Summary of Capital Projects

Zoning Adjustments & Overlay District - $50k to $75k

Articulate the character that should be preserved and enhanced for each neighborhood to serve as the foundation for future land use and development decisions. Specific initiatives include: • • •

Adopting the UW Masterplan into the CDP to establish an official policy framework. Targeting proactive base zoning changes to where existing zoning conflicts with neighborhood vision. Developing an Upper Westside Overlay District to codify new zoning standards that align with the vision of the UW Masterplan.

HN+AL Pocket Parks & Greenspaces - $150k to $250k Create tailored and unique solutions for the location and placement of a connected network of public spaces and public amenities that support community life. From shady seating to funky pocket parks to dog runs and playful neighborhood greens, weave amenities that support daily life into inclusive and welcoming spaces for all Atlantans.

Waterworks Improvements - $100k to 200k

Design incremental interventions and access improvements to the unique, historic Hemphill buildings and campus that can anchor the identity of the district and create places for storytelling, the arts, education, cultural amenities and community space. Potential interventions include: • • •

Moving the fence line to capture pockets of greenspace around the Hemphill reserviors, Creating a pedestrian connection from Trabert Ave NW to Green St NW / Reservoir Dr, Opening the Waterworks Lodge (corner of Green St & Reservoir Dr) as a community space, activating and enlivening the Hemphill campus with placemaking and arts initiatives.

AU 3-5 Arts Initiatives & Installations - $50k to $225k Identify locations and opportunities for signature public realm improvements and private investments that highlight the distinctive character and vibe of the district. Identify high-opportunity sites, of all scales, that demand totally original design and transformational qualities. AU 7-9 Creative Branding & Wayfinding - $25k to 75k Develop the creative placemaking elements that make walking, bicycling, and transit use fun! The Upper Westside can innovate by creating the public art, wayfinding, environmental graphics, and branding elements that inspire people to get out of their car.

Woodall Rail Trail - $250k to $700k

The Woodall Rail Trail roughly follows Woodall Creek from Hills Place to Ellsworth Industrial Blvd, converting the unused wooded areas in its floodplains into a natural escape and a relaxed active transportation alternative to the north end of Chattahoochee Ave. Part of the trail will be constructed by private developers on their properties, with the model mile being funded by a grant that is already in the works and requires a 25 percent match. CID will need to design additional portions of the trail in the public right of way and crossing some industrial properties.

Howell Mill Rd - $75k to $800k

Implementation of the first phases of the CID’s Howell Mill Rd Bike/Ped Study will improve safety and operations on the northern end of the district’s signature corridor. Phase 1 includes closing unnecessary curb cuts, installing a pedestrian crossing signal at Starbucks, and installing raised bike lanes and onstreet parking from Channing Dr to Norfleet Rd. Ultimately when all phases are complete, this project will connect to the Renew Atlanta programmed pedestrian and bicycle improvements, which will begin south of Forrest St.

Chattahoochee Ave - $100k to $1.75m

Redesigning Chattahoochee Ave as a complete street will improve access between the growing mixed-use area around Ellsworth Industrial Blvd, neighborhood shopping near I-75, and the broader Howell Mill corridor. Phased improvements include fixing sidewalk gaps, adding bike facilities, and intersection improvements at Howell Mill Rd. This complete street may be extended from Carroll Dr to Collier Rd in the future if the CID expands.

RR 4

Huff Rd - $200k to $350k

Huff Rd will undergo a concept study to determine options for improving this corridor as a safe, comfortable eastwest connection through the heart of the district between the Westside Provisions District, future greenspace at Hemphill, and the new Quarry Park. This study will examine possible bike and pedestrian facilities, roadway capacity improvements, streetscape elements, and right of way needs. The narrow bridge over the railroad would need to be evaluated for widening or adding a separate bike and pedestrian bridge. Apart from a study, an immediate bike and safety improvement would be to add all way stopsigns at a couple key intersections.

Beltline Connector: Goat Farm - $50k to $625k

This trail project will aim to connect the planned BeltLine Westside Connector (Church line) corridor to Howell Mill Rd and its bike lanes currently being designed by Renew Atlanta. It will include a pedestrian and bicycle bridge over the rail connecting Goat Farm to West Marietta St just west of King Plow.

RR 7

Ellsworth Industrial - $50k to $1.25m

A growing level of activity and wide existing right-of-way make Ellsworth Industrial Blvd a prime candidate for a complete street redesign. The first phase project involves creating an on-street buffered multiuse path to narrow the roadway and solve for sidewalk gaps. The longer term project requires outside funding and would include filling missing sidewalk gaps, adding bicycle facilities, new crosswalks, landscape enhancements, pedestrian-scale lighting, and realigning the Elaine Ave intersection to improve safety. Remaining space from the realigned intersection could be used to create a placemaking element.

Trabert Ave Extension - $50k to $100k

Extending a bike/pedestrian connection from Trabert Ave to Northside Dr at Deering Rd will create a new eastwest connection between from Howell Mill Rd to Peachtree St as an alternate to 17th St or Bellemeade Ave. The first step will be to conduct a scoping study to determine a possible alignment and talk with land owners to gauge interest.

OR 5

Tanyard Creek Connector - $25k to $375k

A scoping study of the Tanyard Creek Connector will evaluate alignment options to connect Tanyard Creek Park and Northside BeltLine Trail to the district with a new trail segment using a Georgia Power utility easement. Combined with the existing Northside BeltLine Trail, this will provide a low-stress connection for Collier Hills and Brookwood residents to access the district by foot or bike. A first phase construction project would be a pedestrian crossing signal on Northside Drive to create a safe pedestrian connection between the existing neighborhood streets. MM 1

Bus Stop Improvements - $50k to $100k

Bus stop enhancements at popular stops near Howell Mill Dr at 10th St and Chattahoochee Ave to improve the rider experience. These will include shelters, seating, trash and recycling receptacles, lighting, and cases for schedules, maps, and advertisements.

OR 4

Westside Park Connector - $50k to $450k

This project will improve access from the Marietta Street Artery to the north side of the new Quarry Park by adding protected bike facilities on West Marietta. This will tie into the new Brady Ave bike facility.

RR 9

Collier Rd - $50k to $575k

This project will include sidewalk repairs, potentially adding green conflict markings, and buffering of the existing bike lanes. It could be complemented by an art installation at the I-75 underpass (project AU1).

RR 2

10th St - $50k to $250k

Bicycle facilities on 10th St from Northside Dr to Brady Ave will help build a continuous connection to Midtown, supported by a planned shared use path east of Northside Dr on GA Tech’s property and improvements to the bridge over I-75/85.

RR 3

14th St - $50k to $400k

Improvements to 14th St will improve pedestrian and cyclist safety on a popular route to the Westside Provisions District and beyond. This project will include filling missing sidewalk gaps, pavement repairs, and potential bike facilities, if a vehicle lane can be reallocated.
