MinDA Overview Signed into law on February 17, 2010, Republic Act 9996 or the Mindanao Development Authority Act of 2010 aims to accelerate the socioeconomic growth of Mindanao by increasing its trade and investments, encouraging private enterprise, and advancing efforts towards peace and development in the island-region. The law strengthens the former Mindanao Economic Development Council (MEDCo), created by then President Corazon Aquino in 1992, into an effective institutional mechanism that shall address the need for a coordinated and integrated approach in the formulation and implementation of various Mindanao-wide and inter-regional development plans, programs and projects including Mindanao and Palawan’s participation to the Brunei Darussalam Indonesia Malaysia the Philippines East ASEAN Growth Area (BIMP-EAGA).

VISION To become the vanguard institution that provides strategic leadership in pursuing a peaceful, integrated and globally competitive Mindanao and ensures that the benefits of its sustainable development are equitably shared and enjoyed by a culturally-diverse, empowered and united Mindanawons.
MISSION Our mission is to serve as Mindanao’s lead agency in coordinating and integrating development efforts that bring about accelerated socioeconomic development of Mindanao. We shall carry out this mission through the active and extensive participation of all sectors in this development process. GOALS AND OBJECTIVES Provide strategic planning and integrated programming of various peace and socioeconomic development programs and projects in Mindanao. Work for inter-regional and Mindanao-wide linkages and synergism of Mindanao stakeholders in pursuing Mindanao’s advocacy agenda. Ensure the active participation of Mindanao and Palawan in the overall BIMP-EAGA subregional initiative. Promote and sustain investments in Mindanao as well as mobilize resources and implement key programs and projects that are needed to address the island’s peace and development imperatives.

FOREWORD
Greetings of Peace from Mindanao, Philippines. Assalamo Alaikum wah’Rahmatullahi wah’barakutuho. The year 2018 has been a productive and inspiring year for the Mindanao Development Authority, best captured through significant figures as a result of the agency’s yearlong efforts of facilitating and coordinating various development efforts across the island in support to the vision of our President Rodrigo Roa Duterte. T ransforming Mindanao is a personal legacy of President Rodrigo Roa Duterte and the track towards this “change” needs to be high-speed. There is no doubt that Mindanao is on its way to progress but the journey towards that goal is not without some roadblocks. President Duterte’s 10-point socioeconomic agenda identifies infrastructure and industry development as the key drivers for more robust economic activities in Mindanao, which is expected to lead to more jobs and reduced poverty. That is why as a government body mandated to provide strategic direction for Mindanao, the Mindanao Development Authority or MinDA, is working hard to ensure that all initiatives related to the socio-economic development in the island-region are facilitated and implemented as soon as possible. The top figures and accomplishments highlighted in this annual report are key to overcoming the roadblocks to Mindanao’s development, including lack of connectivity, poverty, and equitable budget share. All these initiatives, these figures, all represent the ongoing initiatives that we have been doing to integrate the island-region and make sure that development is made for all and felt by all through equitable employment opportunities.

Power With Mindanao entering an era of excess supply, MinDA has focused on ensuring that sustainable and affordable power is available in all areas of Mindanao. 5000 households connected to RE source: Through a partnership with the European Union’s Access to Sustainable Energy Program (ASEP), more than 5000 households in the municipalities of Sitangkai and Sibutu are expected to be connected to Renewable Energy sources.
Mindanao Collective Trademark As we work towards achieving a sustained access to global markets, we are also doing parallel efforts to add value to Mindanao products to reach the international market, through a Mindanao Collective Trademark, which signifies the distinct quality and increased competitiveness of Mindanao’s enterprises products. This trademark will also serve as a vehicle for an efficient marketing of Mindanao’s varied products ensuring that sound quality management practices are in place across the value chains.

Malaysia International Halal Showcase 2018. In the establishment of the Mindanao Halal Council, MinDA has conducted rounds to lobby the creation of the Local Halal Council, the following key cities has expressed interest to work with MinDA in the mechanism to develop and promoted Halal in Mindanao. Davao City – has expressed intention to expand Executive Order No. 12, Creating for the Purpose the Davao City Halal Council into an ordinance further accepting the endorse draft ordinance by MinDA as one of the basis to expand the scope of their Halal Council Zamboanga City – has passed a Halal monitoring ordinance (Ordinance No. 489) creating the Halal Inspection and Monitoring of Zamboanga City. Cagayan de Oro City – also expressed their interest to establish their own Halal Council.
To bring about the understanding and unity among the concerned stakeholders of Halal, MinDA along with the members of the Philippine Halal Export Board conducted the 1st Philippines National Halal Conference, thus, the event were able to gather the Muslim Leaders and other industry players to support the Philippine Halal Strategic Road Map which would bring about unity among the community.

Believing that Mindanao can significantly grow as one island economy, MinDA embarks on a spatial strategy that is inclusive, integrative and that clusters Mindanao regions based on their strengths: the Mindanao Development Corridors. The corridors strategy focuses on investment facilitation, industry development, interconnectivity, transport and logistics, innovation and institutional building along with environmental integrity. Under this strategy, 12 catalytic projects are being pushed by MinDA for implementation. These include the
development of freeports and agro-economic zones in poor provinces in Mindanao, interconnectivity projects (railway, interregional roads bridges, airports) and renewable energy. MinDA has commissioned the development of business cases and conceptual framework for these projects including the generation of a Mindanao-wide OriginDestination (OD) data as input to the Trans-Mindanao High Speed Railway System and Mindanao Transport Planning.

Picong Freeport, Agri-Industrial Zone and Hajj Terminal The Picong Freeport, Agri-Industrial Zone and Hajj Terminal envisions an optimized logistics network within the Northern Mindanao and Bangsamoro Development Corridor. It puts together in one location the international and domestic gateways, food processing,
and manufacturing industries. It will also enable value adding of products and industries by allowing Mindanao to transition from a mere raw materials producer into an agro-industry economy while promoting rural and value chain development within its hinterland.
The Conceptual Framework of the Picong Freeport, Agri-Industrial Zone and Hajj Terminal in Lanao del Sur is completed with rendered perspective, action plan, indicative costs and draft LGU resolutions as of 2018.
Tawi-Tawi Freeport and Special Economic Zone 5 local government units capacitated on ecozones development. The conceptual framework and business case with indicative costs was forwarded to ADB for assistance on the feasibility study preparation.

Mindanao 2030: Updating of the Mindanao 20/20 Peace and Development Framework Plan Sectoral consultations were completed for the updating of the Mindanao 20/20 Peace and Development Framework Plan, with new strategies formulated including the environment and innovation as additional themes for the Mindanao 2030 plan. Initial assessment was done through a series of validation on the theme objective statements, indicators and targets to better align with United Nation’s 17 Sustainable Development Goals, BIMP-EAGA Vision 2025, Ambisyon 2040, Philippine Development Plan 2017-2022, and local and
regional developmental plans. Mindanao 2030 envisions a vibrant Mindanao economy that is unified and integrated, driven by socially and environmentally responsible enterprises that are internationally competitive, built on judicious and sustainable management of its rich human, natural and cultural endowments, and providing wide employment and broad and equitable benefits to all Mindanawons.
Finalization of the Metro Davao Urban Masterplan
The masterplan is scheduled to be presented to President Rodrigo Duterte during its official launching in 2019. The Metro Davao Urban Master Plan (MDUP) is the first master planned project for a metropolis in Mindanao and a collaborative effort of Mindanao Development Authority (MinDA) and the Local Government Units of Metropolitan Davao. It is strongly rooted and founded
on the vision, goals and objectives of national, regional, and local development plans. The MDUP is intended to reflect the dreams and aspirations of all the stakeholders of Metro Davao. It is in pursuit achieve the greater inspiration for the Metro Davao in line with the Mindanao Development Corridors Strategy.

No less than Federalism can solve the problems of Mindanao
“
Almost five decades have passed, and four Agreements have already been inked but the Mindanao Conflict remains unresolved. Somehow, these attempts have become palliative solutions to our conflict problems. Unless historical injustices are redressed, and the right to self-determination of the Bangsamoro is recognized and respected, Mindanao will always be drawn into a painful and heart-wrenching cycle of war and peace. Through the years, the calls for self-determination have not been confined solely to the Bangsamoro, but are coming from a wider base of Mindanawon constituents who lament the neglect of Mindanao. What is clear at this point is that Mindanao cannot move forward unless such clamor for self-determination and self-reliance is addressed. And this can only be satisfactorily addressed by a shift to a Federal system of government. Along this line, MinDA conducts massive awareness and education campaigns across Mindanao and Palawan

and employs quad-media (radio, print, social media) to discourses on federalism. MinDa proposes for a suitable federation using a spatial cointegration model that will safeguard the cultural, political and economic ingredients to sustain growth within the federal system. The Mindanao Development Corridor (MinDC) which is a cluster of competitive and comparative advantages of geo-spatial places conceived the proposed States for Mindanao. To date, MinDA has initiated the convention of Davao Region Federalists which will draft the Davao Region Basic Law. Through the Indigenous People’s Convention, a resolution was also crafted affirming the IP group’s support for a systemic shift to a federal form of government. This is on top of the Bangsamoro State Constitution (BSC) which was drafted by the All Moro Convention which was presented to President Rodrigo R. Duterte and was used as reference by the Consultative Committee.

A total of seven hundred (700) participants, mostly students and faculty of ACN, attended the MinDA’s orientation on Federalism. The Assumption College if Nabunturan delved on the need to provide context of federalism relating to the local and international political structures.
Three hundred (300) students and faculty was oriented on the basics and impacts of Federalism on Mindanao’s development. MinDA partnered with DILG Federalism Focal Point Person, Mr. Edwin Mayormita, during the said activity.
