Beng warns drug users Continued from page 1 for illegal drugs during a random drug tests conducted recently at the Integrated Bus terminal by the local Anti-Drug Abuse Council (ADAC). The drug tests was part of an intensified campaign by the ADAC, chaired by Climaco, in support to the government’s anti-narcotics program and ensure the safety of passengers. The campaign, dubbed as “Oplan Harabas,” was in collaboration with the Philippine Drug Enforcement Agency, the Land Transportation Office, the Land Transportation Franchising and Regulatory Board, the Philippine National Police and the Zamboanga City Social Welfare and Development Office. The mayor said seven taxi drivers, one tricycle driver and a jeepney driver were all positive for drug use. The identities of the drivers were not made public. Climaco said the drug tests of public utility drivers also ensures a drugfree workplace program for the public transport sector. The Department of the Interior and Local Government (DILG) has ordered all ADACs in the country to intensify their campaigns and strength-
en their programs. The DILG said it will recognize the best-performing ADACs which have been fairly successful in the implementation of anti-illegal drugs initiatives in their localities after the stringent assessment of the 81 provinces, 146 cities, and 1,488 municipalities from April to June this year. “We will start the assessment of the ADACs to determine which are doing well and which are lagging behind in their anti-illegal drugs campaign. The first is Palm Sunday, which commemorates Jesus’ humble entry (on a donkey) into Jerusalem to observe Passover. According to the Gospel account, Jesus was greeted by crowds of people who spread their cloaks and laid palm leaves in his path and proclaimed him the Son of David. day is celebrated with a blessing and procession of palms. Maundy Thursday marks Jesus’ institution at the Last Supper of the Eucharist, thereafter a central element of Christian worship. Day Care Officer-Designate Leah May Joy Dua gave parents an overview of the books while Assistant City Social Welfare and Development Officer Uldarico Fabian conducted the orientation after the turnover of the books. Last month, Climaco also distributed Early Childhood Care Development books to a child daycare center in Zamboanga City as part of her administration’s literacy program. Climaco, who is running for congresswoman in District 1, said tens of thousands of books will also be distributed to some 350 day-care centers in different barangays as part of her commitment to education. and Development Office purchased a total of 55,555 activity books that include ABC practice books on reading, writing, science and math. The practice book in reading was prepared and revised particularly for preschool children in daycare centers. Each lesson or page contains directions or instructions for the parents, workers and guardians on how to manage the lesson plan. Child development workers and parents lauded the distribution of the books that will benefit the children. In January 2019, the Climaco administration also distributed over 26,000 books to day- care centers. How it all started Zamboanga International Airport, along with all other international airports in the Philippines, was placed under the control of the Manila International Airport Authority under Executive Order No. 341, signed by President Gloria Arroyo on August 4, 2004. By December 21, 2007, the Department of Transportation and Communications allotted some P257 million for the improvement of Zamboanga Airport. The national government allotted P15 million for the feasibility study of the new airport project. In November 2008, Asian Development Bank consultants, as well as engineers from Davao City, conducted an ocular inspection at the new airport site. Earlier, a consortium of international and local investors, offered to construct a modern airport in the city under a build-operate-transfer scheme. The proposal was given to the Air Transportation Office by the consortium of investors from Germany, France, Japan, Guam and the Philippines. And on October 28, 2008, Zamboanga International Airport Authority finalised that observers and engineers were going to have an ocular inspection on the area’s plan, to see the cost of the project and other prospect details. By March 6, 2009, the DOTC released the feasibility study of Zamboanga International Airport Development Project. NEDA In August 2017, the National Economic and Development Authority revived the airport project after Climaco stated plans to develop a new airport here to replace the old Zamboanga International Airport. Mindanao Development Authority Assistant Secretary Romeo Montenegro reported that the construction of the new Zamboanga International Airport would cost the government around P13.9 billion. The project will feature a new terminal, six jet bridges, and
a control tower and will have a 3.4 kilometer runway to accommodate heavier aircraft. Build, Build, Build Manny Piñol, then the head of the Mindanao Development Authority, acknowledged this last year, and said the agency is pushing for the initial construction or completion of the Zamboanga International Airport project before the end of the Duterte presidency. Piñol also met with Climaco to discuss the airport project, saying, it is among the top priorities of the Department of Transportation (DOTr) under Secretary Arthur Tugade because of Zamboanga’s role in the BIMP-EAGA or Brunei Darussalam, Indonesia, Malaysia, the Philippines – East ASEAN Growth Area. He told Climaco that Tugade pledged to work for the allocation of additional funds for the transfer of the airport to a bigger area. Land surveys And just recently, Climaco together with City Administrator Mike Saavedra and OIC Assistant Planning Officer, Jessie Lapinid have inspected the initial survey for the proposed new international airport development project in the east coast. The local government and the DOTr also entered into a Memorandum of Agreement for the utilization of the P200 million fund for the proposed project. This was also confirmed by Saavedra to The Zamboanga Post, adding the Land Bank of the Philippines has already issued a notice to proceed for the appraisal of parcels of land affected by the project. Saavedra said the project is a priority of the Climaco administration pursuant to the Comprehensive Land Use Plan. He said the Zamboanga International Airport has been a major concern of Climaco since she was a member of the City Council, and in Congress, and even donated many colorful baggage trolleys that showcased local culture and heritage. Duterte Climaco has repeatedly spoken and thanked President Rodrigo Duterte for his commitment to the airport project, and she also praised Tugade and other government agencies involved in the project for their efforts in ensur-
ing that this pushes through. She said Duterte prioritized the Zamboanga International Airport rehabilitation projects following the approval of the P235 million funding included in the P4.5-trillion national budget for 2021. The mayor said the airport project would be a monumental accomplishment for the people of Zamboanga. Zamboanga is home to one of the busiest airports in Mindanao. The airport serves as the gateway to one of Southeast Asia's fastest growing business and cultural hubs, and to the entire Western Mindanao area, according to DOTr. “To make this gateway even more efficient and modern, the Aviation and Airports sector of the Department of Transportation has been working at top speed to upgrade and enhance the airport’s facilities, with the array of upgrades that are well underway,” it said. The DOTr has constructed the new Malasakit Hall and GAD (Gender and Development) Multipurpose Hall. It also includes the modern and expanded Passenger Terminal Building which can now accommodate 750 passengers at any given time, compared to the previous 500 passenger capacity. Other development projects are currently underway at the airport, including the repair and asphalt overlay of its runway, and the grading of its runway strip. According to Australia’s CAPA-Centre for Aviation, the Zamboanga International Airport project is another transformational “Build, Build, Build” infrastructure initiative of the Duterte administration that is envisioned to boost the economy of Mindanao with the expected increase in tourist arrivals and heightened local travel. “With its upgrade nearing completion soon, there's no stopping Zamboanga City's Bloom and Boom,” it said. Last February, Climaco along with the Civil Aviation Authority of the Philippines formally signed an accord with Asia's Latin City Transport Services Cooperative for additional taxi units. The mayor thanked airport authorities and other stakeholders, saying the taxi service will eliminate overcharging by unscrupulous and independent cabbies. (Zamboanga Post)

In her previous Sunday Reflection piece, Climaco wrote: “I heard grumblings by (my) opponents, who look at opportunities to tarnish the work we have done to serve our people. Lies and accusations being thrown at me to diminish my dignity as a woman and as a person. They have recruited men to demolish and destroy me. Even my husband (Trifonio Salazar), a soldier (retired and decorated Major General and former Director-General of the National Intelligence Coordinating Agency) who put his life in grave risks to protect our people, was not spared. Unfortunately, even if they do not know the person, the condemnation is made even if it is false.” “I was so busy addressing the Covid pandemic when we had the different surges from Alpha, Delta to Omicron that I couldn’t answer the negative and false messages. Hasta ya queda mas malo el maga mensaje de negativismo y mentira. I chose to ignore these fake messages because I do not want to give the opponents room to increase their mileage,” she added. Ironically, those who are accusing Climaco of corruption are strongly supporting and campaigning for presidential aspirant Bongbong Marcos, son of former dictator and plunderer President Ferdinand Marcos Sr, whose family was deposed in 1986 following a bloodless people power revolution. Some of Climaco’s political advisers also raised the same questions and asked “how can those who are accusing Mayor Beng of corruption strongly support Bongbong Marcos whose family plundered the country and even up to now has not returned their ill-gotten wealth, and that is on top of the human rights violations committed under the Marcos’ regime?” Even the Philippine government’s Official Gazette contains a special feature on Marcos – “The Fall of the Dictatorship” – which can be accessed in this URL: https://www. officialgazette.gov.ph/ featured/the-fall-of-thedictatorship/. Continued from page 1 The P14-million medical center in Barangay San Roque is established under the Climaco administration – the first and only molecular diagnostics laboratory in the Zamboanga Peninsula region operated by a local government. Dr. Dulce Miravite, head of the City Health Office, confirmed the release of the DOH license to operate the laboratory, one of the flagship projects of Mayor Beng Climaco. “We have already received our license to operate the molecular laboratory,” Miravite said, adding they are now finalizing the guidelines for the operation of the ground breaking facility. “There are logistics preparations that we are doing for the opening anytime in the coming weeks,” she said. Zamboanga City has five other molecular laboratories and are operated by the Department of Agriculture, Zamboanga City Medical Center, Philippine Red Cross, West Metro Medical Center and Ciudad Medical Zamboanga. Molecular diagnostics are used to identify infectious diseases such as chlamydia, influenza virus and tuberculosis; or specific strains such as H1N1 virus or SARSCoV-2. It combines laboratory testing with the precision of molecular biology and has revolutionized the way clinical and public health laboratories investigate the human, viral, and microbial genomes, their genes, and the products they encode. It is also called molecular pathology and involves taking DNA or RNA, the unique genetic code found in our cells, and analyzing the sequences for red flags that can pinpoint the potential emergence of a specific disease. The field has expanded rapidly in recent years. City Administrator
Mike Saavedra said the Climaco administration has been working double time for the operation of the molecular laboratory. He said the facility is only one of the many legacies of Climaco, who is now on her third and last term, and is running for congresswoman in District 1. “The LGU-run molecular lab aims to provide free and expanded Covid-19 testing to residents, but nonetheless, those with symptoms and (people who had) close contacts (with Covid-19) are already given free testing by the LGU since the start of the pandemic (in 2020),” Saavedra said. Opposition At the height of the Covid-19 pandemic, Climaco asked the support of the City Council to provide a wider coverage of RT-PCR testing in Zamboanga which cost between P2,000 to P5,000. Her proposal for free RT-PCR testing is subject to the availability of test kits and once the local molecular laboratory becomes operational. The mayor even ordered the City Health Office and the City Budget Office to come up with the policy in conformity with the guidelines set by the Department of Health and the Philippine Red Cross. But Councilor Pinpin Pareja said councilors allied with ex-lawmaker Celso Lobregat and Rep. Mannix Dalipe slashed the proposed budget of the City Health Office from P180 million to only P80 million and this will greatly impact various health programs of the local government, especially this time of the Covid-19 pandemic. Pareja made this revelation during an interview with TV 11 and said the health budget proposed by the local government passed a rigid review, but the opposition councilors nonetheless tinkered with the Executive Budget.
Climaco earlier asked the councilors, especially those with the group of Lobregat and Dalipe, to support and approve the budget, instead of “politicizing” the funding intended for the welfare, security and health of the Zamboangueños. Opposition councilors also reduced the budgets of the different local government departments, including the Office of the City Mayor, only to introduce their own version of the Executive Budget. Politics Lobregat and Dalipe allies in the City Council had previously opposed the annual budget and removed a huge chunk of funding intended for various pro-poor programs of the Climaco administration. They even trashed Climaco’s pro-poor Vida Programs which benefited tens of thousands of residents, especially the most vulnerable in the community. Climaco blamed the Lobregat and Dalipe councilors for “killing” all the Vida Programs after they removed vital funding in the Executive Budget. One such project under the program was the Largo Vida, an initiative that Climaco started in 2018 and which she originally intended to expand to over 60,000 beneficiaries. The mayor identified the opposition councilors as John Dalipe, BG Guingona, Mike Alavar, Litlit Macrohon, Khymer Olaso, Lilibeth Nuño, Cary John Pioc, VP Elago, Jerry Perez and Monsi dela Cruz, who is now deceased. EASTER SUNDAY, the Resurrection of the Lord. This is the day the Lord has made; let us rejoice and be glad! My heart rejoices jubilantly for Jesus our Savior has Risen! Fr. Jomel Manalo exhorts: “Jesus won His battle victoriously! Jesus fought a good fight!” We are called to forgive as Jesus did. The Paschal Tridum and Lenten Journey was a road to purify and cleanse my life and renew my commitment to carry my cross from Calvary to Victory. The strength I gained from all the burden and multiple problems seem to be very heavy and difficult to carry. The strength is Jesus! Like the Apostles who followed Jesus, some denied and betrayed him in the end. I have experienced a difficult and painful ascent in carrying my cross. The strength I gained was realizing that my burdens are minimal and minuscule compared to the
suffering Jesus bore because of His great love to save us. I realized that Joseph of Arimathea and Nicodemus, who were followers of Jesus, hid in the darkness for fear of authorities. Ironically, when Jesus died, they gained courage to claim the body of Jesus. They have traversed from darkness to light, points mentioned in Fr. Johnny Go’s online retreat. As we face a new beginning, we rejoice with Mary our Mother. The future is unsure but the YES to Jesus will be the strength we have with a joyful heart! FORGIVENESS IS FOR THE BRAVE OF HEART! REGULAR EXERCISE is part of a healthy lifestyle. But you might be wondering how much exercise you need in a given week to get the most benefits. According to the American College of Sports Medicine (ACSM), the ideal workout regimen balances cardiovascular work and strength training. Their guidelines recommend 150 minutes of moderate-intensity aerobic physical activity each week or vigorous-intensity aerobic activity for a minimum of 20 minutes three days a week. Additionally, you should do strength training twice a week. What this means in practice depends on your age. For example, the American Heart Association defines moderate-intensity physical activity as activity that increases your heart rate to 50% to 70% of its maximum rate, while vigorous physical activity is about 70% to 85% of the maximum rate. But your ideal target heart rate changes as you age. Twenty-year-olds have a higher target (100-170 beats per minute) than 50-year-olds (85-145 beats per minute). That means less-intense exercise can still make a big impact the older you get. As you age, strength training also becomes more important for bone health. “You lose muscle mass as you get older,” says orthopaedic surgeon Anne Marie Chicorelli, DO. “And it’s important to recognize that. People ask me all the time, ‘Well, I walk every day. Isn’t that enough?’ and I will respond, ‘That’s great for your cardiovascular health, but it doesn’t do as much for your strength.’ Strength training, weight training and jogging are impact activities that increase your bone health and decrease your risk for fractures. And make sure to talk to your primary care provider before initiating an exercise program.” These impact activities also help you improve your balance — specifically, proprioception balance, or “knowing where you are in place in space and time,” says Dr. Chicorelli. “Improving proprioception goes hand-in-hand with strengthening to prevent falls.” What counts as exercise? Because working out is about moving your body, many activities count as exercise. “Gardening, dancing, any type of cleaning in your house, mowing the lawn, raking leaves, shoveling your snow — those are all exercise,” says Dr. Chicorelli. “Doing the laundry is also exercise because it’s lifting heavy weights.” Strength training is also easily incorporated into your daily life. “Resistance bands, cans of corn or soup — anything that you can grip that increases your resistance is helpful,” notes Dr. Chicorelli. “That can be anything from pushing a chair while you’re doing something to lifting your child. If you’re a parent, you can incorporate your child into your activities. Doing sit-ups with your child as a weight — or any exercise where your child serves as resistance — can increase strength and be good for bonding with your child.” As with movement, you can also build strength training into everyday activities you’re already doing. “If you’re washing the dishes, you can stand on one leg for 30 seconds and then switch off and stand on the other one,” suggests Dr. Chicorelli. “That helps improve your balance. And we know that balance is so important as we get older.” She adds that flexibility is another important component of exercise. In other words, sign up for that yoga or pilates class. “Yoga incorporates flexibility and stretching,” says Dr. Chicorelli. “As we get older, that’s important to keep our joints supple.” Luckily, there isn’t much that doesn’t count as exercise. “If you think you’re exerting yourself, or if it feels like exercise — then, yes, you’re probably doing something to raise your heart rate,” says Dr. Chicorelli. “And that still is exercise.” Making small changes to your daily activities can even count. Perhaps you’re parking a little bit farther away to go to the grocery store or taking the stairs instead of using the elevator. “Those are ways you can incorporate healthy activities into your life without it being labeled as exercise,” she notes. “But they’re still good for your overall health.” How to put together a workout plan Working out looks different for everybody
and depends on your exercise history. In fact, Dr. Chicorelli says determining the best workout plan involves first establishing a baseline look at your previous physical activity. An exercise plan for someone who maybe took a few months off from the gym will look different from a plan for somebody who’s never worked out regularly. You also need to take your goals and expectations for the workout plan into consideration. For example, you might be looking to lose weight or gain muscle mass, or increase the distance you can run. “Based on those results, you also need to look at any chronic health problems or other conditions you might have,” says Dr. Chicorelli. Why is it important to exercise frequently? Exercising frequently is important because it helps you build up strength, as well as strengthens specific areas of your body, including your bones and heart. “Better cardiovascular health helps lower your blood pressure and decreases inflammation,” says Dr. Chicorelli. “Strengthening your bones also helps with osteoporosis.” Working out brings cognitive benefits and boosts your brain health, too. “We forget that the brain is a muscle, and that when we’re exercising it’s good for our brain,” Dr. Chicorelli explains. “For example, we know that people that exercise live longer and have less risk of developing dementia.” How to get the most out of your workout Sometimes, if you’re having a really busy week, you might only be able to do 10 minutes of exercise a day rather than your normal workouts of 30 minutes a day multiple times a week. That’s perfectly OK, says Dr. Chicorelli — just increase your intensity. “Researchers have done studies that say it’s sometimes even better if you’re able to do higher-intensity workouts for short periods of time. If you were to jog three times a day for 7 to 10 minutes, you get more overall health benefits from it versus walking for 30 minutes.” Dr. Chicorelli says she’s a “huge believer” in the FITT principle, which stands for frequency, intensity, time and training. Viewing exercise through this principle can help you optimize your health. In fact, keeping these parameters in mind when you exercise can help guide you to more effective workouts. Still, you might have questions as to how often you should focus on specific muscle groups, including legs, chest, abs and biceps. “Generally, it’s better to target one muscle group at a time,” advises Dr. Chicorelli. “So each session, you’re supposed to do one major group.” That’s not a hard-and-fast rule, however. “Be patient and do what you feel comfortable doing,” Dr. Chicorelli adds. “If you’re gardening, you’re going to be working on all your muscle groups. It’s still exercise.” No matter what you choose to do, just make sure not to overdo it. “If you do too much, you’re going to get sore and you might get discouraged,” cautions Dr. Chicorelli. “I tell my patients, ‘Be the turtle, not the hare. Slow and steady wins the race. Don’t go too fast into anything.’ Build up a good foundation so you’re less likely to get injured while staying motivated.” Perception also helps you stay motivated while exercising. Rather than telling yourself you’re trying to lose weight, you can frame workouts as you’re trying to be healthier. “I look at exercise as health,” says Dr. Chicorelli. “Exercise can feel like an overwhelming obstacle. If you view it as general health and healthy activities, it’s easier for you to incorporate into your lifestyle. Exercise often makes you feel like you need to put on a gym shirt or running shoes. Small changes in your daily activities can lead to positive health outcomes.” And, above all, never discount the power of positive thinking. “When you say ‘I’m losing weight,’ ‘losing’ is a negative word,” says Dr. Chicorelli. “That’s in contrast with positive statements like, ‘I’m trying to eat healthier’ or ‘I’m trying to improve my health.’ If you look at these things as a positive, your outlook — and what things you need to do to achieve your goals — are also positive.”
