ARMM todo-bantay sa krisis sa North Borneo ZAMBOANGA CITY – Round-the-clock ang pagbabantay ng Crisis Management Committee ng Autonomous Region in Muslim Mindanao sa sitwasyon sa North Borneo na kung saan ay umabot na sa 53 ang bilang ng mga Sulu sultanate members ang napatay ng Malaysia sa patuloy na operasyon nito kontra sa nasabing grupo.

Pinagsabihan pa ng parak ang sundalo na umuwi na lamang sa kanilang bahay dahil sa kalasingan nito, ngunit lalong nag-init ang sundalo at sinunggaban agad ang baril ng parak, ayon kay Insp. Ariel Huesca, ang regional spokesman ng pulisya.

Syrian rebels free seized 21 Filipino peacekeepers MANILA – Syrian rebels have released the 21 Filipino peacekeepers they seized in the Golan Heights after four days in captivity.

The Filipinos are part of the United Nations Disengagement Observer Force and their abduction on March 6 drew condemnations from the Philippines and UN member countries.

The rebels freed the UN peacekeepers in Jordan.

“The apprehension and illegal detention of the Filipino peacekeepers are gross violations of international law,” Foreign Affairs Secretary Albert del

Rosario said in a statement sent to the regional newspaper Mindanao Examiner.

The captors earlier demanded that President Bashar al-Assad pull out his forces from areas being by rebels in exchange for the safe release of the peacekeepers.

“The main concern of the Philippine Government at this time is to ensure the safety and wellbeing of our peacekeepers.

We wish to reiterate that UNDOF’s freedom of movement and safety and security must be respected by all parties in the area,” Del Rosario said.

Once more, WE, the Bishop, the clergy and the Catholic Faithful of the Diocese of Bacolod declare with firmness our conviction that respect for life from conception until its natural termination is fundamental and sacrosanct and thus, should not be subject to any compromises that shall endanger it.

Although there are claims by some senatorial candidates, particularly Team Patay senatorial candidate Loren Legarda that the RH Law does not include any provision on abortion, we, however think otherwise. In fact, this is the TRAGEDY about the whole thing.

If all the pro-RH lawmakers only read what they championed and passed, it will not take 5 minutes for them to realize that RH Law did not criminalize the distribution, use, and sale of abortifacients. While the RH Law claimed that the use of abortifacients is not included in the reproductive health rights, the same law imposes no punishment to anyone using, dispensing, or selling abortifacients.

To this effect, the RH Law absolutely failed to protect the life of the unborn at conception leading us to ask whether the real intention of the RH Law, as it seems to claim, was really to protect the life of the unborn.

This deafening silence in the law that is now passed is “very loud”. The RH Law only pays lip service to protecting the life of the unborn at conception, for there is nothing else in the law that assures to protect life at all costs. Nothing at all! If in Criminal Law there is such a thing as homicide by reckless imprudence, equivalently the RH Law is almost a “zygoticide or feticide by inconceivable forgetfulness.”

Moreover, Team Patay Senatorial candidate Risa Hontiveros and others claimed that selection of candidates should not be based on a “single issue” alone like the RH Law but rather on the whole track record and stand of the candidates on a whole range of issues like human rights, environment, economy, etc.

To this objection, the Diocese believes that respect

and care for human life, especially of the unborn at conception, is primordial, basic, and fundamental.

The RIGHT TO LIFE, hence, is the mother of all rights. We cannot speak of and claim to champion any other rights, if the basic right to life is not upheld. If the basic right to life is compromised, how would everything else matter? All other issues cannot compensate for the terrible failure to ensure the protection of the life of the unborn at conception.

While there are some who commented that the Diocese should have avoided naming names, the Diocese finds its justification on the fact that Jesus Christ clearly said, “He who is not with me is against me.” (Matthew 12:30). God is for life. If you are not pro-life, you are not with God. Amidst this controversy, the Diocese of Bacolod will continue do our best to take our stand to the farthest and widest spectrum of audience as possible, especially at the grassroots.

For decades the Diocese of Bacolod has stood for the “least among us”, devoting its focus and attention to the promotion of social justice. As part of our continued advocacy and obedience to the Lord, the Diocese has taken on the issue of the RH Law as part of her mission.

People like Fr. Joel Tabora of Ateneo de Davao University, considered our action as “silly” and “arrogant”.

He is certainly entitled to his own opinion, in the same certain way that we are.

We will staunchly stand firm as a Diocese with our mission “to fight the good fight, to run the race to the finish and to KEEP THE FAITH” (cf. 2 Timothy 4:7) against the inherent dangers of the RH Law. We cannot stand mute and passive because “all that it takes for evil to triumph is for good people to do nothing.”

Finally, since it is the opinion of most politicians that there is no Catholic vote, no church vote, then there should be no cause for them to be alarmed by the tarpaulin at the San Sebastian Cathedral. Ours is just a free expression of our freedom of conscience and a conspicuously exquisite manifestation of our CATHOLIC EFFORT! Meanwhile until this is over, the red flags of courage and martyrdom, for the protection of the life of the unborn, shall fly high in the skies of the Diocese of Bacolod

Zamboanga, 'Asia’s Latin City,' is in power crisis ZAMBOANGA CITY – Zamboanga, a highly urbanized city and one of the largest in the Philippines, is suffering from an acute power shortage due to lack of electricity supply, and alternative solutions to the recurring problem.

The long hours of blackout are affecting not only many business establishments, but also hundreds of thousands of households and there is no tangible solution in sight, not until 2016 when the 100-megawatt coal-fired power plant of the Alsons Power Holdings begins operations in the village of Talisayan.

But villagers are strongly opposed to the operation of the coal-fired power plant due to the pollutions and its effects to the human health and environment. A 10-megawatt solar power facility is also being built in Zamboanga to augment the 90-megawatt electricity requirements of the city.

“There is a shortage of electricity and we are dependent on what is being allocated to us by the National Grid Corporation of the Philippines. Right now, we are only getting about 35 megawatts and the city’s power consumption is about 85 megawatts or more,” said Vic Liozo, a board member of the Zamboanga City Electric Cooperative.

Zamboanga, dubbed as Asia’s Latin City because of its unique Hispanic language, has signed a contract with the Aboitiz’s Therma Marine Incorporated for an additional 18 megawatts of electricity, but despite this the city still suffers from daily power outages – from six hours to as much as ten hours – and worse, the local electric cooperative cannot even strictly follow its own schedule of rotational blackout.

“This is a pestering problem and we have been suffering from blackout for such a long time already.

Our air conditioner set broke down due to fluctuating electric current and power outages. I am blaming the local cooperative, the NGCP and the government for not doing good enough to address this problem,” one trader, Archie Perez, said.

The NGCP blames the low water level and routine maintenance in hydropower plants in Mindanao as the culprit for the lack of power supply. And with this problem, big power producers take advantage of the situation and offer alternative, but expensive solutions – diesel-fed power barges and dirty coal-fired power plants – to provide more electricity supply.

General Santos City is also suffering from four

hours of blackout every day, and also six to eight hours in Pagadian City in Zamboanga del Sur province, and also in Sulu and Tawi-Tawi provinces.

Basilan province is dependent on power barges for electricity supply.

Pedro Rufo Soliven, president of the Zamboanga Chamber of Commerce and Industry, said Mindanao is in a desperate power crisis situation, and called of President Benigno Aquino to invoke Section 71 of the EPIRA law.

EPIRA refers to the Electric Power Industry Reform Act. Soliven said the provision on Section 71 gives the President the power - upon the determination of an imminent shortage of supply of electricity and Congress may authorize through a joint resolution – the establishment of additional generating capacity under such terms and conditions as it may approve.

“We, Mindanaoans deserve extra ordinary solution and attention, and Section 71 provides that power to the President to solve the power crisis, by invoking Section 71, red tape can be cut and shorten the lengthy procedure in starting a new power project which normally takes around 2 years to process,” he said.

Mindanao’s urbanization and industrialization is rapidly growing and yet the power outlook of the southern region is bleak due to a very low power reserve mainly because of lack of base load power generating plants.

Soliven, who also sits as chairman of the Task Force ILP (Interruptible Load Program), reiterated his appeal to the Zamboanga City Electric Cooperative to hasten the implementation of the ILP which can mitigate power outages by at least 3 hours which is equivalent to about 8 megawatts that the local utility can generate and distribute this to electric consumers.

He said 15 industrial and commercial establishments have enrolled to the ILP as part of their corporate social responsibility.

Soliven also suggested that Zamboanga City Electric Cooperative to seriously study the purchase or lease of modular generator sets to help augment the much needed power supply.

Mindanao was hit by repeated power crisis in the past and nothing has been done by the government except to promote the use of coal-fired power plants. But this too, comes with a price and that translates to huge electric bills and environmental pollutions. (Mindanao Examiner)

Team PNoy nilalangaw MANILA - Unti-unti na umanong nagkakawatakwatak ang Liberal Party (LP) coalition at 'nilalangaw' umano ang campaign sorties ng Team PNoy. Ito ang sinabi kahapon ng United Nationalist Alliance (UNA) dahil sa mga senyales na naobserbahan nila tulad na kakaunting taong dumadalo sa kampanya ng Team PNoy at ang madalas na hindi pagsama ng mga senatorial candidates nito.

"Despite having the resources of the administration at its disposal, the LP coalition's rallies fail to attract huge and enthusiastic crowds, even with the presence of President Aquino," pahayag ni UNA secretary general and campaign manager Rep. Toby Tiangco.

Ani Tiangco, ang madalas umanong pagabsent ng mga senatorial candidates ng Team PNoy ang sakit ng ulo ngayon ng kanilang campaign manager na si Sen. Frank-lin Drilon.

"Even with the President attending, most of their candidates opt to skip their events," ani Tiangco.

"In all sincerity, naaawa ako kay Sen. Drilon. His appeal to the candidates to attend their

events has been ignored.

This is the first time I've seen a campaign ma-nager being ignored by his candidates," dagdag pa nito.

DAVAO CITY – Tatlong sundalo ang patay at 8 iba pa ang sugatan sa ambush na isinagawa ng New People’s Army sa Davao City bilang parusa umano sa karahasan ng militar at pulisya sa mga sibilyan.

Sinabi ni Simon Santiago, ang tagapagsalita ng NPA, na binanatan umano ng mga rebelde ang isang grupo ng mga sundalo mula 84th Infantry Battalion, at mga parak, kabilang ang mga Cafgu militias, sa Barangay Carmen sa

Baguio district. Nabawi rin umano ng mga rebelde ang ilang armas at bala mula sa mga biktima.

Karapatan ng Sulu Sultanate sa Sabah nawala na parang bula!

ZAMBOANGA CITY – Tuluyan na umanong nawala ang lahat ng karapatan ng Sultanate of Sulu sa inaangkin nitong North Borneo o mas kilala ngayon sa tawag na Sabah.

Ito ang sinabi ng Malaysia’s Bar Council base na rin sa mga papeles at dokumentong hawak ng Kuala Lumpur.

Sinabi ni Bar Council Vice President Christopher Leong na maging ang International Court of Justice ay kinikilala na rin ang Malaysia na siyang may karapatan sa Sabah matapos na pumalya ang Sultanate of Sulu at Pilipinas sa isang territorial dispute nuong 2002.

“The Sultanate of Sulu had, by its several actions and by various separate instruments between 19 April 1851 and 26 June 1946, relinquished and ceded all of its rights, interests and dominion over what was previously referred to as North Borneo,” ani Leong sa isang ulat na inilabas ng Malaysian Insider newspaper.

“The Sultanate of Sulu, even if such an entity were to legally exist today, has no subsisting legitimate claim to Sabah,” wika pa ni Leong at dagdag pa nitong "the ICJ recognised Malaysia’s claim in its decision on the dispute between Malaysia and Indonesia over the islands of

Ligitan and Sipadan off the coast of Sabah in December 2002."

Binigyan umano ng sapat na panahon ang Pilipinas na umapela sa ICJ ngunit ibinasura naman ito ng ICJ. Iginigiit ng Sulu Sultanate na may historical rights ito sa Sabah na kung saan ay patuloy ang massive assault ng Malaysia laban sa halos 200 mga taga-sunod ni Sulu Sultan Jamalul Kiram III sa pangunguna ng kapatid nitong si Raja Muda Agbimuddin Kiram.

Ipinadala ni Sultan Jamalul ang grupo sa bayan ng Lahad Datu upang patuunan ang karapatan sa Sabah, ngunit pilit naman pinalalayas ng Malaysia ang mga ito at kung kaya't binakbakan ng husto ng militar ang mga tagasunod ni Raja Muda Agbimuddin. Mahigit ng 50 ang bilang ng napapatay sa grupo ni Sultan Jamalul at 8 naman sa panig ng Malaysia.

Nanawagan naman ang Bar Council sa Malaysia na resolbahin ng mapayapa ang kaguluhan at respetuhin ang karapatan-pantao ng mga Pilipino, partikular ang mga nadakip na kasamahan o supporters ng Sultanate of Sulu.

“As we seek to assert our rights and protect our

sovereignty and territorial integrity, we must continue to conduct ourselves with a strong sense of dignity and professionalism, with due observance of our own laws as well as international laws and standards,” ani Leong.

Umabot na sa 85 katao ang dinakip ng Malaysia mula ng magsimula ang gulo sa Sabah sa ilalim ng Security Offences (Special Measures) Act 2012 na kung saan ay maaaring makulong hanggang 2 taon ang mga dinakip kahit na walang paglilitis.

Naunang umalma ang pamahalaang Aquino sa balitang talamak ang human rights violations sa mga Pilipino sa Sabah at nanawagan ito sa Malaysia na respetuhin ang karapatan ng mga Pinoy doon.

“The Department of Foreign Affairs views with grave concern the alleged rounding up of community members of Suluk/Tausug descent in Lahad Datu and other areas in Sabah and the alleged violations of human rights reported in the media by some Filipinos who arrived in Sulu and Tawi-Tawi from Sabah.

Ito’y kaugnay sa Aman scam na kinapapalooban ng Malaysian founder nitong si Manuel Amalilio na ngayon ay nasa Sabah.

Kasama ni Co sa kinasuhan ay 11 iba pa, kabilang si Amalilio.

Si Amalilio ang itinuturong utak sa likod ng P12-billion Ponzi scheme sa Pagadian City at karamihan sa mga biktima ay nawasak ang kinabukasan dahil sa salaping inilagak sa Aman Futures kapalit ng 50% interests sa loob lamang ng dalawang linggo.

Matatandaang ipinag-utos diumano ni Co ang pamimigay ng mga tseke sa mga inves-

tors matapos na lisanin ni Amalilio ang tanggapan nito sa Pagadian City.

Natagpuan lamang umano ang tseke sa tanggapan ni Amalilio kung kaya’t ipinamahagi umano ang mga ito.

Troops rescue family kidnapped in Lanao Norte ILIGAN CITY – Government troops rescued a woman and her four children following a running gun battle with kidnappers in the southern Philippines, officials said Friday.

Army Captain Randy Veracion, a spokesman for the 1st Infantry Division, said woman, Virginia Villacora, and her children were rescued safely in Lanao del Norte’s Maigo town, but the kidnappers managed to escape in the village of Mentering.

Veracion said the vic-

tims were seized by five gunmen Thursday morning in their house in Inoma village.

“A hasty pursuit operation and aided with the support of the civilian populace, the Army troopers were able to catch up with the kidnappers at around 5:00pm Thursday that triggered a firefight between the two groups.”

There were no reported casualties between the military and the abductors,” Veracion told the Mindanao Examiner.

OFWs hold rally in Hong Kong MANILA – Hundreds of Filipino domestic workers in Hong Kong on Sunday protested Manila’s inaction to the moratorium on deployment of household helpers in the former British colony.

The demonstrators trooped to the Philippine Consulate General and held a rally to protest President Benigno Aquino’s inaction to the moratorium imposed by Philippinebased private recruitment agencies.

“We are victims already of Aquino’s incompetence in creating decent domestic jobs. Now that the livelihood of Hong Kong-bound Filipinos is caught in the crossfire of the war for profit between HK and Philippine recruiters, he still refuses to act and protect us Filipino migrants,” said Eman Villanueva, Secretary-General of the United Filipinos in Hong Kong.

party list, said that the Society of Hong Kong Accredited Recruiters of the Philippines, Inc. in their declaration of the moratorium on February 27 admitted that OFWs have been paying more than what they should only be charged.

“In their demand to return the placement fee that is equivalent to one month salary, they let it slip that OFWs will be paying 75% to 80% less than what they are paying now. Wasn’t this enough admission to mobilize this sluggish Aquino government to act on abuses of recruitment agencies to OFWs?” Villanueva asked.

He said that direct hiring will give an option for Hong Kong-bound Filipi-

nos to get a job without passing through private recruitment agencies. “This is the only option left for us to not get squeezed dry by recruiters,” he said.

The protesters also hit the Philippine Consulate General, particularly the Labor Office, for its ineffectiveness in curbing overcharging and pursuing prosecution of erring agencies.

Migrante also launched a petition to demand the Aquino government to lift the ban on direct hiring and prosecute private recruitment agencies proven to have overcharged OFWs and illegally collected placement fees from Filipino migrating for work.

Sinabi ni Gov. Sakur Tan na ipinag-utos na nito sa mga ibat-ibang ahensya ng pamahalaang panlalawigan na mas paghandaan pa ang pagdating ng mga nagsitakas sa North Borneo. Ngayon pa lamang ay marami na umanong mga refugees ang dumating sa Sulu.

Personal naman na tinitignan ni Tan ang sitwasyon ng mga refugees. “Kawawa naman itong mga kababayan natin at talagang kahit sino ay maaantig naman sa kanilang sinapit ngayon at sana at maresolba ng mapayapa ang problema diyan sa Sabah,” ani Tan. Sinabi ni Tan na nagtayo na rin mga tents malapit sa pier upang agad na ma-proseso ng Department of Social Welfare and Development ang mga dumarating na refugees.

Sa hiwalay na panayam naman sy sinabi naman ni FazlurRahman Abdulla, ang pinuno ng Sulu Area Coordinating Center, na tinatayang mahigit sa 1,000 na ang dumating sa lalawigan at kahapon ay halos 200 naman ang karga ng isang chartered vessel mula pa sa Sandakan sa Sabah.

Sinabi ni Abdulla na

Si Sulu Governor Sakur habang personal na tinitignan ang sitwasyon ng mga refugees sa lalawigan. (Sulu PIO) nagsimula si Tan ng paghahanda nuong pang Marso 2 dahil sa pangambang magdulot ng problema ang sigalot sa Sabah. “Actually before ng gulo ay ready na kaming lahat sa Sulu dahil na rin sa instructions ni Gov. Tan na maging handa palagi.

May mga meetings na kami with various government agencies, and yun mga supply ng pagkain at kumot at kung anu-ano pa ay nakahanda na rin,”

sabi ni Abdulla.

Idinagdag pa nitong marami rin umanong mga volunteers ang ngayon ay tumutulong sa humanitarian mission na inilunsad ng Sulu provincial government.

“There are times, just like yesterday when numerous evacuees from Sabah suddenly arrived unannounced, even pitching a tent together by different workers, government and volunteers alike, is just an admirable

feat. We're here together to heed summon, making our hearts in unison. Salute to all of them,” ani Abdulla.
