About the Mindanao Development Authority The Mindanao Development Authority is a government agency created under Republic Act 9996. It is mandated to promote, coordinate, and facilitate the active and extensive participation of all sectors to affect Mindanao’s socioeconomic development. It also acts as the Philippine Coordinating Office (PCOBE) for the Brunei Darussalam Indonesia Malaysia the Philippines East ASEAN Growth Area (BIMP-EAGA), ensuring the active participation of Mindanao and Palawan in the sub-regional economic cooperation.

Message from the Chairman

The year 2020 will always be remembered as a year of extra ordinary challenges and difficulties. We experienced the parade of typhoons in Luzon and the earthquakes in Mindanao while confronted with the nationwide economic regress and health threat affecting business, income, and the whole nation’s general condition. The danger of the COVID-19 pandemic continues to be a clear and present danger. Looking back at the past year, we nonetheless ended up productive and resilient amidst the hardships and given the limited resources. Again, we have demonstrated resiliency, resourcefulness, persistence, and a heightened sense of service to our fellow Mindanawons, especially the marginalized. These are the reasons that drive us at the Mindanao Development Authority to push forth with undertakings to jumpstart Mindanao’s economy from the pandemic and other crises’ adverse impact. Detailed in this 2020 MinDA accomplishment report, which we are pleased to present to all of you, our programs and projects we spearheaded which have a practical and immediate impact on increasing productivity of agriculture and fishery sectors, reduce poverty across regions, and trigger quick economic recovery from the pandemic, calamities, and disasters ensuring food security and presenting livelihood opportunities for our people.

These accomplishments are just among the many testaments that we can bounce back from one of the most testing times for the island-region. As the inherent strength of Mindanao, we see the agriculture sector as our hope amidst this bleak period. The development of the Agri sector, specifically the improvement of the whole value chain, has been one of MinDA’s strategic priorities. We firmly believe that our projects to address agricultural productivity also address poverty. If we improve agriculture, we also solve other problems like unemployment and hunger. And with the absence of poverty and the influx of more investments and jobs, we hope to secure our peace gains. We have successfully staged the MinDA Tienda in Kidapawan, Manila, and Baguio. The Tienda facilitated farmers’ access to big markets for their agricultural goods and fish products, ensuring profitability. The Balik Probinsya, Bagong Pag-Asa Program in Mindanao was launched with a ceremonial turn-over of funds to its beneficiaries in the Bagong Pag-Asa Organic Village in Kauswagan, Lanao del Norte as one of the two resettlement areas identified alongside a site in Kalawit, Zamboanga del Norte is one of the significant accomplishments of MinDA being the lead coordinating Agency of the program in Mindanao. The first Mindanao Vegetable Derby in Miarayon, Talakag, Bukidnon, which featured the best locally-grown high-value crops, paved the way for the facilitation of marketing deals. For an agency with around 178 million peso budget every year, I conclude we fared outstandingly in terms of projection and showing cohesion in our programs’ implementation. We have to continuously channel all efforts in pursuing advocacies in the coming years. We closed 2020, carrying on to bring about an immediate impact in uplifting the lives of Mindanaoans by creating economic opportunities, improving productivity, and achieving food self-sufficiency and sovereignty. Our shared vision for Mindanao will keep us inspired to work harder to achieve inclusive, sustainable, and balanced socio-economic development that will be enjoyed by everyone. MINDANAO INVESTMENTS.

There are agreements among private sector investors that have graduated to possible commitments out from the investment facilitation initiatives of MinDA. The maturing investment potentials are noted with the preparation of feasibility studies, business plans or marketing /supply agreements. Some of these investment leads include supply of natural crumb rubber involving the Provincial Local Government Unit (PLGU) of Cotabato and Sunshine Rubbertech. An investment facilitation project for Davao Association USA (DAUSA) and the Filipino-American Community of Los Angeles to stage the MinDA Tienda in the early months of 2020, which event was put aside due to COVID-19 but would be revived when the pandemic is over. The feasibility studies resulting from investment leads include the construction of 5 MW Palm oil biomass project, Productive Uses of Renewable Energy (PURE) in Mindanao’s agriculture sector, the communitybased and cooperative business model for mini-hydro and solar power plants in Mindanao, construction of 6 MW solar rooftop project for mega warehouse facility, Bangus Fingerling production project, and establishment of Mango MRL Laboratory Testing Facility. Marketing agreements are also being discussed for the supply of premium highlands coffee to a Melbourne-based company, and supply of high-value vegetables and coconuts. There are also five (5) private sector agreements that have graduated into actual commitments such as the supply of organic rice to local, national, and international markets; the Green Partnership linking Mindanao producers to caring consumers of Manila; the supply of fruit to markets in Luzon; the Bangus Fish Cage project in Mati, Davao Oriental, and the contract agreement for the supply of peanuts.

MinDA Tienda in Manila

MinDA Tienda in Kidapawan

MinDA TIENDA. The MinDA Tienda is a marketing program to access the Mindanao farmers’ and fishermen’s stable market to ensure profit and productivity. One unique feature of the MinDA Tienda is its ability to provide and ensure access of people to rolling markets during disasters to avoid the excessive price charges during calamities.

The marketing strategy aims to promote affordable food and facilitate availability through rolling outlets and online platforms. Farmers and fishermen can sell their produce directly, bringing down cost by trimming the value chain. Completed MinDA Tienda: MinDA Tienda in Kidapawan. In cooperation with the City Government of Kidapawan last August 14-16, 2020, more than 3,000 kilos of fresh and high value vegetables from IMTASULA Complex, Bukidnon were sold to consumers at a reasonable price. Particularly, the activity promoted the produce of Lantapan Vegetable Farmers Marketing Cooperative of the Municipality of Lantapan. This includes carrots, lettuce, cabbage, and Chinese cabbage. With the staging of the MinDA Tienda, the farmers were offered a better price of their vegetables from a very low Php2 a kilo, to Php15, saving the farmers from the predatory control and manipulation of the middlemen.

MinDA Tienda in Baguio

MinDA Tienda Goes To Manila. Conducted last October 23-25 2020 in partnership with the City Government of Manila, this Tienda episode generated a total actual and committed Php 48 million sales. It featured more than fifty (50) Micro, Small, and Medium Enterprises (MSMEs), farmers and their products from the six (6) regions in Mindanao held at Kartilya ng Katipunan Park near City Hall of Manila. Some of the Mindanao products that locals sold and bought were the Davao Region’s durian, SOCCSKSARGEN’s lansones, mangosteen, and marang, BARMM’s marine products and traditional fabrics, Zamboanga’s canned sardines, and CARAGA’s squash pancit canton and tablea. Aside from direct selling, the activity also generated investment and market links between and among Mindanao MSMEs and Luzon traders. For example, The Mindanao B’laan Multi-purpose Cooperative was able to showcase their products and was able to supply their farmer-members’ fruits to various markets in Luzon. MinDA Tienda Goes to Baguio City and Cordillera Region. This episode was organized last November 14-15, 2020 in partnership with the City Government of Baguio. Mindanao products and fruits like Durian, Mangosteen, Pomelo, Mindanao Beef, Canned Chicken and Ready to Eat Meals in cans, handicraft items and dried fish were sold and displayed. The activity generated an actual sale of almost Php 1M.


BEAUTY AND BOUNTY OF MINDANAO. This initiative aims to boost the media presence of MinDA through the production of videos that feature the places that are hardly reached or known about yet possess the majestic beauty of nature and the abundance of nature’s harvest across Mindanao.

A total of 86 videos describe in detail the beauty of select places in Mindanao, including falls, lakes, vast plains, turtle sanctuaries, and the bounty of Mindanao fish, vegetables, fruits, rare trees, which are unknown to the greater public, especially outside Mindanao. Some of the videos have reached a million views indicating renewed interest in Mindanao and converting the age-old impression of Mindanao as an island in conflict to an island of much scenic beauty and endless bounty.

CORN GRAINS SILO STORAGE PROJECT. Local Government Units in

Mindanao participating in the Corn Grains Silo Storage (COGSS) will have access to a loan facility for operating capital from the Development Bank of the Philippines (DBP) as facilitated by MinDA. The COGSS program was designed to develop the corn industry in Mindanao to establish a stable corn supply and shield the corn farmers from the price manipulators, thereby benefiting the corn farming families as well as the feed mills, the livestock, and poultry-raisers which are also dependent on corn and its products.

Baungon, Bukidnon is the pilot LGU to enrol in MinDA’s Corn Grains Silo Storage Program. Following them is the PLGU of Misamis Oriental.

The Baungon Municipality of Bukidnon is the first LGU to implement the Program, while Misamis Oriental Province also manifested interest in implementing the same Program.

SORGHUM DEVELOPMENT PROGRAM. This program aims to provide additional grains material for livestock and poultry feeds in Mindanao. The Program envisions increasing productivity and restarting the economy badly hurt by the Coronavirus pandemic.

Various LGUs such as those in BARMM, Davao del Norte, Agusan del Sur, and Misamis Oriental received sorghum seeds to provide an alternative or complementary livelihood to the people of the said areas.

BARMM, Davao del Norte, Agusan del Sur, and Misamis Oriental are some of the LGUs that have received sorghum seeds as a part of MinDA’s Sorghum Development Program.

INTERNATIONAL RELATIONS.

As the Permanent Coordinating Office for the BIMP-EAGA, MinDA generated substantial interest among countries like Japan and South Korea to engage in the BIMP-EAGA leading to the agreement of conducting a virtual business investment forum with key Japanese and Korean investors, which is initially slated for the first quarter of 2021. While conscious of the efforts to learn from partner countries on efforts to curb the spread of the COVID-19 virus, MinDA facilitated the recovery policy measures for P-EAGA Sea Linkages such as the Omnibus Rules on the Issuance of Special Permit for the Temporary Utilization of Philippine-registered Domestic Ships to Operate in International Voyages (MARINA Memorandum Circular No. OS 2020-01) which is timely as-needed assistance to shipping operators amid the pandemic. The said policy measure is also vital in the barter trade operations due to its coverage of traditional ships plying along the EAGA routes. MinDA also assisted and encouraged Davao-based establishments to pursue Halal compliance leading to increasing accommodation of request for assistance for Halal accreditation and compliance of the various establishments in Davao Region. As a result, MinDA urged DOT (through its Davao Office) to develop Muslim Friendly Accommodation Accreditation Guidelines. Moving forward in 2021, MinDA will continue to encourage other key cities in Mindanao to expand engagement in Halal.

Policy Advocacy,

Project Development, Review, and Resource Mobilization

MinDA was able to mobilize funding from the Food and Agriculture Organization (FAO) for the said study. MinDA’s counterpart included links to agriculture and food networks in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and Region XI and disseminated research results and advocacy during the MinDA Board meeting and Mindanao Policy Forum.

LIVELIHOOD SUPPORT ADVOCACY. In support to the Taraka Enterprise Development Program which

aims to promote community farm as an alternative or as complementary livelihood, MinDA downloaded Php 2,370 375 to Taraka LGU, with this the LGU counterpart a total amount of P500,000 in the form of construction of layer house and egg room, human resource, and utilities upkeep. The community farm is being operated and managed by an LGU-led economic enterprise. Target partner beneficiaries are the rice farmers in Taraka. To sustain the community livelihood, MinDA partnered with Central Mindanao University (CMU) for the New Hope Program, which is envisioned to assist impoverished post-conflict communities by providing learning opportunities and agri-business options to harness productive and self-sufficient entrepreneurs. A total of P1M was downloaded to CMU in support of the New Harmonizing Opportunities for People Empowerment (HOPE) which fund will be utilized for the various chicken breeds and the setting-up of a research cum training and production center. MINDANAO POLICY FORUM. Faced with

the threats of the spread of the COVID-19 virus and the need to recover from the adverse impact of the pandemic, the Mindanao Policy Forum conducted last September, in partnership with the Philippine Institute for Development Studies (PIDS) and the Ateneo de Davao University, revolved around the theme Bouncing Back in the New Normal thru Countryside Development and Agricultural Resilience where innovation in the agriculture sector in sustaining the country’s food production amidst the pandemic and the importance of boosting the sector’s resilience to natural hazards and other forms risks. Policymakers, educators, government workers, and students alike valued the policy studies on the pandemic’s impact on the economy and the food/ agriculture sector.

POLICY RESEARCHES AND POSITION PAPERS. Fifteen (15) policy research, fact

sheets, and position papers were produced to advance understanding and support to Mindanao development advocacies. The studies and position papers were endorsed to the MinDA Board, partners in Congress, and committees to aid in evidence-based policyoptions, policy formulation and decision-making.

CREATION OF A MINDANAO RIVER BASIN AUTHORITY. Parallel to creating a

Mindanao River Basin (MRB) Authority, MinDA put forward a recommendation to create a Mindanao River Basin Council, providing funds, therefore, via Executive Order, as the faster policy track. Once the MRB Authority law is passed, the Council will graduate into an Authority.

MINDANAO BUDGET STUDY.

MinDA is recommending a fair share of the budget for Mindanao, especially for infrastructure projects. This continuing advocacy aims to provide information and rally support to all Mindanao legislators to secure an increased budget for the island-regions. The budget increase advocacy of MinDA primarily focused on the prioritization of sustainable infrastructure development that fully supports development of industries, Small and Medium Enterprises, ecotourism, and other projects that contribute more to poverty alleviation. MinDA contends that public investment in infrastructure, economic growth, and ultimately, poverty reduction come in coherence in ushering sustainable development. MinDA Accom Report 2020 | 10

30 YEAR NATIONAL INFRASTRUCTURE PROGRAM ACT. This is a proposal from the

Construction Industry Authority of the Philippines (CIAP) that seeks to enshrine a long-term national framework in law supporting the government’s Ambisyon Natin 2040 vision. MinDA supports the passage of the 30 Year National Infrastructure Act, and further proposes, among others, that catalytic Mindanao infrastructure projects, as enumerated in the Mindanao Investment Program, be included in the plan, and that the Mindanao planning process, as defined by RA9996, be integrated into the national infrastructure planning process. The CIAP appreciated MinDA’s recommendations.

COMMITTEE ON MINDANAO AFFAIRS FACT SHEET. MinDA’s inputs were considered in the

updating of the Committee on Mindanao Affairs Fact Sheet, which contains Mindanao facts and figures, as well as priority legislative measures for Mindanao.

UNIFORM MINIMUM WAGE. This policy study

provides evidence of the possible detrimental effect of the labor demand and supply scenario in Mindanao on the proposed uniform minimum wage rate across the country for the BP2 Program.

TAX EXEMPTION FOR BALIK PROBINSYA BAGONG PAGASA PROGRAM INVESTORS

Possible arrangements for tax and other financial incentives that would attract investments to locate in BP2 sites in Mindanao.

SITUS OF TAX. This is a policy study on the issue that corporations and other businesses whose principal offices are located in Mindanao is not remitting taxes to Mindanao, but rather, Metro Manila, where their central offices are located.

The study proposes an amendment to Section 150 of the Local Government Code (Situs of the Tax) and the issuance of a Local Finance Circular by the DoF prescribing the situs of tax for mining.

MINDANAO’S DEPENDENCY ON RICE IMPORTS. This assessment emanated at the start

of the Covid-19 lockdowns. MinDA assessed the food imports that might be affected due to the declaration of some countries to suspend food exportation to ensure food sufficiency in their respective countries. The study highlighted rice and was presented to the MinDA Board during its September meeting. The Board passed a resolution calling for the review of the Rice Tariffication Law. CREATION OF A SUSTAINABLE DEVELOPMENT GOALS (SDG) COUNCIL.

Localization of SDG targets at the provincial and city level has been emphasized in the Philippine voluntary national review and captured in House Bill 7504, which seeks to create the Philippine SDG Council.

PROPOSED EXTENSION OF BARMM INTERIM GOVERNMENT. Stakeholder interviews

on the pros and cons of the proposed extension of the BARMM interim government.

AMENDMENT OF EO 467. The MinDA Board

passed a resolution that endorses, among others, the amendment of EO 467 to allow broader access to satellite internet.

RAPID ASSESSMENT OF COVID 19 ON FOOD VALUE CHAINS

FAO, in collaboration with MinDA, spearheaded a rapid assessment of the impact of Covid-19 on food supply chains in the Philippines. The study’s general objective is to gauge the impact of Covid-19 restrictions on domestic food security

and other thematic areas in the Philippines, including Mindanao. The said study was presented to the MinDA Board and Mindanao Policy Forum.

BP2 INSTITUTIONALIZATION. The Balik Probinsya Bagong Pag-Asa -Mindanao Program’s overall goal is to drive inclusive and balanced rural and urban development to ensure rural prosperity and attain resilient and sustainable communities. The Program is institutionalized by Executive Order 114 as a pillar of balanced regional development, creating a council therefore and other purposes, and was signed by the President on May 6, 2020. The said EO also formalizes the creation of a Council, which shall oversee and coordinate program implementation and recommend policies requiring legislative action. The program document served as input to the implementing guidelines for the project.

MINDANAO SECURITY PLAN. The study aims to determine and map out in detail the security concerns surrounding the unique characteristic of Mindanao’s susceptibility to man-made and natural disasters, including the threat of the pandemic.

The Mindanao Development Authority provides guidance and technical assistance on identifying projects, conceptualization, and packaging for funding, particularly Mindanao-wide, interregional, regional with Mindanao-wide impact and inter-sectoral, in coordination with concerned agencies and institutions.

Potable Water Supply

MINDANAO PEACE AND DEVELOPMENT PROGRAMME-RISE (MINPAD RISE).

The MinPAD-RISE Is a program supporting economic recovery and promoting agriculture sector resilience in Mindanao. The project is under the financing agreement between the Philippine Government and the European Union with Deutsche Gesellschaft für Internationale Zusammenarbeit (GiZ) and World Bank as fund managers. The Program’s overall objective is to contribute to a peaceful, cohesive, secure, and inclusively developed Mindanao. The project is currently in its preimplementation phase.

ESTABLISHMENT OF MECHANISMS OF MINDANAO WATER SUPPLY PROGRAM.

The MinDA Water Supply Program is a technical and financial assistance package that aims to contribute to attaining peace, prosperity and poverty reduction in isolated and remote areas in Mindanao through the potable water supply, sanitation, and irrigation in partnership with the Department of the Interior and Local Government (DILG) and Development Bank of the Philippines (DBP).

The implementing guidelines were crafted to delineate each institution’s roles and responsibilities and outline the process of access to the Program. The MinDA Water Supply Program TWG was established as the technical arm of the Mindanao Water Supply Program. The functions of the TWG include crafting the guidelines, joint evaluation of proposals, recommend appropriate financing schemes, and facilitate activities to execute agreements with requesting LGUs, LGU-run water utilities, potable water service providers, and irrigation service providers.

TARAKA WATER SUPPLY. Under the MinDA Water Supply Program, the MinDA provided assistance to the LGU of Taraka in crafting a PreFeasibility Study as a requirement for loan assistance to be provided by the DBP. TALAKAG HYDRAULIC RAM PUMP PROJECT. Also under the MinDA Water Supply

Program, the agency supported the LGU of Talakag by providing technical and financial assistance for the purchase of hydraulic ram pump and conduct of related activities. MinDA provided assistance worth Php1.5M.

BALIK PROBINSYA BAGONG PAG-ASA MINDANAO. The Program is institutionalized by

Executive Order 114 as a pillar of balanced regional development, creating a council therefor and other purposes, and was signed by the President on May 6, 2020. The said EO also formalizes the creation of a Council, which shall oversee and coordinate Program implementation and recommend policies requiring legislative action. The Program Document served as input to the implementing guidelines for the project. The Program is currently being implemented in Kalawit, Zamboanga del Note, Kauswagan, and Lanao del Norte.

MINDANAO RURAL ROADS AND BRIDGES PROJECT (MRRBP). MinDA recommends and,

whenever necessary, calls upon the appropriate agencies on physical assistance and the level of priority accorded to agricultural and infrastructure programs and projects. The project aims to improve access and connectivity of far-flung barangays/areas to processing centers and markets and enhance movement of goods and services from isolated barangays to economic and social services.

TARAKA GOAT MULTIPLIER PROJECT.

The Taraka Goat Multiplier Project is proposed to start-up the livelihood aid of MinDA. The agency, together with the local government unit of Taraka, Lanao del Sur, Department of Interior and Local Government (DILG), and Development Bank of the Philippines (DBP), prepared livelihood packages for the municipality with the goal of improving quality of life and reduce poverty. Initially, MinDA supported the goat project by providing 22 goat heads to the Municipality. The project is currently being implemented.

MINDANAO INVENTORY OF ASSISTANCE

The resource book comprises information about possible funding windows classified by donors such as loan facilities, official development assistance, and special funds by national government agencies.

MINDC-JPP ROADS, BRIDGES, FLOOD CONTROL PROJECTS. Supporting the MinDC

is the Mindanao Development Corridors – Joint Planning and Programming (MinDC-JPP) which is convened to ensure integrated, coordinated, and rationalized planning and programming. The mechanism is composed of Department of Public Works and Highways (DPWH) Central offices and Mindanao Regional Offices, Ministry of Public Works-BARMM, National Economic and Development Authority (NEDA) Regional Offices, and Bangsamoro Planning and Development Authority (BPDA)-BARMM. Php9.170 Billion was allocated in 2020.

CONSOLIDATED LIST OF ONGOING AND COMPLETED STUDIES. The list was compiled

to serve as input in our packaging of programs and projects for resource mobilization in support of post-COVID, Balik Probinsya, Bagong Pag-Asa (BP2) Program, and other development initiatives.

ARCHITECTURAL DESIGN FOR SULU HOUSING. MinDA assisted the LGU of Jolo

in the design of the master plan for the Jolo fire rehabilitation. The architectural design is completed and presented to LGU –Jolo.

enabling instruments such as the Special Presidential Authority (SPA) and Project Agreement led to the project’s approval in 2020. ESTABLISHMENT OF AUTOMATED TELLER MACHINES (ATMS) IN LANAO DEL SUR.

3 ATMs were established in the province of Lanao del Sur, which will pave the way for the increased economic activities and financing opportunities in the province. With the ATM establishment, people in Mailing, Balabagan, and Malabang would no longer need to travel close to 100-kilometers to the nearest ATM or pay exorbitant fees of loan sharks for encashment of their checks.

clients assisted in accessing loans through MinDA’s ALALAI Program billion PhP grant funded by the EU for rural development initiatives in Mindanao

(ALALAI) program. MinDA was able to help private individual’s access start-up capital and small businesses in their struggle to bounce back from the Covid pandemic by facilitating their loan applications with government financial institutions. Some Local Government Units (LGUs) who wanted to avail loans were also assisted. MinDA’s package of assistance includes referrals and the preparation of feasibility studies and business proposals. These small efforts are being appreciated by our clients, as evidenced by their positive email feedback to MinDA.

PARTNERSHIPS FOR INCLUSIVE AND RESILIENT RURAL DEVELOPMENT (PRD)

This is a program that will adopt a combined Industry Value Chain Approach and Integrated Area Development Approach. The IAD support package will also ensure alignment with and can be integrated into the Industry Value Chain Network for a collective and sustainable program impact on the socioeconomic conditions of smallholder farmers, fisherfolks, agricultural cooperatives, and agricultural enterprises in the poorest municipalities and provinces in Mindanao. The Program will be funded by the Php2.1 Billion grant under the MINPAD-RISE project, an EU Grant.


Area Management

The Area Management Office (AMO) oversees programs, projects, and activities in concerned areas. The Office also serves as a liaison unit with various sectors, government agencies, governmentowned and controlled corporations within the respective areas. There are four (4) Area Management Offices: South Central Mindanao, Northern Mindanao, Northeastern Mindanao, and Western Mindanao. The bulk of the Area Offices’ efforts is focused on the establishment of Integrated Area Development (IAD), lead in the coordination and implementation of the Balik Probinsya, technical and advisory support, and linkages with the Local Government Units and sectoral groups in their areas of concern.

BALIK PROBINSYA, BAGONG PAG-ASA PROGRAM (BP2), KAUSWAGAN, LANAO DEL NORTE AND KALAWIT, ZAMBOANGA DEL NORTE.

The Balik Probinsya, Bagong Pag-Asa Program (BP2), pushed by Senator Lawrence Christopher “Bong” Go, is the government’s initiative to decongest the urban centers of informal dwellers from the provinces and create jobs, food production, and economic activities in the countryside seen to transform the country’s economy from being serviceoriented to production-oriented. As the coordinating and implementing agency for the BP2 Program in Mindanao, the AMO-NM and the Mindanao Development Authority initially identified the Bagong Pag-Asa Organic Village in Kauswagan, Lanao del Sur, and a site in Kalawit, Zamboanga del Norte as two of the pilot resettlement areas. Two hundred quadruplex-type housing units will be constructed in the 6.3 hectare land in Kauswagan. Organic vegetables and organic chicken raising with complete production value chain facilities are two of the initial livelihood programs identified for the first 200 families to be relocated to the site. Senator Christopher Lawrence “Bong” Go attended the local launch of the Balik Probinsya, Bagong Pag-Asa at the Bagong Pag-Asa Village in Kauswagan, Lanao del Norte on November 24, 2020 with a ceremonial turnover of funds for housing assistance to BP2 beneficiaries. AMO-Western Mindanao coordinated and facilitated the financial assistance intended for the pilot site’s social preparation in Kalawit, Zamboanga del Norte. Consequently, the Kalawit Sustainable Agri-Tourism Development Plan workshop was facilitated consistent with the implementation of the BP2 Program.

INTEGRATED AREA DEVELOPMENT. To

complement government efforts to address the pandemic’s adverse impact on development, the Integrated Area Development was carried this year. Three (3) initial IAD clusters were determined, such as the IMTASULA (Impasugong, Talakag, Sumilao, Lantapan) in Bukidnon, Taraka IAD, and the MANLUNA Cluster (Manticao, Lugait, Naawan) in Misamis Oriental.

IMTASULA (IMPASUGONG, TALAKAG, SUMILAO, LANTAPAN) COMPLEX. The

IMTASULA Complex has about 50,000 hectares of rich soil at an elevation of 1,200 meters above sea level. It is projected to be developed into a significant vegetable and high-value crop production and processing area. MinDA currently facilitates Local Government Units complementation and resource-pooling to increase the productivity of IMTASULA and provide the area with the needed critical infrastructure such as irrigation systems both solar-powered and hydraulic ram pump as well as access to farm to market roads. MinDA envisions IMTASULA as a significant vegetable and high-value crop producing and processing area. The Program will have components on institutional and capacity building, strengthening agricultural production, processing, marketing, and value chain development, improving socioeconomic and small

rural community infrastructure and, policy advocacy and enabling environment for rural productivity and private sector growth. On December 10-12, the first Mindanao Vegetable Derby was held in Miarayon, Talakag, Bukidnon, which aims to recognize the best high-value vegetable crops, including carrots, Chinese cabbage, and cabbage, which were grown by the Local Government Units of Impasug-ong, Talakag, Sumilao, Lantapan (IMTASULA) with the assistance of six (6) major seed companies including Ramgo, EastWest, Kaneko, Seed Works, Green Seeds, and Allied Botanicals. In the same event, marketing deals were facilitated between Ultramar, a supermarket chain in Cebu and JD Powers, a start-up trading and export firm based in Makati. The two companies signed agreements with farmers’ groups to guide them on the varieties of vegetables in demand in the market and in growing organic cabbage for “Kimchi” production and carrots for Carrot Juice in cans.

TARAKA IAD. Under the oversight of the Area Management Office-Northern Mindanao, the Taraka Integrated Area Development project was implemented with an initial of eight (8) livelihood projects. The Taraka LGU loan application with DBP was also approved, and will be used to fund the Solar-Powered Irrigation System and the SolarPowered Water System.


MANLUNA CLUSTER (MANTICAO, LUGAIT, NAAWAN) MISAMIS ORIENTAL. MinDA facilitated a planning workshop for MANLUNA to determine the programs and projects that will significantly impact the quality of life of ordinary households. On August 20, 2020, seven (7) project proposals were drafted, and were submitted for further enhancement to meet the requirements of the banking institutions.

The Master Plan will include the protection and preservation of water sources found at the foot of Mt. Apo and create an accurate projection of the city’s water needs based on its population growth. MinDA provided technical and funding support amounting to Php500,000.

IMPLEMENTATION OF THE MINDANAO WATER SUPPLY PROGRAM. Eight (8) barangays

The AMO-South Central Mindanao also actively participated in the 4th Mindanao River Basin Management Council Meeting’s preparation and conduct, where discussions focused on preparations against severe flooding incidents in Cotabato Province and the rest of Central Mindanao.

The establishment of the Marbel-Buluan Watershed Alliance was completed this year, ensuring a platform of discussion, integration, and facilitation to protect the watershed and avoid flooding of the downstream during torrentuous rain due to climate change.

AMO-Western Mindanao is instrumental in the passage and approval of the resolution to the Zamboanga City Development Council for the Tumaga River Basin Flood Control Project and the revival and inclusion of the River Basin Organization in the Zamboanga Peninsula Watershed Management and Development Plan.

MINDANAO FISHERIES AND AQUACULTURE DEVELOPMENT (MINFAD). AMO-Northeastern Mindanao

coordinated and facilitated the 1st Agri-Fishery Summit in Davao Oriental, a strategic undertaking in response to Davao Oriental Provincial LGU to identify gaps and opportunities to improve the productivity of the agri-fishery sector of the province. AMO-Western Mindanao assisted in the preparation leading to the endorsement of the Municipality of Pitogo for the establishment of Pitogo Fish Depot, Municipality of Olutanga for purchase of lot area for the establishment and construction of solar-powered ice plant and component facilities, and the Olutanga ice-maker and cold-storage facility.

ADOPT-A-TRIBAL FAMILY PROGRAM.

The Program aims to transform Davao del Norte indigenous communities into model self-reliant agriculture development areas building on their Indigenous Knowledge, Systems and Practices (IKSP) through sharing to the community the traditional and modern agricultural farming and providing the opportunity to earn income without altering cultural identity and beliefs. AMO-Northeastern Mindanao facilitated the signing of the Memorandum of Agreement between MinDA, TESDA, and the Provincial Government of Davao del Norte, as well as bringing in support of other government agencies including DOLE, DSWD, NCIP, DTI, DA, DPWH, NHA, CHED, DEPED, DAR, DENR, and the AFP.

MINDANAO FOOD SUPPLY AND DEMAND MAP. The CARAGA Agri-Business

Council Forum, which was co-organized by the AMO-Northeastern Mindanao and attended by significant industry players, consider the strengthening of the agriculture and fishery sector including high-value crops to ensure food stability as a response to the adverse impact of the pandemic, as well as ensure food supply during periods of natural calamities and man-made disasters. The Area Management Offices also linked and networked with LGUs within their areas of concern to facilitate the purchase of food in excess of an LGU, with LGU needing to avoid food shortage during lockdown due to the pandemic.

Mindanao Power

The MPMC is composed of Mindanao Development Authority, the Department of Energy (DOE) as co-chair, and member agencies including Energy Regulatory Commission (ERC), National Electrification Administration (NEA), National Power Corporation (NPC), National Grid Corporation of the Philippines (NGCP), National Transmission Corporation (TransCo), Power Sector Assets and Liabilities Management Corporation (PSALM), and representatives of the Mindanao Electric Power Alliance (MEPA), and Association of Mindanao Rural Electric Cooperatives (AMRECO).

MinDA chairs the Mindanao Power Monitoring Committee (MPMC) created through Executive Order 81 in July 2012 to ensure better coordination among power players and stakeholders in Mindanao and to continue to lobby for a regime of reliable, affordable, and sustainable power that would support the recovery efforts of industries from the onslaught of the pandemic. Amid the difficulty due to the limited mobility, reduced and even shutdown of industries’ operations, the MPMC sizably contributed to the recovery and even fortifying some industries during the economic slowdown.

BALIK PROBINSYA, BAGONG PAG-ASA PROGRAM. MinDA

facilitated the inclusion of NEA and DOE in the Balik Probinsya, Bagong Pag-Asa (BP2) Council, which boost the position of ensuring sustainable and affordable power in the pilot sites of the BP2 and facilitated the particular request of BP2 Kalawit for electrification.

COVID-19 RESPONSE EFFORTS. Most of the studies on the

COVID-19 impact are on agriculture, services, and manufacturing; while these are important, it is insufficient to assess COVID-19 on the energy sector. An Impact Assessment Study on the pandemic’s impact on the Mindanao energy sector is initiated with support from the USAID.

RENEWABLE ENERGY FOR VALUE-ADDED OF SEAWEEDS IN TAWI-TAWI PROJECT. The MPMC facilitated the fund for

Tawi-Tawi Electric Cooperative, Inc. (TAWELCO) Line extension project under the Top-up funds. The Water Study’s Development for the RETS (Renewable Energy Technology to Increase Value-Added of Seaweeds in Tawi-Tawi) Project with United Nations Industrial Development Organization (UNIDO).

CAPACITY BUILDING. A forum among Mindanao Electric

Cooperatives was also conducted where the electric cooperatives’ problems and challenges were presented and discussed, leading to policy measures to avoid similar issues in the future as the economy recovers from the pandemic. MinDA facilitated the 3rd Renewable Energy Congress and the 1st International Conference on Renewable Energy and Appropriate Technology (CREATE) as a co-organizer.

Communication Support

MinDA continues to increase public awareness on Mindanao developments by raising the visibility of its projects and programs in the middle of the pandemic to boost confidence in the efforts of the government to cushion the impact of the pandemic and at the same time push for the quick economic recovery of the sectors heavily affected by the COVID-19.

Online presence was increased during the pandemic through infographics that show COVID-19 infections, places where no COVID-19 disease was noted, and the food situation of LGUs, demonstrating the food excess purchased by LGUs needing it. Our Mindanao infographics showcase rich information about Mindanao, including the socioeconomic situation, agricultural products, investment and trade, status of ongoing projects, and highimpact projects such as airports and ports. A total of 300 infographics were produced. Video productions on Beauty and Bounty raised people’s interests in Mindanao, its food, majestic places, terrains, sea products, magnificent falls, rich lakes, and rivers. Eighty-Six (86) production videos were produced, which generated a million views on social media, a manifest of growing interest to know about Mindanao. Out of 112 Press Releases distributed by MinDA, a total of 340 news items were published in international, national, and local news outlets, which indicates the high media presence of the programs and projects of MinDA. Online interviews also generated greater interest in MinDA’s projects.
