Hindi rin umano mahihirapan si Climaco sa mga kalaban sa naturang puwesto dahil walang alam sa Kongreso ang mga ito kung ihahambing sa katalinuhan at kagalingan nito.

Lalo pang dumarami ang simpatyang nakukuha ni Climaco mula sa publiko dahil sa mga paninira sa kanya ng mga kalaban sa pulitika. Sa katunayan, patuloy rin ang paglipat sa kampo ni Climaco ng mga supporters mula sa oposisyon dahil sa malinaw na “plataforma de gobierno” ni Mayor na naka-base sa kanyang iba’t-ibang propoor programs na wala sa ibang kandidato na pulos black propaganda lamang ang alam.

Naunang nagpahayag ng suporta ang maraming mga barangay officials kay Climaco, ayon kampo nito na nagsabing suportado ito ng mga barangay officials hindi lamang mula sa District 1, kundi maging sa District 2.

Kilalang multi-awarded si Climaco at malaki ang tiwala sa kanya ng publiko dahil sa napakarami itong nagawang pagbabago sa Zamboanga kung ihahambing sa mga nakaraang administrasyon.

Kaliwa’t-kanan ang mga proyekto ng administrasyong Climaco sa ilalim ng programang S.H.E. o ang “Security, Health at Education” na siyang prayoridad nito. Sa kanyang panunungkulan ay nabawasan ng husto ang mga krimen at nabigyan ng malaking halaga ang kalusugan ng mga mamamayan at seguridad ng lungsod at dumami pa ng husto ang mga negosyo kahit may pandemya.

Maging ang Pangulong Duterte at ang Department of the Interior and Local Government at iba pang mga ahensya ng pamahalaan ay kinilala at binigyan ng parangal si Climaco bilang pagkilala sa kanyang maayos na panunungkulan at serbisyo sa Zamboanga.

At dahil sa mga kasinungalingan na ibinabato kay Climaco ay lalo pang tumaas ang bilang ng mga supporters at followers nito sa kanyang

Si Climaco ay nanilbihan bilang councilor mula 1998-2004; vice mayor mula 2004-2007; at congresswoman ng Zamboanga mula 2007-2010 at 2010-2013, bago pa man naging mayor noong 2013. Wala pa itong talo sa eleksyon dahil sa taglay na kagalingan at sinseridad sa serbisyo at kung tatakbo ito bilang congresswoman ay siguradong mananalo itong muli dahil na rin sa malaking tiwala ng publiko.

Ang beteranong si Lobregat ay tinalo ni Climaco noong nakaraang halalan. Tanging si Climaco lamang ang nakatalo sa milyonaryong si Lobregat mula ng ito ay naging pulitiko – mayor at congressman ng ilang beses.

Suportado rin ni Vice Mayor Meng Agan ang kandidatura ni Climaco. Si Agan ay tumatakbo rin bilang mayor sa Zamboanga.

Climaco hosted a dinner for Robinson’s group and led them to a tour of the Zamboanga Museum with Eufemia Catolin, the museum administrator; and at the shrine of the Real Fuerte de Nuestra Señora del Pilar de Zaragoza.

The Australian Government had previously provided at least P30 million in emergency aid for families affected by the humanitarian crisis in 2013 after Moro National Liberation Front members loyal to Nur Misuari attacked Zamboanga City.

The aid helped address the needs, including resumption of early learning and educational services, and provision of critical psychosocial support to affected children, including food, sleeping mats, mosquito nets, blankets, water containers, kitchen and hygiene kits for people left homeless by the conflict.

The Australian Government made these items available through partnerships with the Philippine Red Cross, the World Food Programme, and the United Nations Population Fund.

The Australian government also turned over permanent homes to 45

families in Barangay Tulungatung under the Zamboanga Recovery Project (ZRP) in February 2016.

The turnover of 45 homes in Tulungatung came after the turnover of 35 homes to families in Barangay San Roque under the ZRP, where another 15 families received support from Australia to build permanent houses on their own land.

The Australian Government provided A$3million (P102 million) for the implementation of the ZRP, which aims to support families who have been internally displaced during the MNLF siege. (Zamboanga Post)

Interior Secretary Eduardo Año directed the police to arrest store owners who continue to sell medicines, saying sari-sari stores are not allowed to sell medicines.

“LGUs should protect the health and general welfare of their constituents. We, therefore, urge LGUs to ensure that sari-sari stores within their jurisdictions are not selling any medicine because under the law, hindi sila awtorisado. Inatasan din natin ang PNP na siguruhing hindi nagbebenta ng gamot ang mga sari-sari store at arestuhin ang sumusuway sa batas lalo na iyong mga naglalako ng pekeng gamot,” he said.

Año cited Section 30 of Republic Act No. 10918,

otherwise known as the Philippine Pharmacy Act, which states that only Food and Drug Administration-licensed retail drug outlets or pharmacies are allowed to sell drugs and medicine to the public.

The FDA reported that they have received 185 reports on sari-sari stores that were illegally selling medicines and nine were retailing fake medicines, including Covid-19 medicines.

Año said they will work hand-in-hand with the FDA in issuing a Memorandum Circular to local governments for them to discontinue the sale of medicines at sari-sari stores and other outlets without FDA authorization.

Interior Undersecretary Jonathan Malaya also called on the public to buy medicines only in drug stores and pharmacies that have been authorized to sell medicines.

“Nakakatakot at delikado ang fake medicines, lalo’t nasa gitna pa rin tayo ng pandemya.

Kaya naman nais kong bigyang-diin na kapag bibili tayo ng kahit anong medisina, napakaimportante na doon lamang tayo sa tiyak na mula sa legal manufacturers. Mere possession of counterfeit drugs is a punishable act under the law. We only want what’s best and safe for the public,” he said.

Climaco, who is running for congresswoman in the May polls, was referring to the attacks of the Moro National Liberation Front rebels loyal to Nur Misuari, chieftain of the MNLF. She said the rehabilitation of the iconic bridge was funded by the local government and is one of the projects that Rep. Jawo Jimenez pushed because of its importance to the residents of Rio Hondo and Mariki, which connects the two barangays to mainland Zamboanga.

The handover was attended by local government and barangay officials.

“The bridge is the only structure that remained after the siege and is also considered as a symbol of unity of the Muslims and Christians, and also a symbol of peace,” Climaco said.

Climaco is popular among Muslims and other indigenous tribes here because of her many programs, especially in equality and welfare projects.

Last September, she led officials in commemorating the heroism of those who perished during the siege that lasted for three weeks. The siege was the second since 2001 after rebels attacked Zamboanga and killed and held hostages dozens of innocent civilians.

Climaco has set September 9 as a “Special Day of Remembrance” in honor of all those who perished in the siege. And eight years after the deadly attack, residents here are still crying for justice which remains elusive for the innocent victims of the siege.

Climaco, who chairs the Local Inter-Agency

Council that oversees the Z3R Program, is the one who continues to push for the completion of housing and other vital infrastructure projects for those displaced by the siege.

Z3R stands for Zamboanga City Roadmap to Recovery and Reconstruction and is the national government’s rehabilitation plan for the areas affected by the fighting such as Rio Hondo and Mariki.

Supporters of Misuari attacked Zamboanga after declaring independence and their failed attempt to raise the Bangsamoro Republik flag at City Hall.

Misuari publicly denied involvement in the siege of Zamboanga that displaced over 200,000 people and affected the economies of Basilan and Sulu which are dependent on Zamboanga for their trades and goods.

Climaco - who stood firm against the MNLF during the entire period of the crisis - has banned any so-called peace rally or gathering of the MNLF members in Zamboanga City. She said such rallies will not be allowed as this might disturb Zamboanga anew. “I am giving you a categorical no; you must not disturb Zamboanga anymore. If you want to come up with your rally, make it in your area, Zamboanga will not welcome a rally by MNLF, not at this time because you still have to be accountable with the killings and devastations we are suffering from,” she said.

“The destruction wrought by the 2013 siege continues to linger, as internally displaced persons – both Muslims, Christians and Lumads, most of whom are those who eluded the conflicts in Sulu and Basilan – have suffered the brunt of the MNLF attack in Zamboanga,” she added.

Misuari signed a peace deal with Manila in Sep-

tember 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region.

But despite the peace accord, he said there was a widespread disillusionment with the weak autonomy they were granted.

Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards.

In November 2001, hundreds of MNLF members occupied the Cabatangan Complex and held hostage dozens of civilians, including children; and another group also attacked a military base in Sulu province in an effort to stop the elections in the Muslim autonomous region after Misuari was ousted as governor.

More than 100 people were killed in the fighting and in the end, then Mayor Maria Clara Lobregat allowed the attackers to leave Zamboanga in exchange for the hostages.

Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo reportedly in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004.

He also ran several times for governor in Sulu even while under detention, but lost. Now, President Rodrigo Duterte said he wanted to resume the peace process with Misuari and ordered police and military not to arrest the MNLF chieftain. (Zamboanga Post, Mindanao Examiner)

4 Filipinos are ‘Shapers of the Future’ Continued from page 1 collates a list of young people under the age of 40 (as of January 2022), who have already left their mark on the present, and surely have much more invention, innovation, creation, and interpretation ahead of them.

These young people work in many fields and endeavors, embracing every corner and intersection of health and medicine, science and technology, business and entrepreneurship, social activism and politics, and numerous other areas.

They are people of ideas, framing the intellectual questions and concerns that will guide future thought.

They are scholars, builders, designers, architects, artists, teachers, writers, musicians, social and political leaders, and much more.

Unlike other lists or awards, these ‘Shapers’ are not necessarily well-known.

The wider community outside of their area of expertise may never have heard of them, but they are certainly spurring incredible changes that will shape our futures.

This year, Britannica’s list of young mavericks includes four ‘Shapers’ from the Philippines.

1. Shaper is Jessica de Torres. She studied environmental and sanitary engineering at Batangas State University, taking a B.S. degree there in 2009. Some of her first engineering projects dealt with mine rehabilitation.

She then specialized in the design of sanitary systems, including calculating water demand and other hydraulic issues that can be challenging in environments where water is not always readily available. She found out as much when she went to work for a consultancy in Dubai, designing large-scale plumbing projects throughout the United Arab Emirates and Saudi Arabia. These projects include commercial blocks, hotels, housing developments, and high-rise buildings.

For her work in plumbing engineering, De Torres was honored at the 2020 Mechanical, Electrical, and Plumbing Middle East Awards in Dubai, which recognize firms and individuals who have made distinctive contributions to sustainable construction in the region.

Of a field where women are still relatively rare, she says: “Gender dominance in the industry can serve as an inspiration for us women to work hard. As a woman, I know I can impart my knowledge and make a huge difference.”

2. Maria Isabel Layson, 18. After attending an elementary school for gifted

children and the Singapore American School, Layson returned to her native Iloilo City and enrolled in an advanced science curriculum at the National High School there. While studying an abundant berry locally called aratiles or sarisa in a Food and Nutrition Research Institute laboratory in Manila, Layson discovered that the fruit contains antioxidant compounds that combat diabetes.

In 2019, when she was 16, she presented her findings at the Intel International Science and Engineering Fair in Phoenix, Arizona, as one of a dozen Filipino delegates.

That year, she won Best Individual Research in Life Science at the National Science and Technology Fair, hosted by the Department of Education.

Layson is now a student at the University of the Philippines-Visayas in Iloilo City, where she also operates a bakery that makes keto-friendly pastries.

3. Ragene Andrea Palma took a degree in tourism at the University of the Philippines in Quezon City in 2011, intending to work in that sector. Instead, she became interested in how Manila and other cities in southeastern Asia were growing in response to population pressures and environmental change, and in 2020 she finished a degree, thanks to an exchange scholarship, in international planning and sustainable development at the University of Westminster in England.

She worked as a consultant to the U.S. Agency for International Development in the wake of the devastating Typhoon Yolanda, in November 2013, and as a planner for disaster-relief organizations. An urbanist based in Manila, she travels widely in order to bring home useful lessons, visiting Singapore, for instance, to study that island nation’s widespread system of green spaces and how such a system could be introduced to her native city.

Her blog, Little Miss Urbanite, has found many followers who read Palma’s thoroughly researched thoughts on COVID–19, social inequality, and other problems involved in urban planning.

4. Rodney Perez, 32, studied food science at Visayas State University, on the island of Leyte, and then won a scholarship to Kyushu University in Japan, where he earned an M.S. in bioscience and biotechnology and a Ph.D. in microbial technology. His specialty as a researcher at the National Institute of Molecular Biology and Biotechnology at the University of the Philippines Los Baños is the study of bacteriocins, naturally occurring toxins that can kill related

strains of bacteria implicated in food poisoning and spoilage.

Perez is now working on technologies to introduce these bacteriocins as part of food packaging processes—for instance, replacing artificial and potentially harmful steroids in dairy products with helpful bacteria from lactic acid that combat mastitis in cattle.

He has received several honors for his work, including the Young Asian Biotechnologist award from Japan’s Society for Biotechnology.

He is the first Filipino to have earned that vaunted international prize. Perez has expressed his intent to bring microorganisms to bear on other health-related problems in his country. “With microbial technologies we are able to make these tiny microorganisms work for us,” he says.

The inclusion of people from the Philippines in the Shapers of the Future list comes at the same time as Encyclopaedia Britannica donated 100 copies of its new one-volume children’s encyclopedia to the National Library of the Philippines.

The books are to be made available through public libraries and bookmobile operations that serve remote areas of the country. The Britannica All New Kids Encyclopedia, edited by world history author Christopher Lloyd, is a richly illustrated 424-page compendium of knowledge to satisfy curious minds, packed full of reliable facts from the experts at Encyclopaedia Britannica.

Unlike old encyclopedias that were structured from A–Z, this one has a narrative arc, telling the story of the world from the beginning of time to the present day and even glimpsing into the future.

In a statement, the National Library of the Philippines said, “The Britannica All-New Kids Encyclopedia will pique Filipino children’s interest and instill a love of reading at a young age. This beautiful 1-volume encyclopedia will encourage our children to become keen readers and consumers of information.”

“Britannica is thrilled to support the Philippines National Library to promote the reading habits of our younger learners and establish the foundation for more Filipino ‘Shapers of the Future’,” said Theodore Pappas, executive editor of Encyclopaedia Britannica. “Our children’s encyclopedia is a wonderful book for early learners - for sparking their curiosity about the wonders of the world, both big and small-and for readers in areas without easy access to the Internet or to new educational resources.”

Sunday Reflection

Jesus said to his disciples: “To you who hear I say, love your enemies, do good to those who hate you, bless those who curse you, pray for those who mistreat you.

To the person who strikes you on one cheek, offer the other one as well, and from the person who takes your cloak, do not withhold even your tunic. Give to everyone who asks of you, and from the one who takes what is yours do not demand it back. Do to others as you would have them do to you.”

Quite a very difficult teaching to follow in life. In my world today of politics and the elections coming, it is quite common for political rivals with their troll farms to tarnish the name of each other with negative campaigns and false fabrication. Fr. Karrel San Juan, S.J., mentions the “FRENEMIES” in his homily. People once friends-turned- enemies. Broken relations exist and God’s grace and teaching alone will provide healing and reconciliation.

I was struck by the First Reading, wherein David respected God’s anointed Saul. David and his men had the opportunity to harm Saul but David refused.

He got Saul’s spear.

But David said to Abishai, “Do not harm him, for who can lay hands on the LORD’s anointed and remain unpunished?” He and his men went the opposite direction and on top of the hill David shouted: “Here is the king’s spear. Let an attendant come over to get it.” The LORD will reward each man for his justice and faithfulness. Today, though the LORD delivered you into my grasp, I would not harm the LORD’s anointed.”

I often wondered and cried, why my “frenemie,” someone I deeply respected, has turned out to viciously attack me. Cosa ba gayot mio culpa? We pray for God’s grace of FORGIVENESS toward God, others and self and pray they too forgive us. Only God’s grace can make this happen. “Stop judging and you will not be judged. Stop condemning and you will not be condemned. Forgive and you will be forgiven. Give, and gifts will be given to you; a good measure, packed together, shaken down, and overflowing, will be poured into your lap. The peace and order situation in Zamboanga has tremendously improved, especially during Climaco’s term and with her all-out support to police and military authorities and other law enforcement agencies, including at the barangay level.

Climaco said the installation of high-quality, high-definition security cameras in different areas in Zamboanga was a big factor in maintaining peace and order, and also the logistical support the local government provided the police and military.

She said the SSCO - the first in Western Mindanao and second in the southern Philippines after Davao City - has a huge impact on the peace and order situation, adding because of the state-of-the-art command center, the SSCO continues to monitor different strategic locations here - day and night - where security cameras are installed.

Climaco said the local government installed over 100 security cameras as part of the Security and Surveillance Equipment and System Project to ensure public safety.

The system, she added, uses Huawei’s intelligent video and data

analytics solution. The SSCO - operated by over a dozen personnel - complements the local emergency telephone hotline 911. It was only during Climaco’s time that all these security programs were implemented for the benefit of the residents.

Zamboanga has been a consistent awardee of the DILG campaign which gives an award, incentive, honor and recognition for local government in an effort to further strengthen accountability, particularly in good financial keeping, disaster preparedness, and social protection. (Zamboanga Post)

San Roque fire victims thank Beng

Mayor Beng Climaco distributes undergarments to fire victims. (Bong Serondo) VICTIMS OF a recent fire thanked Mayor Beng Climaco for quickly providing them with relief packs and other vital necessities at their temporary shelters in Barangay San Roque.

Over 100 families were displaced by the huge fire that spread

on a neighborhood in San Roque, according to Climaco, who also ordered social workers to attend to the needs of the victims.

Among the relief items given out to the families were pots and pans, undergarments, blankets and

mats and food packs. The mayor, who is running for congresswoman, was joined by Rep. Jawo Jimenez and Councilors Pinpin Pareja and El King Omaga.

Fire victims embraced Climaco upon seeing the mayor, others broke down in tears as they narrate to her their ordeal and told her to help them.

Climaco said she was moved by the disaster that struck San Roque and further ordered the City Social Welfare and Development Office to see what other assistance the local government can provide to them. “It was difficult for me to see my people suffering, especially now. We are going to help those affected by the fire and attend to their necessities,” she told the Zamboanga Post.
