‘Largo Vida,’ now a political issue THE LARGO Vida has now become a big issue as senior citizens and the vulnerable sectors in the community who largely benefit from it, recalled the “great loss” of their benefits after councilors allied with Team Colorao and Team Dalipe “killed” the pro-poor program of Mayor Beng Climaco, who is now running for
congresswoman in the May polls. Senior citizens and the poor could have received more had not the opposition councilors trashed the Vida programs. Beneficiaries of the Vida programs blamed opposition councilors for trashing the assistance intended for senior citizens and the disadvantaged sectors of the
community. The opposition councilors, who are allies of former Congressman Celso Lobregat and incumbent Congressman Mannix Continue on page 3

Jawo accuses opposition of bullying, spreading fake news From page 1 Jimenez, who is running for mayor, also named Dan Vicente, station manager of Brigada Zamboanga, as allegedly telling residents during so-called “pulong-pulong” libelous statements against Climaco. He challenged Vicente - who is running for a council seat under Team Colorao
- to say all those things he told about the mayor on his radio program and in media interviews. “Manada ya kita ta recibi maga videos. I am warning them si cosa sila quiere hace sila ya bahala. With the videos we are holding right now they are liable already, ta habla gane yo si verdad sila cosa ta habla. I will challenge them, for

Continued from page 1 motorcycles to Col. Alexander Lorenzo, the chief of police; Army Col. Randolph Rojas, commander of the Joint Task Force Zamboanga; and Raymond Padayhag of the Traffic Enforcement Unit. The trio lauded the mayor for the support. The Climaco administration has provided the biggest allocation ever for the police and military which led to an improved business climate. Climaco, also chairperson of the Regional Peace and Order Council, has never fail to praise members of the local security forces for their hardwork, swift response and steadfast dedication in protecting the public from all kinds of threats – terrorism, violent extremism and even crimes. She said with the vigilance of the residents and the dedication of the policemen and soldiers, and barangay tanods and government militias, there have been no bombings and kidnappings, and piracy for the past years. “We are proud to report to the public, together with Task Force Zamboanga and the Zamboanga City Police Office, that we have maintained again zero bombing, zero kidnapping and zero piracy in our seas…I take pride of this historic accomplishment as chairperson of the Regional Peace and Order Council (appointed by President Rodrigo Duterte).”
Muchas gracias tambien con Consejala Pinpin Pareja, our action officer for peace and order for all the efforts done,” she said. But the mayor was quick to say that terrorism does not rest, adding “It may have been hampered by Covid-19, but LGUs (local governments) like ours, must remain on their toes for evolving threats.” Even while under the pandemic, Climaco emphasized that the local government continues to maintain efforts in preventing and countering violent extremism and terrorism so as not to give terrorists the opportunity to take advantage of the health situation now. “Our mandate versus violent extremism is to deny
terrorists opportunity to conduct terror activities. We deny terrorists by beefing up security and target hardening of key spaces and infrastructure in the City, by building and strengthening community resilience by engaging the local communities as partners in peacekeeping. We fortify our walls but we build bridges,” Climaco said. “We continue to build community resilience which is key versus terror and violent extremism. We have ongoing community dialogues, a joint undertaking of national and local government with local police, hijab patrollers, and Salam volunteers made possible with support from the US Department of State, Bureau of Counter Terrorism,” she added. Last year, National Police Chief General Guillermo Eleazar praised the Climaco administration for its full support to the police – from logistics to infrastructure projects, and various equipment, including weapons and ammunition, safety gears and allowances among others that greatly helped the police force in achieving its mission. He said both Team Colorao and Team Dalipe also barred residents from recording or taking videos of their pulong-pulong, but despite this Jimenez said he had videos passed on by those who attended the meeting.
“El Team Colorao and Team Dalipe no quiere manda saca video, si tan attempt daw sila saca video ta atraca el maga bodyguards y ta habla bawal se, porque man se queda bawal that is a public place unless tiene sila cosa ta habla alla are not true y todo lang embusterias kasi sabe sila later on puede kanila man file caso de libel,” Jimenez said. Jimenez said there is too much democracy under Climaco’s administration compared to the previous administration of Lobregat which gave rise to disrespectful comments from opposition councilors. “Si mira tu el maga concejal ahora bien alboroto because Mam Beng let them, ta deja kanila man cuento cay si Mam Beng ya queda tamen concejal, ya queda tamen vice mayor, so she knows how it is in the City Council - you have to
be independent, you have to have your own voice pero debe de tuyo voces, debe cosa tu habla should be based on laws, hindi puede opinion lang de atun, hindi ya tu ta sigui na ley.” “Hindi puwede man bully ya tu na de atun alcalde, hindi kita puede ansina, at the end of the day nohay ayuda que puwede ansina hace, si habla lang tu ma-palabra con el buen alcalde cay hindi ta sigue na de tuyo proposal. If they continue what they are doing, issuing libelous remarks against anybody, not only against us, against Team Climaco, but anybody issuing libelous remarks, we will make sure that they will face the consequences of their actions,” he warned. Jimenez’s allegations cannot be independently confirmed and there were no immediate statements from those whom he accused. (Zamboanga Post)
Zambo steps up ASF campaign, launches trainings Continued from page 1 deadly hog disease. Despite the Covid-19 pandemic, the local government continued its intensified campaign and even held a three-day ASF Prevention and Biosecurity Training under the auspices of Office of the City Veterinarian and the Agriculture Training Institute. City Veterinarian Dr. Mario Arriola said the training was planned and initiated by the local government’s ASF Prevention and Control Committee created by Mayor Beng Climaco last year. He said the participants to the training were members of the Surveillance and Rapid Action teams, the Quarantine team, the Census team and 20 barangay chairpersons from Vitali and Ayala Districts, Curuan, Manicahan and Culianan Districts. Arriola said the barangay chairmen have been designated as Barangay Biosecurity Officers and will be assisted by the Barangay Health Emergency Team. The ASF virus is transmitted by direct contact, ingestion of garbage or swill feeds containing unprocessed infected pig meat or pig meat products, ticks and biting flies, and contaminated premises, vehicles, equipment and clothing. While not a human
City veterinarian staff guards the border in Zamboanga City. health threat, the ASF is capable of annihilating the entire swine industry. As of yet, no vaccine or treatment exists to combat the virus. But stringent importation policies, early detection and strict biosecurity measures are being carried out to ensure Zamboanga City remains ASFfree. Climaco underscores the need for the immediate adaptation of the National African Swine Fever prevention program to protect Zamboanga from the dreaded animal disease and protect the swine industry and stakeholders. She ordered checkpoints in entry and exit points in Zamboanga to ensure that no infected hogs and its pork products slipped past the city since the ASF breakouts in the country began in 2019.
City veterinary personnel continue to inspect and conduct disinfection of trucks transporting live pigs and other animals to Zamboanga to protect the hog population against the ASF, according to the mayor, who added strict protocols are also being observed to monitor and regulate the entry of hog and pork products here as a measure against the contagious animal disease. Climaco said the Office of the City Veterinarian also regularly conducts animal deworming, anti-rabies vaccination and even vitamin supplementation for its employees to ensure their health and welfare. It also conducted meat inspection, visited poultry raisers and held dialogues with stakeholders, especially on ASF. (Zamboanga Post)

Still under Alert Level 3, RT-PCR tests scrapped Continued from page 1 Zamboanga City under Alert Level 3 until the end of February along with the provinces of Davao de Oro, Davao Occidental, South Cotabato in Mindanao and Iloilo City, Iloilo province and Guimaras in the Visayas due to the high number of active Covid-19 cases. But Mayor Beng Climaco, head of the local Covid-19 task force, has nonetheless lifted the RT-PCR requirement for fully vaccinated travellers entering Zamboanga City. She said the decision to forego the RT-PCR test requirements for fully vaccinated persons is in response to the clamor of those frequently travelling and recommendations from medical experts.
Climaco said in lieu of the RT-PCR requirement, travellers shall present only their vaccination card and S-PASS or the Safe, Swift and Smart Passage, an online travel management system of the Department of Science and Technology used for domestic travel during the COVID-19 pandemic. However, she said fully vaccinated travellers coming in from areas under Alert Levels 4 and 5 are required to present negative antigen test results secured from any laboratories accredited by the Department of Health within 24 hours from the time of collection of specimens. She said an individual is considered fully vaccinated 14 days after the 2nd dose, for
2-dose vaccines and single-dose Janssen vaccine. And that unvaccinated travellers must submit negative RT-PCR test results taken from the place of origin within 120 hours or five days from specimen collection. Climaco again reminded residents to always wear their facemasks in public places and to frequently sanitize or wash hands with soap and water to avoid getting infected with Covid-19. “There is no better way to avoid Covid-19, but to strictly follow our health protocols,” she said. The number of active Covid-19 cases is steadily declining and is expected to be a few hundred or lesser in the coming weeks. (Zamboanga Post)
‘Largo Vida,’ now a political issue Continued from page 1 Dalipe, removed the Vida program’s vital funding in the P4.38 billion 2021 Executive Budget. One such program is the Largo Vida, an initiative that Climaco started in 2018 and which she had intended to expand to over 60,000 beneficiaries this year. Climaco identified the opposition councilors as Monsi dela Cruz, who is now dead; John Dalipe, BG Guingona, Mike Alavar, Litlit Macrohon, Khymer Olaso, Lilibeth Nuño, Cary John Pioc, VP Elago, Gerky Valesco and Jerry Perez. Dela Cruz and the younger Dalipe ran under Climaco’s political party, but eventually broke off ties after winning the 2019 polls and aligned themselves with Lobregat’s Team Colorao. Climaco defeated Lobregat in the election after winning a landslide victory over the veteran politician. Families of senior citizens and those who benefitted from the Largo Vida vowed to campaign and vote for Team Climaco to ensure that the pro-poor program continues. Congressman Cesar “Jawo” Jimenez, who is running for mayor, also blamed opposition councilors for the demise of the Largo Vida program, saying this action had severely affected the pro-poor programs of the Climaco administration. On the issue of the Largo Vida program in 2021, bien duele gayod el
El Concejo no hay poder para aumenta el budget because that is a violation of the law. That is ultra vires y para hace claro na de atun maga vivientes, ese el ta hace sila cosa el bawal, hindi ta permiti el lay, hindi tan allow el law, for example, amo ya gane se - el Concejo hindi puede omenta el budget, el solamente puede sila hace, upon review of the budget of the Executive (Department), puede lang sila mengua, si quiere sila hace cero puede man,” he told TV 11 in an interview and even cited Lobregat’s vote to give zero budget to the Commission on Human Rights during the House budget hearing when he was congressman. “Egual lang se na Congreso, tiene maga departamento si quiere lang for some reason, ta hace cero gat budget igual antes con Mr Celso Lobregat during his time na Congreso when the proposal came for a zero budget na Commission on Human Rights, he was one of them who supported it,” he added. Jimenez said if he becomes mayor, he will revive and expand the Largo Vida program to benefit more poor residents, especially the elderly and the most vulnerable sectors. “El importante alli, Number 1 continua kita el Largo Vida program
que ta dale ayuda con el maga senior citizens and we will expand the project como aqui ta habla si Mayor Beng quiere le queda 60,000 el maga beneficiaries del Largo Vida and we will do that; and Number 2, continua kita el financial assistance que ta dale con el maga senior citizens de atun como ahora el maga ultra poor,” he said. He also said the Largo Vida program, a brainchild of Climaco, was the first in Zamboanga and that even Lobregat had no programs for the senior citizens and the poor as now. “If you recall during his time, I am referring to Mr Celso Lobregat ya oi ba kita el termino ayuda que ta dale el gobierno local aquel tiempo, ya oi ba kita el senior citizens tiene ya recibe ayuda aquel tiempo, and what was my complaint? My Number 1 complaint during his incumbency as mayor si Mr Celso Lobregat cay el sen ta durmi lang na banco and at that time we have P2 billion dormido na banco and majority (of that) was in time deposits and no puede gat tu mete el sen because that was under contract na private bank pa y hindi habla tu banco de govierno,” Jimenez continued on. Jimenez also condemned the spread of fake news by the opposition whom he accused of resorting to black propaganda after he received reports that political foes
were telling tricycle drivers that Team Climaco will phase out all motorcycle taxis if it lost in the elections. He branded the report as “recycled” propaganda” which was also used in the 2019 polls. In the TV interview, Jimenez mentioned the
name of Councilor Mike Alavar, an ally of Lobregat, who is allegedly telling residents, both in District 1 and District 2, about the Commission on Audit report of alleged overpriced purchases made by the local government at the height of the Covid-19 health crisis. “Cosa ba gat se COA report, habla yo there is an issue pending before an agency of the government, but if we look at it tiene ya ba caso yan file cay si ta oi tu kanila ta man cuento dol yan file ya caso, convicted ya, y dol tiene ya decision el corte. If you look at it el modo y estilo del campaña del Team Colorao, si oi tu tan campaña sila, dol sila el complainant, sila el pros-
ecutor, y sila pa el judge.” “And we cannot do that because that is not allowed obviously habla tu maka-miedo if they based their campaign an on advocacy that is not true, actually ta man poison el mind del maga vivientes de atun ta hace kita kanila imbusterias,” he said. Jimenez urged residents who are attending these (Team Colorao) meetings to record the conversation with their (cell phone) cameras. “And if they asked you to stop, uno lang el rason kay ta habla sila imbusterias,” he said. There was no immediate statement from Team Colorao on all the allegations made by Jimenez. (Zamboanga Post)

Piliin Ang Isda Kaysa Karne Ni Dr. Willie T. Ong
A

Sunday Reflection by Mayor Beng Climaco
“Blessed is the one who trusts in the LORD, whose hope is the LORD.” THE FIRST Reading is connected to the Gospel. From the Reflections of Fr. Ben Y. Sim, S.J., the poor are described as lacking in influence,
those who have little or no voice in society, those who lack material possessions, and those who are totally dependent on God. In the context of the Beatitudes in the Gospel, to be poor in Spirit means total trust and reliance in God alone. I have been listening to Bro. Bo Sanchez’s Full

Tank talks. There is a new understanding of how we are to approach wealth and blessings. It is clear, we make use of God’s blessings and wealth so that we can bless and help others and not for our own self. In our Urban Poor communities, I suggested that there must be a change in the name of Urban Poor to a name that will inspire our communities, to uplift themselves and gain prosperity. Isn’t it our goal in life to gain a sense of security and comfort for our family in a way that we are self-sustaining? We work and earn to share and give out of our generosity. The Father, in His providence, has done this beyond our expectations. May we have a grateful heart to thank God for all the blessings. We must not dictate to God what we want to happen in our lives. But to trust God that He will take care of our needs if we submit totally to God’s providence. (MBC)
