Garma, a former DepEd Regional Director of the National Capital Region and Central Luzon, will assist in the managing and supervising of the field operations which consists of 16 regions, 230 schools divisions, around 47,000 public schools, and community learning centers. Matatandaang sinabi noon ni Duterte sa mga namimili ng brand ng Covid-19 vaccines na kung ayaw nila ng Sinovac ng China ay huwag na silang magpa-bakuna. Karamihan sa mga Pilipino ay ayaw sa Chinese vaccines dahil umano sa mababang efficacy rate nito at iba pang kadahilanan. Maimbung Mayor Shihla Hayudini thanked the PRC for allowing aspiring teachers to take the Board Licensure Examination for Professional Teachers (BLEPT) in Sulu. Those who had taken
the BLEPT were the first batch of some 3,500 aspiring teachers. The second batch is set to take place in January next year and the third and last batches in March and June, respectively, in compliance with directives of the national government’s Inter-Agency Task Force for the Management of Emerging Infectious Diseases on the conduct of professional examinations.
This was previously announced by Jorge Duterte, who is in-charge of the Regional Licensure Examination, after a meeting with Tan in July. The BLEPT was originally scheduled in March last year, but had been postponed due to the Covid-19 pandemic. Tan also thanked the PRC for holding the BLEPT again in Sulu and urged aspiring teachers to prepare themselves for the rigorous examination. It was Tan who sought the holding of professional examinations in the province - since 2008 - in an effort to lessen the burden and expenses of the examinees in going to Zamboanga City just to take the PRC examinations. He also funded the review of the examinees, hiring top caliber and professional educators from Manila; and many times in the past even provided allowances when they go to Zamboanga for the BLEPT. Now, police and military recruitments and examinations are also being held in the province because of Tan, who repeatedly vowed to uplift the welfare of the Tausugs and those who want to pursue their dreams to become professional in the career they chose to pursue. In the same news report, COMELEC spokesman James Jimenez said the poll body has the authority to address security threats and violence by imposing its control on specific parts of the country, a power formalized through COMELEC Resolution 10481 issued in January 2019. However, former COMELEC Commissioner Rene Sarmiento, a member of the 1986 Constitutional Commission, said the poll body’s authority is not absolute. “The COMELEC has the power to deputize law enforcement agencies, et cetera, including the AFP, to ensure free, orderly, honest, peaceful, and credible elections but, and only if, the President concurs with the power of the COMELEC to deputize the agencies, instrumentalities above-mentioned,” Sarmiento said in a text message to CNN Philippines, stressing that this was provided for under the 1987 Constitution. Ayon sa kanyang reklamo na idinulog rin sa ZAMCELCO Consumers’ Complaint Page ay maraming beses na itong nagtungo sa ZAMCELCO ngunit walang aksyon ang kooperatiba. Hanggang ngayon ay wala pa rin aksyon ang ZAMCELCO sa nasabing reklamo. Hinaing rin ng mga consumers ang talamak na voltage fluctuation at maraming mga appliances na ang nasira dahil dito. Kaliwa’t-kanan rin ang reklamo ng mga iba sa ZAMCELCO dahil sa palpak na serbisyo nito. Maging ang Service Department nito ay hindi rin maasahan at kadalasan ay walang sumasagot sa mga tawag sa telepono. Tadtad rin ng reklamo ang ZAMCELCO Consumers’ Complaint Page sa Facebook bagama’t isa lamang itong community page na ang layunin ay iparating sa kinauukulan ang mga problema at hinaing ng mga consumers. Duterte ‘legacy’ caravan launched ahead of polls

The PIA is under the Presidential Communications Operations Office (PCOO) headed by Secretary Martin Andanar, who attributed Duterte’s high satisfaction ratings to the president’s policies grounded on ensuring the welfare of the poor. Andanar referred to landmark policies that have contributed to the vision of the administration in providing a comfortable life for every Filipino. But recent surveys showed the majority of Filipinos said they remain poor. However, Andanar cited the passage of the Universal Healthcare Law, the provision of free tertiary education in public universities and colleges, assistance to former rebels, and the massive infrastructure projects, among others as Duterte’s landmark policies. He stressed the need to report the accomplishments of the Duterte Administration in order for more Fili-
pinos to be informed of the programs and services that they can avail of from government offices. Andanar shrugs off criticisms and said he respects the opinion of the critics who are tagging the PCOO’s Duterte Legacy campaign as a purveyor of fake news. danar, who is reportedly gunning for a senate seat. He said the Mindanao Media Hub is the first government media hub outside Metro Manila which now houses the PCOO’s satellite office in Duterte’s hometown Davao; the regional stations of the People’s Television Network, Inc., the Philippine News Agency, Philippine Information Agency, APO Production Unit, Inc., Radyo Pilipinas, and the Presidential Broadcast Staff – Radio Television Malacañang. A similar facility is also being eyed in Mandaue City in Cebu province or the Visayas Media Hub with the inclusion of its initial P200 budget for construction in the PCOO’s proposed allocation for 2022. The Visayas Media Hub - which will be the biggest in the region – is expected to start its construction soon within the 3,000-square meter property of the Department of Information and Communications Technology in the village of Subangdaku. The PCOO has already broken ground for the socalled Government Strategic Communications Academy in the town of Manolo Fortich in Bukidnon province. All those areas - Davao in eastern Mindanao, Bukidnon in northern Mindanao and Cebu in central Philippines – are all strategically located to promote government propaganda through digital platforms. Support for Duterte drops ahead of next year’s elections THE presidential election, scheduled for May 2022, is shaping up to be a greater challenge for the Duterte family. A recent poll shows a gradual drop in support for the outgoing president, Rodrigo Duterte, who is running second among candidates for the vice presidency. Under the constitution, he cannot stand for a second term as president. His 43-year-old daughter, Sara Carpio, is doing much better, topping the polls despite not having announced her candidacy for the presidency. However, her lead is narrowing. Carpio, the current mayor of Davao, recently said that she wanted to seek a new mandate as her city’s first citizen rather than run for president. Officially, the campaign for the highest office started on October 1 after candidates registered to run. Popular boxing champion Manny Pacquiao also announced his retirement from the ring to devote
himself only to politics. He is not alone. Other potential candidates are considering taking a plunge. Meanwhile, they are cutting into Carpio's lead. The Pulse Asia survey of 2,400 people, held earlier this month, found her support dropping from 28 per cent to 20 per cent. By contrast, Pacquiao, 42, is gaining momentum, going from 8 per cent to 12 per cent. The son of the late dictator Ferdinand Marcos, Bongbong Marcos Jr, is pulling 15 per cent; he too has not yet said if he is running. Manila Mayor Francisco Domagoso follows with 13 per cent. The vice presidency is largely ceremonial role, but it would protect Duterte from the courts over the thousands of extra-judicial killings perpetrated during his brutal war on drugs. Senate speaker Vicente Sotto is challenging Duterte for the second highest office in the land with his support jumping from 10 per cent to 25 per cent, ahead of Duterte who is at 14 per cent, down by four points compared
to the previous poll. Meanwhile, Church organisations have entered the political fray by launching a campaign for a “clean, accurate, responsible and transparent” vote. They are part of Halalang Marangal 2022, a coalition of over 20 Church and civic groups campaigning for a fair election, starting with voters’ registration, a process that has encountered several problems in recent weeks. To this end, Bishop Collin Bagaforo, president of Caritas Philippines, is among those calling on the faithful to join the coalition. In his view, voters must be better informed and familiarise themselves with the electoral process so that Filipinos can regain trust in their elections and the institutions that represent them. “We have this special responsibility in times of serious moral, economic, health, food security, livelihood and leadership crises,” the prelate said. Marcos, Sr. I was not born yesterday and I can still vividly recall the evils of its repressive dictatorship with so many human rights abuses committed under its military rule. No way for another Marcos - in the person of his son Bongbong Marcos - to occupy Malacanang once again, as his minions egg him on to run for President by May of 2022 presidential and local elections. The vast majority of the Filipino people who suffered during the martial law days have expressed fears it’ll only reopen even bigger the still unhealed wounds inflicted on them and on this country hailed before as the most peaceful and orderly, and second to Japan only in terms of peace, progress and prosperity during its golden years prior to the declaration of Martial Law on September 21, 1972. The kind of martial law crafted by Marcos can’t be tolerated again. But, if you ask me if President Rodrigo Roa Duterte will declare his own, shall we go for it? Why not? Duterte’s brand of leadership is so different from that of Marcos. He even placed under Martial Law the entire Mindanao when the “Marawi Siege” happened and there was the least of crimes recorded, for true discipline was shown under it by the Mindanaoans in those days, then martial law was lifted by orders of PRRD as the Commander-In-Chief, when the bloody “Marawi Siege” was totally diffused and put under gov’t control again by our brave and cou-
rageous soldiers and policemen sent out to recapture back Marawi City from the hands of the lawless groups that laid siege the city for six-month long period. That’s how I gauge the two. Duterte is God-sent while Marcos was evilsent. The two are poles apart when speaking of their intention to make this country great again. That’s my honest-to-goodness point of view, period. And let your own speak for you, as well. This is the way we speak out in our now redeemed democratic society though, some of our rowdy lawmakers are going to the extreme, not really in aid of legislation, but in aid of election, as next year’s polls are fast approaching. But, if it goes on and on, the way our Senate Blue Ribbon chaired by this too ambitious Senator Dick Gordon is doing, right now, then I’m tempted to say that PRRD might exercise its last resort as allowed by the Constitution. The President, just of late, questioned the way the Senate blue ribbon brutally deals with their resource persons invited to their recent committee hearings that looks like there’s no end to it—till election period is over. “Akala ko ba hindi kayo gusto ng martial law? (PhilHealth) to amend its guidelines for the Type Z Benefit Package, particularly for early-stage breast cancer patients. The package is being offered to PhilHealth members to address health conditions that trigger prolonged hospitalization and very expensive treatments. Evelyn Castro, chairperson of the RDC's Social Development Committee, said they have passed and endorsed a resolution for PhilHealth to consider their request. Castro explained that

under the current PhilHealth guidelines, the package rate for early-stage breast cancer is only P100,000 for the entire course of treatment. The first tranche of P75,000 is given to the patient within 60 days after being discharged from surgery, and the second tranche of P25,000 is given within 60 days upon completion of the last cycle of chemotherapy for Stage 1 to 3-A. “Thus, a patient who does not undergo chemotherapy forfeits the second tranche payment,” she said. Furthermore, she added, the guidelines also state that under hormonotherapy treatment, only tamoxifen drug can be given to breast cancer patients. "The

She said the amendment aims to allow qualified patients to avail themselves of the maximum benefit package of P100,000 by not making chemotherapy a mandatory procedure, and by extending the filing schedule for tranche 2 claims of Stage 0 patients to other early breast cancer patients who do not need chemotherapy. Creative entertainment sector pushed CEBU CITY – The Cebu Chamber of Commerce and Industry (CCCI) said it supports the development of the creative entertainment sector here so it could generate at least P500 million in annual revenue in the next two years, and as much as P30 billion by 2030. “The initial target for Cebu is we want to reach P500 million per year and P30 billion by 2030,” CCCI trustee Mario Panganiban told reporters. Panganiban said this can be achieved with the support of the various sectors and agencies of government.
