‘Ecological Solid Waste Management’ nilalabag ng mga basurero sa Zambo
Abala ang basurerong ito sa pagwasak ng mga trash bags upang makakuha ng anuman maaaring ibenta sa halip na mangulekta ng basura. (Zamboanga Post) MALABONG MAIPATUPAD sa Zamboanga City ang Republic Act No. 9003 o Ecological Solid Waste Management Act of 2000 na kung saan ay dapat nakabukod ang mga basurang nabubulok (biodegradable) at hindi nabubulok (non-biodegradable) dahil mismong mga basurero ang lumalabag sa naturang batas. Isa sa mga barangay na lumalabag sa naturang batas ay ang Tetuan na kung saan ay winawasak ng mga basurero ang mga trash bags upang kolektahin ang mga bote, plastic, bakal, pa-
pel at iba pang mga bagay na kanilang ibinibenta. Maraming mga pagkakataon rin na 3-4 na basurero ng Barangay Tetuan ang makikita sa ibabaw ng kanilang truck at abala sa pagwasak sa mga trash bags na itinatapon ng mga residente. Bukod sa natatagalan sa paghahakot ng mga basura dahil sa kanilang ilegal na gawain ay hindi agad nagagawa ng mga ito ang kanilang tungkulin – ang maghakot ng mga basura dahil abala sa pangangalkal sa ibabaw ng truck.
Bagama’t maraming mga residente ang nagbubukod ng kanilang mga basurang nabubulok at hindi nabubulok bilang pagtupad sa Ecological Solid Waste Management Act of 2000 ay nilalabag naman ito ng maraming mga basurero. Miravite urged residents to clean their surroundings and destroy mosquito breeding grounds in stagnant water such as in tires, tin cans or canals. President Rodrigo Duterte recently signed Republic Act No. 11332 or the Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act requiring the reporting of public health concerns and events such as infectious diseases and epidemics. The law aims to protect the population from public health threats through mandatory reporting, disease surveillance, and an effective response system. It tasks the Department of Health, specifically its Epidemiology Bureau, to regularly update and issue a list of nationally notifiable diseases or ailments that must be reported to the public. Response systems include protocols for reporting of diseases, measures for data security and confidentiality, and procedures and provisions to ensure the safety of personnel conducting disease surveillance and response activities. The
new measure requires the Department of Health and its local counterparts to provide accurate and timely health information about notifiable diseases and health-related events and conditions to the public and health providers. The law also allows municipal, city, and provincial health offices to declare a disease outbreak within their respective areas as long as the declaration is backed by scientific evidence. The symptoms of dengue infection include sudden onset of fever of 2 to 7 days, headache, body weakness, joint and muscle pains, pain behind the eyes, loss of appetite, vomiting, diarrhea, and skin rashes. It is important to seek early consultation between 1-3 days of fever to immediately recognize the disease, which may require the patient to increase fluid intake, especially oral rehydration solution that is proven to be life-saving for dengue patients. One touching message Mayor Beng received had this written on a piece of paper and enclosed were 3 small containers of pain relief balm, obviously because of her hard work to make Zamboanga a better place to live in. It reads: “Dear Lola Beng, Congratulations on
your third term! The (pain relief ) rubs help you relax from all the pressure. Take care always and we hope to visit you at City Hall. We will be going there. Love, Gabe.” Another letter reads: “Dear Mayor Beng, Our heartfelt congratulations on your re-election! May the Holy Spirit continue to bless you with gift of wisdom. May God bless you always with good health and keep you safe.” Photos of the letters were also posted on Mayor Beng’s Facebook page

City Council remains independent From page 1 MAYOR BENG CLIMACO reiterated anew her vow not to interfere in the legislative branch and pointed out that under her administration the City Council shall remain an independent collegiate body. She said the City Council shall continue to follow the laws, rules and regulations, and internal rules and procedures for the august members to collectively agree, disagree and jointly decide according to their votes on issues presented before them. Climaco said she is happy to note that council members are supportive of her programs and even welcomed what she termed as “diverse voices” in the legislature. “So far, the evaluation that they have is that majority are in support of our
programs. But we really welcome diverse voices in the City Council because that is real democracy in action,” she said, adding: “There will be no more blanket authority of the mayor,” referring to the previous administration of Celso Lobregat. “Our faith in God has led us to this moment, a reminder that we cannot allow ourselves to be dictated upon, no more blanket authority, but a real democracy in the Legislature. Sur and 92 were deployed to Zamboanga del Norte police offices. She said Colonel Ronaldo Llanera, the Deputy Regional Director for Administration, led the send-off ceremony held at the regional police headquarters here recently. “The 692 police trainees will be under the watch of Regional Special Training Units 9,” she said. “For six months, respective field training officers and senior police officers of Zamboanga City Police Office, Zambo-

Sayyaf commander linked to Germans, Dutch kidnappings slain SECURITY FORCES shot dead an Abu Sayyaf sub-leader linked to the kidnapping of a German couple and a Dutch wildlife photographer in the Philippines. Arod Wahing, who had escaped military campaign in the southern Sulu province, was killed in his hideout in the village of Parian-Baunoh in Basilan’s Lantawan town where soldiers and police commandos tracked him down. Two other cohorts were also captured by security forces and being interrogated by the army. Several weapons had been seized by troops from Wahing’s hideout. Wahing, a henchman of Abu Sayyaf leader Radulan Sahiron, was killed last week after he tried to
fight off security forces sent to arrest him after a court in Sulu issued a warrant for his capture. The slain militant commander was implicated in the April 2014 kidnapping of German scientist Stefan Viktor Okonek and Henrike Dielen who were taken off their yacht near Palawan province while on their way to Sabah in Malaysia. The duo was freed seven months later after Germany paid an equivalent of P250 million ransoms stashed in several black bags and delivered by a private jet to Sulu province. The Abu Sayyaf even posted a photo on social media showing the huge pile of ransom money they received. Wahing was also linked by authorities to the kidnapping of Ewold Horn and
Swiss wildlife photographer Lorenzo Vinciguerra in the coastal village of Parangan in Panglima Sugala town in Tawi-Tawi province in February 2012. Vinciguerra managed to escape from his guards and recovered by soldiers in December 2014 after he allegedly killed one of his guards – Juhurim Hussien – with a bolo. Horn, who joined the pro-ISIS group after developing Stockholm syndrome after 7 years in captivity, was killed during a firefight with army soldiers in May this year in Pansul village in Patikul town in Sulu. The seminar also discussed topics on new laws and regulations on drug operations and to make BADAC members understand and implement the Community-Based Rehabilitation Program.
Among those who participated in the seminar were representatives and resource speakers from the Philippine Drug Enforcement Agency, City Prosecutor’s Office, Sonshine Rehabilitation Center and Ronald Rivera, the Technical Adviser to the Davao City Anti-Drug Abuse Council, including secretaries and focal persons on peace and order and women and family from 98 barangays.
