The Kashmir challenge

ET another intifada is on the cards in Indiaheld Kashmir (IHK), which many believe would have a far-reaching impact on the geopolitical landscape of the region. While the international community is still assessing the probable responses by India and Pakistan, non-state actors are also closely monitoring the situation and exploring the spaces to exploit. The Indian revocation of the special status of occupied Jammu & Kashmir has shut down almost all prospects for it to resolve the issue through dialogue, either with the Kashmiri leadership or with Pakistan. One wonders if India did not have any alternatives other than what it has already demonstrated in the form of strict security measures, communication blackouts, and draconian administrative measures to run the affairs of J&K. The use of some counter-violent extremism, or CVE, terms like ‘reintegration’ and ‘mainstreaming’ by India’s policymakers and political circles suggest they consider the entire IHK population to be radical. Apparently, India is missing the mega blueprint to absorb the shocks of the measures it has taken to ‘fix’ the Kashmir issue once and for all. Obviously in the absence of such plans, an intifada would be blamed on Pakistan. This would be an easy way out for India, but would come at a cost. Not prepared to counter the Indian move to revoke the special status of IHK, Pakistan is also confronted with a delicate challenge. However, an even more critical question for Pakistan is how to respond to the emerging intifada.

The dynamics of the insurgency in India-held Kashmir will be different this time.

The new intifada will have different characteristics from earlier movements. While it will mainly comprise nonviolent political expression, violent emotions will also be there. Emotions are running equally high amongst pro-independent, pro-Pakistan

and ultra-radical segments of the resistance movements in occupied Kashmir. They can resort to violent actions separately or form an alliance to increase the impact of the intifada. It is not certain how many members of the banned Jaish-eMohammad and Lashkar-e-Taiba are present in IHK and what the level of their operational capacity is. But groups like Ansar Ghazwat-ul-Hind, an affiliate of Al Qaeda in the Indian Subcontinent, are gradually making inroads into the ultra-radical militant movements in Kashmir. The AGH is also against Pakistan. The group is trying to convince other armed groups to form an independent jihad alliance against India. Recently, Al Qaeda head Ayman al-Zawahiri had endorsed this idea. In this context, Kashmir-based armed groups like Hizbul Mujahideen will also be under intense pressure to reorganise their operational structures. These groups can trigger a longterm resistance movement in IHK. Pakistan is morally and politically bound to support the Kashmiris. However, supporting the resistance movement will have serious consequences for Pakistan. The poor state of Pakistan’s economy, internal political crises and struggling diplomacy are factors which will limit active support to the resistance movement in IHK. The IMF and FATF swords are hovering over the country’s economy. The world at large, including friends and foes of Pakistan, are least receptive to violent resistance movements. India knows this, and its media and opinion makers are high-

lighting this point continuously. India has chosen the best time for revoking the IHK special status when Pakistan is facing multiple challenges and trying to regain its geopolitical importance through facilitating the peace process in Afghanistan. Pakistan has remained a scapegoat for US failures in Afghanistan. Similarly, India has always blamed Pakistan for its own failures in IHK. But the situation is different now, and it could be difficult to keep the escalation of tension at the LoC and Working Boundary to manageable levels. Meanwhile, the dynamics of the insurgency in Kashmir will be different this time, where Pakistan will not be in a position to influence the resistance movement. As a result, Pakistan-India tensions could at anytime turn into conventional warfare; Prime Minister Imran Khan has already indicated this in his parliamentary speech. How can Pakistan avoid this situation? Pakistani and Indian diplomatic confrontation has remained confined to two unrelated domains: Pakistan has focused on internationalising the Kashmir issue, while India exploits the militancy aspect. While India has played its cards effectively during the last several years, Pakistan is just on its way to regaining its diplomatic strength, not only through facilitating the Afghan peace process but also by acting against all shades of militant groups. There are apprehensions of a turnaround, although it seems complicated this time because of all the factors mentioned. The leaders of sectarian and militant groups are trying to

establish their relevance in the changing situation. Some audio, video and text messages are circulating in social media groups in which they are declaring their support for the Kashmir cause. They have not yet received a response from the state and media. Even the reactivation of forums like the Difa-i-Pakistan Council is not apparent; this was an alliance of small radical religious and political parties that could bring the people to the streets on such critical regional issues. Pakistan’s changed approach can become its strength. The international community can see that despite the presence of extremist groups in the country and an emotionally charged environment, Pakistan has not allowed the radicals to hijack the issue and create spaces for themselves. This approach will help Pakistan win the trust of the international community and internationalise the Kashmir issue. India will certainly have to face the consequences of the emerging intifada. But Pakistan should evolve a political and diplomatic strategy to stop India from holding it responsible for the uprising, and to prevent Delhi from resorting to ‘infiltration’ and ‘terrorism’ mantras to discredit the intifada. It will not be an easy task as India has already made inroads and gained support among allies of Pakistan over the last decade. The ‘militancy’ card has caused considerable damage to Pakistan’s economy and diplomacy, but India has now provided it with an opportunity to reverse the process. It is an opportunity and demands unity from all segments of society, and from the political and security leaderships. It is time to put political vendettas aside and concentrate on the Kashmir cause. A protracted political crisis will only spoil the opportunity. By: Muhammad Amir Rana The writer is a security analyst.

Hussain announces Hunger Strike in Front of Indian Consulate.

Sqn. Ldr. Nusrat Hussain (R), founding editor of the Miracle, Chairman Friends of Pakistan in Canada and author of the book ‘The Last Salute’ has announced to carry out a symbolic Hunger strike in front of Indian Consulate @ 325 Howe St. Vancouver from 9am to 5pm on 15th August. He is protesting against Modi’s unilateral action of annexation of Kashmir to India. Kashmir is a disputed property between India, Pakistan and people of Kashmir. According to Security Council resolutions, Shimla

accord and Lahore declartion between India and Pakistan, It needs to be solved by mutual agreement of all involved parties. Articles 370 and 135A of Indian constitution provide a special status to the valley of Kasmir. These articles have been repealed by a presidential order removing special status of the valley. Hussain’s idea of hunger strike is to draw world attention towards this burning issue that carries a potential of Nuclear War between India and Pakistan.

‘Every brick will be countered with a stone,’ PM Imran warns Modi against action in AJK

Prime Minister Imran Khan, while addressing a special session of the Azad Jammu and Kashmir legislative assembly on Wednesday, warned Indian premier Narendra Modi that any action by India in Pakistan would be countered with a stronger response. Agreeing with the AJK prime minister, Raja Farooq Haider, who in his speech in the AJK parliament had said India would also look to create trouble in Pakistan after Kashmir, Prime Minister Imran said: “This will not stop in Kashmir — this hate-filled ideology will come towards Pakistan.”“We have information and we have had two National Security Committee (NSC) meetings. The Pakistan Army has full knowledge that India has made a plan to take action in AJK,” he shared in his address during what was his first

visit to the region since becoming the prime minister in 2018. “Like the action they took in Balakot after Pulwama, according to our information, they have made a more horrendous plan now. “To shift the world’s focus away from occupied Kashmir, they want to take action in AJK.” Prime Minister Imran Khan, while addressing a special session of the Azad Jammu and Kashmir legislative assembly on Wednesday, warned Indian premier Narendra Modi that any action by India in Pakistan would be countered with a stronger response. Foreign Minister Shah Mahmood Qureshi and PPP Chairman Bilawal Bhutto-Zardari arrived separately in Azad Jammu and Kashmir’s (AJK) capital Muzaffarabad on Sunday night to celebrate Eidul Azha and show solidarity with the Kashmiri people. They offered Eid prayers alongside AJK Prime Minister Raja Farooq Haider in Muzaffarabad on Monday and will spend the festival in the region. Later in a rally, Qureshi said he had come to Muzaffarabad to “congratulate” the Kashmiris because he had been “successful in securing the power of attorney” of China. “They [Chinese government] have told me to tell Prime Minister Imran Khan that China will stand with him when he presents Kashmir’s case before the United Nations,” he told cheering supporters. Qureshi paid tribute to those soldiers who were martyred while defending the region and those who were protecting the Line of Control (LoC) even on the occasion of Eid. He also assured Kashmiri people of Pakistan’s support. He urged political parties to come together on the Kashmir issue, saying that Pakistan must have a united stance on the matter. “We have our differences [...] But there is no difference on the issue of Kashmir. If there was any difference, a joint resolution would not have been passed.” The foreign minister said that India had always shirked away from solving the Kashmir dispute bilaterally. After

PM Imran says ‘comprehensive package’ is being drafted for Karachi to ‘end decades of neglect’

Prime Minister Imran Khan on Monday said that a “comprehensive package” for Karachi will be announced by the federal government in order to “end the decades of neglect and suffering of the people of this great metropolis”. In a tweet, the prime minister said that he had directed all Pakistan Tehreek-iInsaf (PTI) MNAs and MPAs elected from Karachi to stay in their constituencies and provide assistance to residents on Eidul Azha and Independence Day. ”I have directed all MNAs/MPAs of Karachi to be in their constituencies throughout Eid and Independence Day holidays and provide all assistance to the people. The Federal Govt is draft-

ing a comprehensive package to end the decades of neglect and suffering of the people of this great metropolis,” he posted on his official Twitter account. The tweet comes a day after at least 11 people, including a child, lost their lives in rain-related incidents in Karachi. Nine people died of electrocution, while two were killed in roof collapses in Qasbah Colony and Bhatta Village as the megalopolis experienced heavy monsoon showers for a second consecutive day. Several people and vehicles were stuck on roads that were inundated with water while electricity supply was suspended in certain areas. Rangers were called upon to carry out

a rescue operation in the city. Though Sindh Chief Minister Murad Ali Shah visited rain affected areas and directed Karachi commissioner, city police and local body members to drain rain water and assist residents, the provincial government attracted severe criticism for failing to deal with the rain crisis despite prior warning. In May this year, Prime Minister Imran had announced a Rs162 billion development package for Karachi, which included grants for 18 projects, which will be focused on priority areas like transportation and water provision Source: dawn.com

New Trump rule targets poor and could cut Death toll rises to 44 as typhoon legal immigration in half, advocates say Lekima wreaks havoc in eastern China

US President Donald Trump’s administration unveiled a sweeping rule on Monday that some experts say could cut legal immigration in half by denying visas and permanent residency to hundreds of thousands of people for being too poor. The long-anticipated rule, pushed by Trump’s leading aide on immigration, Stephen Miller, takes effect Oct. 15. It would reject applicants for temporary or permanent visas if they fail to meet high enough income standards or if they receive public assistance such as welfare, food stamps, public housing or Medicaid. “The Trump administration is trying to bypass Congress and implement its own merit based-immigration system. It’s really a backdoor way of prohibiting low-income people from immigrating,” said Charles Wheeler of the Catholic Legal Immigration Network Inc. The rule is part of Republican Trump’s efforts to curb both legal and illegal immigration, an issue he has made a cornerstone of his presidency. After the rule was announced, the National Immigration Law Center (NILC) said it would file a lawsuit to stop it from taking effect. The group’s executive director said the rule was racially motivated. The state attorneys general of California and New York threatened to sue. The 837-page rule, seeking to target those who could become “public charges” in the United States, could be the most drastic of all the Trump administration’s policies targeting the legal immigration system, ex-

perts have said. It could deny visas to people for not making enough money or who are drawing public benefits. The government estimates the status of 382,000 immigrants could immediately be reviewed on those grounds. Immigrant advocates fear the real number could be much higher, especially if the rule is extended to the millions of people who apply for US visas at American consulates around the world. The State Department already changed its foreign affairs manual in January 2018 to give diplomats wider discretion in deciding visa denials on public charge grounds. In the fiscal year that ended last September, the number of visas denied on those grounds quadrupled compared to the previous year. “This is an end run around Congress to achieve through executive fiat what the administration cannot get through Congress,” said Doug Rand, co-founder of Boundless, a pro-migrant group that helps families navigate the US immigration system. The rule is intended to scare immigrants away from using public benefits to which they are legally entitled, Rand said, adding that a study by Boundless found it could eliminate more than half of visa applicants. A 2018 study by the Migration Policy Institute found 69 percent of already established immigrants had at least one negative factor against them under the administration’s wealth test, while just 39 percent had one of the heavily weighed positive factors. Other immigrant advocates have expressed concern the rule could negatively affect public health by dissuading immigrants from using health or food aid. The Trump administration estimates its rule will save $2.47 billion annually in spending on public benefits. The rule is derived from the Immigration Act of 1882, which allows the US government to deny a visa to anyone likely to become a “public charge.” Source: dawn.com

The death toll from typhoon Lekima in eastern China rose to 44 people on Monday morning, according to official data, as the storm continued up the coast, racking up billions of dollars in economic losses and widely disrupting travel. An additional 12 people were recorded dead from the storm, including seven from Zhejiang province and five from Shandong, with 16 people missing, according to data from provincial emergency bureaus and state media. State broadcaster CCTV had put the death toll at 32 on Sunday. Typhoon Lekima made landfall early on Saturday in China’s Zhejiang province, with winds gusting up to 187 kmh (116 mph). The center of the storm has since traveled north through Shandong and off the coast. Many of the earlier deaths occurred when a natural dam collapsed in Zhejiang after a deluge of 160 mm (6.2 inches) of rain within three hours. The Shandong Emergency Management Bureau said more than 180,000 people were evacuated in the province, adding to an ear-

Russian village evacuation as rocket blast sparks radiation fears

Russian authorities have advised residents of a village to leave while clear-up work is being carried out nearby following a mysterious rocket engine accident last week that caused a temporary spike in radiation, according to a report. Russia’s Rosatom nuclear agency said five of its staff were killed in the August 8 blast at a naval facility that tests ballistic missiles used by nuclear submarines. At least three people were injured. The workers were providing support for the “isotope power source” of a missile and were thrown into the water from the testing platform in the White Sea by the force of the explosion. On Tuesday, Interfax news agency cited local officials as saying they had received a notification about clear-up work being carried out by military authorities.“In this regard, residents of Nyonoksa were asked to leave the territory of the village from August 14.” Rosgidromet, the weather monitoring ser-

vice, said on Tuesday its sensors in Severodvinsk - located about 30km from the test site - registered radiation exceeding background levels by “four to 16 times” on the day of the blast. The service said the levels were higher at six out of eight of its stations in Severodvinsk and returned to normal after 2.5 hours. One of the sensors registered a level of 1.78 microsieverts per hour, well above the local average but far below dangerous levels. The blast caused panic, with residents rushing to buy iodide, which can help limit the damage from exposure to radiation. Following the explosion, Russian authorities also closed part of Dvina Bay on the White Sea to shipping for a month, in what could be an attempt to prevent outsiders from seeing an operation to recover the missile debris. Rosatom’s mention of a “nuclear isotope power source” led some Russian media to conclude it was the Burevestnik (Petrel), a nuclear-powered cruise missile first revealed by Russian President Vladimir Putin in March 2018 during his state of the nation address along with other doomsday weapons. Some experts have also linked the blast to the 9M730 Burevestnik nuclear-powered cruise missile, known by NATO as SSC-X-9 Skyfall.Kremlin spokesman Dmitry Peskov on Tuesday did not confirm that the accident was linked to the Burevestnik project. Peskov added, however, that Russian research and development in the sphere of nuclear-powered missiles “significantly surpass the level reached by other countries and are rather unique”. lier evacuation of roughly 1 million people in Zhejiang and Jiangsu provinces as well as the financial hub of Shanghai. The latest update from Shandong brings the total estimated economic toll of the storm to 18 billion yuan ($2.55 billion) in China, including damage to 364,000 hectares of crops and more than 36,000 homes. Shandong alone estimated the total economic impact on agriculture was 939 million yuan. Qingdao, a popular tourist hub in eastern Shandong, issued a red alert on Sunday, closing all its tourists sites and suspending 127 trains and all long-distance bus services, according to official media. Lekima is China’s ninth typhoon this year. China’s state broadcaster said on Sunday more than 3,200 flights had been canceled but that some suspensions on high-speed railway lines had been lifted. The typhoon was expected to weaken as it heads northwest off the coast of Shandong into the ocean east of China’s capital, Beijing. Source: dawn.com

Tawbah Series: what is Tawbah & why should we repent?

T

omorrow is too late, yesterday is all gone and now is the right time to repent & change your life and the hereafter before the opportunity is gone. It is no wonder that we all commit sins but it is necessary for us to return to Allah apologetically after any committed sin. It is said; he who does good deeds is close to Allah and he who does always sinful deeds is close to the devil and he who does good deeds after committing of a sin is a successful person. Those who constantly repent are the most beloved to Allah. Allah says in the Qur’an: Indeed, Allah loves those who are constantly repentant and loves those who purify themselves.” Surah Baqarah (2:222) ‘Abdullah bin Busr said that: The Prophet (saw) said: “Glad tidings to those who find a lot of seeking forgiveness in the record of their deeds.” Sunan Ibn Majah 3818 Meaning of Tauba/ sincere repentance Tauba means repenting for a sin, promising Allah to not repeat the same evil again and returning to Him alone. Repentance is the beginning in the life of a person who intends to walk in the path of religion. It is the first step of discipline, the key to guidance to the straight path, the weapon of purification of those who wish to come close to Allah and is a dear thing to all prophets. If we only know our actual worth, we would never humiliate ourselves by doing sins. While we know our actual purpose in this life is to worship Allah and not to please ourselves. Allah says: And We sent not before you any messenger except that We revealed to him that, “There is no deity except Me, so worship Me. Surah Al-Anbiya (21:25) Even Allah’s Apostle Prophet (saw) who was the pious, sinless and sinless person the earth has ever witnessed used to seek Allah’s forgiveness over 70 times a day. Abu Hurairah (May Allah be pleased with him) said: I heard the Messenger of Allah (swt) saying, “I swear by Allah that I seek Allah’s Pardon and turn to Him in repentance more than seventy times a day.” [AlBukhari, Hadith 1870]. What is a sin? Doing something which has be prohibited by Allah Swt and to the doer of any such action is help accountable and is liable to some sort of punishments by Allah Swt sometimes the punishment may be borne only in this world for some in both worlds. Sins are like flat tyres, people with them go nowhere if not changed at the right time. The worst scenario is when sins turns into habit so much so that sometimes any sin performed regularly become culture when we can’t drop it. No wonder sins may sound or look tempting and irresistible but there’s a line above and below everything we do. Sometimes we know that we are addicted to a certain type of sin but waiting for them to be told or just finds it hard to drop it as we are used to it so much it has become an integrated part of life. So, what’s the solution to this condition? We must every now and then be keep checking our situation, our state of Imaan, closeness to our deen and our indulgence in good work and good deeds. Never pause in your sins so much that you put our Akhirah on risk, just drop the sin and move away from it.

Easier said than done but please try, just take one step then see how Allah makes it easy for you to turn away from bad, even He can turn your bad deeds to good deeds, insha Allah. Talk about it to upcoming taker of such sin or bad habit. Warn them of the dangers in such sin. Sins do not fall from heavens, they grow with us, they grow because we find joy in living with them, maybe we are proud of it in secret or in the open or may be because we do it as everyone around is doing too. But my dear brothers & sisters any sin is contagious, you don’t need to be physically strong to beat it, but you first need to prepare your mind with the wisdom of staying far from it or having and replacing it with a better good habit you enjoy and proud of, insha Allah. Remember, with strong determination no sin is too hard to replace with a better good action or habit, just make up your mind. Also remember, the accepted & beloved deeds are those done only for the sake of Allah and when one abstains from sins or bad deeds only for the sake of Allah nothing like that. What is good that sins give you? Only it takes you away from your creator and worsens your hereafter. No attainment of heart and soul at all. Remember, we belong to Allah and the peace of heart and mine can only be found. Abu Hurairah (May Allah be pleased with him) said: The Messenger of Allah (swt) said, “Allah, the Exalted, has said: ‘I have prepared for my righteous slaves what no eye has seen, no ear has heard, and the mind of no man has conceived.’ If you wish, recite: ‘No person knows what is kept hidden for them of joy as a reward for what they used to do.”’ Surah Al-Sajda (32:17) [Al-Bukhari and Muslim, Hadith 1881]. Few Advantages of Sincere Repentance or Tauba The best of sinners are those who repent, and Allah loves those who keep going back to Him very often. Abu Musa Al-Ash’ari (May Allah be pleased with him) reported: The Prophet (saw) said: “Allah, the Exalted, will continue to stretch out His Hand in the night so that the sinners of the day may repent, and continue to stretch His Hand in the daytime so that the sinners of the night may repent, until the sun rises from the west”.

[Muslim, Hadith 16] Allah pardons, forgives the sins of the one who repents. Allah says: Indeed, I am the Perpetual Forgiver of whoever repents and believes and does righteousness and then continues in guidance. Surah Ta-Ha (20:82). Allah relieves the repentant from anxiety, worries and problems. Ibn ‘Abbas (May Allah be pleased with them) said: The Messenger of Allah (swt) said, “If anyone constantly seeks pardon (from Allah), Allah will appoint for him a way out of every distress and a relief from every anxiety and will provide sustenance for him from where he expects not.” [Abu Dawud, Hadith 1873]. Allah erases the poverty; his shortage is reduced, and he is being directed to better opportunities. Allah opens the means of sustenance. Allah volumes up livelihood and survival. Allah relieves the repentant from grieve and struggles or hurdles. Al-Agharr Al-Muzani (May Allah be pleased with him) said: The Messenger of Allah (swt) said, “Sometimes I perceive a veil over my heart, and I supplicate Allah for forgiveness a hundred times in a day.” [Muslim, Hadith 1869].

Allah removes the black spot which has been placed on the sinner’s heart after his indulgence in the sin. It was narrated from Abu Hurairah that the Messenger of Allah (swt) said: When the believer commits sin, a black spot appears on his heart. If he repents and gives up that sin and seeks forgiveness, his heart will be polished. But if (the sin) increases, (the black spot) increases. That is the Ran that Allah mentions in His Book: “Nay! But on their hearts is the Ran (covering of sins and evil deeds) which they used to earn.” [Hadith 4385, 83:14] Allah increases or gives sustenance to the repentant from such places which he would have never ever thought he would get from; his sustenance is been made easy and comfortable. Allah generates gardens and flowing rivers, sends beneficial rain from the sky such is the benefits of seeking His forgiveness. Allah says: ‘And Nuh (A.S) said; ‘Ask forgiveness of your Lord. Indeed, He is ever a Perpetual Forgiver. He will send [rain from] the sky upon you in [continuing] showers and give you increase in wealth and children and provide for you gardens and provide for you rivers’. Surah Nuh (71:10-12) Anas (RAA) narrated that Allah’s Messenger (swt) said: “All the sons of Adam are sinners, but the best of sinners are those who repent often.” Related by At·Tirmidhi and Ibn Majah with a strong chain of narrators. Hadith 1477 Your take away from this lesson: • Keep seeking forgiveness from Allah sincerely. • Recite different duas of forgiveness, even if just saying ‘Astaghfirullah’ with pure intention. Liberal supporter nabs ‘Scheer2019.ca’ domain McLellan report on SNC-Lavalin affair won’t name as Conservatives claim ‘JustinTrudeau.ca’ be released until ethics findings issued: PM

CORRECTION: A previous version of this story said the Liberal Party had purchased the domain Scheer2019.ca. This was an error. The Liberal Party has since clarified that purchase of the website was not sanctioned by the party in any capacity. Voters hoping to learn a little bit more about the Conservative Party ahead of the election should steer clear of Scheer2019.ca, as they’ll find themselves on the Liberal Party website instead. That’s because what appears to be a Liberal supporter – or someone looking to make a quick buck – has called dibs on the domain name, which features the last name of Conservative Party Leader Andrew Scheer. The URL redirected the user to the Liberal Party’s website, liberal.ca, where the top banner offers information on Prime Minister Justin Trudeau and his candidates – as well as riding information. The website also features a large banner asking for donations to the Liberal Party. The Liberal Party said that, to their knowledge, the website was not purchased by any of their members or representatives. Hours after the publication of this story,

the website was taken down. The domain Scheer2019.ca is now listed for sale for a cool 9,920.72$ on namecheap, a website that sells domains. The site says it was listed for sale at 10:38pm on Monday night. JustinTrudeau.ca was also nabbed in September 2015 – shortly before the last federal election. The registration doesn’t expire until late September this year and was updated September of last year. The domain, which bears the prime minister’s name, redirects the browser to notasadvertised.ca. It lists the “top 100 #TeamTrudeau fails” alongside a pledge to release each new “fail” for each day between now and the election. The website features links to donation pages for the Conservative Party and also has a tab labelled “Trump,” which – when clicked – brings the user to a page featuring a Conservative Party attack ad that seems to imply Trump and Trudeau are the same. The bottom of the webpage says it was “authorized by the Chief Agent of the Conservative Party of Canada.” A quick search showed that Jagmeet Singh, Elizabeth May and Andrew Scheer all managed to claim the domain names featuring their full names.

Growing number of newcomers, refugees ending up homeless in Canada, studies say

OTTAWA -- A growing number of newcomers to Canada are ending up in shelters or are finding themselves homeless, newly released government figures show. Two new reports released this week by Employment and Social Development Canada offer a glimpse into the extent of the homelessness problem across the country and reveal the populations that are most vulnerable. The national shelter study, which looked at federal data on shelter users between 2005 and 2016, found an “observable increase” in refugees using shelters. In 2016, there were 2,000 refugees sleeping in shelters, not counting those facilities designated specifi-

cally for refugees -- an increase from 1,000 just two years earlier when the figures first began to be tracked. Tim Richter, president of the Canadian Alliance to End Homelessness, said he believes refugees are being forced to turn to homeless shelters because of a lack of housing capacity in areas where refugees are settling. “Many of them are coming to Toronto in Ontario, and to Quebec, and in those communities, the rental market is just really tight and we just don’t have the capacity to house them,” Richter said. “Homelessness is a function of housing affordability, availability and income. When

OTTAWA – The findings of an examination into whether the roles of justice minister and attorney general should be divided, won’t be made public until the federal ethics commissioner issues his report on the SNC-Lavalin affair, says Prime Minister Justin Trudeau. In March, Trudeau appointed former Liberal minister Anne McLellan to examine some of the machinery of government issues that were brought into the spotlight during the SNC-Lavalin scandal. His decision to further study this came after Jody WilsonRaybould testified before the House Justice Committee that she faced high-level “veiled threats” and political interference in the criminal prosecution of the Quebec construction giant when she was justice minister and attorney general. Central to the scandal was Wilson-Raybould being both the justice minister and attorney general at the time that she alleges she faced this pressure to interfere, because of a principle that asserts that an attorney general is able to consult cabinet colleagues but cannot be directed or considerably pushed towards making a decision related to a prosecution. McLellan was asked to study the potential of splitting up the justice minister and attorney general roles, which have been held by the same person since Confederation. As well, she was asked to also look at “the operating policies and practices across the Cabinet, and the role of public servants and political staff in their interactions with the minister of justice and attorney general.” She was to report back with her findings and any governmental or legislative recommendations no later than June 30, which she has done but none of that has been made public yet. Speaking in Toronto on Tuesday, Trudeau described McLellan’s report as “great,” and said it has been sent to Conflict of Interest and Ethics Commissioner Mario Dion for his consideration. “We have provided that report to the ethics commissioner to allow the ethics commissioner to finish his own investigation and we will be releasing the report at the same that the ethics commissioner makes his report public,” Trudeau said. Dion’s office announced on Feb. 11 that he had launched an investigation into the case because he had “reason to believe that a possible contravention” of the Conflict of Interest Act has occurred, specifically regarding a public office holder seeking to you’re new to Canada, you generally won’t have the income to be able to buy a house, and there’s just not enough affordable housing options.” Canada has been experiencing an influx of asylum seekers crossing into Canada “irregularly,” avoiding official checkpoints between the Canada-U.S. border in order to file for refugee protection without being turned away under Canada’s Safe Third Country Agreement with the U.S. Over 46,000 irregular border-crossers have been intercepted by RCMP since early 2017. Many of them have been staying in Toronto and Montreal to await the outcome of their

improperly influence a decision of another person. In a letter confirming the probe, Dion said that he thought a possible contravention of Section 9 may have taken place. “Section 9 prohibits a public office holder from seeking to influence a decision of another person so as to improperly further another person’s private interest.”After taking a leave of absence for medical reasons this spring, Dion has returned to work on this file and others. Citing confidentiality related to ongoing investigations, Dion’s office told CTVNews.ca that it couldn’t comment on when the report might be finalized. Though during a May appearance before the House Access to Information, Privacy and Ethics Committee Dion said that his office was “working hard to produce a report within the coming months.” Appearing on CTV’s Power Play the day her new role was announced, McLellan who once was justice minister and attorney general, said that she could see the arguments on both sides of the issue and she hoped to consider the experiences of other jurisdictions who have separated the two positions, including in the U.K. Ahead of Trudeau’s comments on Tuesday, Conservative Deputy Leader Lisa Raitt issued a statement calling on Trudeau to release McLellan’s findings.“Trudeau promised accountability and transparency. He promised to do politics differently. Clearly, he is not as advertised,” she said in a statement, repeating the line of attack the party has been using for weeks. Amid the scandal, Conservative Leader Andrew Scheer said on CTV’s Question Period that he’d be “open to looking at” splitting up the justice minister and attorney general roles. Source: ctvnews.ca

refugee claims, which has put pressure on temporary housing capacity in those cities. The city of Toronto estimated in late 2018 that about 40 per cent of people using its shelters identified as refugees or asylum claimants. Other Ontario cities have been asked to help relocate refugees in order to ease the burden on Toronto’s shelter system. Meanwhile, a second study released this week by Ottawa that offers a “point-intime” snapshot of homelessness in 61 communities also noted a trend of homelessness among newcomers. Source: ctvnews.ca

Somber Mood and High Spirits as Vancouver Crowd Demands Release of Popular Nigerian Leader.

By Jamshed Abbas It was a cloudy day and rain seemed imminent on Saturday, August 10, , as people gathered at the Art gallery in downtown Vancouver to demand that the Nigerian government release Sheikh Ibrahim Yaqoub Al-Zakzaky, the leader of the Islamic Movement in Nigeria (IMN), an organization with an estimated 20 million members and a record of humanitarian work on a massive scale in that Western African country. The IMN has a history of providing services such as free medical care and housing and it has good relations with Christians and other religious denominations in Nigeria. The movement is deeply rooted in and committed to a philosophy of nonviolence and engagement. Sheikh Zakzaky founded the IMN while a student at Ahmadu Bello University and was arrested by various Nigerian regimes in the 1980s and 1990s. But it wasn’t until the mid 2000s that the Nigerian regime started a truly brutal and horrific crack down on the Sheikh and his followers as the movement grew in leaps and bounds and attracted all segments of society towards itself. The latest iteration of human rights violations and vicious political violence against the group can be traced to Friday 25 July 2014 when the Nigerian army opened fire

on people protesting on Al Quds day against the Israeli regime. Thirty-five people were mowed down in cold blood, including 3 of the Sheikh’s sons. The speech by Sheikh Murtaza Bachoo at the Vancouver Art Gallery emphasized the necessity of protesting the injustice that has been inflicted upon Sheikh Zakzaky and many Nigerians. It highlighted the peaceful and cooperative nature of the IMN. Other speakers pointed out that the IMN has spoken out against ISIS and Boko Haram and has worked to spread peace and harmony in Nigerian society. Sheikh Bachoo pointed to the support for Sheikh Zakzaky from various Christian leaders in Nigeria as proof of the multi-denominational approach of the IMN. He also condemned the Buhari government for its brutality against the Nigerians and ill treatment of Sheikh Zakzaky. The atmosphere was somber, but was underlined with a feeling of fulfillment because as the Sheikh pointed out and the crowd that had gathered to watch him speak affirmed, standing up and raising one’s voice for the oppressed is always a spiritually fulfilling activity that gladdens one’s heart and raises one’s spirits. The culmination of the Nigerian governments irrational fear of a popular movement came with a brutal attack on the house of

Sheikh Zakzaky, in which hundreds of his followers were shot and three more of the Sheikh’s sons were gunned down. The incident became known as the “2015 Zaria massacre.” The Sheikh suffered gunshot wounds and lost an eye and his wife was also shot by the bloodthirsty security forces. Both the Sheikh and his wife were subsequently arrested and the Sheikhs’ health rapidly deteriorated while under detention. He suffered many mini-strokes and a recent visit by doctors found alarmingly high cadmium and lead levels in his blood stream, leading many to believe that the Buhari government was intent on assassinating the leader in captivity. The innocence of Sheikh Zakzaky and the injustice meted out to him by President Muhammad Buhari and the Kaduna regional government was laid bare in a judgement of the Nigerian High court on December 2nd, 2016 when the judge declared that false justification of holding the Sheikh “for his own protection” was not sufficient to warrant his detention. The judge ordered the government to pay the Sheikh $50 million Naira ($164,052) in compensation. Yet, the corrupt regime ignored the legal order and continued to hold the Sheikh in detention as his health gradually worsened. Various Christian and Muslim personalities through out

Nigeria called for his immediate release as all people of conscience throughout Nigeria and the rest of the world rallied around this innocent man. Protests were held all over the world, including Vancouver. In the UK, a 30-day marathon protest was held outside the Nigerian High Commission, demanding his release. As people screamed “freedom!” in response to the question “what do we want?”, the drab and cloudy weather at the Vancouver Art Gallery seemed to not matter, for the cries for justice freshened the damp afternoon air and filled the people with hope. The clouds threatened all day, but not a single drop fell on the crowd that had gathered to protest a gross injustice. It seemed that the weather, too, was aligned with people’s hearts and their thirst for justice. It started raining shortly after the crowd dispersed. Note: latest news indicates that the Sheikh has finally been released on bail to seek medical treatment and traveled to India from Nigeria on Aug 12. This came after yet another court order and as international pressure on the corrupt Buhari government reached a crescendo. We thank Allah for his release and will continue to speak out against injustices all over the world.

Why midnight of 15 August 1947 for Indian Independence?

W

hy was the midnight of 15th August 1947 chosen as the date & time for Indian Independence? We can divide the above question into 3 sub-questions:

Why 1947? Why 15th Aug? Why Midnight?

Let us pick each of the above and find out the answers

Why 1947?

The awakening of masses by Gandhi and the activities of Bose behind the scenes (of strengthening Indian National Army) which had intensified during 1940s were already a cause of concern for the British. By the time the World War II had come to an end in 1945, the British were financially weak (sources indicate they were in the verge of

bankruptcy) and were struggling to rule their own country, let alone their colonies. The victory of Labour party in the Britain elections of 1945 was received very well by our freedom fighters because the Labour party had promised to work on granting independence to English colonies including India. Lord Wavell initiated talks with Indian leaders for Indian Independence and inspite of several disagreements and disruptions, it was gaining momentum and in Feb 1947, Lord Mountbatten was appointed as the last viceroy of India to oversee the transfer of power. The plan initially was to transfer power from Britain to India by June 1948. Immediately after assuming power in Feb 1947, Lord Mountbatten had begun a series of talks with Indian leaders for a consensus. But things were not so simple especially due to conflicts between Jinnah & Nehru on the matter of partition. Jinnah’s demand for a separate nation had instigated large scale communal disturbances across India and upon passing of each day, situation was going out of control. This was certainly not something expected by Mountbatten and hence such circumstances forced him to

prepone the date of independence by almost an year, from 1948 to 1947. It was decided in the meeting (related to independence & partition) on June 3, 1947 which was aptly titled “June 3 Mountbatten plan”.

Why 15th August?

It was Lord Mountbatten who had personally decided the date of Aug 15 because he had considered that date to be “very lucky” for his career. During the World War II, it was on Aug 15, 1945 (Japan timezone) that the Japanese Army had surrendered before him (Lord Mountbatten was the commander of the allied forces).

Why Midnight?

When the date of independence was decided in “June 3 plan” and announced to public, there

was an outrage among astrologers across the country because 15-Aug-1947 was an “unfortunate & unholy” date according to astrological calculations. Alternative dates were suggested but Lord Mountbatten was adamant on Aug 15 (since it was his lucky date). As a work around, the astrologers suggested the midnight hour between Aug 14 and 15 due to the simple reason that the day according to English starts at 12 AM, but according to Hindu calendar, starts at sunrise. Detailed reasons can be found in this astrological analysis: The astrologers had insisted that the speech of acknowledgement of transfer of power be done within the 48 minutes window (referred to as “Abhijeet Muhurta”) which lasted between 24 minutes before and after 12:15am i.e between 11:51pm & 12:39am. Nehru had to deliver a speech only within that timeframe and an additional constraint was that the speech had to end by 12 AM, so that the holy conch (Shanka) be blown to herald the birth of a new nation at the stroke of midnight hour, and the rest is history. http://guruprasad.net/posts/why-midnightof-15-August-1947-for-indian-independence.

David Swanson talk on ending wars

By: Furquan Gehlen World BEYOND War Metro Vancouver chapter held two events on Aug 5, 2019. The first at 2pm at Newton Recreation Centre and the second at 6pm at Mount Pleasant Neighborhood House. World BEYOND War’s mission is to end all wars and dismantle the very institution of war and militarism. David Swanson, co-founder of World BEYOND War was the guest speaker. David Swanson is an author, activist, journalist, and radio host. He is executive director of World BEYOND War and campaign coordinator for RootsAction.org. David’s talk highlighted the myths that are used to justify the existence of war. War is inevitable is one myth. It was explained that war is a human choice not limited by any law of nature or biological determinism. War is Necessary is another myth. David explained that defense of freedom, democ-

racy, and life itself, is better accomplished with nonviolent power. Only undemocratic domination over others requires violence and war. War is Beneficial is another myth that was looked at. The profits gained by a few weapons manufacturers and the temporary power gained by politicians who promote wars are so miniscule compared to the suffering of both victims and victors, and the damage to the environment, economy, and society, that almost any alternative to war is more beneficial. The last myth looked at is that War is Just. None of the precepts of the venerable “just war theory” hold up under modern scrutiny, and its requirement that war be used only as a last resort is impossible in an age when nonviolent alternatives are proving themselves to be practically unlimited. Both the Surrey and Vancouver events were well attended and David commented that

the audience was very aware of the issues. Both events had a very extensive and engaging question/answer session. These events were successful initial events of the new Metro Vancouver Chapter of World BEYOND War and more events will be planned in the upcoming months. This new chapter is made up of the following members on the organizing committee: Affan Bajwa, Anjum Khan, Asad Syed, Ashraf Muhammad, Brendan Martin, Carol Zhong, Furquan Gehlen, Lynn Armstrong, Raqiya Mohammad, Shehla Nasir, Yacubu Abu Bakri and Zanbka Malik. A great collaborative team effort went into these events and beyond the team many others volunteered their time to make these events a success. Their work is highly appreciated. Special thanks to our media sponsors Al-Ameen newspaper, Miracle newspaper and Common Ground. Also the supporting groups that worked with the chapter includ-

ing Canadian Peace Initiative and Global Peace Alliance amongst others. Our printing sponsors are appreciated, DigiGraphix printing and Guildford printing. The chapter’s goal is to support World BEYOND War’s mission of ending all wars and the institution of war and militarism. The chapter plans to hold educational, and other events regularly. They will also be starting various campaigns such as Canada out of NATO, Divestment from militarism and a pre-election awareness campaign so that ending wars and militarism is a visible issue in the lead up to the federal election Join the chapter by signing the declaration of peace on the website at https:// worldbeyondwar.org/individual/ . If you are interested in being part of the organizing committee, or a sub-committee you can contact the chapter coordinator Furquan Gehlen at furquan@worldbeyondwar.org or call at 604-603-8741.

unity and harmony among the ranks of the nation to face the challenges and issues confronted by the country for achieving the national objectives of progress and prosperity. The president, in his message on the 73rd Independence Day, observed that all the strata of society had to work hard, irrespective of the factional or individual interests. He called upon all the citizens to play their due part in the progress and development of the country. Felicitating the countrymen on the Independence Day, President Alvi said their forefathers had given immense sacrifices and due to their untiring efforts, Pakistan emerged on the world’s globe as an independent country on 14th August 1947. “No doubt, freedom is a huge blessing. Now onus is upon us to present Pakistan as highly reputable, progressive and prosperous country among the comity of nations and thus transforming Pakistan under the visions of its founding leaders Quaid-e-Azam Muhammad Ali Jinnah and Allama Muhammad Iqbal.” The president also reiterated Pakistan’s principled stance over Kashmir issue by extending full assurance to the Kashmiris, struggling for freedom from the Indian subjugation, of its political, moral and diplomatic support. While expressing satisfaction over the sincere desire of patriotism and urge for the development of country as nurtured by the young generation, he said they had been fully acquainted with the objectives and significance behind the creation of Pakistan. He also paid tribute to the security personnel and officers, who had laid down their lives for the protection of the motherland. We are so susceptible to our surroundings that we try our best and beyond to fit in and follow the crown no matter the cost to our physical, spiritual, and mental health. This herd mentality is now costing us as a society with illnesses and unhealthy lifestyles that hace devastating side effects. From chemicals in our cosmetics, processed food, or exposure to pollution with all our modern-world amenities, our surroundings have bread us into a unhappy society that does not feel content no matter the comforts we are presented with. minimalists lifestyle. This is how life was meant to be. It is a reoccurring topic with the older generations with the younger ones of the ‘good old days’ where life was simple and no one was as unhappy as the youth today are with the world on their fingertips. It is a conversation that is passed on before the beginning of time; we had it harder with less and we turned out fine. Most of these generations forgo the sexism, war, poverty, and lack of progression in the same conversation. However, there are a few things that they are also right about such as giving your body and mind what it needs and not what it wants. Consciousness All of us have a little voice in our mind, a constant dialogue that is seemingly connected to our gut and gives us a heads-up when things don’t sit right. We have to follow that thought and feeling and cater to it when it tells us something feels good. This might mean relying less on the media to tell you between ‘good’ and ‘bad’ in any matter and

doing our own research and do what works best for us. Go back to nature and see how that feels over time. We can get multiple degrees but still be uneducated when it comes to what is best for us as seen in the rise of diabetes, heart disease, cancer and more in everybody from children to professionals. Life Lessons All that life knows teaches us in the form of experience. This can be through our own journey or learning from the mistakes of others surrounding us. If looked upon positively, it helps us lead our lives better and open to more adventure. If seen negatively, it will simply cater to our feelings of misery. Info: asmashums@gmail.com

rom the mighty stretches of the Karakorams in the North to the vast alluvial delta of the Indus River in the South, Pakistan remains a land of high adventure and nature. Trekking, mountaineering, white water rafting, wild boar hunting, mountain and desert jeep safaris, camel and yak safaris, trout fishing and bird watching, are a few activities, which entice the adventure and nature lovers to Pakistan. Pakistan is endowed with a rich and varied flora and fauna. High Himalayas, Karako-

ram and the Hindukush ranges with their alpine meadows and permanent snow line, coniferous forests down the sub-mountain scrub, the vast Indus plain merging into the great desert, the coast line and wetlands, all offer a remarkably rich variety of vegetation and associated wildlife including avifauna, both endemic and migratory. Ten of 18 mammalian orders are represented in Pakistan with species ranging from the world’s smallest surviving mammals, the Mediterranean Pigmy Shrew, to the largest mammal ever known; the blue whale.

t its simplest, Pakistani cooking today consists of staple foods which are cheap and abundant. Wheat and other flour products is the mainstay of the diet, one familiar form being CHAPATI, unleavened bread akin to a Mexican tortilla. This is made with dough prepared from whole wheat flour. Another basic food is LASSI, milk from which curds and butterfat have been removed. Vegetables, usually seasonal, lentils are commonly used. Families with larger incomes eat more meat eggs, and fruits. And the more affluent cook with GHEE, which is clarified butter, instead of with vegetable oil. From the earliest times, the imaginative - and sometimes heavy - use of spices, herbs, seeds, and flavorings and seasonings have helped cooks transform rather ordinary staple foods into an exotic cuisine. Consider some of the most common of these in wide use in Pakistan today: chilli powder, turmeric, garlic, paprika, black pepper, red pepper, cumin seed, bay leaf, coriander, cardamom, cloves, ginger, cinnamon, saffron, mace, nutmeg, poppy seeds, aniseed, almonds, pistachios, and yogurt. Their use in a wide range of pickles, chutneys, preserves, and sauces, together with curries of all descriptions and special treatment for meats, sea, food, vegetables and lentils, gives Pakistani cooking much of its distinctive character.

Cultural influences, whether religious precepts, practices, and ceremonies or local traditions, or even esthetic preferences, have made their contribution toward the evolution of Pakistani cuisine. Food and The Moghul Emperors A style of cookery called Moghlai’ evolved at the Moghul court and even today it remains centered in Lahore. Some latter-day and widely known survivors of court cookery are, for example, chicken tandoori, a dish in which chicken is cooked at low temperatures in special ovens called TANDOORS, and murgh musallum’ in which the whole chickens are roasted with special spices and ingredients. SHAHI TUKRA, a dessert of sliced bread, milk, cream, sugar and saffron, is another left-over from the days of the Moghuls. Fruit drinks, squeezed from pomegranates, apples, melons, and mangoes, and called SHARBAT, are an important part of the Moghlai cuisine and, indeed, the inspiration for American “sherberts.” Ceremonial occasions such as weddings have inspired a number of fancy dishes. A traditional dish at marriage feasts, for example, is chicken curry with either PILAU or Biryani. Firini, made from cream of rice and milk, is an equally traditional wedding dessert. It is served in clay saucers topped by silver foil.
