protective against both kidney damage and stroke. Both of these major health problems can occur because of ongoing high blood pressure. Magnesium also plays a part. The body cannot store potassium without magnesium. Adequate amounts of the two insure that potassium functions more efficiently, eliminating excess sodium

and excess fluids. Surprisingly, magnesium alone can reduce HBP at doses of only 370 mg/d. This was discovered by Lindsey Kass in her meta-analysis of 22 clinical trials (over 1100 patients). The study was reported in the European Journal of Clinical Nutrition. Dietary sources of potassium include sea veggies (highest), legumes (particularly soybeans), apple juice, apricots, avocados, bananas, beets, cantaloupes, carrots, oranges, pears, white and sweet potatoes, raisins, salmon, sardines, watermelon, and winter squash. The RDA is 1.9-5.6 grams per day. Magnesium is highest in kelp, wheat germ and bran, almonds and other nuts, and soy and other legumes. Small amounts (under 100 mg) occur in many fruits and vegetables. The recommended intake ranges from 300-500 mg. Regarding calcium, reports state a “major controversy” surrounding its usefulness in

lowering blood pressure. However, it is noted that up to 30 percent of people with HBP also excrete calcium in their urine, adding that such persons might find more calcium useful. Reports also state that calcium supplements (2 g/d) have lowered blood pressure in people who are salt sensitive. The authors of a 1985 study in JAMA report finding that African American men have lower calcium levels partly as a result of being lactose intolerant. Calcium is found in yogurt and other milk products, soybeans, sardines, salmon, peanuts, sunflower seeds, and leafy greens. The RDA is 800-1500 mg. The DASH Diet supplies 1200 mg of calcium daily. Don't leave tax breaks on the table If someone told you there's a way for you to potentially save hundreds – if not thousands – of dollars on your income taxes by simply spending a few minutes reviewing your benefits and tax paperwork, would you think it sounds like a late-night TV marketing scam? It's not. You've still got a couple of months to tweak your employer-provided benefits and line up a few tax deductions that'll have you smiling next April 15. Here are a few strategies to consider: 401(k) plan. If you haven't already maxed out on contributions for 2013, ask your employer if you can increase contributions to your 401(k) plan for the remainder of the year. Most people can contribute up to $17,500 in 2013, plus an additional $5,500 if they're over 50. If you contribute on a pretax basis, your taxable income is reduced, which in turn lowers your taxes. If you contribute using after-tax dollars, you'll pay tax on the amount now, but the entire account value, including interest earned over the years, will be non-taxable when you retire. Either way, if your employer offers matching contributions (essentially, free money), you should contribute at least enough to take full advantage of the match. Flexible spending accounts (FSAs). If you participate in employersponsored health care or dependent care FSAs, which let you use pretax dollars to pay for eligible expenses, be sure to spend the full balance before the plan-year deadline (sometimes up to 75 days into the following year); otherwise, you'll forfeit the remaining balance. If it looks like you'll have a surplus, consider which 2014

remember that if you give someone gifts worth more than $14,000 this year, you'll need to file a Gift Tax Return along with your federal tax return, even though you won't necessarily owe any taxes on the amount. (Married couples filing jointly can give $28,000 per recipient.) Roth IRA conversion. People at any income level can convert part or all of their existing traditional IRAs or 401(k) plans from previous employers into a Roth IRA. With a Roth, you pay taxes now, but future earnings will accumulate taxfree. If your retirement is a long way off or you believe

your income tax rate at retirement will be higher than it is today, such a conversion might make sense. Remember, however, that converted balances (for pretax savings and their earnings) get added to your taxable income, thereby increasing your taxes – and possibly boosting you into a higher tax bracket for the year. Just make sure you don't need to borrow money – especially from a retirement account – to pay for the additional tax burden today; otherwise you could undo the potential long-term tax advantage of converting to a Roth IRA.

2050 One Region, Focusing on Our Future

The Southeastern Wisconsin Regional Planning Commission (SEWRPC) recently launched VISION 2050, an effort to create a long-range vision for land use and transportation in the seven-county SoutheasternWisconsin Region. Public input will play a large role in shaping this vision—a vision that will be reflected in a new year 2050 regional land use and transportation plan for Southeastern Wisconsin. The year 2050 plan will represent a major update of the year 2035 plans prepared by theCommission in 2006. The vision developed during VISION 2050 will describe how residents want their communities and the Region to develop, and how they want to be connected to the places where they live, work, and play. The “visioning” activities that will kick off VISION 2050 will begin with seven Visioning Workshops that anyone can attend. These interactive workshops will last two hours, with participants asked to arrive about 15 minutes early (to grab a snack/refreshment) and to stay for the duration of the workshop.
