RIATF deploys Covid teams in ZamPen Continued from page 1 Covid-19 teams in Zamboanga Peninsula as part of an effort to help the local governments address and mitigate the surge in Covid-19 cases. Manuel Luis Ochotorena, the regional director of the Office of the Civil Defence, who is the chairman of the RIATF-MEID, said a special Covid team has already met with Zamboanga City Mayor Beng Climaco, head of the local IATF-MEID and other task force members, and discussed the prevailing health situation there. Zamboanga has nearly 3,000 active Covid cases which forced the RIATF-MEID to recommend to the national government’s IATF-MEID to impose stricter quarantine measures. The city has been placed under Moderate Enhanced Community Quarantine (MECQ) until the end of
the month. Zamboanga del Norte is also under MECQ and Zamboanga del Sur in General Community Quarantine but with heightened restrictions. Zamboanga Sibugay is now under General Community Quarantine. Ochotorena said they are going around different barangays to see and assess the situation, especially those with a high number of Covid cases. “Binibisita namin yun mga ibat-ibang barangays to check and see how they manage Covid cases. We need to assess the situation to come up with various measures and recommendations sa local government, sa local IATF so we can mitigate the spread of the virus,” he told the Zamboanga Post. He said residents must strictly follow the public health protocols and community quarantine guide-
lines set by the local government. “People should strictly follow all these health protocols and the quarantine guidelines to prevent the spread of the virus in the community. This is very important to ensure the safety of every one because Covid-19 is a serious disease,” he said. Ochotorena also lauded the health protocols imposed by Climaco at the Fort Pilar shrine during the celebration of the Zamboanga Hermosa Festival. “Mabuti nga at mahigpit yun implementation ng health protocols natin sa Fort Pilar. It was really a potential (Covid) super spreader event and delikado talaga to allow more people sa Fort Pilar,” he said. This was confirmed by Presidential spokesman Harry Roque who said the system started on October 20. “Nasa Alert Level 4 po ang Negros Oriental at Davao Occidental. Nasa Alert Level 3 po ang Cavite, Laguna, Rizal, Siquijor, Davao City, at Davao del Norte. Habang nasa Alert Level 2 naman po ang Batangas, Quezon Province, Lucena City, Bohol, Cebu City, Lapu-Lapu City, Mandaue City, Cebu Province, Davao de Oro, Davao del Sur, at Davao Oriental,” Roque said. He said that once the evaluation of the Alert Levels System shows that it is more effective than the current community quarantine classifications, then it will be implemented nationwide. “Ilang mga rehiyon pa lang ang na-include natin doon sa pilot implementation. We are expanding our pilot implementation of the Alert Levels System habang binubusisi pa talaga yung resulta ng initial pilot,” Roque said. Under the pilot Alert Levels System, dine-in services in food preparation establishments are allowed indoor for “fully vaccinated” individuals provided that workers and employees of the establishments are fully vaccinated, with the following venue or seating capacity: 10 percent in Alert Level (AL) 4; 30% in AL 3; 50% in AL2, and 100% in AL 1. Outdoor dine-in services are allowed for all customers at 30, 50, 70, and 100% for AL 4 to AL 1, respectively. Roque said film, music, and television productions shall be subject to joint guidelines as may be issued by relevant government agencies and shall be allowed indoor for fully vaccinated at 10, 30, 50, and 100% for AL 4 to AL 1 respectively, and outdoors for all customers at 30, 50, 70, and 100% for AL 4 to AL 1, respectively. He said specialty examinations authorized by the IATFMEID shall be allowed at the same indoor capacities as mentioned above, subject to health and safety guidelines as approved by the IATF-MEID, provided that workers and employees are fully vaccinated and they cater only to fully vaccinated individuals. Meanwhile, fitness studios, gyms, and venues for non-contact exercise and sports, shall be subject to Department of Trade and Industry (DTI) sector-specific protocols. Indoor capacity is at 10, 30, 50, and 100% for AL 4 to AL 1, provided that they cater only to fully vaccinated individuals, while outdoor capacity is allowed at 30, 50, 70, and 100% for AL 4 to AL 1, respectively, and will be open to both vaccinated and unvaccinated, For all contact sports, Roque said it is not allowed under AL
4 for both indoor and outdoor; not allowed under AL 3, except those conducted under a “bubble-type” set-up and approved by the local government where such games shall be held; allowed at 50% indoor and 70% outdoor in AL 2, provided that they cater only to fully vaccinated individuals, with fully vaccinated workers and employees for indoor and for all customers for outdoor; and allowed at 100% under AL 1. Roque also said that venues for meetings, incentives, conferences, and exhibitions; permitted venues for social events; visitor or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, and the like; amusement parks and theme parks; and recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, skating rinks, archery halls, swimming pools, and similar venues have different capacities and protocols for indoor and outdoor per Alert Level. These establishments are allowed indoor at 10% in AL 4, provided that they have been issued the Safety Seal Certification and will cater only to fully vaccinated individuals, and workers and employees are fully vaccinated. For AL 3 to AL 2, these establishments are allowed indoors at 30 and 50%, respectively, provided that they will only cater to fully vaccinated individuals and their workers or employees are fully vaccinated; and 100% for AL 1. The same industries are allowed at 30 percent outdoor capacity at AL4, provided that the establishments have been issued a Safety Seal Certification, and workers/employees are fully vaccinated. While 50 and 70 percent outdoor venue/ seating capacity are allowed for AL3 to AL2, respectively, provided that their workers/ employees are fully vaccinated and 100 percent for AL1. On the other hand, Roque
said the operation of cinemas shall be subject to DTI sector-specific guidelines. These establishments are not allowed in AL 4 for both indoor and outdoor; allowed at 30% indoor in AL 3; and 50% in AL 2, and 100% in AL 1, provided that they cater only to fully vaccinated individuals and workers and employees are vaccinated; allowed at 50% outdoor in AL 3; and 70% in AL 2, and 100% in AL 1. For personal care establishments such as barbershops, hair spas, hair salons, and nail spas, and those offering aesthetic and cosmetic services or procedures, make-up services, salons, spas, reflexology, and other similar procedures, including home service options shall be subject to DTI sector-specific protocols at 10, 30, 50, and 100% indoor in AL 4 to AL 1, respectively, provided that they cater only to fully vaccinated individuals and workers and employees are fully vaccinated; and at 30, 50, 70, and 100% outdoor in AL 4 to AL 1, respectively, provided that workers and employees are fully vaccinated. He said casinos, horse racing, cockfighting and the operation of cockpits, lottery and betting shops, and other gaming establishments remain prohibited in AL 4 to AL 2, except as may be authorized by the IATF-MEID or the Office of the President. All of these, however, are allowed under AL 1. Also not allowed for both indoor and outdoor in AL 4 and AL 3 are venues with live voice or wind instrument performers and audiences such as karaoke bars, clubs, concert halls, and theaters, as well as funfairs and kid amusement centers such as playgrounds, playrooms, and kiddie rides. The same listed industries are allowed at 50% indoor and 70% outdoor in AL 2, provided that in indoor they are fully vaccinated and 100% in AL1 both indoor and outdoor. (Mindanao Examiner)

The application aims to expand access to culturally-adapted, evidence-based tools and interventions on mental health, emphasizing self-help and self-care. It also screens individuals so it can get a better sense of their overall well-being and how they usually cope with stress, before recommending ways they can help themselves through workbooks, exercises, audio guides, journaling, mood tracking, or simple self-care reminders. If users feel they really need to speak to someone, they can also access a list of mental health and psychosocial support service providers near them or online. “This app is a timely innovation and we thank our partners at USAID for making this a reality. As the DOH and our health workers strive towards coping and living with this pandemic, we must find ways to care for the mental well-being of our fellow Filipinos who continue
to suffer because of this current circumstance.” “Lusog-Isip is a selfcare app and one way we can make mental healthcare more accessible to those who need it,” said Frances Prescilla Cuevas, Chief Health Program Officer of the DOH Mental Health Division. The application is available for both Android and iOS devices through the Google Play and Apple App Store. The development of Lusog-Isip is also timely in Zamboanga City where the number of suicide cases is high due to depression. And only last week, two young men hanged themselves separately due to depression. Official data of national and local suicides cases were not immediately available, but last year, there were at least 20 cases of suicides in Zamboanga that prompted Mayor Beng Climaco to order the City Health Office to formulate a mental health program and for the City Budget Office to fund the project. City Health Officer Dr. Dulce Amor Miravite attributed these incidents to many factors, including stress due to the current health crisis. “With what is happening right now due to the pandemic, this contributes to our stress. Those who
cannot cope with or handle the stress well get depressed and some of them commit suicide,” Miravite said. “We are sad over the number of suicide incidents due to frustrations as a result of Covid-19, but as mayor of Zamboanga City together with the department heads and 98 barangays, we do everything possible to help alleviate the plight of our people, especially during these trying times of the pandemic. There is hope in our efforts in God’s grace,” the mayor said. Climaco said mental health programs are important, especially during this time of the pandemic. “Our local government requested the City Budget Office to study the program together with our mental health professionals,” she said. She said a team of medical officers from the City Health Office and other agencies have already met and will come up with a program addressing mental health issues. “We are concerned with everybody’s mental health and mental health awareness is very important and we need to raise the collective consciousness about mental health,” she said. Government allows firms to bar unvaccinated workers COMPANIES NOW have the right not to employ workers who have not been fully vaccinated against Covid-19, the Department of Labor and Employment (DOLE) said. DOLE was responding to criticism of several large corporations by labor unions for turning down unvaccinated applicants. The hiring of employees is an employer’s right so corporations can by law refuse to accept unvaccinated workers, it said. “Before a person is employed, there is no employer-employee relationship. As to whether you can be employed, that’s the privilege of the employer,” Labor Secretary Silvestre Bello told reporters. He said vaccine requirements are a valid yet added qualification for someone to qualify for a job they are applying for. “Sometimes employers specify something that they are looking for, like a 25-year-
old with a pleasing personality. If you don’t have a pleasing personality, they can reject you, right? It’s a valid qualification, correct?” Bello said. The national government’s Inter-Agency Task Force for the Management of Emerging Infectious Diseases recently required all employees to be fully vaccinated against Covid-19. Bello described the policy as a valid exercise of the power of the state to safeguard the health and well-being of the people. Labor union Nagkaisa said its criticism of employers was not opposition to the vaccination policy but an appeal to companies to provide a grace period for applicants to get vaccinated. Lawyer Sonny Matula said the Covid vaccine issue should not be weaponized by companies to violate workers’ rights. “We will continue our advocacy for the promotion and respect of work-

U.S. surgeons successfully test pig kidney transplant in human patient

(Joe Carrotta for NYU Langone Health/Handout via Reuters) FOR THE first time, a pig kidney has been transplanted into a human without triggering immediate rejection by the recipient's immune system, a potentially major advance that could eventually help alleviate a dire shortage of human organs for transplant. The procedure done at NYU Langone Health in New York City involved use of a pig whose genes had been altered so that its tissues no longer contained a molecule known to trigger almost immediate rejection. The recipient was a brain-dead patient with signs of kidney dysfunction whose family consented to the experiment before she was due to be taken off of life support, researchers told Reuters. For three days, the new kidney was attached to her blood vessels and maintained outside her body, giving researchers access to it. Test results of the transplanted kidney's function "looked pretty normal," said transplant surgeon Dr. Robert Montgomery, who led the study. The kidney made "the amount of urine that you would expect" from a transplanted human kidney, he said, and there was no evidence of the vigorous, early rejection seen
when unmodified pig kidneys are transplanted into non-human primates. The recipient's abnormal creatinine level - an indicator of poor kidney function - returned to normal after the transplant, Montgomery said. In the United States, nearly 107,000 people are presently waiting for organ transplants, including more than 90,000 awaiting a kidney, according to the United Network for Organ Sharing. Wait times for a kidney average three-tofive years. Researchers have been working for decades on the possibility of using animal organs for transplants, but have been stymied over how to prevent immediate rejection by the human body. Montgomery's team theorized that knocking out the pig gene for a carbohydrate that triggers rejection - a sugar molecule, or glycan, called alpha-gal - would prevent the problem. The genetically altered pig, dubbed GalSafe, was developed by United Therapeutics Corp's (UTHR.O) Revivicor unit. It was approved by the U.S. Food and Drug Administration in December 2020, for use as food for people with a meat allergy and as a potential source of human therapeutics.
Medical products developed from the pigs would still require specific FDA approval before being used in humans, the agency said. Other researchers are considering whether GalSafe pigs can be sources of everything from heart valves to skin grafts for human patients. The NYU kidney transplant experiment should pave the way for trials in patients with endstage kidney failure, possibly in the next year or two, said Montgomery, himself a heart transplant recipient. Those trials might test the approach as a shortterm solution for critically ill patients until a human kidney becomes available, or as a permanent graft. The current experiment involved a single transplant, and the kidney was left in place for only three days, so any future trials are likely to uncover new barriers that will need to be overcome, Montgomery said. Participants would probably be patients with low odds of receiving a human kidney and a poor prognosis on dialysis. "For a lot of those people, the mortality rate is as high as it is for some cancers, and we don't think twice about using new drugs and doing new trials (in cancer patients) when it might give them a couple of months more of life," Montgomery said. The researchers worked with medical ethicists, legal and religious experts to vet the concept before asking a family for temporary access to a brain-dead patient, Montgomery said. Covid-19 Risk Reduction Project launched in Cebu CEBU CITY – The Cebu Chamber of Commerce and Industry (CCCI) and the Asia Pacific Alliance for Disaster Management Philippines (APAD PH) have partnered to help localities prepare for emergencies amid the Covid-19 pandemic. The partnership, dubbed as “Covid-19 Risk Reduction Project” was launched here recently to help localities plot emergency response programs. CCCI is APAD PH’s lead convenor in Central Visayas.
CCCI president Felix Taguiam said the project will benefit Cebu’s countryside areas. “The thrust for multi-sector collaboration is the key for faster, inclusive, better preparedness and efficient disaster response, especially in these challenging times,” he said.
