shape that transformation,” he said.

Security Council Council Marcos also urged member states to support the country’s candidature to the UN Security Council for the term 2027-2028, citing the Philippines’ success in the Bangsamoro Autonomous Region of Muslim

No budget for SPED

The DepEd said it initially proposed a budget of P532 million for SPED for the upcoming year, but it was not considered in the NEP. “Unfortunately, despite our earnest efforts to advocate for our learners with special needs, it was not considered in the National Expenditure Program. This is true for two other programs that were excluded from the NEP,” DepEd said in a statement.“This is a recurring circumstance every year, and DepEd is not at a loss because we always work with members of Congress to find other ways to fund DepEd programs. In the past years, DepEd has likewise made efforts

within the organization to ensure that programs are supported,” it added.

The DBM said that while it puts primacy on the value of SPED, the DepEd failed to provide details of the proposed amount with specific purposes, the basis of computations, and the status of the ongoing conversion and establishment of Inclusive Learning Resource Centers.“While the Department of Education proposed the retention of the line item for the purpose under the FY 2023 National Expenditure Program, no sufficient documentation was provided to support the same,” the DBM said as it also cited the obligation rate of the SPED program, which was only 1.13% as of June 30 or equivalent to only P6.35 million out of P560.202 million.The DBM said there is a P1.216-billion “surplus” from the operations of elementary and junior high

schools under the DepEd’s maintenance and other operating expenses. “We deemed that the program support or additional allocation for the smooth implementation of the SPED may already be accommodated within the same program, and that a separate budget for the purpose may no longer be necessary,” the DBM said.

“Further, please note that during budget execution, items may be realigned and modified by the implementing agency to accommodate the requirements of any program that is in dire need of additional resources,” it added.From the P633.3-billion budget this year, DepEd is set to get a more significant allocation of P666.25 billion, and P150 millions of which will be allocated to the secretive “confidential funds” to supposedly protect students from illegal activities. Sufficient rice, meat supply assured says Agri Dept.

THE Department of Agriculture (DA) has assured the public that the country remains capable of producing enough rice and meat, especially with the coming holiday demands.Itsaidthe supply outlook provided by the National Rice Program reported an increase in local palay production. A big chunk of the supply comes from the locally produced rice, and production of farmers will be enough to meet the demand towards the end of the year.

Retail prices, however, might be affected by the on-going drought in China due to its implications in the cost of palay production, as well as the presence of rice varieties from other countries.Despite this, the DA said local production is enough.

Meanwhile, the DA live-

stock group—composed of the Bureau of Animal Industry, the National Meat Inspection Service, the National Dairy Authority, the Philippine Carabao Center, and the International Training Center on Pig Husbandry—confirmed the country’s meat-sufficiency, especially in terms of local chickens and pigs.According to the DA’s Philippine Food Supply, Demand, and Sufficiency Outlook for 2022, the total broiler supply for the year is 1.82 million metric tons (MT)— 1.65 million MT of which are locallyWithproduced.thedemand for broilers expected at around 1.64 million MT this year, consumers are assured that there will be a generous supply to last up to early 2023.

The pork supply outlook, on the other hand, presented

a 1.79 million MT demand for the year—about 0.10 million MT higher than the country’s total supply.However, local pork production was estimated to be at 1.34 million MT, comprising the majority of the total pork supply. Only 0.29 million MT of pork were imported in 2022.

The DA said efforts are being made in order to address issues on oversupply and insufficiency in certain agricultural commodities nationwide.The National Food Authority is also expected to ensure sufficient rice supply by maintaining a rice buffer stock, which it can distribute either by sale or by donation to government agencies, local government units, and private institutions involved in relief operations during times of calamities. Robust GDP growth seen

A strong rebound in domestic demand with the easing of Covid-19 mobility restrictions in the country will support robust growth for the local economy this year despite higher inflation due to global and local price pressures, the Asian Development Bank (ADB) said.The Philippines’ gross domestic product (GDP) will grow 6.5 percent in 2022, the same as forecast in July but up from the bank’s April forecast of 6 percent, according to Asian Development Outlook (ADO) 2022 Update.

The One Thing Necessary

IN the corporate setting, the one thing necessary isthe most important office task of the day. When we get to do it, we couldsay that our day was purposeful and meaningful. Prioritizing and accomplishing the important tasks of the day is one ofthe main ingredients in time management. Wetend to associate being busy as a sign of being productive. Usually when we are asked, “How’s your workgoing?” we tend to reply “busy”. Butbeing busy does not mean we did something meaningful. When asked, “How was your work week?” We should be able to recall a series ofsignificant accomplishments that made our week purposeful. Itneeds a change in mindset to achieve this. We need to look at our daily to-do list and according to Gary Keller,the author of the book, “The One Thing” we need to ask the question “What ONEthing can I do, that if I get to do it makes everything else easier orunnecessary?” As a teacher there are days that the one thing necessary for meis to finish checking the quizzes of my students. I find this crucial and important because itunburdens me with a task that seems not urgent but if delayed could spelltrouble to my other activities for the rest of the month. On other days, my one thing necessary wouldbe finishing a news article such as this. Once done and submitted to thepublisher, I could say my day was quite meaningful. Australian Prime Minister Bob Hawke oncesaid: “The things which are most important don’t always scream the loudest.” We need to get into the habit of finding andaccomplishing that one important task of the day and attach a meaningful labelinto it. If we get to do that on aregular basis, our daily tasks would become more productive andsatisfying. Byron Katie, the

author ofthe book “Loving What Is” says, “We never receive more than we can handle, andthere is always just one thing to do.” Theorigin of the phrase, “the one thing necessary” is taken from the Gospel of St.Luke when Martha complained to our Lord that her sister Mary is not helping herwith the food preparations but was just sitting listening to Him giving a sermon(Lk 10:41-42).

Christsaid to Martha, “Martha, Martha you are worried and upset about many things butonly one thing is necessary. Maryhas chosen the better part and it will not be taken away from her.” What is this one thing necessary Christ was referringto? It seems to be a simple question butis actually deep and profound because it asks about the meaning and purpose of ourlife here on earth. Wewho are also worried and anxious about the many concerns in our lives likeMartha should follow our Lord’s advice so as to put order, peace and meaning intoit. What was Mary doing that we shouldlearn from her? Mary was listening and conversing with our Lord. In short, Marywas praying. Trueprayer is all about knowing what God wants from us and then doing it. Instead of asking ourselves what can I do toplease my self today, we should ask our Lord: “What can I do for you today?” Spiritualwriters would say this is the essence of the spiritual life. Knowing God’s will and doing it. St. Isidore of Seville said, “The wholescience of the saints consists in knowing and following the will of God.” That’swhy theologians would conclude that the “one thing necessary” in this life soas to achieve our meaning and purpose is to become a saint. You can know more about this “one thingnecessary” by reading my book, “The Purpose of Our Life is to Become a Saint”.

We have to give good examples always

“NO one who lights a lamp conceals it with a vessel or sets it under a bed; rather, he places it on a lampstand so that those who enter may see the light.” (Lk 8,16) These are words of Christ that clearly tell us that we have to always give good examples to others. Wherever we are, whatever we are doing, we should always keep in mind that we have a serious duty to give good examples to others.

That’s simply because as men, we cannot help but be connected with others, and thus, affect their lives in some way, even if we are isolated physically. More than just a social being which already gives rise to serious responsibilities for us, we belong to a certain communion among ourselves, a communion that is more spiritual than material, and reinforced by its supernatural dimension that goes beyond the merely natural.

We need to process this basic truth about ourselves so that it would really sink deep in our consciousness and would effectively shape and direct the way we act and relate ourselves to others all the time. We have to realize that it is a duty of ours, as Christians, to always give good examples to others. Not that we have to flaunt whatever good thing we have or do, for Christ clearly said also that we should not show off our good deeds before men, to be seen by them, lest we lose our reward in heaven. (cfr. Mt 6,1)

We have to be aware that we always have to give good examples to others for the sole purpose of leading others to God. It is to edify others, to encourage them to

be holy and to pursue the path of sanctity in an abiding way.

This duty, therefore, should be carried out deliberately. It should somehow be planned and aimed at. It should not just be something incidental or something optional. Of course, this duty should not be done out of pride or vanity, but out of obedience to the will of God who wants to save all men. (cfr. 1 Tim 2,4)

Thus, Christ warns us never to scandalize others, especially the “little ones,” who can be interpreted not only as children but also as any person whose spiritual life is not yet that well established and strong, and therefore can easily be misled. “It is inevitable that temptations will come,” Christ said, “but woe to the one through whom they come! It would be better for him to have a millstone hung around his neck and to be thrown into the sea than to cause one of these little ones to stumble.” (Lk 17,1-2)

To avoid scandalizing others or causing them to sin, we should focus more on giving good examples. That way, we would be most sensitive to our duty not to scandalize others. We would be aware that we are following Christ’s command and will, and not just pursuing our own agenda in life. Let us hope that we can echo sincerely in our heart what St. Paul once said: “Be imitators of me as I am of Christ.” (1 Cor 11,1) This should be the motive and the attitude we have in desiring to give good examples to others. It is to imitate Christ, to have his mind, to identify ourselves with his will and ways.

• 2 lbs fish (large) sliced into serving pieces

• ¾ cup cooking oil

• 2 tablespoons salt

SAUCE INGREDIENTS : :

• 1 onion thinly sliced

• 3 cloves garlic chopped

• 2 thumbs ginger Julienne

• 1 red bell pepper Julienne

• 1 green bell pepper Julienne

• 1 carrot Julienne

• 3 tablespoons white vinegar

• 4 tablespoons banana ketchup

• 3 tablespoons white sugar

• 1 cup water

• 1 tablespoon cornstarch

• 2 tablespoons cooking oil

• Salt and ground black pepper to taste

INSTRUCTIONS : :

1. Rub salt all over the fish slices. Let it stand for 5 minutes.

2. Heat cooking oil. Fry both sides of the fish until it turns golden brown in color. Remove the fish from the pan and arrange on a serving plate.

3. Make the escabeche sauce by heating 2 tablespoons of oil in a pan. Sauté garlic and onion until the latter softens.

4. Add tomato ketchup, vinegar, sugar, and water. Stir and let boil.

5. Put the bell peppers and carrots into the pan. Cook for 3 minutes.

6. Season with salt and pepper.

7. Combine cornstarch with 2 tablespoons of water. Mix well. Pour the mixture into the pan. Stir until the sauce thickens to your desired consistency.

8. Pour the escabeche sauce over the fried fish. Serve warm. Share and Enjoy!

This is outlined in Cebu Provincial Government's P10 billion Annual Investment Program (AIP) for 2023 which contains the Capitol’s development programs and projects.Next year’s AIP, which is higher from the P8.5 billion AIP allocated this year, was presented to and was approved unanimously by the Provincial Development Council.

E-Skwela hubs pushed

CEBU - A lawmaker is pushing for the establishment of an "electronic eskwela" or E-Skwela hub in every village in the country to aid learners who have limited or no access to computers, printers, the Internet, and other digital learning tools and equipment.

Rep. Sam Verzosa said he filed House Bill 4827, or the E-Skwela Act, aimed at elevating the country's education system and enhancing the learners' capabilities that require the provision of learning tools and resources and also access to the infinite knowledge found in the internet.“Noong pumutok ang pandemic, maraming estudyante ang nahirapang mag-aral dahil walang computer at internet connection.
