Downtown Action Plan adopted Parking changes coming to James and Grand Streets BY CAROL AUN Mission Record
Mission council officially adopted the Downtown Action Plan and approved certain parking changes. All-day parking on James and Grand Streets south of First Avenue will soon be permitted after 8 a.m. This would create parking spaces for employees in the area, and free up parking spots on First Avenue, where some workers park. The Downtown Action Plan outlines five fundamentals and 10 big moves to improve and revitalize the area. The five fundamental elements are: 1. An interconnected, multi-transportation network for pedestrians, cyclists, motorists and transit riders. 2. A mix of high-density land uses and activity nodes that can generate a strong customer base. 3. High-quality public realm, parks and open

spaces to provide a pedestrian-friendly environment and encourage people to spend time in the area. 4. Social needs and community issues need to be addressed in order to create a welcoming environment for everyone. 5. Create economic conditions for successful development. The plan’s 10 big moves aim to be a catalyst for change. They are: 1. First is First: Taking back ownership and control of First Avenue, which includes re-routing truck traffic. 2. Welton Street Pedestrian Spine: Enhancing public open spaces and connecting pedestrian paths to key destinations downtown. 3. activities. 4. Improve the economics of downtown development: Introducing development regulations and incentives to improve the area and business opportunities. 5. Downtown living: Increase the number of area residents. 6. A welcoming and family friendly downtown: Create an environment people will want to spend time in, and minimizing negative behaviour/activities. 7. Downtown community green:
Creating a public park to provide green space. 8. Safety and security: Improve actual and perceived problems. 9. Vacant no more: Filling vacant sites or storefronts with community gardens, arts displays or other improvements. 10. Downtown gateways: Emphasize when visitors are entering downtown. Council is also implementing a one-year ambassador and clean streets pilot program which will provide more than just security for the area. Ambassadors will also
report criminal behaviour to police, respond appropriately to inappropriate behaviour, promote downtown, monitor parking, care for flower boxes and hanging baskets in public spaces, deal with snow removal and graffiti issues, and any other tasks associated with creating a healthy and vibrant downtown. This program replaces the downtown security initiative which had an annual operating budget of $51,500. No additional funding will be provided. Committee to advise on changes to bylaw

Mission council will be collecting input from the firearms advisory committee before implementing any changes to the district’s Discharge Firearms bylaw. Council unanimously agreed to form the committee this week after receiving input from numerous people at an information meeting two weeks ago on the proposed changes. About 150 people attended the meeting June 19, most opposing the proposed changes which called for a complete ban on shooting throughout the municipality, except at the Mission and District Rod and Gun Club. “There was a lot of thought-provoking discussion last week,” commented Coun. Jenny Stevens, who didn’t want to react one way or another until she had more time to digest the informa-

tion. “We have to get it right.” A couple of other councillors also felt the process was rushed after reflecting on it. “I didn’t like my decision and I think we did blow this one,” said Coun. Dave Hensman, who acknowledged there are many people who use Mission’s forests and enjoy shooting. “We need to have all the players at the table to come up with something workable for everyone.” Mayor Ted Adlem previously told The Record the proposed changes to the bylaw were brought forward to address concerns particularly on the west side of Stave Lake where the Zajac Ranch for Children, Sayres Lake Campground, and the proposed Tim Hortons Children’s Foundation Camp are located. District staff will be developing a terms of reference and recommending committee members for council’s approval.

This past long weekend, Canadians coast to coast celebrated the 146th anniversary of our nation’s founding. There is much to celebrate. Earlier this year, Canada was ranked the third-best country to live in by the Organization for Economic Cooperation (OECD), and we are consistently ranked high in the United Nations’ Human Development Index. By any yardstick you choose, Canadians enjoy a standard of life far above that of the rest of the world. However, sometimes it seems we don’t realize how good we have it. For the majority of us, our claim to citizenship is merely an accident of birth – we are the lucky few who started life in a society that values peace, education, and public welfare, as well as prosperity. If you ever want to truly understand how good we have it, talk to one of the seven million Canadians who immigrated from around the world. For Canada’s immigrants, being a part of this great nation was a choice, one that may have brought some hardship, but also great reward. Canada has always been an immigrant nation. The first people to settle in what we now know as Canada came not on a boat, but via the Bering Sea land bridge more than 20,000 years ago. Today, as always, Canada is a nation of immigrants. It is what makes us unique, and what makes us great. Each culture that has come to Canada has brought with it its own customs and traditions, and in so doing, has added to Canadian society and to the Canadian identity. B.C. Views Call it the Beach Blanket Budget. Despite having to campaign once again to win a seat in a byelection, Premier Christy Clark has ordered the legislature to sit without her through most of July to pass the budget that was tabled before the election. This rare summer session ensures a couple of things. First, there will be less time for real financial results to contradict the rosy predictions made by Finance Minister Mike de Jong in February. Second, it ensures that there will be minimum public attention paid to the deliberations, as people focus on their summer vacations and put the business of running the province aside again. B.C. Liberal house leader Mike de Jong insists there has been no decision made on whether the legislature will sit again in the fall. The standard schedule, put
in place under former premier Gordon Campbell, calls for MLAs to assemble in October and November, to consider legislation, after a spring devoted to the budget and ministry spending. This was a serious reform that went along with four-year scheduled elections. But Campbell soon abandoned this noble approach, with fall sessions dwindling to a few days to deal with urgent issues or disappearing altogether. I expected Clark to reverse that after she led the party to victory in May and consigned the Campbell era to the history books. Open, accountable government and all that. So why the summer session? I’m inclined to agree with NDP house leader John Horgan, who meets privately with de Jong in his role of government house leader to thrash out schedules. Here’s Horgan’s message to Clark and her government as he emerged from the latest meeting:
“You ran on a platform that you claimed you were ready to implement. And what we’re getting instead is, ‘let’s jam ’em in here while the media’s on holidays, while people are at the beach thinking about other things. We’ll pass our bogus budget and then we’ll see you in February’.” Is the budget accurate, or “bogus,” or somewhere in between? They’re always projections, so that can’t be determined until next year. But the proposal to keep the increase in overall spending to less than two per cent, with nearly all the increase going to health and education, is difficult to accept. During his time, Campbell topped the Fraser Institute’s ranking of most fiscally responsible premiers, limiting spending growth to 4.4 per cent. During those same years, average provincial economic growth was only 4.1 per cent, meaning that under the supposedly tight-fisted, tax-cutting Campbell, government continued to grow to more than 20 per cent of gross domestic

product. Clark has indicated several times since her surprise election win that she intends to make government smaller. That’s the difference between her “core review” of government programs and the one conducted by Campbell in the painful first years of his mandate. This is why I mentioned last week that one of the more significant instructions given to Clark’s cabinet ministers was to examine turning the Liquor Distribution Branch into a separate corporation with its own board of directors. That in itself may slightly increases the size of government. But it could be a preliminary step to selling the whole thing off and reducing the government’s role to taxing and regulating booze sales. You can imagine how that would go over with the NDP, with former liquor store union boss George Heyman among the loudest opposition MLAs. This is the kind of change that should be debated in public, not by press release.

Tracking progress of seniors activity centre
It’s some seniors’ dream to enjoy a seniors’ activity centre in their lifetime. So where are we at? A seniors’ task force report is due later this year and is in response to the mayor’s inaugural address Dec. 5, 2011 wherein he promised to “look at every available option in a timely manner.” Eighteen months later, the Elder Citizen Action Coalition (ECAC) takes an opportunity to continue being forthright and clear, on the basic needs and demands to meet seniors’ needs, as we have for five years. The basic centre should initially be approximately 12,000 sq. ft., with room to expand. It should be erected as a cement structure adjacent to the Leisure Centre on the two-acre district-owned property with any zoning change facilitated by council. Being adjacent the Leisure
Centre allows use of available services, such as weight training, the swimming pool and other amenities. Located on an easy access bus route, a parkade should also be incorporated. In addition, above-ground two- to three-storey housing, incorporating some low-cost, mixed-use seniors’ housing. Examples of similar endeavours can be found at seniors’ centres in Pitt Meadows, Maple Ridge, Coquitlam and West Vancouver (more information available at thecouncilclaw.ca). As well, an internal/external seniors’ exercise facility similar to that at Mill Lake in Abbotsford could be incorporated. The structure should be district owned, and the municipality would be responsible for maintenance and repairs. A fee-for-service would be paid to the seniors governance association to operate the building as a 100
per cent usage and self-governed facility, comprised of a specified number of paid employees and augmented by a large volunteer base. All participants should be paid members of the Mission Seniors Centre Association, with a small usage charge to those attending events (with
a gratis grandfathering to the Old Age Pensioners Organization). Levels of services/events to meet respective age groups are desired to attract and sustain all levels of participation. The facility needs to be open seven days a week on a 24/7 basis, subject to ap-
propriate scheduling by seniors. A seniors governance and planning committee of potential users can establish desired activities. This is the plan to achieve seniors’ independence and respect for countless years of contributing and building our municipality. Thus, we

Eugene Sepke is a familiar face around Missionâ&#x20AC;&#x2122;s trails. As a member of the Fraser Valley Mountain Bike Association, he loves riding, but he is also known for his work in maintaining and building kilometres of road for walkers, hikers and bikers. This week, however, Sepke will not be in the woods with his saw and shovel, heâ&#x20AC;&#x2122;s competing in the B.C. Bike Race, a popular week-long riding competition which is usually sold out every year. The ride was on Sepkeâ&#x20AC;&#x2122;s bucket list and he received free entry to the event when he won the Kazlaw Community Mountain Biking Award last month. More than 100 people were nominated for the award in recognition of all the work they do in the community to forward the sport of mountain biking. Sepke is relatively new to mountain biking, having picked it up seven years ago when he was 33. He joined the FVMBA three years ago and now spends 75 per cent of his time building rather than biking. â&#x20AC;&#x153;I get much more enjoyment from building trails,â&#x20AC;? explained Sepke who takes pleasure in woodworking and putting boardwalks together so people donâ&#x20AC;&#x2122;t have to trudge through muddy sections of the trail. Sepke has built three kilometres of trail, but
has provided maintenance to every one in Mission. One of the trails the Mission resident has constructed is Hannahâ&#x20AC;&#x2122;s Trail, about two kilometres long, at Heritage Park which connects to a network of trails leading to the monastery. It took him more than a year to build it in memory of a girl, whom he had never met, who died of a brain tumour. â&#x20AC;&#x153;The person I learned [to build trails from] knew her and he wanted to build a trail for her, but didnâ&#x20AC;&#x2122;t have time,â&#x20AC;? Sepke explained. â&#x20AC;&#x153;Hannah used
the park all the time with her family.â&#x20AC;? After hearing the story, Sepke took on the challenge and spent two months scouting the area and determining the curves of the path. He changed the course several times before starting on the final route. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s like the ground speaks to you,â&#x20AC;? said Sepke, noting he tried to find features along the trail for users to enjoy. He took the plans to the districtâ&#x20AC;&#x2122;s forestry department and began sawing away when he
received approval. Hannahâ&#x20AC;&#x2122;s Trail is now four years old and her family continues to use the path regularly. Sometimes they even hide trinkets along the way. Hannahâ&#x20AC;&#x2122;s trail can be accessed off of Prentis Avenue. The B.C. Bike Race began June 29 in North Vancouver. Participants make their way to Cumberland on Vancouver Island, then Campbell River, Powell River, Sechelt and ending in Whistler on July 6. Details of the race can be found at bcbikerace.com.

Treasure hunters have new place to look BY GEN HANDLEY Black Press
Long before she became the marketing director for UsedEverywhere.com, Lacey Sheardown was a borderline-obsessive user of the classifieds site. “I was always on there — I was an avid user,” she says with a laugh. Her Victoria home is filled with furniture and other unique items she bought or found for free on UsedEverywhere. “So when I got this job, my friends were like, ‘Yeah, that makes sense.’” But what drew Sheardown to the site was more than the satisfaction of treasure hunting. Unlike other classifieds sites out there, this was a place where she could look for a new coffee table without stumbling across an ad for a casual NSA encounter at the local park. “We’re actually family friendly,” she says. Across more than 80 cities and towns, the site has a real, live monitoring team, checking ads every hour of the day, ensuring quality content and dependable transactions. “Your kid can surf our site and you can be comfortable with it.” UsedEverywhere.com is now owned by Black Press. It has as many unique visitors in Canada as Craig’s List and is the number one free classified site in Ottawa, Victoria and PEI. The site includes an informative blog and Facebook page. As much as the site is about buying and selling, it’s also about connecting people, building community, on and offline, with a flesh-andblood UsedEverywhere community coordinator working locally. Following the flooding in Alberta, the site encouraged Albertans to donate items for flood victims on its four sites in the province: UsedCalgary.com, UsedRedDeer.com, UsedCentralAlberta.com and UsedEdmonton.com. You might find the community coordinator at local events; they are also involved with projects such as a car and booster seat recycling program that took place last month (they recycled 83 expired seats) as well as a new initiative in the next month to work with local business, allowing them to
advertise on the site and connect with buyers. Their community coordinators even look for personal opportunities to help locally through the Angels program. Last year, for instance, they helped a Vancouver woman undergoing chemotherapy for breast cancer by finding breast milk for her baby. Sheardown says community involvement is a big component of the company’s DNA. “It’s a social responsibility,” she says. “Our
site is about reusing, reducing and recycling and so being a part of the community and helping in other ways is connected that.” Even though the site has been embraced mostly by professional mothers like Sheardown, she says it appeals to other demographics as well. “My husband is on his site, on his phone, hitting refresh every 10 minutes,” she says laughing. “We think he has a bit of a problem.”
So what’s the coolest thing she found on UsedEverywhere? It’s a large stereo cabinet that was brought over from Europe after the Second World War. “They had the clothes on their backs, 20 bucks and this giant, enormous stereo cabinet. And we got it for free!” It’s the bonus of hearing a story or meeting new people that Sheardown appreciates about using the site. “There’s always history with the item or you

Keep your garbage inside Bear sightings are up. At this time of year, bears are looking for one thing only — food. Garbage, compost and even recyclables are strong attractants for bears. The majority of calls received by the provincial Conservation Officer Service are about bears getting into waste materials. Bears that are reported as a hazard are then trapped and usually destroyed. By far, the best way to prevent bear conflicts is to not provide a food source for the bears in the first place. Other things that will attract bears are pet food left outside, bird feeders, dirty barbecues, badly managed backyard composters, fallen fruit, outside freezers and petroleum products. Please do yourselves and the bears a favour and keep these materials and your curbside wastes inside a secure building. The district’s bylaws require that garbage, compost and recycling be set out only on the morning of collection. The second annual Matt Robic Memorial Barbell Beatdown takes place July 6 in Abbotsford as part of the Berrybeat Festival. The event raises funds for the Abbotsford Hospice Society, which is currently building the Holmberg House adult hospice as part of the Campus of Care project next to Abbotsford Regional Hospital. The competition measures overall fitness in three different workouts throughout the day. The workouts are kept confidential until 24 hours before the competition begins, but could include activities such as basic gymnastics, plyometrics, powerlifting, running, odd-object lifting and rowing. After two workouts, the top competitors advance to the third and final event. The event runs outdoors from 9 a.m. until about 5:30 p.m. in Historic Downtown Abbotsford. It is held in memory of Missionâ&#x20AC;&#x2122;s Matt Robic, who died in October 2011 at the age of 26 from injuries suffered in a plane crash in Richmond. Twilight concerts continue July 5 The Envision Twilight Concert Series continues on Friday, July 5 from 7 to 8 p.m. with Boomchix performing in Fraser River Heritage Park. Janice Dunbar and Barb Wilkins front Boomchix, an emerging roots/country band from Vancouver. The band blends fiddle, guitar, and mandolin with haunting harmonies in an energetic mix that evokes both the Canadian singersongwriter tradition and the best of foot-stomping country. Boomchix is known for strong, heartfelt performances which avoid the slick gloss of much of modern country music. November 3, 1947 - June 20, 2013 With sorrow in our hearts and joy in her being, we release our wonderful sister, Dawne Louis Campbell to the universe. Into the loving arms of our parents, Jack and Vi Campbell who went ahead of her. Dawne was known for her love of family and friends â&#x20AC;&#x201C; her greatest joy was to be surrounded by them. She cherished each and every one. She was just telling us that sheâ&#x20AC;&#x2122;s had a wonderful life. In the last six months Maggie, her puppy, had brought her extra joy and happiness. Dawne lived her life with â&#x20AC;&#x153;no woulda, shoulda, couldaâ&#x20AC;&#x2122;sâ&#x20AC;?. She enjoyed travelling, theater, shopping, birthdays and celebrations. To all, Dawne would say â&#x20AC;&#x153;donâ&#x20AC;&#x2122;t mourn for me, be free, joyful and happy . Think of me when your spirits are soaring, as I will be there with you ... in a laugh, a hug, a memory. Dawne was born and raised in Mission. Flo died in Mission BC in her 97th year. She was born in Port Alberni, BC where she married Tom in 1939. With their 3 boys they moved to Tahsis, BC in 1951 and eventually settled in Mission in 1954. She worked for many years at Glennâ&#x20AC;&#x2122;s Pharmacy. Flo was very involved in the community as a member of the Womenâ&#x20AC;&#x2122;s Hospital and All Saints Auxiliaries and played with the Royal Canadian Legion Pipe Band. As a pianist from the age of 3 she entertained countless individuals and organizations well into her 90â&#x20AC;&#x2122;s. With an energetic zest for life she lived it fully with a flair that was hard to miss. She was well known about town as the â&#x20AC;&#x153;Hug Ladyâ&#x20AC;?. Predeceased by her husband Tom, sons Monty and Nicholas. Survived by her son Terry (Lynn) of North Saanich BC, 10 grandchildren, 15 great grandchildren and 1 great great grandchild. Also missed by Brian Appleby of Mission. A Celebration of Life will be held at All Saints Anglican Church in Mission on July 5th at 1 pm. In lieu of flowers donations can be made to the Mission Healthcare Auxiliary Society, 7324 Hurd St., Mission, BC. V2V 3H5 or charity of choice.
It is with great sadness that we announce the passing of Lillean Musgrave, at Abbotsford Regional Hospital and Cancer Centre, on June 28, 2013, at the age of 96. Lillean was born in Saskatoon, Saskatchewan on September 3, 1916. Her family moved to Vancouver, British Columbia during the Depression, then years later, Lillean moved to Mission, BC. She was a 50 year member of the Order of the Eastern Star, serving for years as Director of Cancer Activities in British Columbia and Yukon. Lillean was loved by many, and will be missed by all who knew her. She loved her family, enjoyed her friends, and dedicated her life to serving others. She could light up the room with her smile. Lillean is survived by her daughter, Judy Long (Gerald); stepson Jim Musgrave (Elfie) many grand and great-grandchildren. Her family thanks the staff at Mission Memorial Hospital, Menno Home, and Abbotsford Regional Hospital for their excellent care, and the kindness shown to Lillean during her stay. A Celebration of Lilleanâ&#x20AC;&#x2122;s Life will be held at the Masonic Hall, 22272 116th Avenue, Haney, British Columbia Saturday, July 6th, 2013 at 1:15 pm.
