Depamaylo and Enhanced Partnership Against Hunger and Poverty (EPAHP) Coordinator Ms. Luzuela Culanculan joined the Ceremonial Signing of Marketing Agreement (MA) between the NNC IX and identified ARBOs in Zamboanga Sibugay for the agency's Tutok Kainan: Dietary Supplementation Program (TK DSP) Phase three and four held at Roderics Resort Ipil, Zamboanga Sibugay. NNC IX head Regional Nutrition Program Coordinator Nimfa Ekong said that the Tutok Kainan is part of the National Dietary Supplementation Program of the Philippine Plan of Action for Nutrition 2017-2022 which aims to prevent stunting by giving nutritious food commodities to nutritionally at-risk pregnant women and children 6-23 months old. The Phase three of the program is being implemented in the municipality of Mabuhay, Zamboanga Sibugay while its Phase four will cover the municipalities of Olutanga, R.T Lim, Tungawan, Diplahan and Imelda, all of Zamboanga Sibugay, and expected to be implemented this coming month of July, 2022. To ensure fresh and adequate supply of farm commodities needed during the implementation of the program, the NNC IX has partnered with DAR IX, through its Enhance Partnership against Hunger and Poverty (EPAHP) program, to tap its assisted Agrarian Reform Beneficiaries Organizations (ARBOs) to provide fresh products required for the feeding program.Representing NNC IX, RNPC Nimfa Ekong led the signing of MAs between the two DAR Zamboanga Sibugay-assisted ARBOs - JR Garcia Multi-Purpose Cooperative represented by its Chairperson Eric Delone Garcia Bulnes and Ipil Market Vendors Multi-Purpose Cooperative (IMAVEMCO) represented by its Manager Caren Joy Duran. A regionwide coordination meeting between the Department of Agrarian Reform and the Registry of Deeds (ROD) within the Zamboanga Peninsula region was successfully held last April 18 at Sibugay International Hotel, Ipil, Zamboanga, Sibugay.DAR 9 Regional Director Atty. Ramon Madroñal, Jr. disclosed that the meeting was called to address and resolve the issues and concerns regarding the implementation of project Support to Parcelization of Lands for Individual Titling (SPLIT) in the region. Notably, this aimed to expedite the generation of computerized

titles to be distributed to the agrarian reform beneficiaries (ARBs). Also discussed during the session was the application of a uniform Land Registration Authority (LRA). Contributing to the success of the activity were the attendance of the Registrars of Deeds/Deputy Registrars of Deeds within Zamboanga Peninsula - Ms. Sheila Marie Valdez of Isabela, Mr. Jaybee Robert Baginda of Zamboanga City, Atty. Samrollah Dekire of Pagadian City, Atty. Rez Rein Janolino of Dapitan City, Atty. Bryan S. Lim, (Provincial ROD) of Dipolog City, Atty. Geralyn Tome-Romarate of Dipolog City, Atty. Alvin Bontuyan and Mr. Misael Obnimaga (Deputy ROD) of Dipolog City. They all expressed their full support to the expedition of the parcelization of collective CLOAs under the SPLIT project as one of the partner agencies of DAR in the implementation of the said project. The project aimed to help agrarian reform communities become more resilient, with a concentration on increasing and maintaining agricultural productivity as a measure of adaptability to farming mechanisms. During the ceremonial turnover of the hauling truck, a blessing and cutting of ribbon were also held.

Moreover, PARPO I Alfonso A. Tan explained the project's rationale and said, "Hinaut na kaning gamay namo na intervention makatabang sa inyong paglambo." DAR IX Conducts Regional PARCCOM Federated Conference

Participants to the two-day Regional PARCCOM Federated Conference with the Region IX Federated PARCCOM Chairperson Rev. Fr. Enrico Montano, Zamboanga del Sur PARCCOM Chairman, Mr. Adelberto Baniqued and Zamboanga Sibugay PARCCOM Chairman Vicente Matugas represented by PARCCOM Private Sector Representative, Atty. Joshua Elli Bajada. Provincial Agrarian Reform Coordinating Committee (PARCCOM) Zamboanga del Sur hosted the 2022 Region IX PARCCOM Federated Conference at Manuel’s Resort, Piñan, Zamboanga del Norte on May 10-11, 2022.DAR 9 Regional Director Atty. Ramon E. Madroñal Jr. led the two-day activity which aimed to produce common actions aligned with PARCCOM mandates in coordinating and monitoring of the Comprehensive Agrarian Reform Program (CARP) projects. RD Madroal in his message acknowledged the PARCCOM's contribution to the successful implementation of the Comprehensive Agrarian Reform Program throughout the Zamboanga peninsula. He emphasized that the PARCCOMs of Region IX are the policy-making bodies at the provincial level who are responsible for the crafting of pertinent policies and resolutions that would address the operational issues which would be channeled to the appropriate agencies.Assistant Regional Director for Operations Engr. Maata said that the activity was a platform for the sharing of best practices engaged by the provinces in ironing out urgent challenges in program implementation where others can draw lessons and solidify sound policies as well.DAR Zamboanga del Sur PARPO II Arturo N. The conference was presided by the Region IX Federated PARCCOM Chairperson Rev. Fr. Enrico Montano. The committee presented their accomplishments for the 1st Quarter of CY 2022. PARCCOM Chairman of Zamboanga del Sur / former DAR IX Regional Director, Mr. Adelberto Baniqued reported that Zamboanga del Sur was able to endorse six policy proposals and resolutions to the PARC which comprise the inclusion and exclusion of certain landholdings to the CARPER Database, requests for prioritization of deserving children of the ARBs for the scholarship programs under DOLE, and other requests moving for the speedy conduct of BARC strengthening and Training. DAR ZN Conducts Finalization of Rubber Bidding Consolidation Scheme

In celebration of the 50th PD 27 and 34th CARP Anniversary and as part of the culmination activity of the province, DAR Zamboanga del Sur turned over the Communal Irrigation System (CIS) worth PhP5.1 million to Doña Josefina Irrigators' Association, Inc. in Doña Josefa, Tabina on June 18, 2022, The CIS project was implemented by the National Irrigation Administration (NIA) – Irrigation Management Office (IMO) funded by the Comprehensive Agrarian Reform Program (CARP) of the Department of Agrarian Reform.

PARPO II Arturo N. Soria informed that the project amounting to Php5.1M will irrigate the 30-40 hectares rice fields of the 40 members of the Doña Josefina Irrigators' Association, Inc.

According to OIC PARPO I Engr. Josephine Sisican, the project implemented by the NIA was endorsed by the Presidential Agrarian Reform Council Committee (PARCCOM) of Zamboanga del Sur for funding under the Comprehensive Agrarian Reform Program in 2021.

The Agrarian Reform Beneficiaries’ Development Support Program would be assisting the newly organized proponent irrigators’ association as a potential catalyst of development for the agrarian reform beneficiary farmers of Doña Josefina in Tabina. Engr. Agnes Y. Maata, Assistant Regional Director for Operations of the DAR Regional Office IX spearheaded the meeting on the Finalization of the Rubber Bidding Consolidation Scheme on May 12, 2022 at the Cabong Tampilisan Multipurpose Cooperative (CATAMCO) Office in Barangay Cabong, Tampilisan, Zamboanga del Norte. The implementation of the bidding scheme would replace the old marketing strategy of trading practiced by the CATAMCO for two years. The new mode of marketing the production of farmer-members is a complete deviation of the manner previously used by the cooperative. As consolidator, this time, the CATAMCO would be expected to minimize costs of operations and thereby increase income. Also present during the meeting were the board of directors (BODs) and the management and staff of the Timbabauan Agrarian Reform Beneficiaries Cooperative (TIMARBENCO) of Zamboanga Sibugay headed by its chairman Mr. Noel M. Kalainan and Manager Ivan V. Dinopol. The officers of the TIMARBENCO graciously shared their experiences in using the bidding scheme and how they successfully encouraged other small organizations in availing of the best price in selling their rubber products. The activity was attended by Officer-in Charge Provincial Agrarian Reform Program Officer (OIC-PARPO I) Alfonso A. Tan, Regional Agri-Enterprise Development (AED) Coordinator Edna Alameda, Regional Value Chain Specialist Leonardo R. Ablao, and the BODs, management and members of the CATAMCO.Themeeting ended with the signing of the Consolidation Policies and Procedures by the CATAMCO BODs to be piloted on June 4, 2022.

The Php5.1-M worth of Communal Irrigation System was turned over to the Doña Josefina Irrigators’ Association, Inc. at Doňa Josefa, Tabina, Zamboanga del Sur.

One of the DAR-assisted Agrarian Reform Beneficiaries Organizations (ARBOs) in the province of Zamboanga Sibugay, the Del Monte Coconut Farmers Credit Cooperative (DELCOFACCO) attended an "Orientation on Dairy Cattle Production and Management" conducted by the Department of Agriculture-National Dairy Administration (DA-NDA) in coordination with the Philippine Coconut Authority (PCA) and Philippine Crop Insurance Corp. (PCIC) last May 11. This project was the first in the province and Buug was their area of choice as the recipient of the project. DELCOFACCO was the lead cooperative in the project and was given the task of looking for an area that should not be less than 50 hectares.Barangay Bawang of Buug, Zamboanga Sibugay was identified, however, other neighboring barangays may also avail as long as it is within the 10 kilometer radius. Agrarian Reform Beneficiaries (ARBs) who are interested and qualified to join the project will be given three heads of dairy cattle per hectare and will be trained for the planting of grass as feeds for the livestock. Assistance will be given every step of the way, as embodied in their Coconut Dairy Farming System Integration Development Plan, which includes community-based farm enterprise development (farm rehabilitation and improvement) dairy integration. Officers and management of DELCOFACCO, along with the ARBs of barangay Bawang had the opportunity to participate in this notable endeavor.Theactivity was graced by Mr.
