Synopsis Like with every other walk of life, Covid pandemic has impacted on policing across the world, more so across the country. Needless to recall, as Prime Minister Narenda Modi announced the first phase of lockdown, the police force across the country rose as one man to ensure that it worked and ensured that the pandemic spread was contained, especially in the absence of a proven cure for the epidemic. There were the accompanying law and order and crime situations of every kind that the police in different states in different conditions have been called upon to handle. Today, months down the line, the situation remains the same, with bouquets and brickbats for the police in the handling of the emerging situation. There is considerable evidence to show that the police forces across different States and Union Territories, both as an organisation and at the level of the individual, has come under unprecedented pressure, for which they were not equipped. There is thus a need for assessing the future role of the police, their training, equipment -- and their numbers, too. There is, no doubt, a 'New Normal' for policing, yes -- but what is it, and how should the nation prepare for the same?


PROFILE Mr R K Raghavan, IPS (Retd) Raghava Krishnaswami Raghavan is an Indian diplomat and former police chief. He was director of the Central Bureau of Investigation from 4 January 1999 to 30 April 2001. He investigated such high profile cases as the Priyadarshini Mattoo murder case, the 2000 South Africa cricket match fixing, and the 2002 Gujarat riots. Raghavan was assisted by Ashok Malhotra, a former CBI Deputy Inspector General, and SIT lawyer R. S. Jamuwar, both "outsiders to Gujarat" in the Gujarat riots case. In April 2014, the Supreme Court praised the investigations done by the Special Investigation Team (SIT)

headed by Raghavan and declined to re-constitute another. He was appointed as India's High Commissioner to the Republic of Cyprus on 30 August 2017.


PROFILE Mr D Sivanandhan, IPS (Retd) D Sivanandhan was the Police Commissioner of Mumbai, promoted as part of the aftermath of the November 2008 Mumbai attacks. He is one of India's most well-known and highly regarded Indian Police Service (IPS) officers. His career spanned multiple high-profile postings over 35 years and he is known for his use of strategy & intelligence to uphold the rule of law. He served as an active member of the special task force in the National Security Council Secretariat, he helped in restructuring India's internal and external national security provisions. During his tenure he was involved in crushing a major part of the

underworld and helped establishing training centers, schools, canteens, gymnasiums and officers’ club- all with state of the art infrastructure. He was also responsible for providing the youth of the city an online portal for better communication.


PROFILE Dr Meeran Chadha Borwankar, IPS (Retd) Belongs to 1981 batch of the Indian Police Service (Maharashtra Cadre). Held various positions in service including Director General, Bureau of Police Research and Development, Director General National Crime Records Bureau, Chief of Maharashtra Prison Department, Commissioner of Police Pune, Chief of Crime Branch Mumbai, Deputy Commissioner of Police Mumbai. First woman District Police Chief in Maharashtra (Aurangabad and Satara

districts)

'Organizational Management' from Pune University and is a Hubert H. Humphrey Fellow from University of Minnesota USA.

She also conducted a research on 'Gender in Maharashtra Police'. Recipient of President of India Police Medal for Distinguished Services 2006, Police Medal for Meritorious Services 1997 & 'Distinguished Leadership Award 2008' from University of Minnesota. Dr Borwankar specializes in Institution Building,

Investigation of crime against women and children/financial crime, Law & Governance, Research & Gender. Author of two books, 'Leaves of Life' and 'Inspector Chougule', she writes extensively for national and international journals.
