WHO said the most effective steps individuals can take to reduce the spread of the COVID-19 virus is to keep a physical distance of at least one meter from others; wear a well-fitting mask; open windows to improve ventilation; avoid poorly ventilated or crowded spaces; keep hands clean; cough or sneeze into a bent elbow or tissue; and get vaccinated when it’s their turn. The Omicron has been designated a “Variant of Concern,” and there are several actions WHO recommends countries to undertake, including enhancing surveillance and sequencing of cases; sharing genome sequences on publicly available databases, such as GISAID; reporting initial cases or clusters to WHO; performing field investigations and laboratory assessments to better understand if Omicron has different transmission or disease characteristics, or impacts effectiveness of vaccines, therapeutics, diagnostics or public health and social measures. “Countries should continue to implement effective public health measures to reduce COVID-19 circulation overall, using a risk analysis and science-based approach. They should increase some public health and medical capacities to manage an increase in cases. WHO is providing countries with support and guidance for both readiness and response. In addition, it is vitally important that inequities in access to COVID-19 vaccines are urgently addressed to ensure that vulnerable groups everywhere, including health workers and older persons, receive

their first and second doses, alongside equitable access to treatment and diagnostics,” WHO said. Omicron has several mutations that may have an impact on how it behaves and how easily it spreads or the severity of illness it causes. WHO said researchers in South Africa and around the world are conducting studies to better understand many aspects of Omicron and will continue to share the findings of these studies as they become available. It is not yet clear whether Omicron is more transmissible compared to other variants, including Delta. The number of people testing positive has risen in areas of South Africa affected by this variant, but epidemiologic studies are underway to understand if it is because of Omicron or other factors. According to WHO, it is not yet clear whether infection with Omicron causes more severe disease compared to infections with other variants, including Delta. Preliminary data suggests that there are increasing rates of hospitalization in South Africa, but this may be due to increasing overall numbers of people becoming infected, rather than a result of specific infection with Omicron. “There is currently no information to suggest that symptoms associated with Omicron are different from those from other variants. Initial reported infections were among university students—younger individuals who tend to have more mild disease—but understanding the level of severity of the Omicron variant will take days to several weeks. All variants of COVID-19, including the Delta variant that is dominant worldwide, can cause severe disease or death, in particular for the most vulnerable people, and thus prevention is always key,” WHO said. But WHO explained that preliminary evidence suggests there may be an increased risk of reinfection with Omicron (people who have previously had COVID-19 could become reinfected more easily with Omicron), as compared to

other variants of concern, but information is limited. More information on this will become available in the coming days and weeks. WHO said it is working with technical partners to understand the potential impact of this variant on our existing countermeasures, including vaccines. It said vaccines remain critical to reducing severe disease and death, including against the dominant circulating variant, Delta. Current vaccines remain effective against severe disease and death. “The widely used PCR tests continue to detect infection, including infection with Omicron, as we have seen with other variants as well. Studies are ongoing to determine whether there is any impact on other types of tests, including rapid antigen detection tests. Corticosteroids and IL6 Receptor Blockers will still be effective for managing patients with severe COVID-19. Other treatments will be assessed to see if they are still as effective given the changes to parts of the virus in the Omicron variant,” it said. At the present, WHO said it is coordinating with a large number of researchers around the world to better understand Omicron. Studies currently underway or underway shortly include assessments of transmissibility, severity of infection (including symptoms), performance of vaccines and diagnostic tests, and effectiveness of treatments. WHO encourages countries to contribute to the collection and sharing of hospitalized patient data through the WHO COVID-19 Clinical Data Platform to rapidly describe clinical characteristics and patient outcomes. “More information will emerge in the coming days and weeks. WHO’s TAG-VE will continue to monitor and evaluate the data as it becomes available and assess how mutations in Omicron alter the behaviour of the virus,” it said, adding WHO will continue to provide updates as more information becomes available. He also lauded police forces and soldiers for their hardwork in securing the peace in Sulu, one of five provinces under the Muslim autonomous region. “Our governance is dependent on the police organization doing its function,” he said. Matibag said dozens of provincial governors are supporting Go’s candidacy following a meeting at the Presidential palace on November 24. CEBU CITY ADVERTISING SENATOR BONG Go, who recently backed out from the presidential election, has until May 9 next year to officially withdraw his candidacy, according to the Commission on Elections. “Until election day he can withdraw,” Elections spokesman James Jimenez said, adding Go’s name will be placed in the ballot if he would not file his statement of withdrawal before the printing of the ballots next month. “Unless he (officially)

withdraws, he will continue to be considered a candidate. He has yet to file. He will become an official (candidate) when the campaign period starts in case he did not file his withdrawal,” Jimenez said. “If his name is included in the ballot and he is not able to withdraw, he will not be disqualified, but if he withdraws on Election Day and is able to pull out from the race, then the votes received by Go on the ballot would be considered stray.”

Go’s political party, the Pederalismo ng Dugong Dakilang Samahan (PDDS), said it respects Go’s decision, and continues to support him. “Yan po ang naging desisyon niya and we have to respect it. Divers, photographers troop to Misamis dive festival

The Department of Tourism releases two underwater photographs taken in Misamis Oriental province. MISAMIS ORIENTAL – Underwater photographers and divers continued to arrive in this northern Mindanao province following the launching of the Misamis Oriental Dive Festival. The festival was launched on November 25 and will run until January next year, according to Tourism Secretary Bernadette Puyat. She said the festival was launched by the Department of Tourism in collaboration with the Philippine Commission on Sports and Scuba Diving, the provincial government and the municipalities of the Gingoog Bay Alliance, and local dive

stakeholders of Misamis Oriental. The festival, Puyat said, gathers dive professionals, underwater photographers, and marine life enthusiasts from various parts of the country to join its key events such as the Underwater Photography Webinar and Competition, the Dive Spotters’ Training, the Dive Tourism Awareness Seminar, and the Scubasurero and Coastal Clean-up. Provincial Tourism Officer Jeffrey Saclot said this is the first time that dive tourism is launched in Misamis Oriental, adding “without this initiative, we would not have been able to start the promotion of our dive potentials. Did Marcos Jr. serve his sentence? By Antonio T. Carpio Continued from page 1 charge xxx for failure to file income tax return for 1982, 1983 and 1984; and a fine of P30,000.00 xxx for failure to file income tax return for 1985, with surcharges.” Section 12 of the Omnibus Election Code (OEC) provides that any person convicted of a “crime involving moral turpitude shall be disqualified to be a candidate and to hold any public office.” Such disqualification is “removed xxx after the expiration of a period of five years from his service of sentence.” If the penalty is only payment of reparation and fine, the convict is deemed to have served his sentence upon payment of the reparation and fine. Since the CA decision ordered Marcos Jr. to pay reparation, which is the deficiency income tax, plus fine, the question arises if Marcos Jr. had paid the deficiency income tax and fine, and when. In his Answer to the Petition to cancel his certificate of candidacy (COC), Marcos Jr. claims that the CA’s fallo “does not specify the particular deficiency income tax which appellant therein is required to pay.” In effect the Answer judicially admits that Marcos Jr. has not paid the deficiency income tax up to now. Moreover, while the Answer admits that the order to pay the fine, as distinguished from the deficiency income tax, is unambiguous, the Answer does not state that Marcos Jr. had paid the fine. Even assuming that Marcos Jr. did pay the fine, the failure to pay the deficiency income tax means he still has not served his sentence. Consequently, Marcos Jr.’s disqualification to run for public office remains in effect up to now. Marcos Jr. cannot claim that the CA’s order does not specify the particular deficiency income tax because this deficiency, as stated in the CA decision, was the subject of a stipulation of facts between the prosecution and Marcos Jr. With the stipulation of facts, Marcos Jr. judicially admitted his liability to pay the deficiency income tax as stated in the stipulation of facts.

The Answer of Marcos Jr., however, raises the defense that the crime for which he was convicted does not involve moral turpitude because he was only fined for non-filing of income tax returns, which he asserts does not involve moral turpitude. Thus, Marcos Jr. claims he cannot be disqualified under Section 12 of the OEC which requires a crime involving moral turpitude. There are many reasons why the non-filing of income tax returns, particularly if done repeatedly over several years as in the case of Marcos Jr., constitutes moral turpitude. Moreover, the Petition to cancel Marcos Jr.’s COC also advances another separate and independent ground— that Marcos Jr. is “perpetually disqualified” to hold public office for conviction of “any crime” under the Tax Code. Section 253 of the Tax Code mandates that a public officer shall be “perpetually disqualified from holding public office” if he is “convicted of any crime penalized by this Code.” It is immaterial whether or not the crime involves moral turpitude. It is also immaterial if the sentence has been served as the disqualification is perpetual. The Answer of Marcos Jr. is completely silent on this second separate and independent ground for his disqualification. Thus, the material averments in the Petition relating to this second ground, not having been specifically denied by Marcos Jr., are deemed admitted. The Petition to cancel COC ultimately turns on the question of whether Marcos Jr. is disqualified to hold public office under either Section 12 of the OEC or Section 253 of the Tax Code. If he is disqualified under either, then he made a material misrepresentation in his COC when he claimed he is eligible to run for public office when in fact he is not eligible due to his disqualification, thus warranting the cancellation of his COC. ng plema (mucus) ay may mahalagang ginagampanan sa pagtanggal ng mga hindi kanais-nais na bagay sa ating baga. Para sa mga malusog na tao, ang lining sa daanan ng hangin sa baga ay may manipis na layer ng mucus na tinatawag na mucus blanket. Ito ang pumipigil sa alikabok, bacteria, at iba pang particles na makasira sa baga. Ang mucus ng isang malusog na tao ay dahan-dahan umaakyat para mailabas ang plema. Ngunit para sa mga taong malakas manigarilyo, at may sakit sa baga, ang ganitong paglilinis ng baga ay humihina. Dahil dito, ang mucus ay naiipon sa baga at nagiging madikit at madilaw. Ito ang nagiging dahilan para mahirapan huminga. Heto ang mga tips para maalis ang plema: 1. Uminom ng 8-10

baso ng tubig kada araw para mabawasang ang madikit na plema at madali itong mailabas. Uminom ng mucolytic, gaya ng carbocisteine o ambroxol capsules. Ang mga gamot na ito ay maaaring makapagpabago sa plema. 2. Ang tamang pag-ubo ay nakaupo ng deretso at bahagyang pasulong. Habang umuubo, suportahan ito sa paglagay ng kamay sa tuhod o paglagay ng siko sa armrest. Sa kabilang banda, mahirap umobo kapag nakahiga. 3. Subukan ang pag-langhap ng steam. Mag-pakulo ng dalawang tasa ng malinis na tubig at ilagay sa malaking bowl. Italukbong sa ulo ang tuwalya at saka langhapin ang usok. Ang isa pang pwedeng gawin ay buksan ang hot shower ng banyo at langhapin ang usok. 4. Subukan ang pagtapik sa likod o chest clapping. Gamit ang mga kamay, iporma ito ng patatsulok. Pagtapos ay marahang tapikin ang likod para maglikha ng

marahang tunog. Tapikin ang itaas at gitnang bahagi ng likod para matulungan na lumuwag ang madikit na plema. Ang ganitong paraan ay mainam sa mga bata na mayroong pulmonya. 5. Isang paalala: Para maprotektahan ang inyong likod sa pagka-pwersa, subukan ang marahang pagubo sa halip na isahang malakas na pag-ubo. Kung nakaramdam na ikaw ay babahing, subukan na kumapit sa upuan, mesa o dingding para masuportahan ang likod sa biglaang pag-ubo o pag-bahing. 6. Matulog na gamit ang 2 unan para hindi mag-ipon ng plema sa lalamunan at baga. 7. Sa huli, mag-patingin sa doktor para malaman ang pinagmulan ng ulo. Kung kayo ay naninigarilyo, ito na ang oras para kayo ay huminto sa paninigarilyo. Tandaan na panatilihin ang inyong baga na malinis at malusog, para kayo ay makahinga ng maayos.
