Legarda, on the other hand, wants the Presidential Commission on the Visiting Forces Agreement and the Philippine Coast Guard to explain how the USS Guardian was allowed to venture into the Tubbataha Reef. “The VFACOM is tasked to monitor, in coordination with appropriate government agencies and NGOs, the activities of foreign military and civilian personnel,” Legarda said. “What kind of coordination was carried out when officials on board the USS Guardian refused to respond to the radio calls made by Philippine authorities who were investigating their presence in our protected area?” Legarda asked. Calling the incident serious, Escudero said his committee may launch a probe to uncover possible violations of Philippine and international laws.

USS Guardian (US Navy website) The Philippine Coast Guard stationed in Tubbataha Reef said it radioed in the Guardian’s unauthorized entry and that it caused damage to the reef. Escudero said even Department of Foreign Affairs spokesman Raul Hernandez could not say if the warship's entry was authorized or not. "The reef's protection status has been severely violated, neglected. We are also looking at what other violations were incurred. We should demand not only for indemnity for damages but also for the restoration costs. Reefs are grown over centuries, the extent of the damage and what it will leave cannot be quantified in any amount," Escudero said. Tubbataha Reefs Natural Park is a 97,030-hectare Marine Protected Area in Palawan. It is 150 kms southeast of Puerto Princesa City, at the heart of the Coral Triangle, home to at least 40% of the world’s fish and 75% of corals. Being in the center of the Coral Triangle, Tubbataha Reef plays a critical role in marine biodiversity preservation, Escudero said.

Reports say the USS Guardian ran aground in the South Atoll, one of the two atolls comprising the reef. The warship has started to sink, and most of its 79-man crew have abandoned ship. "The US government is in no position right now to act like the Big One in this matter. Our territory, our rights were violated. Therefore, we must demand excellent care when they free the ship from the reef. They already ignored the protection status of the reef once, and here they are again," Escudero said. He also called on authorities to fully supervise and monitor the immediate extraction of the ship from the area to ensure that no further physical damage will be done to the reef. Legarda expressed concern over what she said was a “troubling pattern of environmental assault” that has resulted from the visits by United States naval ships in the country. Gov't efforts to improve debt profile cited The Philippines currently has a narrow revenue base compared to its similarly-rated peers, but Fitch Ratings said this situation is countered by the government’s effort to improve debt profile and higher reliance on on-shore creditors to improve public finances, according to the official Philippines News Agency. Fitch Ratings said the domestic economy’s credit profile is hindered by its narrow revenue base, which in turn is due to several factors such as low per capita income, weak investment climate and huge informal economy. ”Thus, while Fitch expects fiscal liquidity metrics, such as debt/ revenues, to improve over the next two years, they will remain weaker than for peers,” it said. However, moves to implement a more stringent tax collection and establishment of rev e n u e - e n h a n c i n g measures like the amendment in the Sin Tax law “should provide incremental benefits to the public finances.” Fitch said efforts to

Rep. JV Ejercito Estrada hails cut on placement fee for Taiwan-bound OFWs MANILA - San Juan City Rep. JV Ejercito Estrada welcomed a move aimed at reducing by 85% the exorbitant placement fee being charged to Overseas Filipino Workers (OFWs) seeking jobs in Taiwan. The substantial cut in the placement fee was made possible after local job recruiters agreed to reduce the staggering P90,000 to P150,000 fee for every outbound OFW for Taiwan to an amount equivalent to a one-month salary or P22,000. Amadeo R. Perez Jr., Chairman and Chief Executive Officer of the Manila Economic and Cultural Office (MECO), disclosed that Taiwanese brokers have voluntarily agreed to reduce their broker's fee. Perez clarified that the mechanism for substantial reduction in the placement fee has to be finalized before it could be approved by the Department of Labor and Employment (DoLE). Ejercito Estrada, who is the vice chairman of the House labor and employment committee, urged MECO to fast-track the drafting of mechanics for reducing the placement fee to unburden OFWs seeking employment in Taiwan from paying too much. Importers, exporters warned of email fraud, hackers ZAMBOANGA CITY - The Department of Trade and Industry has urged Filipino importers and exporters to act with heightened vigilance in their import and export transactions following reports of rising cyber hacking cases that victimized Philippine importers and Chinese suppliers. Regional Trade Director Nazrullah Manzur said there have been cases that payments made importers to their legitimate suppliers were redirected to other bank accounts put up by hackers who posed as the suppliers. “That is why we issue this advisory so that no similar cases may happen as we know for a fact that we have business firms here which are into the export and import business with China,” he said, adding most of the hackers are believed to be operating in Nigeria “These cases apparently are the handiworks of an African criminal syndicate, particularly Nigerians, based on the findings made by the National Bureau of Investigation,” Manzur said. Ejercito Estrada, son of former President Joseph Estrada, made the statement after the Philippines was given the "Best Tourism Destination Award" by China's English daily, "Oriental Morning Post." The citation was based on a consumer survey conducted by the newspaper. Also, American travel magazine "Conde Nast Traveller" recently included the Philippines in its list of "Top Tourist Destinations to Watch in
2013." Just recently, the Philippines received the "Most Romantic Destination" award from another English daily in China, the "Shanghai Morning Post." The award was also based on a consumer survey. "The DOT should now step up its efforts to promote the Philippines as a tourist spot. At the same time, government should implement the necessary reforms to develop the tourism industry," said Ejercito Estrada, who is running for the Senate in May polls under the United Nationalist Alliance. He said the Aquino government should immediately upgrade major airports in the country and
improve other tourism infrastructure to boost tourist arrivals. Ejercito Estrada said the government should focus on developing the country's tourism industry given its potential to create more jobs and provide business opportunities to local entrepreneurs. He said that while the country has many wonderful tourist spots, especially in Mindanao, that could lure in travelers, the Philippines is still being edged out by other Southeast Asian countries in terms of attracting tourists. Malaysia, for instance, was visited by 24.7 million tourists in 2011 while only 3.91 million tourists visited the Philippines that same year.

84,000 affected by flash floods in Mindanao DAVAO CITY – Philippine authorities said tens of thousands of people were affected by flash floods in Mindanao following days of heavy rains brought about by a cold front affecting the southern region. The National Disaster Risk Reduction and Management Council (NDRRMC) said more than 84,000 people in 80 villages in Regions 10, 11 and 12 were directly hit by the calamity and that over 33,000 people are now staying in various shelters
in Mindanao. It said social workers have distributed some P5 million in food aid to the affected areas where rivers overflowed. Many roads in Davao del Norte and Davao Oriental provinces, including Davao City remain impassable to vehicles and some areas are still without electricity. MNLF leader wants to become Malaysian citizen ZAMBOANGA CITY – A former Muslim rebel leader, who sought safe refuge in Sabah after escaping a civil war in the southern Philippines almost four decades ago, now wanted to renounce his Filipino citizenship to become a naturalized Malaysian. Abdul Halil Aranial, whose nom de geurre was Commander Janggut, said he and six other rebel leaders of the Moro National Liberation Front escaped the war in Basilan province in 1975 and fled to Jampiras Island, according to a report by the online newspaper Borneo Post. Aranial said he has no wish to return home to Basilan, although he is aware of the changes that

"I'm very thankful to President Aquino for his concern over the plight of household helps who have long been at the mercy of their respective employers. This is the best gift we can give at the start of the new year for these hardworking men and women who tend to our homes and take care of our children," Ejercito Estrada, son of former President Joseph Estrada, said. He said the Kasambahay Act ensures the rights and welfare of the estimated 2 million household helps all over the country and also pegs their minimum salaries. Under the new law, the minimum salary of a domestic helper is pegged at P2,500 in Metro Manila, P2,000 in chartered cities and first-class municipalities, and P1,500 in the rest of the country. The law also orders the Regional Tripartite Wages and Productivity Board to determine succeeding salary
increases following consultations with stakeholders. Apart from monetary compensation, which includes a 13th-month pay, the law also mandates employers to enroll their house helpers in Social Security System, Philhealth, and Pagibig Fund and to pay part of their monthly contribution. Also, domestic helpers should be afforded at least eight hours of rest every day and a day off a week. "Most household helps have very little education," Ejercito Estrada said. “That is why I'm glad that my proposal to require employers to allow their household helps to complete their basic education has become part of the new law." A similar bill was first filed 15 years ago. The current bill went through countless modifications before it was finally approved in the 15th Congress in the first week of December. The San Juan lawmaker, as vice chairman of the Committee on Labor, is among those who shepherded the bill through the House of Representatives. Aranial said they resided in Jampiras until 1980 before relocating to the refugee settlement in Kamping Air in Sandakan where he was employed in an oil palm plantation until his relocation to the Muslim Refugee Settlement in Keningau in 1993.
He said he obtained the IMM13 pass issued to refugees and used it for 19 years. And in 2009, Aranial said he applied for an Entry Permit and later in the same year applied again for Permanent Residence which was approved. “I hope the government would expedite the application process for my Malaysian citizenship,” Aranial said, adding he has now three wives and that all their 13 children. It was unknown whether Aranial’s companions are still alive or had returned to the southern Philippines after the MNLF signed a peace agreement with Filipino government in September 1996. NPA holds POWs in Mindanao
COMMUNIST rebels have captured a government soldier and a policemen at a checkpoint in the southern Filipino province of Compostela Valley. Rigoberto Sanchez, a spokesman for the New People’s Army, said they are holding Private First Class Jesrel Colanggo and Senior Police Officer 1 Ruel Pasion. Both were intercepted and disarmed in the village of Mangloy in Laak town on Thursday. “The two prisoners of war are being treated well, their safety is of primordial consideration, as the NPA abides the tenets of international humanitarian law,” Sanchez said. Mining firm TVIRD bags 2 prestigious awards MANILA – The Philippines feted multi-awarded Canadian mining firm TVI Resource Development (Phils.) Inc. with two new awards in recognition of its responsive health and safety programs that impacted both its employees and the community where it operates. TVIRD received the prestigious 8th Gawad Kaligtasan at Kalusugan (GKK) and the Safety Milestone (SMiLE) awards for its operational excellence at its mining site in Mount Canatuan in Zamboanga Del Norte’s Siocon town. According to the Department of Labor and Employment (DOLE) , TVIRD - an affiliate of TVI Pacific Inc. in Canada scored over one million man-hours without losttime accidents in the second half of 2012 alone. TVIRD Safety Department Manager Arturo Abad received the GKK award from DOLE Secretary Rosalinda Baldoz. The GKK is a national award given by DOLE every two years in recognition of outstanding achievements made by establishments and individuals in responding to the safety and health needs of workers, their workplaces, and community. GKK is a component of DOLE’s Zero Accident Program, one of its flagship programs. DOLE said the award was given to TVIRD on the

company’s safety performance resulting in “NonLost Time Accident” over the same period. Safety Department Safety Officer Kurt Torres attributed the honor to the company’s continued close coordination with its Safety and Health Committee, as well as programs and policies that have designated full time accredited practitioners. Among 20 mining companies in the Philippines, TVIRD is the sole mining company in Mindanao awarded by the DOLE. It also bested hundreds of companies from the manufacturing, water and electricity, construction and other industries. The award for the Institutional Category, which is also referred to as the “DOLE Secretary Award,” is given to companies for exemplary health
and safety practices that extend to the community. To date, the DOLE regional office has also certified that TVIRD has no pending labor standards case. “Hand in hand, let us work together in realizing our goal of zero accident and zero illness in our workplaces. This is a boost to productive competitiveness,” Baldoz said during the awarding ceremony recently. She also stressed that the awards will inspire establishments to continue raising the bar of excellence in workers’ protection and share its expertise to industry colleagues. For his part, Abad said: “We owe the awards to (our) workers for their dedication and religious compliance to safety programs. The company achieved this rare feat also because of Management’s support and guidance.” TVIRD has been operating for over a decade in Canatuan, the ancestral lands of the indigenous Subanon tribe, which is the biggest ethnic group in the Zamboanga Peninsula. When It Comes to PR Writing, Only One Thing Beats Talent… by Don Bates ...and there ain’t much talent around! What’s wrong with PR writing? To borrow a phrase from poet Elizabeth Barrett Browning, let me count the ways. But I don’t have that much time, so allow me to offer a few ideas based on some 30 years in the public relations profession and almost 20 years teaching business writing in professional workshops and now on campus and online. Most PR practitioners, especially the youngest among us, haven’t been well-trained as writers. At best, they’ve taken one PR writing course in college. More often than not, they’ve gotten their writing experience by preparing class plans and presentations. This is useful but inadequate. For one thing, class plans and presentations are long and longer. They’re written to impress the teacher and well they should. Teachers teach; they need to assess their students’ grasp of the subject at hand, they need to assess their students’ understanding in depth. But in business, government and not-for-profit enterprises, the writing has to be tighter and more to the point. In many respects, this has always been the case. But today it’s an imperative. Increasingly, audiences want PR news and information as short and sweet as possible. Let’s face it, we’re not writing New Yorker pieces so why so much verbiage in most of
what’s written? In addition, we’re not writing to be published word for word or even close to it. We’re engaged in, or should be engaged in, writing news and information that our audiences, the media in particular, can use as is or edited for their purposes. We are the facilitator not the end user. And the terms and conditions that have been set for us are pretty clear, not only for the press but for anyone who receives our stuff. These “standards” have evolved from a long history of experimentation, especially in the media and among journalists. Any writing primer will give you the specifics. PR writing should be: • Simple (unadorned language, common sense logic) • Direct (to the point, say what you have to say and little more) • Credible (believable, what you say is true) • Factual (5 W’s – who, what, when, where, and why) • Insightful (useful takeaways that go beyond the conventional) • Actionable (you can do something immediately with what’s presented) As to actual style, PR writing should have: • An inviting lead (nothing fancy but something that makes you read on) • Short sentences (built on straightforward, uncomplicated phrasing) • Short paragraphs (much easier to read than long paragraphs) • Lots of nouns and active verbs (keep the prose lean) • Few adjectives (minimizes unintentional editorializing)
• Few adverbs (ditto what occurs with adjectives) • Few connectives (however, moreover, although, also and other transitions usually add unnecessary complications) • Accurate syntax (watch out for misplaced modifiers, dangling participles and other mistakes) • Concrete language (say “lie,” not prevaricate, “said” not “opined”) There are all kinds of guidelines but the simplest are the best. The rest is up to the writer – namely, you. If you don’t follow what’s suggested, your writing will suffer. And practice is what makes perfect. Think about theater, sports, politics, the military. You don’t get good at any of these pursuits if you don’t practice, practice, practice. Why should it be any different with PR writing? It isn’t. So if you really want to write better as a public relations practitioner, get in the sweat. Start exercising in earnest. Take a writing course at your local university. Take a workshop. Put one together for your own office. Join a writer’s club. Create one for your colleagues. Maybe in your local PRSA or IABC chapter. Do something to put your desire in action. If you don’t, you only have yourself to blame. SULU SCHOOL GETS NEW COMPUTER SETS, COVERED COURT SULU - Sulu Governor Sakur Tan donated 10 computer sets for the Kawmpang Elementary School in the town of Patikul in an effort to promote Information technology among the young students in the southern province. Gabir Sarajali, the school principal, praised Tan for the donation, saying “it was a dream come true” for students and teachers. “It was really a dream come true to all of us in Kawmpang Elementary School and we thanked our beloved and hardworking Governor
for donating these computer sets,” he said. Tan handed over the computer sets, including tables and chairs, to the teachers and students headed by Sarajali in a ceremony attended by over a hundred students, who cheered to the sight of the donation. “I challenge all of you to be competitive and productive in today’s computer world,” Tan said to the students and teachers at the school compound. Tan also told provincial engineers headed by Abdurasad Baih to draw a
plan for the school’s covered court where students and teachers can hold their important activities comfortably. Some of the students were moved to tears by the generosity band support of the governor as they chanted Tan’s name and thanked him for his benevolence.
