AKISTAN desperately needs credible polls that produce political stability. A regime with a clear public mandate can tackle serious national problems more easily. But public mandates have often been usurped in Pakistan via various rigging tools. These tools have become less blatant over time given local and global pressures but still remain potent. Vote delay has been the most common rigging tool, consuming 30-plus years since 1947, with the establishment planning much of these delays, aided by some opportunist politicians. The 1970 polls were the first credible polls but unluckily suffered from vote results’ rejection as the establishment didn’t transfer power to the winner. The 1977 polls were held by politicians. They were rigged blatantly via vote stuffing, vote miscounting, vote suppression and vote extortion. Other polls generally considered rigged (1985, 1990, 1993, 1997 and 2002) were held under the shadow of the establishment. The 1970, 1988, 2008 and 2013 polls were more credible. The first three were held under the establishment; were they atoning partially for past rigging? There is a clear pattern though. Polls were manipulated at the
opi n io n
Credible Elections peak of its powers, when there was little internal or external pressure to hold credible elections. Credible polls were held only after long bouts of martial laws had ruined the country and there was much internal and external pressure to finally do so. Even then, fair polls were held not due to any institutional strengthening of the electoral process by dictators but due to their decisions to rein in certain elements under pressure.
Over time, the tools of rigging have become less blatant. In contrast, the 2013 polls were
more credible due to the institutional measures voluntarily legislated by politicians, especially the clause related to interim regimes. Clearly, it is sections of the establishment, and not politicians, which are chiefly held responsible for manipulating polls in Pakistan. In fact, by introducing the constitutional clause about neutral interim setups, politicians have voluntarily eliminated their ability to implement nationwide rigging under any centralised plan. The main potent tool left in the hands of politicians to rig polls is vote buying at constituency level. But this tool is different from all other rigging tools where voters
are deprived of practically all choice. In vote buying, people still have the choice of whether to accept money and whether to vote for the money giver in the privacy of the vote booth. That said, it is also true that opportunist politicians have always provided political cover to the powers that be in their quest to eliminate other politicians. Thus, the PPP sided with the establishment against the Awami League in 1971. The PML helped it in its struggles against the PPP in the 1980s and 1990s and the PTI is now being similarly accused of siding with certain elements against the PML-N. Over time, the tools of rigging have become less blatant and more subtle due to increasing external pressure and internal pressures. So, prolonged vote delays have become less common. Vote stuffing and deliberate vote miscounting under a planned strategy nationwide have also become less feasible due to greater scrutiny. For example, the main tools during the 1990s were ones like vote suppression, vote extortion and vote buying. Even there, the focus was on using less blatant tactics. The focus was not on physically stopping voters of a particular party but on discouraging strong candidates from
competing on its platform and voters from voting for it by giving clear signals that the party was unlikely to be allowed to win. These signals inc luded dubious dismissals of the party’s governments, selective accountability and controversial court verdicts. With vote buying and vote extortion, it appeared that certain sections of the establishment were getting strong candidates to switch parties via carrot-and-stick approaches. After sitting out the 2008 and 2013 polls, there are worrying signs that some quarters could be getting ready to play an active role in the 2018 polls. While hard evidence is missing, many of the emergent patterns seem similar to the subtle tactics used for vote suppression, vote buying and vote extortion in the 1990s. The controversial dismissal and lifetime barring of a prime minister, selective accountability and suspicious changing of loyalties by opportunist politicians are perceived as some signs. The end result may be a hung parliament. While this may suit the aims of the powers that be, unfortunately, it will also mean a weak government without the authority to deal effectively with festering national problems. By:Dr Niaz Murtaza

An American’s letter to Sabika Sheikh
By: Michael Kugelman Dear Sabika, It’s been several days since the school shooting at Santa Fe High School in Texas, where you, a 17-year-old Pakistani exchange student, were among the 10 victims. Since then, I’ve learned a lot about you from media reports and the moving testimonials from your family and friends. You were blessed with many admirable qualities, but what particularly stands out is your pure and unadulterated optimism. Indeed, in a deeply troubled world where many nightmare scenarios have come true, you still dared to dream of better things. In a speech you made at a retreat for foreign exchange students in North Carolina earlier this year, you said you “prayed every night to wake up to a world of peace.” At a time when the US global image is suffering beyond belief, you still saw the good in America. Your father recalled that before you arrived here, you studied US history “to learn from the best.”You believed America provided a safe and special space to receive an education. You wanted to be a diplomat and hoped to help improve US-Pakistan relations. You were from Karachi, where terrorism and other violence haven’t been as frequent as in earlier years. And you lived far from Pakistan’s most conflicted regions in the west and north. Still, given your country’s many afflictions —
including the extremism that you reportedly sought to escape by studying in America — you had good reason to come of age too quickly. Indeed, in Pakistan and beyond, so many conflict-scarred, disease-ravaged, and prejudicevictimised young people — and many more traumatised by the travails of their global peers thanks to the powerful vehicle of social media — have had to grow up way too fast. In short, it wouldn’t have been surprising if you’d become jaded. Or at least a bit cynical. But you didn’t. You were an optimist to the core. Until the moment you died. How cruel and tragic that the country you so admired, and that gave you so much hope, didn’t only let you down. It killed you. Now you are one more victim of a sickening American gun culture that has literally been the death of so many people in this country—again and again and again and again. I’m also struck by something else: your death has taken a powerful perception harboured by many Americans and turned it firmly on its head. Nearly eight years ago, a Newsweek headline infamously declared Pakistan to be the most dangerous country in the world. Today, many Americans — who often fixate on the fate of Daniel Pearl and the discovery of Osama Bin Laden — continue to view Pakistan as a dangerous place, and especially for Americans. And yet then there was you: a Pakistani student gunned down at school — by an American terrorist. In America. It’s as if the lens through which Americans view Pakistan has been inverted, bringing into focus an ugly and deadly dimension of the United States that many here are still unwilling to fully acknowledge. This underside of America is all too real. It makes your determination to focus on Ameri-
ca’s better side all the more admirable. Your father said he hopes your death will finally prompt America to reform its gun laws. Sadly, that’s not in the offing. Dozens of previous school shootings — including one in 2012 that killed 20 six- and seven-year-olds — haven’t prompted change. Neither has the most galvanising gun control movement in US history, spearheaded by survivors of the Parkland, Florida school shooting in February. We’ve already witnessed a familiar charade since the Santa Fe shooting: US political leaders blaming everything — video games, not enough religion, too much drug abuse, even too many doors in schools — but guns for school massacres.Indeed, it’s hard to find any silver linings. But it’s worth trying, if only to honour someone who seemed to have an endless repository of hope. Here’s one. Even in your much-too-short life, you achieved your goal of becoming a diplomat. Your first and only overseas posting was in Texas, where you served as a cultural ambassador — a well-deserved informal status for effective foreign exchange students like you. How tragic that in the end you brought the US and Pakistan together in grief, not goodwill. Here’s one more silver lining: you offer a resounding reminder that young people are Pakistan’s greatest asset. In a country where two thirds of the population is under 30, and where the median age is 23, there are many more Sabikas: young, smart, suffused with hope, and determined to make Pakistan, and the world, a better place. Here’s hoping we hear more about Pakistan’s other Sabikas in the coming years — not because of their tragic deaths, but because of their inspiring acts in life. And I’d like to think you’ll be pulling for them all.

WB says it’s seeking amicable solution to Pakistan-India water dispute
WASHINGTON: The World Bank said on Tuesday that it was holding talks with a Pakistani delegation to seek an amicable resolution of its water dispute with India. A Pakistani delegation, headed by Attorney General Ashtar Ausaf Ali, arrived in Washington on Sunday, a day after Indian Prime Minister Narendra Modi inaugurated a controversial dam in India-held Kashmir, which Pakistan fears will reduce its share in the waters of the Indus and its tributaries. The Indus system of rivers comprises three western rivers — the Indus, Jhelum and Chenab — and three eastern rivers — the Sutlej, Beas and Ravi. The controversial Kishanganga dam is built on the Neelum river, which is a tributary of the Jhelum river. “Senior World Bank officials are meeting on Monday and Tuesday with a Pakistan delegation at their request to discuss issues concerning the Indus Waters Treaty,” a World Bank spokesperson, Elena Karaban, told Dawn. The 1960 Indus
Waters Treaty gives Pakistan exclusive use of the western rivers, the Jhelum, Chenab and Indus, while the eastern rivers — Ravi, Beas and Sutlej — go to India. “The meetings are discussing concerns raised by the Pakistan delegation and opportunities within the treaty to seek an amicable resolution,” Ms Karaban said. The World Bank supervised the talks that led to the treaty, which gives it a key role in settling water disputes between India and Pakistan. But in a recently updated factsheet, the bank says that its role in relation to “differences” and “disputes” is limited to the designation of people to fulfil certain roles when requested by either or both of the parties. The bank, however, considers the treaty a major achievement, which has successfully prevented water wars between South Asia’s two nuclear-armed nations. “The Indus Waters Treaty is a profoundly important international agreement that provides an essential cooperative framework for India and Pakistan to address current and future challenges of effective water management to meet human needs and achieve development goals,” said Ms Karaban while explaining why the bank considered the treaty one of its major achievements. Both Pakistan and India have stayed engaged with the World Bank over the last 70 years, seeking its assistance whenever they had a dispute over the interpretation of the treaty. In August 2016, Pakistan asked the World Bank to appoint a court of arbitration to review the designs of Kishanganga and another project on the Chenab, called Ratle. India rejected the suggestion, saying that Pakistan’s objections were technical in nature and that the matter should be decided by a neutral expert. Source: dawn.com
Corruption references against me are punishment for treason case against Musharraf, Nawaz tells court
Beleaguered PML-N politician Nawaz Sharif on Wednesday, during his third accountability court hearing in as many days, claimed that the National Accountability Bureau (NAB) references against him are byproducts of him filing a high treason case against former military dictator Pervez Musharraf. Nawaz and his family members are facing three references pertaining to the Avenfield properties, the Al-Azizia Steel mills and Flagship Investment Co filed by the NAB under the directives of the Supreme Court in its July 28, 2017 Panama Papers judgement. The PML-N supremo has been asked to record his final statement in the Avenfield reference under Section 342 of the Criminal Procedure Code and to produce, on record, anything contradicting the statements of the 19 prosecution witnesses in the case. When asked today why the Avenfield reference had been filed against him, Nawaz said that the references as well as the sit-ins against his government were reciprocal punishment for him taking legal action against Musharraf despite being warned not to do so. Nawaz claimed that the head of an intelligence agency had told him to “resign or go on a long leave”, adding that such threats by a subordinate to the head of the state
are not issued even in third world countries. He hinted that Pakistan Tehreek-e-Insaf and Pakistan Awami Tehrik were both in on the ‘conspiracy’ against him. “Before the filing of the treason case I had met Imran Khan and he never demanded my resignation. But surprisingly after Musharraf was booked, he met Tahirul Qadri in London where they decided to stage a sit-in against my government.” The PMLN leader praised the armed forces’ sacrifices and pointed out that he had upped the defence budget and also refused $5 billion to not conduct the nuclear test in the 90s. However, he said, it is also a “prerequisite for the sanctity of the armed forces that if any person suspends the Constitution then he should be held accountable”. “Only a few people in the armed forces staged a coup but the entire institution has to pay the cost,” he added. Nawaz said that he had already been punished once for his unwavering stance on civil supremacy, recalling: “Nineteen years ago, I was detained in torture cells, I was sentenced to life imprisonment, I was handcuffed and jetted off. Was there a Panama at that time? The answer is simply no. At that time, too, I was demanding civil supremacy. I wanted foreign and domestic policies to be in the hand of the elected representative.” Sharif defended his government’s record over the last five years, saying: “I am a son of the soil. I don’t need a certificate of patriotism from anyone. In the last five years, the growth has been phenomenal — unmatched under any regime in the last 65 years.” The PML-N supreme leader reiterated that the allegations levelled against him are baseless and asked accountability court judge Mohammad Bashir to “make a just decision since you and me both will appear before Allah Almighty one day.”
US school shooting victim Sabika Sheikh laid to rest in Karachi
The funeral prayers for Sabika Sheikh, a 17-year-old Pakistani exchange student who was killed in a Texas school shooting last week, were offered at Karach’s Hakeem Saeed Ground at 9am on Wednesday. Security arrangements were tight at the venue, where a number of government officials and political leaders, including Sindh Chief Minister Murad Shah, Sindh Governer Muhammad Zubair, Sindh Home Minister Sohail Anwar Siyal, Pak Sarzameen Party chief Mustafa Kamal, Pakistan Tehreek-i-Insaf ’s (PTI) Halim Adil Sheikh and others attended her funeral prayers. About 100 police officers were deployed at the ground, where a bomb disposal
squad had conducted a sweep to ensure security for attendees. She was laid to rest at the Azimpura graveyard in Shah Faisal Colony. Sabika, a Karachi teenager whose family lives in the Gulshan-i-Iqbal area, was studying at Santa Fe High School in Texas on a US State Department scholarship under the Kennedy-Lugar Youth Exchange and Study (YES) programme. She was among 10 students gunned down on Friday inside the school by another teenager with white supremacist tendencies. According to her father, Sabika — the eldest among three sisters but younger than her brother — was due to return home on June 9. Her family had been counting the days till her return.

Lebanon’s new parliament set to hold first session
After a nine-year run and three extensions of its mandate, Lebanon’s parliament has finally dissolved, paving the way for a new house of assembly. Legislators elected in Lebanon’s May 6 parliamentary vote are set to convene on Wednesday for the assembly’s first session, when they are expected to elected a new house speaker. Under Lebanon’s sectarian power-sharing system, the speaker must be a Shia Muslim, the president a Maronite Christian and the prime minister a Sunni Muslim. Nabih Berri, who has held the position of assembly speaker since 1992, is widely expected to be reappointed. Once that position is filled, the speaker will then oversee the process to elect a deputy speaker. Hezbollah, Amal, the Future Movement - led by outgoing Prime Minister Saad Hariri - the Progressive Socialist Party and the March 8 movement have all declared their support for Berri. The focus will then turn to the position of prime minister. According to Lebanon’s political system, the president must hold consultations with the main parliamentary blocs before nominating a new prime minister. The parliamentary election, the first in nine years, saw 917 candidates from multiple parties compete for Lebanon’s 128-seat national assembly. The election, which was devised under a new proportion-
I n t
al list system that divided the country into 15 electoral constituencies, was marked by low voter turnout - 49.2 percent. The Shia movement Hezbollah and its allies made the biggest gains, winning 70 seats. Hariri’s Future Movement lost more than a third of its power, but remains the biggest Sunni-led party with 20 seats. On Tuesday, Lebanese news outlet al-Jadeed quoted Hariri as saying that a decision had been taken to form a new government quickly. “There is a decision to accelerate government formation, and I think the sanctions on Hezbollah could have a positive impact and speed up the birth of the new government,” he said. The sanctions Hariri was referring to was the measures imposed by the United States and Arab Gulf countries on May 16 on Hezbollah, which targeted the Iran-backed movement’s top five officials, including Secretary General Hassan Nasrallah. T “Collaboration with its US patron to sanction the first force to liberate Arab territory and shatter the myth of Israeli invincibility,” Zarif tweeted. “Shame upon shame.” However, Lebanon’s political pundits said that whether these sanctions will play a role in the formation of a new government is yet to be seen. Trump: ‘Substantial chance’ summit with Kim will not go ahead
US President Donald Trump has done little to quell mounting uncertainty surrounding a hallmark meeting with North Korea’s leader planned for next month, as he held key talks with his South Korean counterpart at the White House. Trump is scheduled to meet Kim Jong-un in Singapore on June 12, but in recent weeks there have been growing concerns that the summit will not go ahead as scheduled. “If it doesn’t happen, maybe it will happen later,” Trump said of the planned meeting, addressing reporters alongside Moon Jae-in. Asked to offer more details, the US president, who earlier this month withdrew from a multinational nuclear deal with Iran, muddied waters even further. “is trying to drive us into a corner”. In particular, Pyongyang is concerned about a continued US military presence on the Korean peninsula and Washington’s socalled nuclear deterrence umbrella in South Korea and Japan. More than 24,000 US troops are stationed in South Korea, according to Department of Defense figures from 2016. Scott Snyder, a senior fellow for Korea studies at the Washington-based Council on Foreign Relations, argued that threats made by the two sides to abandon the Singapore summit were likely little more than diplomatic posturing. “The events of the past week are elements of a negotiation process - [now] both sides have delivered their
going-in positions,” Snyder told Al Jazeera. “The North Korea issue offers [Trump] the opportunity for such a distinctive accomplishment that it would be powerful ammunition to refute critics who on many other issues have panned his administration’s impact on the US’ global role.” “[But] it’s unlikely the US is going to achieve its goal of comprehensive, verifiable denuclearisation and so the likely outcome is somewhere in between. The question is, where?” For his part, Moon said in Washington, DC, that the “fate and future” of the peninsula is hinged on the potentially historic planned meeting. Referring to Moon’s meeting with Trump, Al Jazeera’s Kimberly Halkett said there was a sense of a “salvage effort” being made to try and ensure the Singapore summit goes ahead. “[But] certainly there is a lot of doubt that seems to be intensifying with the hour,” Halkett said, reporting from the White House. Bonnie Glaser, a senior adviser for Asia at the Washington-based Washington Center for Strategic and International Studies think tank, said, however, that Trump didn’t “want to look like he wants this summit more than Kim does”. “It’s a smart move to say that he is willing to postpone. But to be credible, the president really has to be willing to walk away and I’m not sure he is,” Glaser told Reuters news agency. Source: Al-Jazeera
The suspect in the Texas school shooting began his attack by firing a shotgun through an art classroom door, shattering a glass pane and sending panicked students to the entryway to block him from getting inside, witnesses said. Dmitrios Pagourtzis fired again through the wooden part of the door and fatally hit a student in the chest. He then lingered for about 30 minutes in a warren of four rooms, killing seven more students and two teachers before exchanging gunfire with police and surrendering, officials said. Freshman Abel San Miguel saw his friend Chris Stone killed at the door. San Miguel was grazed on the left shoulder by another volley of shots. He and others survived by playing dead. “We were on the ground, all piled up in random positions,” he said. Galveston County Judge Mark Henry, the county’s chief administrator, said he did not think Friday’s attack was 30 minutes of constant shooting, and that assessment was consistent with other officials who said law enforcement contained the shooter quickly. But authorities did not release a detailed timeline to explain precisely how events unfolded.Junior Breanna Quintanilla was in art class when she heard the shots and someone say, “If you all move, I’m going to shoot you all.” The 17-year-old Pagourtzis walked in, pointed at one person and declared, “I’m going to kill you.” Then he fired. “He then said that if the rest of us moved, he was going to shoot us,” Quintanilla said. When Quintanilla tried to run out a back door, she realized Pagourtzis was aiming at her. He fired in her direction. “He missed me,” she said. “But it went ahead and ricocheted and hit me in my right leg.” She was
treated at a hospital and spoke with a brown bandage wrapped around her wound. “It was a very scary thing,” Quintanilla said. “I was worried that I wasn’t going to be able to make it back to my family.” In their first statement since the massacre, Pagourtzis’ family said Saturday that the bloodshed “seems incompatible with the boy we love.” “We are as shocked and confused as anyone else by these events,” said the statement, which offered prayers and condolences to the victims. Relatives said they remained “mostly in the dark about the specifics” of the attack and shared “the public’s hunger for answers.” Pagourtzis’ attorney, Nicholas Poehl, said he was investigating whether the suspect endured any “teacher-on-student” bullying after reading reports of his client being mistreated by football coaches. In an online statement, the school district said it investigated the accusations and “confirmed that these reports were untrue.” Poehl said that there was no history of mental health issues with his client, though there may be “some indications of family history.” He said it was too early to elaborate. Nicolas Maduro expels US envoy amid new sanctions Texas school shooting: I’m going to kill “all the sanctions that are sought against the Bolivarian Republic of Venezuela, beyou, he said before opening fire cause they harm it, they generate suffering
President Nicolas Maduro ordered the expulsion of the top US diplomat in Venezuela following a new round of sanctions imposed by Washington over his re-election. Maduro announced the move in a nationally televised speech on Tuesday after being officially proclaimed the winner of Sunday’s election. “The empire doesn’t dominate us here,” Maduro said, giving charge d’affaires Todd Robinson and his deputy Brian Naranjo 48 hours to leave the country. “We’ve had enough of your conspiring.” He accused the pair of trying to sabotage Venezuela’s presidential election by pressuring several anti-government presidential candidates not to compete in the race. Maduro referred to Naranjo as the head of the CIA in Venezuela. The election was boycotted by the main opposition parties and widely criticised by the international community. Most opposition parties decided not to participate after officials blocked their most popular leaders from competing. Maduro won 68 percent of the vote, but 52 percent of voters did not cast ballots - a historic abstention rate. The White House branded the vote a “sham”, and US President Donald Trump issued an executive order limiting Venezuela’s ability to sell state assets, heightening pressure on Maduro’s cash-strapped government. In his speech on Tuesday, Maduro angrily rejected the US move saying he repudiates
for the people of Venezuela”. He added: “We will present evidence to the country of the conspiracy in the military field of the United States charge d’affaires and his embassy, of the conspiracy in the economic field and of the conspiracy in the political field.” There was no immediate reaction from Robinson or the US embassy in Caracas. Washington and Caracas have not exchanged ambassadors since 2010. The latest US sanctions on Venezuela appeared to target in part Citgo, a US-based oil refiner owned by Venezuela state oil company PDVSA. More obstacles to PDVSA’s ability to sell oil abroad could restrict already-dwindling foreign exchange earnings. Venezuelans are reeling under an acute crisis with hyperinflation projected by the International Monetary Fund to reach 13,800 percent this year and dire shortages of food and medicine. Hundreds of thousands have fled the country to escape the growing deprivation. Earlier on Tuesday, Venezuela’s foreign ministry called the US sanctions “a crime against humanity”. “Venezuela once again condemns the systematic campaign of aggression and hostility by the US regime to punish the Venezuelan people for exercising their right to vote,” the ministry said in a statement. Meanwhile, the European Union said it will consider imposing new sanctions on Venezuela as a result of Sunday’s vote. Federica Mogherini, EU’s foreign policy chief, said in a statement “the EU and its member states will consider the adoption of adequate measures”. The election took place “without complying with the minimum international standards for a credible process, not respecting political pluralism, democracy, transparency and rule of law”, it said. Pipeline battle escalates as B.C. govern- Taxpayers Shouldn’t Have to Foot the ment files court challenge against Alberta Bill forPrime Minister Trudeau’s Failure The B.C. government struck back at Alberta on Tuesday in the Kinder Morgan pipeline dispute, launching legal action challenging the constitutionality of Alberta’s new legislation that allows it to turn off the fuel taps to B.C. Diana Buttu, a former legal adviser to Palestinian negotiators, told Al Jazeera that while “this has been an option for the PA for quite some time, the significance now is that there is enough pressure on PA President Mahmoud Abbas to do something”. The reasons behind the PA’s decision not to make such a move earlier, she explained, were linked to how approximately “one million Palestinians” were on the PA’s payroll, adding that “international donors have also played a role in making it clear that they will not support a PA that is actually defending Palestinian rights”. In retaliation for Palestine’s decision to join the ICC in 2015, Israel withheld millions of dollars in tax revenues that it collects on behalf of the PA. The latter has also routinely been threatened by the US and Israel not to make any moves in the ICC. But while a referral does not automatically trigger an investigation, it applies more pressure on the prosecutor to open one. Commenting on the Palestinian referral to the
ICC on Tuesday, the Israeli foreign ministry said the request is “legally invalid”. “The ICC lacks jurisdiction over the Israeli-Palestinian issue, since Israel is not a member of the Court and because the Palestinian Authority is not a state.” Both Palestinian and international rights groups have long called for the ICC to open a formal investigation. Omar Shakir, the Israel-Palestine director at New York-based Human Rights Watch, said “without accountability, bloodshed will continue”. Referring to the Israeli army’s killing of 111 Palestinian protesters in the Gaza Strip since March 30, Shakir told Al Jazeera: “The calculated killings of over 100 Palestinians in demonstrations in Gaza highlights the importance of the International Criminal Court prosecutor opening a formal investigation into serious crimes in Palestine.” Source: Al-Jazeera
For the first time, the Palestinian government has submitted a referral to the International Criminal Court (ICC) calling on prosecutors to open an immediate investigation into what it called Israeli crimes in the occupied Palestinian territories. Palestinian Authority Foreign Minister Riyad al-Malki arrived on Tuesday at the independent court, based in The Hague, Netherlands, to meet with Prosecutor Fatou Bensouda. “The State of Palestine took an important and historic step towards justice for the Palestinian people who continue to suffer from ongoing, widespread and systematic crimes,” said Malki in a press conference after the meeting. Malki said the referral addressed a myriad of issues, including “settlement expansion, land grabs, illegal exploitation of natural resources, as well as the brutal and calculated targeting of unarmed protesters, particularly in the Gaza Strip”. The diplomatic move comes after widespread outrage in the occupied Palestinian territories and internationally over the Israeli army’s killing on May 14 of 62 unarmed Palestinian protesters in the Gaza Strip, in what was described by rights groups as a massacre.
“Through this referral, we want the Office of the Prosecutor to open, without delay, an investigation into all crimes that she presently concludes have been commissioned or are ongoing,” said Malki. “This referral is Palestine’s test to the international mechanism of accountability and respect for international law,” he added. While Israel is not a party to the Rome Statute - the treaty of the ICC to which all members are bound to - its nationals could be tried by The Haguebased court for crimes committed on Palestinian territory. The State of Palestine formally became a member of the ICC in April 2015, giving the court jurisdiction over crimes committed in the territory since June 13, 2014 - including the 2014 Israeli assault on Gaza. The ICC’s Office of the Prosecutor began its preliminary examination of the “situation in Palestine” in January 2015. In this phase, the prosecutor is meant to determine whether the criteria have been met to warrant pursuing a formal investigation based on the information available publicly or submitted to the office and whether local courts are carrying out credible investigations. While the PA and Palestinian NGOs have submitted documents as proof of Israeli government crimes, and requests to open a formal investigation, Palestine has never formally referred a case. Instead, the PA largely relied on the prosecutor to open an investigation on her own accord, which delays the prospects of opening an investigation. In regards to the referral, Alex Whiting, a former ICC official, said that a state referral makes it “much harder” for the Office of the Prosecutor “to stay in the preliminary examination phase for years.” Source: Al-Jazeera

Shannon Stubbs, Conservative Shadow Minister for Natural Resources, issued the following statement today regarding the Trans Mountain Expansion: “Only Prime Minister Trudeau could take a project that Canadians support, creates thousands of jobs, and helps our economy, and put it on taxpayer-funded life support. “The fact that the only solution the Prime Minister has proposed is using taxpayer dollars to backstop this project is evidence of his failed energy policy. The Liberals have had a year and a half to come up with a plan to ensure that this important project gets built, but instead of taking action and establishing a concrete plan, they have done nothing while roadblock after roadblock has been thrown in the way of Kinder Morgan. “Kinder Morgan never asked for taxpayer money or a federal backstop. They simply want certainty, clarity, and a solution to the ongoing challenges and delays. “Nothing the Finance Minister said today will ensure that the Trans Mountain Expansion actually gets built. The Liberals still don’t have a concrete plan of action to remove delays. Their own policies continue to drive energy investment out of Canada at historic levels. “Prime Minister Trudeau failed Canadian workers and our energy sector as a whole
when he vetoed the approved Northern Gateway pipeline and when he killed the Energy East pipeline with last minute rule changes and a regulatory standard that doesn’t apply to any other sector of the Canadian economy. His decisions to impose an oil tanker ban, a job-killing carbon tax and new regulations that penalize Canadian oil exports have damaged investor confidence and forced companies to reconsider future projects. “Now the Trans Mountain Expansion is at risk because the Prime Minister has put Canada at a serious competitive disadvantage. No amount of taxpayers’ money will be enough to make up for Prime Minister Trudeau’s failed policies. “Andrew Scheer’s Conservatives will continue to demand that the government come up with a real plan to address this crisis, and we will continue to champion Canadian energy.”
Ten people were transferred to hospital with varying injuries after a city bus and an SUV collided in Burnaby Wednesday. Few details have been provided, but TransLink said the injuries stemming from the crash at East Hastings Street and Holdom Avenue range from minor to moderate. Mounties said one person was in critical condition.
It is not yet known what caused the crash, but witnesses told CTV News the vehicles collided head-on. They said they saw one person given CPR at the scene. Westbound Hastings was closed as a result, and buses that service the area were being detoured. Commuters were asked to take an alternate route home. Source: bc.ctvnews.ca

FAITH Abu Hurayrah reported that the Prophet (peace and blessings be upon him) said, Whoever observes fasts during the month of Ramadan out of sincere faith, and hoping to attain Allah’s rewards, then all his past sins will be forgiven. (Al-Bukhari and Muslim)
By Shaykh Abdul-Fattaah Abu Ghuddah (RA)
GREETING
Islamic Manners
W
hen entering or leaving your house, acknowledge those inside. Use the greeting of Muslims and the label of Islam: ‘Assalam ‘Alãikum wa Rahmatullahi wa Barakãtuh; Peace and mercy of Allah be with you.’ Do not forego this Islamic greeting by replacing it with something else, such as ‘Good Morning,’ or ‘Hello.’ This greeting is the sign of Islam and the phrase that the Messenger of Allah (recommended and practiced. The greeting of Muslims and Islam is: Assalam Alaikum wa Rahmatullahi wa Barakatuh. Peace, mercy, and blessing of Allah be upon you. The Prophet, peace be upon him, taught his faithful servant Anas bin Malik to greet his family when entering or leaving his house. Imam Tirmizi reported that Anas said: ‘The Messenger of Allah said to me, ‘My son, greet your family when you enter [your home], for that is a blessing for you and your family.”Qatada, a prominent follower (Tabi’y), said: ‘Greet your family when you enter your house. They are the most worthy of your greeting.’ Al- Tirmidhi reported another Hadith whereby Abu Huraira (RA) stated that the Messenger of Allah said: ‘If you join a gathering, greet them, and if you want to leave, dismiss yourself. The first is no less important than the second. Imam Al-Suyuti in his book ‘Praising the Abyssinians’ cited from Abo Taleb Al-Jumahi’s Al-Tahyat the following: ‘Every nation has a way of greeting. Arabs will say salams. Persians Emperors require pros-
trating and kissing the floor. The Persians touch their hand on the floor in front of the king. The Abyssinians quietly, gather their hands at their chest. The Romans uncover their head and bow. The Nubians would gesture as if kissing the guest and then putting both hands on their face.’ All these greetings, except Salam, are forbidden. Imam Nawawi in Al-Majmu said ‘It is preferred to say ‘Bismillahi Arrahman Arrahim’ when you enter your house or others’ houses. You ought to say Salam if you enter it regardless whether it was empty or occupied. You say a prayer when you go out. Imam Tirmizi and Imam Abu Dawood narrated a Hadith by Anas that the Prophet said: ‘If you say in the name of Allah, I seek help from Allah, no strength or means but with Allah. Then he will be told: you are protected and saved. The Satan will leave him.
ANNOUNCING YOUR PRESENCE
When entering a house, make your presence known to those inside before you approach them. Avoid startling or frightening them. Do not descend upon them suddenly. Abu ‘Ubãida ‘Àmer bin ‘Abdullah bin Mas’wüd
(RA) said: ‘My father ‘Abdullah ibn Mas’wüd used to announce his arrival by addressing his family in a cordial tone. Imam Ahmad ibn Hanbal said: ‘When a person enters his house, it is recommended that he/she creates noise by coughing or tapping his/her shoes.’ His son Abdullah said: ‘When returning home from the mosque, my father used to announce his arrival before entering, by tapping with his shoes or coughing. Bukhari and Muslim reported that the Prophet denounced those who unexpectedly surprise their families at night, whether returning from travel or otherwise, because it makes them appear to be distrustful.
SEEKING PERMISSION TO ENTER
If family members are resting in their rooms, and you want to join them, it is appropriate to ask for permission and/or knock on the door. Otherwise, you may see them in a condition that you, or they for that matter, may not like. This applies to your entire household; your immediate family or otherwise. In the Muwata by ‘Ata ibn Yasãr, Imam Malik narrated that a man asked the Messenger of Allah (the following: ‘Should I seek permission to enter my mother’s room?’ The Prophet answered, ‘Yes.’ The man said, ‘We live together in the same house.’ The Messenger of Allah(swt) said, ‘Ask for permission to join her.’ The man argued, ‘But, I am her servant.’ The Prophet said, ‘Ask for permission. Would you like to see her naked?’ The man replied, ‘No!’ The
Prophet said, ‘Then ask permission when e n t e r i n g .’ M ü s a the son of the companion Talha ibn ‘Obaidillah said: ‘My father went to my mother’s room. I followed him as he entered, he turned toward me and pushed me down forcing me to sit. Then he reprimanded me: ‘How dare you to enter without permission?’Nafi,’ the patron of ‘Abdullah bin Omar said: ‘When any of Ibn Omar’s children come of age, Ibn Omar would assign him/her another room. He would not allow any of them to enter his room without permission.’‘Ata bin Abi Rabãh asked Ibn ‘Abbas: ‘Should I seek permission when calling on my two sisters?’ Ibn Abbas answered, ‘Yes.’ I said: ‘I am their guardian, supporter and provider of their needs.’ He said, ‘Would you rather see them naked?’ Then he read the Quranic verse, ‘And when the children among you come of age, let them ask for permission, as do those senior to them in age; thus does Allah make clear His signs. Allah is full of knowledge and wisdom.’ Thus, Ibn ‘Abbas concluded that asking permission is obligatory for all people. Ibn Mas’wüd said: ‘A person should seek permission whenever entering the room of a father, mother, brother and sister.’ Jãber also said: ‘A person should seek permission whenever entering the room of a son, a daughter, a mother -even if she is old, a brother, a sister, or a father.’ from the book ISLAMIC MANNERS

Surrey donates almost $30,000 in ICNA Relief Canada’s Fundraising Iftar & Dinner for Rohingya and Syria Relief
ICNA Relief Canada (IRC) organized Fundraising Iftar & dinner to raise funds for the international and domestic relief programs particularly Rohingya and Syria Relief. The august event was held at the Grand Taj Banquet Hall in Surrey on May 20, 2018. Sr. Yvonne Ridley and Imam Tariq were keynote speakers at the event. The formal proceedings of the program started with a beautiful recitation, by Br Farooq Azam Khan, of the holy verses of Surah Al-Baqara (2:261-274) from the divine book, Holy Qur’an followed by a heart touching nasheed “Allah is Calling you”, prepared by female children volunteers led by Misbah Memon. Towards the end, the youngest volunteer, Furqan Memon’s call for prayer moved the participants who were already feeling the aura of holiness and compassion ensuing from the speeches of the guest speakers. Around three hundred and twenty concerned community members, brothers and sisters, attended the ICNA Relief Surrey’s fundraiser and showed their concern, care and commitment to help their brothers and sisters in need across the globe by their donations and prayers. Renowned British journalist and author, Sister Yvonne Ridley while addressing the participants shared some highlights about her conversion to Islam and what caused it. She referred to her book ‘From Captive to Convert’ and also apprised that her new book about the life of the Prophet PBUH is also underway. Later, she talked about the plight and suffering of the Muslims in Syria, Rohingya and Palestine and shared the stories she witnessed while visiting the victims in the Rohingya camps. She urged the participants to earn the pleasure of Allah swt in the holy month of Ramadan Kareem and generously donate to help the brothers and sisters in need. She admired ICNA Relief Canada
who was extending the much needed support to the suffering communities across the globe. After two video presentations reflecting the devastating plight that badly hit Rohingya and Syrian Muslim communities, guest speaker Imam Tarek highlighted the importance of helping these brothers and sisters in need. He quoted that we should put ourselves in the shoes of those brothers and sisters who are going through hardship to get the feeling and motivation to help them. He urged the participants to show compassion and empathy, instead of mere sympathy. He also emphasized the Orphan Sponsorship program and said that by spending $600 per annum, or $50 per month you can take care of an orphan. Imam Tarek explains that Prophet Muhammad PBUH said that whosoever will take care of an orphan will be with me in the paradise, like two fingers are together. He further added that helping these brothers and sisters is actually helping our selves in the hereafter, inshaAllah, as this will please Allah swt who promises to multiply the rewards of good deeds in Ramadan Kareem. While you’ll get the tax-deductible receipts from ICNA Relief here, the real rewards and blessings Allah swt will bestow upon you in this holy month of Ramadan Kareem will be innumerable and matchless. Earlier, Br. Ghulam Mustafa Sajid, pioneer of the ICNA Relief Canada Resource Center/ Food Bank in Surrey BC, briefed about the domestic and international programs of ICNA Relief Canada and the services it is rendering in 22 countries since 1997 to serve the cause of humanity. Ghulam Mustafa Sajid presented ICNA Relief Canada annual report 2017 and briefed about the relief activities domestically and internationally taken up the ICNA Relief Surrey Resource Centre / Food Bank and
urged the participants to join hands for the noble cause to serve humanity and support these initiatives which involve local community. ICNA Relief’s vision is to build an exemplary Muslim community focused on achieving personal excellence and contributing to the moral, social, and economic development of Canadian society. ICNA Relief Canada works to empower people in need, both locally and globally particularly at a time when many communities like Syrians and Rohingya Muslims are facing unprecedented social, political, and economic challenges. ICNA Relief has also sponsored 3,237 orphans across the globe spending approximately $1.0 million per year. Through its ten food banks, it provided $1.9 million worth of food supplies to 57000 Canadians to ease their suffering. ICNA Relief also established and operated local Canadian projects including but not limited to family counselling, seniors’ support, funeral support, free matrimonial services, and Syrian Refugee Sponsorship (SRS). ICNA has also introduced newly launched youth centre in Mississauga, and Youth Leadership Development Program (YLDP) across Canada. These are only a few examples of the numerous ways in which ICNA Relief Canada endeavours to alleviate human suffering and empower people and communities. These efforts would not have been possible without the generous and consistent support of donors. ICNA Relief worked tirelessly to further improve project monitoring and audit processes ensuring accountability, transparency, and efficiency of donations spent. For this purpose, ICNA is using social media presence to ensure that donors and the public receives regular updates about how and where ICNA Relief Canada spends their donations. As part of account-
ability, key feature of ICNA Relief is keeping management expenses to the minimum level compared with other similar organizations. During 2017, management expenses were only 3.77% of total expenses while fundraising expenses were only 4.0 %. More than 92.23% of donations were directly spent on programs and deserving people. Following is a summary of ICNA Relief 2017 activities and expenses: •Total domestic disbursements: $2.3 million •Total international disbursements: $4.6 million •Total disbursements: $6.9 million International disbursements include expenses on disaster and emergency, educational relief, water for life, orphan sponsorship, zabiha, and micro financing. As a part of accountability and to keep donors updated about operations and expenses, ICNA Relief Canada’s several years’ annual reports are publicly available and can be accessed online: https://icnareliefcanada.ca/progressreports. ICNA Relief Canada Surrey Chapter wants to thank all brothers and sisters who attended the event and those who had intention but couldn’t attend for any reason. We have raised about $30,000 in the event on spot and donations are still pouring in, lots of brothers and sisters who could not come to the event and wanted to donate have called after the event. Donation for any of these causes can be made online at icnareliefcanad.ca/donate OR by calling the ICNA Relief Canada Resource Center/ Food Bank Surrey BC at +1 (778) 578-3080, OR can write to surreyfb@icnareliefcanada.ca. We are also thank all the volunteers for their efforts. May Allah swt give you all the best of reward….aameen.

UN criticizes Algeria for mass deportations of migrants
GENEVA/ALGIERS: The United Nations on Tuesday urged Algeria to stop rounding up and expelling sub-Saharan migrants, highlighting an influx of immigrants from Mali and Niger that Algeria says it needs UN help to address. Hassen Kacimi, a senior official at Algeria’s Interior Ministry, told Reuters on Saturday that Algeria had called for help from the international community, while the United Na-
tions had done little to save the migrants. UN spokeswoman Ravina Shamdasani told a regular UN briefing in Geneva that deportations and expulsions have increased markedly since the second half of 2017, and a UN human rights team went to Niger to investigate this month. “What they heard was that Algerian authorities frequently carry out mass round-ups of sub-Saharan African migrants in various parts of the country,” Shamdasani said. Of 25 migrants interviewed by the UN team, only one had had her passport checked before being expelled. Most had been told to put thumbprints on Arabic documents they could not read. Most were not told why they were being detained and were not allowed to pick up their belongings, passports or money before being
expelled. Some were taken straight to Niger, others were held in military bases, in inhuman and degrading conditions, before being taken south.“(Some) are crammed into big trucks to be transferred to the Nigerien border where they are abandoned and left to walk hours in the desert heat to cross the border into Niger,” she said. Algeria says it faces a huge influx of migrants. SURGE OF MIGRATION “A surge of migration is invading the south of Algeria,” Kacimi said. “Before reaching Algeria, the migrants are abandoned in the desert, and it is Algeria that rescues them by offering humanitarian aid.” “Algeria is not responsible for the population of other states,” Kacimi said. “So whoever wants to cry over the outgoing migrants just (has) to put their hand in their pocket.”
Algeria, which has a 2,500 km (1,550 mile) border with Mali and Niger, spent $20 million in the past three years to handle an influx of illegal migrants from the Sahel region fleeing war, insecurity or poverty.“Where is the UNHCR, where is the IOM, and where are the African states?” Kacimi said. The UN migration agency IOM has rescued about 3,000 migrants in the area in the past four months, including some trying to get into Algeria and some being expelled, IOM spokesman Joel Millman said. Many said it was not unusual for them to be dropped as much as 30 km (19 miles) from the border, in 45 degree Celsius (113F) heat, often without water and carrying children. “Many of them report seeing migrants who have lost their lives, often unrecorded or unrecognized in the sand dunes,” Millman said.
Ramadan fun activities reflect on Saudi Arabia’s potential
RIYADH: The holy month of Ramadan is one of the platforms used to reinforce morals, ethics, and Islamic values through practicing rituals. However, the General Entertainment Authority (GEA) has been shouldering the responsibility to deliver and reinforce these values in its own way by supporting events across the Kingdom that introduce children and teenagers to the Kingdom’s culture, customs and traditions. The huge number of events can surely play a role
in helping more local and international investors to step into the market. Arab News met Abdulrahman Al-Khalifa, GEA media and communications manager, to discuss the potential this market has and the challenges it faces. He explained that while the authority supports organization of events, not all receive financial backing. “We can finance up to 30 percent of events taking place in the Kingdom for the first time; the financial support is usually given to the most creative events. Al-Khalifa added that the GEA’s main aim is to create competitiveness, raise standards and keep ticket prices at a suitable level for both investors and visitors. “We do not directly control the pricing rate; however, we provide the investors and organizers with our consultations.” It has set a target of running 5,500 events across the Kingdom’s 13 governorates during 2018. Currently, the number of investors is increasing, although the sector is still experimenting. The potential is extremely high, especially after the unveiling of the “Quality of Life 2020” program, aiming to enhance lifestyles for everyone in the Kingdom by 2020. This includes the establishment
of one opera house and 16 theaters, opening 45 cinemas and 16 entertainment centers, creating an aqua park and three funfairs and the creation of an art and culture island in Jeddah. Al-Khalifa added that the door is open for international investors. With the cooperation with General Investment Authority, high-profile meetings were held with entertainment investors and big companies’ CEOs in the US during Crown Prince Mohammed bin Salman’s visit. And 350 international investors attended a summit in Los Angeles to hear more about opportunities in the Kingdom. Five agreements were signed during the summit, including for a Cirque du Soleil performance, cooperation with Feld Entertainment Inc. to produce and conduct live shows, as well as Disney live shows. Cooperation with National Geographic will result in 10 virtual reality cities by 2019. “Foreign investment will surely help with job creation for Saudi youth throughout the process of preparation, operation and execution, helping all parties to conduct win-win business,” he said.

BCMA Masjid Al-Salaam Burnaby hosted its final Monthly Food bank
On May 6th, Masjid Al-Salaam in Burnaby hosted its final monthly food bank before Ramadan. Mrs. Doris Mah, who works in Community Engagement at the office of Member of Parliament Peter Julian, from the riding of New Westminster-Burnaby was in attendance. Documents from the RCMP which were translated into Arabic, in-
cluding a guide for newcomers to Canada and a colouring book for children on safety were distributed. The Burnaby Branch has been running a food bank out of the mosque on Canada Way since 2007 and is will distribute over 42,000 pounds of food this year. The food bank opened in 2007, serving just five local needy families, but now has over 100 recipient families, many
with large numbers of children. On the first Sunday of each month, volunteers pack the food. Families receive a 70-pound basket of items including meat, oil, canned goods, breakfast cereal, crackers, fresh bread, sugar, salt, tea, coffee, juice, margarine, peas and much more. Most of the recipients are from war torn countries in Africa, and from Syria, Afghanistan and Iraq.
Iqra Islamic School Surrey Grade 5 Sale Day
As part of BC’s new Career Education curriculum, the two Grade 5 divisions at Iqra Islamic School, led by homeroom teachers, Mrs. Gyani Tailor and Ms. Saniya Uraizee, participated in the create your own business program presented by JABC’s (Junior Achievement of British Columbia) Program Managers, Wafa Bilal and Envision Financial’s Assistant VP, for Commercial Banking Kenneth D’Sena. This is the 3rd year the Iqra students have participated in this program. This program takes on an inquiry-based approach to learning and gives students the freedom to express their creative side by establishing their own businesses. Over the course of the program, students learned all about
being entrepreneurs and creating their own startup business including coming up with a company name and logo, calculating product expenses and sales, merchandising, promoting their products, researching their target market, bookkeeping, learning about good customer service and more. With this program the grade 5 students practiced problem solving and creative thinking. Students spent several weeks working on creating unique and creative products with the theme of Ramadan to sell and determining appropriate prices, and promoting their products by advertising to students, parents, and other members of the school community. On May 10th, the grade 5 students successfully sold hand-
made products in the courtyard, creating a market bazaar style atmosphere. They sold products such as: iftar packets, henna, Ramadan cookies, Eid pinãtas, gourmet dates, and cupcakes. Both divisions raised about $1000 total in profit and have decided to donate a portion of this amount to different charities including the ICNA Educational Relief fund, NISA homes and an orphanage. Alhumdulillah the program was a great success again this year! Special thanks to JABC, students, teachers, staff, and parents. Students learned what it takes to run a business and also prepare for real world situations.

Premier announces tech and innovation investments to spark economic growth, job creation
To help spark B.C. innovation, economic growth and new jobs, the provincial government is investing in tech-based research and advanced training opportunities in all parts of the province, Premier John Horgan announced today at the #BCTECH Summit. “B.C. succeeds when British Columbians succeed — and our province’s tech sector is proving that every day,” said Premier Horgan, adding that the sector has over 10,000
companies employing more than 106,000 people. “Our job is to provide opportunities and partnerships that help companies and individuals innovate, succeed and grow. This approach delivers more jobs and a stronger economy, and helps support health care, education, housing and other public services that make British Columbia a great place to live and work.” The Province announced that it is investing over $102.6 million in funding for 75 postsecondary research projects in B.C., through the B.C. Knowledge Development Fund (BCKDF). The projects will develop B.C.’s expertise and innovation in fields such as advanced supercomputing and clean technology, to spur job creation, talent development and commercialize innovation. To attract and retain the best graduate students, the B.C. government will invest $12 million in graduate degree scholarships over the next three years. The funding will sup-
port priority areas such as science, tech, engineering and mathematics programs, as well as Indigenous students and regional programs. The Province will also invest in women-in-technology scholarships to inspire a new generation of women to take up science and tech-based professions. To further develop tech talent, $10.5 million will be invested in co-op opportunities and entrepreneurial training for post-secondary students, so they can gain vital hands-on experience to be job-ready when they enter the tech sector. To help make it easier for tech companies to recruit top international talent to B.C., government will expand its Provincial Nominee Program Tech Pilot. That means priority processing for people in tech occupations, such as biotechnologists, software engineers and web developers. “Investing in innovation is the best thing we can do to set our province up for success,” said Andrew Weaver, BC Green Party lead-
er. “Technology is driving global growth and has the potential to add value to every sector of B.C.’s economy. This minority government is a unique opportunity to come together to champion a bold vision for the future of our province, and I am proud to be working in partnership with the government to support our tech sector.” The B.C. government will unveil a provincewide tech strategy next year that will help provide all people with the ability to work and prosper in the communities they call home. In turn, the Province will invest in health care, education, housing and other public services that make B.C. a great place to live and work. The Province of British Columbia is hosting the third-annual #BCTECH Summit on May 14-16, 2018, in partnership with Innovate BC, the Province’s Crown agency. Innovate BC encourages the development and application of advanced or innovative technologies to meet the needs of B.C. industry.
and sustainable economy in every part of the province. Budget 2018 makes the biggest investment in housing in B.C.’s history. It lays out a comprehensive housing plan that invests more than $1.6 billion in the next three years to build and maintain affordable rental housing, to increase rental assistance for low-income seniors and working families and to provide supportive housing for atrisk British Columbians. New modular housing was also funded in cities across the province of British Columbia. That includes Prince Rupert, Terrace, Vernon, Kelowna, Kamloops, Smithers, Maple Ridge, Surrey, Victoria, Vancouver, Chilliwack, Penticton, Abbotsford and New Westminster. It’s so that people have access to safe and affordable housing in which they
feel safe and secure until they have a place to call home and to live in dignity. Similarly, new supportive housing is also springing up all over the province. In January, our government announced funding for 450 new affordable rental units in Vancouver’s Downtown Eastside. Government also collaborated with the city of Vancouver and Vancouver Coastal Health to build approximately 100 affordable rental homes, as well as a new withdrawal management centre for people seeking treatment for addictions. It’s because we are actually taking a kind of holistic approach to homelessness Helping the homeless helps everyone. The construction of supportive housing is creating thousands of new jobs and boosting local economies throughout the province. So it’s a win-win situation. We continue to
build new modular housing for homeless people, and the construction of this modular housing is creating new jobs for the people of British Columbia. We will continue to take major steps to make housing more affordable, with a comprehensive ten-year plan to make life better for the people of British Columbia.

Housing the Homeless in British Columbia
By New Democrat MLA Jagrup Brar (Surrey - Fleetwood) It’s hard for me to imagine that in a province as wealthy as ours, we have homeless people living on the streets. I have absolutely no doubt that we can do better. I’m sure that British Columbians want us to do better. We have a collective responsibility to bring about a more stable and more prosperous society — a society in which every person in our province can reach their full potential. Our government has already taken some crucial steps to make life better for the people of British Columbia. We have established three key priorities to build a better B.C.: make life more affordable for all British Columbians, improve the services that people count on, and build a strong

health
Emotional and Mental Vitality
Emotional and mental vitality are closely tied to physical vitality—just as your mind has powerful effects on your body, so your physical state affects how you feel and think. Social contact can also make a big difference in how you feel. Replacing a “lost” activity is a key to staying active and feeling good about yourself. For instance, if you can no longer run, you might try walking, biking, and/or swimming. And if your favorite activity was dancing, you might try something else that combines social and physical activity, such as joining a water aerobics class. Replacing lost activities can help you keep a positive attitude and sense of well-being over time, even if aging and changes in your health mean you can not do all the things you used to do. Physical activity. Protect or improve your emotional and cognitive health with regular physical activity. While physical activity produces chemicals in the body that promote emotional well-being, inactivity can make depression, anxiety, and stress worse. Research has been done to link physical activity and the risk of Alzheimer’s disease and other dementias. Adults who are physically active may be less likely to get Alzheimer’s disease or dementia than adults who are not physically active. Social activity. Protect or improve your emotional health by staying in touch with friends, family, and the greater community. Whether physically healthy or ill, people who feel connected to others are more likely to thrive than those who are socially isolated. Volunteering in your community and sharing your wisdom and talents with others is a gratifying and meaningful way to enrich your life.
Mental activity. Protect or improve your memory and mental sharpness by: •Challenging your intellect on a daily basis. Read, learn a new musical instrument or language, do crossword puzzles, or play games of strategy with others. Just like an active body, an active brain continues to develop and thrive, while an inactive brain loses its power over time. •Helping your memory a l o n g . Write down dates, names, and other important information that you easily forget. Use routine and repetition. F o r example, keep daily items such as keys and eyeglasses in a specific place. And when you meet someone new, picture that person while you repeat his or her name out loud to others or to yourself several times to commit it to memory. (No matter what your age, having too much on your mind can keep you from remembering new information. And as you age, it is normal to take longer to retrieve new information from your memory bank.) •Preventing depression, which is a common yet treatable cause of cognitive decline in older people. In addition to getting regular physical activity and social
contact, avoid the depressant effect of alcohol and sedative use, eat healthy meals and snacks, and include meaningful activity in your daily life (such as learning, creating, working, volunteering). If you think you have depression, seek professional help— antidepressant medicine or counseling or both are effective treatments for depression. If you find that a physical condition or disability is making your depressed mood worse, get the medical treatment you need. • N o t smoki n g . Cig-
arette s m o k ing may s p e e d mental decline. This connection was identified in a large study comparing smokers and nonsmokers age 65 and over. •Stress reduction and relaxation techniques. Too much life stress can take a toll on your body, your mind, and the people who are closest to you. In addition to getting regular physical activity, you can take charge of how stress affects you by taking 20 minutes a day for relaxation time. •Meditation focuses your attention and helps calm both mind and body. Daily meditation is used for managing a spectrum of
physical and emotional conditions, including high blood pressure, anxiety, depression, and chronic pain. •The body responds to stress with muscle tension, which can cause pain or discomfort. Progressive muscle relaxation reduces muscle tension and general anxiety and may help you get to sleep. •The way you breathe affects your whole body. Try breathing exercises for relaxation. Full, deep breathing is a good way to reduce tension, feel relaxed, and reduce stress. For more information about reducing stress, see the topic Stress Management. Positive thinking. Positive thinking may help you live a longer, happier life. Even if you tend to be an optimist, there are times when it takes extra effort to frame your life positively. Take the following steps to harness the power of positive thinking in your daily life. •Create positive expectations of yourself, your health, and life in general. When you catch yourself using negative self-talk or predicting a bad outcome, stop. Reframe your thought into a positive one, and speak it out loud or write it down. This type of thinking can help you best recover from surgery, cancer, and other life crises. •Open yourself to humor, friendship, and love. Go out of your way to find reasons to laugh and to spend time with people you enjoy. •Appeal to a higher power, if it suits you. Whether it be through your faith in a loving, all-powerful God or your connection with nature or a collective unconscious, your sense of spiritual wellness can help you through personal trials and enhance your joy in living.

Your Qualities & Strengths
By:Shabnam Khan – Family Counsellor
I
wome n
t can be easy to appreciate your strengths - your sense of humor, your generosity, or your analytical skills. And it is also easy to get down on yourself for having various personality traits you perceive as weaknesses - maybe you are quick to anger or always running late. Instead of getting down on yourself for your weaknesses try instead to reframe them as something positive - as traits that make you uniquely you. •Make a list of all your strengths. Include the big ones that are huge components of your personality, like your patience, all the way down to the small things you are good at. See how many great qualities you contribute to the world! •Now make a list of all your weaknesses. Write down things you don’t like about your personality or you feel are negative traits. •Look at your list of weaknesses. Think about ways you could see those weaknesses as positives. For example, say one of your weaknesses is that you think you talk too much. You could reframe this to a positive as, “It’s easy for me to express my opinion.” “I’m too sensitive” could be reframed as, “I have empathy for others.” Stay true to yourself. To appreciate and accept yourself, it is important to know who you are. It may be helpful to identify your personal values. Knowing what is important to you and making decisions based on your personal values helps you be authentic and appreciate your true self. Make sure your values are your own and you are not simply taking on the values of your friends or family. Figure out what is important to you. •Explore which values are important to you and write them down. A concrete list of your values may help you recognize when you are being inauthentic to yourself and your values. •You may feel like other people may not like you if they see the “real” you. It may be helpful for you to explore these feelings with someone you trust or by writing in a journal. Determine when you feel most yourself and when you feel the need to pretend to be someone else, and explore
the differences between those situations. •If you feel you cannot be yourself around certain friends or family, perhaps because you fear being made fun of, then it may be a sign that you fear rejection about revealing your true self. •The first step to changing your behavior is noticing when you do it. Pay attention and later, spend some time reflecting on what triggered your behavior in a particular situation. It may take a while for you to feel comfortable enough to be your authentic self around other people. Don’t be too hard on yourself if you can’t do it right away. Avoid comparisons. Comparing yourself to others can leave you feeling discouraged and judgmental. Remember, you generally see only a piece of others’ everyday lives (particularly on social media). Comparing yourself to someone will only set you up for disappointment and feeling bad about yourself. •Measure your growth by comparing yourself to who you were in the past instead. For example, think about your life 10 years ago. Has it changed? Have you acquired new skills, new relationships, or left dysfunctional life patterns behind? If you feel you have stagnated, take some steps to make some positive changes in your life. •You can also look at your life now and imagine what you would like it to look like five or 10 years in the future. If you dream of getting a promotion at work in a few years, for example, what can you do today to start making progress towards your goals? Working toward a goal can help you to feel more self-worth and in control of your life. It’s never too later to start living your own dreams!! An Amazing Opportunity
By: Asma Shums, Mortgage Broker umans are have been provided an abundance of opportunities from nature and the divine being, God, as believed by most of us. We have the ability to feel, think, possess intelligence, a complex body, and a magical brain that gives us the opportunity to grow and change. In addition to the laws of nature, we have luck. We also have the ability to change our luck and create a better life by taking luck in our hands. There were simply lemons; and took it as a gift from life and made lemonade. If that doesn’t speak about the resilience of humans, nothing else does. The key to having a miraculous life isn’t magical pills or healing potions but a positive approach to life which is a way to control your reactions. Things will always be good, bad, or both but luck comes into play based on how you take it. There is always a solution and often times it is not what we expect or assume. An important thing to remember is not that bad or good things happen to us that determines our life but how we react to those situations. When we are gifted life in this world, it comes with a package of the amazing positive benefits along with some less positive gifts which we did not ask for. We are gifted parents, children, siblings, poverty, wealth, society, advances, and diseases. The dedication of humanity speaks for itself- we are the biggest predator on earth. We are the only animal that can cure diseases by creating things. Take the negatives such as diseases or poverty and mix with the positives such as a supportive family and dedication to create a life of legacy. It could be anything big or small from solving mysteries, facing battle to fight the wrong, providing love to the lost animals, protecting the earth one less plastic bottle at a time, or breaking medical barriers. Make it your life. Lastly, the ultimate goal identified by great scholars and priests is finding happiness and peace in life. This comes from within. Happi-
ness is a journey and peace is the destination. We get this from being positive, helping others, practicing gratefulness, always aiming to be better, and not being knocked on by the smallest breeze. And always remembering that it is not the end of the world, its takes time and perseverance and you can do it. There is No Such Thing as a Free Lunch Famously stated by Steve Jobs, this is true across for everyone. There is nothing free in this world. Every decision and situation has a price. We have to honour the rules for the game of life. We should embrace all decisions and their consequences and aim to be prepared for what they are with a positive approach. Every Cloud has a Silver Lining
There is good in everything and bad as well. If one looks closely, there is good in bad as well. The bad teaches us strength and gives us perspective which is truly a gift. The trials of life brings over an abundance of opportunity to mould us to be a better version or break us. This is not to say people don’t fail and to create pressure to constantly be positive. Everyone fails but only some ultimately get up. So these days lets aim to be better, ask for help when we need, and count our blessings. Info::asmashums@gmail.com

No matter what Pakistan team turns up, England and their big-game players will be tough to beat
at the back of your mind you wonder which Pakistan team will turn up. They are dangerously talented, unpredictable mavericks who are ruled by the moon. At their best they play on an emotional high and can be unstoppable, at worst they cave in too easily. For all their limitations and disastrous winter tours of Australia and New Zealand England will be tough to beat, not because they are a very good team but mainly they have a few big time players in James Anderson, Stuart Broad, Joe Root, Jonny Bairstow and Ben Stokes who are experienced at playing on By: GEOFFREY BOYCOTT English pitches. New faces in the Pakistan Test squad
LONDON: Pakistan named a relatively inexperienced side for their Test tours of England and Ireland. There were five uncapped players in the squad of 15, with eight others who had played only 20 Tests or fewer. Two of the five, Imamul Haq and Faheem Ashraf, earned their Test caps in the historic
Test against Ireland in Malahide. The team did well to deny Ireland a win in their maiden Test match. But with the team now set to take on England in three Tests starting May 24 at Lord’s, the challenge only gets tougher for the young brigade. Here’s a closer look at what they have to offer.
Canadian Parliament also addressed the ceremony and congratulated the Pakistani community in achieving this milestone. City Councilor Janice Luke said on the occasion that she is very happy to work with the Pakistani community for the maintenance of
the park and to make it worthwhile for the families to visit and hold cultural galas in the Park. She announced preparing a cricket ground within the park area for holding of local cricket tournament.
Muhammad Ali Jinnah Park opened in Canada’s Winnipeg
WINNIPEG, Canada: Pakistan’s High Commissioner to Canada, Tariq Azim Khan, has inaugurated the first ever Muhammad Ali Jinnah Park at Winnipeg, Manitoba on Sunday. Addressing on the occasion, the high commissioner said that credit goes to the vibrant Pakistani-Canadian community in Manitoba for succeeding in naming of first ever Public Park in North American country to be named after Muhammad Ali Jinnah, the founder of Pakistan. Hundreds of people across Canada attended the ceremony, says a press release. He paid glowing tributes to the great sacrifices rendered by their founding fathers in order to have a separate homeland for Muslims in the Subcontinent. The high commissioner, while appreciating the struggle of the Pakistani community, referred to the quote of Quaid-e-Azam Mu-
hammad Ali Jinnah, “With faith, discipline and selfless devotion to duty, there is nothing worthwhile you cannot achieve”. He said that the community in Winnipeg is promoting and showcasing Pakistani culture and soft image through holding of cultural galas and they are acting as a bridge in promoting understanding between communities. Dr Rashid Bahri, community leader who led the campaign for Jinnah Park said, “Muhammad Ali Jinnah is closer to the heart of people of Pakistan and this park will remind our future generations about our great leader”. Masrur Khan, President PSA Manitoba said that today is historic day for Pakistanis in Canada and naming a park after Muhammad Ali Jinnah’s name shows how much migrant Pakistanis love the founder of Pakistan.
