Opposition parties up the ante against NAB

Monday evening during a TV talk show that his party would go to the Supreme Judicial Council against the NAB chairman, however, did not reiterate this demand during the news conference. And when the two opposition parties launched the latest attack on the NAB chairman, Special Assistant to the Prime Minister on Information and Broadcasting Dr Firdous Ashiq Awan spoke in defence of the accountability watchdog, advising the opposition to approach courts if it had any complaint about the bureau’s conduct. In response to a question during a briefing on the federal cabinet meeting, Dr Awan stated that NAB was an independent organisation “free of any influence of government or opposition and as a state institution was working according to law and constitution”. She said the government was only a facilitator working to remove hurdles in the way of NAB. Clarifying that she was not speaking on behalf of the accountability watchdog, she criticised the media wing of NAB for not coming out with a response to the opposition’s allegations. “If NAB’s spokesperson will not respond then a communication gap will result in spread of disinformation,” she said. The opposition parties and NAB have been at loggerheads for the past couple of years since the conviction of former prime minister Nawaz Sharif in the Al-Azizia flagship case. Deferred payment facility for oil imports from Saudi Arabia to kick in from July: Hafeez Shaikh
Saudi Arabia’s promised deferred payment facility to Pakistan for the latter’s oil imports will kick in from July 1, under which Pakistan will receive petroleum products worth $275 million every month, Radio Pakistan reported on Wednesday. Quoting a tweet by Adviser to the Prime Minister on Finance Hafeez Shaikh, Radio Pakistan stated that the kingdom will import petroleum products worth $3.2 billion to Pakistan every year for the next three years. The finance adviser said that the facility will “strengthen Pakistan’s balance of payments position”, and thanked Saudi Crown Prince Mohammed bin Salman for “his continuous support for the people of Pakistan”. Minister for Planning, Development and Reforms Khusro Bakhtiar also hailed the
news, adding that the facility would have a positive effect on the stock market. In a statement, Bakhtiar said that the deferred payment facility “will reduce the pressure [created by the] outflow of foreign exchange”. He also thanked the Saudi government for the facility. Last year, Riyadh had agreed to provide a bailout package of $6bn to help resuscitate Pakistan’s worsening economy. According to the agreement, $3bn were to be provided in foreign currency to address Pakistan’s balance of payments crisis. Opposition parties to hold protests, call APC after Eid Salim
Leaders of the opposition parties on Sunday announced their plans to “launch protests inside and outside the parliament after Eidul Fitr” and hold an All Parties Conference (APC) to “chalk out a joint strategy on how to tackle the problems facing Pakistan”.The announcement was made by PPP chairman Bilawal Bhutto-Zardari at a press conference that followed an iftar-dinner he hosted at Zardari House in Islamabad and which was attended by a delegation of arch rivals-turned-allies PML-N and other major opposition parties. “Today we invited all the opposition leaders to this iftardinner and I am thankful that they came,” Bilawal said.“We have decided to keep on meeting to discuss Pakistan’s issues and find solutions to the people’s problems,” Bilawal added before announcing the opposition parties’ plan to launch protests post-Eid. Rs9.98bn contract signed for Mohmand dam project
LAHORE: The Water and Power Development Authority (Wapda) on Tuesday signed a contract of Rs9.98 billion with a joint venture (JV) for consultancy services regarding construction design, supervision and contract management of the Mohmand dam hydropower project. The JV namely Mohmand Dam Consul tants Group (MDCG) is led by Nespak and comprises six partners and seven sub-consultants (four foreign and nine local firms). According to a press release issued here by a spokesperson for Wapda, the
agreement was signed in Islamabad by the Wapda general manager/project director of Mohmand dam, Mohammad Javed Afridi, and MDCG representative Dr Tahir Mehmood Hayat. Federal Minister for Water Resources Mohammad Faisal Vawda, Secretary of Water Resources Mohammad Ashraf, Wapda Chairman retired Lt Gen Muzammil Hussain, Joint Secretary of Water Resources Syed Mohammad Mehr Ali Shah, Wapda members, senior officers and representatives of the consulting firms were present on the occasion. The spokesperson said the Pakistani engi-
neering firm had been assigned the lead role in the contract for consultancy services in such a mega water sector project for the first time in the country’s history for capacity building of local engineering firms and bringing them on a par with known international consultants. The Mohmand dam project is being constructed on Swat river in Mohmand tribal district of Khyber Pakhtunkhwa. Over 2,000 apply for Pakistan visa online ISLAMABAD: Around 2,250 individuals from across the globe have so far applied online to obtain Pakistan’s visa, according to data released by the National Database and Registration Authority (Nadra) on Tuesday. Nadra, which developed the online system of issuing visas to potential travellers to Pakistan, said that 739 applications had been received during a single week starting from May 6. The online visa system was inaugurated by Prime Minister Imran Khan on March 14 offering online visa facility to citizens of 175 countries of the world, in a significant move aimed at opening up Pakistan’s borders to the world.

Moreover, from May 6 to May 12, Nadra said it processed and registered approximately 277,000 people into its database, out of which almost 37,000 received identity documents free of cost. These identity documents were of category types such as Computerised or Smart National Identity Cards (CNIC/SNIC), Family and Child Registration and Pakistan Origin Card (POC). A push for newer and secure Smart identity cards led to an increase of over half a million applicants in 2018. Similarly, Mobile Registration Vans (MRVs) deployed in both urban and rural areas registered over one
million citizens, with a significant increase in registration of females and differentlyabled persons. Nadra said it also established an online webbased application system known as PakIdentity that has enabled 317,307 applicants to process their ID cards from their homes and offices. Additionally, in the week of May 6 to May 12 2019, Nadra cleared more than 500 cases that were either blocked or under verification. Iran’s FM slams US move to shift military hardware to the region, warning it increases the risk of ‘accidents’. Iranian Foreign Minister Javad Zarif warned the United States is “playing a dangerous game” by boosting its military might in the Gulf as the fiery rhetoric between Washington and Tehran continues. Zarif criticised the US move to deploy an aircraft carrier strike group and bomber task force earlier this month in response to an unspecified threat, cautioning that “having all these military assets in a small area is in of itself prone to accidents”. “Extreme prudence is required and the United States is playing a very, very dangerous game,” he told CNN in an interview broadcast on Tuesday. Friction between Tehran and Washington has steadily ratcheted up this month, a year after US President Donald Trump pulled out of a landmark 2015 nuclear accord brokered between the Islamic Republic and several other world powers. Under the deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), Iran agreed to curb its nuclear programme in exchange for sanctions relief. Since then, the Trump administration has pursued a “maximum pressure” cam-
paign against Tehran, which it accuses of being a destabilising actor in the Middle East.

Saudi Arabia to execute three scholars after Ramadan: Report
Sheikh Salman al-Awdah, Awad al-Qarni and Ali al-Omari to be sentenced to death by Riyadh, Middle East Eye reports. Three leading Saudi Arabian scholars being held by Riyadh on multiple charges of “terrorism” will be sentenced to death, according to a report. Citing two government sources and one of the men’s relatives, Middle East Eye on Tuesday reported the three individuals - Sheikh Salman al-Awdah, Awad alQarni and Ali al-Omari - will be convicted and executed after the Muslim holy month of Ramadan concludes next month. There was no comment from Saudi authorities on the report. Al-Awdah is an internationally renowned progressive Islamic scholar described by UN experts as a “reformist”, al-Qarni is a preacher, academic and author, and al-Omari is a popular broadcaster.“They will not wait to execute these men once the death sentence has been passed,” one unnamed source told Middle East Eye. Another Saudi government source said the execution last month of 37 of the country’s nationals was used as a “trial balloon” to gauge the strength of international condemnation, the outlet reported.
Ali al-Ahmad, a longtime Saudi opposition figure and head of the US-based Institute for Gulf Affairs, called the reported move to execute the three prominent men a “crime to terrorise the Saudi citizens into submission”. “The Saudi court system is more or less a kangaroo court system,” al-Ahmad told Al Jazeera from Washington, DC. But Yahya Assiri, founder of ALQST, a Saudi human rights organisation based in London, called the news report untrue in a tweet in Arabic.However, he wrote, “Nothing is beyond the authorities who are oppressive, brutal and ignorant, but also no one has been convicted or executed … This news is harmful to the victim and the human rights situation and our work.” International condemnation The trio are currently awaiting trial at the Criminal Special Court in the capital, Riyadh, according to Middle East Eye, after being arrested in September 2017, when Saudi authorities detained dozens of prominent figures in an alleged anti-corruption crackdown headed by Crown Prince Mohammed bin Salman.

The darkness, sad to say, has always been around, but in May 2014, it found a new lease of life (or was it death?). It spread out slowly and surely across our cities and our villages, our mohallas and our kasbas, and then, like a terrifying beast of prey, began claiming victims. It snuffed out the lives of Pehlu Khan, Mohammad Akhlaq, Mohammad Afrazul and 16-year-old Junaid. Their only “crime” was that they were Muslim. The darkness sowed fear, suspicion and hatred, and turned friend against friend and neighbour against neighbour even as it suddenly
brought into the question the very existence of those who have always been an integral part of Indian society. The darkness looted and pillaged. It ate up livelihoods across India and rendered millions jobless, helpless and even homeless. It brought hundreds of thousands of farmers to death’s door and turned their families destitute. It put paid to the dreams of hundreds of thousands of young men and women longing for a university education.What has been truly odd about this great darkness, though, is that it has been celebrated and feted as if it were the light! Iranian lawmaker says his country does not want direct or proxy war with US
Iran will “under no circumstances” enter a war either directly or indirectly with the United States, a prominent reformist Iranian lawmaker said Wednesday, as both Washington and Tehran try to ease heightened tensions in the region. The reported comments by Heshmatollah Falahatpisheh come after the White House earlier this month sent an aircraft carrier and B-52 bombers to the region over a still-unexplained threat it perceived from Iran. Since that development, Iran has announced it will back away from the 2015 nuclear deal with world powers, an accord that President Donald Trump pulled America out of a year ago. The United Arab Emirates, meanwhile, alleged that four oil tankers were sabotaged off its coast, and Iranian-allied rebels in Yemen have launched drone attacks into Saudi Arabia. Falahatpisheh’s comments, reported by the semi-official ILNA news agency, carry additional heft as he serves as the chairman of the Iranian parliament’s national security
and foreign policy commission. “Under no circumstance will we enter a war,” Falahatpisheh said, according to ILNA. “No group can announce that it has entered a proxy war from Iran’s side.” On Monday, Iran announced it had quadrupled its production capacity of low-enriched uranium. Iranian officials made a point to stress that the uranium would be enriched only to the 3.67% limit set under the 2015 nuclear deal with world powers, making it usable for a power plant but far below what’s needed for an atomic weapon. Police say situation turned ugly when some protesters refused to leave the area and began throwing molotov cocktails. Police in Indonesia have fired tear gas to disperse demonstrators in central Jakarta, after supporters of losing presidential candidate Prabowo Subianto began setting fire to buildings and vehicles and pelted officers with rocks and burning objects. National Police spokesman Dedi Prasetyo said protests against the final results of last month’s presidential election, which showed Prabowo losing to incumbent President Joko Widodo, turned violent late on Tuesday and continued into the early hours of Wednesday. He added that dozens of people had been detained. aylatul Qadr (the Night of Power) is described in the Quran as, “better than a thousand months” (97:3). Any action done on this night such as reciting the Quran, remembering Allah, etc. is better than acting for one thousand months which do not contain the night of Qadr. Allah’s Messenger used to exert himself in devotion during the last ten nights to a greater extent than at any other time.” (Muslim). Allah’s peace and blessings be upon our beloved Prophet. Aisha, may Allah be pleased with her, related that the Prophet said: Look for Laylatul Qadr on an odd-numbered night during the last ten nights of Ramadan (Bukhari). The Prophet said: “Whoever prays during the night of Qadr with faith and hoping for its reward will have all of his previous sins forgiven.” (Bukhari and Muslim recorded from Abu Huraira). Here are some tips of things we can do on the Night of Power and the time before and after it. 1. Take a vacation for Allah We take a break from our jobs for almost everything in life. Why not this time to focus on worshiping and thanking our Creator. If this is not possible at least take a few days off if you can. This can make it easier to stay awake at night to do extra Ibadah, not having to worry about getting to work the next day. It will also facilitate doing Itikaf. 2. Do Itikaf It was a practice of the Prophet to spend the last ten days and nights of Ramadan in the masjid for Itikaf. Those in Itikaf stay in the masjid all this time, performing various forms of zikr (the remembrance of Allah), like doing extra Salat, recitation and study of the Quran. They do not go outside the masjid except in case of emergencies, therefore, they sleep in the masjid. Their families or the masjid administration takes care of their food needs. Itikaf of a shorter period of time, like one night, a day or a couple of days is encouraged as well. 3. Make this special Dua Aisha, may Allah be pleased with her, said: I asked the Messenger of Allah: ‘O Messenger of Allah, if I know what night is the night of Qadr, what should I say during it?’ He said: ‘Say: O Allah, You are pardoning and You love to pardon, so pardon me.’ “(Ahmad, Ibn Majah, and Tirmidhi).
The transliteration of this Dua is “Allahumma innaka `afuwwun tuhibbul `afwa fa`fu `annee” 4. Recite the Quran Perhaps you can choose Surahs or passages from the Quran which you have heard in Tarawih this past Ramadan to recite. If you attend a class where the recitation of the Quran is taught, this is a great time to put your knowledge into practice. 5. Reflect on the meaning of the Quran Choose the latest Surah or Surahs you’ve heard in Tarawih and read their translation and Tafseer. Then think deeply about their meaning and how it affects you on a personal level.(If you want to study the Quran with more understanding, check out Way to the Quran and Access to Quranic Arabic. 6. Get your sins wiped out Abu Huraira narrated that the Messenger said: Whoever stands (in prayer) in Laylatul Qadr while nourishing his faith with selfevaluation, expecting reward from Allah, will have all of his previous sins forgiven. [Bukhari and Muslim). Don’t just pray using the shorter Surahs that you know. Try to make your prayers longer, deeper and meaningful. If you are familiar with longer Surahs, read the translation and explanation and then pray reciting these Surahs, carefully reflecting on the meaning while you pray. Even if you are only familiar with the shorter Surahs, read the translation and explanation beforehand, and then pray reflecting on the message of the Surahs. This is a good way to develop the habit of concentration, even in regular prayers, where many of us tend to be fidgety and/or easily distracted. 7. Make a personal Dua list. Ask yourself what you really want from Allah. Make a list of each and everything, no matter how small or how big it is, whether it deals with this world or not. Allah loves to
hear from us. Once this list is ready, you can do three things: Ask Allah to give you those things Think about what actions you have taken to get those things Develop a work plan to get those things in future. 8. Evaluate yourself. Ask yourself those questions that need to be asked. Do an evaluation of where you are and where you are going. Let this evaluation lead you to feel happiness for the good you have done and remorse for the bad you have done. (see a short and a long evaluation guide) This latter feeling should make it easier to seek Allah’s sincere forgiveness when making the Dua mentioned in tip number one above. 9. Make long, sincere and deep Duas One of the best times to do this is during the last part of the night. Abu Huraira, may Allah be pleased with him, related that the Prophet said: When the last one-third of the night remains, our Lord, the Glorious One descends towards the heaven of the earth and proclaims: Who is that who supplicates for Me, and I grant his supplication? Who is that who begs Me for anything and I grant it to him? And who is that who seeks My forgiveness, and I forgive him? (Bukhari, Muslim). That means for instance, waking up one hour before Suhoor time to ask Allah for anything and everything you want that is Halal. This can be done using the Duas of the Sunnah, but also Dua in your own language, with sincerity and conviction. 10. Memorize a different Dua every night They don’t have to be long. They can be just one line. And be sure to know what they mean generally at least, even if you don’t know the exact translation in English. You can put them on index cards (or and keep them with you during the day, glancing at them
By: Laura El Alam In 2007, our Southern California community was privileged to host renowned reciter of the Quran, Shaykh Mishary Rashid Alafasi, at a local masjid. he shaykh stayed throughout Ramadan and led the tarâwîḥ prayers, and thousands of Muslims traveled to the Islamic Center of Irvine to enjoy the unique and splendid experience. The masjid was filled far beyond its capacity, so spacious tents and enormous carpets were assembled
to provide extra, outdoor prayer space for the worshipers. For me, that Ramadan was especially meaningful because it was the first time our two eldest children (who were our only children, at the time) were mature enough to pray, with focus and patience, alongside my husband and me for more than a few rakʿât. I enjoyed the serenity and beauty of those tarawîḥ prayers immensely . . . except when I was hit by a scooter. No, unfortunately, that is not a typo. While I was in sujûd, a child riding a scooter around the perimeter of the prayer-tent accidentally crashed into me. “Why did a child have a scooter at tarawîḥ prayers?” you may well ask. Well, that was just part of the general chaos! From the moment we had finally located an open parking space in the barely-lit lot that evening, my husband and I had witnessed a carnival-like atmosphere. Dozens of small children ran around, playing games, darting between the cars. It was
nighttime, so their escapades were especially dangerous. “Where are their parents?” we asked each other. But we knew the answer: their parents were inside, praying. The real question was why small children were left to play unattended in a dark parking lot, across a traffic-congested street from the masjid. As soon as he entered the lobby of the masjid, my husband went to discuss the situation with one of the mosque’s leaders. The exhausted brother told my husband that he knew all about the problem of kids running amok; in fact, had just found a threeyear-old child alone, wandering a shopping center near the masjid. The boy had almost entered a busy, dangerous intersection when the brother found him and guided him back to safety. The little boy had been searching for his father who was finally located–after exhaustive searching– near the tea dispensers, chatting with friends. He had assumed his son was somewhere nearby. I am sure there is a story behind each and

during work, while driving, waiting in line, etc.) Then practice them at night in prayer. 11. Have Iftar with the family If you’ve spent Iftar time on weekdays in your cubicle at work alone with a couple of dates, now is the last few days you’ll have this Ramadan to spend with your family. Use it wisely. 12. Take the family to Tarawih Have your spouse and kids missed Tarawih most of Ramadan because you weren’t there to drive them to the Masjid, which is too far away to walk to? If so, do all of yourselves a favor and bring everyone for Tarawih in these last ten nights. 13. Attend the Dua after the completion of Quran recitation Almost all Masjids where the Imam aims to finish an entire reading of the Quran in Tarawih prayers in Ramadan will be completing their recitation in these last ten nights. They may try to end on one of the odd nights and read the Dua at the end of a reading of the Quran. Attend this particular night’s Tarawih prayer with your family. See if you can attend different Masjids’ Tarawih prayers the night they finish reading the Quran. 14. Finish reading a book on the Prophet Read about the Prophet’s life, which can increase your love for him and Islam by seeing how much he struggled for Allah’s sake. It may inspire you to push yourself even harder during these last ten nights. This community is built on sacrifice. 15. Plan for the next year Once you’ve done a self-evaluation, you can plan on where you want to go, at least in the next 12 months. Laylatul Qadr is a great night to be thinking about this (without taking away from your worship), since you’ll Insha Allah, be in a more contemplative state. You may choose to dedicate one night of power for evaluation and one night for planning for the next year. 16. To do list for the Night of Power Make a to do checklist for each Night of Power. This should define how you would like your night, the one better than a thousand months, to be used. Pick things from this list and define the sequence you would like to do things in. This will help you avoid wasting your time in unproductive chats which common in the festive atmosphere of Masjids at the Night of Power. Source: www.soundvision.com

Oftentimes, the father assumes his children are with his wife, and the wife thinks they are with their dad, with the result that the children are completely unattended. Sometimes the parents are so focused on their salah that they don’t notice their child slipping away into the crowd. And let’s face it; some parents don’t take any precautions at all in the masjid. With a –let’s call it “laissez-fair” approach to parenting– they simply tell their children, “Go play while I pray.” Meanwhile, the children at tarawîḥ prayers are often particularly “hyper” due to a combination of factors: staying up past their bedtime, the effects of the crowd and the overload of stimulation, and often the vast amounts of sugar they have consumed at iftâr. The exuberant youngsters run, shout, cry, whine, climb, and weave between the prayer lines. It is a recipe for disaster. To be continued on Page 12

Cabinet to hold emergency meeting in bid State of emergency declared in High Level due to wildfire to save Trans Mountain pipeline expansion
OTTAWA -- Faced with an escalating battle between British Columbia and Alberta as well as a spooked investment community, federal cabinet ministers will gather Tuesday for an emergency meeting in search of a way to convince Kinder Morgan to go forward with its Trans Mountain pipeline expansion. The House of Commons is in the middle of a two-week break, during which times cabinet rarely meets. But ministers are hightailing it back to Ottawa to try and salvage the pipeline project they green-lighted 17 months ago. Kinder Morgan announced late Sunday it was calling a halt to all non-essential spending on the project, giving Ottawa a deadline of May 31 to convince the company and its investors that the pipeline can prevail over the opposition that now threatens to block it.
B.C. Premier John Horgan, however, heads a minority NDP government that clings to power only with the support of three Green party members under an agreement to fight the pipeline. So far, he’s shown no sign of giving in. The pipeline is within federal jurisdiction, but Horgan is trying to use provincial powers to limit how much oil -- ultimately destined for export markets overseas -- can flow through it, effectively killing any reason for expansion. Notley said Monday she expects the federal government to follow Alberta’s lead and put economic and fiscal pressure on B.C. to back off. She also wants Ottawa to use the courts or legislation to assert its jurisdictional authority over the pipeline, and to put its money where its mouth is -- either as insurance for worried investors or even as a stakeholder in the project. Legal, regulatory and financial options are all being considered, Natural Resources Minister Jim Carr said Monday. And Prime Minister Justin Trudeau described a long conversation Sunday with Horgan in which he told him not to intervene in an area of federal jurisdiction.

Officials urge hikers to be prepared after ‘miracle’ Coquitlam rescue
Rescue officials have a reminder for hikers in light of a “miracle” rescue: Don’t leave home without a trip plan. The request comes after two children were longlined to safety following hours alone in rainy conditions on Burke Mountain in Coquitlam, after their father was injured and went for help. “The reason it was miraculous is that where they were, it was extremely rugged, dangerous terrain and we’ve had several calls in the past that have not ended well where people have fallen down waterfalls,” Ian MacDonald, the search manager for Coquitlam Search and Rescue, told CTV News. The father and his two children, a six-yearold girl and a seven-year-old boy, left for a hike to go fishing on Sunday morning. They got lost and fell into a steep creek bed, and the father made the difficult decision to leave the kids to find help. He was able to stop another hiker to call for assistance. Crews had to wait until daylight on Monday morning to resume their search, but had to fly by the children three times to locate them. “They didn’t say much, but they were grin-
ning when we lifted off,” said Al Hurley, a volunteer with Coquitlam Search and Rescue. “It was pretty cool.” CTV News spoke with their mother, Claire Hoogstra, who said the children had only minor scrapes and called the rescue effort “amazing.” “They’re doing pretty well, but they’re just laying down under some blankets. And, my son took a nap when he got home and feels kind of dejected, but he seems to be feeling a bit better now, and my daughter has been pretty animated since she got back and talking about her helicopter ride,” said Hoogstra. “My husband, of course, felt bad about the whole trip and also was very emotional about leaving them. I think he felt like he’d done the wrong thing.” “I was surprised how not scared they were about being out at night. Neither of them said they were that frightened, maybe because they were used to having each other. I was really surprised by it,” she added. Officials are using the ordeal as a reminder to hikers to be prepared, and expect trouble out in the wilderness. “The number one essential, I can’t emphasize this enough, is tell someone where you’re going,” MacDonald said. “We call it a trip plan.” Other hiking essentials include an emergency space blanket, along with first aid supplies and food. Hoogstra said aside from being very hungry following the rescue, the kids are back to enjoying their favorite TV shows. Residents have been told they’ll likely be away from town for at least three days. An evacuation centre has been set up in Slave Lake south of High Level. Fire crews were in town using sprinklers to water down properties overnight. So far 669 people have registered at the evacuation centre in Slave Lake. Officials are ask-

As the summer driving and road trip season ramps up, so is a review into why B.C. gas prices are smashing records, but a look at government policy and taxes isn’t going to be part of that. The province unveiled the terms of reference for an inquiry by the B.C. Utilities Commission. The energy regulator agreed to look into the issue after a request by Premier John Horgan. The terms of reference state the commission will look at the factors influencing retail and wholesale gas and diesel prices since 2015, if refining margins are different from other jurisdictions in the country, why that is, and a review of what measures the province could take to help manage prices. In a statement the Premier also said the terms were broad so the commission could look into issues like price fixing and price gouging to see if those were factors at play. The terms also specify that the commission “may not inquire into the effects of Provincial enactments or policy on gasoline and diesel prices in British Columbia.” That, says energy analyst and lawyer
David Austin, means provincial fuel taxes won’t be part of the analysis. “Cutting the taxes on gasoline, which is the only thing you could do in short term to reduce it, if those taxes are cut the government’s revenues are cut,” Austin told CTV News. Adding a reduction in revenue could also impact programs or other policies. The B.C. ho receives Zakat? The Qur’an (9:60) specifies eight categories for the distribution of Zakat: 1. The poor, 2. The needy 3. Those employed to administer Zakat 4. Those whose hearts are to be reconciled. 5. Those in slavery 6. Those in debt. 7. In the way of Allah 8. The destitute traveller The poor and needy are defined as those whose Zakatable assets are valued below the Nisab level and whose surplus non-Zakatable assets are also valued below the Nisab level. Surplus assets are defined as any non-Zakatable assets that are never used. Someone whose surplus assets are valued above the Nisab level, and who also has Zakatable assets valued below the Nisab level does not pay or receive Zakat. WHAT IS ZAKAT? Zakat is a compulsory act of worship that requires Muslims who own wealth at or over a certain threshold (called the Nisab) to donate a portion of that wealth, typically 2.5%, to those who are eligible. Itis a right the poor have over the rich. The Nisab was set by the Prophet Muhammad (peace be upon him) at a rate equivalent to: 87.48 grams of gold 612.36 grams of silver (Check current Gold and Silver prices) See “How do I calculate my Zakat?” to know which Nisab to use for your Zakat calculation. Linguistically, Zakat is associated with purification and growth. The importance of this pillar is such that in the Qur’an it is mentioned 28 times alongside the observation of Salah, the obligatory prayer. When should Zakat be distributed? Zakat should be paid as soon as possible. At the very latest, Zakat should be distributed one year after the due date as it is a sin to delay disbursement without a valid reason. Where should Zakat be distributed? It is preferred to give Zakat locally if deserving recipients exist. At this time, situations of ex-treme poverty and disaster relief around the world also deserve the community’s support. It is hoped that a suitable balance be-tween local and international contribution will be achieved, God willing. WHO PAYS ZAKAT? Those required to pay Zakat must be: • Adult (have reached puberty) • Muslim (Zakat is not paid by non-Muslims) • Sane • Has complete ownership of the nisab Please note, the three schools of thought other than the Hanafi school state that Zakat

should be paid on qualifying wealth owned by the insane and children. Islam encourages Muslims to seek halal employment and take part in entrepreneurial activity, but in order for commerce to benefit society, Islam places several obligations on those involved in wealth creation. Amongst these is the obligation of Zakat, the third of five pillars of Islam. Scholars state that the giving of Zakat has both an outer and an inner dimension. The inner dimension suppresses the ego, helping Muslims to overcome tendencies such as selfishness and miserliness. The outer dimension involves the purification of a Muslim’s wealth. WHEN & WHERE?When is Zakat paid? Your Zakat year starts on the date your wealth first equaled or exceeded the Nisab. Zakat should then be calculated and paid after one lunar year has passed and every year thereafter on that date. If you cannot remember the date you first became owner of the Nisab, then the date should be estimated. If this is not possible, then a random date should be selected and adhered to. Paying Zakat in Ramadhan is not necessary, although giving charity in this month guarantees greater rewards. WHAT IS ZAKAT AL FITR? Zakat al Fitr (or Sadaqat al Fitr) is a duty that is paid on the occasion of Eid al Fitr and is required of every Muslim, whether male or female, minor or adult, as long as he/she has the means to pay. The head of the household may pay the required amount for the other members. Consult your local mosque for the recommended amount to pay per head. Our calculator below will allow you to easily work out your Zakat payment HOW DO I CALCULATE MY ZAKAT? 1. Cash and liquid investments • Cash and liquid investments are fully subject to Zakat. • You should include cash in all your bank accounts, in your wallet and under your mattress! • If interest has been earned on your liquid investments, then it should be given to charity and only the principal amount should be noted for Zakat purposes. 2. Gold and silver • Gold and silver, in whichever form (jewellery, coin, ingots etc.) are subject to Zakat. The Hanafi school treats all gold and silver jewellery as Zakatable, regardless of whether it is worn or stored. • If you own personal use items made from a mixture of metals, these are only liable to Zakat if half or more of the metal is gold or silver, although some scholars hold that the proportion of gold or silver in any owned asset is Zakatable.

If no such investment is being made, then Zakat is not payable. Please note, if pension monies are able to be invested, care should be taken to invest in a shari’ah complaint investment, and the Zakat liability will be determined by the nature of the investment (property or shares etc. as per points 3 and 4 above). 6. Debts owed to you • Zakat is payable on strong debts, i.e. money that is owed to you that you are confident will be paid. • This may include personal loans to friends and family. • This does not include outstanding wages, dowry, inheritance or assets held in trust (other than assets held under a Bare Trust). For finished goods, this should, therefore, be their retail sale price. For unfinished goods, this should be whatever price you expect the unfinished good to fetch on your Zakat anniversary date. Remember you only pay Zakat if your net assets equal or exceed the Nisab threshold. If you only have gold as an asset, then the Nisab measure for gold must be used. If,however, you have a mixture of assets, then the Nisab level for silver should be used. Although some scholars still maintain that gold should be used regardless, using silver is safer for the payer and more beneficial for the recipients of Zakat. Remember that the Nisab is either 87.48 grams of gold or 612.36 grams of silver. To find out the current monetary equivalent of the Nisab limit, it is necessary to establish the market rate for a gram of gold and silver.... Zakat Due Additional notes It is quite possible that your wealth may fluctuate above and below the level of Nisab during the year. If this is the case then Zakat is only due if wealth is in excess of the Nisab on your Zakat anniversary. Zakat is always paid on the assets owned on the Zakatable date, not on fluctuating amounts during the year or even an average amount. It is permissible to prepay Zakat for future years. However, at the time of payment, the intention must clearly be for future years. In addition, a Zakat calculation should still be made on the Zakat anniversary to make sure that suffi-cient Zakat has been paid. Missed Zakat payments for previous years must be paid as a matter of urgency. A realistic attempt must be made to calculate the Zakat due for each of the years missed. Last but not least, don’t forget to intend specifically the giving of Zakat when you make your payment! 9. Personal liabilities • Certain liabilities can be deducted from your Zakatable assets before calculating how much Zakat you owe. • These include outstanding or overdue living expenses such as a rent payment or utility bill, as well as debts.......... Houthi drone attack ‘hits arms depot’ at Saudi airport in Najran

al-Maliki as saying the Houthis “had tried to target” a civilian site in Najran, without elaborating. Al-Maliki warned there would be a “strong deterrent” to such attacks and described the Houthis as the “terrorist militias of Iran”. Similar Houthi attacks in the past have prompted rounds of Saudi-led air raids on Yemen, which have been widely criticised internationally for killing civilians. Civilian airports throughout the Middle East often host military bases. Americans in Najran? \The New York Times last year reported that US intelligence analysts were based in Najran, assisting the Saudis and a US Army Green Berets deployment on the border. The Pentagon and the US military’s Central
Command did not immediately respond to requests for comment. The Yemen conflict has killed tens of thousands of people since a Saudi-led military coalition intervened with a devastating aerial bombardment campaign in support of the beleaguered government in March 2015, after the Houthis removed President Abd-Rabbu Mansour Hadi and forced him out of Sanaa, the capital. The fighting has triggered what the UN describes as the world’s worst humanitarian crisis with 3.3 million people displaced and 24.1 million - more than two-thirds of the population - in need of aid. Last week, the Houthis launched a coordinated drone attack on a Saudi oil pipeline amid heightened tensions between Iran and the United States.
UN says at least 11 people were killed and 380 arrested in rebel area that surrendered to Syrian government last year. At least 380 civilians have been arrested in Syria’s Deraa and 11 people killed in apparent “targeted killings” since government retook the south-
ern province, according to the United Nations. Marta Hurtado, spokeswoman for the UN high commissioner for human rights, said the 11 cases included a number of civilians and former fighters serving in civilian local councils and the security forces. The killings in Deraa, the birthplace of the uprising against President Bashar al-Assad’s rule, took place despite attempts at reconciliation between the government and former fighters. Deraa surrendered to the Syrian army under a deal brokered by Russia in July last year. Assad’s government offered amnesty to former fighters under the so-called “reconciliation” agreements. The 11 deaths that took place from July 26,
2018 to March 13, 2019 included fatal drive-by shootings, the UN rights office said in a report. The agency said it was not in a position to identify any perpetrators as it has no presence in Syria, which has been gripped by war since 2011. Now, don’t get me wrong. I am not some crabby old granny who has forgotten what it’s like to raise children. As a mother whose youngest is still under a year old, I understand the dilemma: we parents want to join tarawîḥ prayers and we would like our children to have warm and positive associations with the masjid. Ramadan is a time for worship, contemplation, and also celebration; with our renewed energy after breaking the fast, we are all eager to go to the masjid to pray and to exchange greetings with friends. In an ideal world, our children would all pray quietly next to us so that tarawîḥ could be a family affair. But that is not how it usually works. Most people who have prayed tarawîḥ at the masjid know that kids can be a really tiresome distraction in the otherwise serene environment. I am not referring to a little squirming, whispering, and fidgeting; most of us can overlook these minor interruptions. I am talking about the extremely loud and disruptive antics that make it nearly impossible for anyone to focus: babies crying uncontrollably, toddlers shouting and running recklessly, children acting as if they are in a fun house rather than Allah’s house. Oh yes, and scooter collisions. “Well, just have the children stay at home with their mothers,” people frequently suggest. But why should mothers continually have to forgo tarawîḥ prayers at the masjid? While Friday prayers are mandatory for men, tarawîḥ prayers are sunnah, or recommended (not required), for both genders. Another common “solution” is to put the mothers and children in special, soundproof prayer rooms, where the children can make noise and run around while their poor mothers attempt to hear the Quran over a sketchy audio or video feed and try to make sujûd among a thousand scattered Legos. But why should anyone think that supervising children at the masjid is the duty only of the mother?
The Prophet ﷺhimself demonstrated that Muslim men can –and should– take charge of children during salat. He ﷺheld his infant granddaughter during prayer, putting her down when he prostrated and then picking her up again when he stood. (Bukhâri) He allowed one of his grandsons to climb upon his back while he was in sujûd, and even prolonged his prostration so that he did not disturb the boy until he had enough time. (Bukhâri) As the imams of their families, Muslim men have a duty to be positive role models and caretakers for their youngsters at the masjid. Furthermore, many women really enjoy praying at the masjid, particularly during Ramadan. We greatly value the warmth and solidarity we feel when praying shoulderto-shoulder with our sisters. I recall one of my very first experiences at tarawîḥ prayers. The Imam was reciting Surat Maryam, and his voice shook with emotion at the beautiful verses. He had to stop and restart several times because he could not stop crying. I remember my own tears falling onto the rug in front of me, and I noticed teardrops splashing to the left and right of me, as well. In fact, nearly every sister around me was sobbing quietly, their tears of joy and hope and repentance soaking into the rug, binding us with our community and our Creator. Few people want to miss such an experience. Mothers, too, deserve to pray at the masjid –and not cooped up in a room with fifty wriggling, shouting toddlers and a toystrewn floor! So then, if we have young children who cannot sit quietly through several long rakʿât, what is the solution? Here are a few options that have worked for me and my husband over the years: Take turns with your spouse. While one spouse stays home and gets the young children to sleep, the other one goes to the masjid. Then after an hour or two, they switch, allowing both parents to pray several rakʿât

Children At Tarawih Prayers? Continues from page 5
at the masjid. This scenario works best if the masjid is nearby. If it is a far drive, then an alternating-day schedule would probably work better. Take the initiative to organize reliable child care near the masjid during tarawîḥ This will undoubtedly require effort, planning, and some sacrifice, but it might be well worthwhile. The child care could either rely on paid babysitters (with a minimal fee per child) or a carefully-scheduled volunteer effort. Either way, the key is to create a safe and structured environment for the children who are too young to pray or sit quietly in the muṣalla. There must be a reasonable caretaker/child ratio, or chaos will reign. One or two adults cannot supervise dozens of spirited youngsters! Also, to keep the children relatively calm, activities like coloring, story time, or simple games should be provided. Tarawîḥ child care would be a great opportunity to read Ramadan-themed children’s books or to teach kids about concepts like the cycle of the moon or Laylat Al-Qadr. And of course, fathers who plan to use the volunteer-based childcare should not leave it to the women to do all the work. If your children are old enough to pray, but young enough to be tempted to wander off, set the ground rules before the very first prayer. Review proper masjid etiquette with them and clarify which parent is responsible for monitoring which child for the duration of the evening. Explain to the children that they must not leave their parent’s side un-
less they have permission. If possible, allow the kids to blow off some energy after ifṭâr and before tarawîḥ prayers begin. If you have an infant who is too young to stay in child care, my humble recommendation is that you pray at home, unless your child is a very deep sleeper or incredibly undemanding. While some people can block out a child’s cries, many are extremely sensitive to the noise and simply cannot focus. Also, it is not fair to the poor baby to be ignored during long stretches of time while her parents pray. This Ramadan, my youngest child will turn one-year-old, inshâ’Allah. She is breastfed and a light sleeper, so I know I will not be able to leave her with anyone, or keep her quiet and content during the lengthy tarawîḥ So, I will be following my own advice, inshâ’Allah, and staying home every night. During the times when my children were very little, I have always chosen this more pragmatic approach. Although I cannot pray tarawîḥ at the masjid, I do find a great deal of beauty and satisfaction praying in the silence of my own home when everyone else is asleep or at the masjid. During Ramadan we are all eager to earn as many blessings as we can. Praying at the masjid is a wonderful experience. However, we should think of others’ rights and wishes, as well. Our brothers and sisters should be able to enjoy a peaceful and focused environment. If our children will likely be a disturbance to others at tarawîḥ prayers, it is our duty to make suitable arrangements to prevent this. This year, I realize it is once again not my time to attend tarawîḥ prayers. Next year, inshâ’Allah, my daughter will be old enough to stay home, sometimes, with her father while I go to the masjid. And when I do get there, inshâ’Allah, I hope I will be able to enjoy the same peaceful, serene environment that I have tried to ensure for others. Source: https://aljumuah.com/

ICNA Relief Canada (IRC) organized Fundraising Iftar & dinner to raise funds for the international and domestic relief programs particularly Orphan Sponsorship and Water for Life projects. The event was held at the Grand Taj Banquet Hall in Surrey on May 20, 2019. Imam Ahmed Saleem and Abdullah Dad Khan (Director Domestic Programs ICNA Relief Canada) were keynote speakers at the event. The formal proceedings of the program started with a beautiful recitation, by Br Furqan Memon, of the divine book, Holy Qur’an followed by a heart touching nasheed “Ya Rahman” and slide show of ICNA Vancouver’s local activities. Towards the end, the youngest volunteer, Furqan Memon’s call for prayer moved the participants who were already feeling the aura of holiness and compassion ensuing from the speeches of the guest speakers. Around three hundred concerned community members, brothers and sisters, attended the ICNA Relief Surrey’s fundraiser and showed their concern, care and commitment to help their brothers and sisters in need across the globe by their donations and prayers. After video presentations reflecting
Oassis of Urfa (A shelter for Syrian orphan girls), Aagosh (An Orphanage project in Pakistan) and Educational project in Pakistan, Brother Abdullah Dad Khan highlighted the importance of helping these brothers and sisters in need. He quoted that we should put ourselves in the shoes of those brothers and sisters who are going through hardship to get the feeling and motivation to help them. He urged the participants to show compassion and empathy, instead of mere sympathy. He also emphasized the Orphan Sponsorship program and said that by spending $600 per annum, or $50 per month you can take care of an orphan. Imam Tarek explains that Prophet Muhammad PBUH said that whosoever will take care of an orphan will be with me in the paradise, like two fingers are together. He further added that helping these brothers and sisters is actually helping our selves in the hereafter, inshaAllah, as this will please Allah swt who promises to multiply the rewards of good deeds in Ramadan Kareem. The only vehicle which could take 49-year old Saleem Ameer to the hospital was engulfed in flames.

B.C. minister denies ex-staffer’s claim she accepted money for visa reference letters For a second day, the BC Liberals raised serious allegations about the conduct of an NDP cabinet minister. The concerns about Jinny Sims, minister of citizens’ services and MLA for Surrey-Panorama, come from a staffer fired after weeks on the job. Sims is denying any wrongdoing after writing “visa support letters” for Pakistani citizens who were later found to be on a security watch list. During Question Period Tuesday, the Liberals put Sims in the hot seat. “Despite being caught last year, this same minister continues to purposefully circumvent the system that she has sworn to uphold,” MLA Peter Milobar said. The allegations came from a letter written by an ex-employee, and involve “the attempts to bring foregin nationals into the country that were on a security list in exchange for money,” Liberal MLA Mike de Jong said.
Speaking to reporters after QP, Sims said, “I wrote a letter, but no money was ever discussed. As an MP, I used to write these letters.” She said she never received any money. Visa support letters are common practice, she said, but she admitted it was a mistake to include her job title. “In this case, I knew some of the people who were coming,” she said. The former staffer alleges three of the 10 people were rejected due to security concerns.The new accusations came after other questions raised by the same former employee, who claims in a letter that the minister instructed constituency staff to communicate with her by means other than her government email address. “The whistleblower says, ‘I was repeatedly told to never admit the use of personal email for ministerial business as we have to protect
the minister,’” Liberla MLA Jas Johal said. It is alleged that the use of channels including personal email addresses, iMessage and WhatsApp was meant to skirt B.C.’s Freedom of Information rules. “That is a load of nonsense. A load of nonsense. I follow the rules,” Sims said. “In that very same letter, the privacy commissioner stated, ‘For your information the FIPPA – Freedom of Information and Protection of Privacy Act – does not apply to MLAs or the office of a person who is an MLA.” The privacy commissioner’s office has confirmed it’s reviewing a letter related to the issue. Other allegations against Sims include that she traded support for campaign donations. The former staffer outlines in the letter a case involving a Surrey developer. Sims says it’s simply not true, and that money was not accepted in any of these cases.

You’ve probably heard of women smashing glass ceilings, or breaking through barriers faced by females. But in politics there’s also increasing recognition that women may also be vulnerable to falling off what’s known as “the glass cliff.” “The glass cliff basically refers to the fact that parties are willing to choose women as leaders when they don’t really think they’ve got a chance at winning power,” said Mount Royal University’s Lori Williams. Why did Bush go to war in Iraq?
By: Ahsan I Butt Associate Professor at the Schar School of Policy and Government at George Mason University and a Nonresident Fellow at the Stimson Center o, it wasn’t because of WMDs, democracy or Iraqi oil. The real reason is much more sinister than that. Sixteen years after the United States invaded Iraq and left a trail of destruction and chaos in the country and the region, one aspect of the war remains criminally underexamined: why was it fought in the first place? What did the Bush administration hope to get out of the war? The official, and widely-accepted, story remains that Washington was motivated by Saddam Hussein’s weapons of mass destruction (WMD) programme. His nuclear capabilities, especially, were deemed sufficiently alarming to incite the war. As then US Secretary of State Condoleezza Rice said, “We do not want the smoking gun to be a mushroom cloud.” Despite Saddam not having an active WMD programme, this explanation has found support among some International Relations scholars, who say that while the Bush administration was wrong about Saddam’s WMD capabilities, it was sincerely wrong. Intelligence is a complicated, murky enterprise, the argument goes, and given the foreboding shadow of the 9/11 attacks, the US government reasonably, if tragically, misread the evidence on the dangers Saddam posed. There is a major problem with this thesis: there is no evidence for it, beyond the words of the Bush officials themselves. And since we know the administration was engaged in a widespread campaign of deception and

propaganda in the run-up to the Iraq war, there is little reason to believe them. My investigation into the causes of the war finds that it had little to do with fear of WMDs - or other purported goals, such as a desire to “spread democracy” or satisfy the oil or Israel lobbies. Rather, the Bush administration invaded Iraq for its demonstration effect. A quick and decisive victory in the heart of the Arab world would send a message to all countries, especially to recalcitrant regimes such as Syria, Libya, Iran, or North Korea, that American hegemony was here to stay. Put simply, the Iraq war was motivated by a desire to (re)establish American standing as the world’s leading power. Indeed, even before 9/11, then-Secretary of Defense Donald Rumsfeld saw Iraq through the prism of status and reputation, variously arguing in February and July 2001 that ousting Saddam would “enhance US credibility and influence throughout the region” and “demonstrate what US policy is all about”. These hypotheticals were catalysed into reality by September 11, when symbols of American military and economic dominance were destroyed. Driven by humiliation, the Bush administration felt that the US needed to reassert its position as an unchallengeable hegemon. The only way to send a message so menacing was a swashbuckling victory in war. Crucially, however, Afghanistan was not enough: it was simply too weak a state. As prison bullies know, a fearsome reputation is not acquired by beating up the weakest in the yard. Or as Rumsfeld put it on the evening of 9/11, “We need to bomb something else to prove that we’re, you know, big and strong and not going to be pushed around by these kinds of attacks.” Moreover, Afghanistan was a “fair” war, a tit-for-tat response to the Taliban’s provision of sanctuary to al-Qaeda’s leadership. Rumsfeld, Deputy Secretary of Defense Paul Wolfowitz, and Under Secretary of Defense for Policy Douglas Feith considered restrict-
ing retaliation to Afghanistan dangerously “limited”, “meager”, and “narrow”. Doing so, they alleged, “may be perceived as a sign of weakness rather than strength” and prove to “embolden rather than discourage regimes” opposed to the US. They knew that sending a message of unbridled hegemony entailed a disproportionate response to 9/11, one that had to extend beyond Afghanistan. Iraq fit the bill both because it was more powerful than Afghanistan and because it had been in neoconservative crosshairs since George HW Bush declined to press on to Baghdad in 1991. A regime remaining defiant despite a military defeat was barely tolerable before 9/11. Afterwards, however, it became untenable. That Iraq was attacked for its demonstration effect is attested to by several sources, not least the principals themselves - in private. A senior administration official told a reporter, off the record, that “Iraq is not just about Iraq”, rather “it was of a type”, including Iran, Syria, and North Korea. In a memo issued on September 30, 2001, Rumsfeld advised Bush that “the USG [US government] should envision a goal along these lines: New regimes in Afghanistan and another key State [or two] that supports terrorism [to strengthen political and military efforts to change policies elsewhere]”. Feith wrote to Rumsfeld in October 2001 that action against Iraq would make it easier to “confront - politically, militarily, or otherwise” Libya and Syria. As for then-Vice President Dick Cheney, one close adviser revealed that his thinking behind the war was to show: “We are able and willing to strike at someone. That sends a very powerful message.” In a 2002 column, Jonah Goldberg coined the “Ledeen Doctrine”, named after neoconservative historian Michael Ledeen. The “doctrine” states: “Every ten years or so, the United States needs to pick up some small crappy little country and throw it against the wall, just to show the world we mean business.” It may be discomfiting to Americans to say
nothing of millions of Iraqis that the Bush administration spent their blood and treasure for a war inspired by the Ledeen Doctrine. Did the US really start a war - one that cost trillions of dollars, killed hundreds of thousands of Iraqis, destabilised the region, and helped create the Islamic State of Iraq and the Levant (ISIL) - just to prove a point? More uncomfortable still is that the Bush administration used WMDs as a cover, with equal parts fearmongering and strategic misrepresentation - lying - to exact the desired political effect. Indeed, some US economists consider the notion that the Bush administration deliberately misled the country and the globe into war in Iraq to be a “conspiracy theory”, on par with beliefs that President Barack Obama was born outside the US or that the Holocaust did not occur. But this, sadly, is no conspiracy theory. Even Bush officials have sometimes dropped their guard. Feith confessed in 2006 that “the rationale for the war didn’t hinge on the details of this intelligence even though the details of the intelligence at times became elements of the public presentation”. That the administration used the fear of WMDs and terrorism to fight a war for hegemony should be acknowledged by an American political establishment eager to rehabilitate George W Bush amid the rule of Donald Trump, not least because John Bolton, Trump’s national security adviser, seems eager to employ similar methods to similar ends in Iran. Spring is in the air and that means boots on the ground for the 14-member Surrey Natural Areas Partnership (SNAP) team. 14 post-secondary students and recent graduates will be employed from now until the end of August, thanks to the federal government’s Canada Summer Jobs program. They will be working on habitat restoration, urban forest outreach, and tree care. Two more students from high school will be hired for
the summer months. By: Shafi A. Khaled y addiction, we mean “out of control, compulsive dependence on a substance” (e.g., alcohol or drug) or a behavior (e.g., gambling, sex or superstitious divination). Astrology is not viewed as a problem in non-Muslim societies even when it is compulsive. Muslims have had a temporally and spatially successful system of addiction curtailment for over 1400 years. It is a true and tested system unlike any other in the history of mankind. It has aspects of bilateral interdiction: behavior change to impact demand as well as supply. Here, we are interested in altering preferences in order to impact demand. Addiction, theologically, is forbidden among Muslims. While evidence of pockets of addiction exist, its incidence among Muslims is scantily recorded. In 2011-12, there were about 23,573 registered heroin addicts in Malaysia in a population of 29.5m in 2012. Of them 71% were Malays, presumably Muslims. It also seems to be the case that Muslim addicts either do not know enough about Islam or do not practice it as much as they should.. “Countries with Muslim majorities have the lowest (<2.5 pure alcohol liters) or near lowest (2.50 - 4.99 liters) consumption per capita in the world. However, they have a higher proportion of alcohol consumed being unrecorded (alcohol outside the official regulatory system; WHO, 2015). Although alcohol consumption has been reported to be stable in most Muslim-majority countries, in a few countries (such as Turkey) it appeared to be increasing (WHO, 2015)”. According to Counseling Muslims: Handbook of Mental Health Issues and Interventions and the Handbook of Arab American Psychology, there are certain considerations that could be looked into when Muslim individuals seek addiction treatment Foremost, it appears:- It is crucial to incorporate aspects of Islam into the treatment program. For example, specialized 12-Step groups should focus on Islamic adoptions of the 12 Steps, such as using the Islamic conceptualization of Allah. - There should be an emphasis on Islamic principles. Counselors and therapists should be individuals the client can identify with. Most often, male counselors should work with male clients, and female counselors should work with female clients, although this may not always be the case. There are other problems in the Muslim Community with respect to identification of and treatment for addiction problems. Viewing it as yet another misfortune that has descended upon a once mighty, well put together community, Muslims are essentially clueless. In reality, as has been true about numerous other issues, having assumed a defensive posture the community has been lackadaisical, slow to anticipate or recognize, make corrections and rise up to the challenge. So, there is little or no empathy, scarce resource, limited concrete data, and little if any institutional response. Predominantly, it is not viewed as a disease but as a self-inflicted, fool-hardy wound and as an act that totally disrespects Islam and is oblivious of the historic context in which Islam initially blossomed. Yet these are our people, our children. We want them to get well and be addiction free. It is a desire of their kith and kin and a duty incumbent on the rest of us. Also, the community has to protect itself from multiple sides: An increase in this group will introduce huge problems down the line. So, it must be addressed right away. Non-Muslims more handy with such issues are going to enter the picture and become the celebrated saviors. That may lead to other better unsaid problems. Yet Muslim society could do a far better job of helping its own addicts and rehabilitating them instead of watching from the sidelines. There are excep-
tions. One such undertaking is the US-based program addressing Sex Addiction among Muslims: www.purifyyourgaze.com. So, to see what may be done to assist fellow Muslims in such a predicament, we have initially displayed the 12 step program developed in the US in the 1930s and directed at Alcoholics. Over time, the same model began to be used for other types of addiction. This element of the approach is a fertile ground for the Muslims, if only they walked the beat and wrote down their analysis and thoughts. Be as it may, it would constitute the long run or strategic template. The short-run or tactical template involves psychological and medical analysis and intervention. The 12 Steps is value-based. It does not address the tactical details that also scream to be taken into consideration. That would be true for a Muslim 12 Steps, too. There is an immense amount of hard work involved in fusing these two strands for a successful therapeutic endeavor. What Are the Twelve Steps of Alcoholics Anonymous? The Twelve Steps are a set of guiding principles in addiction treatment that outline a course of action for tackling problems including alcoholism, drug addiction and compulsion. Step 1: We admitted we were powerless over alcohol—that our lives had become unmanageable. Step 2: Came to believe that a Power greater than us could restore us to sanity. Step 3: Made a decision to turn our will and our lives over to the care of God as we understood Him. Step 4: Made a searching and fearless moral inventory of ourselves. Step 5: Admitted to God, to ourselves, and to another human being the exact nature of our wrongs. Step 6: Were entirely ready to have God remove all these defects of character. Step 7: Humbly asked Him to remove our shortcomings. Step 8: Made a list of all persons we had harmed, and became willing to make amends to them all. Step 9: Made direct amends to such people wherever possible, except when to do so would injure them or others. Step 10: Continued to take personal inventory and when we were wrong promptly admitted it. Step 11: Sought through prayer and meditation to improve our conscious contact with God, as we understood Him, praying only for knowledge of His will for us and the power to carry that out. Step 12: Having had a spiritual awakening as the result of these Steps, we tried to carry this message to alcoholics, and to practice these principles in all our affairs. Where Did the Twelve Steps Originate? “Bill Wilson and Dr. Bob Smith, the two men behind AA, drew their inspiration for the Twelve Steps from the Oxford Group who advocated that all problems rooted in fear and selfishness could be changed through the power of God by following the “Four Absolutes,” a moral inventory of “absolute honesty, purity, unselfishness and love,” and through public sharing/confession. The Oxford Group also believed in the work of American psychologist William James, particularly his philosophy of pragmatism and “The Will to Believe” doctrine (by changing the inner attitudes of the mind, we can change the outer aspect of life), and William Silkworth, MD, one of the first medical professionals to characterize alcoholism as a disease.” “When AA was founded in 1935 by Bill W. and Dr. Bob as a fellowship of alcoholics working together to overcome their drinking problems, the 12 Steps acted as a set of guidelines for spiritual and character development—a blueprint for recovery. The Twelve Steps serve the
same purpose today. As described by Alcoholics Anonymous, following these guidelines “as a way of life, can expel the obsession to drink and enable the sufferer to become happily and usefully whole.”” Now, programs promoting relief from Drug Addiction, Gambling Addiction and Sex Addiction also produce the same 12 Steps. That makes sense. After all, the psycho-social ground, the moral ground and the spiritual ground are common in these afflictions. Further, the 12 Steps above is content hollow from spiritual and moral points of view thereby allowing an individual recovering addict to plug in however much he knows about his faith and however intensely he interacts with it. As a result, the outcomes are uneven. Different addicts from different religions and with different levels of studiousness and religiosity are likely to attain different outcomes. Incidentally, the 12 Steps has been adopted by secular groups who gutted the concept of God from their version. Needless-to-say, the Islamic moral and spiritual bases are very thorough and well-tested. They are not the product of any subsequent Muslim scholars through the ages. They are either direct from the Quran or the Sunnah. There is no known controversy. The objective and the game plan are crystal clear. In writing up a 12 Step approach from the Muslim society’s point of view, we incorporated a known therapeutic step as the first point and lowered the traditional Step 1 to Step 2. Also, since the Muslim experience has been holistic, we make the point at the outset that such a model is for all forms of addiction. So, the recovery foreseen here is in the spirit of entering submission wholeheartedly: udkhulu fis silmi kaffa (2:208).. In Step 7, one will notice a combination of “Istighfar” and Touba”. After all, a genuine repentance needs both of them. Also, in Step 7, we make clear that any confession is to Allah alone, As-Sitteer, and not to any other human being. The original form reflects a Catholic confessional scheme. The Step 11 reflects Suratul ‘Asr. Since Muslim addicts have a reduced knowledge base and habit of practice, our version of 12 Steps seeks a spiritual reintroduction. Having moved the 12th step of the traditional 12 Steps up to the 11th step, we felt that we had to close with a reference to God by invoking ‘Ihsaan’ – the original, non-secular definition of mindfulness. Overrall, in our rendition, while there are certain aspects of creed (aqida), the presence of elements of character (akhlaq) is significant. Using the concept of “la ikraha fiddeen” – there is no compulsion in religion (2:256) and the knowledge that the Islamic approach is holistic, our drafted version of 12 Steps is dubbed ‘Totally Personal Total Choice 12 Steps’. Totally Personal Total Choice 12 Steps 1. Disaster Awareness. Situational awakening about the utterly pathetic, painful, abusive and injurious futility of unmitigated, morbid, singular dependency on alcohol, drugs, gambling, sex, or divination as a safe, secure, balanced, happy, long-lived, stable, promising lifestyle. 2. Helplessness. Feeling inadequate, of being less than self-sufficient, powerless in face of a dark monstrosity that has overtaken normalcy creating umpteenth hazard, strewing random hurdles and “leading from light into darkness”. 3. Hope. Recognizing that there is redemption and hope, “despair and sadness” can be a thing of the past regardless of “the evil whispering of the evasive whisperer, non-human and human, who whispers into the human chest”. 4. God Comprehension. For a direct flight out of chaos and danger into harmony and peace, connecting and forming alliance with “the Supreme Arbiter” of this life and the next, the Composer of the operating manual governing
man’s life and destiny, the Hope of the hopeless, “the One and Only, the Self-Sufficient, the Beginning and the End, the Apparent and the Hidden, the Almighty and the Wise, the Forgiving and the Loving, the Thankful and the Forbearing, the Discounting and the Generous, the Oft-Returning and the Merciful”. 5. Active Obedience. Fully functional submission to God, “the Knower of All Things Covert and Overt, the Knower of All Things Subtle, the Inventor, the Maker and the Shaper (of man)” for forgiveness and guidance for a permanent resolution that brings immediate as well as long lasting, confidence building relief as it uplifts the spirit, heals the heart, educates and calms the mind by separating right from wrong, and kind from harsh, spelling out rights and duties, and the do’s and the don’ts for a wholesome, dynamic private and public life. 6. Inventory. Taking stock – continually, meaningfully recalling the excesses and the follies, the victims and the spoils of a life however imprudent, arrogant, mendacious, treacherous, lecherous, boorish, or wanton it may have been. 7. Repentance and Redirection. Voluntarily atoning to “the Concealer of Sins”: by being transparent and accountable to God Alone for having produced every trash that has blighted own and others’ lives; and as a finality, following the Divine guideline for a life well lived, and whenever possible, making direct or indirect admission and/or material amends to those hurt or harmed. 8. Intentional-Incremental-Consistent. Making all good work intentional and remembering that the job best done in God’s eyes is the one done with regularity even if it is as small as giving an M&M, or failing which “owing to poverty giving a simple smile”, and that failures are designed to test quality of faith and make us stronger through reflection and humility as we pull our act together once again and get back into thick of things. Only then failures will be temporary. One thing to take note: a believer never puts his hand in the same hole twice. 9. Courage of Conviction. Making “Justice and Goodness”, in all forms, a part and parcel of life and steering clear of “lewdness, evil and disruption”. 10. Heart Welfare. For “a sound heart” – the visa to enter Paradise, giving a wide berth to “hypocrisy, vanity in submission, lying and betrayal and standing well clear of slander, backbiting, pride and jealousy”. 11. Serving Self and Others. Assuming dual responsibility by first dutifully rendering “belief and goodness” and then “joining others to promote truth and patience”, allows leading a life without a bleeding account. For example: sharing the obnoxious truth about addiction and its inevitable defeat via hope in God as well as patiently pursuing His commands. 12. God is Number One. Remembering that we have been created only to worship God. So, everything we do, we should do on account of and for God: “my prayer, my sacrifice, the way I live and the way I die are for the Lord of the Worlds”. “No doubt, I am close, responding to the call of every caller when he calls upon Me. So, let them respond to Me and believe in Me so that they may be guided”. True mindfulness is “being able to see God while praying; else, knowing that He sees you when you turn toward Him in submission”! Source: Islamicity

Today is Friday
By: Asma Shmas omeone asked another, “What did you do last Friday?” What did you eat that day?” I couldn’t recall but then I was asked what was done on Mother’s Day and I remembered. We have a good time that everyone gets together and wish each other. We are treated nicely with gifts, flowers and compliments. We have many celebratory days but we need to have a “Change Day”.

We always remember anything we are given as gifts or on our special occasions. Everyone’s level of understanding differs. And people’s status in this life differs. People who are respected highly will receive pricier gifts and others may receive lesser valued gifts. These special days create festive atmosphere. We should make every day as such. Wherein, houses are cleaned and tidy. The days will pass by quickly... Today will become yesterday and soon it will be called “past”. We have our present and whether we want good memories or sweet-bitter memories is up to us. We have the opportunity to make our days special as we want it to be and not negative. Everything has its own place in life and as we have special days we make special efforts but let us not stop there. We are not Super Human Beings

By:Arif Azad HE tragedy of the ongoing Palestinian dispossession has been played out in full view of the world ever since the creation of Israel. In two big waves, 1948 and 1967, the Palestinians were driven out of their land, with large segments becoming refugees in neighbouring countries. The dream the diaspora had of returning to their ancestral land began to fade as Israel expanded its oppressive sway over Palestinian territory, grabbing more land through wars and then through building illegal settlements on Arab lands, which is an ongoing exercise. The total number of Palestinian refugees registered with the United Nations Relief and Works Agency (UNWRA) stands at 5.3 million. Jordan hosts more than 2m refugees, and has operated a largely Palestinefriendly policy in terms of giving passports and citizenship rights to Palestinians, except for those from the Gaza Strip. Syria has been hosting another 526,000 refugees, who enjoy all rights of the local population, except citizenship. The UNRWA runs camps in Gaza and the West Bank. Egypt and Iraq also host thousands of refugees. The Palestinian dream of return is slowly fading away. Lebanon, the smallest of the countries, accepted more refugees in proportion to its local population. It is here that the plight of the Palestinian refugees is the worst in the region. With no access to citizenship since 1948, the bulk of Palestinians have been destined to lead a squalid existence in refugee camps — the most (in)famous ones be-
ing Sabra and Shatila which were the site of a horrific massacre of Palestinians at the hands of Phalange militia with Israeli connivance during the civil war. With the first generation of refugees slowly dwindling, the second generation finds itself limited to the circumscribed life of the camps with no promising future prospects. Palestinians refugees do not have the same rights as other foreigners. Palestinian refugees in Lebanon are barred from entering over 20 professions and cannot buy property. They cannot even make changes to the makeshift structure of the camps. One report by the American University of Beirut found that only 36 per cent of the Palestinian population was employed and only 6pc of Palestinian youth were participating in university training schemes. Though the total number of refugees registered with UNWRA in Lebanon is somewhere in the region of 500,000, the actual figure is reckoned to be less — between 200,000 and 300,000, according to various estimates, while there are between 3,000 and 5,000 Palestinians refugees who are believed to have no identification papers. This group is wholly dependent upon the charity of local NGOs. There are also around 30,000 Palestine refugees from Syria who have fled the civil war there. A Lebanese-Palestinian dialogue committee has identified increasing migration trends among Palestinians from refugee camps in Lebanon. Palestinians are so depressed by their living conditions in the camps that they are desperate to migrate to Ethiopia, and even go as far afield as Brazil, Bolivia and Uruguay. In recent years, the plight of the Palestinians has been worsened by the withdrawal of funding to UNWRA by President Donald Trump’s administration. This has placed an enormous burden on the already scarce social services operated by UNWRA. The funding cuts have seen essential services

The UN resolution upholds the right of return of Palestinian refugees which has been at the heart of the Arab-Israeli talks. As more and more Palestinians flee the life of camps for the West, the dream of return may dim as the Palestinian diaspora in Europe and the West is less likely to press its claims of right of return. However, beyond the politics of return and dispossession, the tragedy of Palestine continues to be enacted in the camps in neighbouring countries where many generations of Palestinian are trapped in a dead-end life.
