Spike in number of outof-school youth noted THE UNITED States Agency for International Development (USAID) released a study showing the effects of the COVID-19 pandemic on Filipino out-ofschool youth. USAID Philippines Acting Mission Director Sean Callahan joined Department of Education (DepEd) Secretary Leonor Briones, Technical Education and Skills Development Authority (TESDA) Secretary Isidro Lapeña, Assistant Secretary for Alternative Learning System (ALS) G.H. Ambat, and other government officials at a virtual launch of the report. The report showed that the number of outof-school youth in the country rose in the first four months of 2020 from 16.9% to 25.2%. While
the study found the pandemic disproportionately impacted education, employment, and livelihood opportunities for out-ofschool youth, it identified opportunities to improve the situation of youth and their families through collaboration among government, nongovernment organizations, businesses, and academia. USAID said it supports DepEd and TESDA by integrating new work readiness content into the curriculum for out-of-school youth. Through its Opportunity 2.0 program, USAID also helps Philippine ALS and technical-vocational education pivot to distance learning to be more accessible to out-of-school youth, and establish Youth Development Alliances to help stakeholders col-
laborate toward common youth development and local economy goals. “As we celebrate the 75th year of diplomatic relations between our two countries and the 60th anniversary of USAID in the Philippines, the U.S. government remains committed to working with partners to improve the education and employment outcomes for young Filipinos, especially those who are out of school,” said Callahan. Also included in the report is how the COVID-19 pandemic highlighted the importance of environment-friendly and digital skills, which will become even more important as industries move to renewable energy sources and digital operations. It has acquired through a public bidding, the lot where the future site of Robinsons Land’s newest lifestyle mall in Mindanao. Currently, Robinsons Malls operates a total of seven malls in the region. Frederick Go, RLC President and CEO; and Pagadian City Mayor Samuel Co formalized the transfer of the property at the contract signing event held at the Crowne Plaza Hotel last April. Reports said the man, who was only identified as Boy, told radio station RMN that he was given two shots of AstraZeneca and Sinovac vaccines on Tuesday in the village of La Paz where the City Health Office put up a vaccination site where residents can just go and register and get inoculated.
The man’s family was worried that the two jabs may pose a serious risk to his health, but so far nothing has happened. The man was first injected with AstraZeneca and was told to rest for a while, but another vaccinator approached him and inoculated him again with Sinovac on the other arm. It was unclear whether the man told the vaccinator that he already got his first dose of AstraZeneca. RMN also posted a photo of the man’s vaccination card and it shows the schedule for a second dose of Sinovac on Jan-
uary 19, 2022. Both the identities of the vaccinators and their signatures, including the name of the man were redacted. The City Health Office has not issued any formal statement about the incident. This is the first time here that a man was twice vaccinated against Covid-19 with different brands of vaccines in just a matter of minutes. Duterte tells public to follow health protocols DAVAO CITY – President Duterte called on the public to strictly follow the health protocols after noting the sudden surge of COVID-19 cases in Europe as a result of complacency. Duterte, who cited the report of Health Secretary Francisco Duque III, said complacency could lead to resurgence in infections similar to what is happening in Europe. Duque emphasized that a better COVID-19 outlook in the country should not result in the public ditching adherence to safeguards like social distancing and mask use, as what the countries in Europe did, resulting in the fifth wave of infections. The United Kingdom, Germany, France, Italy, and Spain have seen surging coronavirus cases after some relaxation in the implementation of health

The Sky Gym, the biggest in the city, has maintained its high standard in following health protocols imposed by the National Inter-Agency Task Force for the Management of Infectious Diseases and the local Covid-19 task force since the start of the pandemic after President
Rodrigo Duterte declared a state of public health emergency in March 2020. The hotel’s staff and employees, including gym personnel and coaches, are fully vaccinated, according to the manager, Alain Cass Luy. “We are strictly and religiously following the NAITF and local government guidelines on public health protocols to ensure the safety not only of our customers, but employees as well,” he told the Zamboanga Post. He said the Sky Gym is now exclusive for customers who are vaccinat-
ed against Covid-19. “We value greatly the safety of our gym goers and our staff and Sky Gym maintains the highest health protocols as we always do. We have electric hypochlorous oxidizers all over the gym and we regularly disinfect equipment. We have sanitizers at the gym and soap at the restrooms,” Luy said, adding even the hotel is equipped with hypochlorous oxidizers and sanitizers. Luy said in compliance with Mayor Beng Climaco’s Executive Order No. BC 607-2020, LM Metro Hotel and the Sky Gym require guests to use face mask and face shield and the digital contact tracing system – the StaySafe.Ph. Sulu Governor Sakur Tan signs November 17, 2021 the executive order lifting the RTPCR requirement for persons entering the southern province. Sulu has one of the lowest Covid-19 cases in the Philippines. PAGADIAN CITY – Fully vaccinated persons entering Zamboanga City and Sulu province are no longer required to present their negative RT-PCR tests. Mayor Beng Climaco, head of the local Covid-19 task force, said the decision to forego the RT-PCR test requirements for fully vaccinated persons is in response to the clamor of those frequently travelling and recommendations from medical experts. She said in lieu of the RT-PCR requirement, travellers shall present only their vaccination card and S-PASS or the Safe, Swift and Smart Passage, an online travel management system of the Department of Science and Technology used for domestic travel during the COVID-19 pandemic. But Climaco said travellers may be asked to
present their antigen test results within 24 hours of travel if they come from areas with high numbers of Covid-19 cases such as those under Alert Levels 4 and 5. However, travellers who are not vaccinated are still required to present their negative RT-PCR tests and S-PASS when entering Zamboanga, according to the local government. “Everything we decide here is based on science and recommendations of the experts, such as the medical sector, in order to protect everybody against Covid-19. We want to balance the safety and the economic aspect of the situation under the pandemic and as we go on, we adapt to the new normal,” the mayor said. She also urge residents to vaccinate and help prevent the spread of
the deadly respiratory disease by following the public health protocols. Sulu Governor Sakur Tan also issued an executive order lifting the RT-PCR requirement for inbound travellers who are fully vaccinated. He said fully vaccinated persons entering the province must only show their vaccination and identification cards. “The lifting of RT-PCR requirement will encourage the people to be inoculated thus increasing the rate of vaccination in the province of Sulu,” he said. But unvaccinated persons entering Sulu must present their negative RT-PCR test results and identification cards. Love pets? Knowledge is key in protecting self, dogs from rabies
WE CAN’T help but love our pets. They provide us companionship and comfort, which can benefit us in many ways especially now that we’re spending more time at home. But while pets are undoubtedly therapeutic, unfortunately, they also have the potential to pose a threat to our health. One of these is rabies infection. A bite or even a scratch of an animal can transmit this virus to humans, which can put you and your pet's life in danger. According to the Department of Health, almost half of the annual rabies cases in the Philippines involve domesticated pets. This means that now more than ever, fur parents need to be extra vigilant in protecting themselves and their pets. There are current ways to prevent this such as vaccinating pets, but it is still essential to know what to do once exposed. ZP Therapeutics, a division of Zuellig Pharma Corporation (ZPC), advocated for early prevention, proper treatment, and control of the disease. And in a recent virtual event entitled "Review of Animal Bite Management ", the company took the opportunity to provide continuing education to the healthcare community while spreading information to the public. General and Laparoscopic Surgeon Dr. Vinzon Valencia led the insightful discussion, which revolved around this year's theme, "Rabies: Facts, Not Fear". Participants received the latest rabies information and clinical management. Ultimately, the event highlighted the importance of proper information and how that can greatly help in the fight against rabies. How is rabies transmitted? Protecting the people from rabies starts with knowing and understanding the different ways in how it can be
contracted. There are three categories of exposure, depending on the severity and area of exposure: Category 1, which is transmitted through: --Feeding or touching the infected animal, licking of intact skin; --Exposure to a patient with signs and symptoms of the infection by sharing of eating and/or drinking utensils; --Casual contact and routine delivery of healthcare to the symptomatic patient. Category 2 can be transmitted through: --Nibbling of uncovered skin, with or without bruising or hematoma; --Minor or superficial scratches or abrasions without bleeding, including those induced to bleed; Category 3 can be transmitted through: --Transdermal bites (such as puncture wounds, lacerations, avulsions) or scratches or abrasions with spontaneous bleeding; --Licks on broken skin or mucous membrane; --Exposure to a rabies patient through bites, contamination of mucous membranes or open skin lesions, and mouthto-mouth resuscitation; --Unprotected handling of an infected carcass; --Ingestion of raw infected meat; --Exposure to bats; --All Category III exposures on the head and neck area. What to do after possible exposure? If you've been bitten, scratched, or may have been exposed to rabies via any of these three categories, immediately wash the wounded with soap and running water for at least 15 minutes. This is the most reliable way to lower your chances of infection. Valencia advised against
dressing the wounded area, as this will only favor the growth of bacteria and increase the likelihood of infection, saying self-medicating is also strongly discouraged, though, for it is best to just leave the situation to the healthcare professionals. “So if you are seeking help from traditional healers like manghihilot, tandok, or tawak, know that this will just even promote the spread of infection, and it won't be of any help,” he said. For Category 2 and 3 exposures, it is best to see a healthcare provider for post-exposure prophylaxis (PEP) within 24 hours. He said healthcare providers will assess the patient and shall administer the necessary rabies vaccine or rabies immunoglobulin (RIG) shots. As discussed by Valencia, the schedule of these shots will follow World Health Organization’s updated recommendations on the rabies vaccine regimen schedule, saying doses should be completed until Day 7, regardless of the status of the biting animal. Are there any contraindications on RIGs? Valencia said there are no contraindications for rabies vaccines and Rabies Immunoglobulin (RIGs). “This also goes for breastfeeding and pregnant women, and even someone who has recently received a Covid-19 vaccine,” he said. In view of rabies infection's risk, pet owners should prioritize administration of PEP (post-exposure prophylaxis) no matter what the case may be. Getting protected from rabies infection is always more important because it can save someone's life. Indeed, knowledge is key when it comes to dealing with rabies. As Valencia said: “Rabies is fatal and irreversible but it is avoidable.”

Para sa mga may lagnat o dengue, ingatan din natin na huwag mairita ang tiyan at baka magasgas ito. Heto ang mga ligtas na pagkain: Bawasan o Iwasan ang Pagkaing Ito: 1. Maaasim – Bawasan ang pag-inom o pagkain ng may calamansi, purong orange o lemon juice at suka. Nakadadagdag ito sa acid sa tiyan. 2. Maaanghang Iwasan ang maaanghang dahil puwede itong makahapdi ng sikmura. 3. Maiitim na pagkain tulad ng dinuguan, tinta ng posit at dark chocolate – Para sa may dengue, iwasan ang pagkaing maiitim dahil iitim din ang dumi at malilito

May potassium din ang saging na kailangan sa normal na pagtibok ng puso. 4. Kanin at isda – Magandang kombinasyon ang kanin at isda dahil nakokompleto nito ang protina na kailangan ng katawan. Sabawan din ang kanin para lumambot ito at madaling kainin. 5. Uminom ng maraming tubig para bumaba ang lagnat at huwag ma-dehydrate. 6. Mas maganda sa mayroong sakit na kumain ng madalas ngunit pakonti-konti lamang. Ito’y para hindi mahirapan ang tiyan sa pagtunaw ng pagkain. Tandaan: Magpahinga, inumin ang gamot at kumain ng tama. LANDBANK: Walang ‘ayuda’ sa PhilSys registration centers NILINAW NGAYON ng Land Bank of the Philippines (LANDBANK) na ang mga LANDBANK cards na ibinibigay nang libre at walang kinakailangang paunang deposito sa mga nag a-apply para sa national ID, ay walang kasamang tulong pinansyal mula sa pamahalaan o ‘ayuda’. Ipinahayag ito ng LANDBANK matapos na dagsain ng mga taong umaasang makakatangap ng ayuda ang iba’t-ibang Philippine Identification System (PhilSys) registration centers dahil sa maling impormasyon na kumakalat online. Ang LANDBANK ay nakikipagtulungan sa Phil-
ippine Statistics Authority (PSA) para sa sa implementasyon ng PhilSys sa buong bansa upang bigyan ang mga nag-apply para sa national ID na wala pang bank account ng kanilang sariling transaction account. Ito ay upang mas maraming Pilipino ang magkaroon ng access sa iba’tibang produkto at serbisyong pampinansyal, at bilang pagsuporta sa layunin ng ating pamahalaan na mas palawakin pa ang financial inclusion sa bansa. 1.8 million people vaccinated in Central Visayas CEBU CITY – The Department of Health said at least 1.8 million people in Cebu, Bohol, Negros Oriental and Siquijor had been inoculated against the Covid-19 disease as mass vaccination continues in the region of about 5.6 million population. Dr. Mary Jean Loreche, DOH-7 chief pathologist and spokeswoman, said some 2,240,822 people have received their first

(CCLEC) said it has started the online registration for the installation of RFID or radio-frequency identification stickers which motorists will need to be able to pass Cebu’s third bridge that is set to be operational early next year. The company said the construction progress of the 8.9-kilometer Cebu-Cordova Link Expressway (CCLEX) project was 87% complete as of October.
