About MinDA The Mindanao Development Authority Act of 2010 or Republic Act 9996 was signed into law last 17 February 2010, creating a single, permanent body that would integrate peace and development efforts in Mindanao. The act institutionalizes the Mindanao Economic Development Council (MEDCo) into a permant agency that will address the need for coordinated and integrated approach in the formulation and implementation of various Mindanao-wide inter-regional development plans programs and projects.

The vanguard institution that provides strategic leadership in pursuing a peaceful, integrated, and globally competitive Mindanao, and ensure that the benefits of its sustainable development are equitably shared and enjoyed by a culturally diversed, empowered, and united Mindanawons. Our mission is to serve as Mindanao’s lead agency in coordinating and integrating development efforts that bring about accelerated socio-economic development of Mindanao. We shall carry out this mission through the active and extensive participation of all sectors in this development process. We are committed to upholding standards for service excellence, good governance and inclusive leadership in achieving the aspirations and vision of all Mindanawons.

Definition of Terms Agriculture Agricultural Production - refers to vegetable and animal production that is made available for human consumption and animal feed. Aquaculture – sector of fisheries that includes the rearing or raising under controlled conditions of aquatic products such as fish, oysters, mussels, sea weeds and other aquatic resources in sea, lakes and rivers. Examples are fishponds, fish pens and fish cages. Commercial Fishing – sector of fisheries that includes the catching of fish in marine waters with the use of fishing boat of more than three (3) gross tons. Municipal Fishing – sector of fisheries that includes the catching of fish in marine and inland waters with the use of fishing boat of three (3) gross tons or less, or using gear not requiring the use of boats. Economic Accounts Gross Regional Domestic Product - aggregate of the gross value added or income from each industry or economic activity of the regional economy. Gross Value Added – the difference between gross output and intermediate consumption. Gross outputs of a production unit during a given period is equal to the gross value of the goods and services produced during the period and recorded at the moment they are produced, regardless of whether or not there is a change of ownership. GVA in Agriculture, Hunting, Forestry & Fishing (AHFF) – comprises the value-added of establishments primarily engage in growing crops, raising animals, harvesting timber, fish and other animals from a farm, ranch or their natural habitats. GVA in Industry – covers value-added from manufacturing, mining and quarrying, construction and energies.

GVA in Services – covers the value-added of governmental, professional, personal or financial services, such as: education, health care, real estate services, banking, transport, hotel & restaurant and the whole sale and retail trade. Education and Manpower Development Basic or Simple Literacy - the ability to read and write with understanding simple messages in any language or dialect. Graduation Rate - the percentage of enrollees at the beginning grade or year in a given school year who reached the final grade or year of the elementary/secondary level. Enrollment - total number of pupils/students who register/enlist in a school year. Functional Literacy - represents a significantly higher level literacy which includes not only reading and writing skills but also numeracy skills. Literacy rate, Simple/Basic - the percentage of the population 10 years old and over, who can read, write and understand simple messages in any language or dialect. Private Institutions/Schools - educational institutions maintained and administered by private individuals or groups. Public Institutions/Schools – educational institutions established by law and administered by the government. School based training- training done in schools. Environment And Natural Resources Forest Land – includes the public forest, the permanent forest or forest reserves, and forest reservations. National Park – refers to a forest reservation essentially of primitive or wilderness character which has been withdrawn from settlement or iv
occupancy and set aside as such exclusively to preserve the scenery, the natural and historic objects and the wild animals or plants therein, and to provide enjoyment of these features in such a manner as will leave them unimpaired for future generations. Upland – highland; ground elevation above the lowlands along rivers or between hills. Trade Balance of Trade - the difference between the export earnings and import payments of all goods or merchandise trade transacted by a country. Export - all goods leaving the country which are properly cleared through the Customs. Free on Board (F.O.B.) Value - the value of the goods free on board the carrier at the frontier of the exporting country. It includes inland freight, export duty and other expenses. Ocean freight, insurance and consular fee are, however, excluded. Import - all goods entering any of the seaports or airports of entry of the Philippines properly cleared through the Customs or remaining under Customs control, whether the goods are for direct consumption, for merchanting, for warehousing or for further processing. Income And Prices Inflation Rate - the annual rate of change or the year-on-year change in the Consumer Price Index. Magnitude of the Poor - the number of families or the population whose annual per capita income falls below the poverty threshold. Poverty Incidence (PI) - the proportion of families/individuals with per capita income / expenditure less than the per capita poverty threshold to the total number of families/individuals.

Industry Approved Foreign Direct Investment - represent the amount of contribution or share of non-residents in investment projects within the Philippine economic territory as approved by investment promotion agencies such as the BOI, PEZA, SBMA, CDC, and other government entities as may be created for the same purpose. Foreign Investment – the category of international investment made by a resident entity in one economy (direct investor) with the objective of establishing/obtaining a lasting interest in an enterprise resident in an economy other than that of the investor (direct investment enterprise). Local Investments - amount of money or other resources, at the domestic level, measured in terms of money placed on activities or other forms of assets for the purpose of earning profits. Labor and Employement Employed - Include all persons 15 years old and over as of their last birthday and during the basic survey reference period reported. Employment Rate - Percentage of the total number of employed persons to the total number of persons in the labor force. Labor Force – the population 15 years old and over whether employed or unemployed who contribute to the production of goods and services in the country. Unemployed - The unemployed include all persons who are 15 years old and over as of their last birthday and are reported as: without work, had no job or business during the basic survey reference period. Population and Housing Life Expectancy – represents the average number of years remaining to a person who survives to the beginning of a given age or age interval x.

Population - total number of individuals in a territory at a specified time. It covers both nationals and aliens, native and foreign-born persons, internees, refugees and any other group physically present within the borders of a country at a specified time. Population Growth Rate – indicates how fast a population increases or decreases as a result of the interplay of births, deaths, and migration during a given period of time. Power / Energy Available Capacity – is the limit of electrical load demand which is agreed between the distribution utilities network. Contingency Reserve – is the generating capacity available within a short interval of time to meet demand in case a generator goes down or another disruption to supply. Peak Demand/Load – used in energy demand management describing a period in which electrical power is expected to be provided for a sustained period at a significantly higher than average supply level. Public Administration Barangay - the smallest political unit into which cities and municipalities in the Philippines are divided. It is the basic unit of the Philippine political system. It consists of less than 1,000 inhabitants residing within the territorial limit of a city or municipality and administered by a set of elective officials, headed by a barangay chairman (punong barangay). Municipality – is a political corporate body which is endowed with the facilities of a municipal corporation, exercised by and through the municipal government in conformity with law. It is a subsidiary of the province which consists of a number of barangays within its territorial boundaries, one of which is the seat of government found at the town proper (poblacion). Province - the largest unit in the political structure of the Philippines. It consists, in varying numbers, of municipalities and, in some cases, of vii

component cities. Its functions and duties in relation to its component cities and municipalities are generally coordinative and supervisory. Tourism Visitor Arrivals – includes tourist, excursionists, aliens entering the country for a temporary stay not exceeding one year and for purposes other than immigration, permanent residence or employment for remuneration in the country and Filipino nationals residing permanently abroad on temporary stay in the Philippines not exceeding one year. Transportation Passengers – persons traveling from one place to another using either air, land and water as mode of transportation. Cargo – refers to goods carried either using air, land and water transportation. Base Port (BP) – a sheltered harbor where marine terminal facilities are provided for. Vital, Health and Nutrition Crude Birth Rate (CBR) - is a measure of one characteristic of the natural growth or increase of a population. Crude Death Rate (CDR) – the ratio of the number of deaths occurring within one year to the mid-year population expressed per 1,000 population. Infant Mortality Rate (IMR) – the probability of dying between birth and age one, expressed as the number of infant deaths or deaths occurring before reaching 12 months of life in a given period per 1,000 live births. Maternal Mortality Rate (MMR) - It measures the risk of dying from causes related to pregnancy, childbirth and puerperium. It is an index of the obstetrical care needed and received by the women in a community. viii
