Army troops seized ‘hot’ lumber in Sultan Kudarat MAGUINDANAO PROVINCE – Government troops have seized a huge number of illegal flitches in the southern Philippine province of Sultan Kudarat, an army commander said. Col. Edmundo Pangilinan, commander of the 601st Infantry Brigade, said troops and government foresters confiscated over 300,000 board feet of flitches in the hinterlands of Bagumbayan town. Pangilinan said the operation was part of the

government’s anti-illegal campaign ordered by President Benigno Aquino. “We are doing everything to put a stop to these nefarious activities. The huge number of flitches we confiscated shows the rampant illegal logging operation in the hinterlands,” he told the regional newspaper Mindanao Examiner. He said civilians are also helping the authorities in the campaign by providing information about illegal logging op-

erations in the province.Villagers have praised the military for the confiscation of the lumber. Aquino ordered an intensified campaign against illegal logging following a deadly typhoon – Bopha - that hit Mindanao last year and left thousands of people dead and injured. Abandoned car in Pagadian City mall triggers bomb scare PAGADIAN CITY – A car abandoned for days at a shopping mall has triggered a bomb scare in Pagadian City in southern Philippines, police said. American national arrested in Zamboang del Norte DIPOLOG CITY – Philippine authorities detained a U.S. national on charges of trespassing and harassment filed by a Filipino family in the southern region of Mindanao. Police said the 54-year old Jackie Leo Davis, who lives in the village of Baybay in Zamboanga del Norte’s coastal town of Liloy, barged in the house of Rizalito Silva and laid down on the couch and urinated on a display cabinet. Silva, 52, told police investigators that the American was apparently drank when he barged in the house on August 5. A police report said Davis also held his penis and showed it to Silva’s 17-

year old daughter and then followed her in the room as she ran screaming for help. The timely arrival of her father prevented the Davis from entering the teenager’s room. Chief Inspector Ariel Huesca, a regional police spokesman, said Davis was arrested after Silva sought police assistance. Davis was first brought to the Liloy Integrated Health District Hospital for a routine medical check up before detaining him.

Silva has filed charges of “unjust vexation” against Davis with the local court under Judge Oscar Tomarong and “qualified trespass to dwelling” with Judge Anthony Isaw. Police gave no other details about Davis and it was unknown whether the U.S. Embassy in Manila has been told about the American’s arrest. DAR launches 2 projects in Zamboanga del Norte DIPOLOG CITY – The Department of Agrarian Reform in Western Mindanao has led the groundbreaking ceremony of a P12-million farm-to-market road in the town of Tampilisan and the DAR-CDA (Cooperative Development Authority) Partnership Program on Strengthening and Capacity Building of Agrarian Reform Beneficiaries Cooperatives in Dipolog City in Zamboanga del Norte province. Governor Roberto Uy praised the project, saying it would hasten the delivery of agricultural products and at the same time uplift the living standards of farmers. “Ako malaumon nga atong mapadangat ang kalamboan ngadto sa tibuok probinsiya pinaagi sa atong mga proyekto alang sa mga Katawhan,” Uy said during the ceremony. Tampilisan Mayor Angeles Carloto II also praised DAR for the project. DAR officials said the 2.5-kilometer farm-to-mar-

ket cost about P12.1 million under the Agrarian Reform Community Project II (ARCP2). Provincial agrarian reform officer Moh. Dassan Adju said DAR would continue its development efforts for the welfare of the agrarian reform beneficiaries. “We never stopped to push the development of our agrarian reform communities,” he said. He said DAR accelerates the delivery of support services to agrarian reform beneficiaries and other farmers through the implementation of foreign- assisted projects, one of which is the ARCP2. Under the DAR’s Agrarian Reform Communities Development Framework, these FAPs provide a package of interventions designed to ensure the productivity of awarded lands, increase household incomes and enhance the socio-economic status of Agrarian Reform Community residents. It covers gen-

der and development as well as participation of the indigenous people. The ARCP2 is funded by the Asian Development Bank and its long-term development goal is to reduce poverty in about 152 ARC clusters located in southern Philippines. The program also intended to provide 14 mandatory trainings that each cooperative must undergo as part of its continuing capacity building and cooperative professional-

ism process. To date, nine ARBOs consisting of nine cooperatives and two farmers or peoples organizations are being assisted in the ARCs and Agrarian Reform Areas (ARAs) in Zamboanga del Norte. From the nine assisted cooperatives in the ARCs and ARAs, nine cooperatives were re-registered with the CDA. To ensure that the prescribed training curricula for cooperatives, DAR Zamboanga del Norte had prioritized the nine cooperatives managing locally and foreign assisted projects to undergo the four mandatory trainings and as of this writing, the said trainings had already been undertaken. The training had focused on the development of competencies of the cooperative based on the provisions of the new cooperative code. It can be noted that although the cooperatives are managing their project with installed policies, system

and procedures, the provision of these training programs will ensure that all officers of the cooperative have fundamental knowledge and understanding of cooperative programs, practices and legal underpinnings for an efficient and sustainable management of their business services as well as projects provided by the DAR. The activity aims to sustain the cooperative’s operations and services to their members, and to enable them to engage in more sustainable, competitive and profitable business operations. Moreover, it also wants to gain insights on how to address the issues and concerns affecting the cooperatives in relation to the requirements of the CDA. Adju stressed that it is a must to continually educate the ARBs in order to empower them and to help them alleviate their lives from poverty which is the primary concern of the program.

ing erupted in the village of Silangkum in Tipo-Tipo town. The soldiers were patrolling the village when they ran into a group of rebels, sparking the clashes. The fighting also triggered a mass evacuation and the some 300 villag-

ers have fled their homes for fear they would be caught in the cross-fire. Village officials said some of the civilians have returned home. The human rights center said it is monitoring the situation in the town. There was no immediate statement from the army about the fighting or the displacement of civilians due to the violence. DAVAO CITY – Patrolling government troops have seized two truckloads on illegally cut timbers in the southern Philippine province of Davao Oriental, officials said. Officials said the soldiers, belonging to the 67th Infantry Battalion, confiscated the lumber after the truck drivers failed to show any permits to transport the logs in the village of Taytayan in Cateel town. The timbers were handed over the Department of Environment and Natural Resources in the province. DENR regional director Joselin Marcus Fragada said from January to July this year, authorities have conducted 60 apprehensions and seizure of illegal lumber and 8 cases had been in courts against suspected illegal loggers. Ricardo Rainier Cruz, chief of the Eastern Mindanao Command, said they will continue supporting the government in the anti-illegal campaign in southern Philippines. “We are supporting the national government in its environmental protection program,” he said. Zambo village leaders to play active role in disaster response ZAMBOANGA CITY – Mayor Maria Isabelle Salazar urged village leaders in Zamboanga City to adopt their own pre-emptive and mitigating measures to address and reduce risks in times of disasters and other calamities. She said villager leaders are the “ground incident commanders” and with city officials as immediate responders. “You (barangay officials) are the ground incident commanders, while we (local city officials) are your immediate responders,” she said. Zamboanga City has been battered by heavy rains that flooded many villages. The City Disaster Risk Reduction Management Committee said more than 1,300 people were affected by floods in different areas in Zamboanga which also disrupted classes in the villages. Local weather expert Maribel Enriquez has advised residents to brace themselves for more rains to come due to the prevalent inter-tropical convergence zone, which is the breeding ground for typhoons in the country. “We still can expect more rains in the coming days,” Enriquez told the Mindanao Examiner. The local government said the worse-hit villages in Zamboanga were Tugbungan, Tetuan, Limpapa,

Divisoria, Manicahan and Patalon. The areas were also visited by Salazar to personally see the situation of villagers in various shelters and provided them aid. Flash floods brought about by days of continued rains have flooded many villagers in the southern Filipino port city of Zamboanga, authorities said. Hundreds of residents were affected by the floods and villages were submerged under water, some as high as four feet, but there were no reports of casualties. Coast guard and members of the Bureau of Fire Protection, including the police and civilian volunteers, have rescued many residents trapped in villages and brought them to safety. Villagers displaced by flash floods were asking the local government for food

and blankets as weather experts warned of more rains in the coming days due to low pressure area developing in the region. Mayor Maria Isabelle Salazar, herself, also inspected areas devastated by floods and assured villagers of government aid. The local government has no rubber boats to compliment its disaster response teams despite the recurring problems of flooding in many villages. And the government is dependent only on the military and police rescue units, including civilian volunteers. Just recently, 2 children were killed after a landslide hit the village of Limpapa. 2 wounded in Zambo road accident ZAMBOANGA CITY – A motorcycle rider was wounded after he rammed the rear of a tricycle in Zamboanga City in the southern Philippines. The tricycle driver, Teodulo Graciano, said he was driving with two passengers when they were rammed from behind near a bus terminal in the village of Guiwan. “It was a hard. I don’t know what hit us until I saw the motorcycle there in the middle of the road,” Graciano told the Mindanao Examiner. Graciano said his left

foot was injured from the accident and that his tricycle was also damaged from the powerful impact of the motorcycle. He said his passengers, shaken from the crash, just walked away. “I don’t know if they were injured, but they just walked away,” he said. “You can see the damage from my tricycle and its distance from that motorcycle over there and you can imagine the impact of this accident,” he said, pointing to the damaged motorcycle on the road and its driver still lying on the

road from the crash. A woman, who claims to be the sister-in-law of the motorcycle driver, has identified him as Gem Anthony Irea. “He was on his way to pick up somebody and this accident now,” she said. Irea, who was unconscious for several minutes, suffered a cut below his right eye as his frantic friends tried to prevent civilians and journalists from taking pictures of the victim. Trade group seeks wage hike in CALABARZON MANILA - The Confederation of Labor and Allied Social Services-Trade Union Congress of the Philippines has filed petition for a P79.50 wage increase before the regional wage board in Laguna province. Ramon Certeza, of the CLASS-TUCP, said that workers lagged behind in terms of reaping the fruits of development in the CALABARZON region and heavily burdened with the rising prices of basic com-

modities. CALABARZON is an acronym for the provinces of Cavite, Laguna, Batangas, Rizal at Quezon. Certeza said while CALABARZON has been one of the fastest growing regions in terms of economic development, averaging 5% yearly growth from 2002 to current year. The sad fact is workers are still in miserable state, with the current minimum wage pegged at P349.50 eroded by 2.7% to

3% due to inflation and high cost of basic needs. He further stressed that with the unabated increase of oil prices, rising costs of electricity, water and transportation continues to erode workers’ meager take home pay. Given the wage board granted the petition for a P79.50 increase, the new minimum wage would be of P429.00. However, this amount is still way below the living wage in the region.

COTABATO CITY – Philippine authorities have failed to arrest any of the four gunmen who attacked and killed three Muslims on their way to an Islamic symposium in Pagalungan town in the southern province of Maguindanao. The three men Usman Kanting, Normi Usman and Budin Guiamil – were killed by motorcycle gunmen who tailed them while they travelled on two motorcycles in the village of Baguer in Nor th Cotabato’s Libungan town.

A fourth man, Abdurahman Talib, who is an Islamic scholar, was wounded during his escape, according to the Mindanao Human Rights Action Center. Talib said he and his companions left their residences in Cotabato City to attend the symposium when gunmen attacked them without provocation. He said upon reaching the sparsely populated highway in Libungan, one of the four gunmen shot them one by one. He said his fa-

Talib said he managed to jump off the motorcycle after the gunmen fired upon them and he landed on the roadside and injuring his body, and ran away as the attackers also fled. Policeman arrested for brutal slay of Muslim man ZAMBOANGA CITY – A policeman assigned in a region outside Manila has been arrested in Zamboanga City in connection with the brutal murder of a Muslim man. Police said the suspect has been identified by a key witness in the slaying of Alraben Jallao, who was killed recently by three men outside his house in Lower Calarian village. Jallao, 28, was seized by the men and dragged him out of the house and shot many times before being beheaded. Police said Jallao was heard by neighbors arguing with his attackers before he was killed. Chief Inspector Ariel Huesca, a regional police spokesman, said Jallao was quoted by his neighbors as saying “Bakit ako sisisihin ninyo?” (Why blame me?) as he was being dragged by the gunmen. The assailants escaped after the killing and

taking with them the man’s head, Huesca said. Jallao’s body was peppered with bullets and police investigators said they recovered 55 bullet casings of M16 automatic rifle and .45-caliber pistol from the scene. Huesca said police are investigating the motive of the grisly killing. He said police forces involved in the arrest of the suspect had recovered an M16 rifle and bolo. The arrested policeman is assigned at the CALABARZON, the acronym for Cavite, Laguna, Batangas, Rizal and Quezon provinces. Gun attacks are not uncommon in Zamboanga City where killings continue unabated. Hired killers are actively operating in Zamboanga and they were largely blamed for the spate of attacks here. We will not access our own PDAF allocations as we fight for its abolition. We will press for the rechanneling of Congress' and the President's pork barrel to finance the building and operations of more public schools, public hospitals and lowcost houses for the poor instead of privatizing and commercializing these services,” they said. Money changer shot in Zambo City A MONEY trader was shot and wounded by one of five men who posed as passengers of a jeep in Zamboanga City in southern Philippines, police said Wednesday. Police said Andres Go, 66, who owns a foreign exchange shop in Zamboanga, was shot in the face in the village of Santa Barbara. His companion, Jimbang Haliluddin, 40, was unhurt from the attack. Chief Inspector Ariel Huesca, a regional police spokesman, said the duo

was on its way to the village of Rio Hondo when the gunman declared the robbery. The assailant grabbed Go’s bag containing some P20,000 and shot him once in the face before the gang escaped. Go was rushed to hospital, but his condition is still unknown. Huesca said police launched an investigation into the case and that a team is tracking down the assailants in Zamboanga. Boy murdered by village official in Zamboanga Sur PAGADIAN CITY – Police arrested and filed criminal charges against a village official accused of murdering a ten-year old boy in Zamboanga del Sur in southern Philippines, officials said. Officials said Algien Lucero, 20, chairman of the Sanguniang Kabataan in the town of Aurora, allegedly bludgeoned Richard Lucero and hid his body at a banana plantation in the village of Bag-Ong to cover up the grisly murder. “Police have filed charges against him for the murder of the boy. He is now detained in Aurora police station,” said Chief Inspector

He said suspect was drunk when he killed the boy and told his friend, Dennis Lopez – who lives in the same house - about the murder and where he hid the body. Lopez later told the boy’s father about the murder after they came looking for him in his house where neighbors last saw the victim with the village official. Human rights group opposes new US ambassador to the Philippines MANILA - The human rights group Karapatan has opposed the appointment of Philip Goldberg as US ambassador to the Philippines, saying his his shadowy past is a concern to freedom-loving Filipinos. No other details were made available by the police and the Malaysian embassy and the Filipino government have not issued any statement about Chong’s daring escape. It was also unknown whether Chong was telling the truth or not, but his sweet freedom came just recently after Malaysian police said it wanted to establish contact with the kidnappers to pave way for negotiations for the safe release of the victims. The statement came after their captors sent a photo of the duo taken in March 7 to the Malaysian newspaper The Star. The two cousins, managers of a palm plantation in Lahad Datu town, were kidnapped in November 13 by five gunmen disguised as Malaysian policemen and dragged them to a waiting speed boat and sped towards the southern Philippines. Sabah Police Commissioner Hamza Taib was quoted by Malaysia Chronicle as saying that they

wanted to re-establish contact with the kidnappers. Ransom negotiations for the safe release of the hostages were disrupted by the intrusion in February of Sulu Sultanate forces in Lahad Datu which eventually ended in a fierce battle that left dozens of people dead and wounded. The Abu Sayyaf is still holding several foreigners and Filipino captives in the southern region. And Manila has not released any progress reports on the Abu Sayyaf hostages. In 2010, suspected Abu Sayyaf gunmen also kidnapped two Malaysian seaweed farmers - Vui Chung, 42, and Lai Wing Chau, 33 – in a daring raid on Semporna near Lahad Datu and brought them to Tawi-Tawi where they had been ransomed off for two million ringgits.
