A
T long last a team, a direction and an idea is emerging of what this government is going to be all about. It has taken more than eight months of floundering, but now finally a team is being put into place that, at the very least, can be considered serious contenders for the posts they are entering. The only problem for Imran Khan now will be this: the shape of what is emerging is in fact no different from what preceded him. There is a direction, a road forward, but it is the same direction and the same road that the three governments prior to his have walked. In important ways, even some of the people doing the driving are the same. This has been said before, but it bears repeating: once the macroeconomic adjustment under the auspices of the IMF programme gets under way (after the budget), it will shape and guide the conduct of this government almost totally. The adjustment will afford few ribboncutting ceremonies, and breezy promises and photo ops will appear like empty gestures in the face of the large contraction it will induce in the economy, squeezing purchasing power and slashing jobs. Politicians who smile and wave at their constituents during times of rising inflation and unemployment often become targets of derision and ridicule. Prime Minister Imran Khan will have to adjust his political style and narrative accordingly.
Once the macroeconomic adjustment under the auspices of the IMF programme gets under way, it will shape the conduct of this government.

The Emerging Team With Reza Baqir entering the State Bank, some whispers of Egypt and its recent experience with an IMF programme have been in circulation. He was the Fund’s resident representative in Egypt during the years that country implemented a very tough programme, from 2016 onwards. That was a $12 billion Extended Fund Facility that is now drawing to a close as the last of the benchmarks are now being implemented. All IMF programmes look alike from a distance, but differences emerge once one takes a closer look — mainly because every country is unique. It is the same in the case of Egypt and Pakistan. For example, Egypt suffered from a sharp fall in foreign exchange reserves following a gruelling slowdown in the economy after the events of 2011 and the ouster of Hosni Mubarak. Growth averaged 2.5 per cent per year between 2011 and 2016, unemployment crossed 13pc, inflation hit 14pc, the fiscal deficit touched 14pc of GDP by 2013, and the gross debt of the government crossed 90pc of GDP in 2014. All these indicators in Pakistan are better today. Gross debt is closer to 86pc of GDP, inflation is less than 9pc, the growth rate is closer to 3pc, fiscal deficit at its worst will still come in at less than 8pc of GDP, and so on. Egypt’s projected external-debt-servicing requirements are still smaller than what projections for Pakistan show, so perhaps the future is more intense for us than it is for them, but for the moment Pakistan seems to have it a little easier. What complicated things for Egypt is the enormous role that subsidies
play in government expenditures there. They subsidise almost everything from fuel to bread to tobacco, to the point where almost a quarter of total government expenditure is on subsidies (the same proportion is less than 5pc here). Being a net food and energy importer, Egypt has very limited room to roll back these subsidies without inflicting significant pain on its populace. That is what they have had to do under the programme, which has seen large devaluation of the Egyptian pound (there was a 48pc devaluation in one year in 2016) and scale back subsidies to the point where they are now promising “full-cost recovery” in some fuel segments, even though there has been very limited progress in actually curtailing subsidies in their expenditures. Political turmoil prevented any strong economic focus since the end of Mubarak’s regime, and the turmoil continued until the arrival of Gen Sisi, who ended it basically by ending politics altogether. What seemed like a “revolutionary moment” back in 2011 with the ouster of Mubarak, turned into protracted wrangling during which the economy tanked, only to emerge with the same old status quo that Egyptians have been seeing since at least 1979 — a military ruler and an IMF programme. Egypt’s crisis was far more intense than Pakistan’s in many ways. The size of the fiscal consolidation that they had to undertake over three years was 5.5pc of the GDP compared to the 4.5pc being asked of Pakistan currently. The trust level between the Fund and the government over there appears to be
slightly better than here, given that their programme had two reviews per year, whereas Pakistan has to usually submit to quarterly reviews (though there might be other reasons why this is the case). Reza Baqir, of course, knows all this intimately, having had a frontrow seat in Egypt’s experience with macroeconomic adjustment. Egypt’s government finances are much more invested in underwriting consumption than Pakistan’s, where expenditures are largely focused on paying the government’s bills and development spending (the economy itself is consumption-driven, like most other economies in the world that have undergone liberalisation over the past few decades, but that is a different story). At the end of their programme, the Egyptian authorities have to show a primary surplus of 2pc (even though the overall fiscal deficit remains above 8pc), and this primary surplus has to continue for years to come in order to bring down the levels of overall debt. Similar medicine is being prepared here — a programme that aims to bring government finances into a primary surplus, reduce the overall fiscal deficit, bring about currency flexibility, and restore some sense of sustainability to the economy. In the course of doing this, the Imran Khan government will end up looking no different from any of its predecessors, much like Egypt did by the time they got to undertaking their adjustment. Fasting and prayers were prescribed to mankind in the early monotheist religions, and is known to mankind since ancient times but later such practices including the Divine Scriptures and existence of Creator GOD were virtually eliminated by the Idol worshipers, atheists and so-called Proressive, Pluralists and Moderates anti-GOD. Due to the worship and obedience of human gods such couldn’t fully understand or comprehend the meaning of divine revelation and its obedience. Fasting, prayers, ablution and all the Islamic practices are Scientifically proven beneficial to physical, mentally and spiritually, as it is
connected to the Divine presence. Fasting, expiates sins as well as detoxing the body by eliminating toxin, and the vast benefit of 5 times prayers a direct connection to HIM one obtains moral and spiritual strength, removes tension, worries and depression. Pakistan: Blast near major Sufi shrine in Lahore
Blast outside the Data Darbar shrine kills at least eight people and wounds many more, officials say. Islamabad, Pakistan - At least eight people have been killed and more than 24 wounded in a blast outside a prominent Sufi shrine in the eastern Pakistani city of Lahore, rescue and police officials said. The blast took place on Wednesday morning targeting a police security vehicle outside the Data Darbar shrine in Paki-
stan’s second largest city. The eight people killed included five policemen, provincial police chief Arif Nawaz told reporters shortly after the attack.“We are still investigating whether it was an IED [improvised explosive device] or a suicide attack,” said Ashfaq Ahmed, a senior police official. Footage from the scene showed a badly damaged police vehicle and debris strewn in front of the shrine. “They were elite [police] officers standing there for security at Gate Two of the Data Darbar [shrine],” Ahmed told reporters. Rescue services spokesman Muhammad Farooq told Al Jazeera that at least five of those wounded were in critical condition and being treated at Lahore’s Mayo Hospital. “The rescue operation at the site of the blast has been completed. Investigating agencies are now at the scene and are doing their work,” he said. Nawaz, the provincial police chief, said police were the target of the bombing. “Police were the target because the direction [the attacker] came from, he could have done a lot of damage [in the market], but he went straight to the vehicle,” he said. The Lahore High Court (LHC) on Wednesday reserved its verdict on bail pleas filed by Tehreek-i-Labbaik Pakistan chief Khadim Rizvi and former TLP patron-in-chief Pir Afzal Qadri, and rejected an apology submitted by Qadri over incendiary remarks made by him during a protest against the Supreme Court’s acquittal of Aasia Bibi. Rizvi and Qadri were taken into “protective custody” by the state during a crackdown in November 2018 after the TLP announced it would observe martyrs’ day on Nov 25, 2018. The arrests followed weeks after the TLP led three-day protests across the country against Aasia Bibi’s acquittal. The lawyers from both sides completed their arguments before the two-member bench headed by Justice Qasim Ali Khan today. Court rejects Qadri’s apology The LHC had, in a May 7 hearing, directed Pir Afzal Qadri to submit a “detailed apology” for his controversial remarks after it found his initial public apology missing some key details. When asked to define the “harsh words” Qadri had admitted to using in his apology, his lawyer Hafeezur Rehman Chaudhry said that according to the court record, the former TLP leader had said that the three judges [who acquitted Aasia Bibi] were liable to be killed, that Prime Minister Imran Khan is a Zionist agent and that the Chief of Army Staff (COAS) Gen Javed Qamar Bajwa’s orders were not to be accepted.

I am very sorry for hurting the sentiments of the government, the judiciary and the chief of army staff,” he had said. At the outset, the court directed Qadri’s lawyer to provide a straightforward written apology or accept a decision based on merit. Both judges raised questions over various aspects of the apology as it was shared with the court.

Nawaz back in Kot Lakhpat Jail after hours-long power show
Former prime minister Nawaz Sharif — whose six-week bail in the Al-Azizia Steel Mills case expired on Tuesday — reached Kot Lakhpat Jail a little after midnight on Wednesday after travelling to the prison as part of a convoy comprising hundreds of PML-N supporters and party leaders. Nawaz had left his Jati Umra residence in Lahore for the jail with a procession of PML-N workers led by Maryam Nawaz around 8:30pm. Although the PML-N supremo was meant to reach the prison before midnight, his motorcade progressed slowly due to the traffic jam caused by the supporters. He eventually reached the jail around 12:15am. A heavy contingent of police was deployed on the road adjoining the jail. “Took us four hours to reach Kotlakhpat from Raiwind which is hardly 30 mins drive [...] Now at the entrance. Thank you

Trump pardons former US soldier who killed Iraqi prisoner
US President Donald Trump has pardoned a former US soldier convicted in 2009 of killing an Iraqi prisoner, the White House announced late on Monday. Trump signed an executive grant of clemency, a full pardon, for former Army 1st Lieutenant Michael Behenna, of Oklahoma, Press Secretary Sarah Sanders said. Behenna was convicted of unpremeditated murder in a combat zone after killing a suspected al-Qaeda fighter in Iraq. He was paroled in 2014 and had been scheduled to remain on parole until 2024. A military court had sentenced Behenna to 25 years in prison. However, the Army’s highest appellate court noted concern about how the trial court had handled Behenna’s claim of self-defence, Sanders said. The Army Clemency and Parole Board also reduced his sentence to 15 years and paroled him as soon as he was eligible. Behenna’s case attracted broad support from the military, Oklahoma elected officials and the public, Sanders said.
She added that Behenna was a model prisoner while serving his sentence, and “in light of these facts, Mr Behenna is entirely deserving” of the pardon. Oklahoma’s two Republican senators, James Lankford and Jim Inhofe, hailed the pardon, thanking Trump for giving Behenna “a clean slate.”The American Civil Liberties Union (ACLU) slammed the pardon, saying that it is “a presidential endorsement of murder”. “Trump, as commander-in-chief, and top military leaders should prevent war crimes, not endorse or excuse them,” said Hina Shamsi, the director of the ACLU’s National Security Project, in a statement to US media. Behenna acknowledged during his trial that instead of taking the prisoner home as he was ordered, he took the man to a railway culvert, stripped him, and then questioned him at gunpoint about a roadside bombing that had killed two members of Behenna’s platoon. Behenna, a native of the Oklahoma City suburb of Edmond, said the man moved towards him and he shot him because Behenna thought he would try to take his gun. Oklahoma’s attorney general first requested a pardon for Behenna in February 2018 and renewed his request last month. Attorney General Mike Hunter said he believed Behenna’s conviction was unjustified because of erroneous jury instructions and the failure of prosecutors to turn over evidence supporting a self-defence claim. Dozens of mosques, major shrines ‘razed’ in China’s Xinjiang At least 31 mosques and two major Islamic shrines in China’s Xinjiang have been partly or completely demolished since 2016, according to a new report, as Beijing steps up a clampdown targeting Muslims in the northwestern region. An investigation by the Guardian and Bellingcat, published on Tuesday and based on analysis of satellite imagery, said 15 of the mosques and both shrines appear “to have been completely or almost completely razed”. The rest of the structures had guesthouses, domes and minarets removed, according to the United Kingdom-based newspaper and the investigative website. “The demolition of mosques is but the tip of the iceberg when it comes to China’s brutal crackdown on the 12 million Uighur Muslims who live in Xinjiang,” said CJ Werleman, a journalist and author who has collected testimonies from dozens of Uighur refugees.“Credible and corroborated reports and testimony point to evidence authorities are deploying the whole gamut of repressive measures to carry out what can only be described as cultural genocide, including the establishment of a network of concentration camps; accounts of torture, forced marriage, and adoption and sterilisation programmes,” he told Al Jazeera. Among the sites completely destroyed was the Imam Asim shrine, which used to attract thousands of Uighur pilgrims each year. Its mosque and other buildings have been torn down and only the tomb remained, the Guardian reported. Rian Thum, a historian of Islam at the University of Nottingham, called the images of Imam Asim in ruins as “quite shocking”. “Nothing could say more clearly to the Uighurs that the Chinese state wants to uproot their culture and break their connection to the land than the desecration of their ancestors’ graves, the sacred shrines that are the landmarks of Uighur history,” Thum told the
‘No other way’: Iran to reduce commitments to nuclear deal
Iran is expected to announce plans to scale back compliance with a landmark nuclear deal on the anniversary of the United States’s decision to withdraw from the international accord, state media reported on Tuesday. Abbas Araghchi, Iran’s deputy foreign minister, will convey details of the “decision to reduce its commitments” to ambassadors of the five countries still party to the agreement - Britain, China, France, Germany and Russia - at a meeting on Wednesday, state news agency IRNA reported. The US unilaterally withdrew on May 8, 2018, from the 2015 multilateral deal known as the Joint Comprehensive Plan of Action (JCPOA) under which Iran agreed to curb its nuclear programme in exchange for the lifting of biting sanctions. US President Donald Trump has since restored US sanctions and extended them, effectively ordering countries around the world to stop buying Iranian oil or face sanctions of their own. The US also blacklisted Iran’s elite Revolutionary Guard Corps as “terrorists”, and on Sunday, announced it was deploying a naval strike group to the Middle East because of indications of a “credible threat from Iranian regime forces”. Exactly what prompted the US action was unclear, and Iran dismissed the move as “psychological warfare”. But it marked a further step in sharply rising tensions between the Trump administration and Iran. Tehran has continued complying with the deal, and Washington’s European allies, which oppose the US pull-out, have tried and failed so far to come up with ways to blunt the economic impact of the US move. IRNA blamed Iran’s decision to roll back compliance with the accord on the failure of the deal’s remaining partners to save it. The news agency said Hassan Rouhani, Iran’s president, will send a letter to the five countries’ heads of state in order to “clearly emphasise how much Iran has commanded
patience regarding the JCPOA”. In his letter, Rouhani will state that “other parties to the deal have failed to live up to their commitments so that Iran is left no other way but to reduce its commitments,” IRNA said. The news agency also quoted a senior legislator, Hossein Naqavi Hosseini, as saying that Iran’s response to the US moves “will be within the framework” of the 2015 deal. Meanwhile, Mohammad Javad Zarif, Iran’s foreign minister, will explain the “technical and legal details of reduction of Iran’s commitments” in a separate letter to Federica Mogherini, the European Union’s foreign affairs chief, it added. Since the US reimposed sanctions against Iran in November its economy has taken a battering; inflation has shot up, its currency has plummeted and imports are now vastly more expensive. The three European parties to the deal tried to save the accord with a trade mechanism called Instex, meant to bypass reimposed US sanctions, but their attempt was dismissed by Iran’s supreme leader Ayatollah Ali Khamenei as a “bitter joke”. Trump pulled the US out of the nuclear deal calling it “defective at its core”. His administration then issued a list of 12 steep demands for new negotiations, including halting its ballistic missile programme and ceasing support for armed groups in Yemen, Syria and Lebanon, prompting a quick dismissal from Iran. Douglas County sheriff ’s officials said Devon Erickson, 18, and a younger student walked into the STEM School Highlands Ranch Tuesday afternoon and opened fire on students in two classrooms, prompting students to run shouting through the halls or to hide out of sight as gunfire echoed through school. “At the moment no one really knew what was going on so I didn’t know they were bullets,” said seventh-grader Sophia Marks. “I just kind of saw like flashes and we heard bangs.” Within minutes, deputies at a nearby sheriff ’s department substation entered the school and arrested the two suspects after a struggle. Both were students at the school and they were not previously known to authorities, Sheriff Tony Spurlock said. Josh Dutton, 18, told The Associated Press that he was close friends with Devon Erickson in middle school but hadn’t seen him for four years as he went to a different high school. On Sunday, he spotted Erickson at a local light rail station and said he was shocked at how much his friend had changed. Erickson wore all black, a hat and sunglasses, was significantly skinnier and didn’t seem interested in talking. “He said he’d just turned 18 and he owned rifles,” Du-
tton said. A message left at a phone number listed for Erickson’s home was not immediately returned. The shooting took place exactly a week after a gunman killed two students and wounded four at the University of North Carolina-Charlotte. It also comes nearly three weeks after neighboring Littleton marked the grim 20th anniversary of the Columbine school massacre that killed 13 people. The two schools are separated by about 7 miles (11 kilometers) in adjacent communities south of Denver. “Tragically, this community and those surrounding it know all too well these hateful and horrible acts of violence,” White House spokesman Judd Deere said in a statement. The United States government has weighed sanctions against senior Chinese officials in Xinjiang, a vast region bordering central Asia that is home to millions of Uighurs and other Muslim minority people. China has warned that it would retaliate “in proportion” against any US sanctions. “Ramadan is the (month) in which the Quran was sent down, as a guide to mankind and a clear guidance and judgment (so that mankind will distinguish from right and wrong)..” (Q 2:183) he month of Ramadan is one of the most beloved and blessed months in the Islamic calendar. The rewards that a Muslim can reap are manifold and the chance to commit a sin decreased – because no barriers can exist between man and his Lord. The blessings of this month are countless and it is divided into three parts i.e. Ashra (of ten days each). The three ashra of Ramadan each comes with its own sanctions and recompense: the first ashra is Rehmat which entails “Mercy of Allah”, the second is Maghfirah which involves the “Forgiveness of Allah“ and the third one is that of Najat meaning “Salvation”.

B.C. premier calls for independent Modi rocks Delhi as India election moves to capital investigation into high gas prices
After being politically hammered over the issue for weeks, B.C. Premier John Horgan has asked the B.C. Utilities Commission (BCUC) if the body will consider investigating why gas prices in the province have soared in comparison to the rest of the country. In a letter sent to the regulator on Tuesday, Horgan said British Columbians — particularly those in Metro Vancouver and on Vancouver Island — are used to higher gas prices compared to other provinces, but not to this extent.Gas prices have been hovering around a record-high of $1.70 in Metro Vancouver since mid-April.“What British Columbians do not understand and cannot accept is a situation where the price of gasoline, correcting for differences in tax rates, gets increasingly out of line with the prices in the rest of Canada,” Horgan wrote. Opposition Leader Andrew Wilkinson has made gas prices a wedge issue since they shot higher last month, funneling public exasperation in the premier’s direction. A massive billboard emblazoned with “Blame John Horgan,” paid for by a budgeted Legislative Assembly fund, has been put up next to the Alex Fraser Bridge on Highway 91 in Delta — a major thoroughfare for commuters in Metro Vancouver. Wilkinson said “a good chunk” of the reason for high prices is provincial taxation, though Horgan insists
prices have gone up despite there being no change in tax rates. There are a slew of reasons why gas prices are high in B.C. The province grapples with a limited supply: there are only two oil refineries provincewide. To make up the difference, the government brings in petroleum from Alberta through the Trans Mountain pipeline or from other countries, including the U.S. Other factors — such as global markets, time of year and the strength of the Canadian dollar — also affect the price. There are also more than half a dozen taxes on gas, amounting to 60 cents a litre for drivers in Metro Vancouver. But Horgan said the gap between B.C.’s prices and those in other provinces is still too wide, despite those factors. He said refining margins in the City of Vancouver, for example, are also “more than double” the Canadian average. “This suggests that the producers are realizing a significant additional profit margin to fuel sold in Metro Vancouver compared to other jurisdictions. This is not acceptable and British Columbians want answers,” the premier wrote. The Umm al-Qura Calendar of Saudi Arabia & BC’s Moon
F
or several decades Saudi Arabia has employed a calculated lunar calendar which is commonly referred to as the “Umm al-Qura calendar”. It is also followed by several neighbouring states on the Arabian Peninsula. Many Muslim communities in non-Islamic countries also tend to follow the Umm al-Qura calendar as its use in mosques funded by Saudi Arabia and in modern computer software (it is the default Islamic calendar in the Arabic setting of Microsoft software) becomes more and more prevalent. The Islamic Society of North America (ISNA), the Fiqh Council of North America (FCNA) and the European Council for Fatwa and Research (ECFR)have announced in the past that they will also follow the lunar calendar of Saudi Arabia. Nevertheless, the Umm al-Qura calendar is often criticized by other Muslim organisations and communities who base their calendar on the actual sighting of the lunar crescent (hilāl). Especially around the month of fasting (Ramadān) and the month of pilgrimage (Dhu Al-hijja) the Umm al-Qura calendar often causes confusion when the dates observed by different Muslim communities for these major Islamic festivals are found to differ by one, two or even three days. In the past, details of how the Umm al-Qura calendar was actually regulated were difficult to obtain but the general consensus of most specialists was that it was not based on the actual sighting of the lunar crescent. Only recently has more information become available which now makes it possible to reconstruct the calendar adopted on the Arabian Peninsula in the recent past and to

The Astronomical Rules Governing the Umm al-Qura Calendar The dates for Umm al-Qura calendar, used by the government of Saudi Arabia for civil purposes, are now determined at the Institute of Astronomical & Geophysical Research of the King Abdulaziz City for Science and Technology (KACST) in Riyadh from modern astronomical theories of the sun and the moon. In the past, the calculation of the Umm al-Qura calendar has been based on the following astronomical rules: •Before 1395 AH Uncertain: Some sources claim that the computed lunar altitude at sunset had to be at least 9° above the horizon at Mecca but this is not confirmed by the dates listed in a calendar conversion table published in the early 1990s by the King Fahd University of Petroleum & Minerals Research Institute (Dhahran). In about 17.5% of all cases (between 1356 AH and 1395 AH) the lunar month actually started before the astronomical new moon (“Birth of the New Moon”) with the lunar crescent already below the horizon at sunset in Mecca (22.0% of all cases). In only 22.2% of all cases could the lunar crescent have been sighted with the naked eye on the first evening of the lunar month. •From 1395 AH to 1419 AH From the begin of 1395 AH (13 January 1975) until the end of 1419 AH (16 April 1999) the following rule was used: When the astronomical new moon oc-
curs less than 3 hours after Saudi midnight (equivalent with 0h UT or Greenwich midnight) the lunar month begins at the previous sunset – otherwise at the sunset following that. This is equivalent with a lunar age at the start of the lunar month of approximately 15 hours or less. In about 33.7% of all cases the lunar month actually started before the astronomical new moon with the lunar crescent already below the horizon at sunset in Mecca (43.3% of all cases). In nearly all cases (99.3%) the lunar crescent would have been invisible to the naked eye on the first evening of the lunar month. •From 1420 AH to 1422 AH Starting at the begin of 1420 AH (17 April 1999) the following rule was introduced: On the 29th of the month, the next day is the first day of the [new] month if the moonset is after sunset at Mecca or else the next day is the 30th of the month and [...] the day after is the first day of the new month. This was equivalent with starting the month on the first evening when moonset occurred after sunset as observed from Mecca, or more precisely, from the Great Mosque of Mecca (al-Masjid al-Harām) where the Kahba and the revered Black Stone (alHajar al-Aswad) are located. While these rules insured that the lunar crescent would always be above the horizon at the start of the lunar month it was still possible that this occurred before the astronomical new moon. These anomalous month beginnings can occur when the moon is near its most northerly ecliptic lati-
tude, resulting in moonset occurring after sunset at the latitude of Mecca even before the moment of astronomical new moon. Such cases indeed occurred in Rajab 1421 AH and Shahbān 1422 AH, which necessitated the rules to be modified. •Since 1423 AH From 1423 AH (15 March 2002) onwards, the rules for the Umm al-Qura calendar are: If on the 29th day of the lunar month the two following conditions are satisfied, then the next day is the first day of the new lunar month: 1. The geocentric conjunction occurs before sunset. 2. The moon sets after the sun. Otherwise, the current lunar month will last 30 days. Under the current rules the lunar month will always start after the astronomical new moon and with the lunar crescent above the horizon at Mecca (often just barely so). Still, in most cases (about 75%) the lunar crescent will not be visible to the naked eye on the first evening of the lunar month as seen from Mecca (or elsewhere in Saudi Arabia).

Qatar allocates $480m in aid to Palestinians
Qatar said on Tuesday it had allocated $480 million in aid to the cash-strapped Palestinian Authority to support education and health services and provide urgent humanitarian relief. The authority led by president Mahmud Abbas has been hit by the cutting of two of its leading sources of revenues. Washington has ended all bilateral US aid in response to the Palestinians’ severing of contacts after it recognised the disputed city of Jerusalem as Israel’s capital in 2017. A row with Israel has meanwhile led to a halt to transfers of customs duties it levies on goods destined for Palestinian markets. Both Abbas and the leader of Hamas, the rival Palestinian
faction which controls the Gaza Strip, welcomed the Qatari announcement. “The state of Qatar has allocated $300m in the form of grants and loans to support the health and education sectors’ budgets with the Palestinian Authority,” the official Qatar News Agency said. It said Doha had also allocated another $180m in “urgent relief and humanitarian aid and in support of UN programmes in Palestine”. Aid will also go to the power sector to ensure supplies are not interrupted. In a statement on official Palestinian news agency Wafa, Abbas thanked the emirate for its financial assistance, which he said would “contribute to alleviating and supporting the burdens of our people.”
Hamas leader Ismail Haniya said the aid was “a continuation of the unwavering Qatari stances that support the Palestinian people”. In February, Israel decided to deduct around $10m a month from the customs duty it collects on behalf of the Palestinians, corresponding to the amount it said they paid families of prisoners or directly to inmates serving time in Israeli jails. The Palestinians responded by saying they would refuse any funds where unilateral deductions had been made. Israel sees the payments to those who have carried out attacks against Israelis as encouraging further violence. The Palestinian Authority describes the payments as a form of welfare, while the
Palestinian public regards prisoners jailed by Israel as national heroes. Gas-rich Qatar is a major aid donor to the Palestinians, both to Abbas’s West Bankbased Palestinian Authority and to the rival Gaza administration of Hamas. In November, the Gulf state, which is a longtime Hamas ally, committed to providing around $15 million a month in aid to Gaza over six months.
Decision by Turkey’s high election board to stage repeat of last month’s local elections slammed by Western critics. Turkish President Recep Tayyip Erdogan has welcomed a controversial order to rerun
the recent Istanbul local elections after complaints of corruption, claiming a new poll was the “best step” for the country. The opposition has called it a “blow to democracy”. The country’s high election board said on Monday some ballot box committees were formed illegally by district election board members who would face criminal complaints. Main opposition candidate Ekrem Imamoglu was initially declared Istanbul’s new mayor on April 17 after winning the race by a small margin, pending an “extraordinary objection” for a rerun by Erdogan’s party. The ruling Justice and Development
(AK) Party alleged voting irregularities made the results invalid, and said that they had presented the related evidence to the board. The opposition said the AK Party’s claims were baseless and the ruling party was pressuring the election authority. On Monday the election commission ordered that the vote for Istanbul’s mayor should be redone. “We see this decision as the best step that will strengthen our will to solve problems within the framework of democracy and law,” Erdogan said, in a speech to legislators from his AK Party in parliament on Tuesday.
Erdogan slammed those criticising the decision to repeat the election now scheduled for June 23, saying they should know their place. He added that Binali Yildirim, a former prime minister, will once again be the AK Party’s candidate in the polls. One of the critics was German Foreign Minister Heiko Maas, who said the decision to scrap the vote was “not transparent and not comprehensible”.In a statement, Maas said Turkish voters alone must decide on the mayor’s office, adding that basic democratic principles and transparent election rules were paramount.

A Fundraising Dinner held for Al-Ihsan Girl’s School of Bangladesh
By: Mohammad Salahuddin By the grace of Allah (SWT) and your generous support, the fundraising of Al-Ihsan Girl’s School of Bangladesh went well with a record number in attendance. Even though we didn’t reach our goal, we are sure our generous brothers and sisters will help us reach in the upcoming days. We thank you all who participated at this event and who couldn’t because of other needs; may Allah(SWT) shower His blessing on all of you. Special thanks to our fundraiser, Seikh Refaat Mohamed who left his family behind in Toronto and travelled all the way here to raise funds for these destitute children. We also thank all of our volunteers who worked hard to make this event successful. Here is a recap and some recent updates on Al-Ihsan Girl’s School of Bangladesh. Al-Ihsan Girl’s School is located in Hashara, a remote village of Munshiganj district of Bangladesh. Al Ihsan has been diligently working here for last 15 years to help improve the livelihood of the poor and destitute and enlighten them with the light of education. Al Ihsan was founded back in 2004 to serve the underprivileged and needy. The organization started its journey with 30 part-time adult female students in a small tin-shed house. Now, it has a 5-story academic building and 2 two-story buildings for orphans.
Currently the orphanage can accommodate up to 60 children. This center has two independent sections: Al Ihsan Girls’ School and Hifzul Quran Center. By the grace of Almighty, both the sections have their own Qur’an memorizing programs. Al Ihsan provides general education and vocational training to 224 non-resident students at the moment from Pre-K up to grade-8. The Orphanage has 21 orphan children under specialized curriculum focusing on memorization of the holy Quran along with regular studies and vocational training. This institution has become a beacon of confidence for the poor people of the area who could not think of educating their children otherwise. A strict admission criterion is being maintained in the orphanage to ensure that the benefit reaches to the children in most need. The orphanage takes care of all sorts of needs of the orphans under its care. Thanks to the generous support of Muslims around the world. Al-Ihsan provides basic Islamic education to elderly women early in the morning. Al-Ihsan also contributes in the society through initiatives like blanket distribution, deep water-well installation for arsenic free water, tree plantation and distribution of Zakat, fitrana and Qurbani meat. Since 2004, Al-Ihsan installed many water wells in surround vil-
lages. And it is saving thousands of people from this poisonous arsenic. Al-Ihsan also reach out to many natural and humanitarian disaster victims of Bangladesh. Al-Ihsan helped the SIDR cyclone victims in 2007 and installed water-well and temporary shelter at Rohingiya refugee camp in 2018. We still have in our list to upgrade the school up to grade 10 and add 40 more orphans to our orphanage and this could only be possible with your support, cooperation and prayer. Surrey, BC – In his first State of the City Address since returning to the Mayor’s Office on Nov 5, Doug McCallum used the occasion to highlight his commitment to ensuring the promises he made to the voters of Surrey are kept. In the first six months of his four-year term, several projects and initiatives have been put into immediate effect or launched. “I am proud of what has been achieved in the six months since we took office,” said Mayor Doug McCallum. “When I was elected as
Mayor, I had two priorities in mind. The first was to quickly deliver on the wishes of the people of Surrey who gave us the mandate to govern, and the second was to make sure the City of Surrey is continually moving forward by having Council, on behalf of the people, do what is best for our city. The work we have done is just the beginning and we will continue to seize on the momentum we have created to ensure that Surrey is constantly advancing and flourishing.” Two major initiatives were enacted on the evening the new Council was sworn in. Motions were introduced and unanimously passed to begin work on extending the exist-
ing SkyTrain network in Surrey from King George Station to Langley City and to begin work on the creation of a Surrey Police Department. Mayor McCallum also highlighted the following items that were part of his “to do list” that have been acted upon since taking office: •Implement Smart Development to ensure essential services and infrastructure are part of the planning of new communities. •No development in the Agricultural Land Reserve. •Eliminate backlog in building permits. •Hold property tax increase to the Consumer Price Index (Oct. 2018) of 2.9%. •Bring the City of Surrey’s debt load under control by taking a pay as you go approach. •Eliminate pay parking around Surrey Memorial Hospital and at City Hall. •Institute Inadmissible Patrons Program and Surrey Anti-Gang Family Empowerment Program •Bring transparency, accountability and
fairness with the establishment of an Independent Ethics Commissioner at City Hall. •Create Truck Parking and Community Engagement Task Forces •Purchase and protect park land in Campbell Heights. •Begin planning of a new Track and Field facility at Bear Creek Park and a Kabaddi facility. •Increase discount for seniors 70 years and older from 25% to 75% on recreation passes and drop-in admissions. The 2019 State of the City Address also saw the unveiling of a marked Surrey Police vehicle for the first time. With the Surrey Police Transition Report near completion, Mayor McCallum outlined the public engagement outreach that will be occurring once the report is handed over to the provincial government. Residents will have the opportunity to outline their priorities and what they want to see with Surrey Police in the coming weeks.

oday is a great opportunity to talk with Daniel Marc (DM), Operations Director Family Educational Services Foundation (FESF) and Deaf Reach the lead program. Daniel lives and works in Karachi, Pakistan. (The Miracle) Naseer Pirzada: Can you please let our reader know what is the motivation behind this DEAF REACH, School, Training Centers and Colleges in Pakistan? Daniel Marc: Thank you for giving me the opportunity to share some good news from Pakistan. I have been living in Pakistan since December 1986 working in the social development and the last 20 years I have been focusing on the deaf community. It all started when I met Richard (US) and his wife Heidi (P.I.) in Karachi in the mid-nineties. Richard’s oldest son was deaf. As they interacted with the deaf committee they realized that there was an educational gap for the young deaf adults. Richard would take books and magazines to teach them current events, general knowledge, basic reading and writing skills to prepare them for the job market According to estimates, there are over 1 million deaf children in Pakistan - yet less than 5% attend school. (The Miracle) Please tell the readers that the Deaf should be viewed not simply as a disability group, but as a distinct cultural group that communicates in its native language, which is sign language. Daniel Marc: Education is the key to empowerment for this marginalized and underserved community. Established more than 2 decades ago, Deaf Reach Schools, Training Centers & Colleges provide free education and skills development for deaf children, offering them the opportunity of a transformational education, empowering them to achieve gainful employment and an improved quality of life. 7 Deaf Reach campuses located in Karachi,
Hyderabad, Nawabshah, Sukkur, Tando Allahyar, Lahore, and Jhelum comprise a national deaf school network servicing rural areas. (The Miracle): What the educational Programs you have in Deaf Reach? Daniel Marc: The College and BA Program provide a pathway for higher education, one of the few in the country available for deaf students. A donated purpose-built campus with residential facilities in Rashidabad, Sindh serves as a national center of excellence for both deaf education and teacher training. (The Miracle): What services you are providing to those students? Daniel Marc: Daily transport is provided to each student up to a radius of 50 km., and all students are given a healthy lunch daily, improving their nutrition and well-being. Deaf Reach Schools foster a holistic learning approach providing an enabling environment where students can excel, attaining fluency in three languages; Sign Language, English, and Urdu. In addition to academics, each student receives training in a variety of skills ranging from I.T., culinary arts, sewing, embroidery, fine arts, and pottery. Deaf Reach focuses on admission of girl students, and has attained a high female enrolment rate of nearly 40%. (The Miracle): How many students benefitted in this centre till this session? Daniel Marc: To date over 5,000 deaf students have benefitted from the Deaf Reach Program. Technology is used extensively to reinforce learning. Deaf Reach created the first-ever digital Pakistan Sign Language learning resources, providing unprecedented access countrywide to language and literacy skills development for educators, deaf children and their families. Deaf Reach is invested in teacher development, facilitating high achieving students to pursue a career in deaf education and positions of leadership. Over 50% of Deaf Reach’s teaching staff and management are Deaf. Parents and family members are provided transport to attend bi-weekly sign language and literacy classes enabling them to be active participants in their child’s development as well as improve their own literacy skills. Working closely with the corporate sector, Deaf Reach delivers a full circle of opportunity for young deaf adults by providing training in marketable skills and facilitating employ-
ment. To date, over 1,000 deaf youth have entered the job market. (The Miracle): I appreciate of founder, yours and all your team efforts, which you are doing in Pakistan on these Deaf students; now on behalf of you, I will request our BC Pakistanis residents to move forward. The donor appreciation lunch of The Citizens Foundation (TCF) By: Usman Nadeem The donor appreciation lunch of The Citizens Foundation (TCF) Vancouver was held at Guildford Golf Country Club on April 28th,. TCF Pakistan’s Vice President Zia Abbas also flew in and gave an excellent presentation on activities of TCF in Pakistan. Donors appreciated the event overall and were generous in reiterating their commitment to the cause. TCF-Vancouver was able to raise over $5,000 in donations to sponsor TCF schools in extremely impoverished and backward areas of Pakistan. TCF is Pakistan’s largest non-profit organization working
in the field of education. It builds and manages primary and secondary schools in rural areas and urban slums in Pakistan. TCF has a very unique operating model that has achieved remarkable success over the past decade. As of Nov 2018, TCF has expanded its network to over 1,500 operational school units, which is currently providing quality education to more than 240,000 students nationwide. TCF-Canada, one of its international chapters, helps primarily by collecting donations from expatriates and various other organizations. Ramadan nutrition tips to help you celebrate with health and energy
By Sharon Heer, Registered Dietitian, Sehat Program at Fraser Health South Asian Health Institute (SAHI) very year Muslims in our communities, our workplaces and around the world celebrate Ramadan. Ramadan falls in the ninth month of the Islamic calendar. It marks the date the sacred book of Islamic scripture, the Quran, was first introduced to the Prophet Muhammad. Many Muslims spend Ramadan renewing their faith by fasting during the day, praying, and joining charity and community events. It can be challenging to know which foods are best to eat during Ramadan to keep your energy up and body fueled, especially as food and drink can only be eaten at night, from after sunset to before sunrise. Here are some nutrition tips to help you feel your best during Ramadan. 1. Stay Hydrated – Drink Lots of Water! Drinking fluids keeps your body hydrated and replaces water lost during the day. Not drinking enough fluids leads to headaches, fatigue, and difficulty concentrating. Water is the best choice. Keep a reusable water bottle or glass of water with you during nonfasting hours and make a note to sip water frequently. If you do not enjoy the taste of

plain water, add fruit slices and herbs, cucumber slices or mint to your water for more flavour. Avoid beverages that contain caffeine like coffee and tea as caffeine dehydrates the body. Instead choose water, herbal teas, and other decaffeinated beverages. 2. Break the Fast The day time fast is broken by eating a snack. A traditional, healthy choice is eating a few dates paired with low fat milk. Dates are a dried fruit high in potassium, magnesium, vitamin B6, and fibre, and milk is a good source of calcium, water, and potassium. This combination helps replenish electrolytes and rehydrate the body. You can replace dates with other dried fruits such as prunes, apricots, figs, raisins, and peaches. Other ways to include more fluids is enjoying a bowl of soup or a stew. Not only will this add extra fibre but it will hydrate your body as well. 3. Eat a Balanced Meal at Iftar and Suhour Eating a balanced meal after your iftar snack and shortly before the next day’s fast begins (suhour) is important to help you feel your best. The best nutrients to include in a meal are a combination of complex carbohydrates, fiber, and protein. Good complex carbohydrate choices are whole grain bread, pita, oats, cereal, brown
rice, and wild rice. They provide a variety of nutrients to your body like B vitamins, iron, magnesium, and fiber. The fiber in these foods will help you digest food slower and keep you full for longer. Whichever complex carbohydrates you choose, it is important to pair it with a protein food. Protein can come from vegetarian foods and non-vegetarian foods. Good protein choices are meat, poultry, fish, eggs, and meat alternatives such as baked beans, lentils, nuts and seeds, and nut butters. Balance your plate with a serving of fibrous and vitamin rich fruit and vegetables. Here are some meal ideas: Suhour -Oatmeal topped with sliced almonds, chia seeds and fresh or frozen berries. -Whole grain toast topped with smashed avocado and hardboiled egg. Add a side of unsweetened yogurt and berries. -Scrambled eggs with spinach and feta wrapped in a whole wheat pita and a fruit on the side. Iftar -Tandoori spice chicken breast, rice pilaf, and steamed vegetables. -Lamb sprinkled with fresh herbs like thyme with pan roasted potatoes and carrots. 4. Avoid processed, fried, and foods with a
lot of added sugar Since non fasting hours are limited, it is important to limit foods that provide little to no nutritional value. Avoid indulging in highly processed foods like cheese buns, deep fried foods like samosa and pakoras, and sugary foods like sweets and desserts. You may be offered these foods during non-fasting hours by others or you may be used to keeping them in your home. Just remember while they may fill you up right away, they will not provide you with lasting energy through the day. Instead, choose whole foods packed with nutrition that will hydrate your body before the next fasting day begins. May this Ramadan be filled with joy and prosperity for you and your loved ones. Enjoy this time with family and take the opportunity to bond over a healthy, wholesome meal.

Tips to help you keep the Ramadan lifestyle!

By: Samana Siddiqui amadan was great for Sarah. She actually started praying five times a day on time. But once the blessed month is over she fears the momentum, drive and motivation that kept her going will fade out. Sarah is worried that this good habit might not last. But it doesn’t have to be that way. In fact, a number of psychologists agree that a person needs about three weeks to develop a good habit. If you’ve been praying regularly, fasting, controlling your temper, trying to be more patient, or keeping any other good habit during Ramadan, you’re almost sure, Insha Allah, to keep up with it afterwards. Nonetheless, we all slip up. As well, the drive that pushes us to do good in Ramadan is usually not as strong the rest of the year. Here are a few things you can do to maintain the good habits you picked during Ramadan: 1. Make Dua It was Allah who gave you the ability to keep the good habit in Ramadan, and only He can help you maintain it afterwards. Make Dua that Allah helps you not only keep the habit, but that He accepts it and makes it a way for you to grow in closeness to Him. 2. Make it a habit If you want to keep good habits, you’ve got to make sure they remain part of your daily schedule. For instance, fasting. Did you know that the Prophet (peace and blessings be upon him) encouraged fasting on Mondays and Thursdays? He said: A man’s deeds are reported (to Allah) on Mondays and Thursdays and I prefer that I should be fasting when my deeds are reported (Tirmidhi). This is a great way of maintaining the habit so you’re not rusty by next Ramadan. Or for example, were you extra generous during Ramadan? Well, maybe you can portion out a set amount of your weekly or monthly paycheck to a charitable cause to maintain the habit of giving. Make the habit
part of your daily and weekly schedule. The point is to keep the action in practice, and of course gain rewards from Allah. 3. Think about your day each night Evaluating ourselves, our intentions, words and actions, every night is a very good way to maintain good habits (see a sample selfevaluation form). Self-evaluation doesn’t only help you see where you are and where you’ve got to go. It’s also a great reminder of what you were supposed to do and didn’t. Add a question or two (or three or four) about your specific habit into a daily selfevaluation questionnaire. Ask yourself, for instance, how often did I pray today? What was the quality of my prayer? Did I pray on time? etc. These serve to remind you to keep up the habit and do better next time. 4. Evaluate yourself weekly This helps you see the bigger picture. You’ll be able to evaluate on a more long-term level how well you’ve been keeping your habit in practice. You can do the same thing on a monthly and yearly basis. 5. Get a friend to help What are friends for anyway? If you’ve got a close friend you feel you can share your new habit with, let them join you in keeping up with it and keeping tabs on you while they’re at it. This will not only encourage you, but Insha Allah, it’ll deepen your brother/sisterhood as well. Alternatively, look for groups where you can maintain the habit. If, for instance, you memorized Quran regularly in Ramadan and want to keep the habit, join an Islamic study circle focused on memorization. 6. Don’t fall apart once you make one mistake The beauty of Tawbah (repentance) in Islam, is that Allah blesses us with this opportunity to return back to Him after doing something wrong. We should remember that we are humans and that we will err. Only Allah is Perfect. This is why, for instance,

Muslims wait for this sacred month to fast from sunrise to sunset; breaking it with dates, sweet fruit, and other savoury food items that vary culturally. The veteran fasters will often suggest a ‘hack’ to master fasting by eating a small snack followed by a break to pray and then a hearty meal. The lack of food and water can be daunting but is mastered quickly once your body adjusts. The underlying concept is what people usually promote- control your thoughts, mind, and mood when you do not get what you desire. It teaches people to refrain from losing your temper, rash behavior, dishonesty, and promotes embracing those feelings and channeling it to positive reactions. It is a crash course in practising what our religion is truly about. It is to diligently read the Quran and absorb the positive and peace-promoting messages within. It is to embrace the lessons on humility and live a life serving others and finding ways to create a better version of yourself. Magic In The Air All the communities practicing Ramadan will agree that this month goes beyond the religious significance and into a shared feeling by the hundreds surrounding you to the millions globally. Almost all of us can remember being extremely hungry or thirsty during a particularly busy or stressful day but during this month you share the feeling with your neighbours, friends, family, and people all over the world. Everyone is suffering physically and sometimes mentally together for the same purpose. Many might
ask why. Most of us think about the same things during this month and portion our earnings to donate to the needy and overcome all the suffering by feeling a sense of purpose and gratitude for life that only comes with selfless acts of giving. This month should remind us to practice these deeds beyond 30 days and well into the year. Let’s extend this motion to helping others of all religions, race, and backgrounds throughout the year. Good Outcome When we practise these good deeds, we end up training ourselves to think about others and practice that into our thoughts daily. There is a long-term outcome that helps our communities and ourselves in finding peace and content. The month of Ramadan is to teach us to think about the less fortunate and their circumstances on a daily basis and our part in alleviating the hardships. This should be practiced year round and with everyone regardless if they share the same religion as us. In addition to spiritual benefits, we realise the importance of nature in our life. After 16-18 hours of fasting, it is only water that satisfies us. Water, which is scarce and inaccessible to many throughout the world. It is only food made with vegetables and fruit that can bring peace to your body within. A rare sighting for many in countries around the world. We should take this lesson to the level of seriousness it deserves and conserve our resources to what we need and prevent wastefulness that is so prevalent in our

We should not give up trying to pray on time just because we have missed doing so on a couple of occasions. 7. Ask yourself WHY you kept the habit Niyyah or intention is a key to Allah’s acceptance of our good deeds. If we developed a habit to impress others, for instance, we may be able to keep the momentum for a while, but most probably it’ll wear out afterwards. But if we maintained a habit sincerely for the sake of Allah, Insha Allah, not only will we be rewarded for it, but our intention will help us maintain the necessary motivation to continue to do good. 8. Don’t expect the same results If you were ready to spring out of bed in anticipation for Fajr during many of the days of Ramadan, but find yourself barely waking up for the prayer afterwards, don’t be surprised, but don’t become slack either. Good habits are often easy to maintain in Ramadan, the blessed month. The hard part is doing so after the “high” of Ramadan. This is where you’ll have to work hard to force yourself to maintain your habit, whether it’s waking up for Fajr, not smoking, eating less, being more patient, etc.e thankful when you’re able to maintain your habit and think about practical things you can do to keep it up on a regular basis. 9. Work your way up slowly Aisha reported that Rasulullah said: Do good deeds properly, sincerely and moderately, and remember that you shall enter Paradise only through Allah’s Mercy, and also remember that the most beloved deed to Allah is that which is regular and constant even if it is little (Bukhari). The wisdom in this Hadith is tremendous and it is one way of keeping up good habits you have picked
up in Ramadan. For example, let’s say you were motivated to read Quran for half-an-hour on a daily basis in Ramadan. But now that it’s over, you feel sluggish, lazy and want to give it up. Yet, you had wanted to maintain this habit after the blessed month was over. Instead of trying to read Quran for the same amount of time, reduce the time period to as much as you are initially able to do, even if it’s just five minutes a day.If you keep up this ‘five minutes a day’ habit, Insha Allah, you will see the amount of Quran you read will increase slowly but gradually, perhaps even surpassing your Ramadan maximum in the long-term, Insha Allah! 10. Don’t give yourself the option What makes you get up for work in the mornings, no matter how tired you are? What makes you drag yourself out of a warm bed on a cold morning to get ready for school? It’s the fact that you have no option, and you know that there are negative consequences to not going to work (you’ll be fired) or school (you’ll fail). Use the same kind of psychology on yourself when it comes to maintaining your good habit. Tell yourself, for instance, that Allah will be very angry with you if you do not pray Fajr, no matter how cold your room is on a frosty December morning. That in turn can lead to more bad deeds, which could lead to decreased faith, and a downward spiral in your life. And Allah can punish you in various ways in this world as well as the next for not praying. You could lose your job; you could have a family crisis, etc.
Surrey launches Love Where You Live initiative with city-wide staff clean up Surrey, Mayor Doug McCallum launched the City of Surrey’s Love Where You Live campaign which calls for residents, business owners, schools, and community groups to do their part in keeping Surrey clean and beautiful. “Everyday, and especially during this new initiative, we are calling on everyone to participate in keeping the street where you live, and the parks where our children play, clean and welcoming,” said Mayor Doug McCallum. “No effort is too small, and it starts with the street you work or call home. I challenge everyone to take 20 minutes out of your day, once a week, to clean up your property and the space around it.” With a series of community events, challenging residents to get involved in cleaning up streets, parks and town centres, Love Where You Live expands on existing initiatives from now until October 30, 2019. The City will be increasing services during this time, including litter, dumping and graffiti removal. Several beautification projects are also taking place, including increased decorative street lighting, and the installation of street banners representing each town cen-
tre, which aim to increase civic pride. During the launch event, held at City Hall today, staff joined Mayor and Council for a kick-off clean-up event, which was also supported at various civic facilities. Across the city, staff collected litter at their place of work and the surrounding area. “I was proud to see so many city staff step up today to support this initiative. As we head into summer, many families will spend more time outdoors enjoying our beautiful parks and outdoor recreational facilities,” added Mayor McCallum. “I want to thank our city staff and encourage everyone to play a part in the Love Where You Live movement to create a cleaner, healthier and welcoming community.
