Filipino couple lands in hospital in failed murder-suicide PAGADIAN CITY – A man who was suffering from a serious illness had stabbed his wife in a failed murder-suicide in the southern Philippines, but police said both survived and are seriously injured. Inspector Ariel Huesca, a regional police spokesman, said the couple – Caria and Salima Bandara – were rushed to different hospitals. “Investigation revealed that the suspect was suffering from serious illness and had undergone major operation and she was always

threatened by the suspect that he will kill her first before he will commit suicide,” he said. Huesca said the man attacked his sleeping wife with a knife and repeatedly stabbed her until she was able to run and sought help from neighbors in the village of Panduma in Tukuran town. She said while running for safety, she saw her husband stabbed himself several times before leaping from the window of their house and hitting the

ground where he bled profusely until his sister arrived and rushed him to hospital in Lanao del Norte province. “The woman, Salima, sustained stab wounds in the left thigh, left side of her sexual organ and left portion of her behind, while her husband sustained multiple stab wounds in his abdomen and fractured spinal column and was brought by his sister to the hospital,” Huesca said. MANILA – Saudi Arabia continues its crackdown on illegal and overstaying migrants in an effort to flush out undocumented workers and force private firms to heed on the full implementation of the “Nitaqat,” or localization of labor force, according to the Migrante party list. “We have been receiving confirmed repor ts since last week about the crackdown on illegal and overstaying workers led by composite teams of police and Saudi labor officials in the cities Riyadh, Jeddah, Al Khobar and Dammam. Since then we have received numerous calls from Filipino undocumented workers and other nationalities asking for guidance and assistance,” said MigranteMiddle East regional coordinator John Leonard Monterona. Monterona, who is also the vice-chairperson of Migrante Sectoral Party of OFWs and families, said that since last week and as reported in several newspapers in Saudi Arabia that the Labor Ministr y hav e

amended Saudi labor law specifically Article 39 giving it more power to inspect and investigate violations related to expatriates employment in the Kingdom. The Interior Ministry will arrest and depor t those surplus workers who do not work for any company. It will also punish Saudi individuals and companies who employ such workers, according to the new article 39 of Saudi’s labor law. While calling for the Saudi authorities to respect the rights of undocumented migrant workers, Monterona, however, clarified that their group understands the move by the Saudi government to rid the Kingdom of about a million undocumented and overstaying migrant workers, saying: “It is within the Saudi government local labor priorities, immigration and internal peace and order concerns.” “Many of our fellow expatriate workers were forced to run away f ro m t h e i r s p o n s o r s due to alleged numerous labor violations such as non-payment

of salaries and overtime pay, working more than 8 hours, and contract substitution and illegal deductions by their rec r u i t m e n t a g e n c i e s,” Monterona said, adding expatr iate workers in Sa u d i i s b e l i e v e d t o m o re t h a n 8 m i l l i o n comprising Indians, Pakistanis, Bangladeshi, Egyptians and Filipinos. “We urge the Saudi authorities to implement first a general amnesty as it announced weeks ago covering all undocumented and overstaying migrants. The amnesty will include provisions of free a n d s w i f t m a s s re p a triation of undocumented and overstaying migrant workers in the Kingdom. Foreign d i p l o m a t i c p o s t s a re awaiting the guidelines of this general amnesty” Monterona said. “We also appeal to the Saudi govt. to res p e c t o u r f e l l ow m i grants, though undocumented and overstaying, basic human rights as enshrined in UN Conventions on the Protection of Migrants and members of their Fa m i l i e s. PAGADIAN CITY – Government troops killed a notorious leader of gang tagged as behind the spate of kidnappings and extortion in the southern Philippines, officials said. Officials said the fighting in the coastal village of Danganan in Lapuyan town killed Amie Andi and his aide Ambak Maragusan. Lt. Col. Yegor Rey Barroquillo, Jr., commander of the 44th Infantry Battalion, said the fighting lasted almost 30 minutes. The bodies of the slain bandits were recovered by their kin and buried immediately in the town. He said Andi is one of the most wanted persons in Zamboanga del Sur and that his group was previously involved in the killings of 6 people, including three children, in the village of

Tininghalang also in Lapuyan town last year. The local government offered a P300,000 bounty for the capture of Andi. General Ricardo Rainier Cruz II, commander of the 1st Infantry Division, commended the soldiers in the operation that led to Andi’s death. “The soldiers will remain vigilant against lawless elements to ensure the safety and well-being of the peaceloving people in the region,” he said. He also praised the cooperation of civilians to the military, saying the locals provided vital information that allowed troops to track down and neutralize Andi. In November last year, Andi escaped a raid by government soldiers at their hideout in Pagadian City, but troops captured two of his most trusted lieutenants, Montasser Ratarta and

Rachmodin Andi. The military said Andi’s group was behind the kidnappings of Filipino traders and foreigners in Zamboanga Peninsula. Among those kidnapped in the Zamboanga was Irish missionary Michael Sinnott, seized in October 12, 2009 in Pagadian City. Aside from Sinnott, kidnappers also seized Italian Catholic priest Giancarlo Bossi in Zamboanga del Sur’s Payao town in June 10, 2007. And in 1998, gunmen kidnapped Italian missioners Luciano Benedetti in Zamboanga del Norte province and in 1998 and Giuseppe Pierantoni in Dimataling town in Zamboanga del Sur. Penelope Gil, regional coordinator of the Kabataan party list, has challenged CHED to prove that it is not a “literal stamp pad,” which is apparent in its previous actions that contributed to the skyrocketing cost of education. Gil, citing reports, said of the 1,800 HEIs nationwide, at least 451 have already filed petitions to increase tuition for the academic year 2013-2014; and 95 of which are from the National Capital Region, while 31 are from the Davao Region. “We grimly remember how CHED approved petitions of more than 300 HEIs to increase tuition fee collection for the present

school year, and this is not far from happening again given the CHED’s toothless regulatory mechanisms” Gil said. Gil also cited how CHED admitted, when asked by National Union of Students of the Philippines last month that it has no clear mechanism to ensure the compliance with the minimum standards set by CHED Memorandum 3 series of 2012. She added that this only shows that CHED is inutile. “We urgently call for the Aquino and CHED to implement the moratorium to all tuition hikes for next year in both public and private schools” she said.

The Department of Tourism recorded 3,830,723 visitor arrivals to the Philippines for the period January to November 2012 - an 8.73% increase compared to the previous year’s volume of 3,522,887 for the same period. A total of 163,270 Australians visited the Philippines for the same months in 2012. The Bureau of Immigration also reported that many foreign tourists who visited the country in 2012 opted to stay longer or beyond their visa validity. From January to December 2012, the Bureau’s extension office processed and approved 172,055 applications for extension, 13% higher than the extensions granted in the previous year.

Philippines warns of online scam offering jobs in Portugal MANILA - The Philippines has warned Filipinos of false job recruitment in Portugal following numerous complaints from individuals who transacted with spurious companies offering employment and working visas over the Internet. The Philippine Embassy in Lisbon reminded Filipinos to be extra cautious in making transactions over the Internet with spurious companies and individuals offering employment and issuance of entry and working visas for Portugal. It noted an upsurge in the number of Filipinos who were victimized or have received emails from alleged companies or law firms in Portugal which offer jobs or promise to process entry and visa permits for employment through payment of exorbitant fees through money transfer. In some cases, unscrupulous individuals have

misrepresented real and even reputable companies in Portugal by using information on their websites but replacing their contact information. It said these individuals require payment of fees for "EntryClearance Certificates," or “International /Overseas Employment Certificates" and "Affidavits of Guarantee Fund," all of which are not required by Portuguese authorities. The Embassy said the IOEC that these unscrupulous individuals were asking payment for is not the OEC legitimately issued by the Philippine Overseas Employment Administration. President Aquino elated over Investment Grade Status by the Fitch Group MANILA – Philippine President Benigno Aquino said he is elated over the latest Fitch Group announcement that the country’s Investment Grade Status has been upgraded from BB+ to BBB-. “This marks the first time in history that our nation has been granted investment grade status by a major credit ratings agency,” he said, adding “this means much more than lower interest rates on our debt and more investors buying our securities.” Aquino, in a statement sent to the regional newspaper Mindanao Examiner, said greater access to low-cost funds gives more fiscal space to sustain and further improve on social protection, defense, and economic stimulus, among others.
