ennsylvania, Georgia, and Nevada. After former Vice President Joe Biden was named the winner of Wisconsin and Michigan on Wednesday afternoon, these three states could decide the election. Biden officially holds 264 electoral votes and Trump has 214. The winner needs 270. Biden needs to secure an additional 6 electoral college votes; Trump, 57. Pennsylvania is a mustwin for Trump, but mail-in ballots that make up the remaining votes are expected to continue heavily favoring Biden and could give him an edge to carry the Keystone State. Tallies from Alaska (3 electoral votes) and Nevada (6 electoral votes) are also outstanding. Alaska is a heavy favorite to go to Trump. Nevada, where Biden

is ahead by less than 1 percentage point, might not have its final results until Thursday. North Carolina is also still undecided, but Trump holds a lead of more than 1 percentage point. If Biden wins Nevada, it would be enough for him to reach 270 electoral votes. Trump’s path includes winning Pennsylvania, Georgia and Nevada. Biden could also secure the presidency if he carries Georgia, which could be called Wednesday, or Pennsylvania, which has 20 electoral votes. Pennsylvania Gov. Tom Wolf, a Democrat, said his state’s results could be finished counted by the end of Wednesday or Thursday. It is taking Pennsylvania the longest to finish counting all votes because of the deluge of 2.6 million mail-

At least 22 people were killed and 22 other wounded when gunmen stormed Kabul University in a brutal, hours-long assault that saw students left in pools of blood in their classrooms. The attack in Afghanistan’s capital on Monday, claimed by the the Islamic State of Iraq and Levant (ISIL, ISIS) group, came as violence surged across the country. It was also the second time in less than two weeks that an educational institution was targeted in the capital. On Tuesday, the country’s first Vice President Amrullah Saleh

Pakistan and Bosnia vow to increase trade, scientific cooperation Chairman of the Presidency of Bosnia & Herzegovina Sefik Dzaferovic arrived on a two-day visit to Islamabad on Wednesday where he, along with Prime Minister Imran Khan, vowed to increase cooperation on science, trade and other fields between the two countries. ISLAMABAD: Sarina Isa, the wife of Justice Qazi Faez Isa, has written a letter to President Arif Alvi in which she questioned how a judge can be considered a security threat even after putting aside his “personal safety concerns and showing resolve against terrorism”. In her three-page letter written on Tuesday, Mrs Isa wondered why recommendations of the 2017 Quetta Commission report on the previous year’s carnage in the Balochistan capital had not been implemented. Over 70 people, mostly lawyers, were slaughtered on that day, but the crime remained unsolved till a judge of the Supreme Court was commissioned, Mrs Isa observed. Protecting against the Second wave

S Covid-19 cases rise across the country, it seems to be a matter of time before strict public health measures designed to stem the virus’s spread will be implemented. These steps will be accompanied by the same types of issues regarding socioeconomic vulnerability witnessed earlier between March to June. To some extent, the government rightly prides itself over its socioeconomic response to the virus. The relatively efficient expansion of the flagship BISP cash transfer scheme to include new enrollees and the overall scale of disbursement has been impressive. A second wave of the virus and its accompanying containment measures pose a complex set of challenges for policymakers. These challenges gain further salience in a context currently marked by rapid food inflation. Contemporary vulnerability has multiple dimensions, livelihoods are already under pressure and incomes remain squeezed. The government needs to ask itself two important questions in the coming weeks: firstly, did the first set of vulnerability-addressing responses achieve their intended goal? Secondly, will they prove to be sufficient this time around? This piece does not propose an answer to either of these questions. However, it attempts to provide a framework through which they may be answered.

A new wave of the virus and its accompanying containment measures pose a complex set of challenges.

One aspect of the past social protection response that deserves scrutiny is the metric being used to evaluate its success. So far, the focus has been on ‘output’ metrics, rather than on out-

come ones. What this means is that the government has fixated on numbers — people/businesses reached, amount disbursed — rather than an evaluation of whether these outputs actually addressed vulnerability. Extant survey data tells us that the number of households reporting a livelihood shock of the scale that required some form of assistance — from family/friends or the government — is very high. In some estimates, it was reported as high as 50 per cent. The corresponding number of households reporting access to Covid-19-related government assistance is closer to 12pc. An accompanying point is with regard to particular types of populations that require targeting for vulnerability-related assistance. Various researchers have mentioned that the pandemic’s urban bias (related to density and population), and the corresponding public health measures arguably make urban informal-sector workers more vulnerable than the rural poor. However, Pakistan’s social protection mechanisms — given their reliance on the poverty scorecard method that places greater weightage to asset and consumption scores — are geared towards addressing persistent vulnerability, rather than the type that’s induced by an exogenous shock. The challenge in reaching these populations is immense, and one that requires considerable state capacity. Identifying vulnerable groups in a population characterised by frequent displacement and migration is a challenge, and one that poses an additional set of health-related complications. The case of India, where mass migration accompanied the illtimed and communicated lockdown, is instructive in this regard.

At the same time, a higher level of difficulty in targeting should not in itself be a reason to give up. There are several tools that the government can draw on for this task. The first and most obvious one is to carry out district-representative surveys ahead of any public health measures being undertaken. The ideal time to do this would be now, when cases have not yet reached a point necessitating harsh lockdowns and restrictions on economic activity. These surveys would also be able to provide reasonable evidence of the past success of the cash transfer scheme in terms of the types of population reached. Using survey data would also be able to establish the differential impact of vulnerability across different sectors of the urban economy — manufacturing, home-based work, construction, and retail-wholesale trade. It can then be used to identify possible points of contact within civil society that would help reach out to at-risk populations. A second mechanism would be to rely on existing constituency-based political structures. For the past decade, there has been a general reluctance to involve political actors in the design and implementation of social protection and welfare measures, largely in a bid to keep them non-partisan and programmatic. The historical case of zakat and Baitul Maal funds serve as cautionary reminders of how unaccountable political control over welfare measures can result in patronage-based outlays that have little consideration for actual need. However, there are some intrinsic benefits of involving political input into welfare programmes beyond the obvious ones of ownership and electoral accountability. In the current structure

of Pakistani politics, the constituency already serves as the key arena in which citizens claim rights and access to services. A sizeable pool of party leaders and activists are usually tasked with running party affairs in the constituency, and elected representatives are first and foremost concerned with constituency-related affairs. Livelihoods and associated vulnerabilities are one such affair. Politicians can engage with constituents in relevant localities to obtain specific information on how the pandemic may have impacted their livelihoods in either urban or rural areas in general. They can also receive feedback on if current policies designed to limit the impact of Covid-19 are working and what else can be done. Such exercises constitute ‘learnings from the field’ that can be compiled into ‘fact-finding and assessment’ documents that summarise the feedback and views received from grassroots supporters and constituents. Ultimately, these can feed into higher tiers of administrative decision-making — the district, divisional, or the provincial tier — thus opening up insular and mostly bureaucratic bodies to new sets of information. The core task of the measures suggested here is to widen access to information and data that decision-makers may not have. The country’s virus status is currently at a particular point in time where such measures can have the greatest amount of impact because they’re sequenced, unlike in the first wave, prior to any welfare interventions being designed and undertaken. This should help make them even more effective and efficient.

Prophecy and revelation in Islam

M

uhamm a d is the Prophet of Islam. Professor Walid Saleh explains the role of prophecy in Islam, discussing the primacy of the Prophet Muhammad and his life, as well as exploring other biblical and Arabian prophets present in the Qur’an, and the tradition of literature about them. When the Qur’an summarises the points that a Muslim must accept as a matter of faith, the list includes: belief in the Oneness of God (tawhid), in angels, in prophecy (nubuwwah) and in revelation (wahy). Muslims also have to believe in resurrection and judgement. There are three major players in the Qur’an: God who wants to guide humanity, humanity who are ignorant of God and the prophets and messengers who are selected by God to communicate his word to humanity. Prophets are thus the most important part of human history in the Qur’an, and Islam.

What is the Islamic view of prophecy?

Prophecy is seen by Muslims as an essential part of human history. God, Muslims believe, has always chosen individuals to communicate with, and He then ‘sends’ these prophets to a specific community to convey His words and will. Prophets are thus chosen by God as messengers (rasul), who convey a message (risalah). God speaks to these messengers in various ways, mostly by a process called inspiration (wahy). There are two terms for the word prophet in Arabic, rasul, messenger, and nabi, prophesier. It is understood that some prophets are given books (kitab), which gather the revelation or the messages proclaimed by a prophet. These books contain the preaching of the prophet concerned, on behalf of God. These books are thus the word of God. Prophets are fully human, they eat and sleep, and some marry and have children. Some have the ability to perform miracles, acts that break the laws of nature, such as making rocks gush with water, splitting the sea or resurrecting the dead. Muhammad, according to Muslims, split the moon into two halves and ascended to Heaven one night to meet God.

At the age of forty Muhammad started to experience visions and hear revelations. He soon realised that he had been chosen for a task: to preach to his own tribe about the one true God. Muhammad wanted his people to stop worshipping many gods and worship the one true God, the creator of the universe. When he started preaching very few people believed in him, and even when he performed miracles people accused him of being a magician and possessed by demons. Muhammad preached to his tribe for ten years, but he never succeeded in converting them. Eventually they wanted to kill him, and he migrated to another city, Medina (previously called Yathrib).

tells the story of prophets and their preaching. Most of the preaching of the prophets is about two major issues. The first is that the world is created by one God, and people should worship this true God. The other is that people should behave morally and not harm each other, feeding the poor, looking after orphans, not stealing or being greedy, not killing, not swearing falsely and being kind and loving to one’s parents. The Qur’an through the prophets is telling humanity that our worth is based on how good we are as human beings. Those who do good deeds and believe in the one true God will be saved and rewarded.

The migration to Medina is called Hijrah in Arabic. This became the most important point in the life of Muhammad, and the year Muhammad migrated to Medina is the beginning of the Muslim calendar. Muslims started counting years from that year, corresponding to 622 CE. In Medina Muhammad wrote a treaty with the inhabitants of the city, including its Jewish tribes. This treaty is called the Constitution of Medina. It declares that the Muslims are a nation, a religious community (ummah) and that Medina is a religious shrine and a holy city. Muhammad became the leader of his new community in Medina, which then began to grow, and conquered his native city, Mecca. Eventually, Muhammad became the most powerful leader in Arabia and the tribes accepted his position as a prophet and as the head of the community. Muhammad left for the Muslims two major items: the Qur’an, which has the word of God as revealed to Muhammad, and the notion of the Muslims as being a nation or a community united under one God. Although Muhammad performed other miracles, his most important miracle is the Qur’an. It is seen as both the message of God to humanity and the miracle that points to the truth of this message.

Arabian prophets

In addition to familiar names from the Bible, the Qur’an has stories about tribes of Arabia, ancient Arab tribes that have since disappeared from history. These tribes had never received the Word of God before, but were seen as part of God’s plan for humanity. Thus each deserved a prophet to tell them about God. Two Qur’anic prophets are Hud and Salih. Hud was sent to the people of Aad, a prosperous but proud civilisation. He preached about the one true God, but his people derided him and continued to worship their gods and put their faith in earthly goods and riches. As punishment God sent a tremendous storm that destroyed Aad. Salih was sent to the tribe of Thamud, who came after the people of Aad. He brought a blessed camel to them as a miracle, which they were asked not to harm. The people killed the camel and refused to believe in God. God punished them with an earthquake. The stories in the Qur’an are thus also meant to warn people not to disobey God.

Trump sues in Pennsylvania, Michigan; Vienna gunman: ISIS supporter asks for Wisconsin recount Mark Sherman who ‘fooled’ the system WASHINGTON -- The Trump campaign said it filed lawsuits Wednesday in Pennsylvania and Michigan, laying the groundwork for contesting the outcome in undecided battleground states that could determine whether U.S. President Donald Trump gets another four years in the White House. Suits in both states are demanding better access for campaign observers to locations where ballots are being processed and counted, the campaign said. The campaign also is seeking to intervene in a Pennsylvania case at the Supreme Court that deals with whether ballots received up to three days after the election can be counted, deputy campaign manager Justin Clark said. The campaign said it is calling for a temporary halt in the counting in both states until it is given “meaningful” access in numerous locations and allowed to review ballots that already have been opened and processed. Trump is running slightly behind Democratic nominee Joe Biden in Michigan. The president is ahead in Pennsylvania but his margin is shrinking as more mailed ballots are counted. There have been no reports of fraud or any type of ballot concerns out of Pennsylvania. The state had 3.1 million mail-in ballots that take time to count and an order allows them to be counted up until Friday if they are postmarked by Nov. 3.

Turkey earthquake: Search efforts continue for third day as death toll rises Rescue teams in the Turkish port city of Izmir are continuing to search for survivors of Friday’s powerful earthquake, as officials say the death toll has increased to at least 64. Sixty-two deaths have been confirmed in Turkey, while two teenagers died on the Greek island of Samos. Dozens of people remain unaccounted for following the quake. A 70-year-old man was pulled from the rubble of a building in Izmir after being trapped for some 33 hours. The US Geological Survey (USGS) said Friday’s quake was 7.0 magnitude, but Turkey put it lower at 6.6. VIENNA -- The gunman responsible for an attack in Vienna which left four people dead on Monday night was a convicted supporter of the Islamic State (ISIS) group who the government says “fooled” official de-radicalization efforts. The 20-year-old, named as Kujtim Fejzulai, was shot dead by police and was armed with a shortened Kalashnikov, a handgun, a machete and a fake explosive belt. According to Interior Minster Karl Nehammer, Fejzulai had dual MacedonianAustrian nationality and had already been convicted last year of attempting to travel to Syria and trying to join ISIS. After that conviction, Fejzulai, whose name suggests he is of ethnic Albanian origin, was sentenced to 22 months in prison, but was released early on parole in December. “The perpetrator managed to fool the justice system’s de-radicalisation programme, to fool the people in it, and to get an early release through this,” Nehammer said, suggesting that the attacker had made special efforts to deceive probation officers. “Therefore there were no warning signs of his radicalisation,” he added. Justice Minister Alma Zadic said that, in line with Austrian law, Fejzulai had been paroled in December 2019 after serving two thirds of his sentence, but also put on three years’ probation. ”This enables us to continue to

have an influence over the perpetrator beyond the term of their prison sentence,” she said, pointing out that this would not have been the case had he simply served his full sentence which normally would have expired in July 2020. Two young Austrians of Turkish origin have been hailed for their courage following Monday’s gun attack in the capital Vienna, after footage of them intervening to aid wounded people including a policeman spread across social media. A video shot from a nearby building shows the pair running to a metro station exit and helping panicked passers-by to take cover — as gunshots were still echoing down the street. On Tuesday, the interior ministry confirmed, without naming the two friends, that they had helped during the attack late Monday by a radicalised young man from North Macedonia. The assailant killed four people before being shot dead by police. A young Palestinian man was also praised as a hero for assisting an injured police officer. Mikail Ozen and Recep Tayyip Gultekin, both Austrian citizens from

Later in the day he spoke in the House of Commons about the state of the race, saying that he wanted to “reassure Canadians that the Canadian government is watching very carefully events unfold in the United States.” Trudeau did not speak about Trump’s false claim in the early-morning hours that in his view he has won, calling for counting to stop and threatening to contest the outcome at the United States Supreme Court, though some Liberal MPs and cabinet ministers offered their perspectives throughout the day. “I am mindful of the precious gift that is democracy,” said Minister for Women and Gender Equality and Rural Economic Development Maryam Monsef. “I think we take for granted sometimes how smooth and how effective our elections are and how effortless it looks but how much work it actually takes… I hope they get

Omar Khadr’s sister suing federal government after she was barred from flying back to Canada

OTTAWA -- The older sister of former Guantanamo Bay prisoner Omar Khadr is suing the federal government for refusing to allow her to fly to Canada. Zaynab Khadr filed an appeal in Federal Court on Friday seeking an order forcing the minister of Public Safety and Emergency Preparedness to remove her name from Canada’s no-fly list, saying it has no grounds to consider her a threat. She says she is a Canadian citizen and was denied boarding in Europe in February when trying to travel back to Canada with her five children. In September, Public Safety denied her request

to remove her from the list created under the Secure Air Travel Act, the appeal says. She claims the department provided “no reasonable basis to suspect she would engage or attempt to engage in an act that would threaten public transportation or to suspect she was travelling by air to commit certain terrorism offences…” Khadr, 41, was last reported living in the country of Georgia with her husband and children. In the past, she has spoken supportively of Osama Bin Laden. Although she has been investigated, she has never been charged with any offences. “The allegations against the Appellant are based on her history of speech and association,” the appeal says. “The Appellant has never engaged in or threatened acts of violence, and her words have never had the effect of compelling or encouraging acts of violence.” The appeal alleges she was added to the no-fly list based on her history of speech and political views, a breach of her Charter rights. Federal NDP leader Jagmeet Singh is not backing down when it comes to his thoughts on U.S. President Donald Trump. Speaking to reporters on Tuesday - otherwise known as Election Day for our neighbours to the south - Singh said that it would be better for the world if Trump loses the election to democratic presidential candidate, Joe Biden. “What President Trump has done is so far beyond what is normal that it is a moral imperative that we have to speak out and make it really clear that what he has done in his presidency is wrong,” Singh said The politcian went on to talk about Trump’s response to the ongoing pandemic, which he characterized as “abysmal.” “The fact that a country just south of our border has so abysmally failed the challenge of this global pandemic has put people in the United States at risk and has put, frankly, the world at risk,” Singh said, adding that he thinks Trump has enflamed division and emboldened racism. “I think it would be better for the world if Trump loses and I hope he loses today.” Singh also took to Twitter to encourage

One of the staffers behind the BC Liberals’ worst election performance since 1991 is stepping down. Emile Scheffel announced on Twitter on Monday he will resign as the party’s executive director at the end of the year. “After leading the staff team through a leadership race, two byelections, a convention, a referendum, and a pandemic election campaign, it’s time for me to figure out what I want to do if/when I grow up,” he wrote on the social media site. “Whatever that turns out to be, I’ll be putting some time and thought into advancing mental health in politics.” Scheffel has been the party’s executive director since July 2017, and this year, also served as co-campaign manager. The BC Liberals won or are leading in 29 ridings in the wake of the Oct. 24 provincial vote, compared to the BC NDP winning or leading in 55 ridings. The Liberals’ campaign was full of stumbles. Andrew Wilkinson, who has already announced he will step down as leader, struggled to resonate with British Columbians and was widely criticized for how he dealt with some candidates’ comments on women, transgender rights, and birth control. ed as a Liberal in official preliminary results, and is projected to win second place behind New Democrat contender Kelli Paddon. Wilkinson was slammed for not removing Throness earlier, such as after Throness’ initial insistence to continue to buy advertising in a Christian lifestyle magazine that featured transphobic material, despite the party publicly denouncing the publication. The party was also slow to respond to a video of MLA Jane Thornthwaite making sexist jokes about New Democrat MLA Bowinn Ma. Vancouver airport to launch pilot project that offers rapid COVID-19 tests

Vancouver International Airport (YVR) is set to roll out a pilot project offering rapid tests for COVID-19. The rapid test is a collaboration between YVR and WestJet, and also involves researchers from the University of British Columbia. Travellers on select domestic departures will be offered the test, which returns results in 15 minutes. If the system works, travellers who test negative would be able to board their flight as normal. Testing will take place during a four-hour window each day to capture WestJet domestic departures rather than focusing on specific routes. The pilot will also target Metro Vancouver residents so that anyone who tests positive for the coronavirus can easily return home. “What we’re trying to do is understand how these could be used in a travel context

starting with domestic (travellers),” said YVR CEO Tamara Vrooman, who went on to say they hope to have the pilot up and running sometime this month. YVR is working with UBC to assess the pilot and see how it can be streamlined in an airport environment.“We’re constantly looking for ways that we can improve the confidence and the science for people travelling through,” Vrooman said.“We know that some people have to travel for essential, medical, or family or business reasons, so we want to make sure that if you do have to travel, you can do with the confidence that you’re to the highest international testing and safety protocols right here at home. Both India and Pakistan claim Kashmir in full but administer separate portions of it, divided by a Line of Control, across which a tenuous ceasefire has been in place since 2003. Rebels have been fighting against Indian rule since 1989. Most Muslim Kashmiris support the rebel goal that the territory be united either under Pakistani rule or as an independent country. The caricatures in question are seen by them as offensive and Islamophobic because they are perceived to link Islam with terrorism. French satirical magazine Charlie Hebdo republished cartoons of Prophet Muhammad in early September and a French teacher, who showed the cartoons to his pupils in class, was beheaded by an attacker on October 16. The developments have ignited a war of words between French authorities and Turkish President Recep Tayyip Erdogan, who has supported growing calls for a boycott of French goods. Today, in a sign of spreading anger, demonstrators in several countries have been denouncing the European country in street protests. Protests have recently taken place in Pakistan, Bangladesh, Palestine, Iran and Afghanistan among other countries.

There were always only two ways the U.S. presidential election was going to play out. Either it would be a decisive victory for former vice-president Joe Biden that would be apparent or projected before the sun rose on Wednesday morning or the outcome wouldn’t be resolved for days, potentially leaving the country in an interim state of uncertainty and discord that President Donald Trump could attempt to play to his advantage. Now that a new day has arrived, it’s clear which path the U.S. election took.

What comes next, however, isn’t.

That’s because a lot of votes still have to be counted — and there are enough of them to make the difference between a Biden presidency and a Trump re-election. While the vote tallies for each candidate will continue to change over the next few hours and days, Wednesday afternoon, it appeared that the election would come down to the results in four states: Georgia, Arizona, Nevada and Pennsylvania. Wisconsin and Michigan were called for Biden by Wednesday afternoon. He also held a lead in Nevada and Arizona, enough for the Democratic nominee to reach the threshold of 270 electoral college votes needed to win the White House. If he holds these close states, he will become the next president. But that gives Biden exactly 270 votes, so it isn’t a comfortable win by any stretch. However, if he adds Georgia and Pennsylvania to his tally, he jumps to 306 votes, even with Trump’s result in the 2016 election. Trump still has a path, but it is looking like a challenge as more votes are counted. With Michigan going to Biden, he will need to turn Arizona or Nevada around. The remaining ballots in Nevada, where Biden had a small lead of less than one percentage point as of Wednesday afternoon with close to 90 per cent of votes reported, are largely absentee ballots that are expect-

ed to favour Biden. Trump trails in Arizona by a little over three percentage points. And those states only matter if he can also win Pennsylvania or Georgia — hardly a given. Start with Georgia, which Trump leads with close to two percentage points with more than 90 per cent of votes reported as of Wednesday afternoon. The state was looking promising for Trump throughout the night until the votes in Atlanta started to be counted in bigger numbers. By early morning, Trump’s lead was down to about 100,000 votes. But the counting was put on pause in Fulton County, where Atlanta is located, because of a broken water line. Roughly 100,000 votes in this county alone have yet to be counted. Among those that have been tallied, Biden is leading Trump by a margin of 45 points. Other counties in the state that are leaning heavily Democratic still have lots of votes to be counted as well while nearly all of the vote in strong Republican counties has already been reported. The state could flip to the Democrats once all the votes are in. And then there’s Pennsylvania, the state which could keep the country in suspense for the rest of the week. Trump was leading there by six points Wednesday afternoon with more than 80 per cent of votes reported. But ballots received in the mail by Friday and postmarked by election day will still be accepted, meaning some of the votes to be counted in Pennsylvania have yet to get to the counters. The absentee ballots that have been counted (and separately reported) have gone overwhelmingly to Biden by a margin of roughly 4:1. The counties containing Philadelphia and Pittsburgh, which preferred Hillary Clinton over Trump by 67 and 16 points, respectively, in 2016, also have lots of results still to report. Only a little more than half of the vote in Philadelphia County has been counted and only 70 per

cent of ballots in Pittsburgh have been added up. These two counties alone could represent more than 600,000 uncounted ballots, roughly the same as Trump’s lead statewide.

National polls heading into election day gave Biden a wide lead, far wider than the lead Clinton had in the 2016 campaign. He was ahead by a good margin in Pennsylvania, a respectable one in Florida and was narrowly in front in Georgia and North Carolina. He was within a couple of points of Trump in Ohio and Texas. It appears that the Democrats’ hope of expanding their map into the Sun Belt — in addition to regaining the Midwestern states they lost in 2016 — has not been entirely realized. They were unable to capture Florida. They closed the gap in Texas but once again failed to make the demographically shifting state swing. Georgia could still go their way, but only Arizona appears to be potential new territory for the Democrats. Instead, Biden’s chances hinge almost entirely on the traditionally Democratic Midwest. National exit polls suggest he has performed better than Clinton did among white Americans and those without a college degree — demographics that were key to Trump’s victory in Wisconsin, Michigan and Pennsylvania. The exit polls also suggest Trump has done somewhat better than he did in 2016 among Black and Hispanic voters. That might be why Biden was unable to flip Florida and Texas and why he might still come up short in Georgia and North Carolina.

Too early to judge the polls

After Trump’s surprise victory in 2016, there were many questions about whether the polls could be trusted again. While it did inject a healthy dose of caution in interpreting the polls, there was an expectation that the polls would get closer to the mark this time — there were fewer undecideds than

in 2016, and the pollsters had taken steps to capture some of the Trump-leaning demographics that had been missed in the last campaign. These incomplete election results are unlikely to convince many skeptics that pollsters have improved the efficacy of their polls. But judgment will have to wait until all of the results are in. In the last election, Clinton won the national popular vote by just over two percentage points, similar to the three- or four-point lead she was given in the polls. It took weeks to get there, however, due to the delay in counting mail ballots in places like California. The same scenario could play out this time.
