Trump as Imran’s umpire

T

HE idea of neutral umpires was given to cricket foremost by Imran Khan. The quaint invention has a longer precedence in diplomacy. Neutral umpires in the arena are called honest brokers. Imran Khan looked delirious with joy when Donald Trump said he could mediate or arbitrate the Kashmir dispute, and claimed to have Narendra Modi’s support if needed. A billion people would pray for Trump’s health, Khan had exulted, or something to that effect. Two questions arise. Can Imran Khan really trust President Trump as an honest and discerning neutral umpire as, say, US Senator George Mitchell was in settling the Irish dispute with Britain 20 years ago? If Trump had the required credentials, he would not have backed a shady initiative with a fistful of US dollars to quell the Palestinian quest for a non-racial democracy in a shared homeland for Jews and Arabs. The embarrassing offer came from Trump’s scandalously over-invested son-in-law. Suppose he dispatches this Man Friday to Srinagar, what would that imply for the Kashmiris, primarily, leave alone the nuclear-armed contestants?

Some do seem to have figured out Donald Trump, and American Democrats are not among them. The young Kim from North Korea has worked well on wrapping the all-powerful president of the most powerful nation on earth round his little finger. India may feel that mediation doesn’t suit its self-cultivated image as a regional power, but it has benefited from it in the past. Not too far behind are the Iranians. They have been at the receiving end of Trump’s more vicious streak. That has not deterred them from standing up for their sovereign pride and what they see as their political reason to exist. Iran is well aware that Trump didn’t terminate the fictional military attack on it by pulling back over his much advertised moral principle of saving 150 Iranian lives. The Iranians know as does the world that Trump has been complicit in the incalculable misery and mass murder in Yemen, and not just with lethal arms he sold to the Saudis in the manner of a Clint Eastwood character for a bag of gold, shooting down the obstructive sheriff the US Congress tried to play. Trump is least bothered about lives. More accurately, he is terrified of

getting stuck like his predecessors in a foreign conflict. In this, he is like Shakespeare’s allegorical cat in Macbeth that wanted the fish without wetting its paws — “Letting I dare not wait upon I would”. The other question related to Trump is purposely facetious. Let us suppose Trump had turned around to Imran Khan at their joint media event, and, instead of offering to mediate or arbitrate on Kashmir, had said words to the effect: ‘Let’s put the question to the very athletic prime minister of Pakistan. He sees my friend Narendra Modi’s group as best suited to usher peace with Pakistan. I’m sure he has some very, very good ideas for believing in Modi. Given his hopes in the excellent man that Modi is, I’m sure he will work out a very good deal with the Indians.’ The facile question has a serious purpose. Khan said some time ago that Modi’s right-wing Hindu Bharatiya Janata Party was best equipped to resolve the Kashmir dispute. Grant all power to Khan and Modi. But where’s the evidence? Given the amazing similarities between the US President and the Indian prime minister, Modi would likely have shredded the deal had

one existed, say, between Manmohan Singh and Pervez Musharraf. Also after Trump’s image, the anger would not be summoned because the deal was bad for India. It would likelier be unacceptable because an opponent he reviled had signed it. And, just as Trump is bent on offering an alternate deal to Iran with a new list of commitments on missile capabilities and political activities in the neighbourhood, Modi too may rehash the old Singh-Musharraf draft with a rider. It could come as the removal of the special status Jammu and Kashmir enjoys in India’s constitution. Modi, like Trump, is a businessman and businessmen are his political base. Ordinarily, non-Kashmiris aren’t allowed to own property in Kashmir, given the special constitutional provisions. To repeal the clause would be euphemism for an economic and physical takeover. At the worst of times between the US and USSR, communication channels remained open. And even then the two needed the mediation of UN secretary general U Thant to terminate the threat that would have ended life on earth in 1962.

Minority Day: Those who convert others by force do not understand Islamic history, PM says

Prime Minister Imran Khan on Monday said there was no precedent in Islamic history for forcefully converting others, and those who do so “know neither the history of Islam, nor their religion, the Quran or Sunnah.” The premier made the remarks while addressing an event around the National Minority Day hosted at the Aiwan-eSadr in Islamabad. The premier said that Prophet Muhammad’s (PBUH) life was a road map for people to follow till the day of judge-

ment. He explained that the Prophet himself had given minorities religious freedom and protected their places of worship, “because the Quran orders that there be no compulsion in religion”.“How can we then take it into our own hands to forcefully convert someone to Islam — either by marrying [non-Muslim] women [...] or on gunpoint or to [by threatening to] kill someone because of their religion?” he asked. ”All these things are un-Islamic. If God hadn’t given his messengers the power to impose their beliefs on someone, who are we [to do so]?” he asked, explaining that the messengers’ duty was only to spread the word of God. Riasat-i-Madina The premier said that since coming to power, he had said that the Riasat-i Madina was the only model for Pakistan, which had been created in the name of Islam. Imran shared that Allama Iqbal had said that when a Muslim rises, they aspire to this model (the model of the state of Madina), and when they fall, they deviate from this model. “This is why I want this model to be studied in the country. What was the Riasat-i-Madina? We are trying that universities teach courses on the Riasat-i-Madina,” he said. According to Radio Pakistan, Prime Minister Imran also said that though the government was merely implementing the law against previous leaders, they were raising a hue and cry. Addressing the ceremony, President Dr Arif Alvi also reiterated that the ideas of the Riasat-i-Madina be brought to Pakistan. Source: dawn.com

Notary Pakistan welcomes around 500 Indian Sikh pilgrims Salim Notary Public for Guru Nanak’s birth celebrations

The government has allowed a special delegation of around 500 Indian Sikh pilgrims to visit Nankana Sahib to inaugurate the celebrations of the 550th birth anniversary of Baba Guru Nanak, the founder of the Sikh religion, the Foreign Office said on Tuesday. A special jatha (caravan) of around 500 Indian Sikh pilgrims crossed over to Pakistan through the Wagah border on Tuesday morning. According to the FO, the pilgrims will commence the celebrations in connection with Baba Guru Nanak’s 500th birth anniversary from his birthplace in Nankana Sahib on Thursday, August 1. According to a statement released by the ISPR later in the day, 476 pilgrims reached Nankana Sahib today. The remaining 24 pilgrims will not be visiting, the statement added. The Pakistan High Commission in New Delhi had issued visas to the Sikh pilgrims who are part of the jatha on July 26. These visas were granted “over and above” the thousands of visas that Pakistan issues every year under the framework of the Pakistan-India Protocol on Visits to Religious Shrines, 1974, the FO said. ”Pakistan feels honoured that celebrations of the 550th birth anniversary of Baba Guru Nanak by Indian Sikhs are being started from Nankana Sahib, Pakistan,” read the press release. It recalled that the Pakistani government is taking a number of initiatives, including the opening of the Kartarpur Corridor, in order to make the upcoming birth anniversary of Baba Guru Nanak memorable and historic. “Government of Pakistan also believes in the policy of promoting visits to religious shrines and people-to-people contacts between Pakistan and India,” the statement added. The delegation’s visit comes a day after Prime Minister Imran Khan said that steps have been taken to facilitate the

Earlier in July, Pakistani officials had claimed making headway on “80 per cent and beyond” issues in the second round of talks with India on the opening of the Kartarpur Corridor that was held after much delay earlier in July. Responding to a question about the number of pilgrims to be allowed to cross over to Pakistan to visit Kartarpur Sahib, FO spokesperson Dr Mohammad Faisal had then said: “We’ll go up to the maximum possible capacity and physical arrangements [to accommodate the pilgrims] whether these are enough for 2,000, 5,000 or 8,000 [pilgrims]. Our intentions are clear, we’re willing and it’s Pakistan prime minister’s initiative.” Source: dawn.com

Death toll rises to 17 as monsoon rains continue to batter Karachi for second day

Intermittent monsoon rains continued to wreak havoc on the ill-maintained electricity and sewerage systems in Karachi, leaving at least eight more people dead on Tuesday, officials and rescue services said. Most of the victims died due to electrocution, taking the death toll since the first spell of rain began on Monday morning in the metropolis to 17. At least seven other people were killed in other parts of Sindh due to rain-related incidents since the downpour started. On Tuesday, at least six people sustained injuries in wall- and roof-collapse incidents in Jodia Bazaar and Gulshan-e-Maymar areas. A nine-year-old girl named Masooma was electrocuted in North Karachi’s Sector 5-3 while she was playing in water outside her

house near an electric pole. An individual named Bakht Azameen was brought dead to the Jinnah Postgraduate Medical Centre after being electrocuted in Hazara Colony. Atif, 19, died due to electrocution in Yusuf Goth and 12-year-old Aabir and 13-yearold Ahmed Umar died after suffering electric shock at a cricket ground in North Nazimabad’s Block L. A 30-year-old man, who could not be identified immediately, was electrocuted in Kharadar. In Gulshan-e-Iqbal’s 13-D, a 22-year-old, Kamran, died when he touched an electric pole outside his home in Block 2. Akmal Khan, 13, died after suffering electric shock inside his home in Korangi’s Qayyumabad area early Tuesday.

Meanwhile, Edhi lifeguards rescued three children who had fallen into the Lyari river at Teen Hatti. The accumulation of rainwater caused one track of the Karachi-Hyderabad M9 Motorway to be blocked completely. As residents of some neighbourhoods complained that they had been facing faced power outages for more than 24 hours, a K-Electric spokesperson, Noor Afshan, told DawnNewsTV that the company had suspended power supply to feeders of some areas as a “precautionary measure”. These areas included Naurus Chowrangi, Habib Bank Chowrangi, Su-

UK PM Johnson’s no-deal Brexit China backs Lam, condemns gamble hammers sterling ‘radical elements’ for HK violence

The British pound tumbled on Tuesday as investors bet Prime Minister Boris Johnson’s Brexit brinkmanship with the European Union could trigger a messy divorce that would sow chaos through the world economy and financial markets. Sterling crashed through trading barriers, falling to an intraday low of $1.2120 in shallower overnight Asian trade, the lowest since March 2017. The pound has lost 3.6 cents since Johnson was named Britain’s new prime minister a week ago. Ever since the 2016 EU referendum, the pound has gyrated to the rhetoric of the Brexit divorce. After the result was announced, it had the biggest one-day fall since the era of free-floating exchange rates was introduced in the early 1970s. Since the 2016 vote, sterling has now lost 28 cents, one of the most significant falls for the currency in recent decades. ”We see more GBP weakness to come,” ING said in a note to clients. “The current sterling meltdown is in line with our view that GBP risks are heavily skewed to the downside given the Brexit uncertainty and rising odds of an early election (our base case).” Johnson, who was hailed by US President Donald Trump as Britain’s Trump, has promised to strike a new divorce deal with the European Union and to energise the world’s fifth-largest economy after what he casts as the gloom of Theresa May’s premiership. On entering Downing Street on Wednesday, Johnson set up a showdown with the EU by

vowing to negotiate a new deal and threatening that, if the bloc refused, he would take Britain out on October 31 without a deal to limit economic dislocation. Tour of the union He told reporters in Scotland on Monday that he wanted to get a new deal but that the government had to prepare for a no-deal Brexit. When asked about his remark during the campaign for the party leadership that the odds on a no-deal Brexit were a million to one, he said: “Provided there is sufficient goodwill and common sense on the part of our partners, that is exactly where I would put the odds.” Many investors say a no-deal Brexit would send shock waves through the world economy, tip Britain’s economy into a recession, roil financial markets and weaken London’s position as the pre-eminent international financial centre. Supporters of Brexit say that while there would be some short-term difficulties, the disruption of a no-deal Brexit has been overplayed and that in the long-term, the United Kingdom would thrive if it left the European Union. Johnson’s ascent has placed an avowed Brexiteer in charge of the British government for the first time since the 2016 EU Brexit referendum. Johnson will tell Welsh farmers on Tuesday they will get a better deal after Brexit, part of a countrywide tour to win support for his “do or die” pledge to leave the European Union by October 31.“I will always back Britain’s great farmers and as we leave the EU we need to make sure that Brexit works for them,” Johnson said before arriving in Wales. “Once we leave the EU on the 31st of October, we will have a historic opportunity to introduce new schemes to support farming and we will make sure that farmers get a better deal. Brexit presents enormous opportunities for our country and it’s time we looked to the future with pride and optimism.” Source: dawn.com

In rare public comments, Chinese spokesman says Hong Kong’s top priority is to ‘punish violent and unlawful acts’.

China has said the anti-government protests in Hong Kong have become a “serious challenge to the rule of law”, reiterating its support for the financial hub’s leader and police in the wake of another day of street clashes. The semi-autonomous territory has been rocked by demonstrations over the past two months that began over changes to extradition laws but have since grown into a wider movement against the Beijing-backed government and alleged police brutality. On Sunday, police repeatedly fired rubber bullets and tear gas to drive back protesters blocking Hong Kong streets with signs and umbrellas. In rare public comments on Monday, a spokesman for Beijing’s top office on Hong Kong policy called on people in the territory “to unequivocally oppose and boycott violence”. “The recent developments, especially the acts of violence by a small number of radical elements, have seriously undermined the broad interests of Hong Kong for prosperity and stability,” said

Security forces in Sudan have fired tear gas and ammunition at demonstrators protesting against the killing of five people, including four students, on Monday. Often, there is no water and electricity, and prices are only rising,” Faisal said. “Our future is unclear and such killings make it worse.” ’Serious’ security sector reform needed General Abdel Fattah al-Burhan, the head of the ruling Transitional Military Council, told reporters on Tuesday the killings in the North Kordofan city of El-Obeid were “unacceptable”. “What happened in El-Obeid is a regrettable and upsetting matter and the killing of peaceful citizens is unacceptable and rejected and a crime that requires immediate and deterrent accountability,” he was quoted as saying by the official SUNA news agency. After the fall of ISIL, a sectarian battle over property in Mosul

Shia and Sunni authorities both claim rights over the same community properties such as mosques and religious sites. Mosul, Iraq - As residents struggle to rebuild Mosul following a fierce nine-month military operation against the Islamic State of Iraq and the Levant (ISIL or ISIS) group in 2017, Sunni authorities are struggling to control properties which have been managed by the community for centuries. Referred to as endowments in the Arab world, these donated properties are set aside as a trust by members of a religious community. They are usually used for places of worship, education, healthcare, or trade, and support the local community by providing sources of social and economic security for

religious authorities. Iraq’s Sunni Endowment (Waqf) Office and tradesmen in Nineveh province have accused the Shia Waqf of carrying out land grabs in Sunni-majority Mosul, claiming ownership over Sunni endowments including tens of properties, mosques, shrines, farmlands and markets. Although the Sunni Waqf has filed complaints with the local and central governments and referred cases to the Ministry of Justice, it says more needs to be done to address the issue amid a years-long battle between Sunni and Shia authorities in Iraq over disputed endowments. FAITH Abu Hurairah narrated that he heard Prophet (peace and blessings be upon him) say,“Whoever performs Hajj and does not commit any obscenity or transgression will return [free from sins] as he was on the day his mother gave birth to him.” (Al-Bukhari)

The hajj pilgrimage and its significance in Islam

By ASSOCIATED PRESS

Over 2 million Muslims from around the world are beginning the five-day hajj pilgrimage Sunday. They will circle Islam’s most sacred site, the cube-shaped Kaaba in the Saudi Arabian city of Mecca, and take part in a series of rituals intended to bring about greater humility and unity among Muslims. Here’s a look at the pilgrimage and what it means for Muslims: What is the purpose of the hajj? he hajj is one of the five pillars of Islam, and all able-bodied Muslims are required to perform it once in their lifetime. The hajj is seen as a chance to wipe clean past sins and start fresh. Many seek to deepen their faith on the hajj, with some women taking on the Islamic hair covering known as “hijab” upon returning. Despite the physical challenges of the hajj, many people rely on canes or crutches and insist on walking the routes. Those who cannot afford the hajj are sometimes financed by charities or community leaders. Others save their entire lives to make the journey. A few even walk thousands of miles by foot to Saudi Arabia, taking months to arrive. What is the history of the hajj? While following a route the Prophet Muhammad once walked, the rites of hajj are believed to ultimately trace the footsteps of the prophets Ibrahim and Ismail, or Abraham and Ishmael, as they are named in the Bible.

T

Muslims believe Ibrahim’s faith was tested when God commanded him to sacrifice his only son, Ismail. Ibrahim was prepared to submit to the command, but then God stayed his hand, sparing his son. In the Christian and Jewish versions of the story, Abraham is ordered to kill his other son, Isaac. Pilgrims also trace the path of Ibrahim’s wife, Hagar, who Muslims believe ran between two hills seven times searching for water for her dying son. Tradition holds that God then brought forth a spring that runs to this day. That spring, known as the sacred well of Zamzam, is believed to possess healing powers, and pilgrims often return from the hajj with bottles of its water as gifts. Why is the Kaaba so important to Muslims? Islamic tradition holds that the Kaaba was built by Ibrahim and Ismail as a house of monotheistic worship thousands of years ago. Over the years, the Kaaba was reconstructed and attracted different kinds of pilgrims, including early Christians who once lived in the Arabian Peninsula. In preIslamic times, the Kaaba was used to house pagan idols worshiped by local tribes. Muslims do not worship the Kaaba, but it is Islam’s most sacred site because it represents the metaphorical house of God and the oneness of God in Islam. Observant Muslims around the world face toward the Kaaba during their five daily prayers. What are the rituals performed during the hajj? Pilgrims enter into a state of spiritual purity

known as “ihram” that is aimed at shedding symbols of materialism, giving up worldly pleasures and focusing on the inner self over outward appearance. Women forgo makeup and perfume and wear loose-fitting clothing and a head covering, while men dress in seamless, white terry cloth garments. The white garments are forbidden to contain any stitching — a restriction meant to emphasize the equality of all Muslims and prevent wealthier pilgrims from differentiating themselves with more elaborate garments. Muslims are forbidden from engaging in sexual intercourse, cutting their hair or trimming their nails while in ihram. It is also forbidden for pilgrims to argue, fight or lose their tempers during the hajj. Inevitably, though, the massive crowds and physical exhaustion of the journey test pilgrims’ patience and tolerance. The first day of hajj The hajj traditionally begins in Mecca, with a smaller “umrah” pilgrimage that can be performed year-round. To perform the umrah, Muslims circle the Kaaba counter-clockwise seven times while reciting supplications to God, then walk between the two hills traveled by Hagar. Mecca’s Grand Mosque, the world’s largest, encompasses the Kaaba and the two hills. Before heading to Mecca, many pilgrims visit the city of Medina, where the Prophet Muhammad is buried and where he built his

first mosque. The second day of hajj After spending the night in the massive valley of Mina, the pilgrims head to Mt. Arafat, some 12 miles east of Mecca, for the pinnacle of the pilgrimage. They scale a hill called Jabal al-Rahma, or Mountain of Mercy. It is here where Muhammad delivered his final sermon, calling for equality and for Muslim unity. He reminded his followers of women’s rights and that every Muslim life and property is sacred. Around sunset, pilgrims head to an area called Muzdalifa, 5.5 miles west of Arafat. Many walk, while others use buses. They spend the night there and pick up pebbles along the way that will be used in a symbolic stoning of the devil back in Mina, where Muslims believe the devil tried to talk Ibrahim out of submitting to God’s will. The final three days of hajj The last three days of the hajj are marked by three events: a final circling of the Kaaba, casting stones in Mina and removing the ihram. Men often shave their heads at the end in a sign of renewal. The final days of hajj coincide with Eid alAdha, or the festival of sacrifice, celebrated by Muslims around the world to commemorate Ibrahim’s test of faith. During the threeday Eid, Muslims slaughter livestock and distribute the meat to the poor.

PM says new NAFTA deal won’t be Kurdish authorities promise to help track ratified until the fall down Canadian orphan trapped in Syria

OTTAWA – Prime Minister Justin Trudeau says Canada’s ratification of the new NAFTA deal won’t happen until the fall, now that the U.S. House of Representatives has wrapped up its summer session without signing off on the agreement. Since the deal was reached, the Liberals have said they intended to move in tandem with the Americans when it comes to ratification of the new North American Free Trade Agreement. With lawmakers to the south leaving Capitol Hill for a five-week break without passing the new deal, Trudeau’s comments seem to chill the prospect of a summer recall Parliament order to see the deal passed in Canada before the federal election campaign begins. If Congress manages to get the new NAFTA ratified after its break and before Trudeau has dropped the writ for the Oct. 21 election, there may be a window of a few days to get it done, but it would have to be before Sept. 15. That’s the latest that the campaign can begin under the current rules. “We of course benefit right now from the existing NAFTA that

ensures that Canadians are well-served with good and reliable access to the North American market,” Trudeau told reporters in Vancouver on Monday. “But we also look forward to ratification of the new NAFTA, but we will do that in line with the American process when it picks up again this fall.” The House of Commons adjourned on June 20, leaving the bill in limbo and members of cabinet cautioning that a summer recall may be required. Trudeau was in Washington, D.C. when the House rose, discussing ratification with U.S. President Donald Trump and Democratic House Speaker Nancy Pelosi. Asked on Monday if he could have done anything more to convince Pelosi of the merits of the deal, Trudeau said he understands the “difficult partisan context in Washington right now between the Democrats and the Republicans.” Canada’s Ambassador to the U.S. David MacNaughton had said earlier in the spring that he expected U.S. Congress to pass the renegotiated USMCA deal by the end of July. Though, the Democrats said they would need to see changes to the agreement before it would receive their backing. In order for the deal — which was reached in late September and signed in November after nearly 14 months of negotiations — to come into force, it needs to be ratified by all three countries in their respective legislative bodies. Mexico has already ratified the new NAFTA.The agreement has been heralded as a win by all three countries although concessions were made, including on access to Canada’s supply-managed sectors. Since the signing, all attention has been focused on ratification given that the existing NAFTA will remain in place until its revamped version is fully ratified. Trudeau’s latest comments offer an indication that if the new NAFTA is not ratified before the writ drops, the Liberals may focus their messaging on the merits of the existing deal and the fact that they were the government to navigate the often contentious renegotiation process. B.C. murder suspect’s father reveals details of troubled life in book

VANCOUVER -- The father of a British Columbia murder suspect has written a book that sheds new light on his mental health, explains harassment convictions involving his ex-wife and provides greater insight into the possible impacts the events had on his fugitive son. Alan Schmegelsky, the father of 18-year-old Bryer Schmegelsky, sent a book to reporters this week titled “Red Flagged,” which he says is a novelization of actual events and fictionalizes some incidents. Bryer Schmegelsky is a suspect in three murders in northern B.C. along with his friend, 19-year-old Kam McLeod, and RCMP are continuing to search a boggy, remote area in Manitoba where they were last seen. The 132-page book, which Alan Schmegelsky said he planned to self-publish this week but now does not intend to publish for sale, reveals new details of his troubled life and his numerous encounters with police and courts. He said he sent the book to reporters to highlight how a “broken system” has shaped him and his son. “My son and I have been treated like footballs. It’s time for some truth,” he said. He writes that he was arrested by Victoria police on Aug. 4, 2008, his son Bryer’s eighth birthday, three years after his acrimonious split with the boy’s mother. In a rambling,

Kurdish authorities have promised they will help a Canadian man locate and visit his 4-year-old niece, who is stranded in a detention camp in northeastern Syria. Her parents and siblings were killed in front of her eyes in the final days of the war against ISIS.The girl’s name is Amira. She was found wandering alone and taken to the al-Hol refugee camp where more than 11,000 foreign women and children are now being detained. Her exact location in the sprawling camp is unknown. According to Amira’s uncle, who lives in Toronto, Canadian government officials have stonewalled his efforts to rescue the child. They have demanded DNA evidence before issuing travel papers to enter Canada. Out of frustration, the uncle is planning to travel to Syria in the hope of finding Amira and eventually, bringing her to Canada. Other countries—France, Sweden, Australia, Belgium—have all rescued orphans with the help of Kurdish authorities who control two camps in the area. But finding his niece may not be easy. He was advised by the region’s foreign affairs minister, Dr. Abdulkarim Omar, not to travel until Amira’s location has been confirmed.“It is very had to find children in the camp because usually they are with someone else and they change their names and don’t admit they have the children with them.” Conditions there are described as desperate,

especially the lack of water and medical care. At least 33 Canadian women and children are detained in the two camps; their husbands were either killed fighting with ISIS, or imprisoned. After an outbreak of stabbings, Kurdish guards have carried out nighttime raids looking for mobile phones, as well as confiscating knives and scissors used for cooking. Some of the women say the guards ransacked their tents and stole whatever valuables they could find. “Today was totally crazy,” said one woman, in a text obtained by CTV News. “They did an all out search and entered every single tent in the camp.” She described masked soldiers with guns surrounding the camp. TransLink adding more rush hour SeaBus sailings

Just in time for the back-to-school season, SeaBus passengers will be able to catch the vessel at Waterfront Station and Lonsdale Quay every 10 ten minutes instead of the usual 15-minute intervals. TransLink announced Monday the new schedule will go into effect September 3, for the following sailing times:“This is wonderful news for the region and particularly those commuting to and from the North Shore,” said City of North Vancouver Mayor Linda Buchanan in a statement. • 7:00am 9:30am, Monday to Friday • 3:00pm - 6:30pm, Monday to Friday The SeaBus will additionally sail up to 20 more times on Friday nights to manage the increased demand during North Vancouver’s Shipyards Night Market. TransLink says the increased rush hour capacity won’t be in effect on stat holidays. The Burrard Beaver, a spare vessel typically reserved to cover maintenance on other vessels, will be put into service to make in-

creased sailings possible. TransLink says if any extended work is required on the ships, they might have to reverse course back to the previous schedule. The transit authority also noted the Burrard Chinook, the newest SeaBus in the fleet, will be put through sea trials over the next few weeks around Burrard Inlet. The additional sailings are part of the TransLink Mayors’ Council 10-Year according to TransLink. Source: ctvnews.ca

An external review has found that Vancouver’s incentive programs have so far been successful in delivering purpose-built rental housing, but more needs to be done to meet the city’s need. According to a study prepared by CitySpaces Consulting, the city’s rental incentives have resulted in the approval nearly 8,700 new rental units since 2009, a significant increase to Vancouver’s rental supply. But the study also acknowledged that rental units remain in short supply. “There continues to be a significant shortfall of rental supply throughout the region, created by decades of very limited new construction,” the report read. “While the City of Vancouver and other municipalities in the region have turned the trend away from a net loss of rental units towards a net gain of new starts, the cumulative shortfall remains considerable.” One of the main barriers remains the financial attractiveness of condos over rental units.A separate financial review conducted

by Coriolis Consulting found that under the current model, developers will continue to prefer condos over purpose-built rentals on fiscal grounds.“Even with the existing incentives … market rental apartment development only generates an estimated profit margin in the range seven per cent to 11 per cent at the sites that were tested,” Coriolis wrote. Source: ctvnews.ca

Rental housing: More incentives needed to meet Vancouver’s need, review finds profanity-laden recollection, he explains how he was sentenced to probation because he had no criminal history at the time. Court records show he was charged with criminal harassment in December 2008. He was found guilty of the lesser offence of disobeying a court order. He returned to court numerous times over the next decade.A new criminal harassment charge was filed in 2012 and a number of breach of probation charges were added in 2014. He was later found guilty of the criminal harassment charge and some probation charges. In 2016, he was found guilty of two additional criminal harassment charges, and in January 2018, he was found guilty of another criminal harassment charge and two breach of probation charges. Newcomers make our communities stronger

By Premier John Horgan Earlier this month, I visited Welcome House, a place of refuge for people who are new to B.C. Welcome House provides housing, child care, a medical clinic, free English classes, and support for people who have experienced trauma, all under one roof. Many of the families who use the services at Welcome House have never known a home that is welcoming. Many were born in refugee camps, their families forced to flee because of persecution or violent conflict. Because of this, many refugees arrive without personal belongings or a plan for settlement.Through Welcome House, Immi-

grant Settlement Services BC and its partners provide wrap-around services to help families start a new life and make B.C. their permanent home. When I arrived at Welcome House, I was greeted by a family that had recently arrived in B.C. from Iran. They had fled Iran because of the religious persecution they experienced and spent 5 years in a refugee camp before coming to Canada. I was moved when one of the sons handed me a bouquet of flowers. He thanked me, and all British Columbians, for welcoming him and his family to the province. I told him that after all he had been through in his young life, I was proud to welcome him to his new home where he and his family can start a new life. We are facing the largest displacement crisis in history. More than 68 million people around the world are refugees. More than half are under the age of 18. Many have experienced loss and trauma. While others seek to build walls, our government is bringing down barriers. At a time when other jurisdictions are cutting back support for refugees and newcomers, our

government is making different choices. B.C. is investing up to $6 million per year, over the next three years, to improve settlement and employment supports for newcomers. This funding includes more support for refugees seeking asylum, which was increased from $500,000 to $1.5 million. With $6 million in funding support from the federal government, we are also working to identify sustainable solutions for asylum seekers in need of temporary housing. Welcome House also provides services to new immigrants. Although each person’s pathway to arrival is different, immigrants generally leave their home country by choice. Many immigrants arrive in B.C. with valuable education, skills and experience earned outside of Canada that is not always recognized. Our government recently expanded the Career Paths for Skilled Immigrants program, to help skilled newcomers find work that matches their professional experience. This includes helping people get their credentials assessed and providing services like language training. To build a more inclusive and just society, and to make sure every person is treated

In addition to the community clean-up, the Fleetwood BIA has committed to the following initiatives to support local businesses: •An area enhancement grant, up to $1000, to support beautification projects such as painting, flowers and shrub trimming, to create a more inviting atmosphere for customers •A designated BIA Clean Team, in partnership with Milieu Family Services, will provide cleaning and litter removal around the Fleetwood area, Monday through Friday until September •The installation of bike racks in key business locations, designed with artwork by local artists The City also launched Love Where You Live business window decals at the event, to acknowledge the work that businesses do in keeping town centres clean and welcom-

ing. To be eligible for the window decal, businesses must clean-up 20 minutes per week. Decals can be picked up at any Business Improvement Association in Surrey. Businesses can also apply for a façade grant, with the City matching 30% of eligible costs up to $3,000 for commercial prop-

with dignity and respect, our government re-established a human rights commission. The former commission was dismantled in 2002. The commissioner will address issues of discrimination and combat widespread patterns of inequality in society. Refugees and immigrants enrich our province. They are community leaders, public servants, volunteers and entrepreneurs, making B.C.’s communities stronger, more diverse, compassionate and resilient. Together, we can build a more inclusive province, where everyone has the opportunity to build a better future.

Fleetwood Business Improvement Association launches resourcing and programsduring Surrey’s Love Where You Live initiative Surrey, BC – The Fleetwood Business Improvement Association introduced today a series of Love Where You Live resources and programs for local businesses, kicking off their announcement with a community clean-up. Together with Mayor Doug McCallum, local businesses cleaned up 160th street, launching the association’s commitment to the city-wide campaign. “I want to commend members of the Fleetwood Business Improvement Association for the great job they are doing in promoting a clean and beautiful city,” said Mayor Doug McCallum. “Today’s announcement of additional resourcing for businesses creates a sustainable plan to further support and encourage business owners to take part in this campaign. By creating a more welcoming environment for residents and visitors alike it’s a win, win for the community.”

Accused 9/11 mastermind open to testimony against Saudi Arabia Khalid Sheikh Mohammed open to testifying in victims’ lawsuit if US decides not to seek the death penalty against him. Khalid Sheikh Mohammed, the accused alQaeda mastermind of the September 11, 2001 attacks, has indicated a willingness to cooperate in a lawsuit filed by victims seeking damages from Saudi Arabia, if the United States decides not to seek the death penalty against him. Mohammed’s offer was disclosed late on Friday in a letter filed in the US District Court in Manhattan by lawyers representing individuals and businesses seeking billions of dollars in damages, the Wall Street Journal

and Reuters news agency reported on Monday. The Saudi government has long denied involvement in the 2001 attacks, in which hijacked airplanes crashed into New York’s World Trade Center, the Pentagon outside Washington, DC, and a Pennsylvania field. Nearly 3,000 people died. Michael Kellogg, a Washington, DC-based lawyer for the Saudi government, declined to comment. According to the letter, the plaintiffs’ lawyers have been in contact with lawyers for five witnesses in federal custody about their availability for depositions. The lawyers said three, including Mohammed, are housed at the Guantanamo Bay,

Britain said on Monday it was planning a European-led force to escort tankers through the world’s busiest oil shipping lane, the Strait of Hormuz, in response to Iran’s seizure of a United Kingdom-flagged vessel on July 19. According to the letter, Mohammed would not agree “at the present time” to be deposed, but that could change. “Counsel stated that ‘the primary driver’ of this decision is the ‘capital nature of the prosecution’ and that ‘in the absence of a potential death sentence much broader cooperation would be possible’,” the letter said Mohammed and the other Guantanamo detainees have been attending pre-trial hearings in their cases, the letter said. Iran denounced as “provocative” and “hostile” a British proposal for a European-led naval mission to escort tankers in the Gulf amid soaring tensions over the seizure of ships. As 1,000 Syrians arrested in Turkey, crackdown fears intensify Refugees tell Al Jazeera why they worry about being returned to the Turkish province they arrived in, or worse, Idlib. Names marked with an asterisk* have been changed to protect identities Sitting in an inner-city Istanbul park, Ahmad* was enjoying music and the company of his friends, until someone spotted police walking over. His heart started racing, though calmly he stood up and started walking away, between the trees and out through the park’s gates. He sat for a moment to gather himself and work out his next steps. By this stage he was overcome with fear.

This state of panic has become the norm for hundreds of thousands of Syrians who call Istanbul home, since the Turkish government announced a crackdown on unregistered migrants in the city. Since July 12, Turkish authorities have arrested at least 6,000 unregistered migrants in Istanbul, including 1,000 Syrians, according to Turkey’s Interior Minister Suleyman Soylu. Around one million Syrians live in Istanbul, Turkey’s largest city, though only 547,479 are registered in the metropolis. Of the remaining Syrians, around 350,000 are registered with temporary protection

in other cities within Turkey, and roughly 100,000 are unregistered, according to figures from the Migrant Solidarity Association. For refugees like Ahmad, who fled Syria in 2015 after being imprisoned for participating in protests against the government of President Bashar al-Assad, the current situation in Istanbul reminds him of Syria. He told Al Jazeera he was heavily traumatised by Syrian police, always having to hide from them during the revolution.“Now I feel exactly like I did in Syria, trying to go as far from the police as I can,” Ahmad said. Israel’s four Arab political parties have formally announced a decision to join forces in September’s election, in a move aimed at boosting turnout among the minority that comprises a fifth of the country’s population. The four parties are the Democratic Front for Peace and Equality (known as Hadash-Ta’al), Arab Movement for Renewal, United Arab List and the Palestinian nationalist Balad. Balad was the last party to announce late on Sunday night that it would join the reunited Joint List of Arab parties, months after infighting fragmented the political alliance.

could now address the “great challenge” facing the country’s Palestinian Arab minority. Israeli electoral polls published last week projected that the Joint List could become the third-largest party in the Knesset, Israel’s parliament, after the September 17 polls. The four factions first united in 2015, earning 13 seats in the 120-seat Knesset. But infighting later split the Joint List into two parties, which only won a combined 10 seats amid low Arab turnout in April’s election. Around 49 percent of Palestinian citizens of Israel cast ballots, down from 64 percent in the 2015 election. In earlier comments made

Palestinian citizens of Israel make up 20 percent of the Israeli population, and have long complained of being the victims of state racism. According to Adalah, the Legal Center for Arab Minority Rights in Israel, the government has at least 60 laws that discriminate against Palestinian citizens of Israel in various sectors ranging from education to housing and property ownership. UN-recognised government’s health ministry says five doctors died in air attack by Khalifa Haftar’s forces. An air attack by forces loyal to renegade military commander Khalifa Haftar near the Libyan capital killed five doctors, the UN-recognised Government of National Accord (GNA) said on Sunday. “The field hospital located on the airport road [southern Tripoli] was hit by an air raid,” said health ministry spokesperson Lamine al-Hashemi. “Five doctors were killed and seven other people, including rescuers, [were] wounded” in Saturday’s attack that al-Hashemi said was carried out by “a Haftar warplane”.The general, whose Libyan National Army (LNA) enjoys the backing of France, the United Arab Emirates, Egypt

and Russia, launched an offensive in early April to seize control of Tripoli. Pro-GNA forces weathered the initial onslaught and since then fighting has remained deadlocked on the outskirts of the capital, with both sides resorting to air attacks in recent days.m No immediate confirmation or denial of responsibility from Haftar’s forces was made. “Since the beginning of Haftar’s campaign in April, medical facilities, including field hospitals and ambulances, have been vulnerable,” said Al Jazeera’s Mahmoud Abdelwahed, reporting from the blast site near Tripoli. “Medical workers showed us the remains of the guided rocket that hit the facility. They say that it was most probably launched from

On July 16, three doctors and a paramedic were wounded in an air attack on Swani Hospital near the capital, the second time it was targeted. The World Health Organization (WHO) and rights groups have repeatedly called on both sides in the conflict to spare medical personnel, clinics and hospitals. The fighting since April has killed nearly 1,100 people and injured more than 5,750, according to the WHO. More than 100,000 civilians have fled their homes. Source: aljazeera.com

At least 20 people donated max to both Liberals and Conservatives in 2018

OTTAWA -- The chairman of the board of Bombardier, a scion of the Rotman family, the chairman of a major power company -these prominent Canadians all gave as much money as they’re allowed, or close to it, to both the Liberals and Conservatives in 2018. They are among at least 20 Canadians who gave substantially to the country’s two most fiercely opposed parties last year, according to an analysis of public Elections Canada documents by The Canadian Press. Such donations are fully legal: a person can give to all the political parties if he or she wishes. But they are unusual. Annual returns for last year submitted by the two parties were compared by both names and postal codes to find people who gave 90 per cent or more of the maximum donation, which at the time was $1,575. Names listed on the returns of both parties that were paired with different postal codes were excluded. The resulting list is a who’swho of the upper crust in Canada, including numerous corporate executives, officers of the Order of Canada, and people with buildings named after them. There are Blake Goldring and Amy Kaiser -the former an officer of the Order of Canada and executive chairman of AGF Management Ltd., the latter a former chair of the SickKids hospital foundation and a professor at the University of Toronto.

There are also David Cornhill, the former chair of AltaGas; Gordon Rawlinson, who owns Rawlco Radio based in Saskatchewan (his wife is also on the list); and Donald K. Johnson, the investor who is also a member of the Order of Canada. Add those to the aforementioned Pierre Beaudoin (Bombardier), Kenneth Rotman (Clairvest Group), James Temerty (Northland Power), and several others. Multiple people on the list made their donations to each party on the same day. The Canadian Press attempted to reach many of the donors, but most did not respond or declined to comment. The one donor to respond, the former chair of the Canadian Jewish Political Affairs Committee Sherry Firestone, said her donation to the Liberals was for a fundraiser and the donation to the Conservatives was a fee for attending the party’s 2018 convention as an observer. In an emailed statement, a spokesperson for the Liberals highlighted the “growing success” of their grassroots fundraising and emphasized the implementation of transparency rules around the party’s fundraising events. A spokesperson for the Conservative party said if someone “chooses to donate to multiple parties, they’re within the rules to do just that.” He said due to the volume of donations

the party receives, the number of dual-party donors was not particularly notable. People who max out their individual donations to both parties are “hedging their bets” ahead of the fall election, according to Duff Conacher, the head of Democracy Watch, an ethics watchdog. “With those donations, they are able to at least buy access to the top people in the parties, and having that access gives them a chance to have influence over their decisions,” Conacher said. Conacher also said that, given the maximum donation is so low relative to the sums that used to be spent for corporate donations that are no longer permitted, it made sense for those looking for access to max out their contributions to both parties. After the Liberal government was elected in 2015, it made a pledge that “there should

be no preferential access to government, or appearance of preferential access, accorded to individuals or organizations because they have made financial contributions to politicians and political parties.” But the party soon faced criticism for a series of fundraisers that were attended by people lobbying the government. The Liberals responded by publishing lists of attendees at fundraisers, though they were accused of not living up to their own rules as late as September 2018. The Liberals have also on occasion accused the Conservatives of holding cash-for-access events, and of a lack of transparency. At the beginning of this year, new rules from Elections Canada came into force obliging parties to disclose fundraising events to Elections Canada. Source: ctvnews.ca/

Liberals losing at least 18 incumbents At least 18 MPs who were Liberals last summer won’t be running again for the party this fall. The best-known is Scott Brison, the MP for Kings-Hants in Nova Scotia, who quit his position as Treasury Secretary in January. Brison was first elected as a Progressive Conservative in 1997 and went on to spend 22 years in Parliament. During his farewell remarks in the House of Commons, Brison said he was leaving with his head held high and in order to spend more time with his young family. Caesar-Chavannes said her decision to leave is for “personal reasons.” Wilson-Raybould (Vancouver Granville) was kicked out of the Liberal caucus along with former cabinet minister Jane Philpott (Markham—Stouffville). Among the most high-profile veterans moving on are Ontario MPs Kellie Leitch (Simcoe-Grey) and Rob Nicholson (Niagara Falls). Canada’s Brayden Schnur, Eugenie Bouchard ousted from Citi Open

WASHINGTON -- Canada’s Brayden Schnur was bounced from the Citi Open on Monday, falling in the first round against Jo-Wilfried Tsonga of France in straight sets. The 24-year-old from Pickering Ont., hung around, but Tsonga and his serve were too much for Schnur as the Frenchman took the match 6-4, 7-6(2).The veteran Tsonga smashed 18 aces, compared to Schnur’s two, in a match that went one hour 28 minutes. Schnur got into the ATP 500 tournament in Washington as a qualifier. Meanwhile, Canadian Eugenie Bouchard suffered her latest defeat after being dropped in straight sets by American Lauren Davis.

Davis only needed 59 minutes to beat the Westmount, Que., native 6-1, 6-2. The 25-year-old Bouchard, ranked No. 114, has lost eight matches in a row and hasn’t won since the opening round of the Dubai tennis championship back in February. Schnur became the fourth Canadian man to enter the top 100 rankings in mid-July, jumping 15 spots to No. 97 after making the final of the Winnipeg Challenger event. He entered Washington No. 99.Canadians Milos Raonic and Felix Auger-Aliassime are also scheduled to play in the Citi Open. They receive d firstround byes. Source: ctvnews.ca

Biggio’s homer sends Blue Jays to 7-3 win over Royals KANSAS CITY, Mo. -- Bo Bichette rapped a clean single in the first at-bat of his big league career, and then was greeted by his parents after the Toronto Blue Jays rolled to a 7-3 win over the Kansas City Royals on Monday night. What did they say? “I don’t even remember what my mom said,” the mop-haired 21-year-old shortstop said, chuckling with a rookie naivete. “My dad said, ‘Con-

gratulations Bo. You’re a big leaguer.”’ That would be longtime major leaguer Dante Bichette, by the way. The Blue Jays’ top prospect didn’t have the biggest impact on the game, though. That was another son of an ex-big leaguer, Cavan Biggio, who hit a go-ahead homer in the eighth inning and added an RBI single in the ninth. The son of Hall of Famer Craig Biggio finished with three hits.

cent higher level of stress. What’s more, working from home and flexible job hours had no effect on moms’ levels of chronic stress, as the only thing reported to help was working fewer hours. “In terms of reduced hours… both men and women seemed to benefit equally,” Tarani Chandola, a professor of medical sociology at the University of Manchester and one of the study’s co-authors, told Global News. “But in terms of the stressors that they were facing, basically, there were no men who were the main carers of two or more chilt’s no secret that working moms have dren and working full-time as well. That a lot on their plate, but new research combination of looking after kids and workshows they’re carrying more stress than ing full-time is so very rare among men.” Researchers from the University of others. According to a U.K. study, women who work Manchester and the University of Essex full-time and are raising two or more kids analyzed data from over 6,000 workers are 40 per cent more stressed than working in Understanding Society’s UK Housewomen with no children. lesterol and stress-related hormones to measure participants’ chronic stress. Apart from discovering that working moms experience more pressure, Chandola said it was interesting to learn that accommodations like working from home and flexible office hours didn’t improve stress levels. “When you’re working from home, you’re not really reducing your hours, and for a lot of people, you might actually be increasing your hours, as you’re constantly ‘on’ all the time,” Chandola explained. “The other thing was ‘flextime’ — when you reschedule your work hours so instead of doing 9 to 5 you do 10 to 6, for example — that wasn’t really associated with any reduction in stress levels [either].” Working mothers likely deal with more

stress because they are often the primary carers of their children and are also expected to maintain a 40-hour work week.

The significant amount of stress that fulltime working women are under can have negative effects on their professional and personal lives, Chandola said. He pointed out that high levels of chronic stress can lead to hypertension, heart disease and an increased risk of mortality. “If the job is particularly stressful, or the job conditions are inflexible, we know that people are at risk for developing physical as well as mental-health problems and could leave the [job] market,” Chandola explained. “If you become unemployed or retire from work too early, that can cause all sorts of additional health problems.” Chandola and his team’s findings are to be published in the journal Sociology in early February. info:Laura.Hensley@globalnews.ca

KIDS: Average is the New Normal

veryone wants their child to grow “normally.” But your pediatrician may or may not use the term normal. You might hear “average” rather than normal or “expected” as in “what’s average” for children at your child’s age. Regardless of whether the word is “normal” or “average,” what your doctor is referring to is how your child’s growth compares to the expected healthy growth pattern exhibited by millions of children considered healthy and growing as they should. Growth charts indicate average growth patterns for height (or length), weight, and head circumference. Growth charts are different for boys and girls. There are also different

University of Calgary study links knee damage to osteoarthritis

By Michael King Digital Journalis Global News A new University of Calgary study has linked a common sports injury with osteoarthritis.

T

he two-year study by the Faculty of Kinesiology focused on torn menisci — an injury that plagues many athletes. The Arthritis Alliance of Canada estimates osteoarthritis will cost Canadians $550 billion in health care costs over the next 30 years, affecting more than 4.4 million Canadians.

By using a custom-built, $1.5-million microscope, researchers studied what impact removing the damaged ligament has on the joint. Dr. Walter Herzog — a professor at the Faculty of Kinesiology — said doctors have known for years that removing the meniscus could cause issues down the road but that this study shines a light on how the damage is done. “Taking out the meniscus on its own was associated with an enormous amount of cell death,” Herzog said. “We could see the cells dying as the experiment was going on.” The study points to cell death as being

the reason for knee deterioration and an increased risk of osteoarthritis. Dr. Ziad Abusara co-published the study and said the rate of cell death during the hours following physical activity was staggering. “It was surprising how quickly the cells died when the meniscus was removed,” Abusara said. “Half of the cells which make and maintain the components of the knee cartilage were dead within four hours.” Abusara said the next step is to find out why the cells die so quickly, with the ultimate goal of preventing or even reversing the damage.

What’s stopping expats from building New Pakistan? By: Afshan Subohi

W

hy did the prime minister’s supporters, who recently filled the Capital One Arena in Washington DC to the brim, not heed his repeated calls to invest in the diaspora bond? Were 6.5 per cent and 6.7pc returns for three- and five-year instruments, respectively, not attractive enough to nudge the non-resident Pakistanis to partake in building the new future? The economic dream team of the government contested the perception that the initiative fell flat. The response to the Pakistan Banao Certificate (PBC) is said to be meek new retail product for individuals. and nowhere close to the real potential. “Yes, the financial landscape is tough with ‘know your client’ and other requirements “It might be the fear of a of stringent FATF standards. There are isblowback in their country of sues of jurisdictions besides the cost that residence that is restraining came in the way of advertising overseas to reach the target investors. The phone from Islamabad. flow is slow but funds are trickling in the Dr Khaqan Najeeb, spokesperson for the scheme and we expect it to get better with Ministry of Finance, complemented his time,” said Kamran Ali Afzal, a senior officer stance. He emailed a statement saying: at the Ministry of Finance who was involved “(The) PBC is the first sovereign retail inin the scheme from the conception to the strument issued by the government for overseas Pakistanis, which gives an opporlaunch and is now closely monitoring it. He talked about the peculiarity of the tunity to the Pakistani expats to invest in scheme that targeted individual, non-resi- their country’s development and also earn dent and relatively rich Pakistanis who were handsome returns. So far, over 4,500 expats interested in a new product designed for have registered themselves on the PBC porthem by their native country. This is a the PBC in various countries. The response

of investors so far is largely due to the marketing efforts confined to advertisements in local print and electronic media and the local websites frequently visited by expats,” it said. Another senior officer clarified that the scheme is currently operational and did not expire in June as reported in some press stories. “The advertisement campaign ended in June, not the scheme itself,” he said. Not everyone in the mother of all ministries was satisfied with the performance of the diaspora bond though. A member of the team privately told Dawn that the product was designed in haste without proper homework on the price point and the cost-benefit analysis of engaging companies specialising in the marketing of such bonds. “It was a good idea but the product was weak and the execution of the scheme was hopeless from the word go. There were issues of affordability, accessibility, credibility and regulatory requirements that did not let it succeed. “The minimum investment of $5,000 pushed the PBC beyond the reach of a big segment of non-resident Pakistanis (bluecollar workers). Where was it selling over the counter? No one knew. People living overseas were scared of the added scrutiny

of their financials if they dealt with Pakistani banks of less-than-perfect reputation. “I think it was asking for too much. Yes, there is a risk factor but inaccessibility and cumbersome dealing dissuaded even those who could afford and were willing to dig in,” he said. He was also critical of the role of the State Bank of Pakistan (SBP) that he said lacked capacity to execute a sophisticated product abroad. “The task had to be designated to the SBP that was being headed by a career bureaucrat with limited expertise in finance at that point. To me, this is an expected outcome,” he said. A source in the SBP, who is familiar with the interaction between the central bank and the finance ministry in that period, laughed off such criticism. “How can they hold others responsible if their idea failed to fly?” he asked. “The Ministry of Finance has long been in the business of directing the SBP with limited patience for a differing opinion,” he added, bitterly giving away the resentment towards the high-headedness of the occupants of Q and P blocks of the Secretariat in Islamabad. The SBP declined the request for comment on the performance of the PBC. “We have provided our input to the Ministry of Finance and it will communicate a consolidated update on the PBC to you,” SBP spokesperson Abid Qamar said. “Maybe it is unrealistic to expect PTI’s overseas supporters to do something that puts into question their loyalty to their country of choice as opposed to their country of origin. I don’t think the issue at the heart of the failure of the PBC is affordability or accessibility. It is the fear of a blowback and associated risks that are restraining expats from diverting investment to Pakistan,” a Pakistani political scientist living in Washington said over the phone.
