RECOGNITIONS Research by the Brookings Institution shows the Upstate region has 10.6 percent of jobs by foreign-owned enterprises (FOEs), almost double the national average. Of the 366 metropolitan areas, Spartanburg ranks 3rd for share of jobs in FOEs and Anderson 7th; Gaffney ranks 11th among the nation’s 616 micropolitan areas. A study by the National Association of Counties shows that Anderson County is one of just 65 counties nationwide that has fully recovered from the recent recession. Recovery was based on meeting or surpassing pre-recession levels for home prices, economic output, unemployment rate and jobs. According to Site Selection magazine’s 2014 list of Top Micropolitans, the Seneca Micropolitan is ranked 27th out of 576 areas in the nation based on the number of economic development projects in the area during 2013.

Trade & Industry Development magazine selected Colgate-Palmolive Co., as one of the 2014 Corporate Investment & Community Impact (CiCi) Awards of 2013. The CiCi Award recognizes both the companies making investments in the community, and the economic developers responsible for securing them. This is the ninth consecutive year that SC economic development projects have received a CiCi Award. The 2014 Annual Manufacturing and Logistics Report awarded South Carolina an “A” for Manufacturing Industry Health and Global Reach and a “B” for Sector Diversification. The Report shows how each state ranks among its peers in several areas of the economy that underlie the success of manufacturing and logistics.

We are proud of our region and the accomplishments of our collaborative efforts, but we need to continue our assertive campaign to market our region, bring in more investment, create more jobs, and ensure a prosperous future for our counties. One way that the Alliance is proactively working to enhance business in the Upstate is through its work with the Global Cities Initiative, a joint project of Brookings and JPMorgan Chase. This initiative is poised to help change the face of business here in the Upstate and we are excited to be part of the process. Last year was a period of tremendous growth and investment in the Upstate. With $4 billion in announced new investment, 2014 was certainly an exciting time to join the Upstate SC Alliance as President and CEO. I’d like to thank our Executive Committee, investors, elected officials, and staff for their support and guidance during my inaugural year. It has been a pleasure to work with our both public and private partners to collaboratively promote our region and grow the Upstate economy. The Upstate SC Alliance’s vision is to position and market the region to successfully compete for business investment globally. As we enter 2015, we are laser focused on this vision and our work will center around our core mission: to aggressively market and brand the Upstate as the best place to do business, to support the economic development efforts of our investors, and to continue to build strong cohesive relationships in the region. We are also dedicated to demonstrating our value to both our public and private sector investors and clients

By working collaboratively and focusing on creating a powerful brand and image for the region, we hope to attract more global investment and enhance the prosperity and quality of life for the entire Upstate. While 2014 was an exceptional year, we know that we can’t rest on that success for long. The opportunities for 2015 are numerous and we are already hard at work finding new and exciting ways to market our region, develop new leads and prospects, bring more value to our investors and counties, and help move the region forward. 2014 HIGHLIGHTS

RECORD SETTING YEAR The Upstate of South Carolina kicked off the year with major announcements from BMW Manufacturing and Toray Industries. By year end the region’s total announcements equaled more than $4 billion in capital investment and 4,932 jobs, more than the previous two years combined. Included in these announcements were three of the state’s largest projects by job creation-BMW Manufacturing, Toray Industries and Esurance-and four of the state’s largest projects by capital investment-BMW Manufacturing, Toray Industries, GE Power & Water and Portucel. ANNUAL MEETING The Brookings Institution’s Vice President, Bruce Katz, declared the Upstate of South Carolina as a great example of a US region positioning itself well for the 21st century to more than 700 regional business and community leaders in attendance at the Upstate SC Alliance’s 2014 Annual Meeting. Following the meeting, Katz met with key industry, education and workforce leaders at the Clemson University International Center for Automotive Research.

NEW LEADERSHIP In April of 2014, the Upstate SC Alliance welcomed John Lummus as its new President and Chief Executive Officer. A long-time advocate of the organization, Lummus had previously worked with Tri-County Technical College and the Anderson County Office of Economic Development.

SITE SELECTOR’S SUMMIT In partnership with the SC State Ports Authority, the Upstate played host to 15 site location consultants for a showcase that included updates on Port infrastructure projects, logistics in the Southeast, the Panama Canal and a tour of the Inland Port. In addition to the Summit, the Upstate SC Alliance provided tours of local manufacturing and distribution facilities, as well as a BMW Driving Experience.

REGIONAL EXPORT PLAN After its acceptance in late 2013 to the Global Cities Initiative–a joint project of Brookings and JPMorgan Chase–the Alliance and its core partners spent 2014 conducting a market assessment and then working diligently to define the goals and objectives that would be the foundation for the Upstate’s Regional Export Plan. The end goal being a stronger, more globally-focused Upstate.

UPSTATE CONSULTANT EVENT In an effort to showcase the entire region, the Alliance hosted eight site location consultants for a two and a half day event that included an Upstate overview and welcome reception at Fluor Field, tours of each Upstate community, a panel discussion at the SCEDA MidYear Conference and lunch with Secretary of Commerce Bobby Hitt.

INVESTOR GOLF TOURNAMENT Eighty golfers joined the Upstate SC Alliance at The Cliffs at Mountain Park for its first ever investor golf tournament. Golfers were treated to a post-round reception while taking in the beautiful views of the Blue Ridge Mountains. Congratulations to the TD Bank team for winning the 2014 tournament!


UPSTATE SC REGIONAL EXPORT PLAN

GLOBAL UPSTATE = STRONGER UPSTATE In late 2013, the Upstate SC Alliance applied for and was accepted to a new exchange network of the Global Cities Initiative, a joint project of the Brookings Institution and JPMorgan Chase. The Upstate joins a group that includes twenty-eight metropolitan regions working together over the next several years to establish new metro-to-metro relationships, share best practices in global economic development, and develop actionable plans to promote greater global trade and economic competitiveness. The Regional Export Plan is a result of these efforts, and represents the first phase of a multi-step process. Work on the plan began in January of 2014 and included an in-depth market assessment and a series of meetings with private industry leaders, public officials, and exporters to develop strategies to address the Upstate’s distinct needs. This plan will be followed by a Regional FDI Plan and when combined, these will form the basis of a fully customized Global Engagement Strategy for the region, a framework to lead the Upstate into the next era of prosperity toward greater growth in jobs, GDP and personal income. The audit of the 2013 financial statements was completed in September 2014. The independent CPA issued an unqualified audit opinion. Copies of the audit are on file at the Upstate SC Alliance. The financial statements presented in the report represent collective statements of all Alliance activity. The statements represent grant and one-time funding activities incorporated into the overall revenues and expenses. This collective reporting provides a more comprehensive view of the scope of work completed by the Upstate SC Alliance in 2014.
