THE DEPARTMENT of Agrarian Reform in Zamboanga del Norte conducted a problem – solving session with the municipal agrarian reform program officers and provincial officials regarding the status of undistributed Certificates of Land Ownership Awards (CLOAs) in the province. The activity was spearheaded by Regional Director

Isabel, Dipolog City last May 7, 2021 RD Madroñal discussed the probabilities of distributing these CLOAs with issues on law on succession, abandonment and illegal transfer that must be given immediate solution to enable DAR to distribute these CLOAs to the ARBs.

DAR’s Project ConVerge funds Savings and Credit Management System for Sibugay ARBOs

The Product Capitalization Fund Project of Project ConVerge is only one of the many DAR-related projects that seek to provide support
to Agrarian Reform Beneficiaries. To this day where the pandemic continues to hamper the livelihood of many, government support projects are of big assistance especially to farmers. This is significantly true for the four Agrarian Reform Beneficiary Organizations of the province, Sulo Agrarian
Reform Beneficiaries Multipurpose Cooperative (SARBEMCO), Lumbia Rubber Producers Association (LURPA), Silingan Rubber Farmers Association (SIRFA) and Makilas Multi-Purpose Cooperative (MMPC). The Savings and Credit Management System installed for these four
Agrarian Reform Beneficiary Organizations seek to provide an accounting system that would generate financial statements which includes Balance Sheets and Income Statements. All the more, a Loan Management system that would aide these Agrarian Reform Beneficiary Organizations to manage loan grants to their members and non-members. With this system, they are able to fully monitor their financial status. As reported, this CPMO funded project is on its 4th and 5th tranche. The P600,000-funded project with Zenitram as its partner service provider, has equipped the four identified ARBOs with Savings and Credit software, a computer set and internet routers each. The Savings and Credit management is integrated into the accounting system to ensure better quality of service. PARPO II Mohammad Dassan J. The capability building training, held last April 27-29 at the Old Labangan in Labangan town, was under the DAR Zamboanga del Sur Climate Resilience Farm Productivity Support Project ( CRFPSP ) Resource Speaker Noli Camocamo informed the participants that the Farmer Field School (FFS) will last for the entire cropping season with informal activities, which are hands-on and oriented towards im-
proved decision making, field study, proper usage of fertilizer, Integrated Pest Management, and proper tillage for healthy crops. The training was the result of a recently held Reconnaissance Survey of the Demo Farm for the 52 farmers who will be trained on the Farmers’ Field School for rice production. Engr. Josephine Sisican head of the Support Services Division said that these ARBs will be assisted with farm inputs and season long training. LIFABEMCO, the project proponent, will be provided with hard component /hauling truck for the marketing of the rice produced under this project.

ConVERGE ARBO promotes organic fertilizer product for rice growers

A PROJECT ConVERGE-assisted ARBO, the Rizal Molave Multi-Purpose Cooperative (RIMMPCO) in Zamboanga del Sur, recently promoted their organic product, the Bokashi organic fertilizer, which is seen to benefit the restoration of soil fertility and heightened crop growth. The Bokashi organic fertilizer is a natural soil amendment that can be prepared using farm-based, locally derived materials. It focuses on the preparation of organic soil and plant amendments using microbiological processes as inspired by the Nature Farming approach, first advocated by the Japanese philosopher Mokichi Okada in 1935. Its main components are energy-rich organic matter, dried manure, molasses, carbonized rice hull, corn, bran, coco pit, and locally derived

The fertilizer has multiple benefits: It boosts plant health, improves soil structure, and it promotes chemical activity in the soil that converts nutrients to plant-friendly forms and keeps them from leaching out of the soil, and more. Local farmers, specifically in towns of Dumingag and Molave where organic agriculture has been practiced, have been using Bokashi even before as an effective soil ameliorant and fertilizer in the preparation of their rice production. The product had already been launched way back, and is now having its market expanded to further encourage the use of organic fertilizers that have helped their produce fluorish. Farmers can acquire organic fertilizers from nearby agricultural supplies as well as in RIMMPCO which produces their own good quality bokashi that is available to market and ready to use. RIMMPCO was able to produce the new batches of fertilizers last May 25 when they acquired raw materials for it, and started their delivery on May 28. ConVERGE Zamboanga del Sur has assisted in the promotion of said product in social media, and both ConVERGE and RIMMPCO were congratulated for the marketing initiative. “With this, the ARBO looks forward to an increase in income to both the ARBO and the beneficiaries,” said Josephine Sisican, Program Coordinator of ConVERGE Zamboanga del Sur. Project Monitoring and Consultation for ConVERGE Project DAR ZAMBOANGA del Sur-Project ConVERGE held the Infrastructure Project Monitong and Consultation with the project proponent Gabunon Agrarian Reform Beneficiaries Cooperative (GARBENCO), in Tambulig, Zamboanga del Sur on June 18, 2021. The team, led by PARPO II Atty. Judith Mantos, Support Services Division Chief Engr. Josephine Sisican and Project Engineer Realine Flores Vasaylaje said that the 2.16 km rehabilitation /concreting of Gabunon – Alang alang farm- tomarket road (FMR) with a total cost of Php24,984,141.44 including the 8.50 linear meter bridge is already
90% completed. The FMR is projected to be turned over on the third quarter of this year. The team also said that the warehouse of GARBENCO which is now 70% completed, is designed to house the recirculating batch mechanical dryer and single-pass rice mill, all from the project. The construction which started on January 15, 2021 with a total contract cost of P1,198,812.04 is projected to be turned over to the proponent this year. GARBENCO is one of the project’s integrator - ARBOs forming the value chain enterprise for rice commodity in Salug Valley Cluster ARC, this province.

Project ConVERGE extension undergoes endorsement THE REGIONAL Development Council IX has officially endorsed Project ConVERGE’s request for a one-year extension of the program’s implementation and change in scope for the same region. The approval will pave way for the project to run until December 2022. Among the strategies cited by the region for the project extension are: The continuous rollout of the Production Capitalization Fund, the further
strengthening of the enterprises, the accomplishment of remaining infrastructure subprojects, and the solidified turnover of the program to DAR organic staff and the ARBO-beneficiaries. The 173rd RDC full council meeting took place today via Zoom. Present in the meeting was ARDO Agnes Maata who represented the lead agency (DAR) on behalf of Director Ramon Madroñal.

ficiaries (ARBs) received certificates of recognition during the above mentioned ceremony and are now ready for the responsibilities that await for the privilege given to them. THE CLUSTER 2 encompassing the municipalities of Tambulig, Molave, Ramon Magsaysay, Aurora, Sominot and Midsalipin Zamboanga del Sur and led by the Municipal Agrarian Reform Program Officer Alan Apao under the headship of PARPO II Judith Patriarca-Mantos successfully reached 1,275 target ARBs in the cluster, strategized and seven activities in one setting. Determined to reach the targetted 1,275 ARBs (2005-2009) before the take off of the SPLIT project in the cluster, MARPO Apao and Chief of Support Services Division, Engr. Josephine Sisican ingeniously infused Land Tenure Improvement activ-
ity. Cluster 2 staff and personnel from the provincial office set out to the far-flung barangays to meet the ARBs. The cluster was able to distribute 1,275 ARB IDs, trained 1,242 ARBs on their rights, roles and responsibilities as ARBs and oriented them on the ongoing credit programs under DAR-LBP partnership and other programs under support services. The team has also enrolled 413 new ARB members to existing ARBOs, gathered relevant data of the ARBs in anticipation to the entry to the online Data Base System, geotagged ARBs, Registry System for Basic Sectors in Agriculture form facilitation and organized new ARBO with 28 new ARB members.
PPMO-DARMO-FVT Feedbacking Session for SPLIT Project DAR ZAMBOANGA del Sur - Project SPLIT (Support to Parcelization of Lands for Individual Titling) revamped strategies and equipped implementers through a PPMODARMO-FVT Feedbacking Session on April 15, 2021 at KCCP Hotel and Convention Center in Pagadian City. The 2-day activity, from April 1516, intended to monitor the performance and accomplishments of the Field Validation Teams (FVT) early on the project implementation. Furthermore, the FVTs were oriented on the final redocumentation files required for individual titling. The FVTs were also guided in accomplishing the forms, interpret the status of accomplishments to evaluate their progress in the field. The province also have strategized and adjusted the FVT’s assignments to ensure attainment of 100 hectares
coverage and/or 100 hectares Land Holdings redocumented per month per team. The SPLIT Project intends to improve land tenure security and strengthen property rights of the Agrarian Reform Beneficiaries (ARBs). Provincial Agrarian Reform Program Officer II Atty. Judith Patriarca Mantos hopes to attain the target parcelization and individual titling (subdivided and issued with individual titles) of the remaining areas under collective CLOA (Certificate of Land Ownership Award) in the province. Under Component II, the project will be providing capability building and techical assistance through trainings on the use of modern survey equipment, survey software using satellite images, GIS/GPS.

CUFARECO Pancit Production Thrives THE CULO Farmers Credit Cooperative (CUFACRECO) is steadily making their kind of noise in Molave, this province is living up to this life hack: “Success is not final, failure is not fatal: It is the courage to continue that counts.” by Winston Churchill. During the onset of the pandemic, their fresh Miki pancit production was on the verge of losing because their usual markets like restaurants, market stalls, usual buyers for caterings have stopped operating. These did not falter CUFACRECO as they were focused on consistently reaching their version of success. With their tenacity to continue, consistency, and hard work, their gross income as of June 2021 totaled to P381,412.80. Since January 2021 up to the present CUFACRECO has produced 12,071 kgs of fresh Miki and averaging production of 74 kgs per day. Under the DAR-VLFED project provided in 2015, CUFACRECO started off with their unwavering courage, trainings on fresh pancit production in partnership with DTIDOST- DAR, Trainings on packaging and labelling, a Pancit Maker Machine amounting to P80,000 and a production building amounting P300,000 with P300,000 counterpart from the local government unit. The CUFACRECO plans to expand its market venture to dried pancit this year with the assistance from the Department of Trade and Industry for a steamer machine/ production machine, and solar enclosed drier/generator set.
CUFACRECO also assisted in accepting the new agrarian reform beneficiaries (ARBs) members endorsed by DAR who were recently distributed with ARB IDs. CUFACRECO has been consistent in providing services such as production loan to palay farmers in Culo and providential and salary loans to other members. With their growing businesses and enterprise, Mr. Cornelio Salinas, General Manager, said that they are on the process of amending their name to CUFARBECO or Culo Farmers Agrarian Reform Beneficiaries Cooperative. They held their General Assembly on April 10 this year at their new building in Culo, Molave. The GA was attended by 25% of the total members per recommendation by the Cooperative Development Authority in observance of the prescribed health protocols and as imposed by the local government unit of Molave.
DAR ZAMBOANGA del Sur concluded its back-to-back activities on June 18, 2021 to bring to the ground level and to the assisted Agrarian Reform Beneficiaries Organizations (ARBOs) the essential government services to help combat the effects of the pandemic without compromising the minimum public health standards set by the provincial government. PARPO II Atty. Judith Mantos and Chief of Support Services Engr. Josephine Sisican led the Policy System Procedure Review, Coordination and Technical Assistance and guidance for the Campo IV Agrarian Reform Beneficiaries Farmers Multi-Purpose Cooperative (CIVCAFEBAMCO) in Campo IV Ramon Magsaysay, Zamboanga del Sur. The short consultation helped firm up and update the Value Chain Enterprise operation of Magsaysay Agrarian Reform Beneficiaries Cooperative (MARBENCO) which provides rice commodity, trading and
milling being the integrator of rice value chain under Project ConVERGE. The activity was attended only by the key officers of the cooperative following the allowable 30% of the venue capacity. On the same day, the team also had a short audience with the Local Chief Executive of Ramon Magsaysay to solidify the Memorandum of Agreement on Village Level Farm Enterprise Development (VLFED) project for MARBENCO. The project intends to continuously usher the project proponent to a stable production area for Preserved Mixed Vegetables project, secure the livelihood for MARBENCO and subsequently a sure market of their produce. The LGU’s commitment and support will pave the way for the implementation of the project, immediate preparation of Program of Work and Plan by the LGU and finalization of the area for the VLFED Building renovation.

plier of eggs to the Bureau of Jail Management and Penology, the nearby households and elementary school teachers and the Guipos CLAAP Meat shop. DAR granted these women 48 heads of ready-to-lay egg hens, and a free supply of feeds, vitamins and boosters for four months.
