Public speaks against ready-mix plant Staff report expected to take months BY CAROL AUN Mission Record

Mission council is asking for a third reading report from staff before deciding whether to rezone property on Keystone Avenue to allow Allard Contractors to build a

ready-mix concrete plant. The report, which could take months to complete, will include information on a noise abatement strategy, water and air quality protection and water source and capacity. Council also directed staff to negotiate an amenity for the

district with the proponent, such as improving the area around Mill Pond on Dewdney Trunk Road. Coun. Jeff Jewell also asked for a comprehensive benefit and risk analysis. “I want to understand why it’s in the interest of common citizens in Mission,” he explained. All his colleagues supported the request, except for Coun. Larry Nundal,

who doesn’t think it’s fair to put Allard Contractors through the exercise because “we don’t ask any other business to give us a business plan to see how it’s a benefit to the district.” Coun. Dave Hensman was absent from the meeting. See ALLARD Page 3

Ceremonial sod turning for Cedar Valley Manor by (left to right) MASH board president Ian Waters, Eleanor Lobb, MP Randy Kamp, Mayor Ted Adlem, Judith Ray, Harriet, Sue Gillies, MLA Simon Gibson and MLA Marc Dalton. BOB FRIESEN PHOTO

Ceremony marks start of work on Cedar Valley Manor The Cedar Valley Manor project is now underway after the first shovel of sod was turned over in a ceremony Saturday to mark the beginning of construction. This new seniors housing facility was organized by Mission Association for Seniors Housing, a non-profit society. The land was donated by the Friesen family, who moved to Mission in 1941. Abram and Margaret had seven of their nine children with them when they settled in Mission. They lived in a rhubarb shed at Cedar Street and 14 Avenue before they bought 16 acres on Cedar between Cherry and Best Avenues

from an American woman who had been unable to pay her property taxes, according to Eleanor Lobb, who spoke at the special event. They purchased the land for $1,000 and everyone pitched in to help, including their daughters Margaret Neufeld, Agnes Peters and Martha Neufeld, who were all at the June 15 ceremony. The land was subdivided over time and when the local Mennonite congregation found they were outgrowing their building on Ferndale Road in 1951, the Friesens donated a piece of their property, which now houses the entire Cedar Valley Church com-

plex, which consists of several buildings, including spaces for the Kumon Program, a child care centre and Valley Christian School for several years. “One of the driving forces in that construction project was the late John Janzen (a member of the church), said Lobb. “John also had a unique vision to see a senior housing project built adjacent to the church. Seventeen years later, that dream is now a reality. Cedar Valley Manor offers affordable housing for independent and active seniors in the community. For more information visit cedarvalleymanor.com.

Allard will use water from number of sources for plant’s operation From PUBLIC Page 1

Council made these requests following a public hearing Monday night where about a dozen people spoke. A ready-mix plant combines ingredients needed to make concrete except water. When the material is loaded into a truck, it is mixed with water and transported to the work site. Most of the speakers didn’t support the application and pointed out the project has been turned down twice. “We keep getting the same people asking for the same thing, said Paul Morgan, a 15-year Shaw Street resident. “I know in time,

New event celebrates B.C. Day

[Allard] will win. It’s not a coincidence it’s been turned down each and every time. This is not what we want. Speakers were concerned about noise, air pollution, traffic, land values, and the environment. Janet Chalmers worried about creating a water-for-profit business. You put water in the trucks and ship it out of the community, she explained, adding there’s no way to measure how much water is being used. “It’s profit. Allard Contractors Ltd.’s vicepresident Jim Allard told council the operation would not impact the ground water or aquifer in the area. He explained he has seven

water licences and the business collects ground, storm, and other forms of recycled water. “We don’t discharge it, he said. Allard said when his family bought the property in 1980, it was already a gravel pit zoned for ready-mix and black top operations, but “we put it on hold and didn’t operate it for a number of years. During that time, the district changed the zoning. Sand and gravel is the cheapest construction material we have, but the further you have to haul it, the more expensive it gets, Allard said. “The idea is to be on the road a little as possible.

5, there will be an event at Spirit Square by the Jack Poole Harbourside Park from 12 to 4 p.m. There will be activities for the family, including a mini Farmers Market. For more information, visit Mission Communities in Bloom’s Facebook page.

Telus is investing $3.5 million in wireless technology infrastructure in Mission this year. Part of a $3 billion, three-year commitment across the province,

the telecommunications company will be installing more fibre optic cable in the ground, and will be putting new technology into existing wireless sites throughout the community, said Shawn Hall, Telus spokesman. The work will expand the cov-

erage of 4G LTE, currently the world’s fastest wireless technology, in Mission, create more capacity and help to fill in coverage gaps. By the end of 2013, Telus will have invested $21 million in new technology and infrastructure in Mission since 2009, Hall added.

Hikes hard to take

“Don’t do as we do, do as we say.” That’s the message the B.C. Liberals are sending to residents following the announcement that salaries for senior political staff in government ministries and Premier Christy Clark’s office are not just going up, but going up an obscene amount. B.C. cabinet orders dated earlier this month provide for an 18 per cent wage increase for Dan Doyle, Clark’s chief of staff, to a maximum salary of $230,000. This from a premier who campaigned on fiscal responsibility to help families and gain some ground on an out-of-control deficit. This from a government that has continually told teachers, educational support staff, nurses and others in the health-care industry to tighten their belts because there is nothing in the kitty for wage increases. Most in the private sector have tightened their belts to the max, not seeing any wage relief in years. Add to that the burden of increased taxes, a jump in utility rates and the rising cost of day-to-day living, and residents of B.C. are wondering how they’re going to get by. That’s when citizens need to have faith in government – all levels of government – to come to the rescue and pull the country, province or city out of trouble. But it’s getting harder to have faith in government officials. Whether it’s senators in Ottawa charging thousands of dollars in outlandish expenses from the public’s purse, or government officials in Victoria receiving unfathomable pay increases, it’s no wonder residents are so apathetic when it comes to voting in a leader. — Nanaimo Bulletin

What ails the NDP? Plenty A

fter 34 NDP MLAs were sworn in to continue a stretch of opposition that will reach at least 16 years, leader Adrian Dix took a few questions about his future. The party’s provincial council will meet June 21 to set the terms of reference for a review of the party’s dismal election performance, Dix told reporters. He repeated that his performance won’t be spared, and ticked off some conventional wisdom about the NDP campaign. Dix mentioned the alleged lack of “negative” ads, the local campaigns (read candidates), the decreasing reliability of polls and, when pressed, his surprise decision to come out against the proposed twinning of the TransMountain oil pipeline. This all-powerful NDP provincial council is a case in point. A glimpse into its inner workings was provided by a summary of an NDP policy development workshop called “Imagine Our Future” that was leaked by the B.C. Liberals in the final days of the campaign. Help for displaced appreciated Editor, The Record: An open letter to residents and community leaders of the District of Mission: As the owner of the Willows apartment building that burned down on May 17, 2013, and on behalf of the tenants, I would like to say a huge and heartfelt thank you. Thank you to the firefighters who first responded to the site, using your skills to successfully get all of the tenants (and their pets) safely out of the burning building. Thank you, Deputy Chief Larry Watkinson and your team. Thank you to all the caring neighbours of the Willows who came forward to offer blankets and hot chocolate at 3:30 a.m. To the community leaders such as the provincial Emergency Social Services, Hope Central, Victim Services, Salvation Army, Red Cross, the post office on First Avenue, Mission Community Services, SPCA, RCMP, Abbotsford/Mission Times, Mission Record, Ministry of Social Development, District of Mission, etc. Thank you, everyone! Thank you to building owner Kenny W. who let me use his building as a place to keep donated supplies which amounted to a moun-

tain of goods. The donation of towels, clothing, and tooth brushes, etc. was so great that eventually we had more than enough and had to discontinue the call for help. How wonderful! It was devastating for my tenants to lose everything that they had, most of whom had so little to start with. However,

the support of this and surrounding communities has made a profound difference in the lives of many. The tenants really do appreciate all they were given and wanted me to express their gratitude. Thank you, donors! Currently, everyone has found a place to rent or stay. Once they had a residence, they were

thrilled to pick from the donations to set up their new home. Despite this tragedy, it has been a privilege to witness such genuine generosity to those less fortunate. It was wonderful to personally see the joy it brought to those who gave and those who received. Steve Yap Mission

Scandal driving change: Kamp The public’s appetite for more accountability is growing and politicians are seeing the writing on the wall. Liberal leader Justin Trudeau wants both MPs and Senators to regularly publish (every three months) their travel and hospitality expenses so they’re easily accessed from the Parliament of Canada website. MP Randy Kamp said he supports the idea. Kamp, though, wants that direction to come from the Board of Internal Economy, which sets the rules for MPs. All parties are represented in that group, so any could suggest changes. Kamp said expense claims for Senators have largely been done on the honour system. However, since the scandal involving former Conservative Senator Mike Duffy, those rules are now being tightened, such as requiring senators to keep receipts and mileage logs. “They’ve never had to do that before. MPs already have to account for their expenditures, which are monitored by House of Commons staff. “They’re pretty rigourous in going over whatever we submit. The Senate scandal is driving the changes, Kamp said. “Times are changing. People want to know that their tax dollars being spent responsibly.

The 2013 Property Tax Notices have now been mailed out to all those who own property in Mission. Property tax payments and eligible Home Owner Grant applications are both due by Tuesday, July 2, 2013. Did you know that your property tax payments can be made from the comfort of your home? Telephone or internet banking services are offered by most financial institutions. Your roll number is the account number. Internet and telephone banking may need to be completed three business days prior to the due date in order to complete processing. Check with your financial institution for the details. Remember to record your payment confirmation number for your records. Home Owner Grant Applications Many home owners may be entitled to claim the Home Owner Grant. If eligible, your application for this grant must be completed each year even if you are not making a payment. The due date on the Home Owner Grant to avoid the 10 per cent penalty is Tuesday, July 2. Home Owner Grant applications can be claimed online. Log on to the District of Mission’s website www.

mission.ca and under What’s New, choose the option “Claim your 2013 Home Owner Grant”. You will be asked for your roll number and an e-HOG Password which is located on the front of your tax notice. Please print your confirmation upon completion of the application process. During the week of June 24 to July 2 there are typically long line ups at municipal hall as people come in to pay their taxes. We suggest if you are planning on coming to the municipal hall for other business not related to paying taxes that you try to arrange your business dealings to occur before or after that week, so you can avoid the line ups. Payment methods accepted at the municipal hall are cash, cheques, post-dated cheques or debit cards only (no credit cards accepted). If paying by debit card, you may have a daily and/or per transaction limit on your account. Check with your financial institution for any limits that apply to your card. For your convenience, there is a secure drop box located at the south entrance (main doors) of municipal hall. Your payments can be dropped into this box 24 hours a day.

Open house at SAINTS The seventh annual SAINTS (Senior Animals in Need Today Society) open house takes place June 22 from 11 a.m. to 3 p.m. at 33860 Dlugosh Ave. Saints is a very special end of life multi-species sanctuary for senior and disabled animals. Saints is home to dogs, cats, horses, pigs, sheep, goats, rabbits, chickens, sheep and a llama. Ten years ago, I decided to have a dental implant rather than a bridge. Bridges can be hard to clean and can break down over time. I made an appointment with Dr. Lui and found the implant procedure virtually painless. My dental implant was problem free so, five years later, I had another implant placed by Dr. Lui. I have no discomfort, I can eat anything and the implants are easy to brush - just like normal teeth! I have complete confidence in Dr. Lui. His rates are fair and I know he keeps up-to-date with the latest technology and equipment. I highly recommend Dr. Lui to anyone considering having tooth replacement with a dental implant. At least one company is looking into starting up a medical marijuana grow facility in Mission because of its “reasonably priced” real estate. Vancouver’s Leaf Cross Biomedical is lining itself up in preparation for the federal government’s new rules to the program to grow medical marijuana. Representatives from the company have been making the rounds and letting councils know their intentions. The company received lukewarm reaction from Mission politicians when its president and CEO Brant Little presented the concept last month. Little, who has been an investment banker for more than 30 years, said he saw this as a business opportunity, and a chance to provide employment and help people who are suffering from chronic pain. We have a number of parties looking into and negotiating the acquisition of 10 to 20 acres of agricultural land, said Little, who plans to expand the operation, if possible. He said the new regulations are expected to be out by June 21 at which time his company will apply for a permit. He expects a response will take up to 90 days. Ottawa announced in January it will phase out individual licenses for medical marijuana users to grow pot in their own homes, and instead have all medical pot grown and distributed by highly regulated, secure commercial operators. The new system is expected to be launched by April 2014. - with files from Jeff Nagel

SPREAD THE WEALTH How little it costs to take someone to lunch, or to leave an extra dollar or two on top of the standard tip. These small things do not go unnoticed, and they improve the quality of our lives and the lives of those we touch. When was the last time we bought flowers for the receptionst secretary where we work, or brought donuts to share with co-workers, or simply made cookies to share with family or friends? Although these are minor things, they spread happiness way out of proportion to the effort expended. And quite interestingly we will most likely never regret having given a generous tip or sharing a meal with someone. And, spreading the wealth doesn’t have to cost a thing. We can give a compliment or ask someone how their day was, and then really listen to their response. When was the last time we complimented our husband or wife on the way they were dressed or the tastiness of a meal they prepared? When was the last time we invited a neighbor over for dinner? There are a thousand different ways to “spread the wealth,” and each one will undoubtedly make us richer than what we give away.

O divine Master, grant that I may not so much seek to be consoled as to console; to be understood as to understand; to be loved as to love. For it is in giving that we receive; it is in pardoning that we are pardoned; and it is in dying that we are born to eternal life. - St. Francis of Assisi

Association, and chamber president Sean Melia signed the official agreement that will launch this program. “This special partnership means the Alumni Association can honour its mandate of offering beneficial programs to our alumni, while providing growth opportunities for our young graduates, said Luck. “Our young alumni will have access to rich networking opportunities when they need it most — right after graduation.

The Mission Record Thursday, June 20, 2013 21

Martin wins alcohol drags with 5.52 time Alcohol dragster Ray Martin won first place in his division, while Steve Gasparrelli bested Brian Hough in top alcohol funny car at last weekend’s Lordco B.C. Nationals at Mission Raceway Park. In the final, Martin, who also won this race in 2011, topped Greg Sereda, who had been running steady 5.60s, for a come-from-behind win, 5.52 to 5.64, popping the blower near the lights. Martin now has a 7-1 win-loss record and two victories in three regional starts this season after reaching three finals in five such starts in 2012. Martin qualified third in the four-car field, 7/100ths of a second behind Joey Severance, and defeated former national event finalist Don St. Arnaud in an upsetfilled first round, 5.46 to 5.68. Neither Severance, who qualified number one with a 5.36, nor St. Arnaud, who was second with a 5.38, survived the opening round. Severance banged the blower near mid-track, slowing to a 6.09 at just 130 mph and allowing Sereda to move on with a 5.68 at 232 mph. Top alcohol funny car came down to the only two drivers to win this race in the past five years. In a rematch of last year’s finale, Gasparrelli, who also won here in 2011, topped Brian Hough, who won in 2009 and 2010, getting off the mark first with a .060 second reaction time and getting the best of a tight race, 5.72 to 5.74. Mission’s Kirk Lanz advanced to the final round in both Super Gas and in the RH Racecars Top Sportsman looking for the elusive doubleup. In his first test, he would meet up with Daryl Hemley and take the early lead but Hemley ran Lanz down to take the Top Sportsman trophy in 6.951 seconds at 199.42 mph. Lanz would come back around to face off with Brian Preszler, Kennewick, Wash., in Super Gas where he would not be denied. Lanz clocked in at 9.865 at 168.91 mph for the win and his first ever NHRA Wally trophy. The Super Comp final

was a family affair as Michael Dalrymple faced off with his father John. Michael got the early lead and needed every bit of it to hold off

his dad who ran 8.903 on the 8.90 dial. Joe Sorensen also used a starting line advantage to force Mark Faul to break out in the Super

Stock final round. Sorensen went 10.279 at 126 mph in his 1969 Camaro for the win. Former division champion Dudley Gee recorded a .009 second package for the win in Super Street over Arron Spitzer and last year’s finalist in Sportsman Motorcycle presented by Harley Davidson. Jeff Havens went the extra round for the win over Doug Rathbun. Other winners this weekend were Al Quigley, Aldergrove, B.C., defeated Jon Bradford in Super Pro and Stefan Kondolay, Chilliwack, B.C., knocked out Chris Stone from Mission in Pro ET.

STAY COOL & FRESH

DON’T OPEN YOUR HOOD TO STRANGERS

IS YOUR AC READY?

BRING IT HOME TO HONDA!

LOOKING FOR THE

BEST VALUE

FOR SERVICE ON YOUR VEHICLE?

DID YOU KNOW?

Air and water can get into the A/C system which can reduce the efficiency of the system and can also lead to corrosion or fungus, mould and bacterial growth that is blown into the passenger area.

We can now say we offer the LOWEST PRICE with added value. Are you currently getting this for your oil & filter changes? INCLUDES:

THIS IS WHAT WE CAN DO... To complete the HVAC service a technician will clean out the air conditioning lines, evaporator and ventilator and then kill any bacteria mould or fungi. Then deodorize the entire A/C system and the vehicles interior. Finally, after a complete inspection for leaks and wear, the technician will measure and replenish the oil in the compressor. The air inside your vehicle will be much cleaner and 4 to 5 degrees cooler, thanks to increased efficiency.

SERVICE DIRECT:

Back Door Slam and David Gogo performing at Twilight The Envision Twilight Concert Series continues on June 21 from 7 to 8 p.m. with Back Door Slam at Fraser River Heritage Park. Kat Wahamaa, Jennie Bice, Tony Rees and Joe Samorodin make up Back Door Slam. Collectively they’ve received rave reviews for their music all over the globe with their soaring vocals, strong harmonies, flying fiddle, swingin’ guitar, harmonica, bass, mandolin and washboard comprise their unmistakable sound. Back Door Slam plays an eclectic variety of styles including country, blues, bluegrass and Western Swing; traditional music of the British Isles; and even Finnish folk. They infuse these styles with elements of East Coast kitchen party, punk rock-a-billy and a penchant for swing and rhythm. David Gogo takes the stage at the Envision Twilight Concert Series on June 26 from 7 to 8 p.m. As one of Canada’s hardest working and most prolific blues guitar virtuosos, Gogo has amassed a worldwide fan base and an impressive list of accomplishments. He has earned four Juno nominations, the 2012 Western Canadian Music Award for Blues Recording of the Year, the CBC Saturday Night Blues’ Great Canadian Blues Award for a lifetime contribution to the blues in Canada, and has twice been named Maple Blues Guitarist of the Year. He has played on stage with acts ranging from ZZ Top and the Tragically Hip to Jimmy Vaughan and B.B. King. Gogo has released 13 albums to date and continues to tour relentlessly, performing across North America and Europe. The Envision Twilight Concerts are held twice weekly on Wednesdays and Fridays. Bring a lawn chair or blanket and settle in for a range of live music at Fraser River Heritage Park. Admission to the concerts is free, but donations to this community-based series are appreciated. For more information about the Envision Twilight Concert Series, including the full concert schedule, please visit heritagepark-mission.ca.

BUSINESS EXCELLENCE And the winners are... The best of Mission’s business community were honoured June 8 at the annual Business Excellence Awards at Silverdale Hall. A renewed Business Excellence Awards was celebrated early this year on June 8. Six new awards celebrated the best and brightest businesses and organizations in Mission. Presented by RDM Lawyers LLP, the awards were held at Silverdale Community Centre as a nostalgic nod to the Chamber of Commerce 120th celebrations. Those in attendance enjoyed a glance back at the growth of Mission and the strength of today’s business community. Dinner featured a locally-sourced buffet prepared by Chef Jeff Massey of Restaurant 62, with Mission Springs Brewing Company beers on tap, and a Strawberry Festival Lemon Drop Martini as the highlight. During an intermission, the Chamber unveiled a short video that has been created highlighting its work and the growing business community over the past 120 years. The full video will be posted on the Chamber’s YouTube Channel later this month. Many noted that this year’s Business Excellence Awards was an exceptional event that offered great opportunities to do business and learn about the success that occurs daily in Mission.

They now carry many local grocery products from within the valley, which welcome you as you walk in. Save-On-Foods believe that a business relationship with the community is an important part of their value – “they support us, so of course we support them.”

their fermentation capacity to fuel their growth and distribution, and hired a brewmaster consultant and head brewer. To assist the Fraser Valley Mountain Bike Association’s trail building program they crafted a signature pilsner, Trailblazer, to raise awareness and funds.
